While in Bulgaria, Franchetti met with Bulgarian Rear Adm. The best of pop and country’s greatest hits, performed by the Naval Forces Europe “Rock Band” was just one of the highlights of a great night of community entertainment during the 2018 edition of Summerfest hosted by USO and MWR on August 11. This annual, “All American” event, hosted by the USO with the collaboration of MWR and WRA, also featured a free barbecue, lawn games, giant inflatable water slides, and a pie bake off. Yesterday’s military aircraft crash in Iraq highlights the dangers service members face every day, Pentagon spokesman Army Col. Robert Manning III told reporters August 20, 2018, at the Pentagon. An American service member died in the crash, and several others were injured. “The aircraft was conducting a partnered counterterrorism mission against [the Islamic State of Iraq and Syria] in support of Operation Inherent Resolve,” Manning said. All personnel were recovered by coalition personnel immediately after the incident, the colonel said, adding that there are no indications that hostile fire caused the crash. Three personnel were evacuated for further treatment after the incident. U.S. troops are recovering the aircraft in close cooperation with their Iraqi counterparts. The incident is under investigation, the colonel said. Solemn Reminder “This most-recent event is a solemn reminder of the inherent danger of our business, and the risk that our personnel are put in daily around the world,” Manning said. The colonel noted that in the U.S. Central Command area of operations alone, there are about 5,200 personnel operating in Iraq, 2,000 in Syria and 14,000 in Afghanistan. This week’s Regional Assessment (RASS), our installation’s first security inspection prior to the annual Operational Readiness Assessment (ORA), was a perfect example of how these events require the participation of all hands. Despite being security and emergency management centric, RASS involved coordination and cooperation between many other departments and commands. This included personnel from our fire department, U.S. Naval Hospital Naples, NCIS, and many others. And having all hands on deck isn’t just important during an inspection. It’s what we train to and expect in any emergency situation. We also always need everyone in the community paying attention to alerts and emergency notifications. As you see more evolutions like ORA come down the line, please make sure you’re participating correctly. Whether you’re a resident of Support Site heeding emergency instructions over Giant Voice, or a member of the security team clearing a room, we all have an important part to play in emergency management. Another effort that requires everyone in the community to get involved is proper recycling. Last week on AFN, our Assistant Public Works Officer, LT Ernie Carino, mentioned how important good stewardship of the environment is in maintaining our installation. Please ensure you and your family understand the proper procedures for recycling here in Italy, as they are much different from what we’re used to in the States. If you’re not sure how to properly sort different types of waste, please give my Housing Department team a call at 081-811-4285/86. You can also find color coded instructions at each trash pad on Support Site. You’ll also have the opportunity to ask Housing, along with most of our other departments, questions at our upcoming Town Hall on September 18th at 1800 in the Support Site movie theater. The Town Hall will also feature information from tenant commands such as U.S. Naval Hospital Naples and our local DoDEA schools. I highly encourage everyone to attend and participate since this is a fantastic opportunity for my staff and our community members to engage in positive two-way communication. MWR Tickets and Travel hosted a trip earlier this month that featured the world famous St. Petersburg Ballet Theatre dancers in the immortal love story of “Swan Lake.” As part of their ticket package, the 50 Naval Support Activity community members rode a shuttle from Support Site and Capodichino to the beautiful outdoor amphitheater, Arena Flegrea, located at the Campi Flegrei in Naples near the old NATO base and just around the corner from the soccer stadium (about 20 minutes from Capodichino). One of the most popular ballets of all time, Swan Lake, was composed by Pyotr Ilyich Tchaikovsky in 1875-76. The two-act ballet tells the heartbreaking love story between Prince Siegfried and Princess Odette. Odette has been cursed by the evil sorcerer Baron Von Rothbart. By day Odette is a swan and at night returns briefly to human form. When the pair first meet, Prince Siegfried is hunting, and becomes enraptured when a swan swimming on the lake, turns into the beautiful princess, Odette. Odette tells him that she can only return to being a human full time if she is truly loved by someone who has never given his heart to anyone before. Smitten by her story and her beauty, Prince Siegfried pledges his heart to her. Later, during a ball at the palace,

Siegfried is expected to choose a bride. However, he has promised his heart to Odette and plans on keeping his word to her. When “Odette” appears at the palace he rushes to her side and immediately asks for her hand in marriage. Unfortunately for the ill-fated pair, it is not Odette, but Baron Von Rothbart’s daughter, who looks like Odette. Regrettably, the real Odette arrives at the palace and sees that Prince Siegfried has been tricked by the evil sorcerer, and their spell of promised love is broken. Odette forgives Siegfried, but knowing she will live the rest of her life as a swan, the pair decide to throw themselves into the lake and drown together, rather than live apart. Also this past month MWR Tickets and Travel hosted a trip to Tuscany, where 30 NSA community members were able to hear the great Italian tenor Andrea Bocelli perform. Other fine arts events will be scheduled this fall, including the ever-popular Nutcracker ballet (also composed by Tchaikovsky) at the beautiful San Carlo Theater in downtown Naples later this winter. HISTORY: VJ DAY By Gary Nichols NSA Public Affairs

On August 14, 1945, President Harry S. Truman announced that Japan – after atomic bombs were dropped on the cities of Hiroshima and Nagasaki a week earlier – had surrendered to the Allies. When news of the Japanese surrender was announced, spontaneous, jubilant parties erupted around the world, just like when news of Germany’s surrender (VE Day) was announced three months earlier. Japanese Emperor Hirohito reluctantly made the difficult decision to submit to the stern terms dictated by the Allies, with the exception that his sovereignty would be maintained. Hirohito really had no choice but to capitulate: by mid-1945, Japan’s resources had become extremely limited and its ability to wage war had been virtually annihilated. Cut off from raw materials by the destruction of its merchant fleet, Japan’s factories could manufacture little in the way of weaponry. And the few ships that remained of the oncemighty Japanese Imperial Navy were limited in what they could do by lack of fuel, and its once-fearsome fleet of planes and experienced pilots were all but destroyed. On the day Nagasaki was bombed, the Soviet Union, whom the Japanese had hoped would mediate a peace, declared war and launched an invasion of Manchuria. The Japanese knew that if they didn’t quickly surrender, both the American fleet, which was quickly advancing from the east and the Soviet Army, which was marching from the west, would soon be landing troops on their shores. Japan’s Supreme War Council, had no idea how many more atomic bombs the American military

possessed and they could no longer resist against the allies. If they did, they risked further destruction of their people, cities, ports and industry. Hirohito, who had never spoken on radio, recorded an announcement, which was broadcast to the nation at noon Japan Standard Time on August 15, 1945. Although he never used the word “surrender,” his message was clear: The war had ended for Japan. “To Our Good And Loyal Subjects: After pondering deeply the general trends of the world and the actual conditions obtaining in Our Empire today, We have decided to effect a settlement of the present situation by resorting to an extraordinary measure. We have ordered Our Government to communicate to the Governments of the United States, Great Britain, China and the Soviet Union that Our Empire accepts the provisions of their Joint Declaration … The hardships and sufferings to which Our nation is to be subjected hereafter will be certainly great. We are keenly aware of the inmost feelings of all of you, Our subjects. However, it is according to the dictates of time and fate that We have resolved to pave the way for a grand peace for all the generations to come by enduring the unendurable and suffering what is unsufferable. With that radio message, World War II had finally come to an end. Two weeks later, on September 2, 1945, a formal surrender ceremony was held in Tokyo Bay aboard the battleship USS Missouri (BB 63).

As we approach fall and the beginning of the new school year, summer – at least on the calendar – will soon be coming to an end. However, the long heat wave which has produced record temperatures in both Europe and North America over the past few months continues to linger. With temperatures everywhere on the rise, U.S. Navy has recorded 698 instances of heat stress over the past five years, two of which were fatal. Working or playing in hot weather can lead to illness or death if you’re not prepared. “To minimize the likelihood of heat-related illness, Sailors and civilians should familiarize themselves with the Heat Stress Index and avoid strenuous activity or the heaviest work during the hottest times of the day,” Capt. Paul J. DeMieri, M.D., the Naval Safety Center’s Flight Surgeon, said. “They should hydrate frequently, about a cup of water every 15-to-20 minutes in extreme heat, and avoid consuming liquids with any caffeine or alcohol.” According to the Occupational Safety and Health Administration (OSHA), the heat index takes into account both humidity and air temperature. The higher the heat index, the hotter the air temperature feels, since sweat does not evaporate and cool the skin. OSHA and the National Institute for Occupational Safety and Health (NIOSH) report that most common heat-related illnesses are heat stroke, heat exhaustion, heat rash, and heat cramps. “It’s important to become familiar with signs of heat illness and know the basics of how to start treatment,” DeMieri said. Heat exhaustion is a serious heat-related illness. Symptoms include elevated body temperature, decreased urine output, headache, nausea, vomiting, dizziness, weakness,

irritability, thirst, and excessive sweating. If you notice these signs in a shipmate, take them to a medical clinic or dial 911. While you are waiting for medical personnel to arrive move the person to a cooler area and give them liquids to drink. Then remove all unnecessary clothing, place a cool compress on their head, neck and face, or have them wash their head, neck and face with cold water. Heat stroke is the most dangerous heat illness and can lead to death if not treated immediately. Symptoms of a heat stroke are elevated body temperature, confusion, seizures, hot and dry skin, or excessive sweating, or loss of consciousness. If you notice these symptoms in a shipmate, dial 911 immediately. Also, move the person to a cool area, wet them with cool water, place cold wet clothes or ice on their body, and stay with the person until help arrives. DeMieri said it’s important to take all heat illnesses seriously. “Heat cramps are usually caused by exercise or heavy exertion in warm weather and most commonly affect localized muscle groups,” he said. “They can be a precursor to more severe heat-related injury and can usually be managed with rest, decreased activity, and increased fluid intake.” Take the following steps to keep cool when working outdoors: drink water or sports drinks frequently, make sure to eat regular meals throughout the day, schedule frequent rest periods and create a buddy system so you and your shipmates can check on one another.

ENERGY CONSERVATION Efficient Use of Energy for your Appliances From NSA Naples Energy Management Team

It has been publicized over and over again. When you leave a room, turn off the lights. If you are not using it, power it down. But, what about appliances and systems that are designed to operate consistently? What can you do to prevent excess power consumption with these appliances and systems? Refrigerators and Freezers: ● Minimize opening and closing your refrigerator and freezer. Every time you open it, cool air will rush out and be replaced with warm air, causing the refrigerator to run more to stay cool. ● Keep it full. Refrigerators and freezers actually operate most efficiently when full, so keep your refrigerator and freezer as full as possible (with bottles of water if nothing else) ● Keep condenser coils on the back of your refrigerator and freezer clean. Water Heater: ● Set temperature to 120 degrees (F) if your dishwasher has its own water heater; otherwise set it at 140 degrees (F). ● Repair leaking faucets. Warm-water leaks should be given immediate attention because they can raise your electric consumption rapidly. ● Drain your hot water tank regularly to remove sediment. Dishwashers and Clothes Washer/Dryer: ● Only run dishwashers and clothes washers when fully loaded. ● Use the air-dry setting on your dishwasher. ● Ensure that the outside clothes dryer air vent is well-sealed. ● Use at night. Using dishwashers and clothes washers/dryers at night will keep the house cooler Lighting and Other Electrical Equipment: ● Turn them off. Turn off lights, TVs, and other equipment when you leave a room. You’ll save electricity and generate less heat, meaning the air conditioner will run less. ● Use power strips. Even when turned off, electronic and other home office equipment can continue to consume electricity when plugged into the wall. Shutting off power at a power strip will eliminate this standby electricity consumption. ● Don’t leave bathroom or kitchen ventilation fans running longer than necessary; they replace inside air with outside air. Home Computers: ● Set monitors and computers to switch to sleep mode when idle for more than a few minutes. This not only uses less energy, but is cooler and reduces the need to run air-conditioning. ● Turn machines completely off at a power strip when not in use. EODMU-8 and UCT-1 Conclude MCM Operations in Croatia U.S. Naval Forces Europe-Africa/U.S. 6th Fleet Public Affairs

Sailors assigned to Task Force (TF) 68, Explosive Ordnance Disposal Mobile Unit (EODMU) 8, and Underwater Construction Team (UTC) 1, concluded participation in an experimental mine countermeasures (MCM) operation with maritime forces from the Republic of Croatia on August 17, 2018. In a combined partnership between U.S. Sixth Fleet, the U.S. Office of Naval Research, and Croatian Naval Forces, the operation was the last in a series of three operations focused on employment and evaluation of next generation automated underwater vehicle (AUV) expeditionary MCM systems. The two previous iterations of this operation took place during Baltic Operations (BALTOPS) 2018, a joint, multinational maritime-focused exercise featuring forces from NATO allies and regional partners in the Baltic Sea region, and exercise Noble Melinda, an explosive ordnance disposal and MCM exercise that featured maritime forces from the Mediterranean Sea region. The operation helped the U.S. Navy EOD technicians determine the best employment of AUVs in

erability between our two nations has proven to be an excellent experience for both myself and my platoon.” In addition to the technical aspect of the operation, Croatian maritime forces enhanced the professional relationship between maritime forces among the two NATO allies, and increased the capacity of both navies to conduct the full spectrum of military operations necessary to deter adversaries and respond to any threat to regional security. “My Platoon was given an incredible opportunity to dive alongside our Croatian brothers,” Chief EOD Technician Mike Morris said. “We were able to dive with a newer version of a commercial off the shelf hand held sonar. The Office of Naval Research provided our divers with a recently scanned map of the operations area. Why Manage the Radio Frequency (RF) Spectrum? By Navy and Marine Corps Spectrum Office Europe and Africa (NMCSO EUR/AF)

The Radio Frequency (RF) spectrum refers to the portion of electromagnetic energy which can be used by electronic devices to communicate wirelessly. Common wireless devices and systems include amateur “ham” radio, Citizens Band (CB), hand-held “walkietalkies”, Remote Control (RC) toys, satellite television, AM/FM radio, home telephone handsets, cellular telephones, Bluetooth and WiFi speakers, microphones, game controllers, baby monitors and computers. All of these use the RF spectrum to connect one device to another using wireless communication. Even though we cannot see, hear, or touch the RF spectrum directly, it is classified as a natural resource which belongs to each country within its sovereign borders and territory. As with most natural resources, the RF spectrum is worth money. Just how much money is the RF spectrum worth? To give an idea, in 2011 the governments of Italy and Spain sold a relatively small amount of spectrum, less than 100 MHz, for roughly €4 billion and €2 billion respectively. In 2014, the government of Greece sold about 120 MHz of spectrum for approximately €381 million. The U.S. government has also made money by selling RF spectrum; most recently, around $19 billion in 2017 for 84 MHz. The RF spectrum is finite in that there is only a limited amount to go around and we cannot make more. If everyone could choose

any frequency they want to use, eventually there would be nothing but interference between all the systems and users, with no actual communication happening. In order to reduce the potential for interference, all governments have adopted the practice of dividing the RF spectrum into bands or “slices” (for example 2MHz-30MHz), and then designating a specific purpose (such as cellular telephones) for each band. Different companies then work to develop devices, systems, or technologies to take advantage of each of the bands and purposes. Companies make millions of dollars annually by making and selling equipment to use the RF spectrum, or, by offering services that can be leased or rented by customers using wireless devices. In the last few years, the explosion of commercial communication technologies at home, by companies and in the military has taxed spectrum resources, often resulting in sharing between military, government and commercial organizations. Domestic companies, international companies and civil agencies are putting pressure on their governments to allocate even more spectrum to commercial applications. Each sovereign nation has their own way of allocating the RF Spectrum, and they don’t necessarily share commonality with the U.S. The ability of naval forces to support diverse operations and crises is largely dependent on their ability to communicate. Special Forces, submarines, Battle Groups and Marines are often first to arrive in a

theater and must rely on the RF spectrum to remain highly maneuverable, flexible, and tactically effective. In accordance with U.S. State Department Treaties in Effect, Status of Forces Agreements and Allied Communication Publications, U.S. Forces are obligated to follow Host Nation procedures regarding the use of RF emitting equipment from these installations. Refusal to comply with Host Nation regulations and policies have legal, political, and monetary ramifications. U.S. Forces routinely operate and live on or near bases in Spain, Italy, Greece, and Djibouti. Due to an increased use of technology by both non-U.S. militaries and local civilian entities near military bases we share with Host Nations, RF interference has increased. While not all in-

stances of interference are caused by U.S. Forces, Host Nation entities are paying closer attention to U.S. Forces’ activities on these installations. Units deploying to U.S. Navy operated facilities in Europe and Africa must notify their Service Frequency Management Office (FMO) representatives to submit required frequency requests prior to the unit’s arrival in theater. The Navy’s FMO is Navy and Marine Corps Spectrum Office Europe/Africa (NMCSO EUR/AF) located in Naples Italy. For personal use of devices by service members and their families, the user must also be aware that devices from the US shipped in HHG may not be authorized in the country they moved to. Think Food Safety When You Grill For a Cookout From the U.S. Department of Agriculture

It’s still summertime, and that means it’s time to fire up that barbecue. Before you start grilling, USDA Food Safety and Inspection Service would like to remind you of several tips for a safe and healthy cookout: ● Before grilling, always start with clean surfaces and clean hands. ● Raw meats and poultry should be prepared separately from vegetables and cooked foods. ● If you plan to marinate meat and poultry for several hours or days prior to grilling, make sure to marinate them in the refrigerator – not on the counter. ● If you’re using charcoal, go with commercial briquettes or aromatic wood chips. Remember to follow the manufacturer’s directions on the package label, the same goes for your grill. If you’re using a gas grill, it’s important that you know where hot and cold spots are. Read the manual that came with your gas grill for more information. ● Color is NOT a reliable indicator of doneness. Meat and poultry cooked on a grill often browns quickly and may appear done on the outside, but still may have not reached a safe minimum internal temperature to kill any harmful bacteria. That’s where a food thermometer comes in handy. ● Hamburgers and other ground beef should reach 160 degrees Fahrenheit to reduce the risk of E. coli ● Poultry should be grilled to a minimum safe internal temperature of 165 F to reduce the risk of Salmonella. ● The USDA Meat and Poultry Hotline recommends that whole cuts of pork, lamb, veal, and beef be cooked to 145 F as measured by a food thermometer placed in

the thickest part of the meat, followed by a three-minute rest time before carving or consuming. ● Fully cooked meats like hot dogs should be grilled until steaming hot. ● Fish should be cooked to 145 F. ● If you plan on using a smoker, the temperature in the smoker should be maintained between 225 F and 300 F for optimal safety. Be sure to use your food thermometer to be certain the food has reached a safe minimum internal temperature. ● As you take the cooked meats off the grill, be sure to place them on a clean platter, not on the dish that held them when they were raw. The juices left on the plate from raw meat can spread bacteria to safely cooked food. ● Perishable food should never sit out for more than two hours. If the temperature is over 90 F, food shouldn’t sit out more than one hour. ● Refrigerate or freeze leftovers promptly and throw out any food that has been out too long.
