Allied Joint Force Command Naples completed exercise “Naples Journey 15,” as well as tested a new joint task force concept, November 23. “Naples Journey 15” trained personnel of the headquarters as they currently serve as the standby command and control element of the NATO Response Force (NRF) for 2015. “Naples Journey was a successful exercise,” Canadian Forces Lt. Two specific emerging challenges are among those that concern Navy Adm. Mike Rogers, commander of U.S. Cyber Command and director of the National Security Agency. The challenges are a potential inability to trust financial and other data due to manipulation by adversaries, and the disregard of some nonstate actors for connectivity and other staples of daily life in many parts of the world. Rogers joined Marcel Lettre, acting undersecretary of defense for intelligence, and others in a recent panel on cyberwar during the recent annual Reagan National Defense Forum held in Simi Valley, California. From a military perspective, Rogers said to the audience of government and industry leaders, data manipulation through network intrusion is probably his No. 1 concern. Reflecting Reality “As a military commander, I’m used to the idea that I can walk into a darkened space with a lot of sensors coming together and look at a visual image that uses color, geography and symbology, and quickly assimilate what’s going on and make very quick tactical decisions,” Rogers said. Happy Friday and Happy Thanksgiving Weekend! I hope everyone enjoyed spending time with family and friends on Thursday and throughout the weekend. I especially want to thank those volunteers that supported our unaccompanied Sailor and Service member Thanksgiving Dinners that were offered. Last week’s dinner was wonderfully hosted by U.S. Naval Hospital Naples at their La Cucina dining facility. The Religious Ministries Team, along with the USO, and a number of other volunteer organizations, such as the Naples Area Chief’s Mess and Coalition of Sailors against Destructive Decisions (CSADD). Also on Thanksgiving Day, MWR partnered with USO to provide a Thanksgiving Day Dinner and buffet at Stryker’s Bowling Center on Support Site. Again, thank you so much to all of those that support these activities and to the entire NSA Naples community that serves overseas for our great Nation! We have a few more opportunities coming in the near future including the Support Site tree lighting on December 4th, which will include a holiday market and the Candy Cane runs (1 mile and 5K run). We also have the JFC International Bazaar on December 4th and 5th at the JFC NATO base in Lago Patria. We will also host our quarterly town hall on December 7th, which is a slight shift from the originally scheduled date and we hope to see you there. On December 10th, the Italian Air Force Base is inviting U.S. Military members to celebrate the patron saint of the Italian Air Force Madonna di Loreto. The occasion will be marked with a special mass and formation. If you have been keeping up with international news and our command Facebook page you are well aware that the State Department, theater, and regional commands have issued travel warnings and restrictions for much of Europe and other parts of the globe. As members of the NSA Naples community, I ask you to carefully consider how you plan your future travel. Check with your command security or force protection officer to ensure there are no imminent threats in the areas you are travelling and make sure your travel plans are known by your chain of command. Understanding that many folks will travel during the Holiday season, I continue to urge all of our community members to exercise caution and vigilance in the coming months. Finally, the enlisted barracks housing move from Capodichino to Support Site is going very well and is scheduled for completion by mid-December. I would like to thank all of the Support Site community members for welcoming the sailors who have already made the transition into the community and ask that you continue to be welcoming neighbors for our Single and Unaccompanied members to the new location on the Support Site. For these new residents, take pride and ownership of your new homes and maintain the high standards of being a U.S. Service member serving overseas in Naples, Italy. Naples Receives Prestigious Award for Toledo Metro Station The Toledo metro station in Naples was awarded with the International Tunneling Association’s underground space award in Switzerland. Naples beat two stations of the metro lines in Sydney and Jerusalem in the category regarding the innovative use of space. The metro station was opened two years ago and is considered one of the most beautiful in the world for its use of lighting and artwork. The award was given because of the innovative and specific technology used for excavation work. Naples is competing with London and Istanbul to host the 2019 annual world congress of the International Tunneling Association. Music in Holy Places Concerts Through December 19 Naples is hosting the “Music in holy places” event starting today and each weekend through December 19.There are four concerts of classical music to be host in historical churches of Naples combined with guided visits. The event is a wonderful opportunity to listen to great classical music offered by major orchestras in some sacred monuments of Naples including the Church of Santa Maria Incoronatella; the Annunziata Maggiore; the Donnaregina Nuova, and the Chiesa di Santa Maria Apparente. Tickets are free upon reservation; seating is limited. Festival of the Apple This Weekend at Valle di Maddaloni The historic city of Valle di Maddaloni in the province of Caserta is hosting the 23rd Festival of the Apple 2015 tomorrow and Sunday. There will be many food stalls showing how to cook apples in various ways and also an apple cooking competition among housewives and chefs. Tours will be offered to discover the various stages of “processing” of the tasty “mela annurca.” “Annurca” is not ripened on the tree, but is carefully placed in the sun laying on strips of land covered with straw. It is turned several times to

take the characteristic red color. It has a white pulp, firm and crunchy, a sweet aroma and a pleasantly acidic taste. Many restaurants and culinary stands will offer a typical menu for 10-12 euro to 3.50 euro for a sandwich. On Sunday morning at 9:30 a.m. there will be a motorcycle rally and a vintage car show. The festival is also an opportunity to visit the beautiful valley of Maddaloni with its Caroline Aqueduct built to supply the Royal Palace in Caserta. A particular architectural value is the perfectly preserved section of the tufa bridge, which was made a World Heritage Site in 1997. It is made of three rows of arches, 55.8 meters (183 feet) high at its highest point. The Ponte or bridge will be open on Friday at 11:30 a.m. with an organized guided tour. Luxurious 2,000 Room Unearthed During Road Construction in Rome A 2,000-year-old room plastered with frescoes was discovered in a busy street in central Rome during road works to install gas pipeline. Workmen started to dig a hole for the pipeline when a large chasm opened in the road. Workmen called in speleologists who reached the bottom of the cave and discovered the frescoed room of a once-luxurious Roman home. Archeologists dated the newly discovered site to the first century A.D. The area around the site belonged to the luxurious Emperor’s gardens. This is not the only finding in the capital this year: a perfectly preserved Roman domus was unearthed in the city center in September. Italy Leading World in Solar Energy According to a survey by Enel and Symbola Foundation, Italy is in global first place for solar electric systems account for 7.9 percent of electricity production. Greece solar electric (photovoltaic) systems account for 7.6 percent, Germany for 7 percent, Japan for less than 3 percent, United States and China for less than 1 percent. NAVY HISTORY: BIRTH OF CHAPLAIN CORPS From U.S. Navy

On November 28, 1775, the Navy Chaplain Corps was born. Throughout the Navy’s 240-year history, the Chaplain Corps has provided ministry and counseling services to Sailors and Marines wherever they serve. The Navy Chaplain Corps comprises more than 800 Navy Chaplains from more than 100 different faith groups – including Christian, Jewish, Muslim, Buddhist and many others – who tend to the spiritual, physical, and emotional welfare of all military members and their families, regardless of their faith. Chaplains offer everything from faith leadership to personal advice to much-needed solace. All while living up to the guiding principles of the Chaplain Mission: ● Providing religious ministry and support to those of your own faith ● Facilitating the religious requirements of those from all faiths ● Caring for all service members and their families, including those subscribing to no specific faith ● Advising the command in ensuring the free exercise of religion On Nov. 28, 1775 the Continental Congress recognized the importance of religion by implementing the “Rules for the Regulation of the Navy of the Uni-

ted Colonies of North America,” which required that religious services be performed on Continental Congress ships. Chaplains provide a wide range of programs and services that are crucial to sustaining the readiness and resiliency of Navy personnel and their families. They aid military and civilian personnel by building partnerships with command and local human service providers such as Ombudsmen, family readiness groups, Fleet and Family Support Centers, the Red Cross, food banks and clergy associations. From the earliest battles waged by the Continental Navy to the current conflicts, Navy Chaplains have put themselves in harm’s way to minister to Sailors, Marines, DoD civilians, and their families. No matter the environment, whether on the high seas, on land, in the jungles or desert, members of the Chaplain Corps stand with service members in every capacity – in some circumstances laying down their lives for their comrades in service of spiritual ministry. These exceptionally devoted men and women have provided our service members with the moral strength, compassionate care, inspirational leadership, and deep faith to maintain constant readiness and accomplish any mission.

SPOTLIGHT: SSG MIGUEL APONTE

USO Naples wants to thank and congratulate the dedicated USO Volunteer, Army Staff Sgt. Miguel Aponte. From Southwest Detroit, Michigan, Aponte has served in the U.S. Army for 14 years and as a volunteer for the past several months, has become a valuable member of the USO Naples committee.

Beginning as a volunteer with USO Naples in March 2015, Aponte has generously given more than 60 hours of his time in support of several evening and weekend events including BBQs for Single Service Members, Jazz Fest, Dodge Ball Tournament, and much more. At a recent outreach with Italian teenagers from a local shelter, he went above and beyond making connections with the teens. They played volleyball, talked, and shared a meal at the barbecue. “It was awesome to see the kids with a smile on their face,” Aponte said. “I volunteer for the USO to help reach out and support the members of the local community and military personnel. It gives comfort knowing that someone is always trying to support you.” The entire USO Naples team is proud to work with Aponte and is extremely thankful for his commitment in the USO volunteer program. Applied Suicide Intervention Skills Training (ASIST) offered a free two-day workshop at Naval Support Activity Naples Capodichino November 19-20, 2015. The ASIST course offered participants mentorship in areas of suicide prevention and intervention to help guide people at risk onto a healthy pathway of choosing life. ASIST workshops engage participants in suicide prevention roleplay scenarios, teach methods of guidance and suicide indicators, and discuss conversation turning points to identify during an intervention. The two-day course also offers feedback and guidance from CREDO ASIST facilitators and U.S. Navy Chaplains trained in suicide prevention. “Oftentimes people don’t think about the fact that they could be a real helper to someone who is close to them; whether, that is a friend, a relative, a neighbor, or

a colleague and coworker,’ ASIST facilitator, Dr. Gary Carr, NSA CREDO, from Seneca, South Carolina, said. “We’d like to train as many people as possible in the community to have these kinds of skill sets to respond to people who are at risk, thinking about suicide, or whose thoughts and events in life are overwhelming them. They can be a real helper for them. Since the military is paying, this is a great value added at a great cost to the military.” Naval installation CREDO offices offer the ASIST training monthly through-out the Europe Africa Southwest Asia (EURAFSWA) region. The maximum amount of participants for each monthly course is limited to 30 people, however a course will be conducted with a minimum of 10 attendants. “I think I have become more confident if I were to meet anyone who is having thoughts of suicide,” ASIST seminar participant Tirne Pedersen, from Sandefjord, Norway, said. “Hopefully I can prevent someone from harming themselves. It would save a lot of pain for the individual, their family and friends, and the big picture – the whole community.” “Once someone is trained after this two-day seminar, they are trained forever,” Carr said. “They are welcome to come back for refresher training, but it is a one-time skill set.”

Recently NSA Naples has experienced an increase in Energy Consumption in several buildings throughout the installations. The increase of consumption has been linked to the use of portable electric heaters. In accordance with Naval Support Activity Naples Instruction 4101.1C, the use of portable electric heaters is prohibited without the consent of the Energy Program Manager or the Fire Department. What if my work space is extremely cold? Contact your building manager and request a trouble call be submitted to PWD to verify the temperature of your workspace and check the heating system for proper function. Keep in mind when using portable electric heaters, the excess heat provides a false reading to the room’s thermostat. If the thermostat reads that the temperature in the room is high enough it will not trigger the central heating system to turn on. The use of electric heaters may seem like a solution but could potentially affect the entire heating system, meaning you may be warm in your cubicle but, you may be causing your co-workers to suffer. The use of portable heating systems is also a safety hazard. In small spaces the heaters can cause a fire a potentially can over load electrical circuits. If you notice that portable electrical heaters are being used in your workplace please advise your co-workers of the instruction or contact the Utilities and Energy Management Office to report unauthorized use.

The United States and NATO support Turkey’s right to defend its airspace and sovereignty, Pentagon Press Secretary Peter Cook told reporters November 24, following the downing of a Russian military aircraft by the Turkish military. No U.S. military forces were involved, Cook said, when the Russian aircraft reportedly crossed over the TurkishSyrian border and into Turkey’s airspace, Cook said. Details about the incident still are being investigated, he added. “U.S. officials have been in touch with their Turkish counterparts about the incident, and continue to gather more information,” Cook said, reiterating what President Barack Obama said earlier today. NATO Calls Meeting on Incident Additionally, NATO conducted “an extraordinary meeting” today on the downing of the Russian military airplane at Turkey’s request, Cook said. Noting that NATO Secretary General Jens Stoltenberg recently spoke on the incident, the press secretary said the United States and NATO “urge Turkey and Russia to deescalate the situation [and] resolve this matter through discussion, diplomacy and de-confliction measures.”

Leaders and volunteers of the Catholic Women of the Chapel and Knight of Columbus from Naval Support Activity Naples served a traditional Thanksgiving meal to more than 50 San Gennaro Church (SGC) friars and volunteers November 20, 2015, at the church. Father Cicero and Father Tran led the prayers before mealtimes. Everyone in attendance appreciated the food and fellowship. The SGC volunteers and service members serve meals Monday through Saturday each week to approximately 60-80 underprivileged from the Naples and Pozzuoli. In addition to serving Italian food at lunch, the Sailors performed a Navy-style “Field Day” inside the historic church and they also cleaned up the outdoor garden and adjoining citrus and olive groves. Teamwork has been evident in all aspects of the work conducted over the past week.” In addition to familiarizing JFC Naples staff members with contingency operations procedures, “Naples Journey 15” enabled JFC Naples to assess a new concept, the Forward Command Liaison Element (FCLE), in a mock contingency operation. The FCLE provides a fully capable forward command liaison platform in the location of any contingency operation. Its main mission is to provide a stable point of contact for situational awareness and forward engagement. This is the first time the FCLE was tested by a NATO entity. “With a continuous change in the security environment it is important to remain flexible and exercise all aspects of the headquarters,” said Lt. Gen. Parent. “The successful deployment of the Forward Command Liaison Element Concept offers an additional option for NATO command structures to react appropriately to any threat the Alliance may face.” NATO’s two Joint Force Commands alternate operational command of the NRF. JFC Naples will hand over lead of the NRF to JFC Brunssum in the Netherlands at the start of 2016. The NRF is a highly ready and technologically advanced multinational force made up of land, air, maritime and Special Operations Forces (SOF) components that the Alliance can deploy quickly, wherever needed. In addition to its operational role, the NRF can be used for greater cooperation in education and training, increased exercises and better use of technology.

“But what happens if what I’m looking at does not reflect reality … [and] leads me to make decisions that exacerbate the problem I’m trying to deal with [or] make it worse?” he added. The admiral said he’d just returned from New York, where he spent a day in related discussions with business leaders and with students at Columbia University. The digital environment, for the private sector and the military, is founded on the idea of faith in the data, he said. “The fundamental premise for most of us is that whatever we’re looking at, we can believe -whether it’s the balance in your personal account … or the transactions you make in the financial sector,” Rogers said. What happens, he asked, if that trust is disrupted? What if the digital underpinning relied upon by people everywhere can no longer be believed? Vision of the World His second concern from a military perspective involves nonstate actors. “Nation-states, while they want to gain an advantage,” he said, “generally have come to the conclusion that if the price of gaining that advantage is destroying or destabilizing the basic status quo and underpinnings that we’ve all come to count on, that’s probably not in their best interest.” With non-state actors like the Islamic State of Iraq and the Levant or al-Qaida, Rogers added, that premise is gone. They are interested in destroying the status quo to achieve their vision of the world as it should be, he said. “So what happens when they suddenly start viewing cyber as a weapon system, as a capability that helps them achieve that end state -- and one they can use as a vehicle to achieve destruction and disorder, just as we’re watching them do in the kinetic world?” In his remarks, Lettre -- who oversees all DoD intelligence

and security organizations, including the National Security Agency -- said the cyber threat picture is complex and a function of a geostrategic landscape that is as challenging as the nation has seen in 50 years. Commitment to Innovate One of Carter’s three commitments as secretary, Lettre added, is to innovate for the Force of the Future so the nation can stay ahead of such threats it will face five, 10 and 20 years down the road. As part of the department’s deliberate, strategic approach to cyber, in April officials updated the DoD Cyber Strategy, focusing on three missions, Lettre said. These are defending DoD networks, being prepared if the president calls on the department to help the nation deal with consequential attacks on the homeland, and making cyber options available to combatant commanders, he said. Among other things the strategy prompts a focus on military application of power through the use of partnerships, the undersecretary added. Allies, Partners “Attacking the cyber-defense challenge really does require partnerships with industry and partnerships with international allies,” Lettre said. The second focus involves building out capability, forces, options, tools, strategies and doctrine that underlie the ability to defend and where necessary respond to cyberattacks, he said. Establishing the now-five-yearold Cyber Command was a big step forward in building out the needed forces and tools, Lettre said, and by 2018 the sub-command will be fully operational, with 6,200 cyber forces that will allow the department to defend its networks, defend the nation and support combatant commanders. Supporting Cybercom To support this buildup, in October the General Services Administration put out a five-year, $460 million multiple-award re-

quest for proposals to outsource Cybercom mission support in areas that include the following: ● Unify cyberspace resources, create synergy and synchronize warfighting effects to defend the information-security environment. ● Centralize command of cyberspace operations to strengthen DoD cyberspace capabilities and integrate and bolster DoD cyber expertise. ● Improve DoD capabilities to ensure resilient, reliable information and communication networks, counter cyberspace threats and assure access to cyberspace. ● Support the armed services’ ability to confidently conduct high-tempo, effective operations, and protect command-and-control systems and the cyberspace infrastructure supporting weapons system platforms from disruptions, intrusions and attacks. The goal, according to GSA, is to support Cyber Command and support services to the mission force, cyber components and Joint Force headquarters through 10 areas that include cyberspace operations, all-source intelligence and engagement activities. Private-Sector Help To those who wonder why Cybercom would look to the private sector for this kind of help, Rogers said, “Who develops the kinetic munitions that we drop? Who builds those [Joint Direct Attack Munitions], those [Tomahawk Land Attack Missiles]?” It’s not the Defense Department or the U.S. government, the Cybercom commander said. “We turn to the private sector to harness the abilities and their capabilities to generate the tools DoD needs to execute its broad mission to defend the nation and protect our interests,” Rogers added. Cyber should have the same opportunities, the admiral said. “Not that there aren’t aspects that are different,” he added, “but the fundamentals I think translate well between the two worlds.”

Squanto Taught Pilgrims to Survive, Thrive By Emily Donovan NSA Public Affairs

It’s no secret that the pilgrims faced hard times when they first landed at Plymouth Rock. Without the help of the neighboring Native American tribes they may not have survived. At first there was a communication barrier, but thanks to the help of a Native American named Tisquantum, or as you may know him, Squanto, the pilgrims were able to learn and survive. Little is known of Squanto’s early life, but as a young man in 1605 he was captured by an English man and brought back to England so the man could show his friends. In England he lived with a man named Ferdinando Gorges who taught him to speak English, and hired him as an interpreter and guide. Squanto returned to New England in 1614

with Captain John Smith, but was captured again and sold into slavery in Spain. After escaping his captors he stayed with some monks before returning to North America in 1619. Finding out his entire tribe had died he joined a neighboring Wampanoag tribe. The tribe introduced Squanto to the pilgrims and he was able to interpret between the two groups. Squanto aided the pilgrims in many ways. He taught them how to survive, and the lessons he taught quite literally saved the colony. He taught them how to hunt and where to fish. It is believed he also taught them the “Three Sisters” method of farming where beans, corn and squash are planted next to one another to aid each other’s growth. This form of planting later became known as companion farming. With their first successful harvest the pilgrims were able to celebrate Thanksgiving and survive the harsh winter of Plymouth.
