NAPLES, Italy – Sailors and community members assigned to Naval Support Activity (NSA) Naples assisted the Bourbon Tunnel History Museum in downtown Naples in excavating a new chamber, Oct. 18. The group of 13 volunteers from NSA Naples arrived early Sunday morning to meet with local Italian volunteers who had been working on clearing other areas of the tunnel. The group was provided work gloves and digging tools for the day ahead. “We are always looking for opportunities to assist the Naples area community,” NSA Naples Commanding Officer, Capt. Douglas Carpenter, said. “This project provided the opportunity for our Sailors and community members to take a hands-on approach in uncovering the incredible history of this ancient city. We will continue these outreach programs through our chapel and public affairs offices working to continually strengthen our ties with the local community.” Many of the volunteers from NSA Naples had never visited the site and were excited for the unique opportunity to help dig a section of the tunnel previously inaccessible to the general public. “I signed up for the Tunnel dig because I thought it would be a great opportunity to help out, be an ambassador for the Navy and NSA Naples, and to fulfill my curiosity of being the Bourbon Tunnels,” Petty Officer First Class Elliott Williams, a volunteer for Sunday’s expedition, said. “I thought it was awesome, lots of great artifacts, and old cars I had never seen before. I had a great time and will definitely come back as a tourist and a helper.” BOURBON TUNNEL Page 11

This week we were very fortunate to have the Chief of Naval Operations Adm. John Richardson visit NSA Naples. The CNO’s visit to the installation highlighted the importance of Europe in the current global climate. During the all hands call on Tuesday the CNO addressed a number of questions from Sailors on fleet manning, ship building, current global threats, and his personal goals and focuses as CNO. My biggest takeaway from his remarks was his focus on the importance of technology in our service and in our personal lives, but more importantly that we cannot lose focus that our most important asset is our people. We can look forward to a number of innovations during his tour, including a plan to stabilize deployment lengths across the fleet. The CNO noted that this can only happen after we have done the work to ensure proper planning protocols are in place for scheduling, maintenance and training. The CNO also covered the impact the European migrant crisis is having on naval operations throughout the region and the expanding mission requirements in response to regional concerns throughout Europe and Africa. During an answer to one of the questions on Russia’s recent activity in the region, the CNO asked audience members to review a recent speech Adm. Ferguson gave to the Atlantic Council on the subject. We live in an increasingly complex region and maintaining situational awareness concerning our current operations is essential to understanding your importance to the mission and the Navy as a whole. To keep the Navy up to date with the digital generation, the CNO also mentioned an upcoming push to integrate personal technology and smart devices into everyday operations. He intends to capitalize on recent innovations such as the eTablet that supports the eSailor initiative. Taking advantage of the easy access to information could save resources and increase the effectiveness of the force down to the individual level. This past weekend a team of 13 volunteers from the NSA Naples community travelled to the Bourbon Tunnels located on via Morelli in downtown Naples. The team assisted the Bourbon Tunnel Association to clear out a new section of the tunnels which will be used for storage in the future. Initiatives like this are important to strengthen the bond between our installation and the local community. We are guests in Italy and should seek ways to improve our surroundings through volunteer work and other cultural programs. I am currently working with the public affairs officer to increase opportunities for interaction with the local community through outreach events, and a guest speaker series on support site. Be on the lookout for more information! We have a lot of great events coming up this weekend. Tomorrow at Carney Park, MWR will host the annual Zombie Run followed by a concert (in Carney Park) by “Fan Halen.” On a safety note, during the rainy days this fall, please give yourself some extra time to get to work so you won’t be tempted to speed on our notoriously slippery roads. Italy Endures More Bad Weather Rainfall and floods swept across Italy, especially in southern regions on Monday. The area of Benevento in Campania was the most affected region with flooding due to extreme bad weather last week, in which two elderly people died. More than 300 rescue operations were taken place by firefighters who evacuated people who had climbed up to higher floors or roofs to escape flooding. The Calore and Sabato rivers burst their banks, flooding low-lying parts of Benevento. Italy’s Civil Protection Agency on Tuesday extended its weather warning to the entire southern region of Campania, reporting several landslides, floods and collapsed bridges. Telecommunications services were affected and blackouts were reported due to water damage. Local schools were shut down until the end of this week. The civil protection department has sent 120 members to join another 250 who were already assisting the local population. Campania regional authorities have allocated a million euros in emergency funding. Parish Priest Proposes Controversial Fund Raiser A parish priest made a controversy request to his churchgoers to help raising funds to maintain the nursery while repairing the church’s roof and oratory. The priest proposed that parishioners purchase scratch and win cards instead of making a monetary offer during mass. This initiative was harshly criticized from a local councilor who said that in Italy there are priests who are against the gambling, and according to a study published by the Economist, Italy had one-third of all the world’s games machines and one-fifth of all its scratch cards, and only last year Italian gamblers lost 17.2 billion euro to bookmakers, creating misery for thousands of people.

The imperial ramp was ordered by the Emperor Domitian and built in the second half of the first century to serve as a majestic entrance into his imperial palace, which is connected to the Roman Forum. The ramp, recently restored, linked the Forum – the political and administrative heart of the city – to the Imperial Palace on the Palatine Hill, which was the center of power. The ramp consisted of seven zigzag ramps, four of which remain today, and rose up to 35 meters. The monumental ramp entrance was brought to light in 1900 during excavations. Visitors will also be able to see the Aula, that was an integral part of the ramp and it was transformed into the Oratory of the Forty Martyrs in the Middle Ages. The walls are still decorated with frescoes of the Forty Martyrs, Roman soldiers from the XII Legion who converted to Christianity and were then made to stand in a lake, naked, on a bitterly cold night, until they froze to death. The ceilings of the ramp are 11 meters (36 feet) high. Tours of the ramp will end with a breathtaking view looking over the Roman Forum. Peppe the Bear Survives Back Surgery Peppe the bear has been living in the Zoo in Naples for nearly 30 years. Peppe is the first brown bear to receive an operation for a slipped disc in Italy. The bear was suffering from leg paralysis, and after several clinical tests, he was transferred to a veterinary hospital in Rome where he had a CAT scan and diagnosed with a slipped disc. Before proceeding with the delicate surgery on his spine, specialized physicians put him under anesthesia for 12 hours. He is being monitored under the watchful eye of specialized veterinarians.

NAVY HISTORY: FIVE CHANGES IN AMERICA’S NAVY SINCE MARTY MCFLY LEFT 1985 TO COME ‘BACK TO THE FUTURE’ decks of cruisers and destroyers. While the Laser Weapon System (LaWS) has still has a way to go, it was successfully deployed and operated aboard a naval vessel in the Arabian Gulf in 2014. Navy leaders have made directed-energy weapons a top priority to counter what they call asymmetric threats, including unmanned and light aircraft as well as small attack boats that could be used to deny U.S. forces access to certain areas. High-energy lasers offer an affordable and safe way to target these threats at the speed of light with extreme precision and an unlimited magazine. Using advanced laser technology, featuring precise and uniform radiating wavelengths, LaWS makes firing fun because it video game-like controls to fire.

Back in 1985, in the second installment of the Back to the Future movie trilogy, Marty McFly, played by Michael J. Fox, travels 30 years into the future to stop his future son from making a big mistake. The world he finds on Oct. 21, 2015, is much changed from the one he left behind, and while there is no shortage of debate on the things the movie got right

and wrong, here at Naval History and Heritage Command (NHHC) there’s no question the Navy has changed in 30 years. If Marty takes a minute to think about it, here are five things he’ll notice are different in, or thanks to, America’s Navy. Today’s Navy Has Lasers Back in Marty McFly’s 1980s Navy the most widelyused gun was 5-inch 54-caliber gun mount found on the

Submarines Have Improved The Navy’s newest fast attack submarine, the Virginia Class has technology submarine warfighters in Marty McFly’s 1985 couldn’t fathom. Unlike the Sturgeonclass submarines (known as the workhorses of the Attack Submarine Force during the Cold War) of the day, Virginia-class subs, and their crews, can stay submerged for three months. The subs are designed to seek and destroy enemy submarines and surface ships; project power ashore with Tomahawk cruise missiles and Special Operation Forces (SOF); carry out Intelligence, Surveillance, and Reconnaissance (ISR) missions; support battle group operations; and engage in mine warfare. Handling like a dream, Virginia class SSNs have a fly-bywire ship control system that provides improved shallowwater ship operations. In Virginia-class SSNs, traditional

periscopes have been supplanted by two photonic masts that host visible and infrared digital cameras atop telescoping arms. Global Positioning System Unbelievable as it sounds, there was a time when getting directions to the Grand Canyon from Florida required a very large paper map. Now, because of U.S. Navy technology, almost every American has at their hand a global map and navigation system powered by the Global Positioning System (GPS) found on almost every cell phone. The technology can trace its routes back to the 1977 launch of the Naval Research Lab’s Navigation Technology Satellite II, the first satellite in the Navstar GPS. The GPS system satellites transmit a constant signal generated by on-board atomic clocks. Users equipped with a receiver/processor simply lock onto the signals of four satellites, and then latitude, longitude, altitude and velocity are automatically computed “within meters” by triangulation. In 1995, it was made available for public use and GPS-guided navigational devices exploded on the market. Phone apps like WAZE make use of almost 40-year-old technology made possible because of the Navy. So while GPS was available in 1985, it’s doubtful Marty McFly knew about it, though perhaps “Doc” Emmett Brown might have known. Arleigh Burke Destroyers at the Tip of the Spear With the exception of the 10-year old Spruance-Class, destroyers in 1985 were outstanding defensive platforms that provided protection for carrier battle groups and

naval surface gunfire support, but their offensive strike capability was limited at best. In 1991 all that changed with the commissioning of guided missile destroyer USS Arleigh Burke (DDG 51). Centered on the Aegis Weapons System, Arleigh Burke’s combat systems include weapons to oppose airborne, surface and subsurface threats while its Tomahawk Land Attack Missile also gives the class significant offensive strike capability to take the fight to the enemy. In most of the Navy’s combat engagements since Arleigh Burke was commissioned, many of the first shots fired came from guided missile destroyers. Navy Uniforms Changing and Changing and Changing 5) There have been so many uniform changes since 1985, it might be difficult to list all the items that have come and gone in the past 30 years. But perhaps the most noticeable change is the disappearance of the iconic bell-bottomed denim pants and chambray shirt collectively known as dungarees, which were replaced by a poly-cotton blend uniform similar to those worn by auto mechanics, which were replaced by coveralls, which have now been replaced by the blue, digital, camouflage-patterned Navy Working Uniform. The battle dress uniform worn by all ranks, E-1 to O10, was approved for wear in March of 2006 and replaced seven different working uniforms. It boasts near maintenance-free permanent press 50/50 nylon and cotton blend material. Worn with a blue t-shirt, it includes an eight-point cover, a black web belt with closed buckle, and black boots.

In our homes we often have primary control over the amount of energy we use. We can turn off electronics, adjust thermostats and turn off lights. Why shouldn’t we practice these same habits at work? We are encouraged to utilize conservation practices at home and in the workplace when possible. Here are a few ways you can help conserve energy while in your office; ● Don’t leave your computer on all day because it costs 21 cents per day, or about $75 per year. ● Don’t block air vents to avoid using 25 percent more energy to pump air into a workspace. ● Use the automatic sleep switch or turn the computer monitor off instead of using screen savers. ● Refrain from using personal fans, heaters, and refrigerators at work because it increases the cost of energy. ● Open the blinds for natural light instead of using overhead

Navy Medicine Leaders Urge Readiness for Flu Season By James Rosenfelder U.S. Navy Bureau of Medicine and Surgery Public Affairs

October is the unofficial start of flu season, and the Navy Bureau of Medicine and Surgery (BUMED) wants to make sure all Sailors, Marines and beneficiaries are ready. Vice Adm. Matthew Nathan, Navy surgeon general and chief, BUMED; Rear Adm. C. Forrest Faison III, deputy surgeon general; and Force Master Chief Terry Prince, director of the Hospital Corps, received their flu shot at Defense Health Headquarters, Oct. 15. By getting their flu shot early in the flu season Navy Medicine leaders aim to encourage all beneficiaries to do the same. “It’s important to get your flu shot. The readiness of our Sailors, Marines and their families is vital to the operational success of our Navy and Marine Corps team,” Nathan said. According to the Center for Disease Control, last year’s flu season saw 125,462 positive tests for influenza, up 42 percent from 2013-2014. To help prevent the spread of the virus, Navy Medicine administers approximately 1.2 million flu vaccines every year. The height of flu season is in December

and January, but getting your flu shot early can help prevent the spread of the virus. Early action benefits Sailors, Marines, their families and the community. “Getting your flu shot is in your own best interest and in the interest of those around you, including coworkers, family and friends,” Cmdr. Eric Deussing, head of Public Health, Emergency Preparedness and Response, BUMED, said. Stressing the importance of taking the necessary precautions, Deussing says the flu vaccine is the single best way to protect against flu. Everyday preventive actions can also provide added defense against the flu virus. “Hand washing is one of the most important things that people can do, in addition to limiting contact with sick people,” he said. While personal hygiene combined with other precautions, such as coughing into your sleeve and being aware of surfaces can help as well. Deussing encourages everyone to get their flu vaccines in order to prevent illness. Navy Medicine military treatment facilities (MTFs) around the globe are preparing to administer the flu vaccine to more than one million Sailors, Marines and their families in 2015.

Michael Oestereicher presents Marino Delli Colli, Public Works Department (PWD) Naples supervisory project manager, with a certificate of retirement for 33 years of dedicated service Sept. 30 at Naval Support Activity (NSA) Naples. Delli Colli helped set up and close the old Sixth Fleet building at Gaeta and the old base in Agnano. He has held positions at PWD as a civil engineering technician, planning officer, supervisory engineering technician and Facilities Engineering Command Deputy Project Management and Engineering Branch. His fondest memories of working at PWD Naples are maintaining relationships with junior officers, one of which includes NAVFAC’s current Commander and Chief of Civil Engineers Rear Adm. Katherine Gregory; and the lasting friendships from his time at NSA Naples. Delli Colli looks forward to spending time with his three children, six grandchildren and Rina, his wife of 41 years.

The President of the Borbonica Sotterranea Association, Gianluca Minin, was very pleased with the work of the NSA Naples team. The majority of the recently excavated tunnel system has been uncovered through the work of volunteers every Sunday morning. Minin expressed his desire to

see the volunteers from the Navy return to help out in the future. “They all have great souls,” he said. The Bourbon Tunnels were originally constructed during the era of King Ferdinand II of Bourbon connecting the Royal palace of Naples to the water front or what is now known as Via Morelli. The intent of the tunnels was

to provide an escape route in case of an attempt to overthrow the ruling party. The tunnel system served as a military hospital, and bomb shelter during the Second World War and as an impound lot in the following years. The NSA Naples team uncovered a number of tile pieces and a stepping stone from a staircase fashioned out of volcanic material.

Wolf Trap National Park for the Performing Arts in Vienna, Virginia, boasts an honorable goal: to be a place where artists and enthusiasts can meet and revel in the power of performance. But even as Wolf Trap is dedicated to the performers and patrons of today, they are nurturing the artists and lifelong learners of tomorrow through arts education. Wolf Trap established the Institute for Early Learning through the Arts in 1981 to bring professional artists to classrooms to work with children three to five years old in the disciplines of dance, drama and music. “[Head Start] approached us to look at ways that we could use the performing arts to support children’s learning,” Jennifer Cooper, the institute’s director, said. Research shows that while arts educa-

tion can improve test scores and attendance for children from all backgrounds, the effects are particularly dramatic for low-income youth. The NEA’s 2012 report The Arts and Achievement in At-Risk Youth found that when engaged in the arts, socially and economically disadvantaged students outperformed their peers in terms of higher test scores, better grades, higher graduation rates and increased college enrollment. Following training at the Institute, artists then work in classrooms for one- or eight-week residencies, teaching children subject matter through the arts. The Institute – which has been acknowledged for its achievements on CBS Sunday Morning, CNN World News, and BBC, and received a National Arts and Humanities Youth Program Award in 1996 – continues to expand its educational programming. “We’re building both the love of learning in children at the same time that they’re getting introduced to the performing
