NSA Naples Hosts First Coffee with the Captain By Lt. Jamie Moroney NSA Naples Public Affairs

Naval Support Activity (NSA) Naples Commanding Officer (CO) Capt. Todd Abrahamson hosted the first Coffee with the Captain event at the Support Site food court, August 14. Coffee with the Captain is an informal town hall where members of the Naples community have the opportunity to sit down with the CO of the installation to ask questions or provide feedback. “We had a good turnout for the first-ever Coffee with the Captain,” Abrahamson said. “Our community members came prepared with really great questions and feedback. With this feedback we have the opportunity to improve the lives and morale of our teammates in the Naples community.” Some of the questions and feedback from the event can be read below with responses from subject matter experts onboard NSA Naples: Concern: Trash pick-up on Support Site is a problem. “Our ability to have our waste removed is directly impacted by the city of Gricignano and the region of Caserta. When they don’t provide the trash trucks, we engage with the mayor and regional government. For example, these last two weeks there was a backup in trash base-wide. This was due to limited capacity at the primary landfill in the region. Trucks from around

Adm. Mike Gilday relieved Adm. John Richardson as the Chief of Naval Operations (CNO) in a ceremony, August 22 at the Washington Navy Yard. Gilday became the 32nd CNO, the U.S. Navy’s most senior officer. As a member of the Joint Chiefs of Staff, the CNO acts as an advisor to the President of the United States, the National Security Council, the Homeland Security Council, and the Secretary of Defense. Under direction of the Secretary of the Navy, the CNO is responsible for the command, utilization of resources, and operating efficiency of naval forces and shore activities assigned by the Secretary. The Secretary of the Navy Richard V. Spencer acted as the presiding officer and guest speaker at the ceremony. In his speech, Spencer focused on the Navy’s many accomplishments during Richardson’s tenure. “The Sailors serving this nation are constantly on Adm. Richardson’s mind and close to his heart. As much as Adm. Richardson has done for our capabilities and processes, he’s done more for our people. Thanks to his efforts, the men and women of the U.S. Navy are safer, better prepared, and better commanded while standing watch around the world.” ADM GILDAY NEW CNO

t’s the start of another school year! After an outstanding Back 2 School Block Party held last Friday, students and faculty returned to school this Monday. Good luck to our students on your upcoming scholastic challenges, and thank you to our faculty for continuing to set the standard in education and student care. As a reminder for our families, please do not bring dogs onto school or Child Youth Program property, and please keep in mind that there is no smoking within 50-feet of school property. It has been noted that our families are doing a great job of observing drop-off and pick-up policies, so thank you for doing the basics right. Also, our volunteer crossing guards have returned! I’d like to express my gratitude to our volunteers for giving up their time to keep the children of our community safe. We can always use more volunteer support for this program. A long Labor Day weekend is upon us, and with that comes a reminder to keep yourselves and your families out of harm’s way. It’s great that our teammates get some well-earned time off, and I want everyone that leaves to come back safely. Stay aware of your surroundings, hydrate, and always have a plan. If you’re travelling, make sure you do some research before you depart. Whether you’re staying in the area or going on an adventure elsewhere, make sure you keep what you’ve earned: Don’t drink and drive. Have fun and be safe. In Big Navy news, we have a new Chief of Naval Operations (CNO). Admiral Mike Gilday has relieved Admiral John Richardson as CNO. In his first address as CNO to the Fleet, Gilday had the following message for the team: “I am humbled and honored to be your CNO. Together, we are part of the greatest navy in the world. NATO Liaison Office Skopje Presented Order of Military Merit by the President of the Republic of North Macedonia

During the celebration of the Day of the Army of the Republic of North Macedonia on August 18 at Ohrid, North Macedonia, President H.E. Stevo Pendarovski presented the NATO Liaison Office (NLO) Skopje – currently headed by Slovenian Colonel Zoran Jankovič – with the Order of Military Merit for the continuous support and assistance the office has provided to the country in achieving its goals for full-fledged membership in NATO. “The road to NATO was passed with painstaking reforms, individual efforts and maximum dedication of generations and generations of members of the armed forces,” Pendarovski said. “This strategic goal represents one of the largest cohesion factors in our society, supported by

wider national consensus behind which are all relevant political parties, vast majority of citizens from all ethnicities and strong support is also provided by the non-governmental sector and the business community.” Colonel Jankovič took over the duties as Chief Liaison Office Skopje in October 2018. NLO Skopje was honored to receive the Order of Military Merit and remains devoted to further assisting the country on its path to NATO membership. The mission of the NATO Liaison Office in Skopje is to advise the Republic of North Macedonia on all aspects of NATO membership requirements, in order to contribute to the country’s Euro-Atlantic Integration. NLO Skopje, also supports the realization of NATO priorities in the country including with respect to political and military reforms, political dialogue and public diplomacy, as well as support the NATO team and government authorities participating in the NATO Accession Talks. “The effect of the Army reforms is a result of the comprehensive reform package we have undertaken as a result of the strategic determination to become a NATO member. We were not alone in that process. On that path we had an ally that reminded us of the obligations, offered the best solutions and encouraged us to continue with dynamic pace,” Pendarovski continued. “For almost two decades the NATO Liaison Office in Skopje has been supporting and assisting the defense sector reforms that were necessary to achieve the high criteria and standards for achieving the full-fledged membership in NATO. Thanks to the guidance and advice from our allies, the reforms had an added value. That is why today we have effective and mobile army, ready to face and execute the most complex tasks. Those are the main reasons why I have decided to present the NATO Liaison Office with the Order for Military Merit. That is our gratitude for their efforts, further.” NATO Headquarters Skopje (NHQS) was created in April 2002 by the amalgamation of two headquarters, namely Kosovo Force (KFOR) Rear and Amber Fox. Its mission was to advise the former Yugoslav Republic of Macedonia Government Authorities on military aspects of Security Sector Reform in order to contribute to further Euro-Atlantic Integration and provide support to NATO-led operations within the Balkans Joint Area of Operations. Ten years later HNQS was renamed NATO Liaison Office Skopje, which is more representative of its mission.

To submit a trouble ticket at your office, contact your Maintenance Service Representative (MSR) and provide them with the details of your ticket. The Public Works Department cannot be everywhere at once, and we appreciate your assistance in helping us to ensure that our facilities are operating efficiently and effectively!” Lt. j.g. Zach Christensen Assistant Public Works Officer Concern: The housing selection process takes too long, and the realtors aren’t doing a good job at showcasing a variety of properties. “Thank you for your feedback. We have recently simplified our processes to allow for a smoother progression with registering houses for our families. The process can often be prolonged due to the time it takes for personnel to locate a home, which typically doesn’t occur until the third temporary lodging allowance (TLA) period, between days 20 to 30. Once a home is selected, the landlord has to schedule a date to have all required documents reviewed for completeness and accuracy. We provide document training to our realtors to assist them with preparing their landlords and clients so that we can expedite this process. Document reviews typically happen between days 25 to 35 in the TLA period. Once this process is complete we move to the pre-contract phase, which is scheduled for the next available appointment. During the precontract meeting we schedule the home inspection, which typically occurs for a member within TLA claim days 36 to 45. If the home meets the housing standards of safety and security, then we will schedule the contract meeting, which typically occurs within TLA days 40 to 50. We can move families into their home within five days of signing a contract, provided the utilities have been switched on. June through September is our peak PCS season, with many families transferring to and from Italy, and we have a high volume of appointments. Delays do occur due to high demand, and we work to expedite as much as we can. Much of what we do depends on the landlords being prepared and available. COFFEE WITH THE CAPTAIN

However, active-duty service members are still required to complete a Basic Rider Course (BRC). Civilians who do not have a motorcycle endorsement and wish to ride will still need to attend a Basic Rider Course. Additionally, service members must also complete a Basic Rider Course Two (BRC2) or Advanced Rider Course (ARC), which is sometimes referred to as the Experienced Rider Course, for cruise bikes or Military Sportbike Riders Course (MSRC) for performance / sport bike riders within one year of completing their BRC. The BRC2, ARC or MSRC is now required every 60 months (five years) rather than the previous two or three year requirement for refresher training. required to request a letter of authorization from the Base Safety Office to register their Motorcycle / Scooter and must provide a valid motorcycle endorsement. They must also provide make and model, year, engine size (in cubic centimeters), vehicle identification number (VIN), and command assignment along with proof of previous motorcycle safety training. Active-duty service member’s Initial registration letters will be valid for 60 days and they will be required to take a BRC2 or ARC within those 60 days, follow-on letters will be for one year or five years, depending on your training status. Civilians will be allowed to attend Motorcycle Classes on a space-available basis, and their initial registration letters will be for five years. Active-duty service members under 26 online AAA or Drive for Life training is no longer an annual requirement. ENERGY CONSERVATION Department of Energy Announces $13.5 Million for New Bioimaging Approaches for Bioenergy From NSA Naples Energy Management Team

On August 23 the U.S. Department of Energy (DOE) announced $13.5 million in funding for six projects to develop new approaches to microscopic imaging of plants and microbes, with the goal of advancing bioenergy research. The aim is to take advantage of new technologies such as quantum dots to provide a more detailed picture of metabolic processes taking place within living cells. Such capabilities will be important in the effort to reengineer plants and microbes for bioenergy conversion and production. “For over a generation, DOE has been a leader in the development of new technologies for genomics and systems biology research,” Under Secretary for Science Paul Dabbar said. “These projects will provide new tools to lead the way and improve our ability to understand and reengineer plants and microbes for bioenergy production.” The new approaches are expected to enable more precise measuring of enzyme function, tracking of metabolic pathways, and monitoring of the transport of materials and signaling processes within and among cells – essential to redesigning plants and microbes for bioenergy production. The goal is a better understanding of metabolic processes at the cellular and subcellular level. Projects were chosen by competitive peer review under the DOE Funding Opportunity Announcement, “Bioimaging Approaches for Bioenergy,” sponsored by the Office of Biological and Environmental Research within the Department’s Office of Science. Naples Tiger Sharks Host Olympic Medalist Josh Davis By Solange Markvart

For the second year in a row, the Naples Tiger Sharks swim team hosted five-time Olympic Medalist and motivational speaker Josh Davis for an exciting and enlightening three day swim camp onboard Naval Support Activity Naples from August 12-14. Thirty-six enthusiastic swimmers of all levels from various European Forces Swim League teams participated in this highlyanticipated event at the Capodichino pool. Swimmers followed a structured schedule that included technical classroom lectures, dry land work and in pool practices. Swimmers reacted positively to Davis, who not only instructed them on proper stroke techniques and body mechanics, but also provided them with invaluable motivational and inspirational advice. Davis frequently interacted with swimmers in the water to demonstrate the directions that were communicated to them verbally. He took ample time answering the swimmers’ questions patiently and accurately. All swimmers

seemed to learn a great deal from this unique experience. Veteran 14-year-old swimmer Katrina Chao was eager to learn from such an iconic and well-respected athlete, and she was grateful to have participated in such an amazing opportunity. “Josh Davis described what it was like to be an Olympian and his experience of representing Team USA,” Chao said. “I was extremely inspired by his motivational talks

and insights. Through his new techniques, I was able to improve my performance.” Davis emphasized the importance of flawless technique to his eager audience. “Technique and streamlining must never be compromised for speed,” he said. “As speed depends solely on the mastery of each stroke.” Davis was gracious enough to sign multiple swim items and to pose for pictures with every single participant that he adorned with his Olympic medals for the occasion.

The Naples Tiger Sharks invited Davis to return to Naples next year, but with the next Olympic games taking place in the summer of 2020, it is uncertain whether he will be available to come back next year. However, the possibility remains of him returning in subsequent years. With the Josh Davis swim camp and a successful summer swim program completed, the Tiger Sharks are eager to participate in the 2019 / 2020 competitive swim TIGER SHARKS

Advances such as Dislocation Allowance (DLA) and Advance Pay can be paid prior to transfer and can help defray the costs of lodging while in a TLA period. Advance Overseas Housing Allowance (OHA) can assist the service member by providing the necessary funds, including the first month’s rent and utility deposit, when authorized to move into commercial housing. Command Pay and Personnel Administrators (CPPA) at each command play a vital role in ensuring members are expeditiously gained into their respective commands, which help catalyze the start of Cost of Living Allowance (COLA) and reimbursement of PCS-related travel expenses (i.e. DLA, taxi fares, tolls, temporary lodging expense in CONUS, etc.) Sponsors also play a critical role in ensuring the incoming service member has the necessary information and tools for a smooth transition overseas.

Two of those spots should be van accessible with at least 96" of aisle. We currently have 14 handicap spots available, 12 of which are van accessible. Though the post office doesn’t have any handicap parking near its outside entrance, it is part of the same building as the NEX and can therefore be serviced by those handicap spots. Even though we are fully compliant with ADA law, we recognize that most of the handicap spots are near the Commissary and that it would be beneficial for the community to have additional spots marked near the NEX main entrance, ATMs, and post office. Over the last several years, the Housing team has been working hard to ensure that the thousands of properties listed on the site are updated, current, and include pictures. Additionally, choosing a home that is already registered or that has previously been leased by service members is another way to minimize the time it takes to sign a lease and move in. However, Housing does not require homes to be preregistered before they can be selected by a service member. This allows for the customer to get the home they want (often to be the first to find a new and exciting home), and facilitates the continual influx and renewal of desirable properties into our housing database. CNIC policy requires housing to exercise due diligence in ensuring

In 2018, the NSA Naples Fire Prevention Office, Installation Safety, and Naples Child and Youth Programs staff conducted a comprehensive inspection of the spaces and there are several inspection items which do not meet the CNIC guidelines or OPNAVINST 1700.9E requirements. The facilities were not intended as a childcare facility and were not designed with the required childcare occupancy safety measures in place. In addition to a busy practice and swim meet schedule, the Naples Tiger Sharks have also participated in several community events, including: A car wash on August 18; Back 2 School Block Party on August 23; Kick Off party at Strikers Bowling Center on August 24; and an upcoming car wash September 29 behind the fire house at Support Site. Both parents and swimmers are excited to embark on the new season. Labor Day, the first Monday in September, is a creation of the labor movement and is dedicated to the social and economic achievements of American workers. It constitutes a yearly national tribute to the contributions workers have made to the strength, prosperity, and well-being of our country. Labor Day Legislation Through the years the nation gave increasing emphasis to Labor Day. The first governmental recognition came through municipal ordinances passed during 1885 and 1886. From these, a movement developed to secure state legislation. The first state bill was introduced into the New York legislature, but the first to become law was passed by Oregon on February 21, 1887. During the year four more states – Colorado, Massachusetts, New Jersey, and New York – created the Labor Day holiday by legislative enactment. By the end of the decade Connecticut, Nebraska, and Pennsylvania had followed suit. By 1894, 23 other states had adopted the holiday in honor of workers, and on June 28 of that year, Congress passed an act making the first Monday in September of each year a legal holiday in the District of Columbia and the territories.

The First Labor Day The first Labor Day holiday was celebrated on Tuesday, September 5, 1882, in New York City, in accordance with the plans of the Central Labor Union. The Central Labor Union held its second Labor Day holiday just a year later, on September 5, 1883. In 1884 the first Monday in September was selected as the holiday, as originally proposed, and the Central Labor Union urged similar organizations in other cities to follow the example of New York and celebrate a “workingmen’s holiday” on that date. The idea spread with the growth of labor organizations, and in 1885 Labor Day was celebrated in many industrial centers of the country. The vital force of labor added materially to the highest standard of living and the greatest production the world has ever known and has brought us closer to the realization of our traditional ideals of economic and political democracy. It is appropriate, therefore, that the nation pay tribute on Labor Day to the creator of so much of the nation’s strength, freedom and leadership – the American worker.
