Naples, located along Italy’s southwest coast, rarely receives snow, especially this late in the winter season. The rare snow storm prompted NSA Naples officials to issue a weather advisory. Many area non-essential personnel, the child development center, DODEA schools, and the Navy Exchange closed on Tuesday, and many commands had their personnel come in late on Wednesday to avoid icy roads. Locally, the mayor of Naples ordered schools closed Tuesday and Wednesday. Taking advantage of the day off on February 27, children played outside to enjoy the rare snowfall. NATO and EU Cooperation Marks Bosnia and Herzegovina Trip By U.S. Army Sgt. 1st Class Mark Patton

Although many years have passed since NATO first deployed 60,000 troops to Bosnia and Herzegovina, or BiH, in the aftermath of the Bosnian War, the relationship between the former Yugoslav Republic and the Alliance continues to grow. U.K. Army General Sir James Everard, the Deputy Supreme Allied Commander Europe, and U.S. Navy Admiral James Foggo, commander of Allied Joint Force Command Naples, visited BiH, February 21, 2018, to highlight their shared interest in the region and to meet with the country’s defence officials. Everard also serves as the operational commander of European Union Force Althea. The military Operation Althea, named after the Greek goddess of

healing, was launched in BiH in 2004 and has contributed to the maintenance of the safe and secure environment in the country ever since. JFC Naples has operational control over four security assistance missions in the Balkans, to include NATO Headquarters Sarajevo. “The mission in Bosnia is a shared mission with NATO and the European Union,” British Army Colonel Jonathan Campbell, the Naplesbased director of staff European Union Command Element, said. Campbell also spoke to the importance of two four-star senior officers visiting BiH together. “I think it sends a very powerful message, both to our own organizations and also to the region about their care for that particular country,” Campbell said. During an interview last month,

Everard stressed the strategic importance of the Western Balkans for NATO and the EU and the positive aspects stability and security in the region can bring about. “I think of all of those countries, and many of them made really good progress, Bosnia and Herzegovina faces the biggest challenge because there are really intractable political problems, and it requires political action to unpick them,” Everard said. Cooperation Despite political difficulties, EU and NATO military commands say they are cooperating to offer the country the best possible opportunity to enjoy security, stability, democracy, rule of law and universal human rights. The North Atlantic Treaty Organization is arguably the most successful alliance in history, ensuring no general war in Europe since the end of World War II. NATO Secretary General Jens Stoltenberg told the Munich Security Conference last week that the organization is adapting to ensure it continues its success against new threats and challenges. But even as the alliance transitions, there are some pillars that remain undisturbed and the largest of those is the transatlantic partnership, Stoltenberg said. He noted the symbolism of two items in front of the new NATO headquarters building in Brussels: a piece of the Berlin Wall and a twisted girder from New York’s World Trade Center. “Together they symbolize NATO's steel-hard commitment to our collective defense and our solidarity in the fight against terrorism,” he said. “But most of all, they symbolize the unbreakable bond that unites the continents of North America and Europe.” NATO Steps Up The transatlantic partnership is being questioned, Stoltenberg said, with those in Europe perceiving a lack of U.S. support for Article 5, and U.S. officials perceiving unfair burden-sharing. I’d like to end this week with a recap of Tuesday morning’s inclement weather. First I need to thank all those involved, especially our Emergency Management department, for keeping track of rapidly changing information as it came out. This was crucial in informing our community about how the base would be affected. We were definitely faced with some issues worth mentioning though. Forecasts, as many of you may have seen, did not account for precipitation, only freezing temperatures through mid-morning. It was for that reason I decided to put installation personnel on a two hour delay. When morning came however, we were treated to an unusual sight in Naples; several inches of snow. Once we put together the full weather picture with the help of the 21st Weather Squadron in Ramstein, Germany and local Italian authorities, I made the decision to put NSA Naples at essential personnel only. Most tenant commands such as the DoDEA schools and the various staffs located on base followed suit. An important take away is how information flows in a situation like this. The single most important way to stay informed is by signing up for the AtHOC emergency notification system. As it stands we only have 80% of the Naples military community signed up to receive AtHOC messages. These messages include extremely important information, some of which may not be shareable through other mediums for operational security reasons. Anyone can sign up either through their Area Orientation class, the purple globe icon in the bottom right-hand corner of all OneNet computers, or e-mailing the emergency management department at nsanaplesitemcndsregistration@eu.navy.mil. If you haven’t already, please sign up today. Please also make sure you know where to find accurate information about different organizations on base. We will always post updates on installation provided services such as fire, security, air operations, and housing on the NSA Naples Facebook page. Tenant commands like DoDEA also communicate updates regarding services they provide through various other mediums. Please make sure you are always going to the right source for the right information. Even if NSA Naples is not the right source in any particular instance, my Public Affairs team will always point you in the right direction. Don’t hesitate to message them on Facebook or Twitter if you are unsure where to go. This week also featured a very important change of command. On Thursday, Vice Admiral Christopher Grady turned over command of U.S. Sixth Fleet to Vice Admiral Lisa Franchetti. VADM Grady and his wife Christine have been important members of our military community here and their leadership has left a lasting impact. The NSA Naples team would like to wish them a hearty congratulations on the successful completion of their tour here and fair winds and following seas! We also extend a warm welcome to VADM Franchetti. Our mission is to support you and your staff so you can effectively plan and lead the important operations taking place throughout the Sixth Fleet area of responsibility. Italy’s National Election Held Sunday Italy’s election of a new government and new prime minister will take place this Sunday. Voters will elect 630 members of the Chamber of Deputies and 315 of the Senate. Voting will take place between 7 a.m. and 11 p.m. local time. The result is not expected to be officially counted until 2 p.m. Monday. Street Food Festival This Weekend in Piazza Garibaldi A Street Food Festival will be held in Naples March 2 to 4 in Piazza Garibaldi. Twenty-five selected food trucks will serve local Italian and international delights including Greek cuisine, Argentinian food and Brasilian picanha. Food stands will open at noon and close at midnight both Saturday and Sunday. Rome to Ban Diesel Vehicles in 2024 The mayor of Rome, Virginia Raggi, announced that private diesel vehicles will be banned in the historic center of Rome starting in 2024. Raggi pointed out that in the next few years, people living in large urban areas will have a strong and direct impact on climate

change. She also said that pollution is the main cause of the change and expressed the need for the usage of fossil fuels to be controlled. Raggi revealed the plan to invest heavily in public transport and sustainable transport, with the aim of only purchasing zero emission buses for transport from 2025. The use of car sharing, bike sharing and pedestrian paths will also be encouraged as a means to facilitate the move away from the use of private vehicles. Danny De Vito to Receive Top Italian Honor Italian-American actor and producer Danny De Vito, for decades a mainstay of comedic roles in American movies and shows, will receive a top Italian honor today at the Los Angeles Italia 2018 festival. De Vito will become a “Grand Officer of the Order of Merit of the Italian Republic,” one of Italy’s highest civic honors. The award will be presented to De Vito by Italian Consul Antonio Verde, who said it was “a keenly felt recognition by our country of one of the most highly appreciated interpreters of international cinema, who has proudly claimed his deep sense of attachment to his Italian roots and the values of his culture of origin throughout his long artistic career.”

HISTORY: First Female Naval Aviators By Gary Nichols NSA Public Affairs

A new chapter in Naval Aviation history was written in 1973 when Secretary of the Navy John W. Warner announced a test program to train female student Naval Aviators. The program was initiated to test whether woman were not only capable of surviving, but thriving under the lengthy and rigorous training required to become a Naval Aviator. On March 2, 1973, four women made history when they joined a group of young officers who reported to Naval Air Station (NAS) Pensacola, Fla., to commence flight training in hopes of ultimately receiving their wings of gold as a Naval Aviator. They were Lieutenants (junior grade) Barbara Allen and Judith Neuffer and Ensigns Jane Skiles and Kathleen McNary. A year later, in February 1974, Allen became the first of the four women to re-

ceive her wings of gold at NAS Corpus Christi, Texas. After the original group, flight training was discontinued for female student Naval Aviators until the success of the program could be evaluated. In 1976, women were allowed to resume training as Naval Aviators. However, they were limited to only flying helicopters and non-combat aircraft. In 1979 the Naval Flight Officer (NFO) program was opened to women. And, in 1993 Secretary of Defense Les Aspin authorized combat aviation to women, including enlisted female aircrew members, which allowed women to fly combat missions, opening up even more opportunities for women pilots and crew members. Women fill an increasingly important role in in today’s Navy as pilots, naval flight officers, navigators, loadmasters, and varied officer and enlisted aircrew positions.

Lt. Aaron Hill, the hospital’s Department Head for Patient Administration (PAD), has been named Navy Medicine’s Junior Patient Administration Officer of the 2017 Fiscal Year. The award recognizes medical professionals who keep the administrative side of healthcare operating. “Patient admin facilitates effective healthcare delivery to patients – things like medical records, medical evacuations, and privacy programs,” says Hill. “We function in the background of patient care to make sure our physicians don’t get hung up on administrative tasks, allowing them to focus on patients.” U.S. Naval Hospital Naples Commanding Officer Capt. Steven Blivin of the hospital, nominated Hill for his superior performance throughout the year and commitment to ensuring his team offers top-tier service. While the list of achievements is lengthy, one key program that Hill implemented directly impacted the patient experience. In his nomination, Blivin specifically mentioned the multi-faceted Medical Records Quality Assurance program that Hill’s team created. The program reduced the amount of personnel variation at the records window, increased staff engagement, and involved a systemic review of all PAD policies and procedures. The result was 99 percent positive customer service feedback and improved staff morale. Hill humbly accepted the award and recognized that it is a direct reflection of the tireless work and dedication his team provides to patients. “This was much more than just myself; I have a phenomenal team that supports the hospital each and every day. Our four divisions – Records, Coding, Operational Forces Liaison, and Patient Services – form one cohesive department.” “I’ve run the numbers and in this department we have over 250 years of experience among 20 people,” Hill said. “I am proud of the work we do and hope we can continue to offer high-quality support to our providers to help them provide the best care possible to our community.”

USNH Naples Receives Flagship ENERGY CONSERVATION Award for Teddy Bear Clinic Personal Energy Savings Easier Than You Think From NSA Naples Energy Management Team

On January 9th, U.S. Naval Hospital (USNH) Naples received the 2017 Community Service Health, Safety, and Fitness Flagship Award for a Large Overseas command. The purpose of the Health, Safety, and Fitness program award category is to promote healthy and fit lifestyles to military members as well as the surrounding civilian community. The award recognized the Teddy Bear Health Clinic that took place in April of 2017, sponsored by USNH Naples Health Promotions department and the Healthcare to Health (H2H) Committee. The event was planned as part of the celebration for the “Month of the Military Child” and held in conjunction with the Navy Child and Youth Program (CYP) Youth Sports Fun Day and Glow in the Park Run. During the Teddy Bear Health Clinic, children received a teddy bear and then went from station to station making sure their new friend was healthy. The bears received patient identification bracelets, had their blood pressure taken, their hearts listened to, their hearing tested,

and even experienced an X-ray. The goal was to introduce children to different departments in the hospital and help alleviate any anxiety during future appointments or potential hospital stays. The Teddy Bear Clinic was made possible by the Strong Community Partnership with previous NSA Youth Director Jarod Bailey; and the NSA Youth Sports and Fitness Coordinator of CYP Gerardo Troiano; and the dedicated volunteers from USNH Naples and American Red Cross. This community collaboration serviced 175 children providing education on a variety of healthcare related services focused to lessen anxiety associated with a medical visit, enhance prevention knowledge, and promote health and wellness in an interactive and fun environment. The Health Promotions department and Healthcare to Health Committee want to thank all the volunteers for their commitment to excellence in making this event and award possible. The Health Promotions team continues to strive to support the active duty and community in its area of responsibility. Navy Announces Targeted Reentry Program From Navy Personnel Command Public Affairs

In support of Sailor 2025’s goal to retain and reward the Navy’s best and brightest, the Navy announced Feb. 27 the Targeted Reentry Program (TRP) and associated program guidelines to expedite reentry into the Navy in NAVADMIN 047/18. The TRP is designed to benefit both the Sailor and the Navy by allowing a return to service for those who are well trained leaders with valuable and needed skills and will be offered to selected Sailors prior to their departure from the Navy. The TRP empowers Commanding Officer’s (COs) to identify Active Component and Full Time Support officer and enlisted personnel who have elected to leave active duty (AD) service and do not desire to affiliate with the Ready Reserve and recommend them to be awarded a “Golden Ticket” or “Silver Ticket,” giving them the option for expedited reentry to AD if they decide to return to the Navy. “Talent is tough to draw in and even tougher to keep,” Chief of Naval Personnel Vice Adm. Robert Burke said. “Just like corporate businesses are adapting, the Navy must adapt to modern personnel

policies as well. These changes are designed to maximize opportunities for command triads to advance their best Sailors while managing community and individual rates’ health.” O-3 and O-4 officers and E-4 to E-6 enlisted, who have completed their Minimum Service Requirement (MSR), but not yet reached 14 years of active service are eligible for consideration for TRP. Also, an officer’s or enlisted’ s community qualifications must be obtained, superior performance annotated in Fitness Reports or Evaluations, and have passed their most recent Physical Fitness Assessment (PFA). Officers who have failed to select for promotion are not eligible. Perspective participants must meet character standards, i.e. no record of civil arrest/NJP, court-martials, failed drug screenings, etc. The Golden Ticket recipients are guaranteed a quota and an expedited return to AD within one year

of release as long as they remain fully qualified. Silver Ticket recipients are afforded an expedited return to AD within two years of release, subject to the needs of the Navy and that they remain fully qualified. Golden Tickets, if not used within one year, will convert to Silver Tickets for an additional year. Silver Tickets not used within two years of release from AD expire. Sailors who accept a Golden or Silver Ticket prior to release from active duty will go into a minimum reserve status, known as Standby Reserve- Inactive (USNR-S2) status. In this reserve status, Sailors will have no participation requirement and will not be eligible for promotion or advancement or be eligible for health care, retirement points, Servicemembers Group Life Insurance and other benefits. The Date of Rank of officers and Time in Rate of enlisted TRP participants will be adjusted upon re-

turning to AD. Sailors who return to active duty using TRP will maintain the last rating and paygrade held at the time of separation. BUPERS-3 is the approving authority for all TRP ticket request and will make determinations based on overall performance, community health, and needs of the Navy. Once approved for a Golden or Silver Ticket, officer and enlisted personnel will have the option to accept or reject participation in the TRP prior to their release from AD. Sailor 2025 is comprised of nearly 45 initiatives to improve and modernize personnel management and training systems to more effectively recruit, develop, manage, reward, and retain the force of tomorrow. It is focused on empowering Sailors, updating policies, procedures, and operating systems, and providing the right training at the right time in the right way to ensure Sailors are ready for the Fleet. Sailor 2025 is organized into three main lines of effort, specifically Personnel System Modernization, Ready Relevant Learning and Career Readiness. NATO AND EU COOPERATION From page 1 “Suffice it to say that we are both here because we are in support of Euro-Atlantic integration, in both the European Union and NATO, for Bosnia and Herzegovina,” Foggo said during a joint statement with Everard following a meeting with the country’s top defence officials “And so we talked about training, we talked about personnel, we talked about ammunition and explosive ordnance disposal, and we talked about the future of Membership Action Plan activation.” The relationship between NATO and the EU in BiH is one in which European Union Forces, or EUFOR, are doing a job tactically on the ground with approximately 600 personnel. NATO Headquarters Sarajevo has about 50 people looking at the strategic level relationships with the Bosnian government. “But if the situation on the ground was to get worse again then the EU would call for reserves and for the capabilities, and those capabilities, the assumption is they would come from NATO,” Campbell said.

Everard isn’t the only dual-hatted NATO and EU general around. The chief of staff at JFC Naples, Italian Army Lieutenant General Luciano Portolano, also serves as the head of the EU Command Element. With this comes the responsibility to look after the EU aspects on the ground in Bosnia. Leaders cite Operation Althea as a prime example of NATO and EU cooperation in action, as NATO and EUFOR share common infrastructure, accommodation, communication and information system networks and force protection. Visible advances in the country many credit to NATO and EU cooperation weren’t lost on Foggo. “I have traveled here many times before, but it’s been about 15 years since I’ve been back,” Foggo said. “I was struck by the progress that I saw in construction and infrastructure as I drove here this morning from the airport.” Evolving relationship Although EU and NATO positions are not always the same in terms of BiH policy, the relationship between the EU and NATO has evolved over the years, according to Campbell.

“The EU have done a strategic review of Bosnia in the last 9 to 10 months we’ve been involved in that process, and it’s come up with four conclusions,” Campbell explained. “Some of those conclusions have an impact on NATO, and so we need to resolve between the two organizations where those points meet.” Demining was one area that Campbell highlighted since mines are still killing people on an annual basis in BiH. Ammunitions weapons explosives disposal was another conclusion touched on. The two areas Campbell said that affect NATO the most is ensuring full situational awareness for the commander of EUFOR so he won’t miss indicators and warnings of any breakdown in law and order. The other area concerns capacity building and training and the challenges of the relatively juvenile Armed Forces of Bosnia. Campbell said he expects Foggo and Everard will discuss the latter two conclusions during their trip to the Balkans. “Generally, the coherence between the two is very, very close,” Campbell said of security lines of operation between NATO and the EU. Following the February 21 meetings, Everard seemed encouraged as he spoke about Operation Althea. “As many of you know, this is a small operation, but it does an important job,” Everard said. “And my meetings here today are to decide where this operation goes next. And what is so pleasing is we have, I think, absolute agreement with the madam minister and chief of defense and with Admiral Foggo, who represents NATO, on what we need to do.” Foggo wrapped up the meetings by giving thanks and looking ahead to what he foresees as a prosperous future and relationship. “I would like to personally thank madam minister and the chief of defense for the support that the Armed Forces of Bosnia and Herzegovina have given NATO and the EU and other nations in places like Afghanistan Resolute Support and with your peace support operations training center here, which is exceptional,” Foggo said. “It’s an honor for me to be here, and I look forward to coming back many times in the future.”

NATO TRANSATLANTIC LINK From page 1 “All of this has fueled an impression of weakening transatlantic bond,” he said. “But the reality is that the bond has proven to be resilient, because both Europe and North America benefit from the bond. What we see now is North Americans coming back to Europe, just as Europeans are stepping up their contributions to our shared security.” Russia’s incursion into Georgia and its annexation of Crimea rang alarm bells on the continent, the secretary general said. In response, the United States increased the number of troops based in Europe. There are brigades deploying into and out of the Baltic republics and Poland. American ships patrol the Black Sea and U.S. aircraft aid in the Baltic air policing mission. “This week, Washington rolled out a plan for further substantial increases in U.S. presence in Europe, [with] billions for equipment, prepositioned supplies, training and infrastructure,” Stoltenberg said. “Canadian troops have also returned to Europe for the first time in a generation, leading a multinational battlegroup in Latvia.” The European allies and Canada have stood with America in the fight against terrorism in Afghanistan, Iraq and Syria, he said. European allies are also sharing the financial burden. Since 2014, defense spending on the continent and in Canada has increased. In 2014, only three allies met the 2 percent of gross domestic product on defense guideline. This year eight allies

should hit the mark, and by 2024 there should be 15. “All NATO allies have put forward plans to increase spending in real terms,” Stoltenberg said. “This is major progress and it is a very good start. But we still have a long way to go and hard work ahead.” E.U., NATO Cooperation ‘Vital’ But many of the NATO nations are also members of the European Union and the nations are trying to square the defense requirements for each alliance. “I welcome E.U. efforts on defense,” the secretary general said. “They are an opportunity to further strengthen the European pillar within NATO and contribute to better burden-sharing. But with opportunity comes risk: The risk of weakening the transatlantic bond; the risk of duplicating what NATO is already doing; and the risk of discriminating against non-E.U. members of the NATO alliance.” The United States is key to defending Europe. “The reality is the European Union cannot protect Europe by itself,” Stoltenberg said. He noted that after Great Britain leaves the European Union, 80 percent of NATO's defense spending will come from non-EU allies. Merging E.U. and NATO assets of the European allies will be crucial for defense. “If the E.U. actions complement NATO and are not seen as an alternative, then I see great potential for improving European security,” he said. “That is why a closer NATO-E.U. cooperation is vital.” Stoltenberg also discussed what he called “the re-emergence of nuclear challenges.”

After the Cold War, NATO placed nuclear issues on the back burner, but Russia’s modernization effort, Iran’s nuclear program and North Korea’s emergence as a nuclear nation placed it in the forefront once again. “Let me be clear, NATO's goal is a world without nuclear weapons, but as long as they exist NATO will remain a nuclear alliance,” the secretary general said. “A world where Russia, China and North Korea have nuclear weapons, but NATO does not, is not a safer world. That is why the ultimate guarantee of NATO's security is the strategic nuclear forces of allies, particularly those of the United States.” Stoltenberg said the world may be more dangerous and unpredictable now, but he feels conflict is not inevitable. “To preserve the peace, we need the military strength of the NATO alliance, combined with the political courage to seek dialogue, to deescalate, reduce tensions and find peaceful solutions to our differences,” he said.

10 Hiking and Outdoor Essentials With temperatures finally starting to warm up, it’s time to get outside and enjoy some fresh air, peace and exercise. Before venturing out be sure to check the weather, watch for potential hazards (wildfire, flooding, high winds, etc.) in the area and always let someone know where you are going and when you plan to return.
