Eagle Scout Projects Help Renovate Thrift Shop By MC1 Daniel Barker NSA Public Affairs

The Thrift Shop on NSA Naples Support Site is undergoing a facelift, thanks in part to Troop 007 Boy Scout Eagle projects. The Thrift Shop is a community resource that relies on donations and volunteer efforts that give back to the local community. “Basically what we are trying to do is just rejuvenate and breathe new life into the thrift store,” Store Manager Melanie Brokoski said. “The Thrift Shop serves a huge service to the community. We are a huge recycler of everything. If we weren’t here, all of this would go into a trash dump.” Operated by the NOSC, the Thrift Shop also contributes to Department of Defense school organizations, clubs and sports teams in addition to offering support for community events, USO, MWR and Navy and Marine Corps Relief Society. Other programs include the Gift Basket Program, Free Book Program, SOY Support and Personal Emergency Fund. “From the profits we make we contribute to the community. Last year we gave

in excess of $40,000 to local scholarships and then we gave additional funds to different local organizations like children’s basketball and the Boy Scouts. This is a huge community part that some people don’t even know exists,” added Brokoski. Jacob Kemp, 13, an Eagle Scout Candidate has been working to help Brokoski renovate the Thrift Shop

through his Eagle Scout Service Project. “Recently we have been working on painting the walls, repairing and building things like bookcases,” Kemp said. “Later we will finish organizing donated books; some will go on the bookcases for sale, others we will deliver to area organizations like the hospital and bachelor housing.” Kemp along with fellow

The NATO alliance has been challenged in the past year, but the alliance’s 28 member nations are responding, NATO Secretary General Jens Stoltenberg said in Brussels on January 28. The secretary general briefed the press as part of his annual report on the alliance. No one can ignore the challenges, he said. “We saw this in the brutal terrorist attacks in our cities and in the biggest refugee crisis in Europe since World War II,” he said. “We also saw it in Russia’s continued actions in Ukraine and its recent military build-up in Syria and the Eastern Mediterranean.” But, he noted, NATO countries rose to face these challenges together. “We implemented the greatest strengthening of our collective defense since the end of the Cold War,” Stoltenberg said. “And cuts in defense spending among European allies have now practically stopped.” Since the end of the Cold War, NATO allies aimed at 2 percent of gross domestic product being spent on security. Few countries managed that – the United States being one. Now the defense cuts have stopped and seem to be reversing, Stoltenberg said. “In 2015, defense cuts were close to zero,” the secretary general said. “Five allies now meet our guideline on spending 2 percent of GDP or more on defense. Sixteen allies spent more on defense in real terms in 2015, and 23 allies increased the amount they are spending on new equipment.”

This week NSA Naples conducted an Anti-Terrorism/Force Protection (ATFP) exercise, Reliant Pulcinella 2016. The week long exercise simulated a number of varying emergency situations at all installation locations, and I’m sure many of you heard Giant Voice during the week. The annual exercise provides essential training for the entire NSA Naples team to practice responses and procedures required to effectively react to threats and other situations that could endanger the community. This week we simulated suspicious packages, active shooter, vehicle born improvised explosive devices and many other scenarios. Even though the exercise focused primarily on our first responders and decision makers, we all have a stake in community safety and I would like to thank everyone who participated in the events for their hard work, their focus, and their patience. We’re already processing the lessons learned from RP’16, making improvements to our security procedures and posture, and preparing for next year. I urge everyone in the community to take a little time to think about your own emergency action plans. Make sure everyone knows how to contact emergency dispatch and other family members in an emergency situation. Select meeting points for the family if you need to evacuate the home. Pack an emergency kit is ready in case you need to leave the house on short notice. Being prepared for the unexpected is a goal all community members should strive for. The Navy maintains a lot of good information on the Ready Navy website at http://www.ready.navy.mil/. Please take a look. The beginning of February marks the beginning of Black History month celebrating the history and contributions of African Americans. The Navy has a rich history of contributions from the African American community; contributions that make us the proud service we are today. Black History month is set aside to illuminate the African American threads that together weave our service’s sails. This month the city of Venice is celebrating Carnival, world famous for its specialized masks. After its initial introduction said to celebrate the victory of Venice against the Patriarch of Aquileia in 1162, the festival was banned in 1797 until its reintroduction in 1979. Easy access to festivals like Carnival is one of the many benefits of living in Europe. Being stationed at NSA Naples means the airport is a short walk from the office and the train station a bus ride away. With spring and summer quickly approaching please plan ahead to take advantage of the opportunities for exploring Europe’s many treasures. Be safe and have a great weekend!

Italian Anti-Smoking Regulations Now in Effect Last year the Italian government passed anti-smoking regulations aiming to reduce the number of smoking-related deaths in Italy. In Italy there are some 10.3 million smokers and some 83 thousand deaths each year due to smoking. The new measures, based on European Union directives, came into effect on Tuesday and include a smoking ban in cars with children or pregnant women. Anyone found breaking the new law could be fined up to 650 euros. Other measures include photos of blackened lungs and written warning signs. Tobacco companies have been given until May to bring their packaging in line with new laws. New measures include a smoking ban in front of hospitals, penalties up to 8,000 euros for shops caught selling cigarettes to minors and threat of license revocation, a ban on the sale of electronic cigarettes to minors, and a ban on advertising electronic cigarettes on Italian television between 4 and 7 p.m. Tossing gum, receipts and cigarette butts on the ground could result in fines up to 300 euros. First Child in a Generation Born in Ostana Ostana, a small town in the Piedmont region of Northern Italy, celebrated its first baby in nearly 30 years; the last baby was born in 1987. The town, as many other small villages in Italy, had its population fall dramatically over the past century as young people move to big cities to find work. There were around 1,000 people in the past and with the birth of the baby the population is up to 85 now. A campaign to save some of Italy’s most beautiful villages was launched last year for Civita di Bagnoreggio, a hilltop village that had a population of 3,000 and now just a few residents live there during winter, although it is visited by 600,000 tourists per year. Experimental Low Energy House to be Built in Campania The first nearly zero-energy house will be built in Campania in the Benevento province. It is the first experimental building of this type in the Campania region and one of the first in Italy. The house will have an area of 67 square meters (721 square feet) and it will be built

on land owned by the University of Sannio and coordinated by the Engineering Department. Engineers will use materials and technologies to combine high heat resistance and thermal insulation, home fixtures will be high performance and energy efficient. The home will also feature renewable energy and solar panels. The house will also be “smart” with doors that open and close automatically, lights will turn on and off independently, and the climate control system will adjust itself according to the outside temperature. New private homes will have nearly zero-energy characteristics starting at the end of 2020. Italian Monuments Going Purple for International Epilepsy day Monuments across Italy will be lit up with purple for International Epilepsy Day on February 8. This initiative is to raise awareness of the widespread neurological disease that in Italy affects roughly 500,000 people, with about 30,000 new cases diagnosed each year. The leaning tower of Pisa, the Barcaccia fountain in Rome and the Maschio Angioino castle in Naples are just three of the monuments that will be tinged with the internationally recognized symbol of epilepsy for the event that takes place on the second Monday in February each year. Italians Consumer Trends Changing The Italian national statistics agency (ISTAT) updated its basket of goods for inflation calculation. The basket of items represents Italian consumer trends now includes tattoos, men’s shorts, girls’ leggings, LED light bulbs, vegetable-based drinks, Internet, telephone services, student lodging, used cars, electric drills, integrated TV and electrostatic dust cloths. Tickets for sleeping cars on trains were taken off the list due to the increasing number of high speed trains. Mussolini’s Yacht Seized Italian police seized a yacht that once belonged to Dictator Benito Mussolini. The yacht was owned by a businessman suspected to be linked to a Rome-based organized crime network. After an investigation, custom police confiscated $47 million in assets, including real estate and luxury cars. The yacht was given to Mussolini as a gift in the 1930s but was deliberately sunk in 1943 to prevent it from falling into German hands. It was hauled out and restored after the war.

Proudly known as the “Big E” to all who served onboard, she was a veteran of 25 deployments to the Mediterranean Sea, Pacific Ocean, and the Middle East. Enterprise steamed overnight to the North Arabian Sea, and once again, “Big E” took her place in history when she launched the first strikes in direct support of Operation Enduring Freedom. After serving for 51 years of distinguished service, Enterprise was inactivated December 1, 2012, at Norfolk Naval Station, in Norfolk, Virginia.

After joining the Navy to be a dental technician, Hughes embarked on a professional journey that would allow him to experience an array of duty stations to include 2nd Dental Battalion of Camp Lejeune, North Carolina, and Combat Logistics Company out of the Helmand Province region of Afghanistan before reporting to U.S. Naval Hospital Naples last spring. Hughes is a vital asset to the Naval Branch Health Clinic’s Dental Team where he works hand-in-hand with senior officers, junior enlisted sailors, and civilians in the mission of delivering uncompromising health and hygiene services. His leadership, clinical expertise, and positive attitude have significantly contributed to the provision of higher quality patient care. He is also an active member of the Command’s Career Development Team in which he provides mentorship to sailors about professional and personal growth. The Navy has allowed him to serve his country and fulfill his personal goals of completing college level education and travelling. His other goals include advancing to Petty Officer First Class and eventually becoming a Dental Officer. He finds motivation within his wife and son. His favorite quote is, “Start by doing what’s necessary; then do what’s possible; and suddenly you are doing the impossible” by Francis of Assisi.

Navy COOL Mobile App Now Available From Naval Education and Training Command Public Affairs

Sailors can now access several tools and resources found on Navy Credentialing Opportunities Online (COOL) via their mobile devices with a new Navy COOL application that launched January 28. The Navy COOL app, available for both Android and iOS/Apple devices, is designed to help Sailors, both enlisted and officer, to find information on credentialing, career development, and civilian crosswalks related to their military occupation. “This new app provides an expanded capability for Sailors to help them translate the skills they’ve learned on the job into civilian credentials, career growth opportunities and related civilian occupations,” said Keith Boring, Navy COOL program manager. “The app is a great complement to our newly redesigned website and provides extra features that I think Sailors will find handy to have at their fingertips.”

Besides credentialing information, the app provides enlisted members with Learning and Development Roadmaps (LaDRs), which are ratingspecific online guides that explain in detail what Sailors need to succeed at specific points in their career. Additional app features include snapshots of related civilian occupations and United Services Military Apprenticeship Program (USMAP) trades, along with generic joint service transcripts associated with each enlisted Navy rating. Rating Information Cards also provide summary information such as school locations, training time, qualifications and working environment. These and the other features within the app are particularly useful for recruiters and career counselors, especially when they are on the go, as they advise potential recruits and Sailors of professional options available to them. “The Navy COOL app is another valuable tool that will provide training and resources to our Sailors to support

their Navy career and beyond,” Rear Adm. Mike White, commander Naval Education and Training Command, said. “We want to ensure, especially with today’s younger generation that we’re giving them the means and tools to access information wherever they are, when they want it and in ways they find most convenient for them.” For enlisted Sailors and veterans who are not using Navy COOL to fund credentialing exams and fees, the app also provides a gateway to Department of Veterans Affairs GI Bill funding options. The Navy COOL app is a bring-your-own device (BYOD) tool designed to work on personal devices outside of the NMCI domain. Users can download the Navy COOL app from the Apple store and Google

Play Store at no cost. The Navy COOL app is the latest in a series of apps produced by the U.S. Navy Sea Warrior Program (PMW 240). Other recent apps include the Final Multiple Score Calculator, Operations Security General Military Training (GMT), and Domestic Violence GMT. Carter Announces 12 Weeks Paid Military Maternity Leave, Extended Child Care Hours, Other Benefits By Lisa Ferdinando DoD News

The Defense Department is increasing military maternity leave and instituting other changes to support military families, improve retention and strengthen the force of the future, Defense Secretary Ash Carter announced January 28. Women can now take 12 weeks of fully paid maternity leave, Carter said. The 12week benefit is double the amount of time for paid maternity leave from when he became defense chief nearly a year ago. “This puts DoD in the top tier of institutions nationwide and will have significant influence on decisionmaking for our military family members,” Carter said. While being an incentive for attracting and retaining talent, he said, the benefit also promotes the health and wellness of mothers through facilitating recovery and promoting feeding and bonding with the infant. The announcement builds on previously announced initiatives on strengthening the force of the future, he said. Those previous reforms, he added, included opening all remaining combat occupations to women. Parental Leave, Support for New Parents The maternity leave decision applies to all service members in the active duty component and to reservecomponent members serving in a full-time status or on definite active duty recall or mobilization orders in excess of 12 months. The 12 weeks is less than the Navy’s decision last year

to institute 18 weeks of fully paid maternity leave, Carter noted. Sailors and Marines who are currently pregnant or who become pregnant within 30 days of the enactment of the policy can still take the full 18 weeks of paid leave, he said. To better support new mothers when they return to work, Carter said, he is requiring that a mothers’ room be made available in every DoD facility with more than 50 women. Increasing Hours of Military Child Care The Defense Department subsidizes child care on military installations to ensure its affordability, Carter said. However, he added, military families often have to use outside providers because the hours at military child care facilities do not align with the work schedules of service members. With those challenges in mind, the Defense Department is increasing child care access to 14 hours of the day across the force, he said. “By providing our troops with child care they can rely on from before reveille until after taps, we provide one more reason for them to stay on board,” he said. “We show them that supporting a family and serving our country are by no means incompatible goals.” Remain at Current Location With Additional Obligation Carter noted that military members might want to stay at their current location for a variety of family-related reasons, such as wanting to remain near relatives, be close to a medical facility that spe-

cializes in care needed for a child with a medical condition, or have a child finish out the same high school. When the needs of the force permit, the secretary said, commanders will be empowered to make reasonable accommodations to allow service members to remain, in exchange for an additional service obligation. Greater Flexibility in Family Planning The military asks its men and women to make incomparable sacrifices, Carter said, potentially putting them in situations where they could suffer injuries that would prevent them from having children in the future. Taking into account the tremendous sacrifices military members make, the Defense Department will cover the cost of freezing sperm or eggs through a pilot program for active duty service members, Carter said. The department also is looking at how it can provide reproductive technologies like IVF to a wider population, he said. Currently, DoD provides reduced-cost treatment at six locations. These benefits provide the force greater confidence about their future, and they allow greater flexibility for starting a family, Carter said. They are one more tool, he said, to make the military a family-friendly employer that honors the desires of those who want to commit fully to their careers or serve courageously in combat, while preserving their ability to have children in the future.

The NATO Response Force has more than 40,000 troops, and its core – the very high readiness Spearhead Force – is now operational. “I was really impressed when I saw it in action at its first deployment exercise in Poland,” the secretary general said. The alliance is also establishing eight force integration units or small headquarters in the eastern countries, Stoltenberg said. “They support planning, training and reinforcements, if needed,” he said. “To combat hybrid warfare, we are improving our intelligence and early warning.” NATO is also streamlining the decision-making apparatus, and enhancing its cyber defenses, the secretary general said. “Last year, we conducted around 300 allied exercises, including the largest and most complex one in over a decade, with over 36,000 troops, 140 aircraft, and 60 ships from over 30 different nations,” he said. In 2016, the alliance will increase the number and scope of exercises, Stoltenberg said. Russian aggression in Ukraine continues and the Eastern allies are particularly worried. “We have visibly increased NATO’s presence in the eastern part of our alliance,” he said. “Over the last two years, Russian air activity close to NATO’s European airspace has increased by around 70 percent. In response, allied aircraft scrambled over 400 times to intercept Russian aircraft.” In the south, the alliance increased the presence of airborne warning and control system aircraft over Turkey, and the alliance has made substantial progress with our new alliance ground surveillance system, “including the first test flight of one of our new Global Hawk drones,” the secretary general said. “This system will provide real-time intelligence to our commanders in theater.” Stoltenberg praised the arrival in Spain of two more U.S. ships carrying the Aegis ballistic missile defense system, and touted progress on the Aegis Ashore facility in Romania. “This spring, we will break ground for a new site in Poland,” he said.

The Afghans face significant challenges, he said, but they are holding their ground. “We decided in 2015 to maintain our current level of troops this year,” the secretary general said. “We are looking at how we can contribute to the funding of the Afghan security forces until 2020.” Stoltenberg also addressed the global coalition to counter the Islamic State of Iraq and the Levant. “The coalition’s high degree of interoperability is a key asset,” he said. “To address the root causes of instability, NATO is working even closer with our partners in the region. We are building the defense capacity of Jordan. We will soon start training Iraqi officers, and we are working with Tunisia on special operations forces and intelligence to help them be stronger in defending themselves.” NATO continues its mission in Kosovo, which continues to bring much needed security and stability to a region that has been highly volatile, the secretary general said. Last year, Stoltenberg noted, “we [made] another important decision, which will advance stability in the Western Balkans: We formally invited Montenegro to begin talks to become the 29th member of NATO." Accession negotiations will begin in mid-February, he said. “In less than six months from now, allied leaders will meet at our summit in Warsaw,” the secretary general said. “We will take the next steps to strengthen our defense and deterrence. We will decide on the right balance between a forward presence in the east and our ability to reinforce.” In the years ahead, Stoltenberg said, NATO will remain an anchor of stability; staying strong, open for dialogue, and working with partners around the world.

Naval Hospital Naples Celebrates National Children’s Dental Health Month By HMC(SW/AW) Jonna Obermiller

February is National Children’s Dental Health Month in the United States. The Directorate for Dental Services at U.S. Naval Hospital (USNH) Naples is celebrating the entire month with a series of events and activities geared toward educating children and families about the importance of good oral health care. Beginning early in the month, staff from the dental clinic will be visiting Naples Elementary School (NES) and providing informative and entertaining classroom presentations stressing the importance of oral health. Students will learn different ways to prevent cavities, when to expect changes from primary to permanent teeth, proper brushing and flossing techniques, and healthy eating habits. Students will also learn the importance of regular dental examinations. “A healthy smile is important to a child’s overall health and self-esteem. With proper care, a balanced diet, and regular dental visits, their teeth can remain healthy and strong. Our dental staff recognizes the importance of education, prevention, and the treatment necessary for children to maintain good oral health.” ac-

In an effort to raise awareness about the importance of oral health, the dental clinic will also be sponsoring a coloring contest using the American Dental Association’s 2016 campaign slogan “Sugar Wars.” The contest winner will receive a Philips Sonicare toothbrush as a prize. Coloring contest sheets will be available at the dental clinic and at the display in the atrium, and above, in the “Color Me” section. Oral health can be achieved largely through good dental habits learned early and reinforced throughout life. Tooth decay (dental caries) is the most prevalent chronic disease in children, and is almost entirely preventable. The Directorate for Dental Services looks forward to this month’s celebration and raising awareness of safe and effective preventive measures that can protect teeth.
