USS Carney (DDG 64) returned to Naval Station Rota, Spain, March 31, 2018, with their loved ones waiting for them on the pier, the Sailors aboard Carney concluded their fourth patrol in the U.S. 6th Fleet area of operations. Carney departed Rota December 2, 2017, beginning its fourth Forward-Deployed Naval Force (FDNF) patrol in support of regional allies and partners, and U.S. national security interests in Europe and Africa. “I couldn’t be more proud of the crew and how they handled themselves over the past four months on our fourth FDNF Patrol,” USS Carney Commanding Officer Cmdr. Peter Halvorsen said. “They have performed admirably and we are all excited to get back to Rota and see our families.” USS CARNEY

Albania: An Increasingly Important NATO Member By JFC Naples Public Affairs

On a trip to highlight Albania’s contribution to peace and stability, the Allied Joint Force Command Naples Commander met with current and future leaders in Tirana from April 3 to 4. During his two day visit, JFC Naples Commander Adm. James Foggo, met with the Deputy Minister of Defense, Mr. Petro Koci, the Chief of Defense, Brigadier General Bardhyl Kollçaku, and the Albanian Commander Naval Forces, Major General Ylber Dogjani. During the meeting, topics included Albania’s role both as a prospering Western Balkan country and as an increasingly important NATO member. Speaking to the cadets and staff of Tirana’s Military Academy as a focused part of his visit, Foggo expressed his appreciation for the Albanian support to ALBANIA

Throughout April, the Navy joins the nation in observing Sexual Assault Awareness and Prevention Month (SAAPM). This year’s theme, “Protecting Our People Protects Our Mission,” established by the DoD Sexual Assault Awareness and Prevention Office continues to reinforce the idea that our people are our most important strategic resource and that operational success depends on supporting our personnel, protecting our shipmates, and safeguarding team cohesion. “Sexual assault is a cancer effecting unit cohesion and lethality,” Secretary of the Navy Richard V. Spencer said. “The Department of the Navy has come a long way in addressing sexual assault, but until we get to zero, there is still work to be done. My commitment is enduring and fundamental, and my position of intolerance for sexual assault anywhere is unequivocal.” Tolerating toxic behaviors within our ranks impedes our ability to fight and win wars by eroding trust and degrading individuals who contribute to the mission. This awareness month is designed to enhance yearround efforts to eliminate the crime of sexual assault and ensure all Sailors are treated with dignity and respect. “On our One Navy team, we are dedicated to achieving our best possible performance - we go to our limits. On April 1st we celebrated the 125th birthday of the U.S. Navy Chief Petty Officer. Our Naples Area Chief’s Mess gathered together to cook hamburgers for our Sailors on Capodichino and took an awesome anchorthemed group photo that I know many of you saw on our Facebook page. The U.S. Navy Chief has been the bedrock of deckplate leadership since 1893 and our chiefs here are no different. Thank you for the leadership you provide on a daily basis and a belated happy birthday Naples area Chiefs! April is also host to a very important monthly observance; Sexual Assault Prevention and Response Awareness Month (SAAPM). It is the mission of the DOD and our military community to eliminate sexual assault by creating an appropriate culture and requiring a personal commitment from all our personnel at every level. While this should remain our effort every day of the year, SAAPM offers an excellent opportunity to focus attention on our individual roles as service members, DOD civilians and dependents. On board NSA Naples our Fleet and Family team has multiple events and presentations scheduled this month to help do so, beginning with this morning’s silent march. The campaign to raise awareness will continue throughout April with more assemblies, marches, and Victim Advocate lunches every Tuesday at Bella Napoli or the Support Site food court. The summer PCS season will soon be here and one of the most important ways we can help the large amount of new arrivals is by making sure everyone has an excellent sponsorship experience. If you’re interested in becoming a command sponsor, please contact Fleet and Family to sign up for a class. If you already are a sponsor and you’ve been assigned to any incoming personnel, it’s never too early to reach out and start getting them prepared. As we all know, the PCS process can be very stressful, so it’s crucial that sponsors make sure there are no surprises when members get here. Another great way to welcome newcomers is by keeping our base looking good and operating smoothly. Although we rely heavily on our building managers to make sure maintenance issues are reported, we still need everyone to take some responsibility for general cleanliness, preservation and even security. Remember, the base is an operational platform that exists to support missions throughout the region, just like a ship or aircraft. And like aboard a ship, it’s important that we set and maintain material conditions here. At sea we take pride in the ships we live and work aboard, and ashore we have to do the same for our base. Before you leave work for the day, please remember to clean up your space, shut off lights and electronics, and lock up for the night. If you see trash in or around your building, please pick it up and throw it out. If you notice a material discrepancy, please report it. Local High School Students Visit JFC NAPLES By Diana Sodano

Students and teachers from Lucio Petronio High School, located in the Naples district of Pozzuoli, got a taste of NATO life during a March 26, 2018, visit to Allied Joint Force Command Naples. Event organizers said the visit of the approximately 100 students and faculty to JFC Naples is an example of NATO’s efforts to establish positive cultural and social exchanges with the external community and to strengthen the relationship with local and regional institutions. Students were able to get an overview on the history, capabilities and missions of JFC Naples. Current topics, such as cyber security, were also touched on. comed the students and fielded questions. “I was really surprised by the words of General Portolano, who gave us an overview on the current NATO functions in the peacekeeping missions all over the world,” student Mary Palumbo said. “I was wondering if NATO was an international organization only dealing with wars … I appreciate what NATO is doing in bringing peace and stability in several different places.” After the visit to the main headquarters building, the students were offered a glimpse into the recreational and family benefits offered to troops at JFC Naples such as the community center, fitness center and pool. “I was really keen to see the Joint Force Command headquarters once in my life,” student Antonio Napolano said. “I have seen the building several times from the outside perspective, but I have never been inside.”

HISTORY: NATO TREATY SIGNED

On April 4, 1949, the Washington Treaty – or NATO treaty as it is more commonly known – was signed in Washington D.C. This treaty, which formed the basis of NATO, was signed by its 12 founding members: Belgium, Canada, Denmark, France, Iceland, Italy, Luxembourg, the Netherlands, Norway, Portugal, the United Kingdom and the United States. NATO’s purpose is to safeguard the freedom and security of its members through political and military means, and the conduct of multinational crisis-management operations. NATO provides a unique opportunity for these member countries to consult and make decisions on security issues at all levels and in a variety of fields. A “NATO decision” is the expression of the collective will of all member countries since all decisions are taken by consensus. NATO is committed to the principle that an attack against one or several members is considered as an attack against all. This is the principle of collective defense, which is at the heart of the NATO Treaty. So far, that principle has been used once – in response to the 9/11 terrorist attacks against the United States. As the power of the Soviet Union began to spread following World War II, there was concern among Western European countries that the USSR would impose

its ideology and authority across Europe. From 1945, Western governments started reducing their defense establishments and demobilizing their forces. But in January 1948, British Foreign Secretary Ernest Bevin spoke of the need for a “treaty of alliance and mutual assistance,” a defensive alliance and a regional grouping within the framework of the United Nations Charter. The United States would only agree to provide military support for Europe if it were united. In response, Belgium, France, Luxembourg, the Netherlands and the United Kingdom, signed the Brussels Treaty in March 1948, creating the Western Union. That became the model for the NATO Treaty. Meanwhile, the U.S. Senate adopted the Vandenberg Resolution – a resolution that would change the course of American foreign policy since it allowed the United States to constitutionally participate in a mutual defense system in times of peace, and the ground was set for negotiations to start on a transatlantic treaty. NATO now has 28 members. In addition to the 12 founding members of the Alliance, the other member countries are: Greece and Turkey (1952), Germany (1955), Spain (1982), the Czech Republic, Hungary and Poland (1999), Bulgaria, Estonia, Latvia, Lithuania, Romania, Slovakia, Slovenia (2004), and Albania and Croatia (2009).

Hospital Corpsman First Class Jonathan Shewchuk is a vital asset to Navy Region Casualty Operations and U.S. Naval Hospital Naples. He is the Regional Mortician and has been the resident expert in all matters of Mortuary Affairs for the last five years. His specialized skillset is a critical asset in managing the loss of an active duty member, dependent or retiree. His expertise ensures these fallen individuals return home with the proper honor, dignity, care, and respect they deserve. Within the hospital he works in the Operational Forces Medical Liaison office in Patient Administration. His professionalism and superior performance makes him an invaluable member to any team he is part of. Shewchuk hails from Holyoke, Massachusetts. He is a graduate of the University of Arkansas with a master’s degree in Operations Management, a bachelor’s degree in Allied Health Management from National University, and an associate’s degree in Mortuary Science from Hudson Valley College. Shewchuk has been a licensed funeral director and embalmer since 2000 and came to the Navy in 2008. Shewchuk’s dedication to excellence is an example for his peers. His future goals include maintaining his superior excellence in his next assignment in Guam and re-submitting his commissioning package for the Medical Service Corps. Outside of work he likes to travel and record his journeys through photography and video. He has one video which was selected by the Weather channel for their series “Weather Gone Wild” where he captured a too-close-for-comfort experience involving lightning.

Mini C-Arm Technology Revolutionizing Orthopedic Care at USNH Naples By Christina Clarke U.S. Naval Hospital Naples Public Affairs

When Lt. Cmdr. Ryan Ponton walked into the orthopedic treatment room recently, he broke into an ear-to-ear grin when he saw the department’s newest technology: A Mini C-arm machine. The new machine, he explained, only takes up about as much space as an office photocopier but its capabilities are vast. To the untrained eye, it looks like another hospital machine, however, if you ask an orthopedic specialist, the Mini C-arm is anything but ordinary. “This machine allows us to examine patients in real time with extremely low doses of radiation in multiple settings, be that the operating room, resetting a broken bone, or cardiology,” Ponton said. “The Mini C-arm allows healthcare staff to monitor progress during a procedure and be able to immediately make any required corrections.” By giving physicians the capability to essentially live-stream an X-ray of their patients, treatment results are more effective and recovery time is quicker. In many cases, the use of the Mini C-arm can circumvent the need for an operation. “This technology provides us with an exponentially less invasive option for pa-

tient care,” Director of Surgical Services Cmdr. Michael McDowell said. “Additionally, by having this technology in-house, we are able to provide comprehensive care and avoid sending patients out to the network.” While a main duty of the C-arm is to examine resetting of bone fractures, typically from the elbow down, the machine functions across multiple modalities. “This technology can be used in orthopedics, the emergency room, the operating room, the clinics, even out at the flag pole if we really wanted!” Ponton said with a laugh. What is truly incredible about this machine is the process that it took place to procure. Through the combined efforts of Lt Joseph Sank, Cmdr. Jennifer Reem, Ponton and McDowell, the technology was obtained within just four months. Sank and his materials management (MATMAN) team worked in overdrive mode to achieve the short procurement. “A lot of collaboration went into getting this machine,” McDowell explained. “That turnaround time allowed us to continue to have seamless care for our patients. With the mini C-arm, the hospital is even better equipped to support the Naval Support Activity Naples community.”

Refrigerators are one of many appliances that remain on day and night. One way to reduce energy waste is to ensure your refrigerator is in the best working condition possible. Think of it as similar to the way you would think of cooling your home with A/C. When the house has a tight seal the air circulates better throughout the home and very little escapes. There should be a tight seal on all refrigerator doors. One way to test if the seal is tight is to place a dollar bill in the door. If the dollar falls when the door is closed consider calling the housing warehouse to get a more efficient one. Using an energy star refrigerator can help save up to $150 on utility bills a year. Most people don’t think about the maintenance for their refrigerator would save them energy but it does. While on patrol, Carney conducted missions in support of regional allies and partners in the Mediterranean and Black Sea regions. Carney and the crew also conducted several bilateral and multilateral exercises with the Bulgarian, Romanian, Turkish, and Ukrainian Navies in the Black Sea as well as with the Maltese in the Mediterranean. Although every exercise was unique, each had the goal of improving maritime capabilities and reassuring NATO allies and regional partners of U.S. 6th Fleet’s commitment to maritime security and stability in its area of operations. The crew gave back to communities while moored in Ukraine and Bulgaria by participating in community relations projects. In Ukraine, Carney Sailors conducted ship’s tours for and gave knit hats to local children. In Bulgaria, Sailors visited a local elementary school to spend a day with the children there. Both projects provided the

There are a lot of new and innovative methods that we’re exploring that will engage Sailors and keep them engaged.” The Navy’s Sexual Assault Prevention and Response (SAPR) program falls under the purview of the 21st Century Sailor office, which exists to provide Sailors and their families with resources, training, and skills to overcome adversity and improve wellness. Carney also hosted a number of receptions for distinguished visitors in Malta, Ukraine, Egypt and Bulgaria, building upon existing relationships with regional allies. Sailors also shared camaraderie with their fellow military forces through sportsmanship by playing soccer in Malta and Egypt and a game of basketball in Bulgaria. At the midpoint of the patrol, Carney returned to Rota for a two-week training and maintenance availability (TRAV). This availability allowed Carney to conduct a maintenance and material management certification which encompassed 30 maintenance checks and 128 spot checks. The ship completed the certification with a score of 93 percent. Following TRAV, Carney went back to the Black Sea for a second time and joined USS Ross (DDG 71) February 17, 2017, to conduct joint maritime security operations. It was the first

time two U.S. ships had operated in the Black Sea since July 2017, during the U.S.-Ukraine co-hosted exercise Sea Breeze 2017. After departing the Black Sea Carney participated in exercise Juniper Cobra with the Blue Ridge-class command and control ship USS Mount Whitney (LCC 20) and the Wasp-class amphibious assault ship USS Iwo Jima (LHD 7) in the Eastern Mediterranean before turning its bow toward Rota and home. In total, the USS Carney and its crew covered nearly 21,000 nautical miles and visited seven countries during the patrol.
