This year’s holiday season kicked off on Support Site with Navy Community Recreation’s Holiday Village Tree Lighting event the evening of December 2. Artificial snow fell as hundreds of eager onlookers started a countdown to 6 p.m. in anticipation of the tree lighting. When the festive holiday lights came to life, cheers and applause filled the Village Forum Courtyard as the holiday season was officially started. The event was free and open to all U.S. and NATO ID card holders, as well as local national employees with access cards and their immediate family members. “This year’s event was really special for the children,” Petty Officer 1st Class Nelida Mack said. “They especially enjoyed the laser countdown and snow machine, it was just a very festive atmosphere for everyone.” There were many activities including a 3K Ugly Sweater Run, a Holiday Market, a Holiday Greeting Card Contest, performances from the Naples Middle High School, Naples Elementary School and the Chapel Catholic Children’s Choir. Armed Forces Network Naples broadcasted from location, the Navy Rock Band provided live holiday music, there were food vendors, and of course a special visit by Santa Claus was one of the highlights of the evening.

Naples is now aglow with holiday illuminations welcoming locals and visitors alike to its alleys, streets and squares, and especially to Rotonda Diaz as host to Naples’ massive Christmas tree also known as N’Albero. As tradition goes, the explosion of Nativity tableaux in the quaint Naples historic center has been, for ages, the major attraction to the city this time of year. Also bringing Christ-

Christmas Magic in and Around Naples mas cheer in the air have been holiday markets with rustic stalls filled with local arts and crafts. Remarkably this year, Christmas villages, fairs and markets have mushroomed in many districts of the city with some being held with Northern European/Tyrolean style chalets as venues. As expected, they are packed with enticing Yuletide symbols, handicrafts, toys, dolls, sweet treats and aromas inevitably kindling the holiday spirit and shopping fever.

Combat Integration: The First Year of Firsts One year ago, I announced that the Department of Defense would be opening all combat positions to women. As I have said repeatedly over my time as Secretary, our military is strongest when we draw from a pool of all eligible women and men who possess the skills and talents necessary to meet our standards. The defense of our nation depends upon all of our people, especially the men and women who have performed so valiantly in combat over the last 15 years. The discipline and commitment that have marked our military Services’ leadership of this change has been the keystone of our success. I’m pleased to announce that each of the military Services and U.S. Special Operations Command (SOCOM) are on track with implementation efforts and seeing positive results and lessons that will make our force stronger. In this first year of implementation we have witnessed many “firsts” making the policy change a reality. The Army has seen the fruits of thoughtful implementation as our first 10 women graduated from the Army’s elite Ranger school. We’ve seen the Army’s first female enlisted infantry soldiers, and this week 13 women graduated from Army’s first integrated Armor Basic Officer Course. Navy selected the first 38 enlisted female sailors to serve aboard a submarine, USS Michigan, in June 2015.

This week we remember the surprise attack on Pearl Harbor that took place on Dec. 7 1941, a Sunday that will “live in infamy.” The naval base at Pearl Harbor was recognized by both the Japanese and the United States Navies as a strategic target. However, its distance from Japan, shallow harbor, defensive capability, and poor intelligence convinced senior U.S. officers that an attack on Pearl Harbor was unlikely. Unfortunately, as we now know from history, Vice Admiral Chuichi Nagumo took his ships to sea on 26 November 1941, with orders to abort the mission if he was discovered, or should diplomacy work an unanticipated miracle. Before dawn on the 7th of December, undiscovered and with diplomatic prospects firmly at an end, the Pearl Harbor Striking Force was less than three-hundred miles north of Pearl Harbor. The attack on Pearl Harbor has been recounted numerous times across a wide range of mediums, and stands as one of the largest surprise attacks launched on U.S. forces. It directly led to our formal declaration of war on the following day and shall be forever memorialized. Over the Dec. 3 weekend we celebrated the beginning of the holiday season with our annual holiday Tree Lighting. The event featured great music, food and an impressive light show including lasers and “snow”. Don’t worry if you missed out on the celebration - there are lots of ways to celebrate around Naples, around Italy, or around Europe. If you have not booked your trip yet, and want get away, MWR and USO have a bunch of opportunities available. In Naples there are holiday lights, holiday performances such as the Nutcracker Ballet at Teatro San Carlo, and markets that will be open throughout the season. A short drive away the city of Salerno has already put up its famous holiday lights and market, a great option for a short trip with the family. Of course the most important thing around this time of year is holiday safety. The significant increase in festivities, and travel, when combined with poor weather make situational awareness and safety a top priority. Our mission is important, and we can’t carry it out without you in top condition. So please be safe and have a great weekend. Happy Holidays!

NAVY HISTORY: FIRST SHIP-BASED RADAR INSTALLED

On December 9, 1938, a prototype shipboard radar, XAF, designed and built by the Naval Research Laboratory (NRL), was installed on the battleship USS New York (BB 34). The term “RADAR” was coined in 1940 by the NRL as an acronym for RAdio Detection And Ranging. Under the greatest secrecy, installation on other Navy vessels began in 1940. The new radar proved its worth in detecting the enemy ships and aircraft throughout World War II. NRL’s XAF radar, fondly known as the “flying bedspring,” due to its squareish shape, was the prototype that showed the Navy what this new radio

detecting and ranging system was capable of doing. The XAF radar was installed aboard USS New York (BB 34) in preparation for fleet exercises in the Caribbean in early 1939. During the at-sea exercises, the 200 MHz XAF system successfully spotted aircraft at distances up to 48 miles and ships at 10 miles, and could even follow 14-inch shells in flight. It also detected and pinpointed destroyers making nighttime simulated torpedo attacks. NRL physicist Robert M. Page, one of the developers of the XAF system and inventor of many other radar technologies, was aboard New York and later descri-

bed the reaction after the mock attacks. “These performances were at night, with no possibility of seeing the destroyers. Their lights were out,” Page said. “That really impressed the officers. From then on they were sold on the stuff and they would give us anything we wanted.” Commander, Atlantic Squadron Adm. A.W. Johnson was greatly impressed with the new technology and urged the Navy to use and develop RADAR. “The equipment is one of the most important military developments since the advent of radio itself,” Johnson said. “Its value as a defensive instrument of war and as an instrument for avoidance of collisions at sea justifies the Navy’s unlimited development of the equipment.”XAF’s capabilities resulted in the recommendation for immediate procurement of “10 to 20 of the devices in their present form” for installation on Fleet vessels. The NRL system went rapidly to production by RCA as the CXAM and CXAM-1 models, and by the time the United States entered World War II, these radar units were installed on 20 Navy vessels, mainly heavy cruisers, carriers and battleships. Radar surged in importance, and NRL, which had a wide-ranging program of radio research, developed prototypes of air and submarine radars that were also used during the war. Today, NRL continues to be a leading center for research and development of radar systems.

SPOTLIGHT: CAITLIN KELLEHER Caitlin Kelleher grew up in the small town of Severna Park, Maryland, just a few minutes north of Annapolis, Maryland, the home of the U.S. Naval Academy. At 16, Kelleher began volunteering with non-profit humanitarian organizations. After graduating from high school in 2007, she earned a bachelor’s degree in health sciences at James Madison University in Virginia in 2011. She married her husband in 2014, who is on active duty in the U.S. Navy. Shortly after Kelleher arrived at Naval Support Activity Naples in June 2015 she discovered many opportunities to volunteer with the Naples American Red Cross (ARC). Her selfless charismatic attitude was recognized instantaneously, and she became the new Naples Red Cross Community Volunteer Leader. Kelleher is also a substitute teacher at Naples Elementary School. When Kelleher started at the Naples Red Cross in 2015 there were only three active volunteers, but thanks to her tireless efforts, there are now 62 new volunteers on the ARC team. In Kelleher’s free time she enjoys spending time with her husband and traveling. So far her favorite travel destination has been the Highlands of Scotland, because of the beauty it possesses. Kelleher enjoys living in Naples and will miss Neapolitan pizza, wine and coffee when it is time for her to go. If Kelleher could offer any advice to individuals contemplating volunteering, it is the overwhelming amount of positive feelings and experiences through the friendships she has made with other volunteers at Naples Red Cross. Caitlin believes Red Cross is about the people and how they become family. One of her favorite quotes is from station manager Ken Romero: “If there are more than two Red Cross members together there’s usually food involved.” It is these personal relationships that have helped her cope with the challenges she, and many people have faced living overseas. Being able to give back to the community while building professional development skills has been an unbelievable and enriching experience for Kelleher, and lessons she has gladly passed along to others.

A NATO delegation led by Allied Joint Force Command Naples ACOS J9 conducted its first-ever Expert Staff Meeting, or ESM, with the Qatar Armed Forces in Doha, Qatar on November 22, 2016. The aim of the Expert Staff Meeting was to showcase the various partnership opportunities available, discuss past and present military cooperation activities and to prepare future ones in accordance with Qatar Armed Forces requests and ambition. All military cooperation events evolve from an Individual Partnership Cooperation Program that exists between NATO and the State of Qatar. Brigadier General Kloss, JFC Naples ACOS J9, led the NATO delegation that met with the Director of Military Training, G.H.Q. Military Training Directorate, Brigadier General Khalifa Alnaimi. Military Partnership Representatives from JFC Naples and LANDCOM provided multiple presentations on NATO military structures, its military cooperation programs,

too include various activities and exercises available to Qatar over the next two years. Insightful discussions were had by both parties as this was the first ESM conducted by NATO with Qatar. Not only did the NATO team come away with a better understanding of what types of

training Qatar desired, but Qatar leadership was provided an in-depth look at what training was available. Brigadier General Alnaimi closed the meeting by saying how important it was to have a close relationship with NATO and he was looking forward to conducting ESMs on an annual basis.

There’s a vampire on the loose. Whether you’re at work or on leave or even when you are at home and not using certain devices they are still drawing power, still affecting the environment, and you are still getting charged for them on your monthly electric bill. Lucky for you, stopping this occurrence is as simple as pulling a few plugs. The term “Vampire Power,” also known as Phantom Load, refers to the electricity many gadgets and appliances waste just by being plugged in (even if they’re switched off). There are many electronics that use power while they are not on and are plugged in. After all, what do you think your cell-phone charger does all day while it’s plugged into the wall? If it’s warm when you get home from work, then it’s been using electricity – even if it had nothing to charge. You might think that there is such a small amount of power that nobody would ever miss it right? Well think again because almost 25 percent of electricity used by home electronics occurs while the products are turned off. In the United States alone, vampire power costs consumers more than $3 billion a year. So remember this holiday season when traveling to unplug anything you are not using. Here are a few of the top Phantom Load consumers in the average household: Cell phone chargers, game consoles, TV’s and computer monitors speakers, DVD players, laptops and computers, printers and fax machines, cable boxes and digital video recorders.

CNREURAFSWA Establishes Facility in Redzikowo, Poland From Navy Region Europe, Africa, Southwest Asia Public Affairs

Commander, Navy Region Europe, Africa, Southwest Asia (EURAFSWA) officially established Naval Support Facility (NSF) Redzikowo, November 30, during a base establishment and change of command ceremony in Poland. During the same ceremony, the Polish Force Protection Battalion received their battle flag, officially establishing the host-nation unit which will cooperatively provide security to the Aegis Ashore Missile Defense System (AAMDS) Poland. “The establishment of Naval Support Facility Redzikowo marks the next critical step in this U.S. presidentially-mandated commitment to adapt our capabilities to the threat environment, and reassure our allies and partners that the United States stands ready to fulfill its responsibilities for mutual defense,” Rear Adm. Rick Williamson, commander, Navy Region EURAFSWA, said. The ceremony marked the commencement of operations at the installation; however, administratively, NSF Redzikowo became a command Oct. 1. Since that time, Capt. Christopher Landis has commanded

the unit and oversaw construction of the facilities, manning requirements, and bilateral cooperation with the Polish Security Forces and the local community. He was the Navy Installations Command lead officer for the facility for approximately 16 months prior to taking command. “This is a great day for me, as I am very proud of what my team and I have accomplished,” Landis said during his speech at the ceremony. “To our Polish hosts, thank you for truly making us part of your family here in Redzikowo and the Gmina Slupsk. We are honored to live among you and cherish the friendships and relationships we have built during our short time here.” Landis also thanked the U.S. Army Corps of Engineers and the U.S. Missile Defense Agency for their assistance and cooperation in welcoming him, and for their coordination in the establishment of the installation. He also thanked his family for their continued support during his time overseeing the initial phases of the base establishment. Landis turned over his duties as commanding officer to

Capt. Ricky Gilbert. Gilbert is a career limited duty security officer and NSF Redzikowo will be his first command. In fact, Gilbert is the first security limited duty officer to command an installation. “It is a great privilege and honor to relieve Captain Chris Landis,” Gilbert said. “Over the last year he has demonstrated exceptional skill and judgement and has given me a solid foundation.” He added he looks forward to working with his Polish counterparts and the entire community. Following the change of command ceremony, the Polish Force Protection Battalion received their official guidon, which is the official symbol of the unit. Col. Witold Bartoszek, commander, Polish Force Protection Battalion of Redzikowo, stated this historic ceremony of the combined establishment symbolizes the great cooperation which exists between the United States and Poland. NSF Redizkowo will provide key support to the AAMDS, including the lines of operations such as security, safety, housing, and what is called the core that keep the installations run-

ning, such as utilities. The installation and its facilities remain under construction, as does the AAMDS Poland. As a persistent shore presence for the U.S. Navy in Europe, NSF Redzikowo will cooperate with the host nation and Polish forces to strengthen relationships in order to increase peace and security throughout the region. Once complete, the AAMDS Poland will host the upgraded SM-3 Block IIA missiles. The delivery of this improved weapons system, and the increased ballistic missile defense (BMD) infrastructure under EPAA, will improve the defensive coverage against medium- and intermediate-range threats from outside the Euro-Atlantic area. The European Phased Adaptive Approach is the United States' multiphase effort to field capabilities offered as the U.S. voluntary contribution to the NATO BMD mission to counter threats from outside the Euro-Atlantic area. This multi-year, multi-phase effort includes Aegis BMD-capable ships based in Rota, Spain; AAMD sites in Redzikowo, Poland, and Deveselu, Romania; a forward-deployed radar in Turkey, and a command and control network located at Ramstein Air Base, Germany.

The Marine Corps has also seen positive results as the first enlisted female rifleman and machine gunner made lateral move requests to infantry jobs in May 2016. Additionally, the Marine Corps’ first female field artillery officers are assigned to operating forces after completion of the Field Artillery Basic Officers Leader Course. Interest in the Air Force’s battlefield airmen career fields has increased, with 18 women attempting initial training. I am proud to say that the first woman has entered training to become a tactical air control party airman. The military Services are making positive progress by continuing to apply transparent and objective standards to all career fields, ensuring that leaders assign tasks, jobs, and career fields throughout the force based on ability, not gender. We are continuing to use standards informed by today’s realworld operational requirements and experiences gained over the last decade and a half of war in Iraq and Afghanistan. As a result, our military will be even better at finding and training not only the most qualified women, but also the most qualified men, for all military specialties. While we’ve found that the standards are challenging for both men and women, I believe that this will make our force all the more ready to defeat new

and emerging threats. Now, the fact that we’re holding everyone to the same high standards may mean that in some cases, equal opportunity may not always equate to equal participation. Army and Marine Corps have assigned female leaders (officers and/or NCOs) to serve both as role models and guides for junior enlisted women and, as appropriate, advocates for the female perspective. We do this by assigning these female leaders to newly opened training opportunities in our schools and to units prior to assigning junior enlisted women to those same organizations. This helps ensure adequate female representation in key positions. The Army has accessed or transferred 75 female leaders into combat positions. All of the military Services have focused on educating

the force as a critical component of long-term success, including training to emphasize dignity and respect, instructor training on identifying and countering unconscious bias, and training in the prevention of sexual assault/harassment, hazing, and other adverse behaviors. Over this last year we’ve seen women service members volunteer, train, and begin serving in ground combat roles with increased recruitment efforts by the Army, Navy, Air Force and Marine Corps. We have watched as our policy decisions were translated into real, meaningful action, breaking down previous barriers to military service are removed and offering new opportunities by encouraging both women and men to expand their horizons by seeking out and training for elite, challenging, and rewarding combat career fields. As we take steps toward continued excellence, I encourage each of you to share these unique opportunities with women and men alike. Let’s inspire and enable future generations to ensure that the fighting force of the future remains the finest the world has ever known.

Why Is It Getting Colder Outside? From NSA Public Affairs

In the Northern Hemisphere the months of November through February are cold. That’s well known, but why? Many think it’s because the Earth is closer to the sun during the summer and further from it in winter. Actually, that’s not true. In fact, the Earth in closest to the sun about midway through July. So why is winter so cold? It’s because of the Earth’s axis. The axis of Earth is why we have seasons. Imagine there’s a giant disc stretching away from the Sun’s equator and all the planets are within it. This is the Sun’s axis of rotation. The way the Earth is in the disc accounts for our axis. Ours is tilted about 24 degrees away from the Sun’s which is why we experience seasons.

Earth is split into four hemispheres: North, south, east, and west. The northern hemisphere contains the North Pole, and the South Pole lies in the southern hemisphere. During the summer months in the northern hemisphere the North Pole faces the sun which means land there receives more sunlight. This sunlight hits the Earth at a steep angle. At this angle the sunlight spreads out less, making the energy hitting any one spot more intense and accounting for why summer is so warm. In the winter the Sun hits the South Pole at a narrower angle, because of this not only does the Northern Hemisphere receive less sun, but the energy is also lessened, making it colder. That is why summer is hot and winter is cold.
