What started as an evening of fun at a party ended in tragedy with two deaths, a grieving husband and a dishonorable discharge with formal charges pending. Sailors with the Naval Support Activity (NSA) Naples Coalition of Sailors Against Destructive Decisions (CSADD) put on a “live” scenario Sept. 28, displaying the grim realities of how one decision to drive after drinking can lead to a lifetime of pain and suffering. "This is our second year doing this," said Yeoman Apprentice Thomas Fore, president of the NSA Naples CSADD chapter. “What we’re doing here is bringing to life the causes and effects of what can happen if a service member decides to drive after having had a few drinks.” The scenarios, stretched out into four separate events, tell the story of a sailor leaving a

International Bazaar at JFC opens today By Liz Knapp, ASC Publicity Coordinator

The gates of Allied Joint Force Command (JFC) Naples open today for the Allied Spouses Club (ASC) International Bazaar. More than 50 vendors from all over Italy and Europe will sell everything from fine art, furniture, and ceramics to leather goods, jewelry, food and wine. Opening ceremonies and a ribbon-cutting will take place at 10 a.m. today in the NATO Community Center building. The event continues Saturday. Visitors to the bazaar can shop the Hall of Nations for international specialties sold by participating NATO countries. Here you may find Spanish paella pans and flamenco outfits, Greek olives, Turkish rugs, or French wine and pâté. A portion of vendor sales will be donated to the ASC Welfare Fund, which supports twenty charities in Naples and surrounding communities. To satisfy your appetite, you can visit the International Food Court, where freshly prepared delicacies and beverages are served by volunteers from JFC's various NATO nations. Entertainment will also be scheduled throughout both days of the bazaar. As NATO personnel prepare to move to a new base in Lago Patria, this is the final year the International Bazaar will be held at the NATO base in Bagnoli. To mark the historic nature of the occasion, the theme of this year’s bazaar is, “Bye Bye, Bagnoli.” The Bazaar hours are Friday and Saturday from 10 a.m. to 10 p.m. The Food Court will remain open until 11:30 p.m. both days. Bazaar entry is €3 for ID holders and dependents and €4 for guests, payable at the door. see INTERNATIONAL BAZAAR Page 6

Hello from Camp Beyond

It had been five days, seven hours and 10 minutes since I landed at the Capodichino Airport in Naples, Italy, and in a sense I felt as if not much has happened. At the same time it felt like a lot had taken place, both outside and inside of me, as I traveled overseas to start a new religious program for youth in Naples. Quickly after my arrival as I made my first entrance through the base gate, I was handed my first lesson: unauthorized media of military installations is prohibited. In other words, do not use your screaming white iPhone to record the gate entrance. (Yeah … pretty embarrassing, to say the least.) Then there's the massive amount of paperwork required for everything, and the seemingly never ending grid of positions, abbreviations, initials, symbols, colors, policies, and procedures — all new to me. All of this has had an effect on me already. It has made me realize how naïve I have been in regards to the amount of effort, cooperation and enforcement it takes to protect and secure a community. It has also made me aware of the amount of work our military personnel dedicate towards efficiency and professionalism. However, the biggest change has been reframing my purpose in this community. You see, I first came in with the idea of implementing a program, to drive a healthy and sustainable ministry within the walls of the chapel. While I still think that is important, I now believe the reason for me being here is different. It wasn't until I was having dinner one evening with my good friends and local sponsors, Tom and Audrey, that it dawned on me the nature of the role bestowed upon me. As Tom shared with me how, through his many years of experience and skill sets, he has dedicated the majority of his life toward the protection of “the force,” I felt a new sense of clarity and simplicity. It all clicked and made sense: I too am here for the protection of the force. I might not survey the traffic on and off base, get to run critical tasks within powerful environments, or ever compete for a rank promotion. However, I am here to protect and support the military's most precious and valuable asset — its families. And within these families, I have the honor and responsibility to serve, instruct and form the character, resiliency, and spiritual formation of their kids. As a father of five daughters, I can tell you that every person who comes in contact with my kids plays a crucial role to my peace of mind, and becomes a crucial piece of the puzzle it takes to raise kids in this day and age. You see, our Club Beyond has a critical place in this community. At first it could be confused with an exclusive group for “good kids,” or as just another option to keep kids out of trouble, but this is not our core mission. Club Beyond is here for the protection of our force through the provision of fun, significant relationships and the cultivation of faith. Our slogan goes, "Club Beyond, a place where fun, friendships, and faith connect." When we are connected to the joy of life, the solidarity of each other, and the acceptance of our Creator, the result only leads to two things: strengthened teenagers and fulfilled families. I have a place and a purpose in this community. I humbly surrender and offer my gifts to the protection and the enrichment of our teenagers on base, the military community and our nation. Within 130 hours of my arrival, I became a changed man… and I'm proud of that. Please join us for Club Beyond Wednesdays at 5:30 p.m. in the Chapel Fellowship Hall at the Support Site. Participation is open to seventh through 12th graders. If you have questions, you can reach me at apaulino@clubbeyond.org.

Italy grants residency to elderly man from Peru Italian authorities conceded a resident permit to a 106-year-old Peruvian man who has been living in Italy for the last 12 years. The permit was granted for “humanitarian reasons,” authorities said. The man arrived in the country in 2000 for a vacation with his daughter who was residing in the country. Family and members of the Peruvian community in Rome began the application process for a resident’s permit on his 100 birthday.

Italian government using YouTube (and a dog) to curb tax evasion The Italian government is pursuing a sweeping crackdown against tax evasion in an attempt to boost public finances, and it is using all means at its disposal. Now, one of those means is YouTube. The Italian tax agency launched its own channel on YouTube to show Italians how to pay their taxes. The video lasts two minutes and informs viewers in clear and simple language how to obtain a card for health services, how to register a house rental contract, or how to pay taxes online. Italy’s tax authorities said that the video had been produced at no extra cost. In Italy, tax evasion is estimated to cost the state between €120 billion and €150 billion a year. Last year, tax authorities managed to recover $12.7 billion in unpaid taxes. Another means used by the Italian finance police to identify tax dodgers is “Stella,” a Labrador retriever that has been trained to sniff out large quantities of bills − including euros, dollars, pounds, and rubles − at the Naples airport. Since the beginning of this year, Stella has helped the local authorities find more than €3 million (about $4 million) in illicit cash.

Rome bans eating near famous monuments Tourists can now face heavy fines for munching near famous monuments in Rome. The city council introduced a new law prohibiting tourists from

eating pizza, sandwiches, panini or snacks at sites in the historic center, including near Piazza Navona, the Pantheon, and Via dei Fori Imperiali alongside the Colosseum. Fines can reach up to €500. This law guarantees the protection of areas of merit in the historic center. There are similar bans in Venice, where eating snacks in St. Mark’s Square is prohibited.

Researchers find olive oil helps protect against diabetes According to researchers at the Italian Diabetology Society at the Naples University Federico II, one of the main components of the traditional Mediterranean diet plays an important role in protecting the body against type 2 diabetes. They found that olive oil reduces by a third the build-up of fat in the liver due to its high content of monounsaturated fatty acids. Type 2 diabetes is the most common type of diabetes, with three million diagnosed suffers in Italy alone. There is a close relationship between fatty liver disease and the development of its presence in the body. Researchers said that is sufficient to eat a diet rich in olive oil and other products with high levels of monounsaturated fatty acids for just eight weeks to see a reduction in liver fat.

Policeman, Carabinieri officer charged for aiding attempted bank robbery Two law enforcement officers in the Marche region of Italy were arrested for their alleged involvement in a plan to rob the vault at the local Bank of Italy offices. One of the officers was from the local police squad and the other was from the Carabinieri military corps, a former commander of a station outside Ancona. The robbery would have resulted in a haul of €200 million. According to the prosecutor, the Carabinieri officer who was responsible for providing security at the bank was bribed to deactivate the alarm. Two other men were also arrested. The four men face charges of criminal conspiracy, attempted bribery and instigation of corruption.

Forests and theme parks have become venues for such celebrations. The Sibyl (also known as a prophetess in Latin) was a priestess in Apollonian worship, a Greek import to the new colony. In Virgil’s The Aeneid, the Trojan hero Aeneas sought the Sibyl’s guidance before descending into the underworld via an entrance in Cuma. It is said Aeneas had wanted to seek his dead father’s advice before journeying to Rome. Near the Greek ruins and the Sibyl’s cave is the verdant 130hectare (320+ acre) Regional Forest

at the foot of Mount Cuma, as well as the dunes bordering Cuma’s coast. An “Elephant Rock,” so-called for its hilltop shape and two caves resembling eyes, remains the forest’s millenary landmark. Cuma’s holm oak-covered woods are inviting for refreshing nature walks, sport bicycling, educational programs, picnics and informal social gatherings. An example was the candlelight dinner recently held there during Malazè, Pozzuoli’s extensive September cultural event. The oasis’ proximity to the Cumaean Sibyl’s cave creates a mysterious setting for theater programs and the storytelling of myths and legends, such as those scheduled this month. The events are part of the 2012 “Il bosco e la duna” (The Forest and the Dune) initiative meant to encourage the enjoyment of nature. Among the events scheduled this month are “Una bella giornata di marzo” (A Beautiful Day in March) by Italo Calvino, which will take place Saturday, Oct. 6 at 6 p.m. Then on Sunday, the International Ferraiolo Company will amaze onlookers with a “Burattini” (Puppet show) at 11 a.m. Next weekend, join “Stargazing” at 7 p.m. Oct. 12, followed by the presentation of “The Wizard of Oz” at 10 a.m. Oct. 14. Looking toward the end of the month, the forest will host “HelloWine” Oct. 31. The event, presented by the Campania Region’s Settore Foreste di Napoli (Naples Forest Sector), will be evening of autumn flavors and the final piece in the 2012 “Il Bosco e la Duna” series of events. For booking and participation fee details, log into www.forestedellacampania.it, or contact Site Director Carmine Baselice at 081-796-7607 or carminebaselice@yahoo.it. RAISING AWARENESS OF DOMESTIC VIOLENCE By Kathleen Williams, LCSW, FFSC Family Advocacy Representative

he purpose of Domestic Violence Awareness Month is to make the community aware that domestic violence exists and that help is available for both victims and perpetrators. Nationally, one in four women and one in thirteen men will experience domestic violence in their lifetime. Unfortunately, domestic violence is a part of our Navy community as well. In 2011, there were 2,600 reports of domestic abuse made to the Navy Family Advocacy Program. This is approximately 16 reports for every 1,000 sailors. The Navy defines domestic abuse as a pattern of behavior resulting in emotional or psychological abuse, economic control, and/or interference with personal liberty when such violence or abuse is directed toward a person who is:

T

(1) a current or former spouse; (2) a person with whom the abuser shares a child in common; or, (3) a current or former intimate partner with whom the abuser shares or has shared a common domicile. The Navy defines domestic violence as an offense that involves the use, attempted use, or threatened use of force against any of the aforementioned individuals. • Facts about domestic violence: – Domestic violence is the leading cause of injury to women between the ages of 15 and 44 in the United States, more than car accidents, muggings, and rapes combined. – Battering occurs among people of all races, ages, socio-economic classes, religious affiliations, occupations, and educational backgrounds. – Between 25 percent and 45 percent of all women who are battered are battered during pregnancy. – Witnessing violence between one’s parents or caretakers is the strongest risk factor of transmitting violent behavior from one generation to the next. – Boys who witness domestic violence are twice as likely to abuse their own partners and children when they become adults. – Children who witness violence at home display emotional and behavioral disturbances as diverse as withdrawal, low self-esteem, nightmares, self-blame and aggression against peers, family members and property. • Get help If you are controlling or have a controlling partner, don’t ignore these behaviors. They are not the result of stress, anger, drugs or alcohol. They are learned behaviors that one person uses to dominate, intimidate and manipulate. They are destructive and dangerous. Everyone has the right to feel safe in a relationship. With help, people who are abusive can learn to be non-violent. Domestic violence hurts all family members. When a person is abusive he or she eventually loses the trust and respect of his or her partner. Abused partners are afraid to communicate their feelings and needs. If you are a victim of domestic abuse, contact the Navy Fleet and Family Support Center at 081-811-6533 and ask to speak to a counselor. Under Department of Defense and Department of Navy policy, the Fleet and Family Support Center can provide confidential support and information to victims of domestic abuse who voluntarily come forward and seek services without reporting to law enforcement or to the service member’s command. Contact the Navy Fleet and Family Support Center for more information on making a “restricted report” of domestic abuse. You may also contact the National Domestic Violence Hotline at 1800-799-SAFE (7233) for additional information

Finally, it ends with a captain’s mast where the sailor involved is formally disciplined, resulting in a dishonorable discharge and additional charges for the deaths of a mother and child. The idea behind the scenarios came from the public affairs officer of the Naples CSADD chapter. “I came up with the idea based on what we did at my last command,” said Aviation Boatswain’s Mate (Handling) Second Class (AW/SW) George Schmidt. “Before heading out on leave over a major holiday or even before a deployment, every sailor at the command had to attend the scenarios. It was a reminder that it only takes one mistake to ruin not only your life and career, but the lives of others as well.” For Naples CSADD member and Master-at-Arms Seaman Brittany Ward, participating in the event brought her back in time. “I had a friend a while back who got in major trouble because of one bad decision to drive drunk,” she said. “These scenarios definitely give you a dose of reality and a different perspective on things. I just hope it does the same for those that stop by to see them.” A dose of reality is exactly what Aviation Maintenance Administrationman Second Class (AW) Esvi Dominguez, a spectator, got as he was added into several of the scenarios. “To be arrested in one scene

and then in another having to watch a mother and her unborn baby die… it was pretty intense,” he said. “What really got to me was when the father called me out and berated me for having killed his wife and child. I almost thought it was real for a second.” CSADD holds a variety of different events such as the Destructive Decision Fair, barbecues, free movie nights and raffles to help inform sailors about the consequences of irresponsible decisions, especially those that involve alcohol. “CSADD doesn’t disapprove of drinking,” said Thomas. “We only disapprove of making costly mistakes because of drinking and not having a plan that

could have prevented the bad decision in the first place.” CSADD Naples meets each Wednesday at 1 p.m. in the NSA Naples command master chief ’s office to discuss current and future events. CSADD’s mission is to provide sailors with the best prevention and intervention tools possible to deal with the issues of drinking, reckless driving, and other destructive decisions, while maintaining good order and discipline. The group aims to steer sailors away from making poor decisions by providing them with positive and dynamic training, and to show sailors how to put their training to use in moments of high stress and peer pressure.

Roth contributions now open to all active-duty troops By Terri Moon Cronk, American Forces Press Service As of Oct. 1, active-duty members of the Navy, Army, and Air Force can contribute to the Roth Thrift Savings Plan as part of their investment planning, Defense Financing and Accounting Service officials said. The after-tax contributions will be electronically deducted from service members' pay accounts. Active-duty service members also can start their Roth TSP contributions now through their online MyPay accounts, which offer the fastest, easiest and most secure method to manage both Roth and traditional TSP contributions. The second option open to service members is to submit a TSP-U-1 form to their finance office. Active-duty Marines, Guardsmen, reservists and civilians paid by DFAS were able to begin making contributions to the program in June, officials said. Additionally, the other branches of the National Guard and reserves will be able to make Roth TSP contributions by mid- to-late 2013. The timeline difference between active-duty and other service members resulted from an interim solution for reserve component members, which didn't meet Federal Retirement Thrift Investment Board (FRTIB) requirements, according to DFAS. While work continues for options that will be available more quickly and satisfy the law and FRTIB requirements at the same time, the new schedule will allow time to make systems changes and electronic deductions that meet all requirements, DFAS officials said. To begin making Roth TSP contributions, service members should determine how much of their pay is eligible. A Roth TSP worksheet can help make the calculations. Military members are required to contribute an amount equaling 1 percent of their eligible pay to begin TSP contributions. For those who are not participating in traditional TSP investments, the initial Roth TSP election must meet this 1 percent requirement. The IRS maximum contribution to Roth TSP is $17,000 per year, DFAS officials said. Military members can use pay earned in combat zones, and are excluded from federal taxes to contribute to Roth TSP. For more information about Roth TSP contributions, visit: http://www.dfas.mil/militarymembers/rothtspformilitary.html.

Preparing for the Great Shakeout drill Oct. 18 By Lt. jg. Thomas Short Emergency Management Officer, NSA Naples

Chief of the nurse corps visits Naples hospital By HM2 Joy Page A visit to U.S. Naval Hospital Naples, Italy, turned out to be a very busy day for Rear Adm. Elizabeth Niemyer, director of the Navy Nurse Corps and deputy chief of the Wounded, Ill, and Injured program. Upon meeting with commanding officer Capt. Matthew Pommer early last month, she was briefed on such subjects as the responsibilities, patient capacity, and procedures and protocols of the different departments within the hospital. Nurses throughout the command were then able to represent their work environments and provide information on quality-improvement projects, training and qualifications, and patient care to Niemyer as she toured hospital spaces and met with the staff members. “One of the great things about being in an overseas command: it’s not just learning more things that you wouldn’t otherwise have an opportunity to do, but you also get to push the envelope on improvement. You have time to do those things,” she stated as she applauded U.S. Naval Hospital Naples staff on their innovative programs for better patient care. Niemyer was also a part of the promotion ceremonies for two Nurse Corps officers: Cmdr. Michael Murray and Lt. Aaron Cagely. Niemyer again praised them and all ceremony attendees on their dedication to their duties. “I want to thank you all for what you do, not just for your patients, but for Navy Medicine,” Niemyer said. “Being out in Naples, you really have an opportunity to be ambassadors for the United States, to represent Navy Medicine. This is a real opportunity for us to put our best foot forward.” Recognizing enlisted sailors in the command, she commended hospital corpsmen who are applying for the Medical Enlisted Commissioning Program (MECP) to be Nurse Corps officers. Three applicants were able to meet with Niemyer as she gave them some insight to the MECP selection board process and encouraged them to continue in gaining higher education. She also met with three Nurse Corps officers in the command who are applying for graduate education through the Duty Under Instruction (DUINS) program, offering support as they advance in their career paths. Before departing, Niemyer held an Admiral’s Call for all Nurse Corps officers, where she provided guidance and listened to questions and concerns regarding promotion boards, mentorship programs, deployments, staffing and bonuses.

On Oct. 18 at 10:18 am., Naval Support Activity Naples will be conducting an earthquake preparedness drill known as the Great Shakeout. The first ShakeOut was held in 2008 as the Great Southern California ShakeOut, an effort by scientists and emergency managers to inform the public about earthquake preparedness. Since then, participation has grown. This year, the Shakeout drill will occur in 23 U.S. states and territories, as well as in Canada, New Zealand, Japan, and here in Southern Italy. Naval Support Activity Naples will participate by having an earthquake drill followed by an earthquake preparedness information session in the main piazza at Capodichino. During the earthquake drill, personnel will be asked to execute the “Drop, Cover and Hold On” drill. Federal, state, and local emergency management experts and other official preparedness organizations all agree that "Drop, Cover, and Hold On" are the appropriate actions to reduce injury and death during earthquakes. The ShakeOut is our opportunity to practice how to protect ourselves during earthquakes. Ground shaking during an earthquake is seldom the cause of injury. Most earthquake-related injuries and deaths are caused by collapsing walls and roofs, flying glass and falling objects. If you are inside a building, move no more than a few steps, then carefully drop to the ground, take cover by getting under a sturdy desk or table, and hold on to it until the shaking stops. To review: • DROP to the ground (before the earthquake drops you!); • Take COVER by getting under a sturdy desk or table; and • HOLD ON to it until the shaking stops.

then drop, cover and hold on. Stay there until the shaking stops. If you are driving, pull over to a clear location, stop and stay there with your seatbelt fastened until the shaking stops. Once the shaking stops, proceed with caution and avoid bridges or ramps that might have been damaged. Look around your home and workspace before an earthquake. Identify safe places such as under a sturdy piece of furniture or against an interior wall in your home, office or school so that when the shaking starts you can respond quickly. An immediate response to move to the safe place can save lives. And that safe place should be within a few steps to avoid injury from flying debris. What not to do: – Do not get in a doorway. An early photo of earthquake damage showed a collapsed adobe home with the door frame as the only part remaining. From this came our belief that a doorway is the safest place to be during an earthquake. In modern houses and buildings, doorways are no safer, and they do not protect you from flying or falling objects. Get under a table instead. – Do not run outside. Trying to run in an earthquake is dangerous, as the ground is moving and you can easily fall or be injured by debris or glass. Running outside is especially dangerous, as glass, bricks, or other building components may be falling. You are much safer to stay inside and get under a table. To react quickly you must practice often. You may only have seconds to protect yourself in an earthquake before strong shaking knocks you down (or drops something on you). Practicing helps you be ready to respond. For more information, please go to www.dropcoverholdon.org, and then go to www.shakeout.org/ italia/index.html to register yourself and dependents for the Great Shakeout.

If there isn’t a table or desk near you, drop to the ground in an inside corner of the building and cover your head and neck with your hands and arms. Do not try to run to another room. The main point is to not try to move, but to immediately protect yourself as best as possible where you are. Earthquakes occur without any warning and may be so violent that you cannot run or crawl; you therefore will most likely be knocked to the ground where you happen to be. You will never know if the initial jolt will turn out to be start of the big one. For this reason, you should drop, cover, and hold on immediately. Stay indoors till the shaking stops and you are sure it is safe to exit. In most buildings in southern Italy, you are safer if you stay where you are until the shaking stops. If you are outdoors when the shaking starts, you should find a clear spot away from buildings, trees, streetlights, and power lines,

If you are the victim of a crime, report the incident to Security Dispatch at 081-568-5638. For non-emergency assistance, call 081-568-5638.

Even though volunteers came from different NSA Naples-area commands and organizations, they shared a common desire to support the local community. “This kind of event has a huge impact on the community. The food we brought will be enough to feed the kids and staff for a few months,” said event coordinator Religious Program Specialist 1st Class (SW/AW) Andy Gomez. Centro Laila Director Gisele Luciamo said the orphanage cares for about 30 children daily and provides shelter for approximately 20 families every night, while operating solely on donations. “These events are very good. Volunteers come with toys, food and make repairs. It is the only way this works,” said Luciamo. Besides delivering food, volunteers played with the children and cooked hot dogs and hamburgers for them as well. “A little bit of time can make a huge difference. The Naples Area First Class Petty Officer Association came out because we want to remember our time in Italy not just as another tour of duty, but as our home and community,” said Culinary Specialist 1st Class (SW) Michael Louise, president of the Naples Area First Class Petty

Answer: No one wants to spend more time than needed at the doctor’s office. Here are a few suggestions to help you reduce unnecessary appointments and reduce stress related to refilling your medications. First, start by keeping track of how many doses you have left. When you have about five days worth of medication remaining, start planning. This means that if you take a pill twice a day, you should start planning when you have 10 pills left. Begin by checking the side of your prescription bottle. If the refill quantity says a number greater than zero, you can call the pharmacy refill line at 081-811-6226. The pharmacy at U.S. Naval Hospital Naples is open from 8 a.m. to 6 p.m. Monday through Friday. It is also open from 1 p.m. to 4 p.m. on the weekends, but only for refills that have already been called in. You cannot get new prescriptions on weekends. If you have no refills left, you should review what your Medical Home Port Team said at your last appointment. Was this supposed to be medicine for a specific short-term problem, such as antibiotics for infection or pain medicine for an injury? If it was, and your problem has not resolved, call the appointment center at 081-811-6000 to make an appointment with the provider who prescribed the medication. If your medication is for a long-term problem, ask yourself, “Did my provider say to follow up in a specific time frame?” An example of this would be if your provider said, “Take this blood pressure medicine for three months and then follow up with me.” If this is the case, call the appointment center and make an appointment with your provider. Were you told to get lab tests before your next appointment? If you take a medication that requires lab tests to measure its effectiveness, like for the thyroid, providers routinely request laboratory tests to make sure you are on target. If this applies to you, call 081-811-6000 and request a telephone consult. A team nurse will review your record and call you with your plan. Please make sure to check that we have your correct contact phone number on file. If these examples do not apply to you, call the appointment center and request a telephone consult for a prescription renewal. Within three business days, your team nurse will review your request, verify your medication and diagnosis, check the dosage, examine your provider’s plan of care, and discuss any questions with your provider – all in order to ensure the safest care possible and help to reduce medication errors. The team nurse will then contact you regarding your prescription refill. Finally, the staff at Naval Hospital Naples is always here to help. If you have questions or concerns related to your health, prescriptions, or diagnoses, call your Medical Home Port team at 081-811-6271 during normal business hours. Or you can reach us 24 hours a day, seven days a week through secure messaging at www.Relayhealth.com .

Your job search questions, answered From the Human Resources Office How long before arriving in Naples may I start applying for positions as a military/civilian dependent spouse? You may start applying 30 days prior to your arrival in Naples as a dependent and your resume may be referred to hiring officials. However, you do not receive spouse preference until you have actually arrived in Naples. Check our webpage at https://auth.cnic.navy.mil/navycni/groups/public/documents/ cdn/cnicp_ a279458.pdf for more detailed information. How many times can I use my military or family member preference? Military spouse and family member preference can be used only one time per tour and it applies to all permanent, regular-schedule positions with the Department of Defense appropriated funds (APF), non-appropriated funds (NAF), the Navy Exchange, and Department of Defense Education Activity. Therefore, you will lose your preference if you accept or decline a job offer for a full-time or permanent position. You also will lose your spouse or family member preference if you decline a job interview for a full-time or part-time permanent position. When applying for multiple positions, the first acceptance or declination of a job offer or interview immediately terminates your spousal preference. For this reason, spouses are encouraged to apply only for positions that they are truly interested in and available for. Check our webpage at https://www.cnic.navy.mil/navycni/groups/public/documents/document/cnicp_ a130987.pdf for more detailed information. May I apply for federal positions even if I have lost my military spouse or family member preference? Yes, you may. But your resume and application form may not be referred to hiring officials, even if you are found qualified. Your resume and application will be included only if no other military spouses or family members with preference (in the absence of military spouses) are found qualified and referable.

Santa Chiara: A burst of color in the city center Story and photos by Melissa Kabukuru

he Spaccanapoli district of Naples is a fascinating part of the city, full of Greek and Roman ruins bumping up against honking motorcycles, Baroque churches and historic pizzerias. Here in the city’s ancient core, you’ll see crisscrossing streetlights suspended between rows of narrow buildings, and workers singing snippets of traditional Neapolitan songs as they sweep their storefronts or wait for customers. I could watch the spectacle for hours. But what makes the neighborhood even more special is the number of cultural treasures that line its cobblestoned streets, providing places for reflection amid the constant commotion. Santa Chiara is one of those places. The medley of sounds and smells that surround the monastery seem a distant memory when you step inside the convent’s famous cloister, known for its brightly painted majolica tile. I go there sometimes when I need to think. The trickling fountains and lines of orange trees form a manicured oasis in the middle of the city, framed by the vibrant blue, yellow and green decoration. The Santa Chiara complex dates back to 1310, and consists of a Gothic church, a convent for Clarisse nuns, and a smaller convent for the male order of the Friars Minor. The cloister was transformed in 1742 by the artist Domenico Antonio Vaccaro, giving it the iconic ceramic benches and pillars it is known for today. Today, tourists can visit the church, the cloister and a museum complex on the far end of the site. The museum contains archaeological discoveries dating back to the Greco-Roman era, decorative items from the church, and photos documenting how the complex was extensively damaged during World War II. While much of the explanatory text is in Italian, English-speaking visitors can still appreciate some interesting items, including a rotating wheel that the Clarisse nuns once used to use to communicate with the outside world. The wheel, which was placed at the convent door, includes strategically placed holes on both sides to allow people to pass items back and forth without seeing one another. The upper floor of the museum contains elaborately decorated reliquaries (vessels that were used to hold sacred objects). A bone said to have belonged to St. Laurence and a mummified leg attributed to St. Andrew are among the

T

relics housed in the sculpture-like cases, which are works of art of their own. Behind the museum complex, the remains of a Roman gym and bath complex can also be seen. Visitors can walk on scaffolding above the ruins, and learn about what they’re seeing via informational plaques in English and several other languages. You can also catch a glimpse of a large presepe, or classic Neapolitan nativity scene, on one side of the cloister as you approach the exit. Leaving the cloister and museum complex of Santa Chiara, I feel ready to dodge motorcycles again and fight for a table at one of the overflowing local pizzerias. This quiet corner of the city’s most colorful district has once again done its job — it has focused my thoughts, and prepared me to rejoin the busy heart of the city.

IF YOU GO Entrances to Santa Chiara are located on Via Benedetto Croce and at Via Santa Chiara, 49 — just a block off of Piazza del Gesù and not far from Piazza San Domenico Maggiore. Traffic is restricted in this area, so you won’t be able to drive there and park nearby. The nearest metro stops are Montesanto (Line 2) or Dante (Line 1). From the Naples central train station, you can take a cab there for €6 under the city’s new fixed taxi rates. Hours are 9 a.m. to 5:30 p.m. daily for the cloister and museum complex, which you will find behind the church. (Sunday and holiday hours are 10 a.m. to 2:30 p.m.) Entry to the complex, called the Complesso Monumentale, costs €5. Entry is free for the church, which is open from 7:30 to 1 p.m. and from 4:30 to 8 p.m. every day. For more information, visit www.monasterodisantachiara.com.
