Command Senior Enlisted Leader, German Army Command Sergeant Major Juergen Stark conducted an initial “quarterly hour” February 18, and briefed the staff on current topics, plans and upcoming events to be organized to strengthen Naples’ community network. The audiences included non-commissioned officers (NCOs) and junior grade officers working at JFC Naples, national support elements, NATO Communication and Information Agency, NATO Allied Command Counter Intelligence as well as the 2nd NATO Signal Battalion. Focusing on the importance of the NCOs contribution to staff workflow, Stark encouraged the attendees to support the mobile training activities which JFC Naples provides to NATO partner nations with their knowledge and experiences. JFC Naples continuous to send out its subject matter expert teams to provide classes and training sessions to multiple NATO partner nations. “Joining such a mobile training

Every day, the installations of Navy Region Europe, Africa, Southwest Asia (EURAFSWA) play a significant role in preserving and protecting the safety and security of Navy, joint and allied forces throughout Europe, Africa and Southwest Asia. Ensuring the safety of those who protect our forces is just as important – in fact, it’s one of Region EURAFSWA’s five key shore missions. Whether it’s base secu-

rity, fire prevention, safety instruction or emergency management, Public Safety is a crucial part of our normal operations at every base throughout the region. The most visible Public Safety component, as it is in civilian life, is our “police force” – in this case, the Navy masters-at-arms (MA) who comprise the military police component of our installations. Patrick M. Shanahan said his first trip as acting defense secretary was timely and has given him a lot to chew on moving forward. In a session with reporters traveling with him, the acting secretary also spoke about the president’s emergency declaration. The trip took him to Afghanistan, Iraq, Belgium and Germany. He met with American service members in Afghanistan and Iraq, and attended a NATO meeting of defense ministers in Brussels. Shanahan ended his trip at the Munich Security Conference, where he also participated in a meeting of the coalition to defeat the Islamic State of Iraq and Syria. Southwest Asia In Afghanistan, the acting secretary was briefed by U.S. commander in the country, Army Gen. Austin S. Miller. “The importance of that was to assess the plan and then go meet with the Special Forces themselves and talk to how they were going to generate more capacity because this is all about generating more capacity,” Shanahan said. “I’ve got a set of taskings as a result of those visits and I’m sure General Miller is supported.” SHANAHAN VISIT Page 7

EP BEGINS MONDAY! Our installation’s Final Evaluation Problem (FEP), begins next week and will mark the final assessment of this certification cycle. As a military installation, our primary mission is to protect the base and all personnel within our fence-line. This is therefore the most important certification process we go through as NSA Naples. As you’ve seen on this week’s front page, public safety isn’t just a priority for our installation, it’s what our regional commander expects from all installations throughout Europe, Africa, and Southwest Asia. As one of our five key shore missions, public safety is a big part of what keeps us running as an operational platform. Just like a ship, our ability to skillfully maintain security, force protection, fire prevention, and emergency management standards is what keeps us in the fight. So please make sure you know where you need to be and what you need to be doing between Monday and Wednesday next week. If you haven’t done so already, review your command’s Emergency Action Plan and talk to your shipmates, co-workers, and family members about what you’d do in the event of an emergency. Listen for announcements as well and please heed directions from our security and emergency management personnel. With all hands on deck, I am confident we will ace this and maintain the already high standards our Naples military community has set for itself. Speaking of emergency management, last week’s unexpected storm provided another perfect example of why we must always be ready at work or at home. Inclement weather, natural disasters, or other emergencies are always possible and require us to plan ahead. If you aren’t already, please get signed up for AtHOC emergency notification messages by contacting our Emergency Management department. All personnel should also make sure to monitor local weather reports, just as you would back home. Economy residents must also ensure they know what effect an emergency could have on them or their home. Check out the website or local Facebook page of the town you live in to keep informed about closures or other impacts to local services and facilities. Information breeds readiness, so we should always be working to keep ourselves informed. I also want to put out a reminder for economy residents to check their home’s meter after receiving their bill. ENEL, the local electric company, may charge you based on an estimate during some billing cycles and you may end up paying the difference at the end of said cycle. Sometimes this can be a hefty sum and might be a bit daunting when having to pay it all at once. To avoid this situation, simply follow the instructions printed on the back of your bill to make sure your usage for the month matches the amount you’ve been charged. If you need additional help, contact the Residential Services Office at 081813-5358. Remember, electricity prices here rise during the hours of 0800-1900, Monday through Friday. To keep costs down, try running appliances like dishwashers and washing machines outside of those hours. If you think there might be a maintenance issue affecting your utilities costs, contact your landlord right away. Our Housing Department is also always ready to help with communications if a language barrier exists. Please do not hesitate to call them at 081-811-4466 for help. HISTORY: FIRST FEMALE NAVAL AVIATORS By Gary Nichols NSA Public Affairs

A new chapter in Naval Aviation history was written in 1973 when Secretary of the Navy John W. Warner announced a test program to train female student Naval Aviators. More than four decades had passed since Amelia Earhart successfully became the first woman – and the second person – to complete a non-stop solo flight across the Atlantic Ocean, and the idea of women in the cockpit represented a sea change for naval aviation. The program was initiated to test whether woman were not only capable of surviving, but thriving under the lengthy and rigorous training required to become a Naval Aviator. On March 2, 1973 – three years before women were allowed to enter the U.S. Naval Academy – four women made history when they joined a group of young officers who reported to Naval Air Station (NAS) Pensacola, Florida, to commence flight training in hopes of ultimately receiving their wings of gold as Naval Aviators. They were Lieutenants (junior grade) Barbara Allen and Judith Neuffer and Ensigns Jane Skiles and Kathleen McNary.

After the original group, flight training was discontinued for female student Naval Aviators until the success of the program could be evaluated. On February 22, 1974, Allen became the first member of her class to earn her wings of gold as a Naval Aviator at Naval Air Station Corpus Christi, Texas. Allen was assigned to fly C1s in Alameda, California, with a transport squadron and later became the Navy’s first jetqualified female. In 1976, women were allowed to resume training as Naval Aviators. However, they were limited to only flying helicopters and non-combat aircraft. In 1979 the Naval Flight Officer (NFO) program was opened to women. And, in 1993 Secretary of Defense Les Aspin authorized combat aviation to women, including enlisted female aircrew members, which allowed women to fly combat missions, opening up even more opportunities for women pilots and crew members. Women fill an increasingly important role in today’s Navy as pilots, naval flight officers, navigators, loadmasters, and varied officer and enlisted aircrew positions.

SPOTLIGHT: MICHELA PELLECCHIA

Michela Pellecchia, a native-born and raised Neapolitan, has spent the last 30 years in the service of the U.S. government. More than half of that time has been spent serving America’s best and brightest – the children of military service members and DOD civilians. For 18 years, Pellecchia has worked for the Department of Defense Education Activity (DoDEA). Her current position as a School Registrar at the Naval Support Activity (NSA) Naples Middle High School allows her to interact with all levels of people regularly, including the students. “Playing such an important role in the lives of so many children is very rewarding,” she said. “I love seeing them grow and blossom into adulthood. It's also great experiencing the cultural differences.” Pellecchia has also experienced different cultures through travel. Since 2014, she has been to Paris, France; Rodi, Greece; Tenerife and Rota, Spain; and her favorite place of all, Zanzibar, Africa. “Once you have experienced Africa, you will always feel a tug to return there,” she said. “Once its dust has touched your feet, Africa will stay in your heart.” Aside from traveling, Pellecchia also enjoys skiing and spending time with her husband, Maurizio, and their two sons, Marco and Roberto. And, although her personal time is important to her her professional life is never too far removed from her thoughts. “I feel so much a part of the school community that if I'm away for a long period I begin to miss it,” she said. “The school and my family walk side-by-side. My husband and children also feel part of my job. Everyone knows them.”

•Fix all leaks - This is the most obvious thing that you can do to stop wasting water at home. •Replace your showerhead with a low-flow alternative - You shower every day so it’s important to reduce the amount of water that you’re using when you do. •Install aerators in your other faucets -Your showerhead isn’t the only faucet where too much water is coming out at once. Add aerators to your other faucets to reduce the amount of water flow. •Insulate all of your hot water pipes -You waste a lot of water by running it to heat it up. This is a lot less likely to be a problem if your water pipes are properly insulated. •Water your plants with your extra water - Collect rainwater as well as safe greywater around the house and use this water in landscape watering around your home. •Turn off the water when you are at the sink - When brushing your teeth and shaving at the sink, don’t let the water run. The Navy Exchange Service Command’s (NEXCOM) A-OK Student Reward Program offers all qualified students to participate in a quarterly drawing for monetary awards of $2,500, $1,500, $1,000 or $500 for a total of $5,500 per quarter. The next drawing will be at the end of March 2019.Any eligible full-time student that has a Bgrade point average equivalent or better, as determined by their school system, may enter the drawing. Homeschooled students can also qualify with acknowledgement that the student has a “B” average or equivalent record of accomplishment. Eligible students include dependent children of active duty members, reservists and military retirees as well as U.S. civilian Department of Defense employees stationed outside the continental United States and U.S. civilian employ-

ees of firms under contract to the Department of Defense outside the continental United States. Students must be enrolled in 1st through 12th grade. Dependent children without an individual Dependent Identification Card must be accompanied by their sponsor to submit their entry. Each student may enter only once each grading period and must reenter with each qualifying report card. To enter the drawing, stop by any NEX with a current report card or progress report and have a NEX associate verify the eligibility. Then fill out an entry card and obtain an A-OK ID which entitles the student to discount coupons for NEX products and services. NEXCOM has been offering students a chance to help pay for college through its A-OK Student Reward Program since 1997. Since the program’s inception, NEXCOM has awarded over $750,000 in savings bonds and monetary awards to students with the help of its generous vendor partners.

Navy Returns to Flying Union Jack From Chief of Naval Operations Public Affairs

The Navy released a NAVADMIN 039/19 directing the display of the Union Jack in lieu of the First Navy Jack aboard Navy ships and craft, February 21. U.S. Navy ships and craft will return to flying the Union Jack effective June 4, 2019. The date for reintroduction of the Union Jack commemorates the greatest naval battle in history: the Battle of Midway, which began on June 4, 1942. “Make no mistake: we have entered a new era of competition. We must recommit to the core attributes that made us successful at Midway: integrity, accountability, initiative, and toughness,” said Chief of Naval Operations Adm. John Richardson. “For more than 240 years, the Union Jack, flying proudly from jackstaffs aboard U.S. Navy warships, has symbolized these strengths.” The Union Jack is a flag consisting of 50 white stars, representing each of the 50 states, on a blue background. A version of this Jack first flew in 1777 and was updated as new states joined the Union. “The Union Jack is deeply connected to our heritage and our rise as a global nation with a global Navy,” said Richardson. “The Navy is a symbol that projects American values to the world. In Iraq, Shanahan was briefed on progress by Army Lt. Gen. Paul LaCamera. “That gave me a good sense of where we stand on Syria,” he said. They also spoke about building the security forces in Iraq.

European Allies The acting secretary said he came away from the NATO meeting with four takeaways. “One, we’re aligned on Afghanistan,” he said. “No. 2, we really talked about the Russian threat and the best evidence of our alignment on the Russian threat was the unanimous support to the [Intermediate-Range Nuclear Forces treaty] decision.” The third was discussion about China, and fourth was how to grow capability and capacity for NATO.

What’s more is the discussions on how to do it together. “Personally, I had a number of very high quality bilateral discussions that were helpful as we talked about Syria and Afghanistan,” he said. “Also, the chance to interact with so many members over a couple of days and a number of meals, I really do feel like I have a very good standing with them and the ability to pick up the phone. That short period of time and the types of interaction give me great confidence that with a couple of phone calls we can really address issues as they come up.” Emergency Declaration In answer to a question, Shanahan said DOD is examining the processes the department will use with respect to the national emergency declaration. “For a number of weeks now, we’ve been laying out the process we would follow if a national emergency were declared and making sure everybody understands the statutes so that we could do things correctly and legally,” he said. Shanahan said that in anticipation of this possibility, Northern Command and the Joint Staff were directed to work together to produce a mission analysis of the border with one key question in mind: “Based on the influx of either drugs or people, how would you assign DOD personnel, guard or Reserve, to support the Department of Homeland Security broadly, not just on a task force? So that has been determined. I will go in and review that analysis now that the emergency has been declared,” the acting secretary said. “Based on that we can do an assessment of what would be appropriate.”

they also carry out the same military law enforcement and public safety duties as their counterparts at stateside facilities. By the same token, Region EURAFSWA’s fire and emergency services professionals fulfill similar duties as their U.S. counterparts. Eight EURAFSWA installations have fire and emergency services departments; five of those departments are staffed by U.S. civilians and local national employees, while three use contract employees. At the 15 fire stations throughout Region EURAFSWA, firefighters not only respond to fire calls as they would in the U.S., but they also conduct fire prevention inspections for Sailors, civilians and families – 3,163 in Fiscal Year 2018 (October 2017 to September 2018) – and provide emergency medical response around the clock. These Sailors and civilians are well trained; each year, hundreds of EURAFSWA fire and emergency services personnel receive training in emergency vehicle operation, CPR and incident command. Region firefighters also provide “crash and smash” response services at EURAFSWA airfields, ensuring the safety of aviators and airmen who support Navy, joint and allied air operations. Like their U.S. counterparts, installation Emergency Dispatch Centers are staffed around the clock with U.S. and local national employees. These individuals are U.S.certified to dispatch for police, fire and medical emergencies and can provide lifesaving pre-arrival medical instructions to callers in cases ranging from cardiopulmonary resuscitation (CPR) to childbirth. Emergency management also plays a major role in the Public Safety mission. All Region EURAFSWA installations have an Emergency Operations Center (EOC) staffed by an Incident Management Team to carry out all-hazards response operations when activated. In addition, the Region Operations Center (ROC) is staffed 24/7 and stands up a Crisis Action Team when required in support of the installations. These teams are backed with plans and guidance disseminated and maintained by region and installation EM staff personnel. Whenever an IMT or CAT is activated in response to an all-hazards event, they are immediately thinking about saving lives, protecting

Lastly, Public Safety’s mission of risk assessment and mitigation for our personnel in general workplace safety plays an important part in ensuring the ability of our installations to carry out their mission without incident. According to the command’s regular personnel rotation and the subsequent number of people leaving, he inspired everybody to volunteer to keep the association vital. Among other community events, the Other Ranks Association annually organizes the march on the “Path of the Gods” – a world famous hiking track alongside the Amalfi coast. French Army Master Sergeant Jerome Aragon briefed on the details of that event which will take place on March 28. The meeting continued with a preview on a study day on March 29 at the JFC Naples’ Moral and Welfare Association’s theatre that will focus on NATO’s 70th anniversary and all related activities, KFOR’s 20th anniversary, and a comprehensive country brief on North Macedonia- the next state joining the Alliance in the near future. The responsible planner for that event, Royal Air Force Warrant Officer Rab Davies, appreciates any ideas and inputs that contribute for an even more interesting event. Command Sergeant Major Stark concluded the first “Quarterly hour” saying that “a variegated community life significantly develops with everybody’s ideas and support only.” The mission of Allied Joint Force Command Naples is to prepare for, plan and conduct military operations in order to preserve the peace, security and territorial integrity of Alliance member states throughout SACEUR’s Area of Responsibility (AOR) and beyond.

USNH Naples Physical Therapy Accepting New Active Duty Patients Only Effective immediately, the Physical Therapy Clinic at U.S. Naval Hospital Naples will begin to refer new non-active duty patients to the Italian care network due to a shortage in provider staffing. Active duty service members will not be affected by this change. This is a temporary measure and the Physical Therapy Clinic will revert to normal practices once full

Safety Office Reminders Driving Under the Influence (DUI): The base has had two reported DUI’s in the past two weeks. During one incident, which occurred off base, the motor vehicle operator refused to consent to testing. Remember that if you refuse to consent to testing by local police – who DO NOT need probable cause to stop you – can charge you based solely on observation, and they will also confiscate your driver’s license. This will also result in your base driving privileges being suspended. The blood alcohol content (BAC) limit for a DUI is .05%. Parking Safety: In both parking garage’s onboard Capodichino, pedestrians have the right of way. It is important to note that in the East garage (near the Capo Inn and base library) traffic flows in different directions: Floors -2 and -1 flow in one direction; while floors 1 through 5 flow in the opposite direction. Motorists should watch out for “Do Not Enter” signs and arrows on the pavement or walls, and the movement of other vehicles. NEVER turn the wrong way down a lane in either garage. Several near-misses have occurred due to people violating the correct flow of traffic to get into a coveted parking spot. How is ‘Carnevale’ Celebrated in America? From the Library of Congress

Mardi Gras – or “Carnevale” as it is known throughout the world – began as a traditional Catholic festival that typically occurs before Lent. Mardi Gras is a French phrase meaning “Fat Tuesday,” referring to the day before Ash Wednesday It’s thought that Mardi Gras was first brought to Alabama by French explorers as early as 1699. However, the first recorded carnival observance occurred in Mobile, Alabama, in 1703. Celebrating Mardi Gras gave residents of Mobile the chance to enjoy the end of winter with a fine meal, some wine, and reminisce with families and friends. According to legend, Michael Krafft, a one-eyed Pennsylvania Dutch transplant, celebrated the season with friends at a restaurant in downtown Mobile in 1830. Following the meal, these tipsy revelers “borrowed” some agricultural implements from a sidewalk display outside a downtown hardware store. Then, with cow bells, rakes, and hoes in hand, Krafft and his friends paraded through the streets of the town and thus was born the Cowbellion de Rakin Society, the first parading Mystic Society. In 1866, after the Civil War, during the period when Mobile was still occupied by Union Forces, another group, led by Joseph Stillwell

Cain, decided to revive the Krafft parade (which had been on hiatus during the war). They “borrowed” a coal wagon from a local business, and dressed in improvised costumes depicting a legendary Chickasaw Indian chief, Slacabamorinico, they paraded through the streets of town on Shrove Tuesday, thus giving rebirth to Mardi Gras, which has been observed in Mobile ever since. Highlights of Mobile Mardi Gras history include the crowning of “royalty.” In 1872, Daniel E. Huger first reigned as Carnival King Felix I, and a carnival association was established. Ethel Hodgson ruled as Mobile’s first Mardi Gras queen in 1893. Later, in 1939, The Colored Carnival Association (later to be renamed the Mobile Area Mardi Gras Association) selected a king and queen and elected the “Mayor of Colored Mobile,” later retitled Grand Marshal. In 1968, Joe Cain Day was established as an all-inclusive street parade that anyone was welcome to join. While originating along the Gulf Coast, the Mardi Gras celebration – especially the costumes and parades where beads, candy and moon pies are thrown from floats – has quickly spread to communities around the country where people have joined in the festivities and now enjoy one of the world’s most beloved holidays.
