The American and Italian flags flew side-by-side at half-mast as a blanket of silence fell upon the hundreds of Sailors, civilians and foreign nationals who reflected upon the nearly 3,000 lives lost and sacrifices made on Sept. 11, 2001. The 9/11 Remembrance Ceremony was held on the U.S. Naval Support Activity (NSA) Naples base in Capodichino, commemorating the 12th anniversary of the attacks. During the ceremony, coordinated by Chief Selectees, a wreath was laid in honor of the Americans killed in the four coordinated attacks across the country. Capt. Scott Gray, commanding officer of NSA Naples, spoke at the ceremony, reflecting upon his personal experiences during the attacks and the dedication of first responders that followed. “We can’t always be prepared, but we can always act,” he said.

Captain’s Corner By Capt. Scott Gray NSA Commanding Officer

Last Friday morning during the Commander’s Spotlight radio show, I spoke about Suicide Prevention Awareness month, which is observed every September. It is important that we continue to dialogue about suicide, as prevention is everyone’s responsibility. Most suicides and attempts are reactions to intense feelings of loneliness, worthlessness, hopelessness, helplessness, guilt and depression. Everyone should know the risk factors for suicide, which include relationship problems, substance abuse, work related problems, major life transitions, health, financial, legal or disciplinary problems, a significant loss of a loved one, setbacks to one’s career, academic or personal life, and severe, prolonged and/or perceived unmanageable stress. Warning signs require direct intervention, and include talking or hinting about suicide, giving away property or disregard for one’s property, withdrawal from friends, hobbies and social activities, loss of interest in personal appearance, drastic changes in behavior based on one’s knowledge of the person or of oneself, taking unnecessary risks, having a desire to die, a preoccupation or obsession with death and dying, formulating a plan including acquiring the means to kill oneself, finalizing personal affairs, and giving away personal possessions. If you see someone exhibiting these warning signs, pay attention. Take all talk of suicide seriously. Let the person know you are concerned and you care, and remember to ACT: ASK if the person is thinking about suicide, listen and acknowledge their thoughts and feelings. Let them know you CARE, and discuss what is troubling them. And lastly TREAT: secure professional help, and never leave the individual alone or be sworn to secrecy. September is not only Suicide Prevention Month, but it is also National Preparedness Month. We recently had a great opportunity on National Night Out to talk through and practice our response in case of earthquake. Preparation requires constant attention, and should involve implementing a communication plan with your family, discussing a meeting place, building an emergency kit, and having access to your important documents at a moment’s notice. The Great Shakeout will take place on October 17 at NSA Naples, so now is a good time to prepare and familiarize ourselves with preparedness and drills such as Drop, Cover and Hold On. Also on the horizon, we have a fall full of amazing events for the entire NSA family. With the school year in full swing, Homecoming at Naples High School will be Sept. 27, and Spooktacular is just around the corner on Oct. 25. The next night, Oct. 26, is the Navy Ball, and both the Tree Lighting Ceremony and the Harlem Globetrotters will be on the calendar in December. Take time to enjoy these and many other events listed in the Base and PAO Notes, starting this weekend with the Fitness Faceoff at Support Site Central Park and the Napoli Nation trip!

Retirees’ Parody Video Goes Viral from Castrovalva In Castrovalva, a mountain’s village in the Abruzzo region, the permanent population is only 19. A group of pensioners had the idea to make a video to promote the area to tourists in a hilarious film that has become very popular on the social media. The video started out as a way for second home owners in the village - who also appear in the video - to show their appreciation of the permanent residents. The video started with two local men in their 80s sitting on a bench, one strums a guitar and the other taps his walking stick when a version of the ‘80s Donna Summers’ “Hot Stuff” song plays in the video with villagers clapping, dancing and miming.

Area Ombudsman Recognized From NSA Naples Public Affairs

It was a special occasion for the Naples-area Ombudsman and guests, who gathered for a night of gratitude, socialization and fun at a recognition dinner held Friday at A Ninfea Ristorante in Pozzuoli. More than 65 guests attended the event, which included dinner featuring live music by the Navy brass quintet, an awards ceremony, cake-cutting and an evening of dancing. Each Ombudsman received Letters of Appreciation, certificates and gift boxes. Adm. Bruce W. Clingan, commander, U.S. Naval Forces Europe-Africa and commander, Allied Joint Forces Command Naples, also attended the special event. The event’s theme colors, which were evident in all the flowers, were yellow and orange. The yellow roses symbolized friendship and the orange roses represented enthusiasm, both traits that an Ombudsman embodies. Ombudsman Day is Sept. 13 this year. The Navy recognizes that Ombudsmen are professionally trained information and referral volunteers who are a vital two-way communication link between the command and family members.

The Ombudsman Program was introduced in the Navy on Sept. 14, 1970 by the Chief of Naval Operations Adm. Elmo

Zumwalt. He recognized issues and concerns that are unique to Navy families and adopted a program to address them.

'Thrive in Your Community' - Navy Announces 2013 Suicide Prevention Month From Navy Personnel Command Public Affairs

Each year America's Armed Forces recognize September as Suicide Prevention Month. For 2013, Navy is focusing on the importance of community and self-purpose when dealing with adversity, officials announced in NAVADMIN 212/13. The theme of this year's Navy Suicide Prevention (SP) Month is "Thrive in Your Community," encouraging Sailors to work together as commands, units, installations or other groups to contribute to a project of their choice that benefits others. Participation is not mandatory and there is no minimum for engagement. Sailors can work together to do something positive for their commands or installations, or get involved in their local communities. Family and civilian engagement is encouraged. "While we don't often think of it this way, suicide prevention actually happens every day at the deckplate, in our neighborhoods, even in our own homes," said Capt. Kurt Scott, Navy Resilience chief. "When we do small things that make a difference to those around us, we may not realize the effect we're having on others'

lives-or our own," Scott said. Navy seeks to promote unity and cohesion in this context to emphasize the positive impacts of seeking help; Sailors that are willing to help others may be more willing to receive it when needed. Throughout the month, resources will be released on www.suicide.navy.mil > Suicide Prevention Month to guide discussion on stress navigation, comprehensive wellness, and a sense of community-all protective factors against suicide. The website also houses ideas and guidance for "Thrive in Your Community" engagement for any command environment. Command Suicide Prevention Coordinators will also be available to help organize local efforts. Sailors are encouraged to send details and/or photos of their September events to suicideprevention@navy.mil to be shared with the fleet on the SP Month website and Navy Operational Stress Control social media. "Navy's efforts to help Sailors better navigate their stress are an all hands evolution, all of the time. These initiatives extend far beyond September and serve as a launch pad for yearlong local efforts to build resilience and unit cohesion, promoting a Navywide culture supportive of seeking help," said Scott.

CNO Details Navy's Fiscal 2014 Budget Realities By Jim Garamone, American Forces Press Service

Even without the uncertainty caused by budget negotiations, it will take years for the Navy to recover from the effects of sequestration, the chief of naval operations told an audience at the American Enterprise Institute in Washington Sept 5. Sequestration and the effects of the continuing budget resolution damaged readiness, Chief of Naval Operations Adm. Jonathan W. Greenert said. The Navy's budget reduction was $11 billion, the admiral said. The service cancelled five ship deployments, and the reduction cut into the service's surge capacity, he added. "Usually, we have three carrier strike groups and three amphibious ready groups able to respond within a week," Greenert said. "We have one now, and that's going to be the story in fiscal 2014." The reduction in fiscal 2014

is $14 billion. The service exempted military manpower from the cuts, and this would mean 14 percent reductions for all other accounts, the admiral said. Barring help from Congress in the next budget, he told the audience, the Navy will have to cancel half of its ship availability. "We will cancel a lot of aircraft availabilities," he added. "If we restored the budget after [fiscal 2014] and said, 'You have a full-up operations and maintenance budget,' it'll take about five years to get that backlog in aircraft maintenance down." Navywide, the service will reduce training for those not deploying, Greenert said. Some air wings will fly and aircrews will receive training, he said, but officials are uncomfortable with the amount of flight hours. Shipbuilding will drop in fiscal 2014 also. "I would see the loss of a littoral combat ship, an afloat-forward staging base and advanced procure-

ment for a Virginia-class submarine and a carrier overhaul," Greenert said. "We might lose two more - a submarine and a destroyer - if we are unable to reprogram and move money into those accounts." The Navy will lose about 25 aircraft, from helicopters to P8s to F-35s, the admiral said. "We need about a billion dollars to get into the operations and maintenance account and a billion into the procurement accounts so we can get it into shipbuilding, which will be my No. 1 priority in the Navy," he said. Beyond fiscal 2014, Greenert said, the bywords will be forward presence, readiness of deployed forces, developing and stressing asymmetric capabilities and new technologies, and cyber capabilities. "We will reduce force structure in this plan, but we have to do it while preserving the right capacity to do one [major combat operation] in the future," he added.

Navy Commemorates Battle of Lake Erie Bicentennial By MC1 Tim Comerford, Naval History and Heritage Command Communication Outreach Division

The U.S. Navy and the Naval Historical Foundation celebrated the 200th anniversary of the Battle of Lake Erie by hosting a series of events at the National Museum of the U.S. Navy, Sept. 10. The museum events in the morning and afternoon gave visitors a glimpse of Navy life during the War of 1812 and treated them to guided tours and introduced them to one of the more famous figures of the time. Later in the evening, The Naval Historical Foundation offered guests a thoughtful retrospective with music, a look at Navy war games and a discourse on the Battle of Lake Erie by Vice Adm. Michelle Howard, Deputy CNO for Operations, Plans, And Strategy. The Battle of Lake Erie was a pivotal point in the War of 1812. Oliver Hazard Perry's victory over the British naval squadron during the battle allowed the United States to take control of part of British-controlled Canada to use as a bargaining chip to secure concessions from England regarding violations of neutral trade. Howard spoke to the assembled guests as she reminisced about the time of the war. "We started our own commemoration of the War of 1812 over 18 months ago,” said Howard. “Think about where we were six seasons past, and how much has changed in our lives. Had we been fellow citizens of the Madison's we would have been recovering from the burning down of Washington, the loss of U.S. ships and lives to the British in battle and a humiliating surrender by our Army in the great lakes region. Ten September was a salve to the American spirit." While she readily admits the victory that Perry won was a great one for both the Navy and the

American morale, she also believes that in terms of skill, Sailors of today far outstrip Perry's crews. "I think I'm pretty darn lucky,” said Howard. “Let's not look at Perry the officer, but Perry the captain of his crew. He literally had a motley crew. I think that what we have today, that Perry didn't have, is professional Sailors, with a war fighting ethos and a high level of competence and skill sets." Howard points to the relationship between the British and the native Americans and how it is similar to relationships we have today with foreign allies. "They live in the area and conflict will impact their family and lives. If our friends lose their territory there is no place to fall back to. Conflict to that home team means the risk of losing their country, winning the conflict is tied to their survival." The museum events began in the morning with Naval History and Heritage Command curator Edward Furgol giving visitors a tour of the museum's newest exhibit "1813:Don't Give Up The Ship!" The exhibit features many scenes and armaments of the lake battles including the Battle of Lake Erie. The Ships Company and Ships Company Chantymen entertained visitors with a selection of chanteys from the time period and let them participate as they showed the process of loading one of the real cannons in the museum's replica of the USS Constitution's gun deck. "Our purpose is preserve naval heritage through living history," said Tom Pyzatk, a Ship's Company performer. "The museum was kind enough to invite us here today." One of the visitors was particularly impressed by the cannon loading and firing process. "I'm from Ohio so the battle was kind of close to home," said

The 2013 CFC-O Kicks Off Monday for Those in Need From NSA Naples Public Affairs Your opportunity to give to your favorite charity through the Combined Federal Campaign-Overseas (CFC-O) begins Monday, Sept. 16. The CFCO, which ends Nov. 15, is the annual workplace giving campaign for the five overseas unified combatant commands. Administered by Global Impact, the CFC-O raised more than $13.6 million in 2012, demonstrating the generosity of overseas Department of Defense uniformed and civilian personnel. Serving overseas often provides the unique opportunity to see firsthand the hardships people face around the world: limited access to clean drinking water, malnutrition and lack of educational opportunities, to name a few. Pledging through the CFC-O offers another opportunity to touch the lives of people in military communities, across the nation and around the world. With more than 2,600 charities to choose from, contributors can find and support causes that have personal significance. Contributors also have the option to give to the overseas military community through the Family Support and Youth Program (FSYP) fund. FSYP donations are returned to overseas military installations to support quality of life programs for uniformed service members, federal civilians and their families. Contributors may visit www.cfcoverseas. org to complete a paperless contribution via credit card, debit card or e-check. Donations can also be made via payroll allotment, cash or check on a paper Pledge Card. Contact your command’s CFC-O representative or the coordinator for Naples, Italy, Chief Culinary Specialist Egbert Sanpedro, at DSN: 626-5100 or 081-5685100.

Katherine Ball, a museum visitor. "I've been to the lake and looked at stuff with my parents. I know the story so it was really neat to get to see it and experience it firsthand. I liked the cannon demonstration because I got to join in on it. So it was a lot of fun." Visitors were also given the chance to listen in on a lecture about the momentous battle by historian Charles Brodine. One of the details of the battle he discussed surprised Bell as well. "I didn't realize how sick everyone was on the British ships." Bell said. "I thought it was a battle, and everyone was just there and ready to go. But, no, it wasn't that way at all." During the early events, a historic portrayal of Dolly Madison, first lady to fourth president James Madison, mingled with visitors adding her own, unique, viewpoint on the War of 1812 and giving commentary about the people and culture of those times. "Like any war, Dolly approached it with a sense of trepidation, but with fierce patriotism," Lee Jamison said while giving the living history performance as James Madison. "Though she was raised a Quaker she believes that when you are pressed into a corner and find yourself assailed you should be an advocate for fighting. We had established ourselves, claimed our sovereignty and she very much felt that we should do anything it took to maintain that." The night ended with the Colonial Music Company giving a poignant performance of music from the 1800s on violin, guitar and harpsichord as guests took part in a game of chance and strategy playing as either the British squadron or the American squadron in the Battle of Lake Erie war game.

Keep What you've earned Campaign marks Significant decrease in alcohol incidents

Boatswain's Mate 1st Class Ian Deleos, assigned to the U.S. Naval War College, holds up signs reminding Sailors to "Keep What You've Earned" as they depart Naval Station Newport in Newport, R.I. for Memorial Day weekend. The Keep What You've Earned campaign mission is to protect Sailors and increase force readiness by creating a responsible drinking environment in the Navy. (Photo by MCC James E. Foehl) From Chief of Naval Personnel Public Affairs

The Navy Alcohol and Drug Abuse Prevention (NADAP) Office announced Sept. 9 that alcohol incidents among Sailors decreased 51 percent from Memorial Day through Labor Day compared to the same period last year. "This decrease shows Sailors are taking ownership of this issue," said Rear Adm. Sean Buck, director of the 21st Century Sailor Office. "As with all our programs, we look to Sailors to make responsible choices in their personal and professional lives." The decrease followed NADAP's launch of the Keep What You've Earned Campaign, which promotes responsible drinking by reminding Sailors how much they have to lose. "We had more than 700 fewer alcohol incidents during the wellknown '101 Days of Summer' this year, and about one in four of those incidents were related to driving under the influence," said Dorice Favorite, director of NADAP. "Our work isn't done, but these numbers show that Sailors are making responsible choices regarding their use of alcohol and contributing to a safer and more productive fleet." Favorite attributed the cam-

paign's success to grassroots support from the regional and local levels. "The Navy Region Mid Atlantic was a huge supporter of our Keep What You've Earned campaign this summer," said Favorite. "They hosted Memorial Day Weekend send-off events at six installations and rallied more than 650 Sailors together to march in support of responsible drinking during the Fourth of July liberty weekend." Other Keep What You've Earned summer safety events took place at Naval Base San Diego, Naval Station Great Lakes, Naval Shipyard Kittery, Naval Base Kitsap, and the Washington Navy Yard. In addition to these events, NADAP partnered with the Naval Safety Center's "Live to Play, Play to Live" Summer Safety Campaign. Together they encouraged Sailors and Navy personnel to take an online pledge to practice responsible drinking habits this summer. Hundreds of Sailors took the pledge, promising to plan ahead for a safe ride home, not try to "keep up" with others, and to know their limit, before they got there. Responses from Sailors regarding why they pledged to drink responsibly included:

• "I don't want to lose my career and future just because of an irresponsible drinking decision." • "I want my fellow shipmates to know that they have a good liberty buddy dedicated to their safety if a DD is needed." • "I have worked too long and too hard to get to where I am today." • "My life is more important than a bottle of beer." • "The consequences of not drinking responsibly are worse than any hangover." To read more of the reasons why Sailors choose to drink responsibly, visit the NADAP Flickr Account. NADAP will continue to promote the Keep What You've Earned campaign year-round, releasing new testimonial videos throughout the coming months. NADAP encourages Navy leadership and alcohol abuse prevention personnel to stay tuned to the NADAP Facebook page for the latest news on campaign resources and developments: https://www.facebook. com/USN.NADAP. For more information and to help promote responsible drinking within your command, you can access materials and resources from NADAP's Keep What You've Earned campaign, available at www.nadap.navy.mil.

Successful Missile Defense Test Against Multiple Targets By Missile Defense Agency

The Missile Defense Agency (MDA), Ballistic Missile Defense System (BMDS) Operational Test Agency, Joint Functional Component Command for Integrated Missile Defense, and U.S. Pacific Command, in conjunction with U.S. Army soldiers from the Alpha Battery, 2nd Air Defense Artillery Regiment, U.S. Navy sailors aboard the guided missile destroyer USS Decatur (DDG-73), and U.S. Air Force airmen from the 613th Air and Operations Center successfully conducted a complex missile defense flight test, resulting in the intercept of two medium-range ballistic missile targets. The flight test was planned more than a year ago, and is not in any way connected to events in the Middle East. The test was conducted in the vicinity of the U.S. Army Kwajalein Atoll/Reagan Test Site and surrounding areas in the western Pacific. The test stressed the ability of the Aegis Ballistic Missile Defense (BMD) and Terminal High Altitude Area Defense (THAAD) weapon systems to function in a layered defense architecture and defeat a raid of two near-simultaneous ballistic missile targets. The two medium-range ballistic missile targets were launched on operationally realistic trajectories towards a defended area near Kwajalein. Along with overhead space assets providing launch

alerts, an Army-Navy/Transportable Radar Surveillance and Control (AN/TPY-2) radar in Forward Based Mode detected the targets and relayed track information to the Command, Control, Battle Management, and Communications (C2BMC) system for further transmission to defending BMDS assets. The USS Decatur with its Aegis Weapon System detected and tracked the first target with its onboard AN/SPY-1 radar. The Aegis BMD weapon system developed a fire control solution, launched a Standard Missile-3 (SM-3) Block IA missile, and successfully intercepted the target. In a demonstration of BMDS layered defense capabilities, a second AN/TPY-2 radar in Terminal Mode, located with the THAAD weapon system, acquired and tracked the target missiles. THAAD developed a fire control solution, launched a THAAD interceptor missile, and successfully intercepted the second medium-range ballistic missile target. THAAD was operated by soldiers from the Alpha Battery, 2nd Air Defense Artillery Regiment. As a planned demonstration of THAAD's layered defense capabilities, a second THAAD interceptor was launched at the target destroyed by Aegis as a contingency in the event the SM-3 did not achieve an intercept. Initial indications are that all components performed as designed. MDA officials will extensively assess and evaluate

(Official U.S. Navy file photo)

system performance based upon telemetry and other data obtained during the test. The event, a designated Flight Test Operational-01 (FTO-01), demonstrated integrated, layered, regional missile defense capabilities to defeat a raid of two threat-representative medium-range ballistic missiles in a combined live-fire operational test. Soldiers, sailors, and

airmen from multiple combatant commands operated the systems, and were provided a unique opportunity to refine operational doctrine and tactics while increasing confidence in the execution of integrated air and missile defense plans. U.S. Ballistic Missile Defense System programs have completed 62 successful hit-to-kill intercepts in 78 flight test attempts since 2001.

Energy Conservation Eco Fashion From the NSA Naples Energy Management Team

School season is upon us. One of the biggest concerns among would-be fashionsavvy teens is, well, fashion. Most parents tote along the entire family and spend hours wasting away in major store chains. While trying to find something that is not only affordable, but considered “cool” by their peers at school. One way to have your proverbial cake and eat it too is to try thrift shops and yard sales. I know the tip can send most trendy teens running for the hills, but there is much winning to be had here. The thing about second-hand

stores or yard sales is that the product in question has already made whatever environmental and energy impact it is going to make during its creation. Second hand clothing gets a chance to serve on for another few years. That’s a few more years it gets to stay out of our ever growing trash flow. They are normally already “broken in” if they have been worn a few times before you get them. Not to mention your options with second hand clothing are virtually endless. This will give your aspiring fashion guru a chance to create something new to bring to school versus following the crowd. The biggest plus is most of the time second hand clothing can be had for next to nothing, if not free (music to a parent’s ears). So instead of energy wasted in creating new items, we can reuse the existing ones.

This summer, my family and I visited lots of cool places on mainland Italy, but my favorite trip was spending plenty of quality beach time in Sicily, specifically the beaches the eastern side of Sicily. Today's Marines in combat are our modern-day Band of Brothers. Band of Brothers was made famous by Stephen Spielberg's and Tom Hanks’ 2001 10-part HBO television miniseries, and based on a book written by historian and biographer Stephen E. Ambrose, a story about a U.S. Army elite paratrooper unit in World War II. These Band of Brothers were men of Easy Company of the 506th Parachute Infantry Regiment, 101st Airborne Division. They formed together a band of brothers, a brotherhood of their shared experiences from basic training in 1942 at Camp Toccoa, Georgia to D-Day in June of 1944, and their ultimate triumph at the end of World War II. Band of Brothers, or brothers-in-arms, shared a difficult, dangerous, traumatic, and stressful experience in battle, losing their fellow brothers-inarms in combat. Those who know the true meaning of brotherhood lived it each and every day, establishing a special bond, which binds them together for the rest of their lives. This brotherhood experience occurred during a bittersweet reunion of a small band of 18 Camp Lejeune Marines of Charlie Company, 1st

Battalion, 2nd Marine Regiment, 2nd Marine Division, II Marine Expeditionary Force at Arlington National Cemetery on a beautiful spring morning, April 1, 2011. Charlie Company Marines gathered together to pay homage, respect, and honor their two fallen brothers, Lance Cpl. Tyler Owen Griffin, of Voluntown, Conn., and Lance Cpl. Kevin Michael Cornelius, of Ashtabula, Ohio, who gave their lives while supporting combat operations in Afghanistan. The Camp Lejeune Marines were joined by the families, friends, and loved ones of Griffin and Cornelius. They talked and exchanged their shared memories and life experiences that brought them together. May we never forget Griffin’s and Cornelius' final acts of bravery and their fulfillment of their duties to serve with honor, courage, and commitment. Their ultimate sacrifices and love for our flag, our country, their comrades-in-arms, their faith in God, their friends and families will forever be enshrined in our nation's citizens proud and grateful hearts.

Obtaining your Sojourner Permit Italian law requires all foreign personnel working or living within Italy, other than an active-duty member under military orders, to obtain a Sojourner Permit within eight days of arrival in Italy. This is different from a visa, which is merely an approval for entry into the country. All applicants over 14 years of age must apply in person, as each person's signature is required at the time of application. NATIONALS OF ANY STATE OF THE EUROPEAN COMMUNITY COMING TO ITALY DO NOT REQUIRE ANY VISA OR SOJOURNER PERMIT. As part of the Area Orientation process, the U.S. Region Legal Service Office (RLSO EURAFSWA) assists in the preparation and oversees the acquisition of the Sojourner Permit for all personnel attached to U.S. Navy commands in the Naples area. Army and Air Force personnel stationed at JFC must apply through the Carabiniere at the JFC Provost Marshall's Office, Building L. Gray acknowledged the courage of the victims aboard the hijacked planes used in the assaults and the dedication of military members who protect and defend America at any cost. “The events of 9/11 are why we do what we do,” Gray said of the military’s dedication to protecting the country. “We recognize in [the victim’s] sacrifice … their resolve, why we salute them, why we pull together no matter what the cost.” Hundreds attended the event, including American and Italian firefighters and military

service members, to show their respects during the ceremony. Many, who attended, took the opportunity to reflect on what the anniversary of Sept. 11 meant to them and how it affected their lives and country years following. Personnel Specialist (AW) 2nd Class James Jones said he believed Americans became stronger after the emotional and devastating tragedies, which lead to a greater unification across the country. “To find the courage to put our differences aside and lend a hand to our brothers and sisters that were affected in a time of need is a testament to how great our nation truly is,” he said. “9/11 is a day I shall never forget.”
