Updates / Changes to Fleet Mail Center Onboard NSA From Naval Supply Systems Fleet Logistics Center Sigonella Site Naples
Over the past year, you may have noticed several changes which Naval Supply Systems Fleet Logistics Center Sigonella Site Naples (NAVSUP FLCSI) has made to the various post offices around the Naval Support Activity (NSA) Naples area. Some of these changes have been made to comply with U.S. postal regulations, while other changes have been as a result of local operating requirements. All changes however have been made with our customers in mind. The most major recent change has been moving all package pickup onboard Capodichino to the Fleet Mail Center (FMC) near the main gate (the gate closest to the airport). “FLCSI and NSA Naples recognizes these changes have been the subject of concern and discussion,” Tim Callahan, FLCSI Site Naples Postal Officer said. “However, we are striving to make these changes so that they will ultimately benefit our community members.” Below are reasons behind these changes and the solutions under advisement.
Why the changes? ● The Capodichino Mail Room was not large enough to effectively handle the quantity of packages being delivered weekly. So in compliance with DoD Regulations and in order to increase reliability of package delivery, the number of personnel served by the Capodichino Mail Room increased from 350 to 1,600 (four times as many as last year). Furthermore, the Naples population served on Capodichino receives 2,345 packages a week on average. During the holiday season this number will actually double. ● Customers have expressed concerns about having to pick packages up at multiple locations. ● Customers have expressed a desire for extended package pickup hours.

Package pickup at FMC comes with its own challenges, but FLCSI and NSA Naples are taking steps to resolve them: ● The location of FMC is difficult to access: -NSA Naples is working on converting parking in the vicinity of the FMC into 15 minute postal parking as well as increasing enforcement on
parking limits. -NSA Naples is looking into designating a pedestrian path for personnel walking from the parking garage to the FMC post office for safer transit. ● FMC closes too early: - Consolidation of package pickup has allowed FLCSI to increase package pickup hours. FMC pack-

Operational Readiness Assessment (Base-wide Drill) From NSA Public Affairs
Naval Support Activity Naples will be conducting an all day, base-wide emergency preparedness drill November 6 beginning at 9 a.m. The drill will simulate the installation community responding to a natural disaster and will assess our capabilities to execute a large scale emergency action plan. Personnel can expect to hear announcements over the Giant Voice system, sirens operated by first
responders, and other notifications throughout the drill. All NSA Naples departments and tenant commands will be playing a role in the drill and all personnel onboard Support Site and Capodichino are required to adhere to instructions given over emergency notification systems. All personnel – whether they live on base or off base – should also review their command emergency action plans and review / discuss emergency preparedness plans with their families. It is a dangerous and unpredictable time, and the United States must reverse any erosion in its military capabilities and capacities, the chairman of the Joint Chiefs of Staff said at the Military Reporters and Editors conference in Arlington, Virginia, on October 26. Marine Corps Gen. Joe Dunford is confident the U.S. military can protect the homeland and fulfill its alliance commitments today, but he must also look at the long-term competitive advantage and that causes concern. He said the competitive advantage the U.S. military had a decade ago has eroded. “This is why our focus is very much on making sure we get the right balance between today’s capabilities and tomorrow’s capabilities so we can maintain that competitive advantage,” Dunford said. Strategic Alliances Provide Strength The greatest advantage the United States has – the center of gravity, he said – is the system of alliances and partners America maintains around the world. “That is what I would describe as our strategic source of strength,” he said. This network is at the heart of the U.S. defense and security strategy, Dunford said. “We really revalidated, I think, what our threat assessors have known for many years, is that that network of allies and partners is truly unique to the United States of America and it is truly something that makes us different,” the general said.
