If you have never been to Carney Park for a sporting event, you have missed a lot of fantastic action. The Naples High School Wildcats hosted Aviano under the Friday night lights last weekend and both the women’s and men’s teams domi-

nated on the field, leaving the Saints scoreless after two games. The Lady Wildcats attacked early, only taking nine minutes to score first, with a goal by senior Shiloh Houseworth. Naples kept up their intense scoring pace and led the Saints 4-0 at the half, with Aviano accidently scoring one goal against their own

goalie. With the sun setting quickly and the temperature slowly dropping, the lights came on and the action continued. “Our strategy from the beginning was to come out aggressive, score first and set the pace for the rest of the game,” Wildcats Women’s Head Coach Rebecca Lucy said. WILDCAT SOCCER

Naval Supply Systems Command Global Logistics Support (NAVSUP GLS) advised Sailors and family members that peak season for household goods (HHG) moves will run from May 15 to August 31 this year. During this time, almost 55

percent of all Department of Defense household goods moves for the year will be executed. Sailors expecting to move during this time should prepare as early as possible. This year

is especially critical due to the continuing resolution (CR) for fiscal year 2017, which results in permanent change of station (PCS) orders being issued later than normal. “Early initiative and

Saudi Arabia, Egypt Mattis will begin his trip April 18 with a stop in Saudi Arabia, where he will have a series of meetings with key international counterparts to strengthen commitments to the U.S.-Saudi security partnership. On April 20, the secretary travels to Egypt to discuss regional security issues and participate in a wreath-laying ceremony at the Unknown Soldier Memorial in honor of fallen Egyptian soldiers. Israel, Qatar, Djibouti On April 21, Mattis arrives in Israel to meet with President Reuben Rivlin, Prime Minister Benjamin Netanyahu and Defense Minister Avigdor Lieberman. Additionally, the secretary will participate in a wreath-laying ceremony at the World Holocaust Remembrance Center. On April 22, the secretary arrives in Qatar to meet with key international leadership and continue efforts to strengthen regional security architectures. On April 23, Mattis will travel to Djibouti to meet with President Ismail Omar Guelleh to further the U.S-Djibouti commitment to promoting regional stability.

Hopefully the cold weather and arctic winds will soon subside so we can get on with springtime activities and people can get out and about. An opportunity this weekend is the Flik Flok event at the Caserta Royal Palace this Saturday and Sunday. This will be the first time U.S. personnel compete in this annual event hosted by the Italian military. With two days of races, soccer, karate, good food, and even corn hole, it looks like it will be a really fun time and a great chance to interact with our Italian hosts and military counterparts; and their families. Some sports and recreation this weekend are definitely appropriate considering the great work that got done during the week. I want to take this opportunity to thank everyone who made Thursday’s FFSC job fair a big success. That includes our FFSC team who organized it, and everyone who came out to participate. Working for any of these organizations is a great way to be an active part of the community. I’m very glad to see that so many people are interested in getting involved, whether it’s with the American Red Cross, MWR, the VA, or any of the organizations that are integral to supporting the base and our mission here. Speaking of getting involved, I highly recommend anyone who is interested in coming to our town hall next week to do so. I’ll be hosting our quarterly town hall at the Real Times II movie theater on Monday at 6 p.m., along with NCIS, the Hospital, and other key players from the NSA Naples team. If you’ve got any questions or concerns, please come on down and let us know what’s on your mind. This is another great way to get important information out to our community, and to hear important ideas from all of you. Baseball/Softball opening day is Saturday at Carney Park. Please stay vigilant, think safety, and have a great weekend!

Naples to Push Back Against Public Defamation The city of Naples is the third-largest municipality in Italy, after Rome and Milan and on Tuesday the council unveiled an online site called ‘Difendi la Citta’ (Defend the City) where Neapolitans can report anyone who defames their home town. A note on the site says that “for some time, but increasingly often, we have seen a distorted and at times defamatory narrative about the City of Naples, making it the target of prejudices, stereotypes and damaging generalizations.” The online site will allow city authorities to combat the rumors by issuing clarifications, but the city also said it may take legal action “to protect the dignity of the territory, the image reputation of the city of Naples and the Neapolitan people.” Any money received in damages would be used to improve public services in the southern city, the city hall said. Naples’ historic city center is the largest in Europe, covering 1,700 hectares (4,200 acres) and enclosing 27 centuries of history, and is listed by UNESCO as a World Heritage Site. World’s Oldest Woman Dies The world’s oldest woman died at her home in northern Italy on April 15, 2017, at age of 117. Emma Morano was born on November 29, 1899, the last person to be born in the 19th century. She lost a son to crib death when he was only six months old, and later left her husband in 1938 because he beat her. Emma worked in a factory making jute bags when she was 16 and then she worked at a local hotel. She used to eat three eggs daily, and she ignored doctors’ advice who had warned her against her diet. Researchers from Harvard Medical School visited her in 2014 as part of a study into immunity to diseases. She passed away in tranquility, her family said.

HISTORY: THE EVOLUTION OF THE GOOD CONDUCT MEDAL By MC2 Eric Lockwood Communication and Outreach Division, Naval History and Heritage Command

Second only to the Navy Medal of Honor, the Good Conduct Medal is the oldest award the Navy has continuously presented to deserving Sailors. But it has undergone significant changes since it was first established on this day (April 26) in 1869. Before it became a medal, it was called a badge, and before that, it was an administrative statement that served as proof of capability to work and serve at sea, and discharged a Sailor from service. Prior to the Civil War, when a Sailor completed his enlistment, his commanding officer would certify his time, his trustworthiness at sea, and his proficiency with gunnery. If he wanted to go to sea again, his discharge acted as his references. Back then, “good conduct” was as much about skill than just behavior. A Sailor would enter a recruiting station with his “Good Conduct” report and reenlist. Enlistments worked differently back then compared to today when recruits may have little to no experience sailing. The conversation might have gone like this: Recruiter, “Oh, I see you served under Capt. Joshua Barn – you served under Capt. Barney!? And he recommends you! Well, everything seems to be in order. Can you start tomor – I mean, toda – I mean, right now? I see a ship about to put to sea at this very moment in need of an able hand!” Or something to that effect. The reference was transformed into a badge a few years after the Civil War. “[The badge] was established by the Secretary of the Navy [on April 26, 1869] for award to any man holding a Continuous Service Certificate, who had distinguished himself for obedience, sobriety, and cleanliness,” according to John Strandberg and Roger James Bender in “The Call of Duty: Military Awards and Decorations of the United States of America.” Given the reputation of Sailors back then, one could be forgiven for believing the bit about sobriety made the badge difficult to obtain, but there are no statistics available today about what percentage of 19th century Sailors were actually presented the badge at discharge. The badge, which seemed a lot like a medal, was a Maltese cross with a rope-ringed circular

medallion at the center. Along the rim of the medallion were the words ‘Fidelity Zeal Obedience’ and at the center, ‘U.S.N.’ Made of nickel and measuring about 31mm wide, the cross hung on a half-inch wide red, white and blue ribbon. On the back, the Sailor’s name was script-engraved. If and when a Sailor received three such awards after consecutive enlistments, he merited promotion to a Petty Officer. The badge underwent some redesigns in 1880 and again in 1884. Then 27 years to the day after the certificate became a badge, the badge became the Good Conduct Medal in 1896. In addition to this, by order of General Order 327, the time criterion was set at three years for a Sailor to earn it. A straight bar clasp was used to attach the circular medal to its maroon ribbon. “Subsequent enlistments were recognized by the addition of a clasp attached to the suspension ribbon,” relate Strandberg and Bender. “These clasps […] were engraved on the front with the duty station or ship upon which the recipient served and the discharge date and continuous service number on the reverse.” Over the next several decades, the Navy changed the medal’s appearance numerous times, but the criterion for receiving it seems to have remained the same. For a brief period during World War II, the Navy stopped awarding the medal to conserve metal and free the clerks from the paperwork they mandated. Instead, notations were made in the person’s service jacket. Not until the 1950s did the Navy settle on something permanent. The clasps were done away with in favor of 3/16 inch bronze stars denoting multiple enlistments, names on awards were dropped for all but posthumous recipients, and the ribbon was changed to a solid red color. Nowadays, the rules for earning the medal are a little more complex, but generally if Sailors go three consecutive years with “a clear record (no convictions by court-martial, no non-judicial punishment (NJP), no lost time by reason of sickness-misconduct, no civil convictions for offenses involving moral turpitude)” they are eligible for the Good Conduct Medal.

From our weekly snack attack to family night bingo, every opportunity Hofford-Orona takes on with USO Naples is transformed into a special celebration for our military families, thanks to her tremendous creativity and fierce commitment to delivering magical experiences that make our community feel at home. “I genuinely enjoy giving to my community and seeing happy faces,” she said. “I think the little things in life really are the big things, and if I can add something to make someone’s day a little brighter or to make an event a little more colorful, why not?” Of all the programs USO Naples provides, HoffordOrona gravitates toward the programs that support a very special cohort: our military children. “Her appreciation for our young, military heroes is immediately evident and she works hard to provide a memorable program on a weekly basis,” USO Naples Center Manager Niki Leiva said, recalling her HoffordOrona’s eagerness to support USO’s weekly After-School Snack Attack, an event that has grown from serving 65 teens and children to more than 200 every Thursday. “She wanted to bring a taste of home to the children each week and began baking cookies and cupcakes in her hotel room while still living in TLA. She says that what keeps her going is the family aspect of being a part of the USO Naples Committee. “While I absolutely love the variety of events I get to take part in, the creativity I have the opportunity to use, and the new faces I get to meet, it’s the USO family that makes everything so much more enjoyable,” HoffordOrona said. “I have met amazing people through the USO that I know will be friends for life. The kindness, positivity, generosity, and enthusiasm of USO volunteers really makes every event, meeting, and activity so much fun. With the USO I really do feel like part of a big family, not just part of an organization, and I think that’s what makes volunteering with the USO so special.”

Among the oldest and most moving Easter events, are two processions which takes place each year in the beautiful and ancient port city of Sorrento on Good Friday (April 14, 2017). The first procession occurred in the morning and the second in the evening to honor the suffering and crucifixion of Christ at Calvary nearly 2,000 years ago. The Procession of Our Lady of Sorrows was held at 3 a.m. on Good Friday. Hundreds of cloaked and hooded people dressed in white clothes – from which White Procession is named – each with a flaming torch in their hands solemnly march through the streets of Sorrento carrying the statue of his mother, Mary, also known as “Our Lady of Sorrow” who is searching for Her son Jesus, who had been caught and sentenced to death.

A band preceded the white procession playing a funeral march from Chopin’s Opus 35, while 200 singers performed the somber and moving “Miserere,” by Renaissance Italian composer Gregorio Allegri. Each hooded person carried a reproduction of well known holy relics from the last hours of Jesus’ life – a bag representing the 30 pieces of silver paid to his disciple Judas, along with a basin and tablecloth, which represented the Roman Governor Pontius Pilate who washed his hands of the decision to have Jesus crucified – among many other objects, which have deep allegorical meaning for people everywhere. The Procession of the Crucified Christ started at 9 p.m. on Good Friday. Hundreds of hooded participants, dressed in black clothes – from which Black Procession is named – evoking Jesus’

Passion and Death. Participants carried a cross and a statue depicting a dead Christ, followed by a statue of Mary, dressed in black. A band played a funeral march, while a chorus quietly sang “Miserere.” Thousands of tourists gathered along the roads in silence while the two different processions paraded solemnly through the city. These processions are of ancient origin, dating back to the sacred representations of medieval times. These unique and spectacle processions are very moving; there was hardly a dry eye from the spectators along the procession route. These Good Friday processions should be on anyone’s calendar who wants to get a taste of what Easter means for not only Italians, but the hundreds of visitors from around the world who visit Sorrento each year to witness this memorable event.

Myth: It’s better to leave fluorescent lights on rather than turning them off when you leave a room, since turning them on and off makes the bulb burn out faster. Reality: While it is true that switching fluorescent lights on and off does shorten the operating life of the bulbs, it is also true that their operating life is shortened by leaving them lit. Leaving a light on when the room is empty also consumes unnecessary energy. It is generally cost effective to turn the lights off as needed. Myth: You were very conscientious and raised the thermostat temperature for your air conditioner (or turned off the air conditioner completely) before leaving the house. Now that you’ve returned home, the house is hot. Turn down the thermostat to 50 degrees so that the air conditioner will cool the house quickly. Reality: Don’t set your thermostat at a colder setting than normal when you turn on your air conditioner (or lower the thermostat). It will NOT cool faster. It WILL cool to a lower temperature than you need and use more energy. Myth: You just installed on your computer a screensaver. Now you can stop turning off your monitor each evening and weekend, since the screen-saver program will do the same job of saving energy. Reality: Screen savers do not reduce monitor energy usage. Navy Lodge Program is ready to support Sailors and their families who may receive shortened time lines for permanent change of station (PCS). “Once a family initiates their household goods move, contact the Navy Lodge at your PCS destination and we will do everything we can to accommodate you for as long as you need,” Mike Bockelman, vice president, Navy Exchange Service Command’s (NEXCOM) Navy Lodge Program said. “Navy Lodges are the official government lodging for PCS moves. For families on PCS, the Navy Lodge offers guests value with room rates at an average of 45 percent below comparable civilian hotels. Navy Lodge family suites offer guests oversized rooms with living and dining areas, fully equipped kitchen, flat screen televisions with cable and DVD players and soft and firm pillow options, perfect for a PCS family. Navy Lodges also offer guests free Wi-Fi, breakfast and weekly manager’s reception as well as guest laundry facilities, vending machines

and children’s outside play area and workout room at many locations. Every Navy Lodge is handicapped accessible. To alleviate some stress, the Navy HHG office recommends that Sailors start their move application process in advance of receiving their PCS orders. While Sailors can start the application online as soon as possible, they cannot “submit” the application forward until they have received official PCS orders. Ideally, Sailors will have the online application almost complete and be ready to review and submit immediately upon receiving PCS orders. To start the process, Sailors and family members are advised to visit http://www.navsup.navy.mil/household to review various “how-to” guides for using the Defense Personal Property System (DPS) and basic entitlement information. Sailors should then go to the http://www.move.mil, obtain a login and password for DPS, and start their application. Once an application has been created, signed, and the required documents have been uploaded into DPS – documents including official military PCS orders, signed forms DD 1299 and DD 1797, and any other required specialized documents, such as power of attorney – the move application can then be submitted. After an application has been submitted, Sailors should check the status of their application frequently to ensure a moving company, pack-out date, and pick-up date are assigned. Sailors should expect to receive an automated email when their HHG shipment has been assigned to a moving company. The assigned moving company is required to initiate contact to arrange a pre-move survey. “It is important that our Sailors contact their local personal property or HHG counseling office if they have not received notification two weeks prior to their requested first pack date,” McGlennon said. The average lead time for Navy personal property offices to process move applications during peak season increases to four weeks from the average two weeks outside of peak season. Therefore, Sailors may be asked to be flexible and adjust their requested pick-up date or conduct a personally procured move (PPM) if a moving company is not available. Sailors may also designate a releasing agent, such as a spouse or family member, if they are not available at the time of the move. Releasing agents act on the service member’s behalf, should be available for both the pack-out and pick-up appointments, and will be required to sign the required moving documents. Sailors do not need legal assistance to designate a releasing agent. A note signed by the moving service member stating the name, phone number and email of the releasing agent is sufficient for designation. Sailors are also advised they should not submit notice to vacate their residence prior to discussing moving dates with their local HHG office and, if possible, prior to their shipment being accepted by a moving company. “It is important our Sailors avoid terminating their rental and lease agreements until a firm pack-out and pick-up date have been agreed upon and confirmed with the assigned moving company,” said McGlennon.

To assist with the moving process, the Navy HHG program is offering webinars to provide information on basic PCS entitlements. The Ombudsmen Program is one of the most beneficial volunteer based groups supporting the United States Navy – but becoming an Ombudsman can be one of the most beneficial things an Active Duty Spouse can do for themselves. Besides the sense of fulfillment many people experience when helping others, the perk of being in "the know" and the opportunity to be more involved with the command, being an Ombudsman requires specialized training that is excellent for a resume. Professional information referral training, professional etiquette training just to name a few… never matter the countless briefs explaining all of the programs available and how to utilize them that occur conveniently on the same night of the Ombudsmen Assembly. “Especially overseas, volunteering was my introduction to the community … to be able to network, and learn what is going on,” U.S. Navy Ombudsman-at-Large Elka Giordano said. It gives you the pulse of the community.” Military spouses face a unique set of issues when it comes to traditional hiring practices. Stemming from moving often and living in places where employment is scarce, or perhaps not legal in your host country, we are confronted with explaining circumstances (such as breaks in employment history, or why we left our last job) to prospective employers. These issues can make even just applying for a job a daunting task. Founder and CEO of Organic Blueprints, Business and Career Management Coach Carroll King Schuller advises military spouses to remember that all you have done should be on your resume, including volunteer positions. “There are not many volunteer positions that offer all the professional training that the Ombudsmen Program does,” Schuller said, “It is very important to not only give, but to get from your volunteer work because it will propel you when you are ready to look for the right job – because then, you know yourself.” Becoming an Ombudsman is a unique position. The program utilizes many different sorts of people, who have various strengths and skills, to make the program successful. This comes as no surprise seeing as how happy people cultivate success. Volunteering can combat depression by removing the sense of isolation and providing a sense of purpose. “Any kind of volunteer work is really great for the resume, but I also think it is really great for the psyche, for your balance and for your communication skills,” Schuller added. “If you can afford the time than it is a positive for all parts of you.” There are 52 commands in Naples and less than 30 Ombudsmen. Emergency Checklist for KIDS Kids: Electricity Lights Up Our World! From FEMA

Think of all the ways we rely on electricity: keeping food fresh, cooking meals, and getting information through the internet or TV. It keeps us warm in the winter, cool in the summer, and connected with each other year round. Oftentimes, we use electricity to play and have fun! Are you and your family ready if disaster strikes and your home is without power? Help your family build an emergency kit. Collect these items and keep them together in a safe place that you can find easily. Make sure you have enough supplies to last for at least three days. Emergency Supplies List  3-day supply of non-perishable food (dried fruit, canned tuna fish, peanut butter, etc.)  Can opener  First aid kit

A Panorama/NSA Public Affairs Office courtesy service available for U.S. or NATO ID cardholders who have orders to PCS within six months. RULES: • New ads must be submitted on a completed Mercato form, along with a copy of both the member’s ID card (front and back) and ONLY the first two pages of PCS orders or equivalent. • Ads are limited to one per category and 25 words maximum. Ads for free pets are limited to one per person or organization (copy of ID required) and run on a space-available basis.
