Forty-one college students donned caps and gowns at the Capodichino base theater to receive their college degrees this past Wednesday. Not all of the graduates participated in the graduation ceremony. A total of 87 students graduated from various colleges. Their degrees ranged from master’s degrees to certificates, and included: 15 master’s degrees, 24 bachelor’s degrees, 47 associate degrees and one certificate. The graduates came from the three colleges and universities onboard Naval Support Activity (NSA) Naples, as well as external institutions. The keynote speaker was Adm. James G. General Tod D. Wolters Assumes Command as 19th Supreme Allied Commander Europe By SHAPE Public Affairs Office

NATO’s 19th Supreme Allied Commander Europe (SACEUR) General Tod D. Wolters assumed command of Allied Command Operations (ACO) from General Curtis M. Scaparrotti in a change of command ceremony held at Supreme Headquarters Allied Powers Europe (SHAPE) in Mons, Belgium, on May 3, 2019. Military members and civilians from across NATO’s 29 Allied nations and various partners attended the ceremony, a time-honored tradition held on the front lawn of SHAPE Headquarters. The Navy released NAVADMIN 108/19, May 10, alerting Sailors and command leadership of the importance of universal training precautions (UTP) to reduce the risk of exercise-related collapse and death during physical exercise, to include the Physical Readiness Test (PRT) and command physical training. As part of military readiness, Sailors are expected to maintain a high level of fitness. With PRT season ongoing throughout the Navy, this guidance is especially critical to ensure the safety of all Sailors. It is imperative for commanders and key leadership personnel, including command fitness leaders (CFL), to foster an exercise culture that promotes UTP, recognizes the early signs of distress and promptly terminates exertional activity when individuals display clear signs of distress. All personnel present during a training evolution or PRT can encourage good performance, but should be on guard for signs that a participant is struggling and be ready to terminate the evolution. The Navy’s PRT portion of the Physical Fitness Assessment is intended as a measure of long-term health and wellness – not of individual athletic prowess. No one should risk their life by pushing through life-threatening conditions during a PRT. PE TRAINING PRECAUTIONS Page 7

FC shopping benefits for members of the NSA Naples community have just received a very positive update. The requirement for U.S. Department of Defense personnel and dependents to have a special sticker in order to shop at the International Store on the NATO base has been removed. Instead of stopping at JFC’s Pass and ID office, you can now gain access to the store by making a one-time visit to the customer assistance desk inside the International Store. Once you show your DoD ID to the clerk, you will be added to their system and be able to shop. This is a beneficial change for our community and is another great example of U.S. and NATO Forces supporting each other in the Naples area. Support for our military comes from many different communities, cultures, and nationalities. On May 14, 1991, Congress passed a joint Congressional Resolution to establish May as Asian American Pacific Islander Heritage Month, which expanded the observation from its former duration of one week. The service and sacrifice of Asian Americans and Pacific Islanders in the military dates back to the 19th century. During World War II, more than 20,000 Chinese and Japanese American men and women enlisted for military service. The Asian American and Pacific Islander community includes many different nationalities and languages and has made many important contributions to our nation’s history. The Overseas Housing Allowance (OHA) Utility Expenses Survey is currently open for service members and civilian employees, and will remain open until May 31. The survey is available online at http://www.defensetravel.dod.mil/site/ohaSurvey.cfm and only takes about 30 minutes to complete. The survey covers utility and recurring maintenance expense costs, and participants are able to submit their feedback on how adequate our current allowances are. So far we’ve only seen about 21% of eligible personnel sign in and take the survey. To be eligible to take the survey, you must have been stationed in Italy for at least 6 months, live in a privately rented home, and receive OHA. Penalties Increased for Using Mobile Phone While Driving; Scooters Now Allowed on Highways New penalties for anyone caught using a mobile phone while driving in Italy. Fines for drivers caught texting or talking on the phone are set to up 1,700 euro and drivers could face a driving license suspension between one week and two months. These are some of the measures contained in the basic text of the Highway Code. The rule covers using smartphones, laptops, notebooks, tables and similar devices that remove the driver’s hand from the wheel even temporarily. Repeat offenders will get a fine of up to 2,588 euro and a three-month suspension. Meanwhile, scooters and mopeds under 150 cubic centimeters will be allowed on highways in the new updated Highway Code. There’s an important condition, however: drivers must be over 18 and hold a full driving license or had their scooter license for at least two years. Ancient Jewelry from Area Archaeological Sites on Display at Pompeii About 300 pieces of jewels from the Cyclades to Pompeii exhibition opened on last Friday through August 5th at the Great

Retailer Conad to Purchase 1,600 Auchan Supermarkets The Italian retailer Conad signed an agreement to buy around 1,600 outlets of the French supermarket group Auchan in Italy. Conad will become the first national distribution chain. The operation is worth around 1 billion euros and is expected to close within this year. Filangieri Museum Ancient Library Open to Public for First Time Ever The ancient library of the Filangieri Museum in Via Duomo in Naples opens to the public for the first time in history. Visitors will have the possibility to see the precious exchanged letters between the Neapolitan jurist and philosopher Gaetano Filangieri Senior and Benjamin Franklin. HISTORY: TENTH FLEET ESTABLISHED SPOTLIGHT: From Navy History and Heritage Command

On May 20, 1943, the Navy established the Tenth Fleet in Washington D.C., under the command of Adm. Ernest J. King, to coordinate U.S. anti-submarine operations in the Atlantic. From the beginning of World War II, the Germans waged an incessant U-Boat war in the Atlantic against Allied merchant vessels. Upon its establishment, Tenth Fleet became a clearing house for everything involving Anti-submarine Warfare (ASW). All of the Allies worked together with Tenth Fleet for a unity of effort. Tenth Fleet had unrestricted access to the Admiralty’s U-Boat tracking room and its various ASW research and intelligence agencies. On March 1, 1943, the Allies met in Washington to discuss convoy operations in the Atlantic. At this conference, they agreed to divide up responsibility for the Atlantic between Canada, Britain, and the United States. In April of 1943, Fleet Admiral Ernest King began the consolidation of his staff that would result in the establishment of Tenth Fleet. Shortly after King sent a memo to the Joint Chiefs of Staff, which defined the operational characteristics of a central organization with access to all intelligence about German U-Boats and the authority to direct Navy ships to prosecute them. A month

later the U.S. Tenth Fleet was formally established. Rapidly proving its worth, Tenth Fleet demonstrated immediate success. On May 22, 1943, just days after its establishment, Tenth Fleet provided intelligence to a hunter-killer group led by USS Bogue (CVE 9), resulting in the sinking of U-569, the first of many for the Bogue, and the first associated with the intelligence provided by Tenth Fleet. While not the only organization in the war combating the U-Boat, the efforts of Tenth Fleet certainly helped bring about the end of the U-Boat threat. Prior to the establishment of Tenth Fleet, the Allies averaged barely more than four UBoats sunk per month. During the month Tenth Fleet was established, the Allies sank 41, and averaged more than 23 per month thereafter. Oberleutnant zur See Herbert

A. Werner, a former U-Boat commander and one of the few to survive the war, described it succinctly when he said, “The Allied counter-offensive permanently reversed the tide of battle. Almost overnight, the hunters had become the hunted, and through the rest of the war our boats were slaughtered at a fearful rate.” Of all the victories the Allies won during World War II, the UBoat war was arguably one of the most complete. Of 1,150 commissioned or in commission during the war, Germany had a total of 842 U-Boats that saw battle. Of these, the Allies sank 781 and captured two, accounting for nearly 93 percent of Germany’s operational U-Boat fleet. The remainder were either scuttled by the Germans or surrendered at the end of the war

USO Naples is proud to announce Mary Grace Bravo as the Volunteer of the month for April 2019. Bravo hails from Long Beach, California, but has been living in Naples with her husband and two children for the past year and a half. She started volunteering with the USO just this past March and has donated more than 23 hours of her time since joining the USO Naples Volunteer team. During the past month, Bravo went above and beyond in supporting the USO mission – and putting the needs of our organization and community before her own family. Bravo’s selfless service, commitment and determination resulted in the success of seemingly countless events she supported. “I enjoy volunteering with the USO because of how convenient it is,” Bravo said. “I am able to take care of my children and family while also helping the community. It inspires me to give back to our military community.” Her favorite events are Spouse Coffee and Bingo, but her daughter loves it most when she assists during Snack Attack. “I continue to volunteer because of the children-friendly events,” she added. “My children can enjoy the event and I can enjoy volunteering for our community.” It is Bravo’s dedication, strong work ethic and love for her community that makes her such a valuable asset to our USO team. JFC Naples Chief of Staff Connects with the University of Naples Federico II By Diana Sodano

Italian Army Lieutenant General Luciano Portolano, Allied Joint Force Command Naples Chief of Staff, delivered a lecture to the students of the Department of Political Science, University of Naples, Federico II, directed by Professor Vittorio Amato on May 14, 2019. The seminar on “NATO’s relevance in a changing world” focused on the implementation of the NATO’s 70th Anniversary Integrated Communications Plan and was open to students from other universities. Portolano gave an overview on the political-military structure of NATO and on JFC Naples, focused on the role of NATO on the Middle Eastern and Northern Africa dynamics, stressed the capability of NATO to respond to crisis situations developing outside its boundaries and keep an active role in supporting its partners and in working with international organizations. Portolano also emphasized the vital role that JFC Naples plays, in particular, the partnership programs, the support to the African Union and the recently established NATO Strategic Direction Hub for the South. An increasingly important role played by JFC Naples with regard to the MENA region (Middle East and North Africa), is the proactive role played by the HUB in an attempt to set up an understanding, informa-

tion sharing and cooperation framework to face the multiple challenges and threats originating along the so-called Southern Flank of NATO. “NATO is a political-military international organization based on three main pillars: collective defense, crisis management and cooperative security,” Portolano said. “At JFC Naples we host students from schools and universities to let them get a taste of NATO life and send out a transparent message about the mission, the goal, and the challenges of our command,” Portolano said. “I consider that the young generation is the future.” “I thank General Portolano for his presentation for having clarified the importance of NATO as a political-military organization to the students who are approaching international organizations studies,” Professor Arturo De Vivo, deputy dean of the University of Naples, Federico II, said. At the end of the seminar, Portolano answered students’ questions. “I hope that in future there will be other events like this with the possibility of a visit to the NATO base of JFC Naples,” Professor Vittorio Amato, director of the Political Science Department, University of Naples, Federico II, said. This event is an example of NATO’s efforts to establish positive cultural and social exchanges with the external community and to strengthen the relationship with local and regional institutions.

Energy conservation is not a difficult concept to practice. Sometimes, if you really want to increase savings, you have to take it one step further than “turning off the lights.” The experts from the Building Technologies Office are thinking outside the box for you. This team developed a list of the top eight ways to conserve energy and save money: 1. Install a programmable thermostat. You could save an estimated 10 percent per year on heating and cooling costs by adjusting the temperature while your home is unoccupied or during sleep hours. 2. Use natural sunlight. The sun’s rays can provide heat which can be beneficial in the winter months. It can also illuminate any room, regardless the time of the year. 3. Invest in ENERGY STAR appliances. Your home’s appliances and electronics account for close to 20 percent of your energy bills. Energy star products use 10-15 percent less energy than the leading brand of appliances. 4. Choose energy-saving lighting. Replace all incandescent bulbs with energy efficient light bulbs to reduce consumption. 5. Power strip for your electronic equipment. Electronic devices typically have a tiny circuit that is always drawing power even when the device is “off.” By plugging electronic devices into a power strip you can cut power to all the devices all at once with the flip of a switch. 6. Reduce energy for water heating. Lower the temperature of your water heater to 120 degrees and you can also wrap insulating material around the water heater to prevent loss of heat from the water tank. 7. Replace filters. You should clean the air filters in your heating and cooling system once a month, and replace them regularly. 8. Conduct an energy audit. Measure your home’s energy efficiency by having professionals perform an energy audit and make recommendations for systems and components that could be removed, installed or upgraded to increase energy efficiency. Navy Addresses Problems with Military Housing From Commander, Navy Installations Command Public Affairs

The Navy is aggressively working to address unresolved complaints associated with housing, especially those identified during the “100 percent Sailor contact” and completion of requested home visits. Chief of Naval Operations (CNO) Adm. John M. Richardson, directed command leadership February 23 to contact every Sailor residing in privatized or government housing to ask about their current living conditions and offer for leadership to conduct a home visit. “As we close out this initial surge in contact and visitation, I want to thank Navy leaders for reaching out to our Sailors and their families, listening to them, and addressing their housing concerns,” Commander Navy Installations Command Vice Adm. Mary Jackson said. Based on town hall meetings and home visits, common issues in privatized family housing include poor workmanship, lack of followup, inconsistent customer service, addressing symptoms rather than the root cause of problems, and minimal or absent government

oversight. Immediate actions taken since February 13 include increased Navy oversight to hold public private venture (PPV) partners accountable for timeliness benchmarks, improved customer service, efforts to address root causes instead of symptoms, and more thorough measurement of resident satisfaction after service calls. To speed up fixing the deficiencies, the issues identified during Chain of Command residence visits were entered into existing trouble call systems, as well as the enterprise military housing data base. The Navy also has direct access to the property managers’ trouble call databases, and is able to monitor trouble calls throughout the housing enterprise. Additionally, the Navy commissioned an independent, third-party firm to conduct a survey for Navy privatized housing residents. This “out-of-cycle” survey was directed by the Navy and is different than past annual surveys conducted on behalf of the companies. Open and honest communication is critical as the Navy works toward long-term, sustainable solutions. Sailors and their families are encouraged to use the current trou-

ble ticket processes and inform their installation Housing Service Center and/or chain of command if issues are not being resolved. “Any perceived or real indication of retaliation or retribution associated with a resident voicing a concern will not be tolerated and will be immediately investigated,” Jackson said. Collectively and individually, the Navy’s PPV partners are engaged and are taking appropriate actions, such as hiring more people, adding maintenance supervisors and oversight personnel, and replacing personnel, where needed. The Navy oversees approximately 113,000 housing units worldwide, which are divided into four categories: privatized family housing (also known as public private venture, or PPV housing), governmentoperated family housing, privatized unaccompanied housing, and government-operated unaccompanied housing. Five partner companies operate more than 39,000 PPV family housing units throughout the U.S., including Hawaii. As a result of the 100 percent contact of Sailors directed by the CNO, 17 percent of residents living in Navy privatized family housing reported an issue

with their residence with five percent asking for a home visit by their chain of command. Of the families living in the approximately 8,300 government-operated family housing units overseas, seven percent reported an issue with their residence and two percent asked for a home visit. Two partner companies operate approximately 6,000 privatized unaccompanied housing units in San Diego and Norfolk, Virginia. The Navy leadership received a 14 percent request rate to visit PPV unaccompanied housing. Two percent of the Sailors living in the approximately 63,000 government-operated unaccompanied housing units, both overseas and stateside, requested a leadership visit. While the Navy has made great strides in identifying and fixing residence issues during this recent surge, it is worth reiterating that Sailors and their families may always request command involvement to solve housing issues to include chain of command visits, and direct involvement from installation commanding officers and housing personnel as needed. Commanders are encouraged to exercise a liberal Bad Day PRT policy for those Sailors displaying clear signs of distress during the PRT, allowing Sailors to prioritize personal safety over a PRT score. Sailors who fail to complete any portion of the PRT or demonstrate any early signs of exercise distress are authorized a Bad Day PRT and are required to be examined by medical professionals be-

fore attempting the PRT again. Additionally, Sailors must complete the follow-on PRT within seven days following medical clearance, within 45 days of the body composition assessment date and within the current Navy Physical Fitness Assessment cycle. Any Sailors who fail to complete the Bad Day PRT for a second time must be screened by medical professionals for the possibility of a medical waiver or enrollment in the Fitness En-

hancement Program (FEP). When Sailors observe an emergency during physical training, rapid recognition of symptoms with a timely and accurate response is critical. Some syndromes result in rapid collapse while others may slowly evolve to an initial conscious collapse. Additionally, after participating in the PRT, participants should be observed for no less than 10 minutes after the test, during an active cool-down period. All PRT evolutions shall be monitored by cardiopulmonary resuscitation (CPR) trained personnel with an Automated External Defibrillator (AED) readily available. All physical training evolutions (e.g., command physical training, fitness enhancement program (FEP) or Sailor 360) involving moderate exercise shall occur within the Emergency Medical Service (base or 911) response area of an ambulance equipped with a defibrillator, oxygen and hydration. “The Change of Command tradition, is about “the command,” a reflection of its accomplishments and teamwork; a continuum of the command’s legacy; and a confidence in the command’s future,” Scaparrotti said. “It’s been my great honor to be the 18th SACEUR; to serve shoulder-to-shoulder with members of our Ally and Partner nations; to experience the friendship and warmth of the European people, and to further unite our nations in a noble cause.” Secretary General Stoltenberg presided over the ceremony, where he welcomed General Wolters and shared his gratitude for General Scaparrotti’s three years as SACEUR. “To be called SACEUR is to lead, and today we honor two of these leaders,” Stoltenberg said. “General Scaparrotti your time with us has been shaped by increasingly aggressive acts by Russia and the continuing threat from terrorism and instability in the Middle East and North Africa. Your leadership and vision have proved critical to strengthening our Alliance.” As NATO celebrates its 70th anniversary throughout 2019, both Stoltenberg and Scaparrotti reflected on the Alliance and what the future holds. “General Wolters, as SACEUR you will now take command of forces from across our Alliance,” Stoltenberg said. “With the help of your incredible team at SHAPE, you will have a pivotal role in ensuring the safety and security of the 29 nations of our NATO Alliance. Standing up to cur-

rent challenges as well as new evolving threats, I know you will continue to demonstrate the same levels of excellence you have become known for throughout your career.” Wolters stressed his intention to continue the efforts his predecessors have achieved and the importance of the forward progress of the Alliance. “NATO’s speed and posture continues on a positive trajectory, and Allied Command Operations will work to sustain our focused approach to relationships, readiness, transparency and alignment. Vigilance endures,” Wolters said. Wolters recently served as commander, Allied Air Command and commander, U.S. Air Forces in Europe – Air Forces Africa, headquartered at Ramstein Air Base, Germany; and director, Joint Air Power Competence Centre at Kalkar, Germany. Since its establishment in 1951 during the founding years of NATO, an American flag officer backed by the supporting staff of military and civilian representatives from Allied and partner nations has held the position of SACEUR. Wolters also assumed command of U.S. European Command (EUCOM) during a ceremony held in Stuttgart, Germany on May 2, 2019. Foggo welcomed the graduates and congratulated them for their tremendous accomplishment of successfully achieving their higher educational goals. He also recognized the “super star” Navy College counselors and officers. He then called Navy College Office Education Services Specialist Larry Daley to the stage. Daley, a retired Air Force Master Sergeant, was recognized for his many years of service. “I’m sure all of you in the room have talked with him, sat in his office, and smiled as he made a joke,” Foggo said. “And he won’t get away without being recognized.” The admiral then presented Daley with a command coin in recognition of his outstanding service to the students and graduates of the NSA Naples community. “In recognition of your service to the Naples area military community, ‘Bravo Zulu’ …Well done.” The student keynote speaker was NSA Naples Command Career Counselor NC1(SW/SCW) Asha Clark, who received not one, but two degrees during the ceremony – a bachelor’s degree in psychology and an associate degree in general studies – both from the University of Maryland University College (UMUC) during her tour at NSA Naples. Clark, who joined the Navy in the summer of 2005, planned on taking college classes soon after completing boot camp. “It turned out that I clearly underestimated my job as a United States Sailor,” she said. As she moved up in rank and responsibilities Clark placed her

Sailors first and encouraged them to take the college classes she was unable to attend, due to both her hectic work and home schedule. “I made sure my Sailors took advantage of the awesome college programs that the Navy College had to offer,” she said. After seven years of back-toback sea duty, Clark transferred to shore duty at NSA Naples. One of her first tasks was to visit the UMUC office at Capodichino. “I immediately applied for college with UMUC because I promised my children that I would actually take my own advice and further my education,” she said. Finally having the opportunity to enroll in college, Clark pursued her goal with zest by taking on a fulltime schedule. “I spent four weekday nights and weekends going full throttle with my required courses,” Clark said. “One year and seven months later I stand here today with my bachelor’s degree in psychology and associate in general studies. Everything is possible if we believe in the ‘can do – will do’ attitude. Take the initiative and take advantage of what the Navy College Program has to offer.” Another graduate, ABH2 Dayanara Rita G. Valdez, who is attached to NSA Naples, Operations Department (Fire Department), began taking college classes with Central Texas College during her second year aboard the USS George Washing-

ton (CVN 73), the Navy’s only forward deployed aircraft carrier. She received her associate degree in general studies. Valdez said she wanted to join the Navy to take advantage of the opportunity to travel and to attend college for free. However, like Clark, she did not realize fully the challenges she would be facing. “It is hard to take classes when you’re deployed,” Valdez said. “Internet is really slow and you don’t know the kind of work load you will be getting even though you plan ahead.” “At the end of the day I didn’t lose my interest in getting my degree. I knew in my heart I wanted to accomplish my degree before my shore duty ended here in Naples,” she said. “The Navy is giving you all the opportunities to be successful and all you need to do is grab it.” Foggo certainly understands the importance of that “can do – will do” attitude and where success in college can lead. He is a 1981 graduate of the U.S. Naval Academy and an Olmsted Scholar and Moreau Scholar, earning a Master of Public Administration at Harvard University and a Diplome d’Etudes Approfondies in Defense and Strategic Studies from the University of Strasbourg, France, He quoted a timeless message about education from Admiral Rickover, “Our greatest responsi-

bility, as parents and as citizens, is to give America’s youngsters the best possible education.” Whether you are working toward a certificate, associate, bachelor’s, master’s or doctorate degree, or haven’t yet started down the collegiate path but want to attend college, the NSA Naples Navy College Office staff is ready to assist you on your educational journey. There are a wealth of programs offered at NSA Naples. Each term there are normally 16 on-site classes taught (with five terms per academic year) through Central Texas College (CTC), University of Maryland University College (UMUC) and University of Oklahoma (OU). The majority of courses are either traditional face-to-face classes or hybrid (a combination of face-to-face and online) classes, and are typically taught at Naples Middle High School after normal work hours. Origins of Armed Forces Day From DoD News

Armed Forces Day is celebrated annually on the third Saturday of May. Armed Forces Week begins on the second Saturday of May and ends on the third Sunday of May. Because of their unique training schedules, National Guard and Reserve units may celebrate Armed Forces Day/Week over any period in May. On August 31, 1949, Secretary of Defense Louis Johnson announced the creation of an Armed Forces Day to replace separate Army, Navy and Air Force Days. The single-day celebration stemmed from the recent unification of the Armed Forces under one department – the Department of Defense. Each of the military leagues and/or orders was asked to drop their sponsorship of a respective service-specific day to celebrate the newly announced Armed Forces Day. The Army, Navy and Air Force leagues adopted the newly formed day. The Marine Corps League declined to drop support for Marine Corps Day but it also stepped up to support Armed Forces Day, too. In a speech announcing the formation of the new holiday, the 33rd president of the

United States, President Harry S. Truman praised the work of the military services at home and across the seas. “It is vital to the security of the nation and to the establishment of a desirable peace,” he said. Truman’s presidential proclamation of February 27, 1950, which officially announced the new holiday to the American public: “Armed Forces Day, Saturday, May 20, 1950, marks the first combined demonstration by America’s defense team of its progress, under the National Security Act, towards the goal of readiness for any eventuality. It is the first parade of preparedness by the unified forces of our land, sea, and air defense.” The first Armed Forces Day was celebrated by parades, open houses, receptions and air shows. Ten-thousand troops from all branches of the military, cadets and veterans marched in Washington, D.C. In Berlin, 1,000 U.S. troops paraded for the German citizens at Templehof Airfield, and in New York City, an estimated 33,000 participants participated in Armed Forces Day “under an air cover of 250 military planes of all types.” Across the country, the American people joined together to honor the Armed Forces.
