John C. “Jack” Scorby Jr. and Rear Adm. Rick Williamson exchanged command responsibilities in a unique ceremony, with Scorby relinquishing command of CNREURAFSWA to Williamson; and Williamson relinquishing command of Navy Region Mid-Atlantic (NRMA) to Scorby. All aspects of government have a responsibility to keep America safe and secure, and diplomacy – like military power – has a role to play in the fight against terror, President Barack Obama said at the State Department March 14. The president spoke at the department’s chiefs of mission conference. Chiefs of mission are the highestranking U.S. representatives in American embassies. The president told the chiefs that they have a role to play in the effort against the Islamic State of Iraq and the Levant. “We’re going to have to continue to strengthen our global coalition against ISIL, whether it’s the air campaign, support for local partners, cutting off ISIL financing, preventing the flow of foreign terrorist fighters, working with partners to counter ISIL’s bankrupt, nihilistic ideology,” the president said. He said diplomacy is crucial because it is the only way the Syrian civil war is going to end. A peace settlement in Syria will go a long way to ending the tyranny of ISIL in the self-proclaimed caliphate, he added.

Seattle Seahawks Sea Gal Cheerleaders Visit Capodichino, Support Site

The Seattle Seahawks Sea Gal cheerleaders visited the Naval Support Activity Naples community March 9, 2016. The Sea Gals, the official NFL cheerleading team for the Seattle Sea Hawks, toured Capodichino in the morning. The Sea Gals hosted a dance clinic and performed at a basketball game at the Support Site for more than two hundred service members and their families later that evening. Achieving a healthier, fitter force is a top priority for the Navy, and it also equates directly to increased mission readiness. Last week the Chief of Naval Personnel released new guidance in NAVADMIN 061/16 listing several changes to the Physical Fitness Assessment that are effective immediately. It’s important for all of us to understand these changes and their impact on our routines, outlook, and quality of service. The new BCA, or Body Composition Assessment, consists of three steps. The first is with the current height/weight tables – if in standards, you pass the BCA. If not, an abdominal circumference is measured, and if under set measurements you pass. Otherwise a neck and waist measurement is taken to calculate a body fat percentage. Males must be under 26 percent and females under 36 percent to pass. If a Sailor fails the BCA it counts as an overall PFA failure. Failing two PFAs in a three-year period can result in separation from the Navy. This is a big change from previous rules. Another change is that Commanding Officers can now conduct BCA spot checks, ensuring Sailors are staying within standards between cycles. We have less than a month left to contribute to this year’s Navy-Marine Corps Relief Society fund drive. The NMCRS provides financial, educational, and other assistance to members of the United States Navy and Marine Corps, their eligible family members, widows and survivors in need. Last year the society provided financial assistance to more than 57,000 individuals across the Navy. In the Naples area, NMCRS provided more than $200,000 in the form of interest-free loans and grants, almost doubling what we as a community contributed in the previous year! NMCRS has been a rock solid partner and safety net to the Navy and our community for a very long time, and their assistance has made the difference for many Navy and Marine Corps families through the years. Your command NMCRS representative can provide more information or contact ETC John Broughton or AS1 Barlaham Collazos. I also wanted to remind everyone to be vigilant and maintain situational awareness. Security alerts are put out when current information warrants it. Most recently a car bomb in Ankara, the Turkish capital resulted in more than 30 people killed and over 100 injured. I want to remind ALL travelers that not only Turkey, but any country considered a Force Protection Condition Charlie, or FPCON C, has serious travel restrictions. As borne out by the events in Turkey, these warnings have merit. The list can be long, and it can change, so it’s preferable that you contact your Security office for specifics before making international travel plans. Have a great weekend, please slow down on our roads, and stay safe!

Italian Government Considering Passing Innovative Food Law The Italian government is considering passing a new law to ensure it is easier to donate food vs. letting it go to waste. This would make Italy the second country in Europe (after France) that outlaws the destruction of unsold food products by big super markets by forcing them to donate any unsold products to charity or farms. The Italian legislation is giving businesses incentives to donate unsold food and will also allow businesses to donate expired food. Restaurants or supermarkets that donate unsold food to charities would be offered reductions in waste taxes. A doggy bag project promoted by the Ministry of Environment started in some restaurants in northern Italy is aiming to change the habits of Italians at restaurants, by encouraging them to take uneaten food home. This project will be gradually expanded to other territories and regions of Italy. Agriculture Minister Maurizio Martina said that Italy recovered 550 million tons of excess food each year but they want to arrive at one billion in 2016. Visit Italy’s Treasures During 24th Edition of FAI Spring Days The initiative of the FAI Spring Days (Fondo Ambiente Italiano) reaches its 24th edition with the opening of historic buildings, churches, castles and archeological sites all over Italy. Nearly 400 cities are now participating in this great cultural event. Since 1993 more than eight million visitors have participated in the FAI Spring Days with more than 9,000 sites involved. Naples also takes part in the initiative with countless treasures. FAI is a national, not-for-profit trust that was set up in 1975 and has since gone on to save, restore and open to the public numerous fine examples of Italy’s artistic and natural heritage. House of Mandolin Featuring Neapolitan Music Now Open The House of Mandolin was opened in Naples on Thursday. Thanks to a private association, Neapolitans and tourists will be able to visit a room where other “plectrum instruments” will be on display including Neapolitan mandolins, a fundamental part of the Neapolitan culture and art, electric mandolins, banjo, harp-mandolin, along with a rich collection of music and illustrated music scripts. The house is located in Spaccanapoli, in vico II Quercia. Concerts will take place on weekends at 10:20 and 11:20 a.m. and 12:20 p.m. They will be followed by wine tasting and typical Neapolitan cuisine. Children’s Easter Chocolate Egg Hunt, Birds of Prey Show Sunday Citta’ della Scienza in Naples invites all children for the Easter chocolate egg hunt on Sunday from 10 a.m. to 2 p.m. Children will also have the chance to watch a performance of birds of prey in a large outdoor amphitheater with hawks, owls and vultures. Birds of prey performance will take place from 11 a.m. to 1 p.m. Children get free entrance. Museum of Human Anatomy Opens its Doors Again One of the most important museums in the world of human anatomy is located in Naples. It reopened after several years to the public on Monday for two days a week. The Museum of Human Anatomy was founded in the late eighteenth and early nineteenth century mainly for education purposes and thanks to a series of collections based on Charles Darwin’s evolutionary theories. In the museum there is a section on normal anatomy, and a section dedicated to pathological anatomy (the branch of science that studies the anatomical malformations due to changes caused by disease). In the late 1960s, Walker’s great niece, Ann Walker, launched an intensive lobbying campaign to restore her aunt’s medal. A letter dated November. 25, 1974, from the Senate Veterans Affairs Committee read, in part, “It’s clear your great-grandaunt was not only courageous during the term she served as a contract doctor in the Union Army, but also as an outspoken proponent of feminine rights. Both as a doctor and feminist, she was much ahead of her time and, as is usual, she was not regarded kindly by many of her contemporaries. Today she appears prophetic.” President Jimmy Carter restored Mary Walker’s Medal of Honor on June 11, 1977. Today, her medal is on display in the Pentagon’s women’s corridor. Walker said her relative was controversial on the battlefield and in civilian life. During the war, she wore trousers under her skirt, a man’s uniform jacket and two pistols. As an early women’s rights advocate, particularly for dress reform, she was arrested many times after the war for wearing men’s clothes, including wing collar, bow tie and top hat. Curator of The Women in Military Service to America Memorial at Arlington (Virginia) National Cemetery Judy Bellafaire called Walker “quite a character,” and one whose ideas made her seem eccentric in her own day and age. “But judging her from today’s perspective, much of what she spoke and wrote about, that people made fun of at the time, is probably true today,” Bellafaire said.

This month, USO Naples would like to recognize an exceptional service member and volunteer, ABH2 Austin James Ulas. He has dedicated many Tuesdays, many week nights and weekends helping the USO go the extra mile to deliver great programs to the NSA Naples community. In the past month, Ulas (Justin for his friends) has supported every Tuesday troop luncheon, volunteered for AMC flights, cooked for hundreds of troops at our JFC BBQ Luncheon and did an impeccable job as a stage manager during our annual edition of Naples Got Talent. Ulas is not new to volunteering. He has been part of the USO volunteer committee since May 2014 and his friendly demeanor, passion and will to support, have made him standout. Everyone at the USO will agree that Ulas truly embodies the organizations core values of mission first and collaboration. With more than 253 hours of volunteer hours and having supported more than 50 events in the past few years, Ulas righteously deserves the nomination of USO volunteer of the Month.

Navy Advancement Center Adds Exam Bibliographies to Navy COOL Website By Ed Barker Naval Education and Training Professional Development and Technology Center Public Affairs

Sailors preparing for advancement examinations can now access their bibliographies (BIBs) without the need for a Common Access Card (CAC), as the Navy Advancement Center added the active duty and Reserve BIBs to the Navy Credentialing Opportunities Online (COOL) website March 14. While it will still be possible to link to the BIBs through the Navy Knowledge Online (NKO) website, which requires a CAC, adding a BIB portal on Navy COOL allows access through any internet-capable computer or mobile device. “A common theme running through the Sailor feedback we receive is that much of the preparation for advancement exams is done at home, away from work,” Master Chief Electronics Technician, Nuclear Power (SS) James Berhalter, command master chief for the Naval Education and Training Professional Development and Technology Center (NETPDTC), said. “Having the public-facing BIBs will make figuring out what references to use for exam preparation significantly easier.” The BIBs pages on Navy COOL will

provide both active duty and Reserve Sailors a link to the exam bibliography listings specific to their rating and rank, offering virtual ‘one-stop shopping’ for Sailors to know what publications to use to get ready for exams. The BIBs reference pages list the material subject matter experts use to develop the tests during the Advancement Exam Readiness Reviews. “It’s important that Sailors review their BIBs before every exam,” Berhalter said. “Each cycle’s exams are different, and the BIBs listed through Navy COOL and on NKO are tailored specifically for that exam cycle. If a Sailor is relying on BIBs from past exams, then he or she may miss some important references. Publications and instructions are also constantly being updated, so it’s important to have the information that corresponds to that specific cycle’s exam.”

The Navy COOL links will contain the same content accessed through NKO, including BIBs for substitute exams, as well as rating-specific topics and subtopics which provide an exam content outline unique to each enlisted rating. Updates to BIBs will also be reflected simultaneously on Navy COOL. Navy COOL Program Manager Keith Boring said that adding BIBs to the website helps the popular destination become even more functional. “The goal of Navy COOL is to help today’s Sailors become a stronger, more professional workforce and assisting them in advancement exam preparation is the epitome of that goal,” Boring said. “This is one more valuable tool we offer our 21st Century Sailors.” To access the Advancement Exam Bibliographies section of Navy COOL, begin at the Department of the Navy COOL home page:

Click on the ‘Navy COOL’ tab at the top right of the page, and under the ‘Find and Select Related Credentials’ tab, click on the ‘Advancement Exam Bibliographies’ dropdown on the left side page navigation. Then choose your rating and select ‘Go’. The advancement exam bibliographies, topics and subtopics, FAQs and contact resources are found lower on the rating’s COOL page. John C. “Jack” Scorby Jr. European Phased Adaptive Approach to missile defense in Europe including the forward-deployment of four Arleigh Burke-class guided-missile destroyers to Naval Station Rota, Spain, and the establishment of Naval Support Facility (NSF) Deveselu, Romania, the first new U.S. Navy facility constructed from the ground up in more than 30 years. He managed an annual budget of approximately $600 million during fiscally challenging times, leading environmental stewardship and energy reduction projects to improve resource management. Scorby also actively engaged with government officials, community leaders and foreign allies and partners to strengthen key relationships within the Navy’s Europe, Africa, and Southwest Asia operating environment. “I am grateful to have been blessed with the opportunity to serve here in Naples and Navy Region EURAFSWA,” Scorby said. “One of the many rewarding Rear Adm. ‘New to the Navy’ Mobile App Provides Answers to Common Questions From Navy Personnel Command Public Affairs

Need to know how to ship household goods? Wondering what types of receipts you need to keep while on official travel? Acquire a family member and need to know how to get dependent ID cards? The “New to the Navy” mobile application has you covered. New to the Navy is geared toward new Sailors and answers many frequently asked questions about pay and personnel matters. The content is organized by topics that are easy for new Sailors to understand, like “Moving my stuff,” and provides official references, procedures, methods for avoiding mistakes and pertinent points of contact. Some of the topics covered include: Transfers; Sponsor Program; Pay, Personnel and Advancement; Marriage and Family; New Officers; and contact numbers to reach out to in the event of additional questions or emergencies. The app also includes definitions of acronyms. A Panorama/NSA Public Affairs Office courtesy service available for U.S. or NATO ID cardholders who have orders to PCS within six months. RULES: • New ads must be submitted on a completed Mercato form, along with a copy of both the member’s ID card (front and back) and ONLY the first two pages of PCS orders or equivalent. • Ads are limited to one per category and 25 words maximum. Ads for free pets are limited to one per person or organization (copy of ID required) and run on a space-available basis. One contact phone number per ad; no e-mail addresses. • Deadline for submission is Monday, noon for the following Friday. Public holidays (U.S. or Italian) are not an exception to this rule. ADS RUN ONE WEEK ONLY! • Any incomplete ad or ad received after the Monday, noon deadline will not be printed in that Friday’s issue. Late submissions will be considered for the next available publication. Incomplete or illegible ads will not be considered. • Free Mercato Ad forms, the only acceptable form of submission, are available at http://www.cnic.navy.mil/naples/newsroom/panorama/ (click on the Mercato link) or at the NSA Public Affairs Office during normal business hours. • Ads and supporting documentation can be faxed to 081-568-5112 (DSN 626-5112) or delivered in person to the Public Affairs Office, Capodichino, Admin I, Room 208. No other form of submission will be accepted. • To renew for the following week call 081-568-5856/5907 (DSN 6265856/ 5907) by noon Monday.
