USO Naples Hosts 10th Annual Naples Got Talent From USO Naples

Three hundred Naples community members gathered this past Saturday at the Naples Middle High School Cafeteria to enjoy the USO’s biggest show of the year the 10th annual Naples Got Talent show. Eleven talented contestants performed as well as a highenergy performance by the Commander, Naval Forces Europe (CNE) Band, “Flagship,” which kicked off the event. The band performed a special Happy Birthday to the USO, which celebrated its 76th birthday last week. Members of the community sang along to the band, and enjoyed special birthday cupcakes to commemorate the organization’s milestone.

The show highlighted the talent of local community members that performed musical acts, dance routines and comedy shows. The three esteemed judges – Rear Adm. Rick Williamson, Commander, Navy Region Europe, Africa, Southwest Asia; Lt. Joel Borrelli-Boudreau, assistant director, CNE Band; and Staff Sgt. Joseph Dirksz, 2nd NATO Signal Battalion – had the difficult duty of narrowing down the number of contestants from 11 to five. In the end, the audience loved the biographical rap stylings of Master-at-Arms Seaman Dedric Palmer of Naval Support Activity Naples Security, who performed under his stage name of “YK.” NAPLES GOT TALENT

Trump Honors Fallen Navy Chief, Details Emerge From Yemen Raid By Lisa Ferdinando DoD News

President Donald J. Trump paid tribute to Navy Chief Petty Officer William “Ryan” Owens, who was killed in a January 29 raid in Yemen that U.S. officials say yielded valuable intelligence. Trump, who traveled to Dover Air Force Base in Delaware yesterday to receive the remains of Owens in a dignified transfer ceremony, hailed the special warfare operator as a hero. “He died in defense of our nation. He gave his life in defense of our people. Our debt to him and our debt to his family is eternal and everlasting,” Trump said at the National Prayer Breakfast here today. The ceremony to receive the fallen hero was poignant – “very, very sad, but very, very beautiful,” Trump said. Owens, 36, of Peoria, Illinois, was assigned to a special warfare unit based on the U.S. East Coast, Pentagon officials said. “Our thoughts and prayers are with his family,” Navy Capt. Jeff Davis told reporters at the Pentagon today. “Chief Owens gave his life in the line of duty while carrying out this important mission.” ‘Valuable and Actionable Intelligence’ The raid yielded “valuable and actionable intelligence” against a determined enemy that has “callous disrespect for FALLEN SEAL

CAPTAIN’S CORNER By Capt. Doug Carpenter NSA Naples Commanding Officer

There has been a lot of activity at NSA Naples this week. EUCOM, Sixth Fleet and many other operational organizations are participating in the final 10 day push of Exercise Austere Challenge 2017. This exercise started in late 2016, and is designed to enhance decision making in a global environment characterized by ever increasing complexity and dangerous transnational actors. During this portion of the exercise many local personnel have been restricted to Capodichino to better simulate the real-world operating environment. Please find creative ways to help our team focus on the task at hand and knock this exercise out of the park Recent headlines highlighted the geologic activity associated with our region and their dangers. In the event of an emergency you should be prepared to act quickly. Our emergency management team is there to ensure our command and community receive the most up to date information and training. The key to success in a disaster situation is having the proper supplies and equipment to ensure you and your family can move to a safe location. In the event of a short term emergency, the NSA Naples first response team is prepared for anything from medical emergencies to fire fighting and all security challenges in between. These men and women are standing watch to ensure we can sleep soundly. If you have ever walked near the flight line on Capodichino you have walked past the training equipment used to practice fighting car and aviation fires. The team does a great job of keeping their skills sharp to ensure our community’s safety. Thank you for all you do! Have a great weekend, stay safe, and don’t forget Valentine’s day is next Tuesday!

Guided-missile cruiser USS Monterey (CG 61) recently concluded its mission in the Mediterranean. While in the U.S. 6th Fleet area of operations (AOO), Monterey conducted two port visits in Spain, the first to Palma de Mallorca and the second to Naval Station Rota, Spain. Monterey remained in the 6th Fleet AOO as part of the overall mission to the area. Monterey celebrated the new year in Palma de Mallorca, Spain. During the port call, command leadership met with Spanish Central Government Representative for the Baleric Islands Delegada Maria Salom and Lt. Cdr. Jose Maria Marquez Montero, a representative of the Spanish Navy. “It was great to be in Palma. Meetings like this strengthened the bonds between the U.S. and our NATO Allies,” Capt. Chris DeGregory, commanding officer of Monterey, said. “We share the same interests of maintaining safety and security of the world’s oceans and sea lanes.” While in Palma de Mallorca, many

Sailors were able to experience the culture of Spain and see the sites. “I was impressed by the beauty of Palma and all it had to offer. I loved the rich history and classic beauty of the island,” Lt. j.g. Christina Valladares said. “My favorite part was visiting the Catedral de Santa Maria.” Monterey arrived at Naval Station Rota for a brief visit before setting out again for home. “The crew had a great time in 6th Fleet, but after a long seven months on deployment, we are all excited to get home and see our families,” Command Master Chief James Stedding said. Monterey, deployed as part of the Eisenhower Carrier Strike Group, is supporting maritime security operations and theater security cooperation efforts in the U.S. 6th Fleet area of operations. U.S. Naval Forces Europe-Africa/U.S. 6th Fleet, headquartered in Naples, Italy, conducts the full spectrum of joint and naval operations, often in concert with joint, allied and interagency partners, in order to advance U.S. national interests and security and stability in Europe and Africa.

HISTORY: FIRST OFFICIAL SALUTE From Naval History and Heritage Command

John Paul Jones, America’s greatest Revolutionary naval commander and founder of America’s naval tradition, while serving as the commanding officer of the sloop-of-war Ranger, received the first official salute to the U.S. Stars and Strips flag by a European country, at Quiberon, France, on Feb. 14, 1778. Jones and French Admiral La Motte Piquet exchanged gun salutes – the first time that the Stars and Stripes, carrying the flag of the new

nation, was officially recognized by a foreign government. Jones and his crew of 140 men had left Portsmouth, N.H., three months earlier for the harbor town of Brest, France, and ultimately the Irish Sea. His mission was to raid British warships in their own waters. One of the greatest naval commanders in history, Jones is regarded as the “Father of the American Navy.” He is buried in a crypt at the U.S. Naval Academy Chapel in Annapolis, Md., where a Marine honor guard stands watch over one of America’s greatest naval heroes.

Updates to Motor Vehicle Registration Office By Kim Nelson

The Motor Vehicle Registration Offices (MVRO) located at Support Site and Capodichino serve the function of handling many aspects of privately-owned and official vehicle registration and operation for Allied Forces Italy (AFI) members, Nationa, and NATO Commands in the greater Naples area. The command’s main functions are licensing, importation and exportation of vehicles via government or private shipping, facilitating process of vehicles with Italian Customs, registration, and issuing tax-free fuel privileges. Because of the broad scope of activities as well as the special circumstances involved in the AFI status, it can be more complicated than what most people are used to when dealing with the Department of Motor Vehicles back home. MVRO personnel are currently working on improving customer access to information to understand the unique requirements of particular transactions and be better prepared. The goal at MVRO is to

be experts on AFI regulations so we can help our service members and civilian support personnel navigate the system to be in compliance, be mobile and be able to focus on the mission as easily as possible. MVRO can be reached during normal business hours by calling DSN 629-6876 or Comm. 081-811-6876 or emailing mvronaples@eu.navy.mil Both offices function by appointment Monday through Thursday, 7:45 to 11:45 a.m. and 12:45 to 3:30 p.m. Fridays are reserved for walk-ins on a first-come, first-served basis with priority given to new arrivals without a vehicle and other urgent issues. Friday hours are 7:45 to 11:45 a.m. and 12:45 to 3 p.m. (with walk-in customers accepted up to 2:30 p.m.) Keep an eye on MVRO’s Facebook page MVRO NSA Naples; here in the Panorama; or in PA notes for updates, information, and changes to office hours, which may vary due to holidays, training and other circumstances. For more details, visit the MVRO section on the CNIC NSA Naples web site at https://www.cnic.navy.mil/regions/cnreurafswa/installations/nsa_naples.html

SPOTLIGHT: ANDREW GUAJARDO

Intelligence Specialist 1st Class (IDW/SW) Andrew Guajardo of Commander, U.S. Naval Forces Europe; Commander, Naval Forces Africa; and Commander, 6th Fleet, may be our resident funny guy with the USO Naples Committee, but his commitment to our volunteer team is no joke. Since April 2014, Guajardo has offered his helping hand to our Naples USO, supporting our mission and making a significant impact in the NSA Naples community. Whether he is supporting thousands of service members and military families transiting through the Capodichino Air terminal, playing a key role with our Taste of Home nights for single and unaccompanied service members, supporting weekly Tuesday Troop Luncheons, serving and cooking for hundreds of fellow service members, to donating his free time on the weekends to support our Family Bingo Nights, which draw approximately 200 members of the community every quarter, Andrew can always be counted on for support, laughs and a lively spirit. Guajardo said that what keeps him volunteering at the USO is the feeling of camaraderie he enjoys when participating in events, and being part of the USO team. “I like the people I volunteer with,” Guajardo said. “The USO Naples staff always ask how I’m doing, and they listen to me.” Since 2014, Guajardo has dedicated 340 hours of dedicated service to the USO Naples mission. “It has been a privilege to work with Andrew, and see this grow and thrive in his commitment to the NSA Naples military community, inspiring other Sailors to do the same,” USO Naples Area Director Sabrina Pullido said. As he prepares to embark on new adventures in his career, we would like to take his opportunity to offer our deepest gratitude to Guajardo for his hard work, service and dedication to the greatest Navy in the world and to our USO Naples. We wish you fair winds, and following seas.

From American Red Cross

The Naples American Red Cross recently celebrated its new office at Capodichino with a grand opening celebration along with its neighbors Navy-Marine Corps Relief Society. The Red Cross team celebrated its new location dubbed the “Fish Bowl” by a local AFN DJ due to its highly visible location between the Capodichino Fit Zone and Community Bank. The event was an opportunity to celebrate the accomplishments of its volunteers and services to the community over the last year. “Our current team in place strives to make connections and our new location makes Red Cross easier find and learn about our services,” Red Cross Field Office Assistant Gretchen Jucha said. During fiscal year 2016 Red Cross volunteers donated more than 8,527 hours of service to the community. “That’s an increase of over a 200 percent from 2015,” Red Cross Regional Program Manager Ken Romero said. The American Red Cross,

Service to the Armed Forces division operates overseas throughout the European and Far East divisions where U.S. Armed Services members and their families live and work, including deployed locations in Kuwait and Djibiouti. “Many folks are not always aware Red Cross has both mobile and reserve staff who deploy with our military,” Romero said. In fact, Romero will be one those Red Cross staffers deploying to Kuwait this month to support the Red Cross mission to ensure emergency communication messages are delivered, along with other quality of life programs. Romero arrived in Italy in August of 2015 and has worked for the Red Cross for more than 25 years. In his role as a mobile staff member he has served all over the world to include Spain, Korea, and Japan, in addition to multiple deployments to Kosovo, Kuwait and Iraq. “It is never easy to leave

your family behind for six months, but it is reassuring to know our Naples military community will be here to continue support them,” he said. In his absence, Jucha will step up in responsibility to serve as the acting Regional Program Manager until September 2017 working with volunteer leadership and community partners to promote its lifesaving and quality of life programs. The American Red Cross shelters, feeds and provides emotional support to victims of disasters; supplies about 40 percent of the nation's blood; teaches skills that save lives; provides international humanitarian aid; and supports military members and their families. The Red Cross is a not-for-profit organization that depends on volunteers and the generosity of the American public to perform its mission. From NSA Naples Energy Management Team

The energy conservation is vital not only here at NSA Naples but among all installations fleet wide. So why are we pushing to conserve energy so much? Well on easy terms, we want to be less dependent on the energy produced by fossil source we have. If you have a car that will go 100 miles before you have to refill the tank, imagine having a car that goes 200 miles before having to refill. The Navy’s Energy Policy is to become more efficient while still being able to perform the necessary requirements to maintain mission readiness and success. Energy is vital for U.S Navy, so the energy conservation program is one of the most important topics. Please do your part and help us to save energy considering that little actions, copied many times, can have a huge impact. Easy example: if you work in a room with three light fixtures complete with three fluorescent tubes, you will spend eight dollars per month for lighting your room. If you can use daylight you will save a large part of dollars. If you use the natural daylight only four hours per day, you can halve the dollars amount. Please consider how many rooms we have here at Capo with windows, it means you can use the natural daylight instead the fluorescent tubes. If we consider just 1,000 rooms we can save 4,000 dollars per month.

SAIL Suicide Prevention Program Launches Navy-wide From Chief of Naval Personnel Public Affairs

The Navy’s 21st Century Sailor Office announced February 6 that the suicide prevention program Sailor Assistance and Intercept for Life (SAIL) is now available Navy-wide at all Fleet and Family Support Center (FFSC) locations. SAIL, which was launched as a pilot program last August in the Pacific Northwest, is designed to provide rapid assistance, on-going risk assessment and support for Sailors who have exhibited suicide-related behavior. It is aimed at supplementing existing mental health treatment by providing continual support through the first 90 days after suicide-related behavior. “We are excited that we are able to bring this important program to the fleet ahead of schedule,” Capt. Michael Fisher, Director, Navy Suicide Prevention Branch, said. “Having SAIL available across the Navy is a great addition to the ongoing work that commands are doing to promote help-seeking behavior, self-care,

and support for our Sailors who reach out for assistance. Instilling hope is the hallmark of SAIL and we believe those Sailors who take advantage of this terrific program will see its benefit.” The Chief of Naval Personnel’s Suicide Prevention Branch is partnering with the Navy’s Bureau of Medicine (BUMED), CNIC and SAIL case managers who are serving as FFSC counselors to run this new program. SAIL is not designed to replace clinical treatment for any suicide related behavior. However, upon receiving information from commands about a Sailor who has demonstrated suicide-related behavior, Suicide Prevention Coordinators (SPC) will work with CNIC, and in turn an FFSC case manager, whose responsibility will be to reach out to the individual Sailor to see if they would volunteer to participate in the SAIL program. Case managers will contact Sailors in the 90 days following suicide-related behavior. Suicide Prevention is a cooperative Navy-wide effort that takes engagement, awareness, and ac-

tion at all commands and ranks. N1, BUMED, CNIC work together to provide a range of resources to include mental health treatment, spiritual counseling, personal wellness counseling, crisis intervention as well as financial education. The Military Crisis Line offers confidential support for active duty and reserve service members and their families 24 hours a day, 7 days a week. Call 1800-2738255 and Press 1, chat online at http://www. militarycrisiline.net or send a text message to 838255. For more information, visit http:// www. suicide.navy. mil

BOTTLED WATER ADVISORY From NSA Public Affairs

Except for those living at the Support Site and Capodichino, bottled water is recommended. Treated water is provided free of charge at a dispenser located outside the Capodichino east parking garage.

All economy leases negotiated through the Housing office have a bottle water clause, which requires the landlord to provide bottled water. Work with landlords to have any water holding tanks disinfected twice a year, and ensure your tap water is disconnected from non-permitted wells and connected only to the city water system.

When Did Valentine’s Day Become a Holiday? By Gary Nichols NSA Public Affairs

Nearly everyone knows about exchanging cards, candy, flowers and other gifts on Valentine’s Day, yet not so much is known about the origins of where this holiday originated. It is believed that Valentine’s Day is named after a martyred Christian priest who lived around 300 A.D. During that time Rome was involved in many bloody and far-flung conflicts. Over the years, these unpopular wars took a toll on the army. Finding new recruits was becoming a major problem. The Roman Emperor Claudius II believed that married men were not joining the army because they did not want to leave their homes and families. Single men, Claudius believed, did not have strong attachments to home and family; consequently, they were easier to recruit. Father Valentine had been thrown in prison on the orders of Claudius II because he had been secretly conducting marriage ceremonies for young couples. This helped to keep new husbands out of the army. In addition to conducting secret marriages, Valentine was also known as a scholar and healer.

According to legend, Valentine’s jailer asked him to cure his daughter, Julia, of blindness, a condition she’d had since birth. He tried every remedy he knew, but nothing worked; she remained blind. Valentine was scheduled for execution on February 14, 278 A.D. On his last night, he wrote a farewell letter to the jailer’s daughter who had befriended him and he signed it “From Your Valentine.” He gave the note and a flower – a yellow crocus – to the jailer to deliver to his daughter. It’s believed that this is where the custom of giving cards and flowers started. When Julia opened her package and picked up the yellow flower she saw brilliant colors for the first time in her life. Her eyesight had miraculously been restored. Valentine was beheaded the next day and buried at what is now the Church of Praxedes in Rome. Julia planted an almond tree near Valentine’s grave to honor his memory. To this day, the almond tree is a symbol of abiding love and friendship. Following his death, Father Valentine was canonized, which means he was made a saint by the Catholic Church. On February 14, 496 A.D., about 220 years after Valentine’s death, Pope Gelasius declared, from that time on that the fourteenth day of February would be known as St. Valentine’s Day.
