NSA Naples Celebrates Independence Day with Festa Americana

Thousands of service members and their families, Department of Defense civilians and local Italians came together at Carney Park for Festa Americana on June 29 and 30, 2019.

The annual event, crafted by the NSA Naples Morale, Welfare and Recreation (MWR) team, is held to celebrate the independence of the United States of America and to share American culture with the local Italian community.

The gates opened on Saturday and Capt. Todd Abrahamson, the NSA Naples commanding officer, gave a speech welcoming the guests and thanking the contributors during the opening ceremonies.

“There is nothing more rewarding than celebrating American independence, and I’m glad that we can all be here this weekend to do it right,” Abrahamson said. “It’s a fantastic opportunity not only to celebrate within our own community, but also to share a bit of American culture with our

The event had food vendors, carnival rides, DJ music and a performance by the band American

Authors. The evening concluded with a fireworks show.

NSA Naples Celebrates LGBT Pride Month, 50th Anniversary of Stonewall Riots

The Multicultural Heritage Committee onboard Naval Support Activity (NSA) Naples held a Lesbian, Gay, Bisexual and Transgender (LGBT) Pride Month celebration at the theater aboard Capodichino on June 28.

The event was held to commemorate the 50th anniversary of the Stonewall Riots which started on June 28, 1969, in New York.

The riots were sparked after the police raided the

Stonewall Inn, a gay bar located in New York City.

These riots brought about the beginning of the gay rights movement.

At this celebration, Sailors assigned to various commands located onboard NSA Naples spoke on the history of Pride Month and shared what it means to them through their own stories.

More Ways to Complete Professional Military Knowledge Eligibility Exam From Naval Education and Training Command Public Affairs

Sailors eligible for advancement to paygrades E-4/5/6/7 can now complete their Professional Military Knowledge Eligibility Exam (PMK-EE) requirements anytime, anywhere in the world, through a self-service app announced in NAVADMIN 140/19, June 26.

Professional Military Knowledge (PMK) will be removed from the Navy-wide Advancement Exam (NWAE) starting September 2019 (Advancement Cycle 244) and will instead transition to a stand-alone, onceper-paygrade electronically delivered eligibility exam.

The PMK-EE also expands the number of questions from 25 to 100, providing a better assessment of a Sailor’s understanding of basic Navy knowledge.

Sailors can access the PMK-EE through MyNavy Portal (MNP), Navy eLearning (NeL), Submarine On-Board Training (SOBT) and now the PMK-EE app.

Each of these PMK-EE options operate independently, so Sailors should select one of the systems to complete all modules. With PMK separated from the advancement exam, once Sailors complete their PMK-EE requirements for their paygrade, they will have more PMK-EE

ESTA AMERICANA WAS A GREAT SUCCESS! Thank you to everyone who attended our fantastic Independence Day celebration at Carney Park. Our MWR team, Tony Smith and Chris Kasparek, put on an amazing event for our personnel, their families, and our Italian friends. BZ team MWR! An additional thank you to all of the different departments that supported Festa this year by providing support before, during, and after the event. We also had surprise attendance from some of the USA Team members and coaches who are currently in Naples to compete in the 30th Summer Universiade. Gary Cunningham, current USA Team coach and former UCLA men’s basketball head coach, did us the honor of pushing the button that started the fireworks show on Saturday. We also had visits from the USA Team diving team, and the Mississippi State women’s basketball team, representing USA Team. It was a pleasure to have these athletes and coaches at our event to celebrate with us.

Yesterday was Independence Day. A U.S. federal holiday celebrated on July 4 each year, American Independence Day takes us back to 1776 when the Thirteen Original Colonies declared their independence from the British monarchy. This declaration resulted in war between a global super power with the world’s largest navy against a volunteer army dedicated to the idea of free, independent, and united states. These men and women of our nation’s past fought for the inalienable right to freedom. It was during the American Revolution that our nation first relied on assistance from allied nations. Without these partnerships and the contribution of guns, ships, and fighting citizens to America’s cause, our nation may not have seen its independence. Our relationships with our allies and partner nations remain crucial to this day. I hope that those of you taking time off to celebrate our nation’s history also take a moment to remember that Independence Day is a day for us to honor our history, the birth of our government, and our nation. Let us remember the sacrifices and bravery of those who forged our country. We are stronger united.

Speaking of things to celebrate, the Support Site postal office has their brand new intelligent mail lockers up and running! NSA Naples is one of the first naval bases to install intelligent mail lockers, which is a demonstration of our Supply department’s pursuit of innovation and dedication to superior customer service. The notification system will be similar to the traditional email notification method. You will first receive an email stating that your package has been delivered into a locker and is available for immediate pick up. After receipt of this email, you can go to the locker screen in the locker area and scan in the barcode provided in the email. After following the instructions on the touch-screen, you will be able to retrieve your package. Small and medium packages are selected on a first come, first served basis for the lockers.

JFC Naples Mobile Training Team Provided Comprehensive Operational Planning Training to the African Union

Within the program of NATO Partnership Events with the African Union, a team of three JFCNP members, led by LCDR Fatmir Likskendaj, conducted a Mobile Training Team (MTT) course on the NATO Comprehensive Operational Planning Process in Tunisia from June 17 - 21, 2019.

The course was conducted at the El Mouradi Hotel in Tunis City with 21 officers from the North Africa Regional Capability (NARC) HQ planning Element in attendance (11 from Libya and 10 from Algeria). The event had the objective of acquainting the African Standby Force Regional headquartes with the NATO Crisis Response Planning (CRP) process and was the last of three MTTs requested for this year by the AU. The aim of the course was to introduce participants to the NATO Operational Planning Process and, to some extent, the Comprehensive Operational Planning Directive. During the five-day course the participants were trained on the different levels of planning within NATO, focussing at the operational level.

At the end of the course, a ceremony was

held and certificates presented to all the participants. During their closing remarks, the NARC representative and AU Liason Officers in Tunis expressed their gratitude to JFCNP and the MTT members for their committed assistance in providing the course. The MTT Leader, during his speech, emphasized the value of military partnership between NATO and the AU (and NARC), and highlighted the MTT initiative as a substantial milestone in this relationship, paving the way for future collaboration between the respective organisations.

The JFC Naples’ MTT activity conducted in partnership with the AU marks a tangible and inspiring step in NATO’s growing relationship with the AU and engagement in the African region, with practical cooperation and shared expertise increasing dialogue and strengthening regional security cooperation.

The mission of Allied Joint Force Command Naples is to prepare for, plan and conduct military operations in order to preserve the peace, security and territorial integrity of Alliance member states throughout Supreme Allied Commander Europe (SACEUR) Area of Responsibility (AOR) and beyond.

Beyond Youth is an NSA Naples Chapel-led youth program designed to help students to develop the leader within and lead a significant life. We meet in the Chapel Fellowship Hall onboard Support Site. HISTORY: FIRST AFRICAN-AMERICAN MAKES FLAG RANK

Forty-seven years ago this past Monday Rear Adm. Samuel L. Gravely Jr. became the first AfricanAmerican to achieve flag rank in the U.S. Navy.

By anyone’s standards, this was a remarkable accomplishment, yet it was only one of many significant achievements – and firsts – for this outstanding officer.

They include: The first African American in the U.S. Navy to serve aboard a fighting ship as an officer; the first to command a Navy ship; the first fleet commander; and the first to become a flag officer.

Gravely was a distinguished veteran of World War II, Korea and Vietnam with a career that spanned from 1944 to 1982.

He was born on June 4, 1922, in Richmond, Virginia, the oldest of five children of Mary George Gravely and Samuel L. Gravely, who was a postal worker. He attended Virginia Union University but left before graduating to enlist in the Naval Reserve in September 1942.

In 1943, Gravely participated in the Navy V12 program, which was designed to select and train prospective Naval officers.

As part of this training, he attended the University of California in Los Angeles, Pre-Midshipman School in New Jersey, and Midshipmen School at Columbia University. On December 14, 1944, Gravely successfully completed the midshipman training, becoming the first African American commissioned as an officer from the Navy Reserve Officer Training Course.

At the end of World War II, like millions of active-duty

service members, Gravely was released from active duty, yet he remained in the Naval Reserve, and returned to his hometown of Richmond to resume school at Virginia Union University. After graduating with a bachelor’s degree in history in 1948 he began working as a railway postal clerk.

Gravely was recalled to active duty in 1949. As part of the Navy’s response to President Harry S. Truman’s Executive Order to desegregate the Armed Services, his initial duty was recruiting in the Washington, D.C. area. He was tasked specifically with recruiting AfricanAmericans into the Navy.

With the Korean War gearing up, Gravely returned to combat service as a communications officer aboard the battleship USS Iowa (BB 61). He then transferred from the Naval Reserve to the regular Navy in 1955.

During his naval career, Gravely served on several other ships, and in a string of “firsts” he commanded USS Falgout (DER 324), USS Taussig (DD 746), USS Jouett (DLG 29), and Cruiser Destroyer Group 2, Eleventh Naval District, and later Third Fleet, where he was promoted to the rank of vice admiral.

Gravely finished his career as the director of the Defense Communications Agency in Washington, D.C. Education and hard work was the secret to his success. In 1963, Gravely and another officer in his class became the first African-Americans to attend the Naval War College in Newport, Rhode Island.

Gravely had a philosophy that guided him throughout his life. “Success in life is the result of several

factors,” he said. “My formula is simply education plus motivation plus perseverance.”

An example of how that simple – but effective – philosophy carried him through tough times came to light during a 1998 interview with the Richmond Times-Dispatch, when Gravely said that despite racial barriers were being officially knocked down, racism in the 1960s still existed openly in the Navy. For example, he was excluded from bachelor officers’ quarters (BOQ) and officers’ clubs at some bases.

Banned from the BOQ and the clubs, Gravely said he used that extra time to take Navy correspondence courses, which ultimately worked to his advantage, as he was able to advance farther and faster, despite the not-so-hidden racism he encountered at times.

“Knowledge,” he said, “is the most important weapon in our arsenal.”

Gravely’s personal awards included the Legion of Merit, the Bronze Star, the

Meritorious Service Medal, the Navy Commendation Medal with Combat “V” with one Gold Star with Combat “V” in lieu of second award.

His honors extended well beyond the military. In 1979, he was named Virginian of the Year by the Virginia Press Association.

Samuel L. Gravely Junior Elementary School in Haymarket, Virginia (where he lived after retiring from the Navy), was dedicated in June 2009. The school adopted his personal philosophy as their motto: “Success = Education + Motivation + Perseverance.”

Admiral Gravely Boulevard, a street in front of his boyhood home in Richmond, was renamed in his honor, and in November 2010, USS Gravely (DDG 107), an Arleigh Burke-class guided missile destroyer, was named in Graveley’s honor. Homeported in Norfolk, Virginia, the ship’s motto, “First to Conquer” is a testament to Gravely’s ground-breaking accomplishments in paving the way for blacks in the Navy.

Gravely died at the National Naval Medical Center in Bethesda, Maryland, on October 22, 2004, following a stroke, and he was buried in Arlington National Cemetery.

NATO Exercise Helps Allies to Operate and Innovate Together From NATO Public Affairs

NATO’s annual Coalition Warrior Interoperability Exercise (CWIX) recently concluded at the Joint Force Training Centre in Bydgoszcz, Poland. Over the last three weeks, more than 1,500 engineers, scientists, industry representatives and military operators from NATO Allies, partners and organizations took part in the event, which was the largest of this series of exercises to date.

CWIX, which is managed

by Allied Command Transformation (ACT), aims to test and improve the ability of Allied and partner forces and their systems to operate together and generate a common operational picture. At this year’s edition of the exercise, the participants executed more than 7,000 interoperability tests between 300 different military capabilities.

For example Germany, which leads NATO’s Spearhead Force (the VJTF) this year and will lead it again in 2023, used the exercise to ensure that its equipment is fully compatible with that of other Allies contributing to the NATO force.

members improving the connectivity of their national systems and their ability to receive, analyze and share reconnaissance data. Another experiment at this year’s exercise aimed to improve the way that medical records are passed between NATO nations to speed up the delivery of medical support.

In addition to enhancing current capabilities, CWIX enables participants to test new capabilities and experiment with emerging technologies. As such, the exercise also contributes to NATO’s efforts to drive forward military

innovation.

Formed in 1949 with the signing of the Washington Treaty, NATO is a security alliance of 28 countries from North America and Europe. NATO’s fundamental goal is to safeguard the Allies’ freedom and security by political and military means. NATO remains the principal security instrument of the transatlantic community and expression of its common democratic values.

It is the practical means through which the security of North America and Europe are permanently tied together. NATO enlargement has furthered the U.S. goal of a Europe whole, free, and at peace.

This spring the thermostats were adjusted in all of the facilities aboard Capodichino and Support Site. In order to ensure room temperatures comply with the NSA Naples Energy Instruction (NAVSUPPACTNAPLESINST 4101.1D).

Now that we have made these adjustments we have been receiving some inquiries about these changes. Please note that we are doing our best to accommodate everyone while still following the Energy Instruction. The instruction states “Spaces requiring comfort cooling which shall be maintained at temperatures no lower than 78 degrees Fahrenheit (25.5°C). During unoccupied hours, HVAC controls shall be set in order to guarantee no lower than 80.6° degrees Fahrenheit (27°C) and cooling equipment shall be turned off whenever possible.

Our operating heating, ventilation, and air conditioning (HVAC) equipment in mild weather signifies a challenge to energy conservation. The opening of windows and doors might help if you’re too warm, but it wastes energy if the heater or air conditioner is running. Your open window can confuse a thermostat that controls the heater or air conditioner to spaces that aren’t benefiting from your outside air, and make it difficult to pinpoint the source of their temperature complaints (you).

The best things you can do if you are too warm or too cold are: ● Dress in layers. ● Let your supervisor and Building Energy Monitor (BEM) know about your issues.

Your building’s climate control system may be in need of some attention, especially when everyone has the same complaint. If deficiencies are discovered please contact your Building Energy Monitor or your Building Manager to forward a service request to the Public Works Department (PWD) Trouble Call Desk at Commercial 081-568-4981 from 7:30 a.m. to 3:30 p.m.

Chris Kasparek, the NSA Naples MWR community recreation director, felt immense gratitude for all of the volunteers and personnel that contributed to make the event happen.

“Festa Americana is one of the most challenging and rewarding projects of the year, and thousands of hours are spent collaborating, bringing to life an event that celebrates not only our freedom as Americans, but the friendships that have been forged with our local national community,” Kasparek said. “[Festa Americana] would not be possible without the family spirit that is NSA Naples. A family that is near and dear to my heart.”

While most NSA Naples personnel and Italian guests celebrated the event, there were also volunteers and members of the NSA Naples team who stood the watch to ensure that all attendees had a safe and positive experience.

“The biggest challenge for Festa Americana, from a security standpoint, it that it is such a large event, which requires expert coordination between many entities including military, civilian, and law enforcement personnel to ensure the safety of all who are attending,” Master-at-Arms Chief Petty Officer

Matthew Birmingham, the security lead for Festa Americana, said.

Keeping the attendants safe was not the only challenge personnel had to overcome. Lt. Daniel Syzdek, the assistant public works officer, and his team had to get the park itself ready for the event.

“The Public Works department worked hard to make sure Carney Park was ready for Festa American,” Syzdek said. “[More than] the usual upkeep of Carney Park.”

Carney Park was ready to host the event, and attendees flooded the park. People were lining up to play carnival games and ride bumper cars, the food vendors were always busy, and the concert by American Authors gathered a large crowd. The faces of the event goers were full of smiles as they were illuminated by the flash of the fireworks show that ended the evening.

“Festa Americana was a great event to attend,” Hospitalman Dalton Reeves said. “I really enjoyed myself, and the American Authors are a great band. It is just a fantastic place for friends and family to connect. Everyone is having a great time.”

Initially established as “Gay and Lesbian Month” by Presidential Proclamation in 2000, LGBT Pride Month recognizes the accomplishments of the lesbian, gay, bisexual and transgender community.

The LGBT community is part of One Navy Team that contributes their diverse talents, skills and service to the strength of the force.

Here’s how Sailors can take advantage of the PMK-EE app: 1. Go to the Navy App Locker at https://www.applocker. navy.mil/ and download the PMK-EE app to a mobile device when ready to complete the eligibility requirement through an online exam.

This does not require a Common Access Card (CAC).

2. Select each of the five topic areas: Career Information, Leadership and Character, Naval Heritage, Professional Conduct and Seamanship.

Each topic may be taken independently of the others, in any order, and not necessarily during the same app session.

3. Once each topic is completed, the app will indicate the graded performance. Review the associated reference from the bibliography for incorrectly answered questions.

4. Score 80% or higher in each topic to pass the entire exam. If you did not pass a topic, you will have to retake it.

5. Once all topic areas are successfully completed, the app will display an overall exam score.

6. The app will ask for the Sailor’s DoD ID number (located on the back of your CAC) to transfer completion information to the Navy Training Management Planning System (NTMPS) / Electronic Training Jacket (ETJ).

7. Now, focus exclusively on job-specific occupational knowledge while preparing for the advancement exam.

Since all Sailors must successfully complete PMK-EE prior to being eligible for advancement in each paygrade, this app increases a Sailor’s flexibility by providing the capability to do so at the right time and the right place, at the convenience of the Sailor. The app helps support, for example, Sailors who advance through the Meritorious Advancement Program (MAP) or automatically advance to E-4 upon completion of an “A” school.

To count for eligibility, PMK-EE for the next paygrade must be completed on or after the Sailor is selected for the preceding paygrade. For example, in order for the completion of the E-6 PMK-EE to count for advancement eligibility, the Sailor must be selected for E-5.

Active Component and Full-Time Support Sailors must complete the PMKEE for the desired advancement paygrade by Sept. 1, 2019, to be eligible to advance for the E-4 through E-6 NWAE (Advancement Cycle 244), and by Jan. 1, 2020 for the E-7 NWAE (Advancement Cycle 246).

Reserve Component Sailors must complete the PMKEE for the desired advancement paygrade by Feb. 1, 2020 to be eligible to advance for the E-4 through E-7 NWAE (Advancement Cycle 106).

The PMK-EE, announced in NAVADMIN 085/18, was created to provide greater emphasis on PMK and to separate it from examinations on rating knowledge as part of Sailor

2025 and Rating Modernization efforts. This is an initial step toward electronic advancement exams and, eventually, individually-tailored rating exams, unique to specific jobs and platforms.

The Navy announced business rules for eligibility and administration of the PMKEE in NAVADMIN 313/18.

Make Summer Safe for Kids Help Them to Beat the Heat From Centers for Disease Control

Summer is a great time for kids to enjoy different indoor and outdoor activities.

Whether they are young children or teens, learn ways to keep your kids safe and healthy while they enjoy the summer fun.

Heat-related illness happens when the body’s temperature control system is overloaded. Extremely high or unusually hot temperatures can affect your health. On average, 675 deaths from extreme heat events occur each year in the United States. Most vulnerable are the elderly, those who work or exercise outdoors, infants and children, the homeless or poor, and people with a chronic medical condition.

Infants and children up to four years of age are at greatest risk.

Even young and healthy people can get sick from the heat if they participate in strenuous physical activities during hot weather.

For heat-related illness, the best defense is prevention. ● Never leave infants, children, or pets in a parked car, even if the windows are cracked open. ● Dress in loose, lightweight, light-colored clothing. ● Schedule outdoor activities carefully, for morning and evening hours. ● Stay cool with cool showers or baths. ● Seek medical care immediate if your child has symptoms of heat-related illness. ● Take cool showers or baths to lower your body temperature.

Stay hydrated ● Drink more than usual and don’t wait until you’re thirsty to drink.

● Drink from two to four cups of water every hour while working or exercising outside. ● Avoid alcohol or liquids containing high amounts of sugar. ● Make sure your family, friends and neighbors are drinking enough water.

The two main heat-related problems are heat exhaustion and heat stroke.

Symptoms of Heat Exhaustion ● Heavy sweating ● Weakness ● Cold, pale, and clammy skin ● Fast, weak pulse ● Nausea or vomiting ● Fainting What You Should Do for Heat Exhaustion ● Move to a cooler location. ● Lie down and loosen your clothing. ● Apply cool, wet cloths to as much of your body as possible. ● Sip water. If you have vomited and it continues, seek medical attention immediately.

Symptoms of Heat Stroke ● High body temperature (above 103°F) ● Hot, red, dry or moist skin ● Rapid and strong pulse ● Possible unconsciousness ● The person stops sweating What You Should Do for Heat Stroke: ● Heat Stroke is a true medical emergency – Call 911 immediately! ● Move the person to a cooler environment. ● Reduce the person’s body temperature with cool cloths or even a bath. ● Do NOT give fluids.
