USO’s Taste of Home Nights a Big Hit From USO Naples

Wholesome and nutritious casserole dishes, friendly faces and great giveaways were the key ingredients to the success of the USO’s Taste of Home Nights January 24, 2019. This much-appreciated program for single and unaccompanied service members hosted by USO Naples and widely supported by the entire NSA Naples community has been delivering homecooked meals, fellowship and goodwill for the past decade. “Year after year, this program continues to be successful, thanks to the tremendous support that USO receives from the NSA Naples Community,” USO Area Operations Manager Luisa Mazzella said. “USO wouldn’t be able to host so many programs without the support of the community, and for this one in particular, our donors play a fundamental role, by sharing their favorite dishes.” The USO’s Taste of Home night, hosted at the U.S. Naval Hospital Naples Gal-

ley “La Cucina,” provides service members with a feeling of being closer to home, thanks to serving up yummy and beloved classic casserole-style dishes. Sailors are genuinely excited and grateful for the variety of foods and support they receive from the community. This month’s Taste of Home Night, was made even more special with the giveaway of five Monster Chairs (retail value of $200) that five lucky service members happily took home. “Seeing so many happy faces, watching them build camaraderie, and seeing them thank our volunteers for such wonderful opportunities, is definitely a great sign that this program continues to be successful,” Mazzella added. Most service members and their families will see a reduction in their tax bills this year, but there are a number of changes in U.S. federal tax laws that they need to be aware of, Army Lt. Col. Dave Dulaney, the executive director of the Pentagon’s Armed Forces Tax Council, said. “The last tax year has been quite exciting with all the changes that were made,” Dulaney said. He noted that the Internal Revenue Service will start accepting tax returns January 28 for tax year 2018. A number of pieces of legislation affect military taxpayers, he said: The Tax Cuts and Jobs Act, the Veterans Benefits and Transition Act and the CombatInjured Veterans Tax Fairness Act are just a few. Tax Cuts for Troops The Tax Cuts and Jobs Act will mean that most service members will see a reduction in federal taxes for 2018, he said. There is an overall reduction of 3 percent for most military families under this act, Dulaney said, in addition, the standard deduction doubled, as did the Child Tax Credit. “Because of these three things, most of our military families are going to see a substantial reduction in overall tax liability,” he said. uperbowl Weekend is here and I’m sure a lot of us are looking forward to watching the game and commercials with good food, friends, and family. As with any holiday or cultural event, I want to remind everyone to enjoy this time safely and responsibly. With the time difference, many people may find themselves needing a ride home very late Sunday night or very early Monday morning. Please look out for each other and if you’re hosting a party, make sure you know what your guests’ driving situations are. If you’ve had a bit too much to drink, please also remember that the Naples Area Chief’s Mess funds our Tipsy Taxi service. Just call the NSA Naples Command Duty Officer at 335-825-7986 to use this service. If you’re staying on base to watch the game, please consider checking out MWR’s Super Bowl Sunday event at Strikes Bowling Center on Support Site. The event will run from midnight, Sunday to 5 a.m., Monday morning, and will include food, drinks, and even a chance to bowl with your party while watching the big screen. The weekend is also the beginning of February and the DoD’s observance of Teen Dating Violence Awareness Month. Today I signed the proclamation beginning the Naples military community’s annual campaign against domestic violence with our highly motivated Fleet and Family team. I think it’s also important to explain why we take part in this observation. Every year, approximately 1.5 million American high school students experience physical abuse from a dating partner. In light of that alarming fact and because our youth are such a crucial part of our military community, we need to advocate for and teach our kids positive practices. The Fleet and Family Support Center will be spreading awareness and education for students throughout February by hosting a series of group discussions at the Naples Middle High School and the Support Site Teen Center. They’ll also be sponsoring a “Wear Orange Day” selfie photo contest. Parents with questions on how to participate or talk to their kids about the topic can call FFSC at 081-811-6372. We also celebrated an important milestone this Monday with the Navy Lodge Program’s 50 year anniversary. The program was created in 1969 to bolster scarce housing options for military families associated with permanent change of station. Teaming up with the Bureau of Naval Personnel and the Naval Facilities Engineering Command, construction began on reasonably priced, temporary lodging facilities. With as busy as Naples gets, especially during peak PCS seasons, the facilities that our local Navy Lodge runs are an essential resource for our community. We couldn’t man this base and all the commands on it without the Lodge providing temporary housing to the thousands of active duty, reserve, DoD civilian, contractor, and dependent personnel who pass through here every year to support important missions throughout the region. Chocolate Fair in Chiaia For Valentine’s Day the city of Naples will hold a free admission chocolate fair in the district of Chiaia. Stands will be open all day between Piazza San Pasquale, and Largo Pignatelli with chocolate tasting and show cooking. The event will also provide entertainment for children. Chinese New Year Celebration in Naples This Monday On Monday, Naples celebrated the great Chinese New Year at Piazza del Gesu’with artists, shows and singers. The Chinese New Year will start at 4:30 p.m. and will animated the historic center of Naples for about four hours. The numerous performances will include the famous Mulan choir with Chinese and Italian children. The Spring Festival, which we know as the Chinese New Year in the West, is one of the most important traditional festivals. HISTORY: KEEL LAID FOR USS ENTERPRISE, WORLD’S FIRST NUCLEAR-POWERED AIRCRAFT CARRIER From Naval History and Heritage Command

In 1954, Congress authorized the construction of the world’s first nuclear-powered aircraft carrier, the eighth U.S. ship to bear the name Enterprise. The giant ship was to be powered by eight nuclear reactors, two for each of its four propeller shafts. This was a daring undertaking, for never before had two nuclear reactors ever been harnessed together. As such, when the engineers first started planning the ship’s propulsion system, they were uncertain how it would work, or even if it would work according to their theories. Materials used by the shipyard included 60,923 tons of steel; 1507 tons of aluminum; 230 miles of pipe and tubing; and 1700 tons of one-quarterinch welding rods. The materials were supplied from more than 800 companies. Nine hundred shipyard engineers and designers created the ship on paper, and the millions of blueprints they created, laid end-toend, would stretch 2,400 miles, equivalent to the distance between Miami and Los Angeles. The keel for the USS Enterprise (CVN 65) was laid on February 4, 1959, at Newport News, Virginia. Nearly two years later, Enterprise was commis-

sioned November 25, 1961. The world’s first nuclear-powered aircraft carrier, she was the eighth ship to bear the illustrious name Enterprise. Less than a year later, In October 1962, Enterprise was dispatched to its first international crisis. Enterprise and other ships in the Second Fleet set up a quarantine of all military equipment

under shipment to communist Cuba. The blockade was put in place on October 24, and the first Soviet ship was stopped the next day. On October 28, Soviet leader Nikita Krushchev agreed to dismantle the nuclear missiles and bases in Cuba, concluding the Cuban Missile Crisis, the closest the United States and the Soviet Union have ever come to nuclear war. Proudly known as the “Big E” to all who served onboard, she was a vete-

ran of 25 deployments to the Mediterranean Sea, Pacific Ocean, and the Middle East. Enterprise served in nearly every major conflict to take place during her five decades of service, from the Cuban Missile Crisis in 1962 to six deployments in support of the Vietnam conflict through the Cold War and the Gulf Wars. On September 11, 2001, Enterprise was headed back to her homeport of Norfolk, Virginia, from a long deployment overseas,

but was diverted following the 9/11 terrorist attacks in New York and Washington, D.C. Enterprise steamed overnight to the North Arabian Sea, and once again, “Big E” took her place in history when she launched the first strikes in direct support of Operation Enduring Freedom. After serving for 51 years of distinguished service, Enterprise was inactivated December 1, 2012, at Norfolk Naval Station, in Norfolk, Virginia.

Chairman of the NATO Military Committee CONSERVATION Discusses Projecting Stability on Visit to JFC Naples ENERGY Energy Efficient Computer Use By NATO Public Affairs

Upon his arrival at the NATO Joint Forces Command in Naples (JFC Naples) on January 25, 2019, the Chairman of the NATO Military Committee, Air Chief Marshal Stuart Peach was welcomed by its Commander Admiral James Foggo. Active since 2004, JFC Naples is one of two Joint Force Commands responsible for preparing, planning and conducting military operations in order to preserve the peace, security and the territorial integrity of Alliance member states. JFC Naples is responsible for the NATO Kosovo Force, NATO Mission in Iraq and the NATO Response Force. In his meeting with Admiral Foggo, Air Chief Marshal Peach received an update on the current security situation in the Western Balkans. Admiral Foggo underscored that his command is carefully monitoring the situation and that “NATO supports any effort that leads to the normalisation of the security situation and avoids creating tensions.” The Chairman agreed, adding that “NATO fully supports the continuation of the EU-facilitated dialogue between Belgrade and Pristina which is critical for regional peace and security. Additionally, NATO’s presence in Kosovo, mainly through the NATO-led Kosovo Force, is also contributing to the security and stability in the Western Balkans which is important for the whole of Europe.” The two military leaders also discussed NATO’s new training mission in Iraq, established at the request of the Iraqi Government and in coordination with the Global Coalition to Defeat ISIS. The NATO Mission Iraq, led

by Canada, will strengthen the Iraqi security forces, by providing technical advice to Iraq’s Ministry of Defence and the Office of the National Security Adviser; and by training and advising Iraqi instructors at military academies and institutions. Air Chief Marshal Peach highlighted the importance of Capabilities Development, “training local forces “is one of our best weapons in the fight against terrorism. At the same time, we are working to improve our understanding of the threats and challenges from the South.” The Chairman of the NATO Military Committee ended his visit with a briefing from Brigadier General Igazio Lax, Director of the NATO Strategic Direction South (NDS-S) Initiative, which is more commonly known as the “Hub for the South.” The Hub helps to enhance NATO’s regional situational awareness and understanding of the threats, challenges and opportunities emanating from the South; and to improve our cooperation with partners to counter those challenges through information sharing and assessments of potential threats. Formed in 1949 with the signing of the Washington Treaty, NATO is a security alliance of 28 countries from North America and Europe. If you wonder when you should turn off your personal computer for energy savings, here are some general guidelines to help you make that decision. Though there is a small surge in energy when a computer starts up, this small amount of energy is still less than the energy used when a computer is running for long periods of time. For energy savings and convenience, consider the following guideline, if you are: ● In the office, please turn off the monitor if you aren’t going to use your PC for more than 20 minutes. ● At home, please turn off both the CPU and monitor if you’re not going to use your PC for more than two hours. Make sure your monitors, printers, and other accessories are on a power strip/surge protector. For non-mission essential equipment, turn off the switch on the power strip to prevent them from drawing power even when shut off. If you don’t use a power strip, unplug non mission-essential equipment when it’s not in use. Sleep Mode and Power Management Features Many computers available today come with a sleep mode or power management feature. ENERGY STAR® estimates that using these features will save you up to $30 each year on your electricity bills. Make sure you have the powerdown feature set up on your PC through your operating system software. This has to be done by you; the power management features usually are not already enabled when a computer is purchased. Note that screen savers are not energy savers. Using a screen saver may in fact use more energy than not using one, and the power-down feature may not work if you have a screen saver activated. Maritime forces from East Africa, West Indian Ocean nations, Europe and the United States, as well as several international organizations began the eighth iteration of the annual multinational maritime exercise Cutlass Express, January 28 in the vicinity of Djibouti, Mozambique and Seychelles. Cutlass Express 2019, sponsored by U.S. Africa Command (AFRICOM) and conducted by U.S. Naval Forces Africa, is an exercise designed to assess and improve combined maritime law enforcement capacity, promote national and regional security in East Africa as well as information sharing, planning and operating. “Today, we face serious challenges at sea such as illegal fishing, trafficking of weapons, narcotics and people and the ongoing threat of piracy,” Rear Adm. Heidi Berg, director, intelligence and knowledge development directorate, AFRICOM, said. “Our efforts here will help make the region a safer place for maritime commerce and help increase prosperity throughout the region.” The participating nations will be testing their ability to combat illicit trafficking, piracy, illegal fishing, as

Shanahan Encouraged by NATO Progress on Operations, Burden-Sharing By Jim Garamone

At the start of a January 28 meeting with NATO Secretary Jens Stoltenberg at the Pentagon, Acting Defense Secretary Patrick M. Shanahan said he is encouraged by NATO’s operational progress its efforts to increase burden-sharing. The North Atlantic Treaty Organization ensures transatlantic security and, Shanahan reiterated President Donald J. Trump’s pledge to be with NATO 100 percent, which, of course includes the Article 5 collective defense guarantee. NATO’s European allies have increased their contributions to the training mission in Afghanistan and to efforts in Iraq to establish a training mission aimed at ensuring the Islamic State of Iraq and Syria does not reestablish itself in that country, Stoltenberg said. Increased Spending Shanahan praised Stoltenberg for his work in reaching an equitable division of the security burden. “Since President Trump took office, America’s NATO allies have stepped up defense spending by a total of $41 billion,” Shanahan said. “Allied defense spending increased by more than nine percent from 2016 to 2018 – the largest increase is 25 years. By 2020, our NATO allies are projected to increase defense spending by approximately $100 billion.” This is money that goes directly to deterrence and defense. The increase means larger exercises, mobility and infrastructure improvements and investments in the alliance’s advanced response force and the revamped command structure. “This has

allowed us to increase our force presence on the territory of our most vulnerable allies,” the acting secretary said. “A few years ago, achieving these improvements and funds might have seemed impossible,” he said. “A few years from now, we will write the same success story on readiness. I’m encouraged that we are moving forward on our readiness initiative – 30 battalions, 30 air squadrons and 30 warships ready to fight in 30 days or less.” More needs to happen, but the work is well started, he said. “We need to move from theory to practice, and from practice to results,” Shanahan said. “And results come from real changes to posture.” Security Talks Shanahan discussed Russia’s continuing violations of the Intermediate-Range Nuclear Forces Treaty. “This is unfortunate,” the acting secretary said. “After our collective efforts to return Russia to compliance, we’ve kept our part of the deal; Russia did not. Moscow refuses to honor its international obligations, eroding trust and security not only in Europe, but far beyond as well.” Stoltenberg and Shanahan welcomed the recent talks with the Taliban in Qatar. The secretary general said the talks, led by U.S. Ambassador Zalmay Khalilzad, the special representative for Afghanistan reconciliation, have the potential to work. “We are encouraged by what we see now and the progress in the talks with the Taliban” he said. Stoltenberg noted that the alliance will “not stay longer than necessary,” but will not leave until there are assurances that Afghanistan will not become a haven for terrorists.

There are also some special provisions that apply to military personnel. Service members who served in the Sinai Peninsula since June 9, 2015, are now eligible for the combat zone tax exclusion, the colonel said. “This was retroactively applied and what that means is that since taxpayers have up to three years to file an amended tax return to make a claim for refund, those service members who served in the Sinai back in 2015 would be eligible to file an amended tax return, and they need to do it quickly,” he said. Service members with questions should go to their local tax assistance centers, Dulaney said, noting that this change should affect about 2,000 service members. Members of the armed forces are still able to deduct their unreimbursed moving expenses incurred during permanent change of station moves, he said. There are changes to deductions for travel to drill for reservists. “Reservists cannot take deductions for drill duty expenses that are under 100 miles,” he said. Those driving more than 100 miles can still take deductions. Military Spouses For military spouses there is a significant change as part of the Veterans Benefits and Transition Act of 2018. “This allows military spouses to elect to use their service member’s state of legal residence for state and local taxes,” he said. “ In the past a spouse may have had to file a different state tax return because they had split legal residences. For example, if a service member with a legal residence of New York moved to Virginia and married a person with a legal residence from that state. “Now, our military spouses can now elect to use the legal residence of the military member for purposes of filing their state and local taxes,” Dulaney said. “Now military couples will no longer have to file different state tax returns … additionally it will reduce the overall tax burden for military families.” Injured Troops Finally, the Combat-Injured Veterans Tax Fairness Act has been implemented for veterans who received disability severance pay and had tax withholding applied to the pay. “Now under the tax code, disability severance pay is not taxable under certain situations,” he said. More than 133,000 veterans who have received this pay are eligible for relief under the act. The vets have until July to file for a refund. There are a number of aids for military personnel and their families as they prepare their taxes. Each base has a Volunteer Income Tax Assistance Program office that will help. Where Does Groundhog Day Come From? From National Centers for Environmental Information

Every February 2, thousands of people gather at Gobbler’s Knob in Punxsutawney, Pennsylvania, to await the spring forecast from a special groundhog. Commonly known as Groundhog Day, because the groundhog will emerge from his simulated tree trunk home and look for his shadow, which will help him make his much-anticipated forecast. According to legend, if Phil sees his shadow the United States is in store for six more weeks of winter weather. But, if Phil doesn’t see his shadow, the country should expect warmer temperatures and the arrival of an early spring. History of Groundhog Day Groundhog Day originates from an ancient celebration of the midway point between the winter solstice and the spring equinox – the day right in the middle of astronomical winter. According to superstition, sunny skies that day signify a stormy and cold second half of winter while cloudy skies indicate the arrival of warm weather. The trail of Phil’s history leads back to Clymer H. Freas, city editor of the Punxsutawney Spirit newspaper. Inspired by a group of local groundhog hunters, whom Freas named the Punxsutawney Groundhog Club, he declared Phil as “America’s official forecasting groundhog” in 1887. As he continued to embellish the groundhog’s story year after year, other newspapers picked it up, and soon everyone looked to Punxsutawney

Other ‘Weather Forecasting’ Groundhogs Around the United States While Punxsutawney Phil claims to be the nation’s official forecasting groundhog, he’s not the only furry forecaster in the United States. Some other notable contenders include: General Beauregard Lee of Atlanta, Georgia; Sir Walter Wally of Raleigh, North Carolina; Jimmy of Sun Prairie, Wisconsin; Octorara Orphie of Quarryville, Pennsylvania; Staten Island Chuck from the Staten Island (New York) Zoo; Unadilla from Nebraska; Chuck from Ohio; French Creek from West Virginia; and the Cajun Groundhog from Louisiana. Other forecasting “groundhogs” include Ridge Lea Larry, a stuffed groundhog from Western New York, and the Tennessee “Groundhog” of Silver Point, Tennessee, which is actually someone dressed up like a groundhog on a motorcycle. While Groundhog Day is a way to have a little fun at mid-winter, climate records and statistics tell us that winter probably isn’t over. Climatologically speaking, the three coldest months of the year are December, January and February, so winter typically still has a bit more to go when the groundhog comes out in search of his shadow each year on February 2. But the idea of Groundhog Day gives many people hope that the cold winter weather will be over soon as they anticipate the warmer days of spring that are not as far away as they were just a few short months ago.
