The Navy Birthday Ball is almost here! Admiral James Foggo is the guest speaker for the event this year, which is scheduled for October 26. This is an event that you don’t want to miss, so make sure you purchase your tickets by the October 18 deadline. The annual birthday ball is a celebration of the Navy’s heritage, and this year we celebrate 244 years of service to our nation. This traditional ball highlights the service, camaraderie and team spirit we share with each other as America’s lethal fighting force. It’s also a great opportunity to involve our families in the rich military traditions we get to enjoy on a regular basis. Energy Awareness Month is ongoing! The theme across the region is “Every Action Has an Impact.” There is no sharp line between shore and forward deployed operations anymore. What we do in our facilities helps – or hurts – our missions. What have you been doing this month to conserve energy or be more aware of your actions? For me, I’ve been making a conscious effort to take the stairs instead of the elevator and to ensure that a light is never left on in my home when it’s not actively being used. So whether you are military or civilian, American or local national, employee or family member, adult or young person, it doesn’t matter – If you live, work or recreate on one of our bases, you play a role in conserving energy and water in order to support our missions. Pick an energy conservation challenge and see what happens! The Cost of Living Allowance (COLA) on-line Living Pattern Survey (LPS) for Naples, Italy, has been extended until close of business on October 15. We’re in the last few days of being able to complete the survey. Participation in this survey is very important and critical in updating the indexes, which drive the daily COLA rates in our overseas location. Maximum participation is encouraged to ensure the correct entitlements continue to be paid to our service members. Lack of participation may result in reduced or incorrect COLA rates. It only takes about 30 minutes, but can have a long-lasting positive effect on your finances. It’s your money, Team Naples. Better Relations with Italian Support Site Personnel Results in Road Cleanup, Improvements Over the past year Naval Support Activity Naples community members have had issues with damage to vehicles along with the inability for two opposing cars to safely use the back road to Support Site and Housing due to overgrown trees and bushes. Mirabella resolved that issue by cutting trees and bushes – despite heavy rainfall – on October 5 to help resolve the ongoing problem. Now cars can safely travel the back road. Photo by Cav. Italian Museums / Archaeological Sites Once Again Free on First Sunday of Each Month All Italian State museums and archaeological sites will again be free to enter on the first Sunday of the month, as the new culture minister reintroduced this scheme. It was first launched in 2014 with more than 15 million non-paying visitors before it was cancelled by the last culture minister. Free entry sites on the first Sunday of the month include Pompeii, the Colosseum and the Royal Palace in Caserta. Record Number of Italians Emigrating According to a report, half a million Italian people moved away from Italy in the last 10 years. The report said that over 250,000 people aged between 15 and 34 had cost the nation 16 billion euros in terms of the lost gross domestic product. The region with the most departures by far was Lombardy, where last year 20,389 inhabitants decided to leave. It was followed by Sicily, Veneto and Lazio. Most Italian emigrants resettled in other European countries, followed by the Americas. The United Kingdom, Germany, Switzerland and France were among the most popular destinations, though the United Arab Emirates are also attracting more and more Italian expats. Naples Amusement Park Edenlandia Hosting Oktoberfest This Weekend Edenlandia, the amusement park in Naples is hosting “Oktoberfest” today and tomorrow. Vari-

ous food stands and typical German beer will be served with delicious Pretzel, the famous German bread in the shape of a bow. Some music bands will perform during the event, entertaining the audience with great music. The access to this event is free, with consumption to be paid. Roccamonfina Hosting Chestnut and Porcini Mushroom Festival During October Roccamonfina, in the province of Caserta is hosting the Chestnut and Porcini mushroom festival. This festival goes on every weekends of October where you can taste the typical traditional dishes prepared with these ingredients. The festival is located in Piazza Nicola Amore where various stands will be open to the public from 10 a.m. to midnight every Saturday and Sunday. World Famous Hiking Trail to Reopen in 2023 One of the most popular and spectacular sections of the trails in the Cinque Terre was closed for renovation for more than a decade. The Via dell’Amore (Lover’s Lane), the world famous hiking trail connecting the Cinque Terre villages of Riomaggiore and Manarola – is due to reopen in 2023. Closed in 2012, after a rock fall injured four Australian tourists, the commitment to reopen the trail comes as the Cinque Terre National Park turns 20. The 12 million euro project is covered by funds from the region, the Ministry of Environment and the Ministry of Cultural Heritage and Activities. The planned renovations include extending an artificial tunnel that runs under the part of the path considered most precarious, as well as adding steel mesh and bolts to secure rocks above and below the route.

Beyond Youth is an NSA Naples Chapel-led youth program designed to help students to develop the leader within and lead a significant life. We meet in the Chapel Fellowship Hall onboard Support Site. On the night of October 16, 1859, abolitionist John Brown and a band of 21 men raided an Army Armory at Harpers Ferry, Virginia, with the purpose of

sparking a slave revolt. Brown hoped the local slave population would join him, and that weapons seized from the armory would be supplied to slaves and freedom fighters throughout the country. Brown’s raiders easily overpowered the night watchman and they captured the arsenal, taking 40 hostages, which were held in the armory’s heavilyfortified engine house. When workers arrived the next morning, they learned the armory had been seized. They quickly spread the alarm, and within hours the armory was surrounded by local militia, which exchanged ineffective gunfire with Brown’s raiders. Learning of the situation that same morning, Secretary of War John B. Floyd ordered 86 Marines from the Marine Barracks at 8th and “I” in Washington, D.C., to depart immediately by train for Harpers Ferry. Their orders were simple:

Capture Brown and save the hostages. Under the command of Army Col. Robert E. Lee and led by Marine Lt. Israel Green, the Marines arrived at the armory later that afternoon. At dawn on October 18, Lee´s aid, Army Lt. J.E.B. Stuart, offered to accept Brown´s surrender. Brown refused the offer. The Marines attacked the engine house, defeating the raiders and capturing Brown. One Marine, Private Luke Quinn, lost his life in the raid. Severely wounded, but surviving the attack, Brown was captured. He was tried and sentenced to death in a weeklong trial for murder, inciting insurrection and treason against the State of Virginia. His sentence was perceived by many as an act of martyrdom, which further polarized the nation. Brown was hanged on December 2, 1859.

IT2 Phillip Killough has been selected as the USO Naples Volunteer of the Fall Quarter. Over the past three months, Killough has dedicated more than 82 hours of volunteer service to the USO and to the Naval Support Activity (NSA) Naples Community. Many of you have seen his warm and welcoming smile at USO’s Summerfest, Taste of Home, Waffle Sunday, Teddy Bear Club or welcoming the incoming AMC flights. Whether it be a program for children or a USO family-oriented event, Killough is there to support the NSA Naples community members Killough also received USO’s Volunteer of the Month award this past July. Since joining the USO Naples Volunteer Committee in February, Phillip has volunteered more than 170 hours of his time. “I chose to volunteer to help the community and meet new people,” Killough said. “The best part about volunteering is making new friends and helping community members feel at home while being so far away from everything they know and love.” Killough ’s contagious enthusiasm and continuous commitment to the USO has made him a role model for other volunteers. He constantly brings new ideas to the table and is currently working on spearheading a USO Auto Show that will take place this upcoming spring. The USO Naples staff and Volunteer Committee are thankful for his passion to serve not just his country but his community as well. NSA Naples Participates in ENERGY CONSERVATION October is Energy Awareness Month Suicide Prevention Month From NSA Naples Energy Management Team

Naval Support Activity (NSA) Naples participated in the Navy-wide Suicide Prevention month by holding all-hands training and taking part in the Chief of Chaplains, Rear Adm. Brent Scott’s request for a weekend of prayer, September 2019. On September 4, the NSA Naples Multicultural Heritage Committee presented Suicide Awareness training at an all-hands call. The training was led by Religious Program Specialist 1st Class Keri Michalski, who provided both Navy statistics and personal anecdotes to communicate the importance of suicide awareness and prevention. “Suicide Awareness and Prevention means so much to me, and when I was given an opportunity to speak on the subject to my brothers and sisters, I took it,” Michalski said about leading the training on suicide awareness and prevention. Michalski went on to discuss possible triggers for suicidal ideations and the different resources available to those in need. “Many times it is a loss of hope; as active duty Sailors we face hardships and challenges daily, whether it is PCS-ing to a new location, communication breakdowns within our work centers, or a personal matter at home,” Michalski said. “Stress can be hard to manage, and if not managed you may begin to feel a sense of hopelessness. I want you to know that

Why Manage the Radio Frequency (RF) Spectrum? By Navy and Marine Corps Spectrum Office Europe and Africa (NMCSO EUR/AF)

The Radio Frequency (RF) spectrum refers to the portion of electromagnetic energy which can be used by electronic devices to communicate wirelessly. Common wireless devices and systems include amateur “ham” radio, citizens band (CB), hand-held “walkie-talkies,” remote control (RC) toys, satellite television, AM/FM radio, home telephone handsets, cellular telephones, Bluetooth and WiFi speakers, microphones, game controllers, baby monitors and computers. All of these use the RF spectrum to connect one device to another using wireless communication. Even though we cannot see, hear, or touch the RF spectrum directly, it is classified as a natural resource which belongs to each country within its sovereign borders and territory. As with most natural resources, the RF spectrum is worth money. Just how much money is the RF spectrum worth? To give an idea, in 2011 the governments of Italy and Spain sold a relatively small amount of spectrum, less than 100 MHz, for roughly €4 billion and €2 billion respectively. In 2014, the government of Greece sold about 120 MHz of spectrum for approximately €381

million. The U.S. government has also made money by selling RF spectrum; most recently, around $19 billion in 2017 for 84 MHz. The RF spectrum is finite in that there is only a limited amount to go around and we cannot make more. If everyone could choose any frequency they want to use, eventually there would be nothing but interference between all the systems and users, with no actual communication happening. In order to reduce the potential for interference, all governments have adopted

the practice of dividing the RF spectrum into bands or “slices” (for example 2MHz-30MHz), and then designating a specific purpose (such as cellular telephones) for each band. Different companies then work to develop devices, systems, or technologies to take advantage of each of the bands and purposes. Companies make millions of dollars annually by making and selling equipment to use the RF spectrum, or, by offering services that can be leased or rented by customers using wireless devices.

In the last few years, the explosion of commercial communication technologies at home, by companies and in the military has taxed spectrum resources, often resulting in sharing between military, government and commercial organizations. Domestic companies, international companies and civil agencies are putting pressure on their governments to allocate even more spectrum to commercial applications. RADIO FREQUENCY

Each sovereign nation has their own way of allocating the RF Spectrum, and they don’t necessarily share commonality with the U.S. The ability of naval forces to support diverse operations and crises is largely dependent on their ability to communicate. Special Forces, submarines, Battle Groups and Marines are often first to arrive in a theater and must rely on the RF spectrum to remain highly maneuverable, flexible, and tactically effective. In accordance with U.S. State Department Treaties in Effect, Status of Forces Agreements and Allied Communication Publications, U.S. Forces are obligated to follow Host Nation procedures regarding the use of RF emitting equipment from these installations. Refusal to comply with Host Nation regulations and policies have legal, political, and monetary ramifications. U.S. Forces routinely operate and live on or near bases in Spain, Italy, Greece, and Djibouti. Due to an increased use of technology by both non-U.S. militaries and local civilian entities near military bases we share with Host Nations, RF interference has increased. While not all instances of interference are caused by U.S. Forces, Host Nation entities are paying closer attention to U.S. Forces’ activities on these installations. Units deploying to U.S. Navy operated

facilities in Europe and Africa must notify their Service Frequency Management Office (FMO) representatives to submit required frequency requests prior to the unit’s arrival in theater. The Navy’s FMO is Navy and Marine Corps Spectrum Office Europe/Africa (NMCSO EUR/AF) located in Naples. For personal use of devices by service members and their families, the user must also be aware that devices from the United States shipped in HHG may not be authorized in the country they moved to. Each U.S. Navy operated facility has an Installation Spectrum Manager (ISM), who is able to assist U.S. Forces acquire authorizations by coordinating with the Host Nation Base Commander and NMCSO EUR/AF and answer questions. The NSA Naples ISM is Mr. Kevin Baker. Frequency requests that are not submitted to NMCSO EUR/AF prior to arrival at the local installation cannot be approved by the base ISM. Base ISM’s are not permitted to authorize use of RF emitting equipment until proper coordination with the appropriate Host Nation has been completed. He went on to connect the past events to today’s challenges. “We face a complex series of challenges and relationships nowadays, including Russia’s increasingly aggressive behavior, not just in Europe, but Eastern Mediterranean,” Foggo said. “There is, separate from the Russians, illicit maritime activity around the entire continent of Africa, there is terrorism on the continent of Africa. It requires us to work together as a team, allies and partners in a joint force, a purple force, with our NATO partners and allies to combat these threats to Western civilization.” The admiral then tied military engagements from 1781 when French Admiral Grasse helped the U.S. gain our independence. “[Admiral Grasse] helped the United States gain its independence 240 years ago. It was a monumental victory and the French and U.S. navies that built upon that spirit or espirit de corps, ever since,” he said. “So we fought together, we’ve experienced losses together, we have mourned together, and we have celebrated freedom together,” Foggo concluded. “The commitment to each other’s collective defense and the desire to deter aggression and preserve peace in a highly professional and welltrained manner is inherent in our interoperable navies today, just as it was 240 years ago.” Visiting Chiefs of Defense from the Baltics Foggo invited top military leaders of Estonia, Latvia and Lithuania to his headquarters in Naples to discuss the maritime security environment. The topics discussed were the maritime security, the maritime domain and stability operations in the maritime environment. “So we’ve done a lot in the Baltic and it’s a critical artery of commerce,” in regards to Baltic security and why it matters to the United States, Foggo said. “There’s about 15 percent of the world’s cargo traffic, transiting in that region every year; it’s important that we keep it open.” The Baltic countries have been building capacity and capability over the years with the U.S. Navy assistance through procurement of equipment, training together through exercises, and sharing information to give awareness of the maritime security

environment in the region. “I remain concerned about Russian military activity that’s increased in the region,” Foggo said, replying to a question about the security environment. “They have more ships, more aircraft, more intercepts in the air. And they’ve built up an incredible capacity of military hardware: missiles, anti-access area denial programs, and what we call the Kaliningrad Oblast, which is a little parcel of land that is Russian territory, right there on the Baltic coast.” The concern about Russian aggression is a real problem for neighbors of Russia and our NATO allies and partners, especially since Russia has invaded two of their neighbors, Georgia and Ukraine. In addition, Russia has seized Ukrainian naval vessels in international waters, put those Sailors in prison and only just recently released them in a prisoner swap with Russia. “We hope for a better environment and better relationship between those two nations in the near future,” Foggo added. He ended this segment with talking about one of the most important exercises done in the Baltics called BALTOPS. “We just finished the 47th iteration of BALTOPS, and it continues to be an excellent proving ground to bring in allies and partners that are bordering on the Baltic, and others who want to come up and be part of the northern defense of the alliance … This year, we had 50 ships, 36 aircraft, two submarines and 8,600 personnel from 18 allied and partner nations,” he added. Newest U.S. Navy Chief Petty Officers Both Foggo and Walters spoke about the incredible achievement of the newly pinned chief petty officers under their command.

“On September 13th across the globe, the U.S. Navy’s newest chiefs received their golden anchors, which signifies them as higher level leaders in the United States Navy,” Foggo said. “It’s a significant milestone. That’s something to be really proud of.” “And I will tell you, this season and this initiation has been nothing but top you know, world class, to be honest with you,” Walters added. “I’ve been truly proud of the chief’s mess and their abilities to do what is best, in the best interest of the Navy and our future chiefs. They did a phenomenal job.” For two years in a row, Foggo has told the chiefs about the book “Legacy” by James Kerr, which centers on the leadership lessons of the “All-Blacks” New Zealand rugby team, who have won numerous world championships. Smokey the Bear’s Campfire Rules From the Department of the Interior

In the United States, nearly nine out of 10 wildfires are caused by people not being careful. Last year 58,916 human-caused wildfires burned more than two million acres. Help Smokey prevent these types of fires by learning to be careful and helping others do the same. Make sure that the grownups building your next campfire follow all the rules below, and tell them to check out Campfire Safety to learn even more. ● Make sure you are at a site that allows campfires ● Make sure there are no burn bans and it’s not too windy ● Dig a pit away from overhanging branches ● Circle the pit with rocks ● Clear a 10-foot area around the pit down to the dirt, removing anything that could catch on fire ● Stack extra wood upwind and away from fire ● After lighting, throw the match

into the fire ● Never leave a campfire unattended; an adult should supervise the campfire at all times ● Keep a bucket of water and shovel nearby ● Never put anything but wood into the fire ● Do not pull sticks out of the fire ● Do not sit on the fire ring or rocks around the campfire. They will heat up quickly and they’ll stay hot for a long time ● When it’s time to put the fire out, dump lots of water on it, stir it with a shovel, then dump more water on it. Make sure it is COLD before leaving the campsite. If it’s too hot to touch, it’s too hot to leave! And remember, Smokey’s friends never play with matches, lighters, lighter fluid or other flammable liquids. If you find any of these items, tell a grownup where they are. If you see younger children playing with them, tell them to stop, and then tell a grownup. Kids who help prevent wildfires deserve a Smokey Bear Hug.

What is Sleep Apnea? Sleep apnea is a serious sleep disorder that occurs when a person's breathing is interrupted during sleep. People with untreated sleep apnea stop breathing repeatedly during their sleep, sometimes hundreds of times. This means the brain -and the rest of the body -- may not get enough oxygen. There are two types of sleep apnea: • Obstructive sleep apnea (OSA): The more common of the two forms of apnea, it is caused by a blockage of the airway, usually when the soft tissue in the back of the throat collapses during sleep. • Central sleep apnea: Unlike OSA, the airway is not blocked, but the brain fails to signal the muscles to breathe, due to instability in the respiratory control center. Am I at Risk for Sleep Apnea? • Sleep apnea can affect anyone at any age, even children. Risk factors for sleep apnea include: • Being male • Being overweight • Being over age 40 • Having a large neck size (17 inches or greater in men and 16 inches or greater in women) • Having large tonsils, a large tongue, or a small jaw bone • Having a family history of sleep apnea • Nasal obstruction due to a deviated septum, allergies, or sinus problems What Are the Effects of Sleep Apnea? If left untreated, sleep apnea can increase the risk of health problems, including: • High blood pressure • Stroke • Heart failure, irregular heart beats, and heart attacks • Diabetes • Depression • Worsening of ADHD • Headaches

In addition, untreated sleep apnea may be responsible for poor performance in everyday activities, such as at work and school, motor vehicle crashes, and academic underachievement in children and adolescents. Sleep Apnea Symptoms Common sleep apnea symptoms include: • Waking up with a very sore or dry throat • Loud snoring • Occasionally waking up with a choking or gasping sensation • Sleepiness or lack of energy during the day • Sleepiness while driving • Morning headaches • Restless sleep • Forgetfulness, mood changes, and a decreased interest in sex • Recurrent awakenings or insomnia Sleep Apnea Tests and Diagnosis If you have symptoms of sleep apnea, your doctor may ask you to have a sleep apnea test, called a polysomnogram. This may be done in a sleep disorder center or even at home. A polysomnogram -- or sleep study -- is a multiplecomponent test that electronically transmits and records specific physical activities while you sleep. The recordings are analyzed by a qualified sleep specialist to determine whether or not you have sleep apnea or another type of sleep disorder. If sleep apnea is determined, you may be asked to do further sleep testing in order to determine the best treatment option.

Smoking can increase the swelling in the upper airway, which may worsen both snoring and apnea. • Avoiding sleeping on your back. Pressure (CPAP) Continuous positive airway pressure -- also called CPAP -- is a treatment in which a mask is worn over the nose and/or mouth while you sleep. The mask is hooked up to a machine that delivers a continuous flow of air into the nose. This air flow helps keep the airways open so that breathing is regular. CPAP is the most common treatment for sleep apnea. There's also bi-level positive airway pressure, or BPAP, which is similar to CPAP but the air flow changes when you breathe in and then breathe out. Dental devices can be made that help keep the airway open during sleep. Such devices can be specifically designed by dentists with special expertise in treating sleep apnea. Surgery for Sleep Apnea If you have a deviated nasal septum, enlarged tonsils, or a small lower jaw with an overbite causing the throat to be too narrow, surgery may be needed to correct sleep apnea.
