Updates / Changes to Fleet Mail Center Onboard NSA From Naval Supply Systems Fleet Logistics Center Sigonella Site Naples

Over the past year, you may have noticed several changes which Naval Supply Systems Fleet Logistics Center Sigonella Site Naples (NAVSUP FLCSI) has made to the various post offices around the Naval Support Activity (NSA) Naples area. Some of these changes have been made to comply with U.S. postal regulations, while other changes have been as a result of local operating requirements. All changes however have been made with our customers in mind. The most major recent change has been moving all package pickup onboard Capodichino to the Fleet Mail Center (FMC) near the main gate (the gate closest to the airport). “FLCSI and NSA Naples recognizes these changes have been the subject of concern and discussion,” Tim Callahan, FLCSI Site Naples Postal Officer said. “However, we are striving to make these changes so that they will ultimately benefit our community members.” Below are reasons behind these changes and the solutions under advisement.

Why the changes? ● The Capodichino Mail Room was not large enough to effectively handle the quantity of packages being delivered weekly. So in compliance with DoD Regulations and in order to increase reliability of package delivery, the number of personnel served by the Capodichino Mail Room increased from 350 to 1,600 (four times as many as last year). Furthermore, the Naples population served on Capodichino receives 2,345 packages a week on average. During the holiday season this number will actually double. ● Customers have expressed concerns about having to pick packages up at multiple locations. ● Customers have expressed a desire for extended package pickup hours.

Package pickup at FMC comes with its own challenges, but FLCSI and NSA Naples are taking steps to resolve them: ● The location of FMC is difficult to access: -NSA Naples is working on converting parking in the vicinity of the FMC into 15 minute postal parking as well as increasing enforcement on

parking limits. -NSA Naples is looking into designating a pedestrian path for personnel walking from the parking garage to the FMC post office for safer transit. ● FMC closes too early: - Consolidation of package pickup has allowed FLCSI to increase package pickup hours. FMC pack-

Operational Readiness Assessment (Base-wide Drill) From NSA Public Affairs

Naval Support Activity Naples will be conducting an all day, base-wide emergency preparedness drill November 6 beginning at 9 a.m. The drill will simulate the installation community responding to a natural disaster and will assess our capabilities to execute a large scale emergency action plan. Personnel can expect to hear announcements over the Giant Voice system, sirens operated by first

responders, and other notifications throughout the drill. All NSA Naples departments and tenant commands will be playing a role in the drill and all personnel onboard Support Site and Capodichino are required to adhere to instructions given over emergency notification systems. All personnel – whether they live on base or off base – should also review their command emergency action plans and review / discuss emergency preparedness plans with their families. It is a dangerous and unpredictable time, and the United States must reverse any erosion in its military capabilities and capacities, the chairman of the Joint Chiefs of Staff said at the Military Reporters and Editors conference in Arlington, Virginia, on October 26. Marine Corps Gen. Joe Dunford is confident the U.S. military can protect the homeland and fulfill its alliance commitments today, but he must also look at the long-term competitive advantage and that causes concern. He said the competitive advantage the U.S. military had a decade ago has eroded. “This is why our focus is very much on making sure we get the right balance between today’s capabilities and tomorrow’s capabilities so we can maintain that competitive advantage,” Dunford said. Strategic Alliances Provide Strength The greatest advantage the United States has – the center of gravity, he said – is the system of alliances and partners America maintains around the world. “That is what I would describe as our strategic source of strength,” he said. This network is at the heart of the U.S. defense and security strategy, Dunford said. “We really revalidated, I think, what our threat assessors have known for many years, is that that network of allies and partners is truly unique to the United States of America and it is truly something that makes us different,” the general said. he Fleet Mail Center has undergone some big changes recently and I’d like to address those here, especially to answer some of the feedback our postal team has received. The shift of all package pickup on Capodichino to the Fleet Mail Center (FMC) was undertaken because the mail room near the gym is not large enough to effectively handle the quantity of packages being delivered weekly. Moving all package pickup to the FMC did solve this problem and even reduced processing times, but we acknowledge it created some other legitimate concerns among customers. Chief among these is safety for pedestrians and parking congestion near the facility. To mitigate these, we’ve created a dedicated pedestrian path leading to the building, and we’ve converted parking spaces in the vicinity to 15 minute postal parking. Our Public Works and Postal teams did a great job ensuring those improvements were made in a timely manner to support our military community and I want to thank those Sailors for their hard work. For further information and photos of the changes, flip back to front page of this issue! I also want to talk about this week’s storm and what you can do if you were affected by it. The unexpected storm included extremely high winds that created a lot of debris and possible damage to personal property. I want to make sure everyone is aware of the resources available when something like this occurs. As with last year’s hail storm, claims for damaged personal property can be submitted to the Region Legal Service Office (RLSO). You can reach their claims department at DSN 626-4576, commercial 081-568-4576. It is important to note that this applies to personnel living on Support Site and out on the economy. Speaking of legal support, we’ve also been trying to remind the community more about various important base policies, especially when it comes to safety and security. Our NSA Naples instructions are in place because they echo CNIC policies that we have to follow. Those policies serve to support the mission and ensure the well-being of all personnel onboard U.S. Navy installations across the globe. Our pet policy, for example, includes specific areas where animals are prohibited for health or safety reasons. On Support Site, these areas include the entire school grounds, entire NEX/Commissary area (including the parking lots), and the grassy area in front of the Navy Lodge. Pets are not authorized anywhere onboard Capodichino unless they are being transported to or from a rotator flight at the air terminal. Animals are also not authorized to be left unattended in vehicles parked anywhere on base. BASE NOTES Domestic Violence Prevention Month Naval Support Activity Naples observed October as Domestic Violence Prevention Month. A vital part of the activities is recognizing the collaborative partnerships aimed at promoting healthy relationships among personnel and families. In a breakfast forum that the Fleet and Family Support Center hosted in Capodichino on October 25 NSA Naples Commanding Officer Capt. Todd Abrahamson expressed his appreciation to all Command Family Advocacy Representatives and community agencies for their collective efforts in preventing domestic violence. He remarked that the Family Advocacy Program is consistent with his command principles of doing the basics right, doing the right thing, respect for self and others and having fun doing the job, as the breakfast event shows. He underscored that each person in all ranks plays a key role in ensuring everyone’s welfare. In keeping with this year’s theme, “Know the Signs,” Counseling, Advocacy, and Prevention Services Supervisor Keri Acker-Peltier punctuated the morning with a video presentation and facilitated the discussion on various ways to help members, spouses, and intimate partners build, maintain or strengthen their relationship and prevent domestic abuse. The extreme gale-force winds and torrential rain in Italy left 11 people dead earlier this week. Two people were killed when a tree hit a car near Frosinone south of Rome; a 21-year-old university student was killed by a pine tree felled by high winds in Naples; a woman died when she was hit a flying object dislodged by a whirlwind near Savona in Liguria; a woman was killed by flood water; a volunteer firefighter was hit by a falling tree; a kite-surfer was thrown against rocks; two other people died after a tree hit a car at Terracina; a man who died into the water of Catanzaro; a man was found dead in a river near Belluno. Falling trees were the major cause of most of the deaths and the major disruptions. Winds were more than 100 kilometers per hour and storms with waves several meters high. In over 48 hours there were more than 7,000 rescue operations carried out by 5,800 firefighters nationwide for flooding. Violent waves and winds broke several large luxury yachts away from their berths and slammed them into the coastline at Rapallo, near Genoa. Schools in many cities, including Naples and Rome, were closed on Monday and Tuesday due to the extreme weather conditions. Mantua Best Urban Environment According to the 25th annual report from the Legambiente environmental group, the city of Mantua in the Lombardy region has the best urban environment in Italy. The city is followed by Parma, Bolzano, Trento and Cosenza. Rome was 87th on the list, Milan 23rd, Naples 89th, Palermo 100th and Catania came last of the 104 cities surveyed. Christmas Market Open Through MidDecember in Apice Vecchia Every Friday, Saturday and Sunday until December 16, it will be possible to walk among handicraft stands held in the Ghost Village of Apice Vecchia inside the Ettore Castle, located about 70 kilometers northeast of Naples, in the Benevento province. The village will be transformed into a small

jewel dedicated to Christmas with its market, exhibition spaces, enchanted garden, the castle of Santa Claus, the house of dreams of Christmas, and with gospel choir and musical event. The event goes from 10 a.m. to 11 p.m. Ticket price is 5 euro, free admission for children up to 10 years. Smog-Eating Street Art Mural Unveiled in Rome The European biggest smog-eating mural was created in Rome by a female non-profit group. The Hunting Pollution is a 1,000meter-square piece of painted street art that is able to clean the air to the same extent as a 30-tree wood. The mural was painted by a street artist using the Airlite technology, an anti-smog paint. The mural was unveiled last Friday, and it is located in via del Porto Fluviale.

HISTORY: RECORD-BREAKING DIRIGIBLE FLIGHT From NSA Public Affairs

On November 3, 1931, the Dirigible USS Los Angeles (ZR 3) made a 10-hour flight out of Naval Air Station Lakehurst, New Jersey, carrying 207 persons, establishing a new record for the number of passengers carried into the air by a single craft. The USS Los Angeles (ZR-3) was a rigid airship built from 1923 to 1924 by the Zeppelin company in Friedrichshafen, Germany, but was surrendered to the U.S. Navy in October 1924 by the German Government as part of the war reparations from World War I. At just over 658 feet long, with a hull diameter of nearly 91 feet, Los Angeles was enormous, dwarfing its tender ship, the USS Patoka (AO 9). Los Angeles car-

ried a crew of 40 Sailors and officers, and served as an observatory and experimental platform, as well as a training ship for other airships. Her propulsion plant was five Maybach VL-1 12-cylinder water-cooled inline engines, which could produce 400 horsepower per engine, and with two-bladed fixed-pitch, rotatable wooden propellers. Her maximum range was 6,640 miles at 12 mph. Her cruising speed was 55 mph, and she could attain a maximum speed of 75 mph. The Los Angeles ZR-3 went on to log a total of 4,398 hours of flight, covering a distance of 172,400 nautical miles (319,300 km) traveling to places in both the Pacific and the Atlantic. The Los Angeles was decommissioned in 1932.

After over 33 years of service in the United States Navy, Commander Romeo T. Tizon Jr., was promoted to the rank of Captain at U.S. Naval Hospital (USNH) Naples on September 10, 2018. This was his once-in-a-lifetime opportunity to achieve a better future. At 20 years old, he completed boot camp in San Diego, California, and decided to become a Hospital Corpsman. “I knew right then that I would stay in the Navy as long as I could to serve the country that has afforded me so many opportunities to better my life, both personally and professionally,” Tizon said. Tizon went on to achieve the rank of Chief Petty Officer in September 1995. During his enlisted service, he was selected as the 2003 U.S. Marine Forces Pacific Sailor of the Year and was a Commander in Chief, Pacific Fleet (CINCPACFLT) Sailor of the Year finalist. He went on to continue his education, earning a bachelor’s degree in Psychology from the University of Maryland, a master’s degree in Human Relations from the University of Oklahoma, and a second master’s degree in Management from Troy University. As the temperature drops during the season tenants should be aware of the regulation regarding the use of space heaters on NSA Naples installations. In accordance with Naval Support Activity Naples Instruction 4101.1D, the use of portable electric heaters is prohibited without the consent of the Energy Program Manager or the Fire Department. What if my work space is extremely cold? Contact your building manager and request a trouble call be submitted to Public Works Department (PWD) to verify the temperature of your workspace and check the heating system for proper function. Keep in mind when using portable electric heaters, the excess heat provides a false reading to the room’s thermostat. If the thermostat reads that the temperature in the room is high enough it will not trigger the central heating system to turn on. The use of electric heaters may seem like a solution but could potentially affect the entire heating system, meaning you may be warm in your cubicle but, you may be causing your co-workers to suffer. The use of portable heating systems is also a safety hazard. In small spaces the heaters can cause a fire a potentially can over load electrical circuits. If you notice that portable electrical heaters are being used in your workplace please advise your co-workers of the instruction or contact the Utilities and Energy Management Office to report unauthorized use. As a time for reflection and remembrance of the departed for Ital-

ians at the beginning of November, the events line-up is short but still sweet and delightful. Now through November 4, check out a Pozzuoli school’s (see below) flavorful big-to-do if you’re in the Lago Patria and Campi Flegrei environs. Neapolitan teamwork and traditional culinary delights will be on the spot. Also, just as Americans are looking toward honoring Veterans’ heroic deeds and sacrifices on November 11, Italians and many other Europeans are now anticipating to uncork their “vino novello” (new wine) on that day while commemorating St. Martin of Tours’ Samaritan deed. Tradition holds that while the exRoman soldier who had embraced Christianity was patrolling an area in Amiens, France, he halved his cloak to share with a beggar on a bitterly cold day. That humanitarian act, as the story goes, miraculously changed the chilly weather to a sunny day, spawning the Italian term, “L’estate di San Martino” or St. Martin’s summer. The expression refers to warm and bright November days following an initial autumn cold snap, also known as Indian summer stateside.

With warm-ish weather, the “new wine” also completes its fermentation on the above day, vintners say. Why not join in the tastings? A related aspect is the U.S. ability to project and maintain power “when and where necessary to advance our national interests,” Dunford said. “We have had a competitive advantage on being able to go virtually any place in the world,” he said, “and deliver the men and women and materiel and equipment, and put it together in that capability and be able to accomplish the mission.” This is what is at the heart of great power competition, the general said. “When Russia and China look at us, I think they also recognize that it is our network of allies and partners that makes us strong,” he said. Challenges Posed by Russia, China Broadly, Russia is doing what it can to undermine the North Atlantic Alliance and China is doing what it can to separate the United States from its Pacific allies. Strategically, Russia and China are working to sow doubt about the United States’ commitment to allies. Operationally, these two countries are developing capabilities to counter the U.S. advantages. These are the seeds to the anti-access/area denial capabilities the countries are developing. “I prefer to look at this problem less as them defending against us and more as what we need to do to assure our ability to project power where necessary to advance our interests,” Dunford said. These are real threats and include maritime capabilities, offensive cyber capabilities, electromagnetic spectrum, anti-space capabilities and modernization of the nuclear enterprise and strike capabilities. These capabilities are aimed at hitting areas of vulnerability in the American military or in striking at the seams between the warfighting domains. “In order for us to be successful as the U.S. military, we’ve got to be able to project power to an area … and then once we’re there we’ve got to be able to freely maneuver across all domains … sea, air, land, space, and cyberspace,” the chairman said. This requires a more flexible strategy, he said. During the Cold War, the existential threat to the United States emanated from the Soviet Union and strategy concentrated on that. Twenty years ago, this was different. The National Security Strategy of 1998 didn’t address nations threatening the U.S. homeland. “To the extent that we talked about terrorism in 1998, we talked about the possible linkage between terrorism and weapons of mass destruction,” Dunford said. “For the most part, what we talked about were regional challenges that could be addressed regionally with coherent action within a region, not transregional challenges.” Different Threats Transregional threats are a fact of life today and must be addressed, the general said. “What I’m suggesting to you, is in addition to the competitive advantage having eroded, the character of war has fundamentally changed in my regard in two ways,” he said. “Number one, I believe any conflict … is going to be transregional – meaning, it’s going to cut across multiple geographic areas, and in our case, multiple combatant commanders.” Another characteristic of the character of war today is speed and speed of change, he said. “If you’re uncomfortable with change, you’re going to be very uncomfortable being involved in information technology today,” the general said. “And if you’re uncomfortable with change, you’re going to be uncomfortable with the profession of arms today because of the pace of change. It’s virtually every aspect of our profession is changing at a rate that far exceeds any other time in my career.”

He noted that when he entered the military in 1977, the tactics he used with his first platoon would have been familiar to veterans of World War II or the Korean War. The equipment and tactics really hadn’t changed much in 40 years. But take a lieutenant from 2000 and put that person in a platoon “and there’s virtually nothing in that organization that hasn’t changed in the past 16 or 17 years,” Dunford said. “This has profound impacts on our equipment, our training, the education of our people.” This leads, he said, to the necessity of global integration. “When we think about the employment of the U.S. military, number one we’ve got to be informed by the fact that we have great power competition and we’re going to have to address that globally,” he said. The Russian challenge is not isolated to the plains of Europe. It is a global one, he said. “China is a global challenge” as well, Dunford added. Global Context American plans have historically zeroed-in on a specific geographic area as a contingency, the general said. “Our development of plans is more about the process of planning and developing a common understanding and having the flexibility to deal with the problem as it arises than it is with a predictable tool that assumes things will unfold a certain way in a contingency,” he said. “So we’ve had to change our planning from a focus on a narrow geographic area to the development of global campaign plans that actually look at these problem sets in a global context. When we think about contingency planning, we have to think about contingencies that might unfold in a global context.” This has profound implications for resource allocation, Dunford said. Forces are a limited resource and must be parceled out with the global environment in mind. “The way we prioritize and allocate forces has kind of changed from a bottom-up to a top-down process as a result of focusing on the strategy with an inventory that is not what it was relative to the challenges we faced back in the 1990s,” he said. In the past, the defense secretary’s means of establishing priorities came through total obligation authority. The secretary would assign a portion of the budget to each one of the service departments and the services would develop capabilities informed by general standards of interoperability. At the time, this meant the American military had sufficient forces that would allow it to maintain a competitive advantage. “Because the competitive advantage has eroded, in my judgment, the secretary is going to have to be much more focused on the guidance he gives,” Dunford said. “He not only has to prioritize the allocation of resources as we execute the budget, but he’s got to five, seven or 10 years before that, make sure that the collective efforts of the services to develop the capabilities that we need tomorrow are going to result in us having a competitive advantage on the backside.” This fundamentally changes the force development/force design process, he said. “This is not changing because of a change in personalities. It’s not changing because different leaders are in place,” the general said. “It’s changing because the character of war has changed, the strategic environment … within which we are operating today and expect to be operating in five to seven years from now, will change. Frankly, were we to not change the fundamental processes that we have in place inside the department, we would not be able to maintain a competitive advantage five or seven years from now.”
