On a bright and clear morning on September 11, more than 200 Sailors and Civilians attended a memorial ceremony at Naval Support Activity (NSA) Naples for the 14th anniversary of the 9/11 terrorist attacks. “It was an honor and a privileged to be part of this ceremony today,” Chief (Select) Master-At-Arms, and wreath layer, Christine Kunkel said. “It’s always important to reflect on those who made the ultimate sacrifice.” The ceremony itself was short, running just over a half hour but for many attendees it brought back many memories. Congratulations to all of our new Chiefs! The 2015 CPO 365 Phase II training culminated this past Wednesday with pinning ceremonies at NSA Naples, and around the globe. Sailors earn this promotion and recognition through their superior sustained performance, and I am looking forward to seeing the positive impact our new Chiefs have on the Navy’s mission and our installation. I welcome all of the families visiting and taking part in this time honored tradition, which is a momentous career milestone for their loved ones. Please take some time to find and congratulate our newly pinned chiefs on this tremendous achievement. This week, Mr. Gary King, from the Navy Exchange Service Command (NEXCOM) headquarters presented the 2015 Bingham Award, for best overall financial results and customer service in the $36 million to $85 million sales category, to the NSA Naples Navy Exchange. The winners of the Bingham award best exemplify the spirit, dedication and professionalism of NEX employees around the world. The award recognizes their partnership and dedication in supporting the quality of life of our Navy community. I am impressed by the great services the NEX offers, and the convenience of having a large selection of products available and on-hand that would otherwise be difficult to find overseas. A special thanks to Mr. Tom Goodman and his team for ensuring the NEX is an integral part of our community. Taking care of our home here on NSA Naples is important to maintaining a healthy environment for all community members. Maintaining and improving our facilities is the shared responsibility of the Public Works Department, our contractors, and our residents. To continue improving our installation, we ask that everyone familiarize themselves with the waste pick up dates, the categories of waste and the proper procedures for bulk and hazardous waste pickup. Sometimes, trash pick-ups around the Support Site are delayed or refused due to the improper disposal of bulk trash items, or the wrong type of waste being found in the recycling bins. No one wants this to happen, and NSA Naples coordinates extensively with the trash pick-up company, Senesi, to ensure comprehensive and consistent pick-ups. If you are unsure of the rules are or how to dispose of bulk items and hazardous waste, call the housing trouble desk at 081-811-4258, where you can also find information to schedule these types of pick-ups at your residence. Some items to consider for special pick-ups include furniture, fluorescent, halogen and LED light bulbs, paint cans, and old computers. It is shaping up to be a beautiful weekend in southern Italy. Please take advantage of the travel opportunities, enjoy the weather, and think safety!

Sept. 19: Pizza Festival 2015 Enjoy a true Neapolitan pizza served hot out of the oven, right on the Support Site. Cusano Mutri Hosts 37th Mushroom Festival Sept 25 to Oct 11 The small Samnite town of Cusano Mutri, located in the Benevento province and only 60 km northeast of Naples will host the 37th Mushroom Festival from September 25 to October 11. The town displays stands dedicated to local craftworks made by wood, stone and wrought iron; local products such as honey, strawberries, chestnuts, homemade bread, and of course lots of mushroom dishes. Popular music concerts will entertain tourists. Apartment Dwellers, Hospital Open Doors for Football Fans The football team of the town of Frosinone, near Rome is playing for the first time in the Italian National Football Serie A. On Saturday, Frosinone is playing a derby match against AS Roma and most Italians, who live in buildings overlooking the stadium, had invited their friends and relatives to watch it live; the Frosinone stadium can hold only 10,000 people. In a public notice, police warned the building administrators to prevent many people entering the buildings during the match days because this puts public safety at risk. The presence of many people on balconies overlooking the stadium increases the possibility of structural damage and collapse. In the town of Crotone in 2006, the director of the local hospital allowed people to watch the football match between Juventus and Crotone from the upper floor corridors of the hospital, which overlooked the 4,000-seat stadium. The hospital was closed from 3 p.m. on the day of the match and opened only for emergencies.

Tour the Pope’s Summer Estate by Train The Vatican and Italy’s railway Ferrovia dello Stato unveiled a train service – for the first time – that will take tourists from the railway station located inside the Vatican to the papal summer estate in Castel Gandolfo, which was opened to the public by Pope Francis last year. On the inaugural journey last Friday, Vatican officials and journalists rode a steam train from the white marble station inside the tiny sovereign nation to the papal palace in the Alban Hills, about 20 miles southeast of the capital. The train trip to Castel Gandolfo is open to tourists every Saturday. Tickets include visits to the Vatican Museums in Rome along with the Vatican Gardens and Portrait Gallery at the papal summer estate. Tourists will travel in a diesel train run by the Italy’s railway, Ferrovia dello Stato through vineyards and olive groves up into the Alban Hills and reaches Castel Gandolfo, a village perched on a volcanic rim overlooking an indigo blue lake. Tickets cost 40 euro each (with discounts for families and students) can be booked in English through the website of the Vatican Museums: www.museivaticani.va ‘Escape Room’ Now in Naples Following the huge success all over the world the Escape Room game reaches Naples. People are locked in a room with other participants and they have to use various elements to solve a series of puzzles, find clues and finally escape the room within a set time limit of 60 minutes. The adventure escape room is located in Fuorigrotta, a nearby Naples neighbors. Next month Escape room 108, referring to the U.S. television serial “Lost” is opening in Naples at Villa Patrizi, in via Manzoni.

NAVY HISTORY: USNS BRASHEAR (T-AKE 7) LAUNCHED From Naval History and Heritage Command

The seventh Lewis and Clark class Auxiliary Dry Cargo ship, the USNS Carl Brashear (T-AKE 7) was launched Sept. 18, 2008, at the General Dynamics NASSCO shipyard at San Diego, California. Lauren Brashear, granddaughter of the ship’s namesake and the ship’s sponsor, christened the 689-foot ship in honor of Master Chief Boatswain’s Mate Carl Brashear, who became the first African American Master Diver in the U.S. Navy and also the first person to be recertified as a diver after an amputation. Auxiliary Dry Cargo ships deliver ammunition, provisions, spare parts, potable water and petroleum products to ships at sea and Marine detachments, allowing them to stay underway and combat ready for extended periods of time. The Brashear is run by approximately 124 civilian mariners working alongside 11 Sailors. Brashear was born January 19, 1931, in Tonieville, Kentucky, a small unincorporated town in central Kentucky. One of eight children of a sharecropper, Brashear quit school after the seventh grade to help run the family farm, and he also worked part-time at a nearby gas station. With minimal formal schooling, Brashear had few career options in those racially divisive times. He tried enlisting in the Army in 1948, but was turned away. A few months later President Harry S. Truman desegregated the armed forces, and Brashear joined the Navy. After graduating from boot camp at Great Lakes, Illinois, Brashear was initially assigned duty as a ship’s steward. Although desegregation was the law of the land, being a ship’s steward was one of the few ratings open to Black Sailors. Brashear was assigned to several ships, including the escort carriers Palau (CVE 122) and Tripoli (CVE 64). He began handling aircraft for squadron VX-1 at Key West, Florida, and was eventually redesignated as a boatswain’s mate. Watching a diver go below the water to recover a wrecked aircraft, Brashear decided he wanted to become a Navy diver. In October 1954, Brashear graduated from the Navy Salvage Diving School at Bayonne, New Jersey, as a

Salvage Diver, and then returned to the USS Tripoli. A year later, he was promoted to Boatswain’s Mate First Class and was assigned to the USS Opportune (ARS 41). He departed a year later for shore duty at Naval Air Station, Quonset Point, Rhode Island. In June 1958, Brashear received orders to the Ship Repair Facility on Guam. In September 1960, Brashear was promoted to Chief Boatswain’s Mate and reported to USS Nereus (AS 17). Less than a year later, he had shore duty at Fleet Training Center, Pearl Harbor, Hawaii, where he qualified as a Second-Class Diver. In April 1962, Brashear was assigned to USS Coucal (ASR 8). In June 1964, he became qualified as a First-Class Diver and reported to USS Shakori (ATF 162). In September 1965, he was ordered to USS Hoist (ARS 40). On March 23, 1966, Hoist participated in the recovery of atomic bombs following the crash of two U.S. Air Force planes off the coast of Palomares, Spain. While retrieving one of the bombs, a towing line parted, striking Brashear’s left leg and immediately giving him life-threatening injuries. He was medevaced to Naval Hospital Portsmouth, Virginia, where his leg was eventually amputated below the knee to save his life. During this time, Brashear was promoted to Senior Chief Boatswain’s Mate. In March 1967 he recovered from his injuries and reported to the Second

Maintenance Activity at Norfolk. In April 1979, Brashear retired from active duty, but remained in the Tidewater, Virginia, area as a civilian employee for the Navy until 1993. Brashear died July 25, 2006, at Portsmouth Naval Hospital, ironically, the same hospital where he recovered from the accident that nearly took his life 40 years earlier. Class Diving School at Harbor Clearance Unit Two at Little Creek, Virginia, for rehabilitation and training. A year later he was recertified as a Navy diver in March 1968 and was assigned to Naval Air Station Norfolk, Virginia In June 1970 Brashear was assigned to the Naval School of Diving and Salvage at the Washington Navy Yard, becoming the first African-American Master Diver in the Navy. He was transferred to the USS Hunley (AS 31). Brashear was later transferred to the USS Recovery (ARS 43), where he was promoted to Master Chief Boatswain’s Mate in 1971. In June 1975, Brashear became the Master Diver at the Naval Safety Center at Norfolk, Virginia. In June 1977, he reported back to the Recovery, and a year later, he was transferred to the Shore Intermediate

Tiger Sharks Make Big Splash at Sigonella By Lyndsey Hale

The Naples Tiger Sharks opened up their competitive season by making a big splash at Sigonella for the annual Remembrance Swim Meet September 13. “The Tiger Sharks enjoy competing outdoors, especially down in sunny Sigonella, Coach Jane Higgins said. “And, family support was outstanding, as always.” Sigonella hosts the first September meet because of their outdoor pool and the warm Sicilian weather. The name of the competition was changed to “Remembrance” to commemorate 9-11 as it often lands on or near the date of the swim meet. The meet began with a moment of silence to reflect on the many lives lost on this

horrific day 14 years ago. “We remember clearly all of the anger, grief and sadness caused on 9/11, but we also remember what happened after the tragedy; the stories of all of the ordinary heroes and the acts of humanity and kindness as a result of this tragedy,” Head Official Neil Higgins said. “This date, 9/11, is a day we will never forget!” “Overall I think the team did a super job,” Higgins said. “Most of our returning swimmers saw improvement from where they left off last season, and many of our new swimmers saw improvement from our Intra Squad meet at the end of the summer, which is fantastic.” Of the 33 swimmers, 11 were first-time competitors. Following the Remembrance meet, 11 Tiger Sharks quali-

fied for the European Forces Swim League (EFSL) Championships, which will be held in the Netherlands at Eindhoven at the end of February 2016. “I always emphasize and stress to the swimmers that competing is not just about winning but more importantly seeing improvement and setting new ‘Personal Bests,’” Higgins said. To emphasize that point, Kaden Carpenter, who is only in his second year as a competitive swimmer, was Swimmer of the Meet by qualifying for finals in two events, taking first in all his events and participating in two team relays. Sixteen Tiger Sharks won first place in their events, taking home an impressive total of 34 first places out of the 40 events.

DOD Health Survey From Navy Newsstand

The Navy wants your feedback to improve health services. Selected Sailors will be asked to participate in a DOD health survey to help assess the health status of service members. The survey is conducted every three years and assesses the health and lifestyles of military personnel and the potential impact to mission readiness. Surveys will be sent out through a secure email invitation. The chief of Naval Personnel visited Sailors deployed to the Navy’s U.S. 5th Fleet. During the visit he discussed a vari-

ety of topics including the meritorious advancement program, uniform changes and compensation. Changes are coming for TriCare beneficiaries who take certain brand name medications. Starting October 1st, they will be required to fill prescriptions at a military facility or from a mail-in-program instead of a retail pharmacy. During their acts, the troupe invited audience members on stage to participate as either a bystander or a voice to represent the victim’s inner conflict. They’ve also provided this training for universities, after-school programs and rehabilitation centers since their inception. Recently, they have taken

their performances to Great Lakes, Illinois at every ‘A’ School and have toured many installations around the fleet including Diego Garcia, Camp Lemonnier, Djibouti and Guantanamo Bay, Cuba. DON SAPRO has many new resources for Sailors and Marines including short videos about bystander intervention, what is consent and a survivor series from actual sexual assault survivors both female and male. More videos are being created on topics such as ostracism, social media, retaliation and healthy sexual relationships. Sexual assault reporting has increased significantly in the military according to data released by the Department of Defense for 2013. The increase in reporting is believed to be the effect of commands delivering consistent and effective prevention and response methods. REMEMBERING 9/11 from page 1 Capt. Tate Westbrook, Deputy Commodore, Task Force 65 and Destroyer Squadron 60, was the guest speaker and reminded everyone that for every generation there is a moment where no matter where you were, you remember the sights, sounds and sometimes even the clothes you were wearing down to every detail. “For my grandparents that moment was on December 7, 1941, when it was announced the Japanese had attacked Pearl Harbor,” Westbrook said. “For my parents it was where you were when president Kennedy was shot and for me at first I thought it was when the space shuttle Challenger blew up. But that changed in 9/11 and there isn’t a person in the military today down to the most junior Sailor who wasn’t affected in some way.” One by one Chief Selectees came up to the podium and solemnly gave the minute-to-minute account of the day; from the first hijacking to the last plane crash that ended the lives of many Americans. America honored the fallen heroes by establishing a memorial in New York and the Navy commissioned the amphibious transport dock USS New York (LPD 21), using seven and a half tons of short steel from the rubble of the World Trade Center, in 2009. Several of the Chief Selectees had a special connection to the attacks in New York. Chief (Select) Logistics Specialist Yassin Mohamed is from Manhattan and was in 10th grade when the attacks hit home. “I remember watching the attacks on the television,” Mohamed said. “They let us all out of school that day and all we could think about was our families. The area around the World Trade Center is big and plenty of our family members worked in the surrounding area including my aunt. New York has always been a huge target for terrorism and this wasn’t the first attack made on the World Trade Center, but it was certainly the worst.” Two years later Mohamed joined the Navy. Immediately following the attacks the Navy began to change in the face of the threat. “I was just a fireman on deployment in the 6th fleet area of operation on the USS Arctic (T-AOE 8) when the attacks happened,” said Chief (Select) Engineman Clarence Curtis. “Even back then we were able to see it on live TV and we were shocked. Our deployment was immediately extended for four months and most of our port visits were cancelled. In the first six months of our regularly scheduled deployment we hit ports all the time, but in our four month extension we hit maybe two.” Curtis like Mohamed grew up in New York and had personal connections in the city. “My dad got me a job two years before as a mover and I had helped move a company into the top two floors of tower two. I couldn’t help but wonder what had happened to all the people I had known who worked there that I had helped move in.” The ceremony ended with the laying a memorial wreath and the playing of taps.

The maximum weight and size limits are 15 pounds and 60 inches in length and girth combined. From overseas locations, items mailed at Standard Post rates are sent to Continental United States (CONUS) by air on a space available basis. The maximum weight and size limits are 70 pounds and 130 inches in length and girth combined. It is recommended customers check with local civilian or military post offices for information regarding size restrictions and customs declaration form requirements. Customers are advised mailing restrictions apply and some items cannot be mailed. Examples of non-mailable items are: alcohol, switchblade knives, pornography, controlled substances, and explosive or incendiary devices. If in doubt, contact your local civilian or military post office. As a final note, customers should ensure articles are packaged properly for mailing and packages do not display markings related to any type of hazardous material, such as bleach, alcohol, or cleaning fluids. One of the most pivotal points in an enlisted Sailor’s career is donning khakis and being accepted into the ranks of the U.S. Navy Chief Petty Officers. Commonly referred to as the backbone of the Navy, the Chief’s mess is an exclusive fellowship that bridges the gap between enlisted and officers. Seventeen Naples area Sailors pledged an oath in a time-honored Chief Petty Officer Pinning Ceremony at

Naval Support Activity (NSA) Naples Capodichino September 16. The journey from a 1st Class Petty Officer to a Chief begins when a Sailor is selected for promotion and becomes a selectee. The selectees then go through CPO 365 Phase II, an intensive training regiment that culminates in the pinning ceremony where they have their anchors pinned on by mentors and family. “Today symbolizes the transition from the 1st Class Petty officer ranks to the Chief Ranks,” Commander 6th Fleet Senior Enlisted

Leader Master Chief Kenny Nixon said. Becoming a Chief Petty Officer is a pivotal moment in a Sailor’s career. Nixon believes it is a Chief’s job to lead and develop junior officers and those serving under them. “The anchors will get heavy,” Nixon said. This sentiment was shared by NSA Naples Commanding Officer Capt. Douglas Carpenter. “This is one of the biggest days in the career of an enlisted Sailor,” Carpenter said. “We want the ceremony to be special not just for the Sailors

but also for their families so they can feel the full impact and understand why it’s such a special event.” The newest Naples area Chief Petty Officers are prepared to meet the new challenging milestone of their careers with enthusiasm; utilizing experience gained throughout their naval careers. For Chief Yeoman Desiree Wade, assigned to Joint Forces Command, this milestone has changed the way she looks at her responsibility to her sailors and their families. “This journey is something that you really can’t explain until you go through it,” Wade said. “It was always funny being on the outside looking in, but once you’re in, you have to humble yourself. I look forward to being challenged just like the saying we all know, ‘Ask the chief.’” Becoming a Chief completely changes your career because

you are now separated from your juniors to become the leader. “Right now we have to change our mindsets,” Chief Information Systems Technician Victor Figueroa said. “Instead of completing tasks as a team, now we have to take one step forward and then look back and lead a group to complete tasks and missions.” Figueroa says it’s all about getting ahead of the group before you can lead it. This year’s newest Chief Petty Officers have pledged an oath to carry on the tradition of leadership that makes the Chief’s mess the standard of leadership within the navy. As it says in the U.S. Navy Chief Petty Officer’s Creed: “Your entire way of life is now changed. More will be expected of you; more will be demanded of you. Not because you are an E-7 but because you are now a Chief Petty Officer.”

Pirates have been around since man first took to the high seas, and a type of sea raider known as a privateer emerged between the 15th and 19th centuries. Michael Crawford, a senior Navy historian, has kept track of the recent increase of modern pirates on the high seas. “A privateer is a private man-of-war who has a license from his sovereign government to attack the ships belonging to citizens of a country with which he is at war,” Crawford said. “If he does capture an enemy ship, he has to go through all the legal requirements; he has to bring the ship into port and have it tried in an admiralty court.” Crawford traced the rise of privateering to the 15th century, when members of the merchant marine appealed to their kings after losing property in attacks at sea. The monarchs issued them letters of “marque and reprisal,” giving

them permission to retaliate and recoup their losses. The use of privateers eventually expanded from peacetime to wartime, Crawford said. “The kings realized they could take advantage of these private merchant men who had armed ships to supplement their navies.” International conventions drafted in the 19th century effectively ended the recognition of privateering as a legitimate form of warfare. However, pirates continue to attack commercial and naval ships and to threaten regional security. “Piracy is a threat to the security of all nations,” Navy Rear Adm. Scott Sanders, task force commander, said. “We are committed to continuing operations with our naval counterparts to create a lawful maritime order and deter acts of piracy activity here.”
