Save Time at the Fleet Post Office: Fill Out an Electronic Customs Form By Shannon Haney NAVSUP Fleet Logistics Center Sigonella

The United States Postal Service (USPS) and Military Postal Service Agency announced a new Global Trade Compliance requirement that will impact all packages mailed at Navy Fleet Post Offices (FPO) located outside the Continental United States (OCONUS). Starting October 1, OCONUS FPO customers wishing to mail packages to the Continental United States (CONUS) are encouraged to complete a customs form online before they bring the item to a FPO for mailing. The new program will re-

quire customs form information for packages mailed from FPOs to be entered into the U.S. Customs and Border Protection (USCBP) database. Customers will benefit from this procedure because tracking capabilities will be increased at each handoff of the mail. Customers will be able to track their mail from origin to destination with additional updates in-between. Filling out the customs forms online and bringing them to the post office saves time in line because it only requires the scanning of a barcode on the customs form. POST OFFICE CHANGES Page 11

U.S. Office of Personnel Management officials recently awarded to ID Experts a contract encompassing a comprehensive suite of identity theft and credit monitoring services for compromised victims, agency officials announced September 1 during a media conference call. Beth Cobert, OPM’s acting director, said the most recent data breach was one of the largest cyber crimes ever carried out against the U.S. government and she pledged to provide impacted parties individualized notices about obtaining additional credit monitoring services at no cost. All 21.5 million impacted individuals and their minor dependent children “are now covered for identity theft insurance and identity restoration services,” she said. ID Theft, Fraud Protection Services “Once notifications have been received,” Cobert added,” I hope people will take advantage of the comprehensive identity theft and fraud protection services we are providing to the victims of these crimes.” These notifications, she said, will begin by the end of September and continue over the following weeks. Navy Rear Adm. Allie Coetzee, DoD’s principal deputy for defense procurement and acquisition, said the contract immediately covers individuals with $1 million in insurance, as well as restoration services in cases following discovery of further compromise to information or identity. Finally! The heat wave that gripped Naples this summer is gone, and we can enjoy a few months of wonderfully moderate fall temperatures. With most of Europe back to work, the fall is a great time to travel and take advantage of reduced prices and fewer crowds. You may be able to find great bargains traveling to the historically pricier cities like London or Paris during this time. If you’re looking for something a little closer to home, there are hundreds of great options in Italy, and there are many resources available to get you headed in the right direction. Personally, I’m looking forward to going hiking in the Dolomites sometime during my tour. Take advantage of these opportunities while you’re here; get out, explore, and share your experiences with friends, family, co-workers, and those who are new to the community. September is National Suicide Prevention month. This year the Navy is launching the Every Sailor, Every Day campaign, encouraging simple, yet powerful, interactions between peers, leaders and family members that promote cohesion based on the Navy’s Ask-Care-Treat (ACT) model. It is hard to know what people are going through, and suicidal tendencies and severe depression may not always be readily apparent. The best way to understand what someone is going through is to establish a relationship and interact on a daily basis. Increasing your interactions with peers can greatly reduce their chances of depression and suicide. Demonstrate that you care about them and show that you respect their value to the organization or family. These interactions increase your ability to notice changes in behavior or mood that could be indicative of harmful thoughts or actions. Interacting is simple; you can start by talking about the weather or with an invitation to share a café at Bella Napoli. Reach out and make a difference. Suicide Prevention isn’t just important in September; it’s a mission critical effort that requires 24/7 attention throughout the year. Take advantage of the classes and other resources for Suicide Prevention offered by the NSA Naples Chapel and Fleet and Family Support Center. Living abroad with the Navy is a key part of every Sailor’s service, “Join the Navy see the world.” The complicated process of moving overseas is simplified by the many Department of Defense initiatives, programs and offices designed to assist with everything from transportation, furnishing, and finding suitable housing arrangements. It’s been reported that some of our members living in the economy pay rents far above the fair rental price on the local market. A few potential process changes have shown promise and are being considered to better inform our understanding of the local rental market and guide rental price negotiations with landlords. Any changes we make to the housing process will not be retroactive and will not affect those with signed leases. However, these changes are important and reflect our goal to innovate and seek continual improvement in our processes and customer service. Thanks to all those who participated and attended the 9/11 remembrance ceremony this morning. A special thanks goes out to the Naples area Chief’s Mess for putting the ceremony together, and to Capt. Tate Westbrook for his memorable and moving remarks. We hold dear the memory of those who lost their lives that day and pause to reflect on the significant impact 9/11 had on our culture.

Buffalo Fest Through Sunday in Downtown Naples The Lungomare Caracciolo in Naples is hosting the “Buffalo Fest” through Sunday. Immediately following the huge success of the “Pizza Village,” the promenade will dedicate three days to the buffalo and its products. The promenade is turning into a big food court where visitors can taste buffalo meat, along with Mozzarella di Bufala, ricotta cheese, ice cream and other products from buffalo milk. Today, there is also the 15th edition of the Night of the Tammorra, a Festival of Neapolitan popular music that is held at the Rotonda Diaz, on the waterfront of Naples. The festival starts at 9 p.m. with dancers, musicians and singers. Opera at Pompeii’s Grand Theater Operas will be performed at the Grand Theater of Pompeii as part of the 2015 Festival of Pompeii. The festival includes an interesting program that will stage masterpieces including La Traviata (September 16 and 19), Nabucco by Giuseppe Verdi (September 15 and 20), and Tosca by Giacomo Puccini (September 13 and 17). The festival is directed by Alberto Veronesi and it will be performed by international stars, young talent and great orchestras. Tickets price vary from 33 to 150 euros. For more information call 081282493 or visit www.pompeifestival.it Black Market Nutella Thieves Foiled Three people attempted to steal 29 kilograms (about 64 pounds) worth of Nutella from a supermarket in Sarzana, a town located in the Liguria region of Northern Italy. The men were stopped by police offi-

cers when they tried to escape from the market. The Nutella confectionaries were valued at 170 euro and were intended to be resold on the black market in Naples. The sale of the chocolate is said to thrive on the black market due to its high retail price when compared to rival brands. Nutella is so popular that one German man invented a lock to stop his flat mates from dipping into his jar of Nutella without his permission. Italians Growing Discontented With Tattoos The Italian National Institute of Health released a study showing that 17 percent of the seven million Italians who have a tattoo regret their decision. The study is the first by the Institute on tattoos and aims at reducing the health risks they bring. The studies showed also that tattoos are much more popular in southern Italy, with a quarter of all tattooed Italians living in the north. Almost 30 percent of all Italians between 35 and 44 ages have a tattoo, and are still popular among young people, with the study showing that 7.2 percent of all tattoos are performed on under-18s. The study revealed that 3.3 percent of all those with tattoos in Italy had experienced complications as infections or allergic reactions. Archaeologists Discover Ancient Dwelling in Central Rome Archaeologists found the remains of a 6th century B.C. dwelling in central Rome. The discovery was done during a dig at Palazzo Canevari on the Quirinal Hill which hosts the official residence of the Italian president. The find, according to the experts, is extraordinary due to the good condition of the structure and also because the area was thought to host a necropolis.

NAVY HISTORY: STAR SPANGLED BANNER From the National Park Service

On September 13, 1814, Francis Scott Key, wrote the words of a short poem that eventually become the lyrics to our nation’s national anthem. Key wrote his poem in 1814, in the last year of the War of 1812. The United States had declared war on Great Britain in June 1812. At first, the British were too busy fighting the French to devote much energy to the pesky Americans. Once Napoleon abdicated in April 1814, the British set out to teach their former colonies a lesson. In August 1814, 50 British warships sailed up the Chesapeake Bay. After occupying Washington, D.C., on August 24, the British burned the Capitol, the White House, and other public buildings. Then they turned their attention northward toward Baltimore. Fort McHenry, the star-shaped fortress which guards the entrance to Baltimore Harbor, was all that stood between the mighty British navy and the city of Baltimore. Key, a successful lawyer and amateur poet, from Georgetown, in Washington, D.C., was on board the 80gun British warship HMS Tonnant to help negotiate the release of American prisoners near the end of the War of 1812. Unknown to Key and his comrades, the British were about to attack

Fort McHenry. The Americans were detained onboard the Tonnant, because the British feared if they were released, they would be able to report back to the American forces about their strength, position and intent to attack the fort. Unable to leave the British warship, Key – who had been opposed to the war – stood by helplessly as the British rained shot and shell on the fort. He found he cared very much about the outcome. The bombardment had lasted for more than 24 hours. At dawn, Key strained to see through the morning mist. What he saw was a huge American flag flying over the fort. Joyfully, Key reported to the prisoners below deck that Fort McHenry had survived the attack Overcome by “joyful triumph” Key began to jot words down on a piece of paper: “O say can you see ...” With Fort McHenry standing strong, the British Navy sailed away, to the cheers of the defenders. For many Americans, the War of 1812 had become a “Second War of Independence.” More than a century after its first publication, the song was adopted as the American national anthem, first by an executive order from President Woodrow Wilson in 1916, and then by a Congressional resolution in 1931, signed by President Herbert Hoover.

The actual garrison flag, which flew over Fort McHenry on the morning of September 14, 1814, inspired Francis Scott Key to write the poem that would become our national anthem, is now on display at the Smithsonian Institution’s National Museum of American History in Washington, D.C. Hospital Corpsman Second Class Joseph Isaac was born in Jacksonville, Florida. He joined the Navy in 2004 after working three years at ADT Security. Upon completion of recruit training, Isaac attended Hospital Corpsman A-School at Great Lakes, Illinois. He completed his “A” school April 15, 2005, and attended Field Medicine School (FMSS) at Camp Pendleton. Upon completion of FMSS, he was assigned to 1st Battalion 7th Marines, 1st Marine Division at Twentynine Palms, California. While assigned with the Marines, Isaac deployed twice to Iraq in support of Operation Iraqi Freedom. After his tour with the Marines, Isaac was transferred to Naval Hospital Jacksonville, Florida, and served as primary care leading petty officer. It was there that he decided he wanted to become a biomedical repair technician because he desired a challenge. After completion of Biomedical Repair “C” school, he was transferred to U.S. Naval Hospital Naples. He works in the Biomedical Engineering where he inspects, repairs and calibrates lifesaving medical equipment. When he is not working, Isaac enjoys his time traveling with his wife and son. USO Naples held its first Spouse Coffee of the year August 26, turning the Support Site Community Center into a lively café for two hours of friendly chatting and meeting new friends. “Military spouses are a fundamental pillar of our community,” USO Naples and Rome Director Sabrina Pullido said. “The idea behind this event is to offer the spouses a monthly opportunity to get together, in a casual but targeted event, that will offer information, resources and the opportu-

nity to just meet new people.” Pullido then introduced the guest speaker, Cindy Foggo, wife of Vice Adm. James Foggo, who is commander of Sixth Fleet. She shared some of her insights into the unique challenges, advantages and opportunities of what it is like to be a military spouse. She also encouraged her fellow spouses, by reminding them that they are not alone. “We are all in this together,” Foggo said. The Naples Overseas Spouse Club (NOSC) and

the Fleet and Family Service Center (FFSC), also participated in the spouse coffee meet and greet, and made important resources and information, including volunteer opportunities, available to the spouses. In additional to coffee, snacks and lively talk, the USO also provided a fun giveaway along with story time and coloring for the children. The next Spouse Coffee is scheduled for October 7. Navy Announces GMT Program Changes and Updates From Chief of Naval Personnel Public Affairs

The Navy’s General Military Training (GMT) plan for fiscal year 2016 outlines reduced annual requirements and a redesigned program as detailed in Naval Administrative Message (NAVADMIN) 213/15 released Sept. 8. GMT is now in two categories, Standardized Core Training (SCT), which are annual training requirements mandated by higher authority and Navy Command-Assigned Readiness Enhancement (CARE) training, which will empower commands to direct specific training. A portion of the CARE training will be tied to a specific platform’s deployment cycle on a biennial basis, while the remainder of the CARE topics will allow for the command to determine the most effective way to deliver the training within the fiscal year. The specific topics and which categories they fall under are outlined in

NAVADMIN 213/15. The changes with this announcement result in a more than 40 percent reduction in the yearly mandatory GMT requirements. Navy continues to update training to allow for more effective and efficient delivery options, which includes the creation of mobile applications. The first mobile apps are expected to be available later this year and download information will be provided on the Navy’s GMT website. Individually-completed web-based training is automatically recorded and tracked in the individual’s electronic training jacket. Command-delivered training completion is recorded in the Fleet Management and Planning System (FLTMPS) via the learning event completion form. ENERGY CONSERVATION Recycling Energy from Grey Water From the NSA Naples Energy Management Team

Grey water is basically drain water from showers, bathtubs, sinks, dishwashers, and clothes washers. The heat from this water can be used to preheat cold water and reduce the amount of energy that the hot water heater needs to heat the water. This concept is known as drain water heat recovery. There are two types of systems used for drain water heat recovery. In a storage type system the appliance must have waste water storage capabilities. This will allow some of the drain water to be stored in a reservoir beneath the hot water tank. When the hot grey water drains to the reservoir the heat will transfer to the water stored in the hot water tank. The grey water will preheat the water in the water tank and reduce the amount of energy the heater will need to heat the water to the proper temperature. Another type of system is the non-storage system. This system utilizes a copper coil that is wrapped around the drain pipe. As the hot grey water flows down the drain, the clean cold water flows through the coil. The heat from the grey water preheats the cold water before it enters the hot water tank. Both systems reduce the amount of energy used to heat water and can allow the user to reduce the temperature of the hot water heater.

Active Shooter Incident Preparedness From NSA Naples Emergency Management Office

Unfortunately, there is a potential for an active shooter incident at every military installation in the world, and we must be prepared to take the proper actions to protect ourselves and those around us. In many cases, it will be impossible to tell if an incident was terrorist initiated or a criminal action until well after the security response is over. The indication or notification that an active shooter incident may be occurring will be the announcement over the Capodichino and/or Support Site giant voice and computer desktop notification systems (CDNS), or by those in the immediate area of the incident hearing gunshots or loud voices alerting other people of the threat. The announcement made over the giant voice system will be, Lock-

down, lockdown, lockdown. Active shooter on station. Lockdown, lockdown, lockdown. This announcement will be made every three minutes until the incident has concluded, or as directed by the commanding officer. When you hear the announcement, receive a message on your computer desktop or hear loud voices alerting others of the threat, please take the following actions: ● Immediately run away from the threat and take shelter inside the nearest room / building if available. ● As a last resort and if the opportunity presents itself, personnel should use whatever means possible to attack / overpower the subject to save further lives. – Examples include: Suspect reloading weapon, or back turned to you. – Deadly Force is justified in saving your life or the lives of others.

● Relocate as many people from the hallways / common areas in a room which can be locked. ● Lock all doors, windows and turn off lights. Barricade doors if items are available. Take cover under desks, or crouch behind available cover. Ensure you stay away from doors and windows. ● If possible call 911(from an on-base DSN phone) or 081-5694911 and stay on the phone to answer and answer all dispatcher questions. Do not hang up until directed by the dispatcher. ● Follow directions by security or the giant voice system. Evacuation may be directed by building or one room at a time. – Immediately raise hands and spread fingers – Keep hands visible at all times

– Avoid making quick movements – Avoid screaming or yelling ● Stay in locked room until instructed by security personnel or giant voice system to evacuate. Disregard fire alarms unless instructed to evacuate by mass notification systems or law enforcement personnel. The exception is if you determine there is a real fire threat – seeing smoke or actual flames.

Enchantment at Night: A Night Walk Through Pompeii

For many visitors to Naples, a trip to Pompeii to see the resurrected city is toward the top of their ‘must do’ list of places to go. To highlight something a little rarer, Pompeii is opening its gates at night for a second year in a row and escorting visitors on a walking tour. Even if you’ve been before, there’s a mysterious atmosphere that you can only get at night. After meeting at the amphitheater gate entrance (40.749689, 14.495280) depending on your chosen time, wait for your night walking tour to begin. Your first stop will be at the Pompeii Amphitheater. Hidden inside is a pyramid hosting the exhibition “Pompeii and Europe” with an additional 20 human casts and a historical photo display. Scattered lights and possibly moon light will lead you to Vigne del Foro Boario, a vineyard recreated based on findings in several areas of Pompeii. The grape vines are lit up as you walk through to learn more about the project and of course for a wine tasting. The guides hand out small lights from the vineyard for the dark walk through the streets to get to the House of Menander, attempting to recreate the mood of traveling by oil lamp along the cobbled Via di Castricio. There is much to see with lights strategically placed in the back of random buildings to get a glimpse of gardens, houses and shops. The gardens of the House of Menander are lit up and visitors will be guided around to peer into the various rooms. The tour then heads to Odeion, the small musical theater located towards the southern entrance. Candles were placed throughout the seats as the guide described the types of performances the theater was accustomed to. During my visit, a classical quartet concert happened to be taking place in the nearby gardens, which greatly enhanced the end of the tour. A bus will take visitors back to the amphitheater entrance to conclude the tour. For tickets or more information, visit www.pompeinotturna.it. U.S. Cyber Command Chief Details Plans to Meet Cyberspace Threats By Jim Garamone DoD News

Commander, U.S. Cyber Command Adm. Michael S. Rogers released his Cybercom vision Sept. 8, 2015, which describes how the command will integrate its capabilities into all aspects of the national security effort. The document – “Beyond the Build: Delivering Outcomes Through Cyberspace,” – establishes his intent and priorities for the members of the command and its subordinate units. The statement supports the DoD Cyber Strategy that Defense Secretary Ash Carter unveiled in April. Confronting Cyber Threats “Our challenge is to protect the things we value – freedom, liberty, prosperity, intellectual property and personal information – without hindering the free flow of information that fosters growth and intellectual dynamism,” Rogers writes. Because the command and domain are new, there is an educational aspect behind the vision. Rogers charged Cyber Command personnel to explain the new domain to partners in the broader military, the intelligence community and civilian agencies. He wants personnel to discuss the threats – which are growing – and what can be done to combat them. Operationalizing Cyberspace Cyber Command is DoD’s warfighting arm

in the cyber domain. DoD’s strategy calls for the command to defend DoD networks, systems and information, to defend the homeland against cyberattacks and to provide support to military and contingency operations. All military missions and personnel are affected by the cyber realm. Cyberspace is a new warfighting domain, just as land, sea, air and space are domains. The Cyber Command vision statement underlines the need to integrate cyberspace operations into all military plans and to develop “new ways of defending, fighting and partnering against learning adversaries in the contested cyber domain.” “We [must] maintain an operational mindset, with our networks and cyber capabilities led by commanders who understand they are always in real or imminent contact with adversaries,” Rogers wrote, noting that turning strategy and plans into operational outcomes is key and requires leadership. Partnering to Develop Operational Capabilities “It is my intent that we move forward quickly with our partners to build our military capabilities,” Rogers wrote. The threats are active, he added, and the command must deter or address them now. “We will build our teams and capabilities to be agile, innovative and accountable as we execute our missions

10 Tips for Eating Foods Away from Home From the U.S. Department of Agriculture

Restaurants, convenience and grocery stores, or fast-food places offer a variety of options when eating out. But larger portions and too many extras can make it difficult to stay within your calorie needs. Think about ways to make healthier choices when eating food away from home. 1. Consider your drink Choose water, fat-free or low-fat milk, unsweetened tea, and other drinks without added sugars to complement your meal. 2. Savor a salad Start your meal with a salad packed with vegetables to help you feel satisfied sooner. Ask for dressing on the side and use a small amount of it. 3. Share a main dish Divide a main entree between family and friends. Ask for small plates for everyone at the table. 4. Select from the sides Order a side dish or an appetizer-sized portion instead of a regular entree. They’re usually served on smaller plates and in smaller amounts. 5. Pack your snack Pack fruit, sliced vegetables, low-fat string cheese, or unsalted nuts to eat during road trips or long commutes. No need
