Twenty Naval Support Activity Naples activeduty Navy Sailors and base community volunteers visited the Pontifical Collegio Filipino (PCF) in Rome on January 16, 2016, to donate humanitarian items. The NSA Naples Chapel and the Filipino American Association (FIL-AM) conducted the Community Relations (COMREL) Project with PCF to reach out to the spiritual and physical needs of migrants in Southern Italy and religious leaders from Third World Countries. The humanitarian items donated Saturday will be shared by PCF with migrants living in the Rome area. Cmdr. Don Biadog Jr., a chaplain based at Navy Region Europe, Africa, Southwest Asia was one of the main coordinators for the COMREL project last Saturday. “Our COMREL Project called “Operation Help” ministry has been impacting PCF for nearly four years saving the Collegio

Determination definitely defined the Naples Tiger Sharks performance at this past weekend’s back-to-back swim meets in Aviano and Vicenza and once again brought home gold. The sharks won by one point in overall scores on Saturday at Aviano, and held many of the first, second and third place awards for the Pentathlon events on Sunday in Vicenza. Also, 95 percent of the team set personal bests over the two days of competition. “Winning our swim meet by one point was a big boost for the whole Tiger Shark swim team in the Aviano meet,” swimmer Ryan Rayos said. CNO Announces Five Initiatives to Drive Sexual Assaults to Zero From Chief of Naval Operations Public Affairs

A line of effort in the recently released “Design to Maintain Maritime Superiority” is to strengthen our Navy team which is composed of active and reserve Sailors, Navy civilians, and families. On January 14 Chief of Naval Operations Adm. John Richardson announced a new set of sexual assault prevention and response initiatives to lower the obstacles to reporting, provide added support to survivors, and prevent revictimization. During the announcement Richardson told reporters an important element of this effort is to eliminate self-inflicted destructive behavior, sexual assault being among the most egregious. He went on to say sexual harassment and sexual assault have absolutely no place in our Navy and are contrary to our core values. “Eliminating sexual assault requires more than words, zero-tolerance requires an all-hands effort,” Richardson said. Here are the five initiatives CNO announced to help “end the scourge of sexual assault” in our Navy: 1) A Shipmate is not a “bystander.” If you see something wrong, do something right. CNO

I hope everyone had a great time over the long weekend and had a chance to enjoy some travel around Naples, Italy, or Europe. We are surrounded by historically important sites, in a city that was, and in some ways still is, one of the great epicenters of European culture and power. The relics and remnants of Naples past provide endless opportunities for exploration and discovery at the door of our installation. After a year and a half of living here, I finally took the opportunity to go on an ITT trip to explore the underground and some of the churches of downtown Naples. It was an amazing tour. Along with the benefits, Naples also shares the challenges found with most similarly sized cities – petty crime. Safety and security are top priorities, and I urge all of our community members to stay alert while exploring and touring. Wherever you go, whether in Naples or any other areas that attract tourism or commerce, park in well-lit areas and ensure ALL items are kept out of sight in your car – especially your gas coupons. When in crowded areas keep your bags close to your body and ensure your wallet, keys, and cellphones are in difficult to access pockets. These precautions should not intimidate you or prevent you from leaving the base, they are just the common-sense precautions everyone should take while visiting any major city. The layout of Naples can make commuting with public transportation a difficult task. For this reason, many of our community members choose to use their own private vehicles. In the winter months rain can dramatically slow the pace of travel. Be sure to leave early taking into account traffic conditions and other delays. Have your vehicle and tires regularly inspected and maintained, and keep on top of preventive maintenance. The lack of easy public transportation can sometimes make liberty planning difficult. Please be sure to have a plan to eliminate the possibility of driving while intoxicated. Consider taking a taxi, or ensuring your group has a designated driver. Stay safe out there this weekend, and enjoy the playoff games Sunday!

‘Treasure of Naples’ Returns to Bella Napoli A special opening night and guided tour will take place at the Museum of the Treasure of San Gennaro in Naples this Saturday. The museum is located inside the cathedral and it is internationally considered a unique heritage for the artistic and cultural beauty. After a year of extraordinary success in Rome, Paris and Brazil, and with more than one million visitors, the exhibition of the “Treasure of Naples” has returned. Showcase pieces including the beautiful jeweled Mitra with 3,694 precious stone; a legendary necklace made during 250 years of donations from royalty families from all over Europe; the gold stone chalice donated by King Ferdinand IV, and other masterpieces are on display at the museum. The entrance fee includes a tour and a glass of sparkling wine with appetizers. There are two rounds for this event: The first is at 7 p.m. and the second is at 9 p.m. Duration of the tour is two hours; Tickets are 16 euro per adult and 12 euro for children. The Popular Tramezzino Sandwich Turns 90 Years Old One of the most popular sandwiches in Italy, known as “tramezzino” celebrated its 90th birthday last week. The tramezzino is made with two or three slices of white bread with the crust cut off filled with tuna, olive or prosciutto or other fillings. The sandwich began at a Caffe’ in Turin in 1925 as an alternative to English tea sandwiches. The tramezzino was penned by the Italian writer and poet Gabriele D’Annunzio, who observed the shape of the sandwich while he was biting into it. He said it resembled the “tramezze,” referring to the partition walls of his countryside home. This sandwich has become very popular in recent

years and in many regions thanks to the growing number of Italians who go for a shorter lunchtime meal. According to a recent consumer association study, 34 percent of Italians now have a tramezzino or panino instead of a pizza or a simple plate of pasta. Five People Arrested for Selling Clothes Destined for the Needy Five people are under investigation in Cagliari, Sardinia, in a waste trafficking and fraud probe at the Catholic charity, Caritas. Donated clothing that was destined for the needy was being sold to street markets in Italy and abroad. One of the people being investigated is the Caritas soup kitchen and logistics director. According to investigators, the director and two others also tampered with evidence after police seized a cargo of clothes in Cagliari. Litterbugs Beware! A new green economy law was approved by the government last month and it has been officially published in the ‘Gazzetta Ufficiale,” a government journal. Starting February 2, all those caught flicking their cigarette butts on the ground, water or drains will be fined between 60 and 300 euro; and those caught throwing chewing-gum or receipts on the floor will be fined between 30 and 150 euro. Municipalities will have to ensure that streets and parks are fitted out with a sufficient number of ashtrays and bins. The Ministry of Environment will implement an information campaign to raise awareness among consumers about the harmful consequences for the environment resulting from the abandonment of cigarette butts. There are various possibility and solutions of recycling cigarette butts. A researcher from the Italian National Agency for New Technologies, Energy and Sustainable Economic Development (ENEA) intends to use the cigarette butts as biomass to produce heat and power, while the cellulose-acetate filters can be reused to produce sound-absorbing panels for buildings.

NAVY HISTORY: Bathyscaphe Trieste Breaks Deep Diving Record From Navy History and Heritage Command

On January 23, 1960, the U.S. Navy deep-diving research bathyscaphe Trieste, descended to the bottom of the Mariana Trench in the Western Pacific Ocean, the deepest known point in the world’s oceans. That achievement was truly an international success. The bathyscaphe was Italian-built and piloted by U.S. Navy Lt. Don Walsh and the Swiss scientist Jacques Piccard, who also designed Trieste. Their goal was simple: To prove that humans could safely explore the deepest ocean depths. At 35,797 feet – or nearly seven miles – the tectonic plates of the sea floor collide and plunge back into the Earth’s molten mantle, and the atmospheric pressures is eight tons per square inch, strong enough to bend steel. It took nearly five hours for Trieste to reach the sea bottom. After remaining there for 20 minutes, Walsh and Piccard started their ascent, which took three hours, 15 minutes. This was the first time any human or vessel had gone that deep. That remarkable achievement was equivalent to putting a man on the moon. There is one notable difference: A dozen people, all U.S. astronauts from the Apollo program, have walked on the moon. To date, Walsh and Piccard are the only humans who have plunged so deeply into the ocean. Not only did that prove that exploration of the ocean, no matter how deep, was possible, it also produced numerous engineering breakthroughs. Those included the first manipulator arm; the first deep-sea, color-TV camera system; the first high-pressure housings and connectors; and the design of the first remotely operated vehicle. In August 1963, Trieste found the wreck of the missing submarine USS Thresher (SSN 593) off the coast of New England in 8,400 feet of water. vision shows and even songs. The Trieste was a major character in the 2008 novel “The Extraordinary Event of Pia H.” by Canadian writer Nicola Vulpe. The song “The Trench” by Danish composer Ste van Holm was a tribute to the Mariana Trench, where Trieste made its record-breaking dive, and “Voyage Of The Trieste” was recorded by the American group The Chocolate Watchband’s in 1968. The lead character, Captain “Jean-Luc Picard” from “Star Trek: The Next Generation” was named in honor of Trieste’s designer, Jacques Piccard, and one of the starships also featured on the television show was the “USS Trieste.” Trieste was retired in 1980, and is now on display at the National Museum of the U.S. Navy at the Washington Navy Yard in Washington, D.C.

Navy Blue through and through, one of two pediatricians at the hospital, Capt. Andrea Donalty, has been wearing the Navy uniform since soon after graduating high school in Gaithersburg, Maryland. After Reserve Officer Training Corps (ROTC) and undergraduate studies at the George Washington University, she continued on there for her medical education. Following pediatrics training at Naval Medical Center Portsmouth, she moved on to tours in Texas, Okinawa and Washington State before coming to Bella Napoli. A passionate clinician, the liveliness of the pediatric clinic dovetails well with her manly clan made up of her husband and four sons. Dr. Donalty looks forward to seeing her patients and enjoying the opportunities here in Naples and Europe.

For weight management, Ship Shape is an eight session action-oriented, weight management program that reflects the latest research and techniques on weight loss. The program presents a healthy and sustainable approach to

weight loss and is designed for all adults trying to maintain a healthy weight. Additionally, USNH Naples offers ReNuLife, an alternate weight loss program open to all beneficiaries. For smokers who are ready to quit tobacco products but are not sure how to do it, USNH Naples can provide you with the skills, knowledge and strategies to assist you in reaching your goal of becoming tobacco free. ENERGY CONSERVATION Energy Efficient Computer Use From NSA Naples Energy Management Team

If you wonder when you should turn off your personal computer for energy savings, here are some general guidelines to help you make that decision. Though there is a small surge in energy when a computer starts up, this small amount of energy is still less than the energy used when a computer is running for long periods of time. For energy savings and convenience, consider the following guideline, if you are: - In the office, please turn off the monitor if you aren't going to use your PC for more than 20 minutes. - At home, please turn off both the CPU and monitor if you're not going to use your PC for more than 2 hours. Make sure your monitors, printers, and other accessories are on a power strip/surge protector. For no mission essential equipment, turn off the switch on the power strip to prevent them from drawing power even when shut off. If you don't use a power strip, unplug no mission essential equipment when it's not in use. Sleep Mode and Power Management Features Many computers available today come with a sleep mode or power management feature. ENERGY STAR® estimates that using these features will save you up to $30 each year on your electricity bills. Make sure you have the power-down feature set up on your PC through your operating system software. This has to be done by you; the power management features usually are not already enabled when a computer is purchased. Note that screen savers are not energy savers. Using a screen saver may in fact use more energy than not using one, and the power-down feature may not work if you have a screen saver activated. U.S. Naval War College (NWC) is issuing a ‘call for papers’ in preparation of its fourth annual Women, Peace and Security (WPS) Conference to be held at the college, May 17. In an effort to gather theoretical and practical ideas from a wider audience not normally represented in a limited conference format, the conference series chair is soliciting papers from academics, researchers, military personnel, non-governmental organizations and individuals who have an interest or experience in issues pertaining to WPS. “Conferences have limited room for participants,” Mary Raum, NWC professor and chair of the WPS Conference series, said. “To have available, online and in the networked world, some quality thoughts on components of WPS from thinkers and practitioners who have a direct tie to the subjects being discussed is an invaluable resource. “This call for papers will allow for a broader reach in exchanging

ideas and enable us to network on a global scale – a first step for formalizing the sharing of ideas allied with conference precepts,” she continued. Since the inception of the U.S. National Action Plan on WPS in 2011, NWC has been at the forefront of exploration into national and international issues involving WPS, working toward the goal of empowering women in conflict prevention and peace. In support of the conference theme, “Critical themes in global security,” interested parties can contribute to this goal by submitting a paper on one of the following subjects: ● Cyber ● Food security and agriculture ● Religion ● Department of Defense components of WPS Papers that focus on WPS issues in Africa, Southern Hemisphere, and Asia-Pacific regions are of particular interest. “Being a contributor to this call for papers will allow for an additional avenue of exchange between theorists and practitioners in aca-

Navy Installations to Conduct Exercise Solid Curtain-Citadel Shield 2016 From Navy Installations Command and U.S. Fleet Forces Command Public Affairs

Commander, U.S. Fleet Forces (USFF) and Commander, Navy Installations Command (CNIC) will conduct Exercise Solid Curtain-Citadel Shield 2016 (SC/CS16) Feb. 1-12 on Navy installations located in the continental United States. This annual anti-terrorism force protection (ATFP) exercise is designed to train Navy security forces to respond to threats to installations and units. “Solid Curtain-Citadel Shield 2016 provides the means by which USFF and CNIC assess Navy anti-terrorism program command and control capabilities, and the readiness and effectiveness of fleet and region program execution throughout the U.S. Northern Command area of responsibility,” William Clark, CNIC’s exercise program manager, said. “Exercise scenarios are based on our assessment of terrorist/homegrown violent extremist objectives, capabilities and current real-world events.” Exercise SC/CS16 is not in response to any specific threat, but is a regularly scheduled exercise. The exercise consists of approximately 300 field-training exer-

cise events on and off Navy installations across the country, each designed to test different regional ATFP operations. The exercise’s scenarios enable assessment of the Navy and civilian law enforcement’s response to attacks both on installations and at soft targets off-installation. Exercise coordinators have taken measures to minimize disruptions to normal base operations, but there may be times when the exercise causes increased traffic around bases or delays in base access. Residents near bases may also see increased security activity associated with the exercise. Base personnel should register for the AtHoc wide-area alert network to stay up to date on force protection conditions and other emergency, environmental, or exercise-related impacts on the area. CNIC is responsible for providing support services for the Fleet, Fighter and Family with more than 52,000 military and civilian personnel under 11 Regions and 70 installations worldwide. USFF executes the Navy AT Program in the United States to prevent, deter and defend against terrorist attacks on Department of the Navy (DoN) personnel, their families, facilities, resources, installations, and infrastructure critical to DoN mission accomplishment.

In 2015, Navy adopted a new training approach, shifting from traditional lecture-style training to a more dynamic program called “Chart the Course.” Chart the Course moves beyond the “bystander” approach and combines scenario-based videos with facilitator-led discussions to achieve an interactive learning experience. 2) Establish Counselors within the Fleet and Family Support Centers as a resource for victim support. Building on the success we have experienced with deployed resiliency counselors on “big decks,” there are potential gains if we are able to replicate the counseling and support provided under the Navy Family Advocacy Program for Sailors impacted by sexual assault. In addition to enhanced care, we expect the availability of these counselors to provide an opportunity to go after the social and structural barriers to male victim reporting. These counselors will provide opportunities to collaborate with local civilian facilities and counselors to ensure we are using every available measure to support our survivors. We are currently determining how to pilot this concept to get a better assessment.

3) Improve our personnel management practices and procedures, following a sexual assault experience, to ensure our Sailors are put in the best position possible to succeed. This includes examining our present detailing practices so to preclude administrative or management decisions and actions that unintentionally result in the Sailor reliving the sexual assault experience. In addition to the expedited transfer program, this could also include honoring a survivor’s request for an expedited discharge, should they desire to leave the Navy. 4) Continue our efforts to educate our Sailors and reduce alcohol abuse in the Navy, particularly binge drinking. The data clearly reflects that alcohol abuse is a factor in most of the Navy’s sexual assault cases. We need to ensure that our accountability processes and options, administrative and otherwise, provide the tools we need to effectively deal with incidents where alcohol abuse has been established. 5) Better utilize technology to remove cultural barriers and stigma associated with reporting a sexual assault or seeking advice and counsel. We are currently exploring a number of computer applications piloted at universities. We expect to be able to begin introducing a “Navy version” within the year. CNO concluded his discussion by thanking Congress for the focus, attention, and assistance they have provided on this issue and the commitment to eliminate sexual assault. “I want to continue to confront this scourge in our workforce,” Richardson said. “Until we go to zero we can never be satisfied.”

Civil Rights Act of 1964 From the National Park Service

The Civil Rights Act of 1964 is the nation’s premier civil rights legislation. The Act outlawed discrimination on the basis of race, color, religion, sex, or national origin, required equal access to public places and employment, and enforced desegregation of schools and the right to vote. Following World War II, pressures to recognize, challenge and change inequalities for minorities grew. One of the most notable challenges to the status quo was the 1954 landmark Supreme Court case Brown v. Board of Education of Topeka, Kansas, which questioned the notion of “separate but equal” in public education. The Court found that “separate educational facilities are inherently unequal” and a violation of the 14th Amendment. This decision polarized Americans, fostered debate, and served as a catalyst to encourage federal action to protect civil rights. Sit-ins, boycotts, Freedom Rides, the founding of organizations such as the Student Nonviolent Coordinating Committee (SNCC) and the Southern Christian Leadership Conference (SCLC), along with televised clashes between peaceful protesters and authorities, the murders of civil rights workers Medgar Evers and William L. Moore, the March on Washington, and the deaths of four young girls in the bombing of Birmingham’s 16th

Street Baptist Church placed Civil rights firmly on the national agenda, and the federal government was forced to respond. President John F. Kennedy proposed, in a nationally televised address, a Civil Rights Act of 1963. A week after his speech, Kennedy submitted a bill to Congress addressing civil rights (H.R. 7152). Following Kennedy’s assassination in November 1963, both Martin Luther King Jr. and newly inaugurated President Lyndon B. Johnson continued to press for passage of the bill – as King noted in a January 1964 newspaper column, legislation “will feel the intense focus of Negro interest ... It became the order of the day at the great March on Washington last summer. The Negro and his white compatriots for self-respect and human dignity will not be denied.” The House of Representatives debated H.R. 7152 for nine days, rejecting nearly 100 amendments designed to weaken the bill. It passed the House on February 10, 1964, after 70 days of public hearings, appearances by 275 witnesses, and 5,792 pages of published testimony. Within hours of its passage on July 2, 1964 President Lyndon B. Johnson, with Martin Luther King, Jr. and other civil rights leaders in attendance, signed the bill into law, declaring once and for all that discrimination for any reason on the basis of race, color, religion, sex, or national origin was illegal in the United States of America.
