Guided-missile destroyer USS Carney (DDG 64) returned to Naval Station Rota, Spain, July 22, after completing a four-month patrol in the U.S. 6th Fleet area of operations. Carney departed Rota March 23, 2019, and began its sixth Forward-Deployed Naval Force (FDNF) patrol in support of regional allies and partners, and U.S. national security interests in Europe and Africa. “The men and women of the Carney crew performed admirably,” Cmdr. Sailors have an even wider array of opportunities to earn civilian certifications and licenses funded through Navy Credentialing Opportunities On-line (COOL) with a Navy policy update on July 24. Navy COOL’s website at http://www.cool.navy.mil/ provides information about licenses and certifications applicable to all Navy occupations, offering resources and funding to help Sailors gain appropriate civilian desired, and in many cases required, credentials. Here are the new points in the Navy COOL update: Credentials Earned and Maintained Prior to Joining the Navy If you are Navy enlisted (Active or Reserve), you may now be eligible for funding for credentials that were earned, and maintained, prior to your enlistment in the Navy. The certification or license must have relevance to the needs of the Navy, and must appear on Navy COOL, although it does not need to show the “Navy Bucks” icon to be funded. NAVY COOL

HERE IS A NEW APPOINTMENT TO THE POSITION OF SECRETARY OF DEFENSE. On July 23, Dr. Mark T. Esper became the 27th defense secretary during a swearing-in ceremony at the White House. At a Full Honors Welcome Ceremony at the Pentagon on July 25, Esper took the time to appreciate military members, stating, “I want to thank all of our Soldiers, Sailors, Airmen and Marines who make up the greatest fighting force known to man. All across the world, these brave Americans are standing watch to deter aggression and preserve peace. On land, in the seas, throughout the skies, and in both space and cyberspace, service members from across the Army, Navy, Air Force and Marines solemnly and confidently carry out their duties.” We look forward to working with you, sir. On August 15, our Italian hosts will be celebrating Ferragosto, or Assumption Day. Ferragosto is a public holiday that coincides with the major Catholic feast of the Assumption of the Blessed Virgin Mary. It is also the major summer vacation period for Italians. This holiday is derived from ancient Roman festivals, which were held in the same month, and from the Feriae Augusti, or the Festivals of the Emperor Augustus, which celebrated the harvest and the completion of a demanding harvest period. In the 1920s, it became a popular tradition to take a trip during Ferragosto, and that tradition still continues on to this day. So to our Italian friends taking some well-earned time off, buon viaggio! You may have noticed some new traffic safety features around Carney Park and Capodichino. Our Public Works department has recently installed solar-powered radar speed signs at the two sites, and more will be installed at Support Site in the future. These speed monitors serve to provide a digital display notice to drivers of their speed, increasing safety on base and decreasing the likelihood of getting a speeding ticket … provided you obey the speed limits! Being in the Navy just got COOL-er. Navy COOL (Credentialing Opportunities On-line) recently expanded the funded array of opportunities Sailors have to earn civilian licenses and certifications with a Navy policy update July 24. Some of the updates include expanded funding for credentials earned and maintained prior to joining the Navy, prior other-service enlisted occupation, and additional opportunities for cross-rated Sailors, Navy Reservists, off-duty or command-sponsored training and academic degrees. USS Mount Whitney Returns to Gaeta The Blue Ridge-class amphibious command ship USS Mount Whitney (LCC 20) is pushed into port on July 30, 2019, by a tugboat at Gaeta after a deployment. The Mount Whitney serves as the Command Flag Ship for Commander, Sixth Fleet / Commander, Joint Command Lisbon/Commander, Striking Force NATO and is forward-deployed to Gaeta. Mount Whitney has a complement of 150 enlisted personnel, 12 officers and 150 Civilian Mariners from Military Sealift Command. Italian Supreme Court Proclaims Home-made Lunches No Longer Allowed at School The Italian Supreme Court of Cassation said that students can no longer take sandwiches to school from home and eat them in school canteens. The highest court said that this practice can ruin the sense of equality generated by school lunchtimes where students sat down together and ate the same food. Bringing unchecked food from home could also create health problems and children sitting separately with their own snacks could also lead to discrimination based on wealth if some of the richer students brought in packed lunches filled with more expensive foods, the court stated. Newest James Bond Movie to be Filmed in Southern Italy The latest adventure of legendary movie character James Bond will be filmed this August and September in the landscape of the Puglia Region in Southern Italy. The movie will be filmed in the town of Gravina di Puglia, a town which is famous for its stunning two-level Roman

Bridge. The movie began in Matera where some scenes were shot, and this is the first time the secret agent has been filmed in the far south of Italy. The film is set for release in early 2020. Rome Leads the Way in Promoting Plastic Recycling Rome started a new initiative to recycle plastic. Every 30 plastic bottles recycled in the machines installed in three metro stations will earn a public transportation ticket. The three metro stations in Rome are Piramide, Cipro and San Giovanni. Mayor Raggi said Rome was one of the first large European capitals to introduce this system. The test phase will last 12 months. Number of Centenarian Italians on the Increase The Italian National Statistics Agency (ISTAT) reported this year that the number of centenarian people in Italy, aged 100 (centenarian) or more, has increased to more than 14,000. The number of people aged 105 or more went up by 136 percent in 10 years. More than 84 percent of people aged 100 in Italy are women, ISTAT reports.

On August 14, 1945, President Harry S. Truman announced that Japan – after atomic bombs were dropped on the cities of Hiroshima and Nagasaki a week earlier – had surrendered to the Allied Forces. When news of the Japanese surrender was announced, spontaneous, jubilant parties erupted around the world, just like when news of Germany’s surrender (VE Day) was announced three months earlier. Japanese Emperor Hirohito reluctantly made the difficult decision to submit to the stern terms dictated by the Allies, with the exception that his sovereignty would be maintained. Hirohito really had no choice but to capitulate: by mid-1945, Japan’s resources had become extremely limited and its ability to wage war had been virtually annihilated. Cut off from raw materials by the destruction of its merchant fleet, Japan’s factories could manufacture little in the way of weaponry. And the few ships that remained of the once-mighty Japanese Imperial Navy were limited in what they could do by lack of fuel, and its once-fearsome fleet of planes and experienced pilots were all but destroyed. On the day Nagasaki was bombed, the Soviet Union, whom the Japanese had hoped would mediate a peace, declared war and launched an invasion of Manchuria.

The Japanese knew that if they didn’t quickly surrender, both the American fleet, which was quickly advancing from the east and the Soviet Army, which was marching from the west, would soon be landing troops on their shores. Japan’s Supreme War Council, had no idea how many more atomic bombs the American military possessed and they could no longer resist against the allies. If they did, they risked further destruction of their people, cities, ports and industry. Hirohito, who had never spoken on radio, recorded an announcement, which was broadcast to the nation at noon Japan Standard Time on August 15, 1945. Although he never used the word “surrender,” his message was clear: The war had ended for Japan. “To Our Good And Loyal Subjects: After pondering deeply the general trends of the world and the actual conditions obtaining in Our Empire today, We have decided to effect a settlement of the

present situation by resorting to an extraordinary measure. We have ordered Our Government to communicate to the Governments of the United States, Great Britain, China and the Soviet Union that Our Empire accepts the provisions of their Joint Declaration … The hardships and sufferings to which Our nation is to be subjected hereafter will be certainly great. We are keenly aware of the inmost feelings of all of you, Our subjects. However, it is according to the dictates of time and fate that We have resolved to pave the way for a grand peace for all the generations to come by enduring the unendurable and suffering what is unsufferable.” With that radio message, World War II had finally come to an end. Two weeks later, on September 2, 1945, a formal surrender ceremony was held in Tokyo Bay aboard the battleship USS Missouri (BB 63).

U.S. Naval Hospital (USNH) Naples took home its seventh consecutive Blue-H, the Navy Surgeon General’s Health Promotion and Wellness Award, Gold Star. The Blue-H Surgeon General’s Health Promotion and Wellness Award is an annual award for Navy and Marine Corps commands that demonstrate excellence in health, wellness, and fitness activities and policies. Both the Support Site hospital and the Capodichino Branch Health Clinic were recognized as gold star locations. “This is the culmination of many different efforts,” Monica Schutt, the most recent Health Promotions and Wellness manager, said. “The award is a reflection not just of community events, but staff initiatives such as performing risk assessments and tracking ongoing health metrics.” The Blue-H award recognizes Navy and Marine Corps commands that have met an extensive list of pertinent health and wellness milestones, such as the establishment of a command health promotion and wellness committee, having certified tobacco cessation counselors, and participation in the annual Crews Into Shape fitness competition. Participation in preventive measures is critical for keeping warfighters in the fight – the cornerstone of USNH Naples. “Monica and our Healthcare to Health committee put forth a great deal of effort to ensure our community has access to programs and events that promote a healthy lifestyle,”

Director of Public Health Commander Misty Scheel said. “We are thankful to have a community that comes out to support and engage with our wellness initiatives.” One event that draws hundreds of community members is the annual Teddy Bear Health Clinic. Held each spring, community children are introduced to the healthcare environment in a lighthearted and engaging way; they are provided a plush teddy bear who is then “treated” for various ailments by USNH Naples staff. The clinic is meant to lessen anxiety surrounding hospital visits and introduce the community to available services. ENERGY CONSERVATION Advantages of Hydropower From NSA Naples Energy Management Team

Most people associate water power with the Hoover Dam – a huge facility harnessing the power of an entire river behind its walls – but hydropower facilities come in all sizes. Some may be very large, but they can be tiny too, taking advantage of water flows in municipal water facilities or irrigation ditches. Water Power can even be “dam-less,” with diversions or runof-river facilities that channel part of a stream through a powerhouse before the water rejoins the main river. Whatever the method, hydroelectric power is much easier to obtain and more widely used than most people realize. In fact, all but two states (Delaware and Mississippi) use hydropower for electricity, some more than others. For example, about 74 percent of Washington State’s electricity comes from hydropower. Additionally, hydropower costs less than most energy sources. States like Idaho, Washington, and Oregon that get the majority of their electricity from hydropower have energy bills that are lower than the rest of the country. Water power offers a number of advantages to the communities that they serve. Below are just some of the benefits that hydropower has over other methods of providing energy. U.K. Sailors Earn ESWS Onboard USS Carney By Mass Communication Specialist 1st Class Fred Gray IV

United Kingdom sailors on temporary duty to the Arleigh Burke-class guidedmissile destroyer USS Carney (DDG 64) earned their Enlisted Surface Warfare Specialist (ESWS) warfare devices, July 21, 2019. Command Master Chief David Marcus, the senior enlisted leader and ESWS program manager, offered the allied sailors the unique opportunity to earn a U.S. Navy warfare device during their time aboard the Carney. “Since they are here in support of our mission and as long as they were willing to put in the work, I was more than willing to allow them this chance,” Marcus said. “The fact that these two sailors were able to come aboard as allied representatives, perform their duties and responsibilities, and earn our ESWS device is no easy feat.” The ESWS device represents a Sailors’

knowledge of the ship and its systems, and is specifically tailored to the type of platform they are serving on. Aboard Carney they had to show proficiency in the following departments: deck, sonar, operations, combat systems, damage control, supply, and engineering. In addition to ship specific areas, they also had to be proficient in U.S. naval heritage. “It made for long days and it was a lot of

work,” U.K. sailor AB1 Nicholai Higginbotham said. “There was a lot to learn given the short amount of time we had aboard the Carney.” “It was difficult at first. The main part was learning the basics and acronyms,” U.K. sailor AB1 Lawrence Hepworth said. “After that, it was easier, we were able to adapt and revise.”

While the U.K. sailors were aboard they were integrated into the Carney’s watch rotations and stood 12-hour watches and were held to the same standard as their U.S. counterparts. “The best part was being able to go through all the spaces and meet everyone on the ship,” Higginbotham said. “It increased my appreciation for the crew and the work that they do.” “It was a great opportunity,” Hepworth said. “The whole process provided us with more a sense of inclusion.” Typically a U.S. Sailor has 30 months to complete their ESWS. The U.K. sailors had to complete the program in less than four months. Both sailors echoed the same sentiment when they completed the final Chief’s board. “After I found out I passed, it was a massive relief,” Hepworth said. “The Carney sailors aboard really went out of their way to help us out. There is no way we could have finished it in the amount of time

Carney and the crew also conducted several bilateral and multilateral exercises with multiple partner and allied navies in the Atlantic Ocean, the Black Sea, as well as the Mediterranean Sea. Each exercise had the goal of improving maritime capabilities and reassuring NATO allies and regional partners of U.S. 6th Fleet’s commitment to maritime security and stability in its area of operations. The exercises included the U.K. led exercise Joint Warrior 19-1, the U.S. led exercise Formidable Shield 19, and the U.S. and Ukrainian joint-led exercise Sea Breeze 2019. At the midpoint of the patrol, Carney returned to Rota for a three-week training and maintenance availability (TRAV). This availability allowed Carney to conduct maintenance and material management, and allowed the crew to prepare for the mobility damage con-

trol warfare certification (MOB-D). Following TRAV, Carney returned to the Black Sea to participate in exercise Sea Breeze 2019, and upon completion, headed back towards their homeport and underwent the final stages of MOB-D and finished their certification. In total, Carney and its crew covered approximately 20,000 nautical miles and visited five countries during the patrol. With their family and friends waiting for them on the pier, the Sailors aboard Carney concluded their sixth patrol in the U.S. 6th Fleet area of operations. New Uniform Mobile App Has New Name, New Guidance From Cmdr. Erik Wells Sea Warrior Program (PMW 240) Public Affairs

One of the more popular mobile applications the Navy has is the OPNAV Uniform Regulations app released in October 2017. Just like your worn out uniforms, the app needed updated. With a new name and more information, the OPNAV Uniform Regulations is now MyNavy UNIFORMS which hit app stores, July 18. “There are two major updates to the app,” Robert Carroll, the head of the naval uniform office at Chief of Naval Personnel, said. “We added a chapter (Chapter 2) on Grooming Standards and a chapter (Chapter 5) on Identification Badges/Awards/Insignia based on feedback from Sailors.” The changes in hairstyles for female Sailors are addressed and includes photographs of both authorized and unauthorized hairstyles. Within the app, there is a link to the AllHands website for female hairstyles and provides illustrations and examples of authorized hairstyles. Please refer to the “Hair” section under “Personal Appearance” within the MyNavy UNIFORMS app. With uniforms being phased-out and phased-in, and grooming standards changing, it can be difficult for Sailors to navigate regulations and instructions to stay on top of the guidance for properly wearing their uniforms components and accouterments. Sailors will find an FAQ section and a NAVADMIN Library that links to a variety of articles and regulations relevant to the proper wear and maintenance of uniforms. The

latest COMUSFTFORCOM message covering the Improved Flame Resistant Variant (IFRV) Coverall is also included in the app. “One of the best features of the app is the Uniform Browser which has been updated to reflect recent policy changes,” Dave Driegert, assistant program manager for the Sea Warrior Program (PMW 240) mobility team, said. “With requirements to maintain four sets of uniforms – working, service, dress and formal – the Uniform Browser is a quick resource tool to quickly jump to a particular section of the app to find the answers Sailors are seeking.” The MyNavy UNIFORMS app is free and available for download from the Navy App Locker, https://www.applocker.navy.mil and does not require the use of a Common Access Card. The Sea Warrior Program along with Tracen Technology updated the app. The Sea Warrior Program manages a complex portfolio of information technology systems that provide full life cycle management to support MyNavy HR business operations initiatives. Tiger Sharks Host Summer Swim Program By Solange Markvart

The Naples Tiger Sharks swim team is hosting a “Summer Swim” program through August 23, 2019. Approximately 45 swimmers of all ages (6-19) are participating in this intense swimming evolution. The program will prepare swimmers for the upcoming competitive season, which kicks off at the first official meet at Naval Air Station Sigonella on September 14. For this program along with the regular season, swimmers are divided into three different groups: advanced swimmers practice at the Capodichino pool, while both intermediate and beginner swimmers practice at the Support Site pool. You can feel the enthusiasm from the swimmers who are eager to learn new techniques and improve their skills. Additionally, a few of the advanced swimmers assist the coach on deck in and out of the water, particularly with the younger group. They provide a valuable role model for the novice swimmers who seem to be very receptive to their peers’ input and encouragements. “Summer swimming brings back such fond memories of my competing against friends in clubs around my hometown,” Assistant Coach Chris Goetz said.

He explained there would be no official swim competition this summer, because the swimmers would focus on improving and strengthening their technique. “This program is a great opportunity for the younger and older swimmers alike to work on conditioning, form and eliminating bad stroke habits,” Goetz added. “I am really looking forward to hearing that starter signal at the first meet of the season!” Advanced swimmer Tiger Shark 12-year-old Lyla MacIsaac said she was eager to begin the swim season. “Swimming is an amazing sport,” MacIsaac said. “It requires dedication and determination, and despite the daily 4:30 a.m. wake ups, this summer swim session has been very rewarding so far. The coaching staff continues to push us hard to enhance fitness and focus on technique. Fellow swimmers also challenge me, and I feel really close to the team.” Advanced swimmer and brand new Tiger Shark 16-year-old Sarah Sincock said she helps coach the younger swimmers, but discovered that her own swimming has improved a lot from that experience. “Assisting the younger kids with their techniques is a learning ex-

perience, and helps me to perfect my own swimming technique,” Sincock said. With the summer program halfway over, the Naples Tiger Sharks are looking forward to the start of the competitive swim season. Multi-Olympic Gold Medalist and World Champion swimmer and motivational speaker Josh Davis will be at the Capodichino pool August 12 to 14 to inspire and encourage the Tiger Sharks and other swimmers. Registration for this once-in-a-lifetime event is open to NSA community swimmers ages 6 to 19 who are able to pass the

MWR swim test. The Naples Tiger Sharks will also be at the annual Back to School Block Party on August 23, 2019. To learn more about the Tiger Sharks, be sure to stop by the block party. Summertime is the peak PCS season, and with that comes a lot of new Sailors and civilians to the area. We all know that a PCS means two things are certain: a new work environment; and the challenging task of moving your belongings to a new home. Here in Naples, Sailors and civilians have a lot of choices on where to live, whether it is on or off base. Moving can be challenging, but the housing staff at the Support Site is here to help both incoming and departing members make that transition easier. Administrative Support Specialist James Nixon recommends that for all arriving and departing personnel, the Housing Of-

fice should be their first and last stop. “I get a lot of questions, a lot of people coming in, and I work hand in hand with all of the agents here in the office to make sure everything is correct and legal from a housing standpoint,” Nixon said. The housing staff is a huge team, and they work together to help incoming and outgoing personnel with their housing issues. The way leases and agreements work in Italy is different and typically more time consuming than most leases stateside. The main goal for Nixon and his staff is to streamline and simplify that process. “We have to make sure that the house is safe and secure for the Sailors, and we work with the owners of that property to ensure

Five Steps for New Sailors / Civilians Applying for Economy Housing 1. H.E.A.T – HEAT stands for Housing Early Assistance Tool. Navy Housing has developed HEAT to assist service members (SVMs) and their families in obtaining housing information Navy wide. HEAT allows SVMs, DoD-sponsored civilians, and their families to get the housing process started online at one or more Navy installations before or after they receive their Permanent Change of Station (PCS) orders. HEAT is available to any SVM at all Navy installations. HEAT creates an easy user experience to connect with your destination. Spouses can use the tool as well, needing only minimal information about their SVM. What you need to get started: ● Sponsor’s Last Name ● Sponsor’s DoD ID number ● Your Contact Information ● New Duty Location(s) 2. Upon arrival members check into Navy Lodge at Support Site. It is the primary place of lodging for activeduty service members. 3. Attend Area Orientation within 72 hours of arrival. Members who are accompanied by family can request a Certificate of Non-Availability (CNA) from the Navy Lodge, which may be granted if five units our less are available at the time of arrival. 4. A Sailor / civilian will meet with an agent and will provide all the proper paperwork to get approved for a rental. The individual can return to the housing office if they have any more questions. At this time, the individual can contact the facilities department if they need help with hiring movers. 5. When the Sailor / civilian gets all the paperwork necessary and they have the lease signed with the agent, the individual can move into the new residence. Important Note: Only Sailors E-5 to O-6 with NO dependents are qualified for economy (out on town) housing. All civilians are qualified for economy housing. Single Sailors E-1 through E-4 are restricted to Unaccompanied Housing (UH). Accompanied Sailors E-1 through O-6 fall under direct assignment, so they will be assigned to base housing. Over the past year, additional expanded credentialing opportunities within the Navy COOL program included: Opportunities for Cross-Rated Sailors If you have cross-rated, you now are eligible for certifications and licenses mapped to your prior rating. The “Navy Bucks” icon on the Navy COOL page for your previous position/rate indicates which certifications and licenses may be funded. Opportunities for Navy Reservists If you are a Navy Reservist, you may now be eligible for funding for credentials related to your civilian occupation. The certification or license must have relevance to the needs of the Navy and must appear on Navy COOL, although it does not need to show the “Navy Bucks” icon to be funded. Opportunities Related to Off-Duty or Command-Sponsored Training If you can document that you have completed an on- or off-duty training course that fully prepares you for a civilian certification or license, you may now be eligible to have it funded. For example, if you took a command-sponsored emergency medical technician (EMT) course, you may be eligible for funding for an EMT Basic credential. Opportunities Related to Academic Degrees Out-of-rate requests for exam funding for credentials related to an earned academic degree may also be funded if it can be directly related to a national industry certification or federal license. For example, if you have a degree in human resources but are serving as a culinary specialist, you can get funding for a Professional in Human Resources (PHR) certification. As with any credential, Sailors must meet all other eligibility criteria and the certification or license vendors’ requirements. A pumpkin coach, Prince Charming, a glass slipper and a dream come true were woven together by the magic of a Fairy Godmother on July 26, 2019, at the Support Site Chapel when the Missoula Children’s Theatre (MCT) and more than 50 local students presented an original musical adaptation of

“Cinderella.” Cinderella was presented in two performances to audiences of more than 150 people per show. The excitement-filled cheers of children, parents and community members were a testament to the hard work and talent of the students. All of the players in Cinderella were local students, with the exception of Patches who was played by MCT Tour Actor / Director Carley Weldy. Cinderella was Emma Mass; the two Stepsisters were Gabby North and Angelina Seward; the Stepmother was Violet Johnston; Cleo the Cat was Juliet Connel; Fido the Dog was Ava Chilko; the King was Daniel Estrada; the Town Criers were Mag-

gie McDonald and Lily Sanchez; the Lords and Ladies were 13 students; the Beggars were 10 students who were led by Rags the Beggar played by Jonah McEwan; the Fairy Godmother was Parker Carlin, who enlisted the help of the Mice and the Pumpkins, to create essential magic for this timeless tale; and the Assistant Director was Megan Milius. The Missoula Children’s Theatre residency at Naval Support Activity Naples is presented locally by Naples Child & Youth Programs. ADM James G. Foggo III, commander, U.S. Naval Forces Europe-Africa (NAVEURNAVAF), met with the Ghanaian Minister of Defense, Chief of Defense, and Chief of Naval Staff during a three-day visit to attend the International Maritime Defense Exhibition and Conference (IMDEC) in Accra, Ghana, from July 22-24, 2019. During Foggo’s visit, the senior leaders discussed maritime security and cooperation as well as future exercises

and engagements in the Gulf of Guinea. The meetings reaffirmed the friendship and collaboration between Ghana and the United States. “This conference and the contributions of Ghana’s Navy for the past 60 years demonstrate how far we have come as partners in Africa,” Foggo, who gave remarks during a luncheon at the IMDEC, said. “I am honored to be with such a distinguished audience – the senior leaders who are committed to fostering continued security and progress in the maritime domain. It is precisely this

continued progress that we advocate today.” The discussions occurred in conjunction with the Ghana Navy’s 60th anniversary celebration and the IMDEC, which brought together more than 250 international senior officials from navies, coast guards, and marine police throughout the Gulf of Guinea, Africa, Europe, North America, and South America. The focus of the conference was to promote maritime security in the Gulf of Guinea and to enhance economic prosperity by addressing the trafficking of

people and drugs, illegal fishing, and piracy. “It’s especially fitting that we are in Ghana, a hub on the Gulf, to reflect and discuss our collective efforts in Atlantic Africa,” Foggo said. “The vast scale of the region and global importance of the challenge means we all have to work together to bring numerous countries, allies, coalitions and partners, international and regional organizations together to work side-by-side — shoulder-toshoulder.” Foggo discussed the importance of Africa today and Africa tomorrow, as the United Nations Population Division estimates the continent’s population will be approximately 2.5 billion people in 2050, with 60 percent being under the age of 24. He noted that the promise of prosperity in the continent is unparalleled and emphasized the critical importance of the seas, as 38 of the 54 African countries are coastal nations. “Maritime security is critical for coastal nations for two reasons,” Foggo said. “First, seaborne trade is the lifeblood of global trade. When maritime trade freely sails across the oceans, economic development and opportunities for prosperity are possible. And second, maritime resources are the inheritance of current and future generations. Stewardship requires leaders who advocate and protect the

maritime domain.” In addition to hosting the IMDEC, Ghana also welcomed Spearhead-class expeditionary fast transport ship USNS Carson City (T-EPF 7), July 21. The ship is deployed to the Gulf of Guinea in support of Africa Partnership Station (APS), which is the U.S. Navy’s second deployment to the Gulf of Guinea in 2019. Carson City’s APS deployment demonstrates progress through partnership and U.S. commitment to West African countries through small boat maintenance assistance, maritime law enforcement engagement, and medical and community relations outreach, which includes port visits in Senegal, Cote d’Ivoire, Ghana, Nigeria, and Cabo Verde. “These efforts highlight our common goal of enhancing maritime security and strengthening the vital institutions that enable economic growth and prosperity throughout the region,” Foggo said. “As you know, policing waters is more than just catching pirates or stopping illegal fishing. It’s a sovereignty issue and it’s the only way to preserve freedom of navigation and to maintain precious resources for future generations.” Ghana has expanded its naval cooperation to adjoining nations. The Ghana Navy and Air Force joined the U.S. Coast Guard and Togolese Navy in June for

Operation Junction Rain as part of the Africa Maritime Law Enforcement Partnership (AMLEP), where they conducted joint maritime law enforcement operations in the Gulf of Guinea. The ultimate goal for AMLEP is for African partner nations to conduct law enforcement operations independently of U.S. efforts and enhance their own maritime enforcement capabilities to improve the management and security of the maritime domain, promote the prosperity of local economies, and boost the quality of life for African families. Additionally, Ghana participated in exercise Obangame Express 2019 in March, one of three annual NAVEURNAVAF regional exercises, which provides collaborative opportunities for African forces and international partners to address maritime security concerns. In 2020, Ghana will be host nation for Obangame Express for the second time since the exercise’s inception in 2010. “I am excited and confident Ghana will do a superb job when it hosts the 2020 exercise, even as the exercise has evolved and increased in complexity from where we began in 2010,” Foggo said. “This is a significant exercise

Beat the Heat Before It Beats You By Leslie Tomaino Naval Safety Center Public Affairs

Now that we are two-thirds of the way through “101 Critical Days of Summer,” and much of the country bears through extreme heat conditions, the Naval Safety Center would like to remind you July 31 is National Heatstroke Prevention Day. Whether you are deployed, in port, or off duty, Sailors must be mindful of the risk of heat stroke and other heat-related illness at all times. On an aircraft carrier deployed to the Arabian Gulf, the heat index can easily reach upward of 125 degrees Fahrenheit. Surrounded by water, it can feel impossible for flight-deck Sailors to escape the scorching sun. Many shipboard spaces contain environments of high heat and humidity, including engineering spaces, galleys, sculleries, laundries and weather decks in hot climates, especially during flight-deck operations, exercises and drills. Heat stress can affect

anyone under the right conditions. By definition, heat stress is any combination of work, airflow, humidity, air temperature, thermal radiation or internal body condition that strains the body as it tries to regulate its temperature. Controlling heat stress is important for mission readiness and other functions aboard ships and combat vehicles, particularly with those tasks that demand mental attentiveness. Significant heat exposure can increase shipboard manning requirements in specific locations and during operations by a factor of three. The ability to do physical work in hot environments decreases, and there is an increased need to make personnel substitutions. Heat stress can occur anywhere under the right conditions. Sustained high temperatures leading to heat stress conditions can lower work performance and morale and impair mental alertness, increasing the risk of workplace accidents, affecting the readiness of the command. Severe heat stress can lead to heat-related illnesses, disabilities, and even death. Heat stroke, heat exhaustion, heat cramps, and heat

rash are conditions you should know and be able to recognize when they occur. Heat Stroke Heat stroke, the most serious health problem for people working in the heat, is not very common. Heat stroke occurs when the body fails to regulate its core temperature. Sweating stops and the body cannot release enough excess heat. Victims will die unless they receive proper treatment promptly. Signs and symptoms include mental confusion, delirium, fainting, seizures, body temperature of 106 degrees Fahrenheit or higher and hot, dry skin that is usually red or bluish in color. Call for medical assistance immediately and request an ambulance, move the victim to a cool area, soak the victim with cool water, and fan the victim vigorously to increase cooling. Heat Exhaustion Heat exhaustion happens when a person sweats a lot and does not drink enough fluids or take in enough salt, or both. The signs and symptoms include feeling weak, tired or giddy, nausea, normal or slightly high body temperature, pale, clammy skin (so-

metimes flushed). In the event of heat exhaustion, rest in a cool place, drink a sports drink containing an electrolyte, and avoid caffeinated beverages and alcohol. In severe cases involving vomiting or fainting, call for medical assistance, and have the person taken to a medical facility. Heat Cramps Heat cramps are painful muscle spasms. They occur when a person drinks a lot of water, but the body does not replace salts lost from sweating. Tired muscles are most likely to experience cramps. Signs and symptoms include cramping or spasms of muscles that occur during or after work. Drink a sports drink with electrolyte, and if the cramps are severe or not relieved, seek medical attention. Heat Rash Heat rash, also called prickly heat, may occur in hot and humid environments where sweat cannot evaporate easily. When the rash covers a large area, it can

become very uncomfortable. Heat rash treatment includes resting in a cool place and allowing the skin to dry. The signs and symptoms include a rash of small pink or red bumps, itching, irritation, or prickly sensation. Keep skin clean and dry to prevent infection, wear loose cotton clothing, take cool baths, and seek relief in a place with air conditioning. Remember to always drink plenty of different fluids throughout the day and take breaks when working in the heat. If something does not seem right, take a break, and seek medical attention if your condition does not improve. Look out for early signs of heat stress and recognize the signs of other heat-related illness in others. Knowing the signs and symptoms of heat illnesses, and taking precautions to avoid them will help “beat the heat” and could potentially save a life. Benvenuti Teens Visit Historical Sites in Naples By Shannon McCaulley School Liaison Officer

Twenty-two newly-arrived teens participated in the Benvenuti Teens trip to the Catacombe di Napoli and Capodimonte Park on July 30, 2019. The trip started by exploring Italian culture and history with a private tour of the Catacombs of San Gennaro. The underground site began as a 2nd century A.D. burial ground and over the centuries was expanded by Christians, became abandoned, and was used as a bomb shelter during World War II. “I thought it was very cool,” Luca Salata, a new student at Naples Middle-High School, said. Our tour guide was good and I was surprised that I actually wasn’t bored.” FFSC Intercultural Relations Specialist Tiziana Cirillo coordinates the Italian culture trips with the School Liaison Officer to present the Benvenuti Teens program. “The fact that we can

make teens curious about the world and what to explore is why this program is so important to the Naples community,” Cirillo said. “To expose kids to new culture opens their minds while helping them meet others and transition to their new community.” The Benvenuti Teens Summer Youth Sponsorship Program is a collaboration between Naples Child & Youth Programs (CYP) and Naples Fleet & Family Support Center (FFSC). The program is designed to support youth in their transition to Naval Support Activity Naples, and is supported by area teen volunteers who have an understanding of what it feels like to be the “new kid” in the community, are accepting of new peers, and receive training in fostering a supportive environment. The next trip for the Benvenuti Teens will be Graffa Making on August 5 from 10 a.m. to noon. The teens will visit a

UMUC Celebrating 70 Years of Serving the Military in War and Peace in Europe By Iris Close UMUC Office of Marketing and Communications

In 1949, University of Maryland University College (UMUC) was the only institution to answer the call from the Department of Defense and sent seven professors to teach military students in a ruined, post-World War II Europe. This deep-rooted legacy of serving the military in war and peace continues today. Having launched a year-long 70th anniversary celebration at the annual commencement ceremony in May, UMUC Europe has scheduled a multitude of events and activities at its 50 sites throughout Europe and the Middle East including a special leadership conference this September. The Capodichino-based UMUC office will be celebrating its 70th anniversary with a Summer Celebration Picnic on August 2 from 11:30 a.m. to 3:30 p.m. at Central Park onboard Support Site. All activities, food, and refreshments will be complimentary for all NSA community members. “We are most grateful to our students, faculty, staff and government partners, both past and present, for making us a globally-recognized institution, delivering quality education in often the most difficult locations, including combat zones,” Tony Cho, vice president and director of UMUC Europe, said. The initial interest in higher education in war-torn Germany surpassed the university’s expectations as more than 1,800 students signed up for classes, triple the number they had anticipated.

Class offerings quickly spread, whereby faculty were being sent to the far reaches of military installations located in Iceland, Italy, Spain, Turkey and the United Kingdom. As a result of the military build-up in the 1980s, during the waning years of the Cold War, the Europe division’s enrollments reached 130,000, with faculty teaching at more than 260 locations and in countries as far flung as Moscow, Cairo and Bahrain. “I have been privileged to work with the local community through the years, and feel that the services UMUC provides for our students is non-paralleled,” UMUC Senior Program Coordinator Michael Beasley said. “It is amazing to be able to work with such a fine group of individuals from all over the world, this is what makes UMUC truly global.” The university’s success in Europe led to expanding operations and offering classes in Asia beginning in 1956, and eventually the Middle East in 2005. “We go where the military goes,” Cho said. “And that means even to war zones, as the university has taught classes during the military conflicts in Bosnia, Iraq and Afghanistan.” From the university’s beginning in Europe in 1949, the chain of its commitment to veterans and the military has not been broken. Maryland Governor Larry Hogan signed legislation officially changing University of Maryland University College’s name to University of Maryland Global Campus, effective July 1. Now as University of Maryland Global

Campus, the university is proud to continue that work. The new name more accurately reflects the university’s mission as a respected public university and a global presence that started in Europe seventy years ago. “We are as honored today to serve our outstanding service members, their families and civilians stationed overseas as we were during our origins in 1949,” Cho added. The Navy College Program in Naples typically has more than 600 students from more than 80 commands enrolled in 60 different higher-level educational institutions. “Naples is a great place to start or continue your college career,” Navy College Office Counselor Larry Daley said. UMUC offers face-to-face, hybrid and online courses for members of the NSA Naples community. In 2012, the Coast Guard counted 4,515 accidents that involved 651 deaths and 3,000 injuries as a result of recreational boating accidents. Seventy-one percent of all fatal boating accident victims drowned, and of those victims, 85 percent were reported as not wearing a life jacket. 3. “It’s too hot and doesn’t look cool.” Old-fashioned, bulky orange life jackets have been replaced with new styles, like inflatable life jackets that may resemble a pair of suspenders or a belt pack. These are much cooler in the warmer weather.
