Navy Medicine East (NME) Commander, Rear Adm. Anne Swap visited with U.S. Naval Hospital (USNH) Naples staff January 24, 2017, as part of her broader visit to NME facilities, a region that spans approximately 100 facilities across

the eastern hemisphere responsible for a patient population that exceeds 1 million people. While visiting USNH Naples, Swap met with leadership, toured the hospital, spoke to staff during an all hands admiral’s call and visited some of the hospitals in the local community. NAVAL HOSPITAL Page 13

The chairman of the Joint Chiefs of Staff will continue to present the National Security Council with his best military advice, DoD officials said on January 30, 2017. Marine Corps Gen. Joe Dunford is, by statute, the military advisor to the president, vice president, secretary of state and defense secretary and the other members of the National Security Council. Nothing in the presidential memorandum on the reorganization of the National Security Council and the Homeland Security Council that President Donald J. Trump signed on Saturday changes this, DoD officials said. In fact, in the portion about the role of the chairman, the memo is identical to the executive order then-President George W. Bush signed in 2001, Pentagon spokesman Navy Capt. Jeff Davis said during a media availability. “There has been no change in the role of the chairman in 16 years,” he said. Each quarter I host a community Town Hall Meeting at the Support Site movie theater. These events are great opportunities to hear news and initiatives concerning the community, and also to have your voice heard directly by the NSA Naples leadership team. I always invite NCIS and the Naples USNH to participate and share trending information with the community as well. On Tuesday, January 31st I hosted the most recent Town Hall and we had more than 60 community members attend. The Town Hall was broadcast live on AFN Radio thanks to the great team from the local AFN Superstation, and information was shared regarding energy conservation, emergency management, and security. Great questions were asked during the meeting, and I wanted to thank everyone who came out and helped support the event and your community. Stay tuned for information about the next Town Hall Meeting, and I hope to see you there. February is Black History Month, where we all dedicate time to celebrate the exceptional contributions from the African American community that have shaped our nation and improved our way of life. African Americans have served in the Navy ever since its establishment in 1798; and today black Sailors stand proudly knowing the accomplishments of their predecessors and continue to distinguish themselves daily while serving ashore, at sea, and in the air. This weekend, the team from the Naples USO office is hosting the annual “Naples Got Talent” competition. This is a great opportunity to come out and see participants from all the area commands take their entertainment skills to the stage for a chance to win two free round trip tickets to the States. The show is free and it’s happening this Saturday night at the Naples High School. So come out, enjoy the show, have some laughs, and vote for your favorite performer. Finally, it’s also Super Bowl weekend and we’ve got a lot happening on Support Site to help celebrate. The NOSC is hosting a Chili Cook-off at the Community Center, there’s a pre-game Corn-hole Tournament at Central Park, and MWR will host a Super Bowl Party at Strikers Bowling Center. Strikers will show the game on our own local version of the “jumbotron,” a 30-foot projection TV that takes viewing sports events to new heights. AFN TV will also air the game live in High Definition. Whatever you decide to do for the big game, please make sure you identify a designated driver if your plans have you taking to the road. Stay safe, stay vigilant, and enjoy the weekend.

Confiscated Mafia Villa Transformed into Youth Sport and Rehabilitation Center A villa in “ Scarface” style built by a local mafia boss in Casal di Principe, in Caserta province was confiscated from the mafia 23 years ago and later was acquired by the state. The property villa was built on an area of 3,400 square meters (approximately 36,600 square feet) with three floor levels, an outdoor pool and a garden. On Monday a ceremony was held to mark the end of works for the renovation of the villa. The Campania region provided 1.3 million euros to transform the property into a sport and rehabilitation center managed by the Caserta health center for youth suffering from mental illness. Many officials and local authorities took part in the ceremony. Città della Scienza Planetarian to Reopen in Bagnoli Next Month The largest 3-D planetarium in Italy will open next month in Naples at the Citta’ della Scienza (City of Science) museum located in Bagnoli, an ex-industrial district of Naples. The former planetarium

was destroyed in a devastating fire in March 2013. The new planetarium will feature 130 seats, and the latest generation digital projection system with a 20-meter dome. In addition to faithfully reproducing the universe, it will also be able to show 3-D movies, which will be suitable for all ages and for astronomy educational purpose in collaboration with other Italian and foreign planetarium. Recovered Van Gogh Paintings on Display Next Month at Capodimonte Museum Two recovered Van Gogh paintings, which were stolen from the Van Gogh Museum in Amsterdam in 2002, and recovered by Italian police last year, will be on display next month at the Capodimonte museum. The masterpieces, “The beach of Scheveningen” and “The Church in Nuenen,” which were hidden in a farmhouse near Naples, will be on display at the Capodimonte museum for three weeks (February 6-26) before going back to the museum in the Netherlands. In April, the Capodimonte museum will display the biggest painting in the world by Picasso “Parade,” including 68 sculptures, paintings and drawings on Pulcinella.

HISTORY: KEEL LAID FOR USS ENTERPRISE, WORLD’S FIRST NUCLEAR-POWERED AIRCRAFT CARRIER

In 1954, Congress authorized the construction of the world’s first nuclear-powered aircraft carrier, the eighth U.S. ship to bear the name Enterprise. The giant ship was to be powered by eight nuclear reactors, two for each of its four propeller shafts. This was a daring undertaking, for never before had two nuclear reactors ever been harnessed together. As such, when the engineers first started planning the ship’s propulsion system, they were uncertain how it would work, or even if it would work according to their theories. Materials used by the shipyard included 60,923 tons of steel; 1507 tons of aluminum; 230 miles of pipe and tubing; and 1700 tons of one-quarter-inch welding rods. The materials were supplied from more than 800 companies. Nine hundred shipyard engineers and designers created the ship on paper, and the millions of blueprints they created, laid end-to-end, would stretch 2,400 miles, equivalent to the distance between Miami and Los Angeles. The keel for the USS Enterprise (CVN 65) was laid on February 4, 1959, at Newport News, Virginia. Nearly two years later, Enterprise was commissioned November 25, 1961. The world’s first nuclear-powered aircraft carrier, she was the eighth ship to bear the illustrious name Enterprise. Less than a year later, In October 1962, Enterprise

was dispatched to its first international crisis. Enterprise and other ships in the Second Fleet set up a quarantine of all military equipment under shipment to communist Cuba. The blockade was put in place on October 24, and the first Soviet ship was stopped the next day. On October 28, Soviet leader Nikita Krushchev agreed to dismantle the nuclear missiles and bases in Cuba, concluding the Cuban Missile Crisis, the closest the United States and the Soviet Union have ever come to nuclear war. Proudly known as the “Big E” to all who served onboard, she was a veteran of 25 deployments to the Mediterranean Sea, Pacific Ocean, and the Middle East. Enterprise served in nearly every major conflict to take place during her five decades of service, from the Cuban Missile Crisis in 1962 to six deployments in support of the Vietnam conflict through the Cold War and the Gulf Wars. On September 11, 2001, Enterprise was headed back to her homeport of Norfolk, Virginia, from a long deployment overseas, but was diverted following the 9/11 terrorist attacks in New York and Washington, D.C. Enterprise steamed overnight to the North Arabian Sea, and once again, “Big E” took her place in history when she launched the first strikes in direct support of Operation Enduring Freedom. After serving for 51 years of distinguished service, Enterprise was inactivated December 1, 2012, at Norfolk Naval Station, in Norfolk, Virginia.

SPOTLIGHT: LT. NATHAN BASHINSKI

Lt. Nathan Bashinski, from Friendswood, Texas, graduated from Texas A&M University in 2010 with a bachelor’s degree in civil engineering. He was commissioned in 2011 through Officer Candidate School (OCS) in Newport, Rhode Island. As the Assistant Resident Officer in Charge of Construction for NAVFAC Marianas, he supervised five Construction Management Engineers in the construction of the new $165 million U.S. Naval Hospital Guam facility. While attached to Naval Mobile Construction Battalion Eleven, he led 35 personnel in the management of $1 million in construction materials, $6 million in weapons, and $8 million in communications equipment. As the Battalion’s Mobilization and Integration Action Officer, he facilitated the organization, training, and integration of 213 reservists for the battalion’s deployment across four Combatant Commands (COCOM). Bashinski currently serves as the Head of the Facilities Management Department. He is responsible for hospital preventative maintenance, utilities, work requests, janitorial services, system certifications, space management, construction projects, and long-term sustainment planning. His staff consists of 11 highly experienced and knowledgeable military and civilian personnel. He enjoys hiking, scuba diving, traveling and teaching his eighth grade catechism class at the NSA Support Site Chapel. He looks forward to learning more about the Italian culture and the navy medical community. “In order to be a leader, one must first be willing to serve,” Bashinski said. “We must wake-up every day conscious of the fact that we are here to serve others, not ourselves.”

After competing for the second weekend in a row, the Naples Tiger Sharks (NTS) won their last home meet of the 2016-2017 season the weekend of January 21-22, 2016. As the Tiger were wrapping up the regular season, many of the swimmers were setting personal bests, team records, and a European Swim Forces League (EFSL) record. “I’m so proud of this group of athletes who never stop believing in themselves and what they can accomplish,” Head Coach Jane Higgins said. swim meet had many swimmers dropping time and qualifying for EFSL Championships. A few NTS swimmers set new team records this weekend: Sienna Ancona in the 50-meter Backstroke for nine-year-old girls; Maggie Menoni in the 50and 200-meter Freestyle for 15-year-old girls; and Gabriel Rayos in the 50meter Backstroke for 13year-old boys. “Sienna’s all time personal best of 39.49 in 9year-old girls for the 50-meter backstroke was also fast enough to not only break a team record but to break the EFSL record set in 2016,” Higgins said. “Congratulations Sienna, Maggie, and Gabriel!”

“The team would like to give a big thank you not only to the amazing Tiger Sharks parents and coaches, who without their support none of this would be possible, but to our wonderful Naples community,” NTS Board President Sarah Vinch said. “Our schools, MWR, base leadership, NOSC, Commissary, NEX and so many others have been essential in making this season the success it is.” This weekend 71 talented, hard-working and disciplined Tiger Sharks will travel to Vicenza to defend their 10-year reign as the EFSL Southern Division Champs. The Public Works of NSA Naples is always looking for new ways to conserve energy here at NSA Naples. We are promoting an energy contest called “Catch me if you can” where we are walking around buildings to catch energy waste. Please don’t leave lights and electronics on when you are not using them. We have already seen several buildings where there are no lights left on, awareness messages posted, and people are using natural lights instead artificial lighting. Thanks, this is fantastic, but we have also seen a few buildings where there are offices with lights on in unoccupied spaces, some electronics on that are not in use and water leaks in the toilets, which are not reported. We need to work together to save energy. You might think that a little action, such as turning off a light may not make a difference, but it really does and here is an example: if your workspace has three light fixtures that house three fluorescent tubes that amounts to $8 a month or $96 a year. If you use daylight just for the half day, you can halve your amount. If we consider 1,000 rooms, you can save $48,000 per year. Now go tell your coworkers and your friends to conserve today and we will reach our goal What can you do to conserve Energy? All facilities are able to reduce energy consumption by practicing a few easy energy saving actions: ● Ensure all equipment is turned off when not in use. ● Shut-down computer monitors at the end of the workday. ● Ensure lights are off when spaces are unoccupied. ● Ensure office windows and doors are closed (minimize A/C load). ● Unplug the electronic devices when you aren’t using them.

Chase Away the Winter Blues with Bright, Fun Carnevale Celebrations By Lou Freed

No sooner have Italian shops put their brilliant red yuletide decorations away than ‘tis time for them to decorate for the exuberant, clamorous and colorful Carnevale season. Swaths of orange, purple, yellow and green colors will, once again, fill the air in renowned Italian destinations to brighten winter’s somber skies. Carnevale is a traditional Christian celebration marking the beginning of Lent, the period of 40 days preceding Easter (April 16 this year) during which the faithful abstain from meat. Two benchmark carnival cities, Viareggio and Venice, will kick off their events February 5 and February 11 respectively, with programs running through Fat Tuesday, February 28. Cento in Central Italy is, surprisingly, extending its celebration through March 12. And for more carnival happenings on the Boot, see the list below, which is not exhaustive by any means. You may find more with a bit of research. That said, are you looking for a shot of adrenaline to shake off the winter blues? Don a mask and costume (an option) then join in one of the largest Italian celebrations of life packed with fun, song and dance with zillions of photo ops. Consults Chairman Defense Secretary Jim Mattis regards the chairman as his most important military advisor, Davis said. “He consults with the chairman on every decision he makes that impacts either directly or indirectly, our men and women in uniform,” Davis said. He said that in the 10 days the administration has been in office, “there have been multiple interactions with the chairman and the president, where [the chairman] is providing his best military advice.” Mattis intends to always have Dunford at his side whenever the NSC is discussing anything relating to national security, Davis said. Operative Portion The operative portion of the memo is this: “The Director of National Intelligence and the Chairman of the Joint Chiefs of Staff, as statutory advisers to the NSC, shall also attend NSC meetings.” The position of chairman of the Joint

Chiefs of Staff was created in the same legislation that established the Defense Department in 1947. That legislation also created the National Security Council and established the position of chairman as the principal military adviser to the NSC. The director of the Central Intelligence Agency was the principal adviser on intelligence, but that position was superseded when the Office of the Director of National Intelligence was established in 2005. The Goldwater-Nichols Act of 1986 strengthened the chairman’s role as the principal adviser, and that role continues to this day. One area that caused confusion in Saturday’s executive memorandum was this: “The Director of National Intelligence and the chairman of the Joint Chiefs of Staff shall attend where issues pertaining to their responsibilities and expertise are to be discussed.” Many commenters took this to mean that the chairman and director were being excluded from discussion, but DoD officials said that this continues a longstanding policy and is no diminution of either position’s authority.

Mount Vesuvius, Campi Flegrei Status Being Prepared for a Natural Disaster Event By Sean M. Quinn NSA Naples Emergency Management Officer

A report published December 20, 2016, by various Italian and European Geological institutions has raised some concern in the community over the possibility of a volcanic eruption at Campi Flegrei. The report’s objective was to validate a new way to model/ predict a volcano’s critical degassing pressure (CDP) by using historical data from area. CPD is being explored due to a recent study linking it to volcanic unrest. There is no indication from the report that Campi Flegrei will erupt any time soon. This research paper advances some understanding of geologic processes and volcanic behavior but can’t be used on its own to predict an eruption. The bottom line is that the threat level at Campi Flegrei and Mount Vesuvius remains unchanged. There are four levels of alert for Campi Flegrei: “Base; Attention; Pre-Alert; and Alarm.” The alert level is classified as “Base” when collected data shows normal patterns of volcanic activity. Raising the alert level to “Attention” indicates that researchers observed variations from established norms, but it does not necessarily suggest the approach of a volcanic eruption. According to the Department of Civil Protection, the alert level for Campi Flegrei has been raised approximately five times over the last 30 years. The average duration for maintaining the “Attention” alert level is two to three years. Reports like these highlight the need for Naples area person-

nel and families to stay informed, have a plan, build, and update an emergency preparedness kit. Napoli, the Campania Region and Italy offer many opportunities to each of us that others can only dream of. While we make the most of the experience, we need to understand and accept the potential for emergency situations such as earthquakes here. As you may be aware, a number of devastating earthquakes have struck central Italy over the last several months, with the most recent earthquake on January 18, 2017, with a magnitude well over five with strong aftershocks, felt throughout Central Italy. These earthquakes have caused significant damage and loss of life. These tragedies serve as a vivid reminder of both the threat and impact of natural disasters here. For the past three years we have participated in earthquake and personnel accountability drills, and we will continue to do so. These exercises and drills allow NSA Naples and its tenant commands to validate our established procedures in taking the proper personal protective actions of Drop, Cover and Hold, safely evacuate facilities when directed to designated muster/ assembly locations, and gather and report the personnel accountability to the NSA Naples Emergency Operations Center (EOC). Housing residents at Support Site, along with families and personnel who reside off base are encouraged to participate in the exercises. While we may not require the evacuation of housing units, the exercises and drills provide a great opportunity for us to review our family and individual emergency plan, and actions to take in the event of an earthquake. The following information provides you with key information regarding preparation for, and actions to take during an earthquake.

How to Prepare Stay Informed ● AFN Radio (106 and 107 FM), TV (AFN, TV Channel 48), AFN 360 Internet Radio (http://www.afneurope.net/Stations/Naples/) & AFN 360 Radio Smartphone Application ● Register in CDNS/ADHOC (email, phone and text message notification) through your assigned Command/Organization ● NSA Naples and NSA Naples Emergency Management Facebook Make a Family Emergency Plan ● Where you and your family will go in the event of an earthquake, or any disaster ● Where your children will go, or where you will meet them ● Requirements for family members with special needs ● Pet’s needs ● Safely shutting-off utilities ● Family Communications Plan in case family members are separated during an earthquake ● Non-Combatant Evacuation – What do you need to take with you ● Know your Organization’s expectations of you in the event of an emergency, this will likely impact your personal & family emergency planning ● Practice earthquake drills as a family so everyone knows what to do, especially “Drop, Cover, and Hold!” Build an Emergency Kit That Can Sustain You and Your Family for Two Weeks ● Non-perishable food items ● Required consumables ● Medications ● Battery powered radio ● Flashlight ● First Aid Kit ● Don’t forget your pet’s requirements What to do During an Earthquake When Indoors ● Stay where you are until the shaking stops. Do not run outside. Do not stand in a doorway

as it does not provide protection from falling or flying objects and you may not be able to remain standing ● Drop to the ground onto your hands and knees so the earthquake doesn’t knock you down. ● Cover your head and neck with your arms to protect yourself from falling debris ● If you are in danger from falling objects, and you can move safely, crawl for additional cover under a sturdy desk or table ● If there is low furniture or an interior wall or corner nearby, and the path is clear, these may also provide some additional cover ● Stay away from glass, windows, outside doors and walls, and anything that could fall, such as light fixtures or furniture ● Hold on to any sturdy covering so you can move with it until the shaking stops. Stay where you are until the shaking stops Drop, Cover and Hold On When Outdoors ● If you are outdoors when the shaking starts, move away from buildings, streetlights, and utility wires. Once in the open, Drop, Cover and Hold On ● Stay there until the shaking stops ● This might not be possible in a city, so you may need to duck inside a building to avoid falling debris If You Are In a Moving Car ● Stop as soon as you can, away from buildings, overpasses, utility wires or anything that could fall. ● Stay in the vehicle ● Proceed very slowly once shaking stops ● Avoid roads, bridges or ramps that might have been damaged by the earthquake, and anticipate traffic light outages After the Earthquake ● When the shaking stops, look around. If there is a clear path to safety, leave the building and go to an open space away from damaged areas ● If you are trapped, do not move around or kick up dust ● If you have a cell phone with you, use it to call or text for help ● Tap on a pipe or wall or use a whistle, if you have one, so that rescuers can locate you ● Be prepared to “Drop, Cover and Hold on” in the likely event of aftershocks What to do During a Volcanic Eruption With the close proximity of Mount Vesuvius and Campi Flegrei, we must be prepared to go through them as safely as possible. Ash also causes electrical short circuits, in transmission lines (especially when wet), in computers, and in micro-electronic devices. Power

often goes out during and after ash fall. Have Disaster Supplies on Hand ● Flashlight and extra batteries ● First aid kit and manual ● Emergency food and water ● Dust masks and goggles for every member on duty ● Adequate supplies to seal exterior doors, windows and ventilation systems Respond Appropriately During a Volcanic Eruption ● Follow the evacuation order issued by authorities ● Avoid areas downwind and river valleys downstream of the volcano ● Listen to a battery-operated radio or television for the latest emergency information Shelter-In-Place if Caught Inside ● Close all windows and exterior doors ● Shut-off HVAC system(s) If trapped outdoors ● Seek shelter indoors as soon as possible ● If caught in volcanic debris falling, roll into a ball to protect your head Protect Yourself During Ash Fall – Shelter-In-Place ● Stay indoors as much as possible If You Must Go Outside During Ash Fall ● Cover your mouth and nose. Volcanic ash can irritate the respiratory system. American Football is Becoming the World’s Favorite Sport By Jon Tollestrup U.S. State Department

In 2005, Julio Adeodato left his native Brazil to become an exchange high school student in Louisiana. “The little I had watched of football in movies, I hated,” he said emphatically. “It looked like a lot of men jumping and hitting on each other.” The teenage son in the home where Adeotato stayed insisted he learn the basics, and it wasn’t long before the Brazilian was hooked on the sport, and even played for his high school team in Louisiana Ten years later, Adeodato now loves to play American football in Brazil. What started out as pickup games on the beach with friends has evolved into Adeodato starting for the Recife Mariners, the first semi-professional team in northeast Brazil. “A lot of people thought it was a waste of time to put so much effort into something that wasn’t even known here,” Adeodato said. But he ignored them and made the effort, even traveling to New York to learn more about the business of sport through Sport for Community, a State Department and Partners of the Americas exchange program. Brazil now has two semi-pro leagues,

along with several youth and women’s teams. Adeodato’s Mariners are taking time to groom the next generation of players by teaching football to Brazilian children in their physical-education classes. American Football and the World The sport is spreading elsewhere too. “Football started in Finland due to exchange students returning and wanting to continue playing,” Roope Noronen of the International Federation of American Football, which has 64 member nations from Mongolia to Ireland, said. Noronen was an exchange student in Minnesota in the early 1990s. Then students came to the U.S. just for the curriculum, but he noted that today’s teenagers are wanting to study in the U.S. not just for an education, but to also play football. Internationally, more people each year watch the Super Bowl game, the biggest sporting event in the United States. For example, one in three Americans watched the game in 2014. And, it is now broadcast in more than 100 countries, making American football one of the world’s favorite new sports.
