September is National Preparedness Month USNS Carson City (T-EPF 7) Arrives at Gaeta The USNS Carson City (T-EPF 7), a Military Sealift Command Spearhead-class expeditionary fast transport ship arrived at Naval Support Activity Naples detachment Gaeta, August 29, 2019. Carson City, assigned to commander, Task Force 63, recently concluded its 2019 Africa Partnership Station (APS) deployment to the Gulf of Guinea, where the embarked crew and international partners worked alongside five African partner nations to conduct small boat maintenance, maritime law enforcement engagements, and medical and community relations outreach in the region. As no other event in U.S. history – not even the attack at Pearl Harbor in 1941 – the deadly assaults on New York and Washington that took the lives of almost 3,000 people, including 343 firefighters and 71 law enforcement officers, on September 11, 2001, shattered the nation’s sense of security, and united the country as it had not seen since Pearl Harbor. At 8:46 a.m. the World Trade Center North Tower was hit by American Airlines Flight 11 after being hijacked by five Al-Qaeda terrorists. All 92 people aboard were killed. At 9:02 a.m. the World Trade Center South Tower was hit by United Airlines Flight 175 after being hijacked by five Al-Qaeda terrorists. All 65 people aboard were killed. Page 11

The Federal Emergency Management Program (FEMA), and the Department of Homeland Security (DHS), has observed National Preparedness Month since 2004 to reflect upon the importance of preparedness at the family and individual level. National Preparedness Month is promoted under the Ready campaign and their partners, including Ready Navy, which were designed to educate and empower the American people to prepare for, respond to, and mitigate emergencies, including natural and manmade disasters through public outreach and community involvement. FEMA became integrated under the umbrella of the DHS in 2003, prior to that, the agency was primarily operating out of 10 regional offices scattered around the United States. In 2004, with the assistance of new DHS resources, the Ready campaign was launched. Only one year later, the nation was rocked by the devastating aftermath of Hurricane Katrina on the Louisiana and Mississippi coasts, challenging the DHS in ways it had never though possible. As the situation began to unfold, it became apparent just how important it was that families and individuals alike identify and prepare NATIONAL PREPAREDNESS MONTH Page 7
