NATO Hub Debuts Online Presence From SFC Mark S. Patton

The NATO Strategic Direction South Hub announced its online presence this past Thursday with a new website, a one week prior to celebrating its ribbon cutting on September 5, 2017. The site can be reached at www.thesouthernhub.org or from a link on the Allied Joint Force Command’s webpage at www.jfcnaples.nato.int The NSD-S Hub, under the roof and lead of JFC Naples, is designed to analyze a variety of complex issues to include destabilization, potential terrorism, radicalization, migration and environmental concerns. The new center will concentrate on southern regions to include the Middle East, North Africa and Sahel, sub-Saharan Africa and adjacent

areas, waters and airspace. The Hub aims to foster relationships and work with agencies outside of traditional NATO military structures such as regional development and crisis handling experts, academics, charitable organizations, law enforcement officials and nongovernmental organizations. Hub officials stress that the new center is not a counterterrorism organization or an intelligence fusion center, and they say the NSD-S Hub is designed to take information and analysis that exists and transform it into knowledge and information even more useful to stakeholders. The Hub is scheduled to reach final capability by the end of the calendar year. “The Hub is just one of the many ways that we’re hoping we can contribute to a better understanding

Today is the first day of September and the start of a very important observance month. September is Suicide Awareness Month and is an opportunity to educate ourselves about how we, as members of the DoD community, can help prevent this kind of tragedy. In their most recent study, the Defense Suicide Prevention Office (DSPO) reported losing more than 300 active duty and reserve service members to suicide over the course of a year. While that number has been reduced dramatically over the years, our ultimate goal is of course zero. Here at NSA Naples, we have a multitude of resources to help service members, DoD employees, and their families, and reduce the risk of suicide. Chaplains, medical personnel, and volunteers with the Sailor Assistance & Intercept for Life (SAIL) program are all standing by to help. If you or someone you know may be at risk, please contact one of these organizations. It could be the action that helps save a life. September 1st also brings us Labor Day weekend, a great opportunity to rest, relax, travel, and spend time with your families in general. The holiday started in the 1880s, to celebrate American workers. During that time period, trade and labor unions were growing in popularity in the States, and their leaders started taking note of holidays celebrating workers in other countries. By 1894, 30 U.S. States celebrated the holiday independently, influenced by local labor movements. That same year, after the infamous Pullman Strike in Chicago, President Grover Cleveland signed a federal law making the holiday official throughout the entire country. This weekend, as you spend time with your families, take a moment to remember that we are celebrating this important group of people, the American worker, whom we serve to protect every day. As summer ends, so does PCS season. I’d like to take this time to urge our newcomers to educate themselves on important base policies. Those who have been here for some time should also take a moment to refresh their understanding of rules governing base housing, pets and animals, and childcare. For example, did you know that children under 10 are not allowed to be left unattended anywhere on base? Also, only children over the age of 12 are authorized to babysit on base. All pets kept in base housing must be registered at the veterinary clinic, microchipped, and spayed or neutered. Also, feeding stray animals on government property is strictly prohibited. USS Oscar Austin Hosts Italian Midshipmen By Mass Communication Specialist 2nd Class Ryan U. Kledzik

Midshipmen from the Italian Naval Academy trained aboard the Arleigh Burke-class guided-missile destroyer USS Oscar Austin (DDG 79) as part of the Foreign Exchange Training of Midshipmen (FOREXTRAMID) 17 program. The training period aboard Oscar Austin began on August 22, 2017. FOREXTRAMID 17 is a Chief of Naval Operations-sponsored program and is designed to promote professional and cultural exchange between the U.S. and foreign navies through the exchange of midshipmen first classes and their foreign counterparts. During the FOREXTRAMID program, midshipmen are assigned to a cruise for approximately three weeks where participants undergo extensive training and get to observe how allied and partner nation navies operate. “It’s an honor to have the opportunity to host our Italian counterparts,” Cmdr. Janice Smith, commanding officer of Oscar Austin, said. “This is a significant opportunity for Oscar Austin Sailors and the Italian midshipmen to learn from each other.” Embarked Italian midshipmen Luca Argentieri and Gabriele Ciccu had the unique opportunity to witness many shipboard evolutions including general quarters drills, bridge operations, sea and anchor details, and flight operations. “It’s a very good opportunity to learn the difference between the Italian and American navies,” Argentieri said. “We’re also improv-

ing our work experience and hope to take the skills we learn back to the Italian navy.” The midshipmen exchange program gives Sailors from both navies the chance to learn from each other and strengthens international allies and partnerships. “First we learned our way around the ship,” Argentieri said. “Then we started standing watches under instruction on the bridge. While watching flight operations, it was amazing to see such an impressive aircraft land on such a tiny flight deck.” Oscar Austin Sailors provided a warm welcome to Argentieri and Ciccu. Many Sailors traded sea stories, some traded command patches and Argentieri and Ciccu were able to provide a glimpse into Italian culture while the American Sailors taught the midshipmen the fundamentals of U.S. Navy shipboard life. “This has been a wonderful opportunity,” Ens. Lawrence Wilson, Argentieri and Ciccu’s shipboard sponsor and mentor, said. “Not only has this been a fantastic learning experience for Argentieri and Ciccu, it has also been refreshing for me to learn from someone with a completely different perspective of the U.S. Navy.” In terms of future aspirations, Argentieri hopes to become an anti-submarine warfare officer while Ciccu hopes to become a weapons officer. “It has been a huge honor to be aboard USS Oscar Austin,” Ciccu said. “I’m very eager to take what I’ve learned here back to Italy.”

HISTORY: USS FINBACK RESCUES FUTURE U.S. PRESIDENT

On September 2, 1944, USS Finback (SS 230) rescued Lt. j.g. George H.W. Bush – who later became the 41st President of the United States – after being shot down while attacking Chi Chi Jima. One of the lesser known, but important missions of the U.S. Submarine Force in the Pacific theater during World War II was rescuing U.S. and Allied airmen who had been shot down over water. Lifeguard missions were planned in support of aerial attacks. U.S. submarines would arrive on station in the target area ahead of the attack, often providing lastminute weather and enemy movement information to the attacking forces. Aircrews were given the submarines’ radio frequencies, location and bearing references, and code names. If a plane was hit and going down, the airmen or another pilot could transmit the location of the downed aircrew to waiting submarines. Upon receiving information about downed aircrew, the responding submarine would have to surface, often before the combat had ended, potentially exposing themselves to fire from enemy aircraft, shore batteries or ships. The

crew then had to go on deck, throw lines to the airmen, haul them up on deck, and get them safely below. In some cases, the submarine crew had to use rubber rafts to retrieve downed airmen. USS Skate (SS 305) made the first submarine lifeguard rescue on October 7, 1943, near Wake Island on her first war patrol, rescuing Lt. j.g. Richard G. Johnson. Skate went on to rescue five more airmen during the same operation. Nearly a year later, On September 2, 1944, Bush put his TBM-2 Avenger torpedo-bomber into a steep dive over Chichi Jima Island and released four 500-pound bombs on a Japanese radio-communications installation. The bombs destroyed the installation but the Japanese defenders’ anti-aircraft fire riddled his plane and set it on fire.

Bush successfully bailed out, but his two crewmates, Lt. j.g. William White, an intelligence officer making first-hand observations, and Radioman 2nd Class John Delaney, perished. Bush landed in the waters offshore of the island within sight of the garrison, which was notorious for its brutal treatment of prisoners, including beheading and cannibalism. Fortunately for Bush, Finback was stationed nearby on its 10th war patrol. Lifeguard operations continued until the end of the war. During the war, 86 different U.S. submarines rescued 520 U.S. and Allied airmen. USS Tigrone (SS 419) had the highest tally with 31 rescues, including the final rescued pilot picked up off the Japanese mainland on August 14, 1945.

‘Galactic Starveyors’ Vacation Bible School Out of This World By Dannielle Niewald

Vacation Bible School descended on the Naval Support Activity Naples Chapel Complex during the second week of August. More than 500 volunteers and participants arrived with anticipation of galactic proportions. This year’s theme, “Galactic Starveyors” transported children and volunteers through a spacethemed journey where music and dance, Bible stories, arts and crafts, science, games and recreation were used to teach the story of Christ, His love and Salvation. The annual Vacation Bible School program was offered free of charge and dinner was provided each night to all participants and volunteers. When asked about their experiences at Vacation Bible School, campers Colin and Samantha Ryan replied, “We loved VBS! Especially the Bible stories and the science projects!” Many families enjoy VBS based on their own past experiences and memories. “Vacation Bible School is a little bit of home during our time here,” volunteer and parent, Erin Lorenz, said. “It is something that we have participated in every other duty station before coming overseas and it fills my heart to see it being offered here too.” Vacation Bible School is officially sponsored by the NSA Naples Chapel, with help from many of the different religious service congregations. Many volunteers from both the Contemporary Christian Service and the Hallelujah Full Gospel congregations joined together to decorate and transform the NSA Naples Chapel spaces into a space-themed galaxy. Additionally, volunteers from all services acted as guides, story tellers, cooks, and leaders throughout the week of Vacation Bible School. “VBS allows our Religious Ministries Team to showcase their personalities, professionalism, and talents to the community and earn their

trust,” former NSA Naples Commanding Officer, Capt. Doug Carpenter said. “Beyond religious aspects, one of the most important missions of the Chapel is to be perceived as a place of trust, where Sailors, Civilians, and Dependents can come in, share their problems and get good advice and counseling. At work, computer system energy efficiency means shutting things off when we don’t need them. Somebody else chooses our equipment and makes sure energysaving “sleep mode” settings are enabled. Follow these simple steps to make sure your computer system gets all the latest updates, but also saves the most energy by getting some of the same time off work that you do. ● At the end of the day, shut down your computer by going to the “Start/Shut Down” selection in the lower left hand corner of your monitor. ● Make sure your computer’s central processing unit is plugged into surge-protected power that won’t be switched off when you leave. ● Make sure peripheral units are plugged into a surge protected plug strip with a switch that is easy for you to reach, and switch it off when you shut down your computer. Peripheral units may include your monitor, speakers, a personal printer and scanner. As long as you follow steps one and two above, your computer can be energized remotely during the night to receive software updates. At home, in addition to shutting equipment off when you don’t need it, you can save energy by buying ENERGY STAR equipment and ensuring that power management “sleep mode” settings are enabled. You might also consider using a laptop instead of desktop unit for an energy savings of 50 to 80 percent.

U.S., South Korean Defense Leaders Meet in Wake of Recent North Korean Missile Launch By Jim Garamone DoD News

U.S. and South Korean defense leaders discussed ways to make the alliance stronger in face of continued outrageous acts by North Korea on August 30. Defense Secretary Jim Mattis hosted South Korean Defense Minister Song Young-moo at the Pentagon, the day after North Korea shot an intermediate-range ballistic missile over Japan. The visit is Song’s first in his position. “It says a great deal about the priority you and your president [Moon Jae-in] place on the relationship,” Mattis said in opening remarks at the meeting. Mattis said the world will continue to seek diplomatic solutions to the problem posed by North Korea. “We are never out of diplomatic solutions,” he said. “The minister and I share a responsibility to provide for the protection of our nations, our populations and our interests, which is what we are here to discuss.” The secretary noted the U.S.-South Korea alliance has been a corner-

stone of peace in the region since the armistice halted the Korean War in 1953. “We share a commitment to democratic values and work together to maintain a stable environment so all can prosper,” Mattis said. “As we have seen, the threat to security in the Northwest Pacific has become more severe and our nations’ defense relationship becomes more important than ever and remains the bedrock for international efforts to temper North Korea’s aggressive actions,” he said. Sanctions Mattis pointed to recent United Nations actions to impose sanctions and the communique that the Association of Southeast Asian Nations released following its most recent meeting as proof that the international community is resolved to counter North Korea’s destabilizing actions. “Here in Washington, we are keenly aware that South Korea is on the front line and we are not complacent,” Mattis told Song. “Clearly, the world is paying close attention to the [South Korean]-U.S.

San Gennaro, Ballets and Grape Fest Top Naples’ September Calendar By Lou Freed

With summer days slowly winding down to pave the way for fall’s cool breezes, Naples is moving quickly into high gear to celebrate the city’s patron saint, San Gennaro and the miraculous liquefaction of his blood September 19. What’s more, Pozzuoli and environs in the Phlegrean Fields are ushering in the much-awaited miracle with an extensive archeo-enogastronomical “Malazè” program blasting off tomorrow then running through the saint’s honored day. Culturally, the San Carlo Theater will stage two ballets this month, capping off its 2017 ballet season: the classical, folk, modern ballet, “Zorba the Greek,” September 12-17 then the classical “Cinderella,” September 23-24 at the Arena Flegrea in the Mostra d’Oltremare complex. In anticipating the wine season, Solopaca (Benevento Province) invites all to their “Festa dell’uva” with a “sfilata” (Grape Fest Float Parade) September 10. Prickly pear fans can join that fest September 8-10 in Castel Morrone (Caserta Province). San Gennaro Fest Naples’ revered patron saint will be honored with a morning Mass in the Naples Cathedral as well as in the saint’s cozy namesake church in Pozzuoli on September 19. Whether or not the Saint’s blood will liquefy on or before the celebrations will be the million-dollar query among the faithful. The blood liquefaction recurrence assures believers Naples will be protected from calamitous circumstances. Tradition holds the hill topped by a cross above Pozzuoli’s San Gennaro Church

Further, locals claim the bloodstained stone in one of the Church’s chapels is either where the saint’s head rested on his martyrdom or where the stone touched the saint’s blood. Customarily, brightly colored light arches adorn the Pozzuoli church a few days leading up to the celebrations. The result of growing these varieties from two regions is the town’s DOC (Denominazione Origine Controllata or Origin-Controlled) red and white wines, blending Tuscan and Campanian grapes that pair well with roast meats (lamb is an area favorite). It was a typical hot and humid August morning last Saturday in southern Italy as masses of people gathered at the heart of Monte Gauro, a dormant volcano better known to the community as Carney Park, to enjoy getting hot, wet, worn out and covered in mud from head to toe. Water sprinklers surrounded the area blasting streams of water onto loose mounds of dirt producing an earthy smell and giving them a slick and slimy appearance. Sounds of chatter fill the air as friends and strangers alike mingle while anxiously awaiting the start of the chaotic obstacle course known as the 7th Annual Naval Support Activity Naples Mud Run hosted by Naples Moral Welfare Recreation on August 26, 2017. An MWR volunteer spoke loudly into a microphone just before 10 a.m., organizing the 1,164 Mud Run participants into four heats. The heats were based on estimated completion times with the exception of the first wave, which was reserved for the newly-selected chief petty officers to run in formation while calling out motivating cadences and showcasing their Navy pride. The following heats were filled with participants ranging from seasoned tough competitors to the casual participants

who were just looking for a reason to play in the mud. Shortly after the participants lined up, the crowd counted down to zero and a stampede of runners took off with enthusiasm. This year’s Mud Run challenged the participants with 12 grueling obstacles including a commando crawl, water slide dash, a mud log crawl and many more each ensuring that every finisher was not just challenged, but thoroughly coated in mud. “Not only is the course a fun chance to get muddy, but it also brings camaraderie to this overseas community, giving families and local nationals an opportunity to get together,” Lisa Bickerton, the facility manager for MWR Fitness, said. After completing the demanding course, the participants had a chance to enter this year’s mud-covered selfie competition before being hosed down by an MWR volunteer. “It’s my first time in Naples,” Construction Mechanic 1st Class Manuel Vasquez said while waiting in a muddy crowd waiting to be sprayed down with water. Vasquez wasn’t the only one in his family who got to enjoy getting down and dirty at Carney Park. “For us, it’s family fun,” he, said. “I ran with my three boys Manny, Joe and Jeff in the third wave and we had a

lot of fun.” Regardless of how seriously the participants treated the event, most would agree it improves morale within the Naples community by bringing service members, families, friends and local nationals together. The Mud Run has proven to be a successful annual event with this year marking its biggest turn out thus far with 300 more participants compared to last year’s Mud Run, which brought out approximately 800. Bickerton who began preparations for this event after the completion of last year’s Mud Run, said she thought this year was a real success. “Every year, we take the critiques,” Bickerton said. “And we try to do better each year.” Concluding the Mud Run, newly-earned medals were dispersed to the fatigued runners who slowly trudged in a zombie-like manner toward their vehicles. Despite the exhilaration following the successful completion of the Mud Run, some participants seemed a bit somber, as they sadly realized that it would be an entire year before they could participate in the next Mud Run. Labor Day, the first Monday in September, is a creation of the labor movement and is dedicated to the social and economic achievements of American workers. It constitutes a yearly national tribute to the contributions workers have made to the strength, prosperity, and well-being of our country. Labor Day Legislation Through the years the nation gave increasing emphasis to Labor Day. The first governmental recognition came through municipal ordinances passed during 1885 and 1886. From these, a movement developed to secure state legislation. The first state bill was introduced into the New York legislature, but the first to become law was passed by Oregon on February 21, 1887. During the year four more states – Colorado, Massachusetts, New Jersey, and New York – created the Labor Day holiday by legislative enactment. By the end of the decade Connecticut, Nebraska, and Pennsylvania had followed suit. By 1894, 23 other states had adopted the holiday in honor of workers, and on June 28 of that year, Congress passed an act making the first Monday in September of each year a legal holiday in the District of Columbia and the territories. The First Labor Day The first Labor Day holiday was celebrated on Tuesday, September 5, 1882, in

New York City, in accordance with the plans of the Central Labor Union. The Central Labor Union held its second Labor Day holiday just a year later, on September 5, 1883. In 1884 the first Monday in September was selected as the holiday, as originally proposed, and the Central Labor Union urged similar organizations in other cities to follow the example of New York and celebrate a “workingmen’s holiday” on that date. The idea spread with the growth of labor organizations, and in 1885 Labor Day was celebrated in many industrial centers of the country. The vital force of labor added materially to the highest standard of living and the greatest production the world has ever known and has brought us closer to the realization of our traditional ideals of economic and political democracy. It is appropriate, therefore, that the nation pay tribute on Labor Day to the creator of so much of the nation’s strength, freedom and leadership – the American worker.

A Panorama/NSA Public Affairs Office courtesy service available for U.S. or NATO ID cardholders who have orders to PCS within six months. RULES: • New ads must be submitted on a completed Mercato form, along with a copy of both the member’s ID card (front and back) and ONLY the first two pages of PCS orders or equivalent. • Ads are limited to one per category and 25 words maximum. Ads for free pets are limited to one per person or organization (copy of ID required) and run on a space-available basis. One contact phone number per ad; no e-mail addresses. • Deadline for submission is Monday, noon for the following Friday. Public holidays (U.S. or Italian) are not an exception to this rule.
