Naval forces from Standing NATO Maritime Group One (SNMG1), commanded by Rear Adm. Edward Cashman shifted operations from the Baltic Sea into the Norwegian Sea and across the Arctic Circle to start Dynamic Mongoose (DYMON) 2019 on July 1st.

DYMON 2019 is designed to enhance anti-submarine warfare (ASW) integration among NATO navies by executing challenging training exercises with 6 surface ships, 9 maritime patrol aircraft and 8 helicopters training with 4 Allied submarines in the North Atlantic. “Exercises like Dynamic Mongoose give NATO Allies an opportunity to

train in a very challenging deep water/continental slope environment and a surface environment where seas can build from five feet to 25 or even 30 feet in the matter of a couple days,” SNGM 1 Staff Chief of Operations Chief Operations Specialist Juan Gutierrez said. DYNAMIC MONGOOSE 2019

The president of Ukraine joined the Ukrainian Navy, military members from exercise Sea Breeze 2019, and the people of Ukraine to celebrate Navy Day in Odesa, Ukraine, July 7. While at the public event, Ukrainian President Volodymyr Zelenskyy made remarks, presented medals to Ukrainian service members, visited with Ukrainians, toured foreign ships and attended several meetings and briefings. “As we strive for more than strong and well-equipped Navy forces, as we are heading to this goal, our allies are standing shoulder to

shoulder with us,” Zelenskyy said during the event’s opening ceremony. Adm. Ihor Voronchenko, commander of the Ukrainian Navy, and Vice Adm. Lisa M. Franchetti, commander, U.S. 6th Fleet, toured displays of Ukrainian naval technology and equipment as well as laid flowers in the Black Sea aboard a Ukrainian patrol boat in memory of fallen Ukrainian sailors. During remarks made at a Navy Day reception aboard the Arleigh Burke-class guided-missile destroyer USS Carney (DDG 64), Franchetti spoke about her experiences with Ukrainian sailors earlier in the day. “I was truly impressed by the Sailors’ pride and profes-

At the end of June, Adm. James G. Foggo III, commander, U.S. Naval Forces Europe-Africa and commander, Allied Joint Force Command Naples, recorded the 10th episode of the podcast “On the Horizon: Navigating the European and African Theater.” During this episode, Foggo discussed his thoughts on Memorial Day, the 75th anniversary of D-Day, and the Navy’s support to the NATO alliance through exercises Formidable Shield and Baltic Operations (BALTOPS). Memorial Day Foggo began the podcast by discussing his participation in a Memorial Day ceremony at the Cambridge American Cemetery and Memorial, in Cambridge, England. The U.S. Ambassador to the United Kingdom, Robert “Woody” Johnson and Jonna Doolittle Hoppes, the granddaughter of Gen. Jimmy Doolittle, were both present at the ceremony. “During the commemoration ceremony, we remembered 3,811 U.S. service members who found their final resting place in Cambridge, and on the wall of this facility there are 5,127 other names of the missing,” Foggo said. Overall, tens of thousands of U.S. service members from World War I and World War II are buried on European soil. Recently, the Navy released an article titled “5 Things to Know” about the Graduate Education Voucher (GEV) program. With the fiscal year 2020 GEV program, naval officers have an additional advanced education option to pursue graduate studies. The GEV program offers eligible officers funding for graduate education during off-duty hours. Italian Retired Officers Visit Joint Force Command Naples A delegation of 53 members belonging to the Italian Armed Forces Veteran’s Association (UNUCI), accompanied by family members attend briefings at Allied Joint Force Command Naples on July 2. Cuma Express Train Running Through November 3 Every weekend and throughout the summer, the Campi Flegrei areas are connected by the Cuma Express train. The summer tourist train is one of the latest generation of electric trains and connects the various places of the Campi Flegrei to Cuma, including the Archaeological Park of Cuma, and will run through November 3. There are 18 daily routes every Saturday and Sunday. Life-like Dinosaurs at Zoorassik Park This Fall The Naples Zoo will stage more than 20 giant dinosaurs in its Zoorassik Park from September 15 to October 15. These dinosaurs include 12 animatronic exhibits, like those used in animated films, with lifelike and frightening effects. The dinosaurs will move and be able to interact with (but not eat) guests. Both parks can be visited with just a single ticket, which costs only 15 euros. Italy’s Veneto Hills Added to UN’s World Heritage List On Sunday the United Nations added Italy’s Veneto Hills to its World Heritage list. This is the 55th time Italy has been added site to World Heritage List. The Veneto hills, where the grapes produce the

famous Prosecco sparkling wine, has the highest classification available to an Italian wine. It is produced in a territory spread over nine provinces in Italy’s north-east. Only 15 make Prosecco Superiore DOCG, the top-quality sparkling wine produced around the towns of Conegliano and Valdobbiadene. Sale of Prosecco rose six percent in 2018 to 460 million bottles, of which 75 percent were exported. Tourist Season Officially Kicked Off Tourist season in Italy has officially kicked off. It is estimated more than 15 million holidaymakers will be traveling throughout Italy in July. Seventy percent of travelers will go to the beaches, with the mountains being the second popular choice. According to an Italian study, 86 percent of Italians will take their summer vacation in Italy. Over the entire summer from June to September, nearly 32 million Italians will go on holiday with 35 percent of them traveling in August. The most popular destinations will be Puglia, Sicily, Sardinia and Tuscany. Germans are the single biggest group of inbound tourists to Italy (20 percent), followed by Americans (11 percent), French (10 percent) and Brits (9 percent). More than 60 million travelers are expected to pass through Italian airports between June and August this year, with 40 million of them being foreigners.

HISTORY: NEW YORK NATIONAL GUARD REPORTS FOR WORLD WAR I By Eric Durr New York National Guard

One-hundred-and-two years ago – on July 15, 1917 – 24,000 members of the New York National Guard began reporting for duty in what was then known as the World War. On July 12, President Woodrow Wilson had ordered all 112,000 National Guardsmen across the country to report for duty as part of the National Army, which was being built to fight the Germans in France. The U.S. had declared war on Imperial Germany and AustriaHungary on April 6 and by the start of summer, an army had to be sent to France to fight. The first step was to mobilize the Army’s main reserve, which was the National Guard. Wilson’s order specified that National Guard soldiers begin reporting to their local armories between July 12 and July 25. New York’s troops, along with those in Pennsylvania, Ohio, West Virginia, Michigan, Wisconsin, Minnesota, Iowa, North Dakota, South Dakota and Nebraska were instructed to report on July 15 and begin preparing to ship out. The soldiers were allowed to go home each night and report back to the armory each day to continue training. Almost 17,000 New York National Guard soldiers had

been on duty along the Mexican border to prevent incursions from the troops of Mexican revolutionary Gen. Pancho Villa during 1916. Some of them had only returned to New York in the spring of 1917. Other New

York soldiers had been guarding railroad bridges, aqueducts and the Erie Canal to prevent German sabotage. Organizing an Army The bulk of New York’s troops were organized as the 6th Division, which would be changed on July

20 to the 27th Division. Other New York units were mobilized separately. The 69th Infantry Regiment would be renamed the 165th Infantry and fight as part of the 42nd Infantry Division, which was made up of National Guard troops from around the country. The15th New York Infantry, an AfricanAmerican regiment, would fight on its own under French command and become famous as the 369th Infantry Regiment, the “Harlem Hell Fighters.” New York’s 1st Aero Company, which had conducted the first long-distance American military aviation flight in 1916, did not go to war as a unit, but its members all served in the brand new U.S. Army Air Service. On August 5, all those New York National Guard soldiers became members of the United States Army. At the end of the month, the members of the 27th Division began leaving New York for Camp Wadsworth, in Spartanburg, South Carolina, where they would continue their training. More than 400,000 New Yorkers served in the military during World War I, more than any other state.

SPOTLIGHT: CATHERINE AND RICHARD HARRELL USO Naples is pleased to announce both Catherine and Richard Harrell as our Volunteers of the Month for June 2019. Catherine and Richard, husband and wife are currently on a mission trip with The Church of Jesus Christ of Latter-Day Saints and have been volunteering with the USO for the past month. Since they have joined the USO Naples Volunteer Committee, they have worked every Troop Lunch, which occurs twice a week at the USO Capodichino Center. Their dedication and appreciation for our service members has certainly radiated throughout the entire USO Naples team since they have arrived. Originally from Virginia, Catherine and Richard have lived all around the United States places to include, Alaska and Utah. They both feel a strong connection to the USO as Richard spent 23 active years in the Air Force. Being retired military, he and his wife have a strong desire to serve and help the military community. “We have friends that volunteer at other USOs and told us about how great the experience was,” the couple explained. “We see all the amazing things this organization does and we wanted to be a part of it.” Their favorite program to work is Troop Lunch because “it’s not about the food, it’s about being with the troops.” Catherine and Richard will be continuing their mission here in Naples for the next 16 months, and look forward to volunteering even more during their time here. Summertime means more people are walking, running and riding skateboards, bicycles, scooters and motorcycles. Naval Support Activity Naples has been making great improvements to identify crosswalks to help make it safer for pedestrians. Now vehicle operators, cyclists, skate boarders and pedestrians need to become aware of these new changes. Crosswalks Motor vehicle operators need to slow down when approaching all crosswalks, and be sure to come to a complete stop for personnel in the crosswalk. You must remain stationary until the pedestrians have completely exited the crosswalk before moving forward. Recently there have been several close calls where skateboarders and bicyclists have just rolled straight into the crosswalk without stopping first to ensure that drivers have noticed them. All roadway users need to minimize distractions especially in the areas where crosswalks are located. Pedestrians, cyclists and skateboarders should NOT enter the crosswalk until you make sure that traffic has completely stopped for you to cross the road. Motorcycle Riders The latest report from the Naval Safety Center has revealed that the Navy has had 11 fatalities and more than 245 reported injuries since October 1, 2018. Many of these have been loss of control in corners, following too close or traveling at excessive speeds resulting in the rider being forced to lay the motorcycle down to avoid a collision or just not seeing far enough in SEA BREEZE PARTNERS

ARC, MSRC and BRC ore offered the second Friday of each month from 8:30 a.m. to 4 p.m. at the Motorcycle Range aboard Support Site adjacent to the Commissary parking lot. Please note that there will be no motorcycle courses in August due to seasonal high heat index. Contact your MSR, Base Safety Traffic section or look in ESAMs for motorcycle safety classes. It has been publicized over and over again. When you leave a room, turn off the lights. If you are not using it, power it down. But, what about appliances and systems that are designed to operate consistently? What can you do to prevent excess power consumption with these appliances and systems? Refrigerators and Freezers: ● Minimize opening and closing your refrigerator and freezer. Every time you open it, cool air will rush out and be replaced with warm air, causing the refrigerator to run more to stay cool. ● Keep condenser coils on the back of your refrigerator and freezer clean. Dishwashers and Clothes Washer / Dryer: ● Only run dishwashers and clothes washers when fully loaded. ● Use the air-dry setting on your dishwasher. ● When drying clothes, do not overfill the dryer ● Ensure that the outside clothes dryer air vent is well-sealed. ● Use at night. Using dishwashers and clothes washers/dryers at night will keep the house cooler Lighting and Other Electrical Equipment: ● Turn them off. Turn off lights, TVs, and other equipment when you leave a room. You’ll save electricity and generate less heat, meaning the air conditioner will run less. ● Use power strips. Even when turned off, electronic and other home office equipment can continue to consume electricity when plugged into the outlet. Shutting off power at a power strip will eliminate this standby electricity consumption. ● Don’t leave bathroom or kitchen ventilation fans running longer than necessary; they replace inside air with outside air. Esper Reassures NATO Allies of American Constancy

Acting Defense Secretary Dr. Mark T. Esper emphasized to his NATO counterparts that the change in leadership in the Pentagon does not mean changes in strategy, missions or the commitment to American alliances. Esper spoke at a news conference on June 25 at the conclusion of the NATO defense ministerial in Brussels. The acting secretary attended the meeting the day after he assumed his new duties.

The acting secretary is no stranger to the issues of NATO, having served in Europe as a young Army officer and as an assistant defense secretary. Esper emphasized the continuity in his position. “The U.S. National Defense Strategy remains our guiding document,” he said. A new era of great power competition has emerged. China and Russia are America’s foremost competitors, he said, and strategy will be guided by that reality. “The department’s mission remains clear: To deter conflict, and if necessary, fight and win on the battlefield,” he said. Esper also reiterated the lines of effort the department will use to implement the strategy — improving lethality, building and strengthening alliances, and reforming DOD for greater performance and accountability. Allied Progress The acting secretary said he is pleased with allied progress in burden-sharing, noting an increase of $100 billion in defense spending next year. Still, he said, more needs to happen. Some of that money is going to improving and maintaining NATO readiness, which Esper called critical to deterrence. “More readi-

ness equals more deterrence,” he said. “These investments are essential to deterring aggression in Europe and beyond, and to responding if deterrence fails.” Russia Russia is the problem in Europe, the acting secretary said, with the country still seeking a “veto power” over its neighbors. “Moscow’s military activities in the Middle East, in Venezuela and elsewhere prolong human suffering and provide cover for autocrats.” Russia is also sinking scarce money into military capabilities to include space and cyber activities, and into upgrading nuclear forces, Esper said. He also addressed Russian violations of the 32-year-old Intermediate-Range Nuclear Forces Treaty. The Russians have built a new class of missiles – the SSC-8 – that violate the agreement with the United States. Esper stressed the U.S. will continue to work toward arms reductions with the Russians. Russia has until August 2 to come into compliance with the INF Treaty. “Should Moscow refuse [to come into compliance], the INF Treaty will cease to exist,” he

said. “This is a dangerous and entirely avoidable reality, but Russia chose it.” Tensions in the Gulf The acting secretary spoke about the situation in the Persian Gulf with his NATO counterparts. The United States does not want war with Iran, he said. American leaders want the diplomatic track to take precedence as Iran sits down to discuss not only its nuclear program, but its ballistic missile program, its support for terror groups and other malign activities in the Middle East and beyond. Administration officials have said Iran’s aggressive actions, such as placing limpet mines on oil tankers in the Strait of Hormuz, or shooting down surveillance aircraft in international airspace, must stop and that the United States is willing to sit down with Iranian leaders. The U.S. did not respond to the Iranian shootdown of the Navy RQ-4 Global Hawk drone last week. “We do not seek armed conflict with Iran,” Esper said. “But we are ready to defend U.S. forces and interests in the region. No one should mistake restraint for weakness.”

“This is not only unique for the creation of the exercise but challenging for the navies due to the unpredictable circumstances.” After completing several safety and training familiarization events, SNMG1 started day three with a Combined Anti-Submarine Exercise (CASEX). In a CASEX, a group of ships and aircraft are given a wide area of water to search for submarines while the submarine(s) playing as the opposing force must try to accomplish simulated missions against the surface forces. Finding the submarine requires the ships and aircraft to work together in a coordinated search to ensure the submarine doesn’t slip through. Ships have both active and passive sonar, as well as radar and visual sensors to detect submarines. Helicopters are also equipped with radar and visual detection systems and may be equipped with active and passive sonobuoys or use a sonar suspended under the helicopter and into the water to detect a submarine. Maritime patrol aircraft also possess sensitive radars to detect submarine periscopes as all as sonobuoys to create large networks of sensors in the water. “We started the coordination for the Dynamic Mongoose CASEX’s about three months ago,” SNMG1 Staff AntiSubmarine Warfare Officer German Lt. Cmdr. Ulrike Boelke-Dorr said. “With 27 units from nine countries participating, it’s important and beneficial for all navies to be assigned with their strengths of capabilities, which will pro-

vide crucial feedback for future missions.” DYMON 2019 serves to build interoperability, evaluate new equipment and tactics, and strengthen enduring relationships in ASW procedures to ensure NATO units are always ready to operate together proficiently when called upon. “Antisubmarine Warfare is vital part of the mission of the Standing NATO Forces, and this area of the North Atlantic is strategically important for the Alliance,” Cashman said. “Dynamic Mongoose provides the unique opportunity for units from 9 Allied nations to integrate air, surface, and subsurface forces and train together in very realistic scenarios in relevant undersea warfare environment. The ability of the units to quickly assemble, have a short series of events to ensure safety, and immediately begin realistic training showcases the inherent flexibility and capability, of NATO maritime forces.” Countries participating in DYMON 2019 are Canada, France, Germany, United Kingdom, Norway, Portugal, United States, Turkey and Denmark. SNMG1 is currently composed of the U.S. flagship Arleigh Burke-class guided missile destroyer USS Gravely (DDG 107), British frigate HMS Westminster, and Turkish frigate TCG Gokova. SNMG1 is one of four standing maritime task groups composed of ships from various Allied countries. These task groups form the core maritime capability of NATO’s Very High Readiness Joint Task Force (VJTF). They provide a continuous maritime capability to execute NATO missions across the spectrum of operations, demonstrate solidarity, and strengthen diplomatic and professional links among Allied naval forces.

Europe to honor the lives and legacy of U.S. service members who made the ultimate sacrifice in support of freedom and democracy. “I encourage those in attendance to take a moment to remember those who have gone before us,” Foggo said. “They fought and stood for the same values we stand for today: Individual liberty, democracy, human rights and the rule of law.” D-Day In early June, Foggo traveled to Normandy, France, to attend events commemorating the 75th anniversary of Operation Overlord, the beach landings commonly known as “D-Day”. The events remembered those who died and honored those who survived. More than 165 veterans from the landings were present at the Commonwealth War Graves in Bayeux, and Foggo was able to meet with some of them. “To hear these stories, to read about their experiences, and to meet them at Normandy is an experience I will never forgot,” Foggo said. Foggo joined retired Rear Adm. Frank Thorp IV, president and CEO of the U.S. Navy Memorial, to dedicate a new “Lone Sailor” statue at Utah Beach. “The newest location [of the statue] was chosen to honor the frogmen of the Naval Combat Demolition Units and all of the men and women in the United States Navy that heroically served in Normandy and throughout the European campaign,” Foggo said. “The statue looks out to the sea as we remember those men and women that came

ashore.” Foggo ended his day at a reception aboard the Coast Guard cutter USCGC Eagle in Cherbourg, France where Secretary of the Navy Richard V. Spencer and the U.S. Coast Guard Commandant Adm. Karl L. Schultz jointly announced that the Navy’s newest Arleigh Burke-class guided-missile destroyer, DDG 132, would be named to honor Coast Guard Capt. Quentin Walsh. Walsh served as the Coast Guard liaison officer on the staff of commander, U.S. Naval Forces Europe, and in 1944, helped create plans to seize the strategic port of Cherbourg during planning for Operation Overlord. “His leadership in securing the Cherbourg port had a profound effect on the success of the amphibious operations associated with Operation Overlord, and I am excited his legacy will live on in the future USS Quentin R. Walsh,” Foggo said. Formidable Shield The episode continued with a discussion about key events for the NATO alliance as it celebrates its 70th anniversary this year. Exercise Formidable Shield 2019, led by Naval Striking and Support Forces NATO on behalf of U.S. 6th Fleet, included 13 ships, more than 10 aircraft, and approximately 3,300 personnel representing nine countries, all taking place at the Hebrides Range off the coast of the Western Isles of Scotland. Foggo started the segment by highlighting the importance of the exercise. “It’s quite simple. The Integrated Air and Missile Defense network

provides an umbrella of protection over Europe from the threats of ballistic missiles.” Since the exercise’s inception in 2015, the level of difficulty and complexity has grown. “The first exercise was in 2015, and it was significant, because it was the first time we’d ever done an exo-atmospheric intercept of a ballistic missile in the European theater,” Foggo said. “Now, that was a big deal, and it remains so today, because as we see the proliferation of longer-range and more lethal weapon systems, we have to be ready for that.” This year’s exercise included the first engagement of a supersonic target by an Aster-15 air defense missile, which was fired from the French frigate Bretagne (D 655), and the Royal Canadian Navy’s successful engagement of a supersonic target with an Evolved Sea Sparrow Missile. The Arleigh Burke-class guidedmissile destroyer USS Roosevelt (DDG 80) conducted the first simultaneous defense by Standard Missile (SM) 2 and an SM-3 interceptor against both low and high-altitude targets in the European Theater. “The nations, all of them, conducted more than 12 successful live fire engagements against subsonic, supersonic and ballistic missiles using NATO’s Coordinated Command and Control Structure,” Foggo said. “We’ve got a whole generation of warriors now who are very capable in conducting ballistic missile defense in this theater.” BALTOPS This year, Vice Adm. Andrew “Woody” Lewis, commander, U.S. 2nd Fleet, and his staff, which was recently re-established in Norfolk, conducted the 47th iteration of BALTOPS. This year’s exercise included participants from eighteen allied and partner countries and it also marked the first time the U.S.

Navy’s newest fleet had operated in Europe. “It’s remarkable for a command, U.S. 2nd Fleet, in just under a year from its establishment to have led a major multinational maritime exercise,” Foggo said. “I was really pleased to have Adm. Lewis and his team come over here to the European theater.” Foggo had first-hand knowledge of the exercise, having participated in 2015 and 2016 as the commander of U.S. 6th Fleet and the commander of Naval Striking and Support Forces NATO. U.S. 2nd Fleet was re-established as the Navy’s response to a dynamic and changing security environment. Ride Smart, Ride Safe: Bicycle Safety Tips From the National Highway Traffic Safety Administration

Bicycle riding is fun, healthy, and a great way to be independent. But it is important to remember that a bicycle is not a toy; it’s a vehicle! Be cool – follow some basic safety tips when you ride. Safe Riding Tips Before using your bicycle, make sure it is ready to ride. You should always inspect your bike to make sure all parts are secure and working properly. Remember to: ● Wear a Properly Fitted Bicycle Helmet. Protect your brain, save your life. ● Adjust Your Bicycle to Fit. Stand over your bicycle. There should be one to two inches between you and the top tube (bar) if using a road bike and three to four inches if a mountain bicycle. The seat should be level front to back. The seat height should be adjusted to allow a slight bend at the knee when the leg is fully extended. The handlebar height should be at the same level with the seat. ● Check Your Equipment. Before riding, inflate tires properly and check that your brakes work. ● See and Be Seen. Whether daytime, dawn, dusk, foul weather, or at night, you need to be seen by others. Wearing white has not been shown to make you more visible. Rather, always wear neon, fluorescent, or other bright colors when riding day or night. Also wear something that reflects light, such as reflective tape or markings, or flashing lights. Remember, just because

you can see a driver doesn’t mean the driver can see you. ● Control Your Bicycle. Always ride with at least one hand on the handlebars. Carry books and other items in a bicycle carrier or backpack. ● Watch for and Avoid Road Hazards. Be on the lookout for hazards such as potholes, broken glass, gravel, puddles, leaves, and dogs. All these hazards can cause a crash. If you are riding with friends and you are in the lead, yell out and point to the hazard to alert the riders behind you. ● Avoid Riding at Night. It is far more dangerous to ride at night than during the day because you are harder for others to see. If you have to ride at night, wear something that makes you more easily seen by others. Make sure you have reflectors on the front and rear of your bicycle (white lights on the front and red rear reflectors are required by law in many states), in addition to reflectors on your tires, so others can see you. Many bicycle-related crashes resulting in injury or death are associated with the bicyclist’s behavior, including such things as not wearing a bicycle helmet, riding into a street without stopping, turning left or swerving into traffic that is coming from behind, running a stop sign, and riding the wrong way in traffic. To maximize your safety, always wear a helmet and follow the rules of the road.
