Decrease in Utility/ Recurring Maintenance Allowance and MIHA in Italy Effective July 16, 2015, the Utility/Recurring Maintenance allowance for Italy with dependents decreased from 1,010 to 894 euro. The allowance without dependents decreased from 757.50 to 670.50 euro. The Defense Travel Management Office dropped the allowances after reviewing the results of the 2015 Overseas Housing Allowance (OHA) Utility/ Recurring Maintenance & Move-In Housing Allowance (MIHA) surveys for Italy. The MIHA for both with and without dependent members also decreased from 902 to 723 euro. All of Italy is authorized MIHA Security as of May, 16 2015. MIHA Security is a dollarfor-dollar reimbursement through a DD Form 2556 for security-related expenses for physical modifications to a dwelling. Due to this new allowance, costs for security bars, security doors, burglar alarms, keys, and locks were not included in the calculation of the MIHA Miscellaneous survey, which contributed to the decrease along with lower electricity, bottled gas, heating oil, sewer, trash and maintenance expenses reported. The next OHA Utility survey in Italy is scheduled for March 2016 and the next MIHA survey is slated for 2018. Traffic Advisory Due to Construction Projects for the Capodichino Metro Station Expect temporary lane closures and narrowing of traffic lanes in the coming weeks while construction trenching takes place on the road leading to Capodichino’s main gate, as well as the demolition of the Terminal 2 Hangar along the main road leading to the airport. Trenching work across the road to the front gate is scheduled to take place from 9 p.m. on Wednesday, July 22 until 5 a.m. on Thursday, July. Security will have Capodichino’s back gate open during this time period and stay open until its normal 9 a.m. closing time. The road to the front gate should only be fully blocked for short periods of time while transitioning lanes. This construction is part of the large, ongoing project to install a metro station at the airport traffic circle. Pet Policy Reminder The Pet Policy for NSA Naples can be found on the command website www.cnic.navy.mil/Naples and is meant to ensure the safety and comfort of all installation patrons. Pets onboard NSA Naples cannot be left unattended in a vehicle. This is always the case, but especially important with the high temperatures this summer. Additionally, all unattended pets in Housing must be kept indoors and may not be left unattended on balconies or patios. Pets taken outside are restricted from playground areas, must be cleaned up after, and must be kept on a leash and under the direct positive control of a capable handler at all times. A capable handler is a person 12 years of age or older who is capable of controlling their pet. Also, feeding stray or feral animals on government property is strictly prohibited.
