Community members gathered to celebrate the holiday season at Support Site with the Holiday Village and tree-lighting ceremony, Dec. 5. Families and friends gathered

around the two-story-tall holiday tree for the main event as “The Five Star Brass,” a component of the U.S. Naval Forces Europe Band, performed music for the crowd. Captain Scott Gray, commanding officer of Naval Support Activity Naples, and Dr. Andrea Moretti, the mayor of Gricignano di Aversa, spoke to welcome fami-

lies in the holiday season. “My reason for being here is to wish you all peace, love and care for 2014 and to help make it a good year to come,” said Moretti. Gray took time to interact with children around the holiday tree, explaining it was made from elves and he needed their help calling Santa from the North Pole to visit.

The children continuously cried out together, “Santa Claus!” A few minutes later, a familiar individual dressed in a red and white suit arrived by fire truck. Santa and other community leaders pulled large ceremonial power switches to light up the tree, which got the crowd cheering. See Tree Lighting Page 10

NSA Naples Remembers Pearl Harbor By MC1 David R. Krigbaum, Navy Public Affairs Support Element - East Detachment Europe

Naval Support Activity Naples held its annual Pearl Harbor remembrance ceremony, Dec. 6, in remembrance of the military personnel and civilians who died in the Dec. 7, 1941 attack. The ceremony featured a special demonstration by the U.S. Naval Hospital Naples drill team that honored the ships and crews that took the greatest casualties. The drill team performed a “Battleship Row” formation, with each drill member representing one of the ships on Battleship Row during the attack. After the names of each vessel were called, two drill team members representing battleships USS Arizona (BB 39) and USS Oklahoma (BB 37) took a knee, signifying their loss during the battle. Arizona went down with 1,177 Sailors, including 37 sets of brothers, accounting for almost half of the 2,403 Americans who died during the attack. Oklahoma capsized and lost 429 Sailors, resulting in the battle’s second greatest loss of life after Arizona. See Remembering Pearl Harbor Page 5

Base Notes

CNIC-Directed Facility Service Reductions

By Capt. Scott Gray NSA Commanding Officer

In anticipation of the holidays, I want to emphasize the importance of driving safety as the weather begins to change. If you are planning on driving into northern Italy or throughout Europe, be aware that chain requirements exist for many areas. Keep emergency supplies stocked in your vehicle, in addition to the mandatory reflective vests and road triangles. Make sure you have the emergency dispatch (081-568-4911/5911) and non-emergency services (081568-5638/ 5639) numbers programmed into your phone or in your wallet. Also be mindful of maintaining a plan as we go into holiday party mode. We have already had five DUIs this fiscal year, after only having nine for all of the 2013 fiscal year. Four of the five DUIs have been out in town and the one on base was an individual who blew positive in the morning after a night out. Know your limits, and then stay within them. If someone needs help, don’t just watch—intervene. Another area of caution during the holidays is thefts and break-ins, which seem to spike this time of year. Be vigilant. Utilize car and home alarms, and let a trusted neighbor or friend know when you will leave the area for holiday travel so they can keep an eye on things in your absence. Never leave valuables in your car, especially gas coupons. When making a trip to the mall, never bring a load of purchases out to your vehicle and leave them to continue shopping; they may not be there when you return. Don’t make yourself a target, or allow complacency to creep into your routine. If family members are in town from the states, check your maps before you leave a location, not out in the middle of the street. Keep track of your belongings, especially on crowded trains and buses. Speaking of security, we have a number of job openings currently for local hires/military spouses within our security division. Security has 6 GS5 positions open for local guard force. These personnel will be a part of the Security team to help ensure the safety and security of our friends and family. They will be trained to operate X-Ray machines and base access policy to help meet one of NSA Naples primary missions. MWR also has a number of job openings, including recreational aides, fitness directors and facility managers. I am pleased to have so many current job openings here at the installation, after a year that has hit many hard financially. Please take advantage of this opportunity. Keep an eye on shipmates and loved ones, as this time of year can be lonely for many. Never assume a statement of self-harm is empty. Ensure anyone who seems depressed or shows the warning signs of suicide receives the help they need. Look out for one another. There are many things to do in Southern Italy and throughout Europe as the year winds down; plug in and don’t spend this time alone. Check out tours with ITT/MWR, the holiday chapel schedule, and what the USO has to offer. Whether you take a cooking class or go on a group ski outing, there is something for everyone. Get out and enjoy our beautiful surroundings, and enjoy your upcoming holiday season!

Beginning in January, CNIC facility reductions will impact installation janitorial and grounds keeping services. These are CNO-approved service level reductions. For NSA Naples, sweeping, mopping and general cleaning of all spaces will be impacted. Desk-side waste and recycling pick-up in administrative and operational areas will no longer be performed. This will require personnel to dispose of waste in central collection points. Restroom cleaning frequency will also be reduced. Reimbursable tenants are not impacted at this time. Additional details will be distributed when available through leadership and in future PAO Notes.

Holiday Email Scam Alert Scammers are taking advantage of the holiday shopping season with fake email shipping notifications that pose as FedEx, UPS or the United States Postal Service. An email will appear in your inbox that looks like tracking information for a package, but when opened will download a virus. Typically, these viruses phish for personal and banking information on your machine. This season, don't let these scams fool you into opening a virus on your computer.

Sojourner’s Permits Required for Holiday Travel Reminder from RLSO: check your sojourner permit to ensure that it is still valid for holiday travel. If not, come to Region Legal Service Office, Legal Assistance Department, at Capodichino on the 1st floor of Admin II. Legal Assistance must be notified at least one full week prior to anticipated travel in order to facilitate the process of providing you with a sojourner permit or a receipt that will allow your re-entry into Italy. Please contact Legal Assistance with any questions at 081-568-4576.

General Named to Guide Pompeii Redevelopment A general from the paramilitary Carabinieri police was named to guide the redevelopment of the ancient ruins of Pompeii. Giovanni Nistri led the cultural asset-protection division from 2007 to 2010, which is the branch of the Italian police responsible for combating art and antiquities crimes. Regional and local authorities signed a management protocol in line with UNESCO stipulations last month as the deadline given to apply a series of upgrade measures or face having Pompeii removed from the prestigious list

of World Heritage sites. The measures include video surveillance of 50 percent of the area and a buffer zone around the site. Unions at Pompeii have repeatedly alerted authorities to new damage surfacing in the past month. Sections of structures have fallen in the past two years and have triggered new concerns about Italy's ability to protect the 2,000year-old treasure from further degradation. Critics complain that not enough is being done to preserve and protect the site, which has been plagued for decades by accusations of mismanagement, neglect and even mafia infiltration.

They have not been on public display since 2008 when the museum embarked on a renovation project that was delayed due to high costs, accusation of corruption and mismanagement. The statues were previously viewed by an average of 130,000 visitors a year at the museum.

The installation of the lights began in 1981.

A three-year-old boy fell from a balcony in the northern town of Cantu in the Lombardy region. Thanks to a quick-witted passer-by, the boy was caught in time and the child and passer-by were taken to a local hospital with slight injuries after the incident. The boy’s parent didn’t notice the child who climbed through a window of the secondfloor apartment and leaned from the balcony before losing his balance and falling off.

Army Blanks Navy 12-0 By MCSN Weston Jones, Navy Public Affairs Support Element-East Detachment Europe

On a sunny afternoon, Army defeated Navy in the 13thannual Army-Navy Flag Football game at the Naples High School Stadium on the Support Site with a 12-0 final score, Dec. 7. The local game is intended to mirror the Army-Navy college football game set to take place this year on Dec. 14 at Lincoln Financial Field in Philadelphia and was sponsored by the Morale, Welfare and Recreation’s (MWR) intramural sports program. On the first play from scrimmage, Army attempted a reverse that turned into a trick play when the wide receiver threw a long pass down the field. Navy intercepted the pass and had early momentum with hopes of winning for a third straight year. Navy has won eight times from 2000 to 2012. Unfortunately for this year’s Navy team, the great defensive play to start the game would be one of their few highlights and Army’s victory comes with bragging rights and ends a two-year Navy win streak. During the game, egged on by wacky mascots, the Army half of the bleachers chanted, “Let’s go Army!” Only to be answered from the other side of the bleachers with “Let’s go Navy!” “I love the friendly rivalry,”

said Katye Cairn, a student at Naples High School. “Everybody’s having fun and dancing around with mascots. It brings us all together, it’s just great.” Army scored both of their touchdowns in the first half and let their defense take over and secure the win in the second half. “I’ve played in this game for the last three years,” said Staff Sgt. Thaddeus Moton. “We took a loss in last two games, but we finally came away with a victory; I’ve been talking smack all week, so I’m glad we won.”

Navy struggled to get anything going on offense throughout the game. Most of the team’s struggles came from the quarterback position. “The quarterbacks we planned to use and practiced with were injured and couldn’t play in the game,” said Hospital Corpsman 2nd Class Marvin Holden, center for the Navy team. The annual Army-Navy flag football game gives service members the opportunity to represent their branch and lets fans enjoy some friendly competition. See Army Blanks Navy Page 13

“It is a great honor to perform and represent one of the ships,” Hospital Corpsman 2nd Class Jaden Sandi, assigned to U.S. Naval Hospital Naples, who represented Arizona in the drill team formation. “It was an important part of our history.” After the performance a remembrance wreath was placed before the stage which was honored with salutes as two buglers played echo “Taps.” Dec. 7, 2013 is the 72nd anniversary of the attack, in which the Imperial Japanese Navy’s air raid on Pearl Harbor brought the United States into World War II. “Seventy two years ago, the United States Navy suffered this devastating surprise attack by a massive force bent on destroying our fighting force and demoralizing our nation,” said Capt. Scott Gray, NSA Naples commanding officer. “Through the trials and tribulations of a hard won war and a harder won peace, we have forged the enduring bonds of friendship with our European Allies and Italy in particular.” He compared the pre-World War II U.S. military situation to that of today and also spoke of how the war’s effects are still felt today before finishing his speech with a reminder. “Remember the many who lost their lives to protect the freedoms that define us as Americans; those same freedoms we continue to protect today. Remember Pearl Harbor.”

FFSC Tip of the Week: Communication Skills From the Fleet and Family Support Center

Communication is powerful and directly affects our quality of life and relationships. Our ability to express what we think and feel without clouding our ability to listen and respect how others think and feel is the greatest factor of success in our work and home life. Yet, communication is an everyday activity that is easily taken for granted. People use the power of communication to strengthen relationships at work and at home by practicing skills that build effective two-way communication. Unmanaged conflict has caused many hardships in the workplace and at home. It can cause people to suffer, missions to fail and families to separate. Yet, conflict is inevitable. People manage conflict by examining their attitudes and behaviors when faced with conflicting situations; practicing skills that prevent conflict from escalating; and working with others to solve problems, allowing people to grow, missions to succeed and families to strengthen.

CPO Exam Date Changed Active Duty E7 Exam Date Adjusted By Chief of Naval Personnel Public Affairs

Roughly 35,000 first class petty officers are scheduled to take the exam. Changing the date will ensure the process is fair and orderly for all involved. "It makes absolute sense to enact proper planning and take the necessary steps to set our first class petty officers up for success," said Master Chief Petty Officer of the Navy Mike Stevens. Chief of Naval Personnel officials announced that the Cycle 222 active-duty E7 exam date has been changed from Jan. 16 to Jan. 14. The change is to avoid disruption of the testing process due to a potential lapse in government funding. Personnel Support Detachments staffed by civilians and contractors could be forced to reduce services without funding, making exam administration unfeasible.

Naples Community Health Awareness From Naval Support Activity Naples Public Affairs

The Naples Public Health Evaluation (PHE) was an extensive effort to learn more about the potential environmental health risks present in the Campania region of Italy. The Navy established health protective policies based on the study’s findings to protect the health of U.S. personnel and their families, which includes bottled water advisories and health protective lease clauses. The PHE found the potential health risks for living offbase can be mitigated by following established risk-management actions.

Roughly 35,000 first class petty officers are scheduled to take the exam, changing the date will ensure the process is fair and orderly

for all involved. For information on exam guidance and requirements read NAVADMIN 288/13 at www.npc.navy.mil.

The enduring health protection policies are as follows: • Maintain the July 2008 bottled water advisory for U.S. personnel living off base. • Maintain the New Lease Suspension Zone (NLSZ) areas, based on U.S. Navy and Italian environmental sampling data. In these zones, U.S. Navy personnel are not permitted to sign new rental home leases. • Maintain the U.S. Naval Support Activity Naples PHE website and the U.S. Navy Regional Water Quality Board. • Maintain the health-protective U.S. Navy lease clauses for private off-base rental homes: – Landlords must provide containerized water service from a Navyapproved vendor. – Leased homes must be supplied by city water or permitted wells. Landlords must disconnect all non-permitted wells and provide proof of connection to the city water system or that the well is permitted. – Landlords must clean and disinfect domestic water holding tanks every six months. • The U.S. Navy will continue to share data with designated Italian public health officials. Throughout the Public Health Evaluation, the U.S. Navy established health protective policies and took immediate action, when necessary, to protect the health of U.S. personnel and their families. The risk management analysis determined that many of the health protective policies established during Phase I and Phase II will continue, as well as new policies implemented to ensure continued health protection. The Phase I and II reports, along with fact sheets addressing commonly asked questions and a detailed timeline of study components, are available through a link on the Naval Support Activity Naples website: www.cnic.navy.mil/Naples. If you have a concern about your specific health risk and how the study relates to you, please contact the U.S. Naval Hospital Naples at DSN: 629-6299 or commercial: 081-811-6299.

Navy Honors F/A-18 for 35 Years of Distinction From Program Executive Office for Tactical Aircraft Public Affairs Office

The F/A-18 Hornet community celebrated the 35th anniversary of the aircraft's first flight during a ceremony Dec. 9 in the Rear Adm. William A. Moffett building atrium at Naval Air Station Patuxent River, Md. Sponsored by the F/A-18 and EA-18G Program Office (PMA-265), the celebration highlighted the accomplishments and continued impact of the U.S. Navy's longest running tactical aircraft program. "The F/A-18 and EA-18G program continues to thrive, it is by far the predominant tactical force for naval aviation," said Capt. Frank Morley, PMA-265 program manager, "and it will continue to be for many years to come." Originally designed to replace the F-4 Phantom and the A-7 Corsair II, the F/A-18 Hornet took its first flight Nov. 18, 1978. Today, the F/A-18 platform, including the Hornet, Super Hornet and EA-18G Growler, operate in 44 Navy and 11 Marine Corps Strike Fighter and Electronic Attack Squadrons worldwide. Since its maiden voyage 35 years ago, the F/A-18 family of aircraft has flown 8,692,167 flight hours averaging nearly 250,000 flights hours per year since the historic journey.

"The success of this program rests on the shoulders of many that have come before us, and many that have spent a lifetime supporting this program," Morley said during the ceremony. The ceremony's keynote speaker, retired Vice Adm. Jeffrey A. Wieringa, shared a number of "sea" stories based on his experience as a past program manager (April 2000 to May 2003). "I became a naval aviator in 1977 - just one year before the Hornet entered into service," said Wieringa. "So, you could say that both the F/A-18 and I earned our wings right about the same time." Rear Adm. Donald (B.D.) Gaddis, program executive officer for Tactical Aircraft Programs, also shared thoughts about his time as PMA-265's program manager and what he believes has made the F/A-18 and EA-18G program so successful. "We have always had very, very good leadership inside the Hornet industry team, PMA-265 and in the competencies," said Gaddis. "That successful culture is going to keep us flying as a team until probably 2030 or 2035." The ceremony was followed by a luncheon and tours of Hangar 201, home of Air Test and Evaluation Squadron (VX) 23. Four static aircraft displays were on exhibition, each representing an iteration of the F/A-18. Boeing also provided guests the opportunity to "fly" the F/A-18 Super Hornet via its mobile simulator.

March 2014 E4-E6 Advancement Exams Announced By Katrina Gergely, Naval Education and Training Professional Development and Technology Center Public Affairs

The March 2014 Navy-wide enlisted examinations for Active Duty, Full Time Support and Canvasser Recruiter Sailors who are advancement eligible to the paygrades of E4-E6 have been announced in Naval Administrative Message (NAVADMIN) 312/13, released Dec. 11. Each Navy examination consists of 25 Professional Military Knowledge and 150 jobspecific technical questions. The examination dates are March 06, 2014 (E6), March 13, 2014 (E5) and March 20, 2014 (E4). Examination results are posted on the Navy Enlisted Advancement System (NEAS) website. "The best way to prepare for an advancement examination is to know your job better than your peers," said Master Chief Electrician's Mate Eric Riddle, command master chief of the Naval Education and Training Professional Development and Technology Center (NETPDTC). "When the rating Subject Matter Experts develop your examination content, they are instructed to write questions that Sailors need to know in order to perform their jobs," said Riddle. "With that in mind, I would strongly

recommend Sailors study with the intent of increasing job knowledge and not study solely for the exam." During Advancement Examination Readiness Reviews held at NETPDTC, visiting E7 and above fleet SMEs in each enlisted rating ensure all examination questions can be linked to references and publications. As rating SMEs select questions for the examination, an examination bibliography is developed based on the source reference for the question. NAC updates bibliography information as fleet instructions and manuals change, and it is recommended that candidates check their bibliography a few times prior to the exam administration date. Study material for advancement examination preparation is available six months prior to the administration dates. To download the bibliographies for an upcoming exam, go to the Navy Advancement Center's Web portal on NKO at https://www.nko.navy.mil/group/navyadvancement-center/exam-bibliographies. The NEAS website enables Education Services Officers to verify and correct the list of eligible candidates for their command, delete and forward examinations when necessary, and confirm examination ordering information. The NEAS Web address is https:// neasos.cnet.navy.mil.

bottled Water advisory From U.S. Naval Support Activity Naples Public Affairs

Except for those living at the Support Site and Capodichino, bottled water is recommended. Treated water is provided free of charge at a dispenser located outside the Capodichino east parking garage. All economy leases negotiated through the Housing office have a bottle water clause, which requires the landlord to provide bottled water. Work with landlords to have any water holding tanks disinfected twice a year and ensure your tap water is disconnected from non-permitted wells and connected only to the city water system.

Energy Conservation Holiday Cooking From the NSA Naples Energy Management Team

The holidays are upon us and many of us are planning on cooking. The average household uses three times the energy on Thanksgiving Day than it does the Thursday the week before. No matter if you are a family of four or fourteen, there are some green rules you can follow while cooking throughout the holidays. Thawing your turkey or ham in the fridge increases the refrigerator’s cooling demand for every four to five pounds. Buy fresh or thaw it in cool water for 30 minutes per pound. Try not to open the oven door to take a peek inside. Use the installed light to keep track of your bird though the viewing window. Constant opening and closing of the door can affect cooking temperature by as much as 25 percent, which translates to additional time needed to cook thoroughly. The heating element now has to produce more heat in order to re-adjust the temperature. Leave your home thermostat on a cooler setting while cooking for dinner or having lots of people over. The lack of heating will be made up for through the efforts in the kitchen and extra bodies. Once you are nearing the end of cooking your main dish, use the extra space to cook smaller dishes. This will not only make your cooking efforts more efficient, you’ll also get to eat faster. Be sure to match pot sizes with burners accordingly. Properly match pot diameter to burners makes better use of the flame. Not doing so can waste up to 40 percent in lost energy on the burner size alone. These are just a few tips to get you in the right direction and keep cost and energy use down.

For Gray this is his third and final time participating in the tree-lighting ceremony and he said he has found this event to be the most fun and the biggest. He has been to other bases and said the events are not as big or popular and he enjoys seeing everyone come together for the holidays to have a great time. “For many of us we are spending Christmas away from home,” said Gray. “We are our extended family out here.” For many visiting the event, it was their first time celebrating the holidays with the community on the naval base. “It was so nice being out here tonight and being able to visit with family,” said Marcos Cachiero. He came to the U.S. base from Barcelona, Spain to visit his military family members in Naples. “This is our first time here,” said Gunner’s Mate 2nd Class Adrian Lassiter as he walked through the village with his family. “We’ve lived overseas in Japan before and have never experienced something like this before. There is a great sense of community here; they treat one another as extended family to help get through tough times.” New to this year’s event is the Holiday Village organized by the Welfare and Recreation Association. The village had booths setup to bring Italian holiday culture and customs from around the region to the American community. At the village the American Forces Network played music for the crowd and the School Age Care Children’s Choir performed holiday songs such as, “All I Want For

Santa Claus celebrates lighting the holiday tree at the Support Site, Dec. 5. (Photo by MC3 Robert S. Price) Christmas Is My Two Front Teeth.” The U.S. Naval Forces Europe Band concluded the night with the annual Holiday concert at the chapel. A series of holiday tunes were played representing multiple faiths and the band encouraged audience members to sing along to conclude the concert. “On most occasions if you hear the Navy band, you will hear an afternoon of brass quintet, or a

night of rock band,” said Musician 3rd Class Alexis Thompson, French horn player. “At our holiday concerts we play an array of styles of music including classical, jazz, and pop all in the same concert,” said Thompson. “Holiday performances are my favorite concerts during the year. They bring the most smiles and each holiday tune brings memories to oneself.”

A Designated Driver Is the Perfect Holiday Gift From Chief of Naval Personnel Public Affairs

December has been designated as National Drunk and Drugged Driving Prevention Month, a time to raise awareness about the consequences of driving under the influence of alcohol and drugs, announced Dorice Favorite, director, Navy Alcohol and Drug Abuse Prevention Office. "The month of December is one of the busiest on the nation's roadways, and also one of the most dangerous, due to a high incidence of alcohol and drug-related traffic crashes," said Favorite. "According to the National Highway Traffic Safety Administration, an average of 25 people die each day in drunk driving crashes during December." That means approximately 775 people aren't making it home for the December holidays. "Impaired driving crashes are one hundred percent preventable," continued Favorite. "Everyone can practice responsible drinking and Keep What They've Earned." It's within everyone's ability to make and keep to a plan, whether at a party, at the bar, or anywhere that will require you to travel home. If you decide to drink this holiday season, designate a driver that will not drink any alcohol that night. A designated driver will help you get home safely. Have a plan. Make the decision on who will be the designated driver before going out, and stick to the plan. Know how much you are going to drink in advance and stop when you reach your pre-planned limit. Be a good shipmate. "If you notice someone who is about to drive or ride with a driver who is impaired, take the driver's keys and help them make other arrangements to get to where they are going safely," concluded Favorite. "Simple planning in advance can bring everyone through December safely."

Obtaining your Sojourner Permit Italian law requires all foreign personnel working or living within Italy, other than an active-duty member under military orders, to obtain a Sojourner Permit within eight days of arrival in Italy. This is different from a visa, which is merely an approval for entry into the country. All applicants over 14 years of age must apply in person, as each person's signature is required at the time of application. NATIONALS OF ANY STATE OF THE EUROPEAN COMMUNITY COMING TO ITALY DO NOT REQUIRE ANY VISA OR SOJOURNER PERMIT. As part of the Area Orientation process, the U.S. Region Legal Service Office (RLSO EURAFSWA) assists in the preparation and oversees the acquisition of the Sojourner Permit for all personnel attached to U.S. Navy commands in the Naples area. Army and Air Force personnel stationed at JFC must apply through the Carabiniere at the JFC Provost Marshall's Office, Building L. Contact Connie Henderson, RLSO EURAFSWA liaison advisor, at 081-568-4639 for more information.

ARMY BLANKS NAVY 12-0

Continued from Page 4

Although the Navy lost this year, they’ll have their chance for redemption next year. “I had a lot of fun,” said Holden. “This was my first year playing, but I’m definitely playing again next year.” The game isn’t just for the competitors, but it is also for the members of the community. “I was glad to look into the stands and see all people who came out to support the event,” said Moton. “The families love this kind of stuff.” The Army-Navy flag football game is just one of many events organized by MWR that service members and their families look forward to every year. “The Army-Navy game is a very big morale booster; it brings out everyone’s competitiveness, but in a good way,” said Caitlyn Knapp, intramural sports manager for MWR. “I love watching sports. It feels great to bring a piece of America to Italy.”
