Tiger Sharks Win Last Home Meet of Season Swimmers Bid Farewell to Head Coach Higgins By Lyndsey Hale
This past weekend’s Pentathlon and final home meet of the 2016 swimming season was the second weekend in a row of competition for the Naples Tiger Sharks, and also a bittersweet moment for the team, as it was the last meet for beloved Head Coach Jane Higgins. Over the past decade under Higgins, the Naples Tiger Sharks have reigned as the European Forces Swim League (EFSL)

Champions with nine championship wins. The Naples Tiger Sharks saw 84 percent of the team set personal bests this past weekend with nine more swimmers qualifying for championships.
“This was the second weekend in a row of competition for many of our swimmers and they were still knocking off seconds,” Coach Danna Traught. “That is unusual and awesome. The team spirit on
deck made for a fun meet. With the breaks we had between strokes, many of the swimmers stayed on deck to cheer on their teammates.” TIGER SHARKS Page 11
Coastal Riverine Squadron 3 Sailors Complete Reintegration Process From Navy Expeditionary Combat Command Public Affairs
The 10 U.S. Navy Sailors assigned to Coastal Riverine Squadron 3 who were briefly detained by Iran January 12-13, completed Phase III of the reintegration process today. During Phase III, the Sailors were reunited with their families, received ongoing medical care and were provided various levels of support. “The Sailors are in good health and we have determined they can return to duty,” Rear Adm. Frank Morneau, commander, Navy Expeditionary Combat Command, who oversaw the third phase, said. “They will report to their unit here tomorrow and participate in the ongoing investigation and normal post-deployment duties as assigned.” The 10 Sailors began the threephased reintegration process in theater immediately following their release, January 13. The focus of Phase I was to ensure the immediate health and safety of the Sailors. During Phase II, Sailors completed their medical exams and

Licenses From Five States Banned at DoD Bases By Jim Garamone DoD News
Defense Department installations will no longer accept driver’s licenses from Minnesota, Illinois, Missouri, New Mexico and Washington as proof of identity, DoD officials said on January 20. Federal Policy The ban, which also includes licenses from American Samoa, is a consequence of the REAL ID Act of 2005. The REAL ID Act grew out of the Sept. 11, 2001, attacks – most of the terrorists involved had driver’s licenses from Florida and Virginia. Congress tightened up issuance processes and documentation needed to get a driver’s license. Compliant cards must have specific security features to prevent tampering, counterfeiting or duplication of the document. The licenses also must present data in a common, machine-readable format. The REAL ID Act affects only access control policies where individuals are required to present an identification document for accessing federal facilities, entering nuclear power plants or boarding federally regulated commercial aircraft. The federal REAL ID Act implementation rules allow for exceptions, officials noted. For example, they explained, life or safety issues such as medical emergencies, and situations in which physical access is necessary to apply for benefits are two exceptions. This week marks the end of January and another step toward the 2016 Presidential election. On November 8 all adult Americans are asked to perform their civic duty of casting their ballot and vote to determine the next president. Election coverage of this cycle is hard to avoid. Even here overseas people are discussing the pros and the cons of each candidate, who the nominees will be, and at the end of the process who will be elected. As United States Service Members and civilians living overseas, our votes count the same as our fellow citizens living at home. If you need information on how to register or vote while stationed abroad, please contact your command voting officer. The voting officer has the information and the contacts to ensure you are able to exercise your right to vote. Depending on the state, voting can be as simple as printing the ballot and faxing or emailing a copy into your county’s voting offices. Keep in mind that voting is not something that takes place once every four years. Counties, districts and states all hold elections for various offices, from mayor to senator, throughout the year. You can also visit fvap.gov for more information on how to contact your hometown voting center, and to sign-up for important election reminders. The end of January also marks the end of National Mentoring month. Inaugurated in 2002, National Mentoring month is intended to promote youth mentoring in the United States. Mentorship is an essential component of the armed services. Having a good mentor can mean the difference between advancing quickly through the ranks with a positive experience, and looking to exit the service at the first opportunity. Being a good mentor can be a challenging experience, but a rewarding one with many lessons in leadership and guidance along the way. Take a moment to consider all those who look up to you and how your example will reflect on their future actions. Always put your best foot forward, and explain your reasoning and how you arrived at conclusions for decisions. Together we can build a better Navy by considering our actions and their effects on those that look up you. Finally, I want to give a shout out to the professional agents from the Naval Criminal Investigative Service, better known as NCIS. Italian Researchers Develop ‘Super Spaghetti’ A study published in the journal Food Research International, researchers from Bologna and Molise University created “super-spaghetti,” which is rich in antioxidants, fiber and protein that could help cardiovascular health. Researchers separated the components of the grain using air that allowed them to unite the nutritional properties of the pasta. Apple Development Center Coming to Naples The company Apple announced the creation of an iOS App Development Center in Naples with about 600 people to be hired. Young Neapolitans and others will have the chance to learn one of the trades of the future and of innovation. The center is the first of its kind in Europe and will support teachers and students with specialized curriculum to prepare them in developing applications for the hardware and software operating system for mobile devices. No date was given for the opening of the center neither the location. Pistoia Named 2017 Italian Culture Capital Culture Minister Dario Franceschini announced Pistoia as the Italian culture capital for 2017. Pistoia in Tuscany was chosen out of nine finalists including Ercolano, Parma, Pisa and Spoleto. The city will invest more than 15 million euros to revamp urban areas and cultural infrastructure. The city will restore its ancient walled fortifications, lay out bicycle paths in the historic center and develop its modern and contemporary art museum. Pistoia is famous for its octagonal 14th-century Baptistery faced in whiteand-green-striped marble, and for various Renaissance churches. Pistoia is also home to a blues festival that drew 45,000 spectators last summer.
San Germano Vercellese Getting Tough on Tax Dodgers The mayor of San Germano Vercellese, a small village in Northern Italy came up with new ideas to try and get residents to pay their taxes. Parents who don’t pay taxes won’t be able to take their kids to play in the municipal park and get free school meals. Tax dodgers will also be banned from getting free rubbish bags, free access to the municipal theater and free access to sports facilities. The village has a tax deficit of 100,000 euro and the mayor stated that taxes are used to finance services, and those who don’t pay, don’t have the right to use them. Città della Scienza Hosts Great Festival Feb. 7 The Citta’ della Scienza (Science city) in Naples organizes the Great Festival of Carnival for children on February 7. The event includes workshops, games and show. Young guests will be welcomed by artists in costume who will entertain children with tricks, soap bubbles, music and painting workshops. The program will start at 10 a.m. and will go on until 5 p.m. Carnival Parades in Campania Many colorful Carnival parades are organized in Naples and Campania region this year. Carnival will be celebrated February 5-9, although some towns have organized events and activities since the end of January. The Carnival in Striano (NA) attracts hundreds of visitors from throughout the region with colorful parade of floats, dances, music and masks enriching the festivities in the entire town. Another famous carnival in the Region is the one in Limatola (CE), with parades, music, masks and performers; another carnival is held in Saviano (NA), where visitors can also sample local products; in Montemarano (AV) a special attention is given to the “tarantella,” a traditional southern dance, with colorful floats, masked dances and a special “funeral procession of Carnival.”

the Capodichino east parking garage. All personnel living on the economy leases negotiated through the Housing office have a bottle water clause, which requires the landlord to provide bot-
tled water. Work with landlords to have any water holding tanks disinfected twice a year, and ensure your tap water is disconnected from non-permitted wells and connected only to the city water system.

NAVY HISTORY: USS MONITOR LAUNCHED

On Jan. 30, 1862, the first U.S. Navy ironclad warship, USS Monitor, was launched. Monitor was designed by Swedish-born engineer and inventor John Ericsson, and built by Continental Iron Works, of Brooklyn, New York. Monitor was a 987-ton warship, with a revolutionary design. She featured an unusually low profile, rising only 18 inches above the water, and sporting a flat iron deck with a 20-foot cylindrical turret rising from the middle of the ship, which housed two 11-inch Dahlgren guns. Monitor also had a draft of less than 11 feet, so she could operate freely in the protected shallow harbors and rivers of the South. Built in only three months, Monitor would become such an iconic ship that hundreds of ships
were built using the same simple – but effective design – and were later referred to as “Monitors.” Not surprising, the Confederates had a different opinion of the new ironclad design and referred disparagingly to the “Monitors” as a “cheese-box on a raft.” In February 1862, Secretary of the Navy Gideon Welles learned the Confederates were near to completing the conversion of the USS Merrimack – a 40-gun steam-powered wooden frigate, which had been renamed CSS Virginia – to an ironclad at the naval shipyard in Norfolk, Virginia. Fearing what damage an ironclad could inflict, Monitor’s production schedule was stepped up. Welles surmised that a new ironclad warship could not only breach the blockade and destroy Union ships, but also inflict damage to coastal cities. A month later Monitor was
commissioned, and was quickly pressed into service. Meanwhile, Virginia had been terrorizing the East Coast and pulverizing Union ships. On March 8, 1862, when Virginia steamed into Chesapeake Bay to finish off a grounded Union ship she had damaged the day earlier. She found Monitor standing guard near the vulnerable ship. The cannonballs, which would have punched through a wooden hull, simply bounced off the armor plating of each ship. After two hours, the attack was broken off, with each side claiming victory. In reality, it was a draw. Nevertheless, Monitor had prevented Virginia from gaining control of Hampton Roads, and preserved the Union blockade of the Hampton Road area. Thus ended the first battle between two steam-powered armored warships, and it marked a turning point in naval history.
SPOTLIGHT: ABH2 DOMINICK POINDEXTER
For the past two years, ABH2 Dominick Poindexter has been supporting and assisting the USO in many ways, but only recently he became part of the USO Naples volunteer committee. With his can-do attitude and mission orientation, he has gone above and beyond to support the Naples operation over the past month. For example, he engaged and recruited other service members from his department to become more active in the community by volunteering for the USO and created special outreach and community relations opportunities with a local shelter. As a result, he is being a great ambassador for his country and reaching out to the less fortunate through these morale-boosting events/activities. Poindexter even stepped out of his comfort zone by cooking, serving, stuffing stockings and supporting his fellow service members through his work. He also is involved in the planning stage of the annual Naples Got Talent Competition and has done a superb job recruiting talents to participate in the show. The entire USO Naples team is proud to work with such an outstanding individual.

First Baby of the Year at USNH Naples From U.S. Naval Hospital Naples Public Affairs
U.S. Naval Hospital (USNH) Naples had the honor of welcoming the first baby of 2016. Tiffany and Justin Griego welcomed their newest family addition into the world on January 4 at 10 p.m. Their son, Maverick, weighed 8.7 pounds and was 20 inches tall at birth. The Griegos recently arrived to Naples from San Diego two months ago. We at USNH are ecstatic to celebrate the arrival of the first baby of the year for one of our beneficiaries. Baby Maverick is happy and healthy, and the family was honored at the annual First Baby of the Year Ceremony on January 21. The family was showered with a beautiful cake and gifts from the hospital staff and guests. The family expressed their gratitude for making their recent hospital stay “a phenomenal experience.” Congratulations to the Griego family on their new bundle of joy!
Naples Middle High School NJROTC Visits USS Mount Whitney By Cadet Bailey Ward Naples Middle High School Navy Junior Reserve Officer Training Corps Public Affairs
Students from the Naples Middle High School Navy Junior Reserve Officer Training Corps (NJROTC) learned more about the U.S. Navy and life onboard ship when they visited the USS Mount Whitney (LSS 20) on January 13. The Mount Whitney is the U.S. 6th Fleet flag ship and is homeported at Gaeta, Italy. Mount Whitney is only one of two seaborne Joint Command Platforms in the U.S. Navy, both of which are forward deployed. “It was a fun visit and I learned a lot about the organization and duties on a ship,” Cadet Lt. Sarah Kemp, Naples High School NJROTC executive officer and prospective U.S. Coast Guard Academy cadet, said.
The main goal of the visit was to provide the NJROTC cadets, especially those new to the program, a chance to experience the look and feel of a Navy flag ship. From learning about navigation and lookout duties on the bridge to donning firefighting gear, the cadets were exposed to various aspects of shipboard life. The field trip also included tours the control centers of the ship, briefings about the ship’s defenses, and opportunities to observe communication systems at work. In addition to touring the vessel, the group of almost 100 visitors enjoyed lunch in the mess hall before heading home. NSA Naples’ Pet Policy From NSA Public Affairs
Are you a pet owner? If so, do you know the NSA Naples’ Pet Policy requirements? Being familiar with the pet policy will help keep you and your pet happier, and make you a better neighbor. The official pet policy can be found on the NSA Naples’ website at: http://www.cnic.navy.mil/regions/cnreurafswa/installations/nsa_naples/ about/departments/administration_n1/administrative_services/instructions.html. This policy lists requirements for bringing your pets to and from Italy. Just like packing up household goods and shipping a vehicle requires scheduling and planning, PCS’ing with pets takes time, so check with the PERSUPPDET Naples early in the process to ensure you have adequate lead time to get your four-footed buddies transferred safely and on time. Non-reimbursed costs associated
with relocating with your pet may be tax deductible. IRS Publication 521 (page 8 of 18) has the details: https://www.irs.gov/pub/irspdf/p521.pdf. Some highlights from the NSA Naples Pet Policy include: ● Pet registration at the Installation Veterinary Clinic for check in and check out is mandatory. ● Members living in government housing are allowed to have up to two pets. ● Feeding stray animals is prohibited. ● Unattended pets in base housing must be kept indoors and may not be left unattended on balconies or patios. ● Pets may be off-leash in designated pet run areas only. This includes Carney Park. ● Pets are restricted from playgrounds, exchange outlets, dining facilities, snack bars, theaters, clubs, schools, hospital, and den-
tal facilities. ● Owners must pick up their pet waste. ● Pets shall wear the blue Carney Park/NSA Installation Access tags that are issued by the NSA Naples Veterinarian upon completion of pet registration. ● All pets in government housing must be spayed or neutered. ● It is a serious violation to abandon a pet. Only registered and micro-chipped pets are allowed on Support Site and Carney Park. However, they must also be under the direct positive control of a capable handler. Animals are considered a nuisance if they cause an annoyance to residents (incessant barking, not under handler’s control, or owner’s failure to clean up feces, etc.) if they are found to be in violation of the NSA Naples pet policy or they are involved in an incident. Note that animals are not allowed
on Capodichino, except for purposes of travel (arriving or departing from flights). Reports of pet nuisances or incidents should be made to NSA Naples Emergency Dispatch at DSN 626-5638/39, who will then complete an Animal Incident Report. Repeat Animal Incident Reports may be grounds for removal of the animal from government housing at the owner’s expense. These guidelines are in place to help ensure the safety and quality of life of installation personnel, family members, and their pets.

Defense Department personnel and their families who plan to vote by absentee ballot in the upcoming presidential primaries and the general election in November should complete a registration application and request their ballots now, according to a Federal Voting Assistance Program release. To register and request ballots, complete the Federal Post Card Application using the FPCA online assistant to fill out the form or pick up a hard-copy version from your voting assistance officer or
nearest U.S. Embassy or consular office. FVAP officials suggest completing a new application annually and with every move, or at least 90 days prior to the election. State primary election dates are listed on the Federal Voting Assistance Program’s website, with registration information in a drop-down menu at the top left side of the home page. The Swimmer of the Meet was Margaret Menoni, who swam some of her fastest times earning Gold for the Pentathlon 13-14 girls age division. “Margaret joined us about mid-season and has been an asset to the high school squad,” Higgins said. “Her enthusiasm and team spirit is contagious which was evident at the meet as she was always right there to cheer on her teammates.” Higgins’ influence on her young swimmers hasn’t been limited to the pool, either. “Over the last three years Coach Jane has taught me so much, whether that be academically, mentally, physically or otherwise,” Sarah Oestereicher said. “I have always been able to count on her to help me through many life challenges, and she has never given up on me, and always kept pushing me harder and farther than I ever thought I could go.” In addition to this being Higgins’ last home meet, this was also the last home meet for four seniors: Team Captains Ian Boggs, Brandon
Those attempting to gain physical access to DoD installations must show an alternate form of identification, such as a passport, officials said. Service members, family members, DoD employees, and federal employees with the DoD common access card, DoD uniformed services identification and privileges cards, federal personal identification verification cards or transportation workers’ identification credentials are not affected, officials said, as these cards are authorized in DoD policy to facilitate physical access to installations. “All federal agencies including DoD must comply with the law regarding the use of REAL IDs for official purposes,” an official said. “For most DoD installations, an identification card or an installation pass is required to facilitate access. Hence, where an ID or an installation pass is used for physical access, DoD installations are prohibited from accepting driver’s licenses or state identification cards from states deemed non-REAL ID compliant. “DoD policy allows commanders to waive the DoD access control requirements for special situations, circumstances, or emergencies,” the official said. “Therefore, installations may authorize other alternatives to facilitate installation access, such as a graduation ceremony guest list, escorts, etc.”

Switching to ENERGY STAR products and making home energy upgrades can help lower these costs. 4 - A: A phantom load, also called standby power, refers to power consumed by electronics and appliances while they are switched off. According to Lawrence Berkeley National Laboratory, a typical American home has 40 products constantly drawing power. Together these amount to almost 10 percent of residential electricity use. 5 - B: Using ENERGY STAR certified products – which incorporate advanced technologies that use 10 to 15 percent less energy and water than standard models – throughout your home could save nearly $750 over the lifetime of the products. For example, ENERGY STAR clothes washers use about 40 percent less energy than conventional clothes washers while reducing water bills.

Where Does Groundhog Day Come From? From National Centers for Environmental Information
Every February 2, thousands of people gather at Gobbler’s Knob in Punxsutawney, Pennsylvania, to await the spring forecast from a special groundhog. Known as Punxsutawney Phil, this groundhog will emerge from his simulated tree trunk home and look for his shadow, which will help him make his much-anticipated forecast. According to legend, if Phil sees his shadow the United States is in store for six more weeks of winter weather. But, if Phil doesn’t see his shadow, the country should expect warmer temperatures and the arrival of an early spring. History of Groundhog Day Groundhog Day originates from an ancient celebration of the midway point between the winter solstice and the spring equinox – the day right in the middle of astronomical winter. According to superstition, sunny skies that day signify a stormy and cold second half of winter while cloudy skies indicate the arrival of warm weather. The trail of Phil’s history leads back to Clymer H. Freas, city editor of the Punxsutawney Spirit newspaper. Inspired by a group of local groundhog hunters, whom Freas named the Punxsutawney Groundhog Club, he declared Phil as “America’s official forecasting groundhog” in 1887. As he continued to embellish the groundhog’s story year after year, other newspapers
picked it up, and soon everyone looked to Punxsutawney Phil for the prediction of when spring would return to the country. Other ‘Weather Forecasting’ Groundhogs Around the United States While Punxsutawney Phil claims to be the nation’s official forecasting groundhog, he’s not the only furry forecaster in the United States. Some other notable contenders include: General Beauregard Lee of Atlanta, Georgia; Sir Walter Wally of Raleigh, North Carolina; Jimmy of Sun Prairie, Wisconsin; Octorara Orphie of Quarryville, Pennsylvania; Staten Island Chuck from the Staten Island (New York) Zoo; Unadilla from Nebraska; Chuck from Ohio; French Creek from West Virginia; and the Cajun Groundhog from Louisiana. Other forecasting “groundhogs” include Ridge Lea Larry, a stuffed groundhog from Western New York, and the Tennessee “Groundhog” of Silver Point, Tennessee, which is actually someone dressed up like a groundhog on a motorcycle. While Groundhog Day is a way to have a little fun at mid-winter, climate records and statistics tell us that winter probably isn’t over. Climatologically speaking, the three coldest months of the year are December, January and February, so winter typically still has a bit more to go when the groundhog comes out in search of his shadow each year on February 2.
