Undefeated Wildcat Softball and Baseball Teams Win 4-0 Against Sigonella By Brenda Dye

With its 360 degree view of blossoming green trees, freshly-cut ballparks and cloudless blue skies, once again, Carney Park was the perfect venue to showcase the talents of the undefeated Naples High School Softball and Baseball teams last weekend against Sigonella. On Friday night, the baseball team started things off with senior Dradon Ingle on the pitcher’s mound. Ingle pitched for three innings, giving up only 1 hit, 1 run and striking out 7 batters. Senior Tommy Menoni led the team in the batter’s box hitting 2 for 3, bringing in 2 RBIs and scoring 2 runs. With Sigonella struggling on the mound and making several defensive errors, they couldn’t stop the Wildcat offense and Naples won 14-1. Over on the adjacent softball field, the Lady Wildcats were eager to face the Jaguars under the Friday night lights with sophomore Anika Loverink on the mound. She pitched 4 innings, allowing only 1 hit and striking out 7 batters. WILDCATS

WASHINGTON, April 24, 2017 — During a visit to the headquarters of NATO’s Resolute Support mission in the Afghan capital of Kabul today, Defense Secretary Jim Mattis had stern words for the April 21 Taliban attack on an Afghan military base and mosque, in which more than 100 people were killed. “As if we needed a reminder of the type of enemy we’re up against, the killing of Afghan citizens and soldiers -- protectors of the people -- just as they were coming out of a mosque, a house of worship, it certainly characterizes this fight for exactly what it is,” Mattis said. “These people have no religious foundation. They are not devout anything, and it shows why we stand with the people of this country against such heinous acts perpetrated by this barbaric enemy and what they do.” Talks With Afghan President The secretary said he had met earlier with Afghan President Ashraf Ghani and thanked him for his leadership in the midst of difficult times and for the inclusive approach of this unity government. CAPTAIN’S CORNER By Capt. Doug Carpenter NSA Naples Commanding Officer

With April coming to a close, I’d like to highlight some of the great work that’s been done this month. The community continues to improve cross-cultural partnerships by participating in the extensive selection of ITT and USO tours and by supporting projects like the C6F Multicultural Heritage Committee’s clothing drive for Neapolitan women’s shelters. CYP and FFSC held two hiring fairs which saw more than 180 applicants. These fairs connect employers directly with the community and provide excellent opportunities to spouses who are looking for work or job training while stationed at NSA Naples. MWR coordinated with the Italian Army to formalize U.S. participation with the annual Flik-Flok sports event at the Royal Palace in Caserta – it was a great two-day event. Combined with our normal day-to-day engagement with our Italian hosts, our participation in events outside of the fence-line strengthens the bond between our two allied countries. Throughout Sexual Assault Awareness and Prevention Month (SAAPM), our SAPR team members did important work increasing our awareness and knowledge of this issue. You couldn’t help but notice the many displays around the base, the informal meet and greets every Wednesday with your SAPR VAs, and interviews and spots on AFN, and social media posts. At the end of the day, all of this work helps to ensure the members of our community know how to identify, prevent, and respond to the crime of sexual assault. SAAPM will be back next April, but in the interim, we need to keep the press on at every level to prevent sexual assault. We are always on the lookout for more members of our SAPR team, so if you desire to become a SAPR Victim Advocate please contact FFSC. The month of May brings more opportunities for engagement with the base and local Italian communities. In particular, the CNE/CNA/C6F Navy Band will orchestrate a concert in the Capodichino Piazza with the City of Naples’ Fire Department Band, May 3rd. All are welcome to attend this free musical celebration of our relationship with the great city of Naples. The month of May promises warmer weather, and with it, the onset of beach season. Please remember as you get out and about this summer to not leave anything visible in your parked car; especially uniform items. These present a prime target for criminal activity. Thank you for all your hard work and dedication to our community and our nation. Please slow down on the roads and stay safe this weekend!

This year marked the first time that U.S. military service members were officially invited to join the local annual sporting event “Flik Flok” at the Royal Palace of Caserta, April 22 and 23. Members of the U.S. Navy Color Guard and Navy Band added to the festivities by performing during opening ceremonies in front of the majestic 18th century palace. The invitation was extended to the U.S. military community as part of efforts to help strengthen international bonds. “The event was hosted by a division of the Italian army which has a long history there in Caserta,” Ens. Matthew Anderson, a U.S. Navy band member, said. “Their band was performing there so we received an invitation for our band to play as well. It is part of our core mission to interact with our NATO allies on a daily basis and represent the U.S. Navy.” WILDCATS

At the end of 2 hours of play in unusually cold temperatures, the final score was Naples 12, Sigonella 7. “Our pitching and hitting continues to get better and better which has contributed to our success so far this season. We had a few fielding errors, but overall they played very well,” Lady Wildcats Coach Amy Driscoll said. Windy conditions on Saturday morning didn’t prevent the Wildcats from winning on both fields. For the women, junior Nadia Arce pitched for 3 innings and struck out 4 batters, while Loverink went 3 for 3 at the plate with 2 hits, 2 runs and 2 RBIs. With 3 runs each,

A UNESCO World Heritage site, the Royal Palace of Caserta, is located about 25 minutes northeast of Support Site. Construction of the lavish Royal Palace of Caserta, which is the world’s largest palace, began in 1752 for the Bourbon Kings of Naples. In the 1920s it became headquarters for the Italian Air Force Academy. More recently the palace has become world famous as a filming location for such films as Star Wars Episodes I and II, Mission: Impossible III and Angels & Demons.

Sigonella was unable to stop the Wildcat momentum from the previous evening and lost 13-0. “Smart pitching and quick defense have been key so far to our wins and I believe, as we move forward, they will continue to be a big part of our success,” Coach Jim Davis said. Both undefeated teams head north to Vicenza to compete against Division I rivals Stuttgart and Vilseck this weekend. With no more homefield advantages left in this season, Naples will travel next to Sigonella in May for their last regular season games.

The USO Naples family celebrated the hard work and dedication of its volunteers for National Volunteer Appreciation Week which began on April 23. As this week wraps up, the USO is proud to share that in the first 16 weeks of this year, USO Volunteers helped host 125 events, serving 8,677 active-duty service members and their families. USO Volunteers act as an extended family to the men and women serving and living abroad here in Naples. They interact with service members and their families with a gentle kindness and enthusiasm to maintain a connection with what’s important: family, home, and country. “It takes a village to make magic happen,” Sabrina Pullido, USO area director of Naples, Rome, Sigonella and Vicenza, said. “And oh, my, does magic happen around here. It is an honor to work with volunteers who bring USO programs to new, wonderful heights.” Volunteers help a community grow stronger and closer with each program they support. The desire to volunteer, however, grows from a deeper desire on behalf of the individual. These reasons vary from person to person. “Volunteering enables me to pursue my passion of giving back to the community,” USO Naples’ Volunteer of the Quarter April Hofford Orona said. “It allows me to make a difference in the lives of our service members and their families.” In 2016, USO Naples Volunteers supported 286 events and served more than 29,000 community members. This outreach is simply impossible without the support of volunteers and the USO Naples family extends its heartfelt gratitude. The 2nd NATO Signal Battalion welcomed a new commander and bid farewell to another during an April 4, 2017, change-of-command ceremony at the battalion’s Grazzanise Airbase, Italy, headquarters. The three skills every Soldier learns during basic training are how to shoot, move and communicate. It’s the third skill that was on the minds of attendees that gathered to watch U.S. Army Lt. Col. James Dooley assume command of the 2NSB under a sunny southern Italian sky. Dooley arrives to the 2NSB after attending the NATO Defense College Senior Course (Rome, Italy) following a recent stint in Seoul, Republic of Korea. U.S. Army Lt. Col. John Hinkel Jr. departs the 2NSB after serving as its commander for nearly three years. Hinkel is slated for his next assignment with communications, or G6, at the Stuttgart, Germanybased U.S. Africa Command. “The principles of the battalion’s success are not simply copied from others; you are a

The battalion’s core mission is to provide deployable communications and information systems support to troops wherever it’s required. Under Hinkel’s command, the 2NSB provided signal support to 17 NATO operational deployments to Turkey and Afghanistan as well as 23 deployments to major NATO exercises that encompassed the majority of the European continent. German Maj. Gen. Walter Huhn, the NATO CIS Group commander, served as the reviewing officer for the ceremony, while Italian Maj. Luigi Viscito and Battalion Sgt. Maj. Jeffery Grela served as the ceremony’s commander of troops and bearer of colors, respectively. Huhn, who heads the sole communications and informa-

tion systems provider for deployed NATO headquarters in the NATO CIS Group, praised the value that 2NSB brings, and said the battalion’s troops in Italy are well hosted and well trained. Dooley, who is serving his third tour in Italy, said he looks forward to commanding the battalion, and he’s especially excited to continue the goodwill and partnership between 2NSB and the local community. “Please allow me to say thank you for those Soldiers, Sailors and Airmen who have earned my sincere respect since my arrival and welcomed me amongst their ranks,” Dooley said to his troops following the passing of the battalion’s colors. “You all are truly inspiring, and I will strive every day to earn the privilege of standing beside you as your commander.” Hinkel also praised the local community and the support they’ve given him and his troops during his tenure at the 2NSB. When asked what he’d miss most about Italy, Hinkel didn’t hesitate to reply. The people, the food, and the coffee, he proclaimed.

ENERGY CONSERVATION Water Conservation Starts at Home From NSA Naples Energy Management Team

Did you know you are likely to use between 80 to 100 gallons of water each day? Every Single day! That’s more than 29,000 gallons each year. The largest household use of water is flushing the toilet. We are literally flushing one of the earth’s most precious resources down the toilet. And there is much you can do to conserve water. Every drop counts. Whether you already have a low-flow toilet or not, be sure it is functioning properly and not leaking. Even though toilets are the biggest household user of water, they aren’t the only way you are wasting water in the bathroom. If you turn off the water while brushing your teeth, you can save up to eight gallons of water per day – that’s nearly 3,000 gallons per year. The shower is another place with the potential to save a lot of water. Not only can you conserve water by installing a low-flow showerhead, but you can also save energy (and money) on water heating. Some people also have their washer and dryer in their bathrooms, leaving yet another way to conserve water in this room of the house. When is it time to do laundry, be sure you are only washing full loads, if you do have to wash a small load, be sure to use the appropriate water level setting. Also, look for ENERGY STAR clothes washers, which clean clothes using 35 percent less water and 20 percent less energy than standard appliances.

CREDO, Gaeta Master at Arms Commit to Suicide-Free Communities From NSA Public Affairs

Four Sailors commit suicide each month, and 22 veterans commit suicide each day, according to a recent report from the Naval Personnel Command. These numbers are disturbing, especially considering that these deaths are unnecessary and preventable. “The effects of suicide can be devastating to a family, command and even a whole community,” Doug McCormick, CREDO registrar said. “One available resource to help prevent these suicides is the Applied Suicide Intervention Skills Training (ASIST) offered by CREDO.” CREDO Navy Region Europe, Africa, Southwest Asia conducted a two-day ASIST seminar last month at the Naval Support Activity Naples Department (NSAND) Gaeta Fleet Recreation center. Ten Gaeta Master-at-Arms learned the time-tested methods to help combat suicidal behavior. McCormick said he hopes that all the Master-at-Arms in Gaeta will receive ASIST training. “It is critical to train as many people with basic skills in case a real-life situation occurs,” McCormick said. “You need to feel confident to give that person first-aid.”

ASIST trainer and CREDO Facilitator Steve Arndt said the ASIST program has proven that it works in the real world to help prevent suicides, and that he was glad to be able to bring this important training to the Gaeta Master-at-Arms. “Master-at-Arms hold unique responsibilities of conducting direct interventions when called upon,” Arndt said. “These Master-at-Arms took their ASIST training very seriously, so they could become better skilled at helping their fellow Sailors.” Master-at-Arms 1st Class Arthur Penrod said he was grateful for the opportunity to receive the ASIST training, which, he says could help his fellow Sailors, especially since Gaeta is about an hour-and-a-half from Support Site, and additional help. “It allows the first responder to deal with a possible suicide situation at the time of incident,” Penrod said. “Having the ability to talk to the person while waiting for a specialist to come from Naples is a huge lifesaver.” MA1 Brady Thompson who was lifting weights at 5:30 a.m. at the gym thought about the scheduled ASIST training he would be receiving later that day and wondered, “How am I going to sit through two days of sui-

cide training?” Half way through the training Thompson, who for 15 years has attended suicide prevention training, realized that ASIST takes a very different approach. “I have never been through such an informative and practical way of intervening in a suicide case,” Thompson said. “When the day was over I did not know where the time had gone. ASIST provides better situational awareness on suicide responding procedures.” There are so many things which contribute to suicide that there’s no way to prevent everything, CREDO wants to help people catch this before it starts and this is what this particular class focused on. “Think of intervention as first aid,” McCormick explained. “ASIST is not long term care, but it helps people to get the care they need now, to help them in the early stages.” ASIST training is available for everyone 16 or older – regardless of prior experience – who wants to be able to provide suicide first aid. ASIST’s suicide intervention skills are essential tools in the advancing a lifeaffirming command climate and outcome for those at risk.

“I did not expect to be so impressed with the effectiveness of this training,” MA1 Christopher Parish said. U.S. Naval Hospital (USNH) Naples celebrated the opening of a first-of-its kind embedded Army Medical Home in its hospital with a cake cutting ceremony March 29, 2017. The clinic offers one-stop health care services to U.S. Army commands in the Naples area. “This is the first Navy military treatment facility worldwide to open an operational unit inside its medical home,” USNH Naples Commanding Officer Capt. Steven Blivin said. “I am so proud of how the Navy and Army are working together in order to take care of our warfighters.” The new embedded Army Medical Home, headed up by a Navy primary care physician assistant, will care for the almost 250 soldiers in the region. The clinic offers same-day acute care and primary care services. It expands the Navy Medicine mission of ensuring the Navy and Marine Corps family is healthy, ready and on the job, to include the Army. “I am sincerely humbled and blessed for the tremendous care that our Soldiers and their families receive here at the hospital,” Commander, Allied Forces South (AFSOUTH) Battalion. Lt. Col. John Misenheimer said. “In bridging the

different terminology of the services, is nice to know that we are speaking the same language.” Through the Navy’s collaborative efforts with Army leaders, areas of opportunities to improve medical readiness for soldiers in the region were identified in the planning of the embedded operation unit. For example, due to frequent travel many soldiers have challenges maintaining dental health. Another challenge was how to ensure the timely recording of physical health assessments – which record service members’ medical readiness to accomplish their missions – across the branch-specific electronic health records. The collaborative health care efforts addressed these challenges and also eliminated duplicative work and unnecessary delays associated with Soldiers’ inabilities to seek care at an Army facility. The embedded Medical Home team is equipped to serve soldiers that often need to meet specific service-related health care requirements vastly different from the Navy. The clinic has established Armyspecific checklists within its Physical Health Assessments Department, and has teamed with the hospital’s Patient Administration Department to have medical profiles entered

directly into the Army Medical Protection System (MEDPROS) to ensure Army unit commanders have a true gauge of the medical readiness status of each Soldier. “Our mission is to promote and strengthen the global ready force and be the best medical home away from home,” USNH Naples Lt. Cmdr. Dominic Romanowski, the physician assistant heading up the Army Medical Home, said. “U.S. Naval Hospital Naples proudly looks forward to having the Army achieve their medical readiness goals and jointly be prepared to effectively support globally integrated operations and mission planning around the world.” USNH Naples is the largest naval hospital in Europe. The secretary pointed out that President Donald J. Trump has directed a review of U.S. policy in Afghanistan. “This dictates an ongoing dialogue with Afghanistan’s leadership,” he said, “and that’s why I came here: to get with President Ghani and his ministers and hear directly and at length from … General Nicholson to provide my best assessment and advice as we go forward.” That advice, he added, will go not only to the president, but also to the NATO secretary general and all the troop-contributing nations with which the United States coordinates and collaborates. The teamwork between the U.S. and Afghan governments, their diplomats and their international military contingents has achieved high levels of partnership, the secretary said. “In a word, I find it impressive,” he added. 2017: Difficult Road Ahead The review in Washington of the Afghanistan mission is a dialogue that includes Secretary of State Rex Tillerson, the president and his staff in the White House, and “I’d say we’re under no illusions about the challenges associated with this mission,” Mattis said 2017 will be another tough year for the Afghan security forces and the international troops who will continue to stand shoulder to shoulder with Afghanistan and against those who seek to undermine the nation’s legitimate government, Mattis said. He called on the Taliban to work honestly for a positive future for the Afghan people. “They need only to renounce violence and reject terrorism,” he added. “It’s a pretty low standard to join the political process.”

Navigating the motor vehicle registration requirements for Allied Forces Italy (AFI) members can seem daunting at times. The staff of the Motor Vehicle Registration Offices (MVRO) at both the Support Site and Capo bases are the local experts not only in regards to the rules and regulations governing vehicle registration and operation, but also as a resource to plan the best strategy for whatever type of transaction, issue, or concern their customers face. A call ahead or a quick stop into the office to chat with one of MVRO’s registration assistants can avoid time wasted retrieving missing documents or other extra steps, and may even help avoid breaking AFI regulations which may result in customs dues and other penalties owed by the registered vehicle owner. One regulation that can be a stumbling block for AFI personnel is the requirement to register all vehicles in the AFI system. This requirement may be troublesome for personnel who ship a motorcycle or other vehicle to Italy that they opt not to use while stationed in Naples. Frequently, MVRO customers ask, “But I don’t drive it, why do I need to have it registered? Renew the registration? Pay Road Tax?” The AFI vehicle registration system is completely separate from the economy system and AFI members have tax exemption and other privileges. All AFI vehicles, to maintain that taxfree status, must be and remain registered in the AFI system throughout the member’s tour in Italy. Otherwise, customs fees and other penalties may be owed. Some common examples of the effect

of this regulation include motorcycle owners who ship a bike and subsequently decide not to operate it in Italy. Every shipped vehicle arriving in Italy clears customs upon arrival, and proof of subsequent AFI registration is required to clear customs going out of the country. Occasionally, a motorcycle gets delivered in Household Goods without being first registered in the AFI system. In order to ship the bike out of the country, the vehicle owner is required to register the motorcycle and must pay back road taxes, which is never a pleasant surprise. In other cases, AFI members may work out a reduced rate with their insurance company, often referred to as “storage” insurance. For AFI purposes, there are no exceptions to maintaining the registration requirement. All vehicles owned by AFI members, being operable or not, must be and remain registered. The road tax paid for registration purposes on secondary vehicles is a personal property tax, not a usebased tax, and therefore cannot be exempted as long as the vehicle is owned by an AFI member. Additionally, insurance requirements can never be exempted. It is possible, on a case-bycase basis, to be approved by MVRO to keep a motorcycle or other vehicle “stored.” Any exceptional exemptions to require-

ments can only be granted by senior MVRO leadership and are very specifically tailored to the AFI member’s situation. In general, AFI members need to plan on registering, renewing, and insuring every vehicle he or she owns, keeping in mind that three vehicles is the limit. Shipping back a vehicle that is not being used seems like a logical alternative to this rule. However, generally, AFI members can only export vehicles without paying customs in the last 90 days of a tour, to include exportation by driving to another EU country. In short: once a vehicle is in Italy, it must be registered for the duration of the tour. Before any exportation, change of status, or transfer of a vehicle, all AFI members are encouraged to get in touch with MVRO for specific information and guidance. MVRO staff members are always happy to review a customer’s situation and offer guidance on the most successful and simplest solution. MVRO’s hours are currently: Monday-Thursday by appointment from 7:45 to 11:45 a.m. and 12:45 to 3:30 p.m. Fridays hours are on a walk-in basis from 7:45 to 11:45 a.m. and 12:45 to 3 p.m. The offices are typically closed for training at 11:45 a.m. on the third Thursday of each month. I learned a lot about life below the sea and how people are making a negative impact on those creatures making it harder for them to survive. The next day, our parents took us to the Sansevero Chapel Museum in downtown Naples. We went to see the Veiled Christ which was made by Giuseppe Sanmartino in 1753. The detail was so incredible it was hard to believe this masterpiece was chiseled out of marble. I know there are thousands of amazing sculptures and statues in Italy and around Europe and that I will never get a chance to see them, but if I could only pick a few to see in person, the Veiled Christ should be at the top of your list. As we left the central area of the museum where the statue was on display, we had another treasure waiting in the next room.
