The director of the 21st Century Sailor Office began his weeklong fleet engagement visit in San Diego Jan. 13.

Rear Adm. Sean Buck, the Navy's sexual assault prevention and response (SAPR) officer, kicked off the week by officially opening the SAPR Forum hosted by the Naval Postgraduate School (NPS).

The SAPR Forum includes a variety of Sailors, enlisted and officers, who have volunteered to be part of a collaborative research and analysis project with NPS to develop Fleet communication strategies and messages that will help accomplish the Navy's SAPR vision.

"Be honest with me here," Buck said. "Who feels as if they've been super-saturated with SAPR training?�

A majority of the Sailors raised their hands.

"Before I came into this job, I felt that I had received a lot of SAPR training too," Buck continued. "Then I learned that training has a half-life of only 90 days. Therefore we need to con-

tinue coming up with new ways to train and keep the material fresh. I want to hear from the Fleet what you like and what you don't like about our training, how we should move forward with our training. What works?

What do you want to hear and how do you want to hear it?"

This request for feedback from volunteers in the SAPR Forum was only the first of many requests for ideas from the Fleet.

Buck met with local Coalition of Sailors Against Destructive Decisions (CSADD) chapters to hear what the Sailors were planning for the coming year. Each chapter runs its own program to help Sailors choose alternative activities to drinking on their offduty time in hopes of steering Sailors away from destructive decisions and actions.

Buck praised the Sailors for how they were helping their fellow shipmates make good and asked for their thoughts on how the Navy can do even more to help Sailors avoid destructive decisions.

that can help change the culture of our society. CSADD Sailors can influence their fellow shipmates and that's what's going to help Sailors make the right choices in difficult situations."

After a question and answer session with the CSADD chapter members, Buck toured Pacific Beacon, an enlisted housing area aboard Naval Base San Diego.

"Sailors get to enjoy a quiet and friendly living environment here," said Terry Copeland, the community director of Pacific Beacon. "We provide amenities and activities that keep the Sailors happy and busy after their work day is over. We're all on a first name basis here at Pacific Beacon."

Happy New Year and congratulations to our seniors who are entering their final semester. As the reality of graduation nears, I encourage community members considering secondary education to look into scholarship applications to ease potential monetary worries. There are lots of opportunities out there for students from all backgrounds, GPAs and specialties. The NOSC is a wonderful organization that works year round to support our community and provides tens of thousands of dollars each year in scholarships to our community.

Applications for NOSC scholarships will be available online Jan. 17. This scholarship is available to U.S. Military or U.S. Government Service (GS) personnel currently attached to a command located in the Naples/Gaeta area, or their dependent spouse or child. Applicants may receive up to $5,000. Get your applications in early and take the time to thank one of the dedicated NOSC volunteers who give of themselves throughout the year for the benefit of the Naples community.

The post office will be starting a new chapter of their own early this year as they transition into Zip+4. Each service member will be assigned an individual box number with few exceptions. The new address system will expedite the “change of address” process in the future, reduce cost to military postal system, and improve service to military personnel. The way you receive mail will not change, however please be aware that you will need to change your shipping and billing addresses for all recurring mail. Your mail orderlies and the post office will be able to answer, or find answers, for all questions regarding the upcoming change. The transition occurred earlier this year at JFC and there were some lessons learned for personnel there – many failed to change their addresses long after the deadline had passed and their mail services were eventually disrupted. Do not wait, once you receive your new address – sit down and update your address with friends, family, companies, etc. to ensure you continue to receive your mail.

Additionally, a new post office area is in the design phase and construction should be completed in October/November. The new post office will include individual boxes for everyone and will be located in the Capo Landing area near the Capo Gym. We are also starting a new chapter on cardboard pickup after a slow down in removal over the holidays. The NSA staff has worked closely with the city and service providers to catch-up on cardboard recycling and have negotiated a “first ever” agreement with the city for additional pickups by a local recycling company. This is an encouraging development and a success we hope to build upon.

To ensure your absentee ballots are sent to you, it’s important to submit a new Federal Post Card Application (FPCA) - even if you just voted in November. Visit FVAP.gov to use the online FPCA assistant to help you complete the form, find more information about the voting process, as well as your state’s requirements and deadlines. State laws vary greatly in regard to how long your FPCA is valid. To be sure you qualify to vote in this year’s elections, every eligible voter should submit a new one now.

As part of a highly mobile group, it’s important for you and your family members to notify your election office of updates with every change of address — including deployments and subsequent returns — to ensure they know where to send your ballot. You can use the FPCA to update your mailing address and other contact information (you can submit as many FPCAs as you need to each year).

The FPCA and instructions on how to submit it for all states and territories are available at FVAP.gov. Select your state under “Voters Start Here” on the left side of the homepage, then follow the instructions to register and request an absentee ballot. Some states allow you to submit the FPCA by email or fax in addition to regular mail. Don’t forget to sign your printed form before submitting it.

Help spread the word — pass this information on to family and other military and overseas voters.

This long Martin Luther King Jr. weekend means an opportunity for travel and relaxation. A principled civil rights leader, Dr. King led a non violent movement for civil rights for all Americans and inspired the nation to look inward and address inequities in our system. Sometimes being loyal means telling hard truths, Dr. King stood up and spoke about hard truths. We are a greater nation because of his sacrifice. Please take some time to reflect on the sacrifices of those who struggled to get us where we are and how far we have come.

Federal Post Card Application This year, the entire U.S. House of Representatives, a third of the U.S. Senate and 36 state governors will be elected. Do not miss out on your opportunity to take part.

To be sure you qualify to vote in this year's elections, it is recommend that you complete and submit a new one now. Be sure to update your mailing address, request a ballot and spread the word about upcoming elections.

Personal Post Office Box Numbers Coming into effect by April 15, service members will be assigned individual box numbers that will continue to incorporate the nine digit zip code, Zip+4. The new system will expedite address changes, reduce cost to the military postal system, and improve service to military personnel. The change will not effect how you currently receive your mail; if personnel use a personal box or a mail orderly, they will continue with that method. Individuals will be informed of their new address by mail orderlies before Feb. 1. Please note that some service members will be required to change their shipping addresses for subscriptions and regular mail. All questions may be directed to mail orderlies or the post office.

New Policy Limiting Purchase of Meat Products A new policy limiting the amount of meat products purchased on any given day has been issued by NSA Naples. The policy states that customers are limited to 8 of any single item and a maximum of 15 meat products per day. Purchases above this amount must be ordered 10 days in advance through DECA customer service 629-4871. Patrons from Gaeta, Rome and other outlying areas are limited to 8 of any single item to a maximum of 25 meat products per day with proof of residency location. This policy is intended to ensure routine availability of all products.

CNIC-Directed Facility Service Reductions Beginning in January, CNIC facility reductions will impact installation janitorial and grounds keeping services. These are CNOapproved service level reductions. For NSA Naples, sweeping, mopping and general cleaning of all spaces will be impacted. Deskside waste and recycling pick-up in administrative and operational areas will no longer be performed. This will require personnel to dispose of waste in central collection points.

Restroom cleaning frequency will also be reduced. Reimbursable tenants are not impacted at this time. Additional details will be distributed when available through leadership and in future PAO Notes.

It is easy because the steps are based on alphabet letters, not choreography. Because each move is fairly basic, participants can get as fancy and high-energy as they want, or keep it basic and low-impact. Jan 17: NOSC Online Scholarship Applications Available Applications for the 2014-2015 NOSC Scholarship will be available and conducted online from Jan. 17 to Feb. 28. Scholarship recipients will be notified in May. Applicants must be U.S. Military or U.S. Government Service GS personnel, currently attached to a command located in the Naples/Gaeta area, or, their dependent spouse or child. High school applicants must have attended school locally. The sponsor must be attached to a Naples/Gaeta command in Feb 2014, when the application is due. No person may receive a collective total of more than $5,000; persons who have already reached the cumulative allowable total are not eligible to apply. All applicants must have a minimum cumulative GPA of 3.0.

Pope to Auction His Harley Harley Davidson Motorcycle Company donated a motorcycle to Pope Francis in a June 2013 celebration of the American company’s 110th anniversary.

The motorcycle was then donated by the pope to Catholic charity Caritas to raise money to restore the Don Luigi hostel in Rome. The motorcycle is set to be auctioned Feb. 6 in London and is expected to bring over the 25,000 euro price due to the fame of its previous owner.

Italy to Send Army to ‘Land of Fires’ The Italian government will send the army to stop the dumping of toxic waste in the area between Naples and Caserta, which has been called the 'Land of Fires' due to Comorra members and others burning waste they illegally dump. The government plans to send 850 military personnel assigned for a maximum of three years to patrol the area. The cleaning of the polluted land and a free health screening program for residents will be financed from revenue coming from confiscated assets from mafias. The Campania region allocated 50

million euro to finance agricultural companies to market and promote their products.

Police Seize Assets in Giugliano More than 100 police from the Guardia di Finanza were involved in an operation to seize assets worth about 44 million euros (about 60 million U.S. dollars) from a powerful clan with mafia ties in the small town of Giugliano, north of Naples. The assets include 152 buildings and offices, bank accounts and properties based in Rome, Naples and Caserta province.

The assets were allegedly used to launder dirty money primarily in construction and domestic power supply business.

Bourbon Royal Palace to be Restored to Former Glory The Bourbon Royal Palace of Carditello, located in the town of San Tammaro in the Caserta province, has been purchased by the Italian State for 11.5 million euros after years of neglect and decay. The Minister of Heritage and Cultural activities and tourism Massimo Bray visited the palace during a celebration’s day for the re-launching of the site. The minister announced

that the palace will be restored and returned to its former glory.

The extravagant residence was designed as an eighteenth-century hunting palace for Charles of Bourbon by Francesco Collecini. The palace was home to a dynamic farm, which produced and marketed agricultural and dairy products. The palace was the ideal place for the cultivation of grain and the raising of fine breeds of horses and cattle.

It offered a pleasant stay to the king and his court for hunting.

The palace began its deterioration during World War II when German troops established their command in 1943. Due to unpaid debts, mismanagement and neglect the palace went into ruin.

Costa Concordia Removal to Begin in June Italian Civil Protection Chief Franco Gabrielli said the removal of the Costa Concordia cruise liner will begin in June. The choice of a port where the cruise liner will be hauled for salvage should be announced in March.

There are 12 ports and companies from six different countries that are bidding for the job of salvaging the cruise liner destroyed in Italy’s worst maritime disaster since World War II.

The manager oversees the dayto-day operations of the NOSC Thrift Store on Support Site and will work closely with and report to the vice president of fundraising on the NOSC Board. Supervisor, retail and marketing experience is preferred, as well as a working knowledge of Excel, Word, Facebook and the Internet. The position requires 120 volunteer hours per month. NOSC Store operations training will be provided. The Treasurer maintains and manages all financial, bookkeeping and banking operations of NOSC, provides full financial reporting and oversight of funds and develops and maintains an accurate budget with the approval of the board. Experience in the use of Quick Books is essential and knowledge of budgetary and accounting principles is required.

NAPLES MIDDLE/HIGH SCHOOL TRACK AND FIELD program is looking for volunteer coaches for the varsity, junior varsity and middle school staff this year. His stare was intense and his liquid brown eyes didn’t blink. The piercings in his large ears were a vibrant bright orange. There were traces of food on his face, and dry mud on his coat.

The baby buffalo staring back at me seemed curious and unafraid, which made sense considering the number of visitors who come to his home for the famous bufala mozzarella, yogurt, gelato and cheeses produced here.

buffalo farm - rumored to be the only one of its kind in Italy - the owners of Tenuta Vannulo offer dairy products produced daily only to people who visit the farm.

On almost 500 acres near the town of Paestum, Antonio Palmieri has crafted a working dairy farm on the land his grandfather used to breed buffalos one hundred years ago.

Unlike more traditional farms, Tenuta Vannulo combines the sustainable and organic methods of farming with modern innovations. One of the many automated systems used at the farm, the milking process, is controlled by the buffalo. Each bovine chooses when to be milked by stepping into a metal box and standing still while a specialized, fully automated Swedish system quickly obtains their milk.

Standing on the second story of an enormous, immaculate barn that houses 300 mostly female adult buffalo and an additional 300 youngsters, I watched them line up one

behind the other to enter the milking station. Like people jostling to board an aircraft, they gently pushed their way into line at the entrance to the milker. Clearly the machine milking was a pleasant experience for them, as are the individual rubber mattresses they sleep on and the rotating car wash style back scratchers located on tall posts throughout the barn. Palmieri’s theory is that happy buffalo produce remarkable milk.

As I watched the buffalo enjoy their environment, local residents began to pour into the farm’s tiny shop, lining up for bags full of bufala mozzarella, ricotta, and a variety of cheeses. The farm doesn’t ship, that would require refrigeration; considered a sacrilege for the freshest mozzarella. None of their products are sold directly to restaurants. The dairy items produced on the farm have to be purchased on the property, and usually sell out before closing every day.

charming, two-story yogurteria where I decided to indulge.

After devouring the best lemon gelato I’d had so far anywhere in Italy, it was tempting to grab some ice cream too. Better yet, the idea of just camping out and tasting one of everything seemed like a reasonable idea.

Adjacent to the cheese and yogurt shops, there is a small building housing a modest museum that details the history of the farm, which was first opened to the public for cheese sales in 1988 and transitioned into an organic property in 1996. Another room sells buffalo leather goods and one wall of the small retail area has a large picture window where visitors can watch the tailors hand craft items from the hides of male buffalo.

During my off-season visit, the sewing room was empty and the museum was closed.

Because the farm is well known throughout Italy, the summer season is busy and I had opted to visit during the quiet winter months. With a dozen Italians waiting for mozzarella, I could only imagine what it was like when tourists were also there competing for the day’s bounty during the summer months.

experience the buffalo up close. Standing outside the massive barn, I watched an Italian woman with a child in a stroller roll up to two buffalo eating hay, their heads poking out of their stalls.

Unafraid, the child reached out to pet the nose of an animal whose head was almost as big as him - and was rewarded by the wet lick of a pink tongue. It was obvious the mother and son had visited before, and the buffalo’s welcome was an indication of how

happy the furry residents of Tenuta Vannulo were.

In the summer, the farm offers organized tours in seven languages. Reservations must be made in advance, and for those interested, a lot of information is available about the inner workings of an organic buffalo farm. Or you can visit in the off season when fewer people are around, and do as I did. Interact with one of the baby bovine, and simply roam around the place – like an Italian buffalo.

Naples Community Health Awareness From Naval Support Activity Naples Public Affairs

The Naples Public Health Evaluation (PHE) was an extensive effort to learn more about the potential environmental health risks present in the Campania region of Italy. The Navy established health protective policies based on the study’s findings to protect the health of U.S. personnel and their families, which includes bottled water advisories and health protective lease clauses.

The PHE found the potential health risks for living off-base can be mitigated by following established risk-management actions.

The enduring health protection policies are as follows: • Maintain the July 2008 bottled water advisory for U.S. personnel living off base.

• Maintain the New Lease Suspension Zone (NLSZ) areas, based on U.S. Navy and Italian environmental sampling data. In these zones, U.S. Navy personnel are not permitted to sign new rental home leases.

• Maintain the U.S. Naval Support Activity Naples PHE website and the U.S. Navy Regional Water Quality Board.

• Maintain the health-protective U.S. Navy lease clauses for private off-base rental homes: – Landlords must provide containerized water service from a Navyapproved vendor.

– Leased homes must be supplied by city water or permitted wells.

Landlords must disconnect all non-permitted wells and provide proof of connection to the city water system or that the well is permitted.

– Landlords must clean and disinfect domestic water holding tanks every six months.

• The U.S. Navy will continue to share data with designated Italian public health officials.

Throughout the Public Health Evaluation, the U.S. Navy established health protective policies and took immediate action, when necessary, to protect the health of U.S. personnel and their families. The risk management analysis determined that many of the health protective policies established during Phase I and Phase II will continue, as well as new policies implemented to ensure continued health protection.

Pentagon Announces Upcoming Changes to Imminent Danger Pay

The Defense Department announced Jan. 10 changes in imminent danger pay that will go into effect June 1, DoD spokesman Army Col. Steven Warren said.

"This is a process that began [in 2011]," he said, and "included indepth threat assessment from the combatant commands. It was made in coordination with the Joint Staff, combatant commands and military services."

Warren noted this policy change was not a budget-driven decision, but part of a routine recertification that "happens every couple of years - it's an ongoing process."

According to a DoD news release announcing the recertification, the combatant commands conducted indepth threat assessments for countries within their areas of responsibility.

Following the review, the release stated, it was determined that the imminent threat of physical harm to U.S. military personnel due to civil insurrection, civil war, terrorism or wartime conditions is significantly reduced in many countries, resulting in the discontinuation of imminent danger pay in those areas.

Periodic recertification of IDP, according to the news release, ensures that imminent danger designations match the actual conditions of designated countries so that the department can provide fair

The DoD news release noted the following areas would no longer be designated as imminent danger areas for IDP purposes: * The nine land areas of East Timor, Haiti, Liberia, Oman, Rwanda, Tajikistan, United Arab Emirates, Kyrgyzstan and Uzbekistan. * The six land areas and airspace above Bahrain, Kuwait, Qatar, Saudi Arabia, Serbia and Montenegro. * The four water areas of the Arabian Sea, Gulf of Aden, Gulf of Oman, and the Red Sea. * The water area and air space above the Persian Gulf.

"Of specific note," Warren said, "imminent danger pay will remain in effect for the following: Iraq, Afghanistan, Lebanon, Jordan, Pakistan, Syria, Yemen and Egypt."

Although 2013 statistics are not currently available, Warren noted the year prior, 194,189 personnel received imminent danger pay.

"Approximately 50,000 less will be receiving imminent danger pay," he said. "In [2012], we spent approximately $500 million on imminent danger pay. This will result in a reduction of approximately $100 million."

The benefit provides troops in imminent danger areas about $7.50 per day up to the maximum monthly rate of $225, Warren said.

2014 CPO 365 Guidance Released What's new for 2014

Master Chief Petty Officer of the Navy Mike Stevens released Jan. 6 the 2013-2014 CPO 365 guidance in a message to the Chiefs Mess.

In it he congratulated the entire CPO Mess for last year's successful season and said he witnessed chiefs around the fleet conducting CPO 365 with abundant creativity.

Although his guidance hasn't been altered much this year, a couple of key changes stand out and were the result of fleet feedback.

Pride shirts are back MCPON has brought back the use of "pride shirts" for physical training sessions. According to the guidance, CPO pride shirts are authorized for wear during all PT sessions. "As Chief Petty Officers, we should always present a proud and professional appearance that reflects positively on our CPO Mess. Ensure that all "Pride" shirts specific to each command are uniform (i.e. color and design). The Navy PTU shorts are the only authorized shorts for wear with the "CPO Pride" shirt during CPO 365 PT. Shirts must provide a well-fitting, professional military bearing," the message stated.

Stevens said this change was the direct result of feedback from chiefs in the fleet "The initial goal of only using Navy issued PT gear was to create unity, but sometimes you just don't get it right," said Stevens. "I received a lot of feedback from the fleet that CPO pride shirts reflect positively on our CPO mess. After listening to the feedback, I think it's a good idea to bring them back."

Sister services can once again participate Stevens has also authorized other services and foreign nation E7 and above participation in CPO 365, with the stipulation that they must participate for the entire Phase I and Phase II training period.

"I loved CPO 365. I loved what it put me through personally, and I loved what I saw it do to my broth-

ers and sisters," said Army Sgt. 1st Class Mary Ferguson. "The whole process was so foreign to me, because it is so unlike anything we go through in the Army, but it was one of the best experiences of my life. I love the Army, and I've made some amazing lifelong friendships in the Army, been through some incredible things with some folks, but nothing, absolutely nothing, compares to that moment when somebody hears those words, 'Welcome to the Mess!' ... it's monumental, it's motivating on a whole other level."

Clarification on Phase II for non-selected first class petty officers Phase II begins when the NAVADMIN announcing the CPO selection board results is released. Phase II is designated as the final training period to prepare CPO selectees for entry into the Chiefs Mess. This phase ends Sept. 15, followed by a pinning ceremony Sept. 16.

As determined to be appropriate by the CPO Mess, all first class petty officers will continue to participate in CPO 365 training throughout Phase II - when and where practical. Stevens agreed that there will be several instances where CPO selectees and nonselects will conduct separate ses-

sions, but sessions should continue for both throughout Phase II. "Last year I didn't do a good enough job of clarifying in the guidance what it meant to have first class petty officers involved in Phase II," said Stevens. "I created some confusion in that area, so a tweak was made to clarify the intent."

No difference between Senior Enlisted Leader and CMC Command master chiefs are singularly accountable for the safe, successful execution of training.

The term "CMC" throughout the guidance is synonymous with anyone serving as the command's or unit's senior enlisted leader. The guidance states, "They will be keenly involved from beginning to end."

"Chief petty officers are always striving for excellence; always looking for a way to do things better.

I've received great feedback from the fleet, and I've embraced what they've had to say through these changes," said Stevens.

DOD Focuses on Healthy, Active Lifestyle for Kids

With the national rate of childhood obesity increasing, the Defense Department wants to ensure children in military families lead healthy and active lifestyles, the Defense Department’s director of the office of family policy and children and youth said.

In a recent interview with American Forces Press Service and the Pentagon Channel, Barbara Thompson said that nationally, 12.5 million children and adolescents from age 2 to 19 are overweight -- a figure that’s tripled since 1980.

Military children are a microcosm of that group, she noted.

Today’s generation of children is the first one at risk of dying before their parents, she added. Facing such risks, families should set goals for healthy food choices and more physical activities for their children, Thompson said.

“It’s important for children to see the most important models in their lives doing the same things they should do,” she said. “It’s of critical importance that children start healthy habits at a very early age. The bottom line is [that] obesity is preventable.”

DOD’s message for young children and adolescents is called 5-2-1-0, Thompson said. It calls for five servings of fruits and vegetables a day, two hours or less of “screen time,” one hour of moderate to vigorous exercise and zero sweetened drinks, which is a plan that can be used at home and in school. She defined screen time as any activity involving television, computers, video games, movies and other devices that lead to a sedentary lifestyle.

Obesity also can lead to serious diseases, such as cancer, diabetes and high blood pressure, Thompson said. Children without healthy diets and routine exercise start at early ages to build plaque in their arteries, and are at risk for future health issues, she added.

And national security can become an issue when people cannot enter military service because of their weight and health-related diseases, Thompson said.

Resources for setting dietary and exercise goals are abundant for military families, Thompson said. One way to begin children on a path to healthy eating and routine exercise is to have meals as families, she said. Cutting sugar and salt, reducing overall fat and cooking in a healthy manner -- such as steaming certain foods rather than fat-frying them -- also are necessary to a better lifestyle, she noted.

After dinner, families can take walks together and make plans for weekend bike rides and other physical activities, Thompson suggested.

Health and nutrition help is available from numerous resources, she said, noting that First Lady Michelle Obama’s “Let’s Move!” initiative includes a website that provides a variety of healthy recipes and ways to add activity into childrens’ everyday lives.

While school districts have begun to offer healthy food choices, parents should become involved with the ParentTeacher Association and similar groups if their children’s schools do not deliver healthy food choices or provide inadequate exercise time and activities, she said.

The Military OneSource website offers a health and wellness coach program that’s good for goal setting for cardiovascular health and nutrition habits, Thompson said.

Child and youth development centers and morale, welfare, and recreation programs on military installations offer emphasis on eating healthy foods and pursuing active lifestyles, she said. Help also is available to advise families on how to shop for groceries and prepare meals in a healthy manner, she said.

“The earlier children ingrain specific [habits], the more they will stay with them -- whether it's brushing their teeth before bed, washing their hands, or [remembering] to drink water and eat fruits and vegetables,” Thompson said.

Prepare Now for Tax Season, DoD Official Advises

Tax season is approaching and service members should begin gathering documentation to file their 2013 taxes.

In an interview with American Forces Press Service and the Pentagon Channel, Barbara Thompson, the director of the Pentagon's office of family policy and children and youth, suggested visiting the Military OneSource website for tax filing resources, and to learn what will be necessary to file, such as W2 forms, Social Security numbers and receipts for deductions such as child care, education, medical expenses and donations, among other write-offs.

And tax preparers at Military OneSource will do short-form tax filing free of charge for service members and their families, Thompson said.

Relocations and deployments have tax implications, Thompson noted. For example, deployed service members can receive an extension to file taxes after the normal April 15 filing date, she said. "It's very helpful to have someone who is experienced to help you through the cumbersome issue of taxes and tax returns," she added.

The tax preparers at Military OneSource are up to date on changes in tax laws, and can answer militaryspecific questions, Thompson said.

Installations also offer volunteer income tax assistance to service members and their families, while certain banks and credit unions provide education and training on tax preparation, Thompson said. She advised that service members organize their taxes by starting a file beginning each Jan. 1 for the following year's tax papers, such as receipts and other write-offs.

"You don't want to wait until the last minute," she said.

Service members and families who prepare long-form

taxes with deductions such as mortgages and rental properties might want to consider hiring a tax expert to file for them, Thompson said. "It's best to get advice to make sure you have everything covered," she added.

People who do their own taxes need to stay on top of current tax information, Thompson said. "Sometimes tax laws change, so you have to be really smart about doing your own taxes," she added. States' tax laws often vary, too, she said, and because of relocations, some service members have to file local taxes in more than one state.

"That's where [tax consultants] can really be of great value to make sure you know what the requirements are for states," Thompson said.

Filing federal and state tax returns usually results in either a tax refund or money owed back to the government. Expecting to receive a tax refund, but instead finding out that money is owed can be a shock, Thompson said. Looking at W2s to determine how much money in taxes is being withheld is a good indicator of whether or not one will owe money, she suggested.

Service members who receive a tax refund face important decisions on what to do with the money, Thompson said.

"Do you use it to buy down debt, or put it in a savings account?" she asked, advising people to not blow their tax refunds in a spending frenzy of unnecessary purchases.

A tax refund also can be deposited into a retirement savings account, she added. "It's important to think about what you're going to do with that money," she advised, "and how you can best utilize it for your financial well-being."

Meeting with a financial planner to learn the "lay of the land," and what tax deductions might apply to a service member's finances is a good idea, Thompson said. "It's really important to be savvy about that."

Dalton Named Region Youth of the Year Maryanne McNamara, Teen Director

Tanya Dalton, a Naples teen, was chosen to represent Navy Region Europe at the 2013 Boys & Girls Clubs of America European Region Youth of the Year (YoY) competition.

The competition takes place in March and will be held March in Ramstein, Germany against the top YoY representatives for Europe’s Army and Air Force bases.

Dalton is a sophomore at the Naples American High School (NHS) and earned the spot by completing an intensive submission packet and by demonstrating effective communication skills via a taped speech. She competed for the Region spot in December, beating out teens in Bahrain, Sigonella, Italy and Rota, Spain.

Since 1947, the National YoY program has served as the primary vehicle for showcasing the exemplary achievements of the club’s youth. As the voice for more than 3.9 million youth served by Boys & Girls Clubs through membership and community outreach, national winners appear before congressional committees to speak on teen issues, participate in town hall meetings, work as congressional pages, appear on television and news programs and serve as ambassadors to other youth organizations.

Dalton is a member and secretary of the Naples Boys & Girls Clubs of America Keystone Club, a teen group dedicated to leadership and community service. Additionally, she is a member of the NHS marching band color guard, Project Armor, the National Junior Honor Society, choir, and the school’s media team.

The YoY program promotes and celebrates young people’s service to the club, community and family; academic performance; moral character; life goals; and poise and public speaking abilities. A mainstay of the Boys & Girls Club experience, the year-round program helps young people develop the skills needed to be successful YoY candidates and productive adults.

Except for those living at the Support Site and Capodichino, bottled water is recommended.

Treated water is provided free of charge at a dispenser located outside the Capodichino east parking garage. All economy leases negotiated through the Housing office have a bottle water clause, which requires the landlord to provide bottled water. Work with landlords to have any water holding tanks disinfected twice a year and ensure your tap water is disconnected from non-permitted wells and connected only to the city water system.

The process each teen undergoes to vie for the honor of being selected is the same all over the world. Each club or base makes a selection locally. Then there’s a state level and regional level. There is one more step in the process for the military, however, five military youth are selected from each region and one overseas military youth who will compete at a next-level competition at the Women In Military Services for America Memorial prior to the National YoY competition. The winner of the Women in Military Service for America Memorial event will be named Military Youth of the Year.

The Military YoY will go onto compete against his or her regional peers from the other five regions in the National YoY competition, also in Washington D.C. One outstanding youth will be selected, representing all young people served by Boys & Girls Clubs.

Lady Wildcats Basketball Continue Their Unbeaten Streak

Lady Wildcats continued their unbeaten streak with two home victories against Marymount International School from Rome. It was a team effort that led to the 386 win on Friday and the 43-13 victory on Saturday. Scorers for the Lady Widlcats first game were Keylee Soto (8), Shanice Alexander (8), Daria Andrews (7), Courtney

Hall (7), Abby Lynch (2), Zhana Espree-Belle (2), Alicia Nottrott (2), and Jillian Thurston (2). Saturday’s game contributors were Daria Andrews (11), Abby Lynch (10), Shanice Alexander (6), Cournty Hall (6), Zhana Espree-Belle (3), Jillian Thurston (3), Kelyee Soto (3), and Carrie Welch (2). Lady Wildcats improved their season record to 4-0 with the wins and head to Sigonella over the weekend for their next match.

A new sexual assault prevention effort first went into effect at Pacific Beacon in the form of roving patrols. These patrols are designed to look after shipmates who may be in trouble.

Since patrols began in early 2012, Pacific Beacon has seen liberty incidents decrease.

In the afternoon, Buck met with local commanding officers, executive officers and command master chiefs from all over the Southwest Region. Holding a command triad call, Buck stressed the importance of their leadership in creating an environment of dignity and respect in their units.

"This is the year of accountability," said Buck. "Commanding officers, executive officers, command master chiefs you are responsible for your commands and the environment in which your Sailors work."

Buck will also hold E-6 and below, E-7 to O-6 and chaplains calls where he will talk about the importance of being an active bystander and ask for feedback from the fleet on how the Navy can work to make Sailors more resilient. Even on day one, Buck has solicited feedback from the Fleet and he says he's getting it.

Buck is the director, 21st Century Sailor Office, which is responsible for total Sailor fitness, resilience and readiness.

The office is also the Navy lead on suicide prevention, sexual assault prevention and response, hazing prevention, fitness and nutrition, personal and family readiness, and the "Keep What You've Earned" campaign.

automotive enthusiast Seabee takes initiative for his rate, navy

A Seabee assigned to Naval Facilities Engineering Command Europe Africa Southwest Asia Public Works Department (PWD) Naples, Italy became the first service member to complete a certification course through the Automotive Engine Rebuilders Association (AERA), Jan. 7, 2014.

Engineman 2nd Class Cardea X. Blue, PWD Naples energy conservation coordinator and long-time automotive

enthusiast, used his resources at the Navy College and Navy COOL to find out if he could earn an accreditation through AERA for cylinder head and engine machinist, outside of their programs, that lined up directly with the engineman rating manual.

“This association [AERA] has higher levels of mechanical knowledge and skill,” said Blue. “The course emphasized what I thought I knew and what I didn’t about my job. I learned about safety and hazard controls, mission principles, shop management and

more which was way more in depth than ‘A’ school.”

AERA is a network of professional engine builders, rebuilders and installers with the expertise and connections to provide anyone with the right answers when they need them. They established documents that define the standards for a rebuilt/remanufactured engine and have clearly differentiated a professionally rebuilt/remanufactured engine from a repaired, partially rebuilt or second hand exchange engine.

As a High Point, N.C. native, Blue has always been interested in cars, car racing and building engine parts. He completed the self-paced course in approximately one month but AERA allows you up to one year to complete it from the initial log on date.

Most enginemen work on auxiliary diesel engines in amphibious U.S. Navy ships or do small boat maintenance in the AC&R shop.

“In order to be a good engineman, you have to know about machinery,” said Blue. “This course taught me how to create, build and design on a technician basic level. It provided me the working knowledge and experience of being in a space compared to what the book says.”

you love to do and if it can be recognized outside of the Navy.

Blue’s leading chief petty officer, Chief Builder Manuel Segura, fully supports anyone taking initiative to better themselves in their rate and better the Navy as a whole.

“It makes me proud that Blue took the time and initiative to do something out of the norm; that’s the type of person he is,” said Segura. “Even though he is not in a Seabee rate, he has embraced the Seabee ‘Can Do’ mentality and is leading by example.”

LT JAMES E. CRUMPTON Since his arrival to U.S. Naval Hospital Naples in May 2013, Lt. James Crumpton has shown himself to be an outstanding team member and provider. He graduated from the Medical Enlisted Commissioning Program (MECP), Nursing School Program as a Registered Nurse from the Jacksonville University School of Nursing with a bachelor’s degree in May 2005. He also graduated under the Duty Under Instruction (DUINS) Nursing School Program earning his Masters in Nursing with his specialty as Family Nurse Practitioner (board certified) with an Emergency Sub specialization from Jacksonville University College of Health Sciences, Jacksonville, Florida.

Crumpton adapted to life in the Medical Home Port Gold Team quickly. His 19.5 years of naval service as a prior hospital corpsman help make him a great asset to the hospital and a knowledgeable provider for patients. Crumpton, along with his wife Jennifer of 18 years and two daughters, Shea and Shelby, enjoy the history and beauty of Italy and the ability to travel around Europe in their spare time.

HN JUSTIN PREISER Hospitalman Justin Preiser grew up in South Florida. After high school, Preiser attended flight school while working on two associate’s degrees for business and aviation administration. From there, he transferred to Florida State University, where he earned a bachelor’s degree in geography with minors in meteorology, math and business. After college, Preiser joined the military in 2011 and selected pharmacy “C” school. He graduated third in his pharmacy class and was able to select orders to US Naval Hospital, Naples.

Upon reporting, his attentiveness was noticed and he was quickly appointed to a Pharmacy Narcotic Technician position, where he accounts for all narcotics in the hospital and Capodichino Branch Clinic. On his off-duty time, he enjoys working on his car, playing softball, ultimate Frisbee, being outdoors and traveling Europe. In the year he has been stationed in Naples, Italy, Preiser has visited 6 countries, including traveling to the Arctic Circle. His future goals include submitting an officer package to become a pharmacist or within the engineering field.

LS1 AMBER WILSON Logistics Specialist 1st Class Amber Wilson was recognized as the USO Naples Volunteer of the Quarter. She started giving her time and energy to USO Naples in June 2012 and quickly became a steady figure in the lives of the area service members and military families.

Her outreach to unaccompanied service members has not only increased engagement in events, but set an example for others. Wilson’s model, and more than 110 volunteer hours, has encouraged other enlisted Sailors to regularly participate in and serve as a shepherd to young and newly stationed service members.

Wilson embraces the USO Mission: to lift the spirits of America’s troops and their families.

Her encouragement for others to get involved through participation and volunteering has improved many events, but in particular, the single Sailor outreach initiatives.

Obtaining your Sojourner Permit Italian law requires all foreign personnel working or living within Italy, other than an active-duty member under military orders, to obtain a Sojourner Permit within eight days of arrival in Italy. This is different from a visa, which is merely an approval for entry into the country.

All applicants over 14 years of age must apply in person, as each person's signature is required at the time of application.

NATIONALS OF ANY STATE OF THE EUROPEAN COMMUNITY COMING TO ITALY DO NOT REQUIRE ANY VISA OR SOJOURNER PERMIT. As part of the Area Orientation process, the U.S. Region Legal Service Office (RLSO EURAFSWA) assists in the preparation and oversees the acquisition of the Sojourner Permit for all personnel attached to U.S. Navy commands in the Naples area.
