As no other event in U.S. history – not even the attack at Pearl Harbor in 1941 – the deadly assaults on New York and Washington that took the lives of almost 3,000 people, including 343 firefighters and 71 law enforcement officers, on September 11, 2001, shattered the nation’s sense of security, and united the country as it had not seen since Pearl Harbor. At 8:46 a.m. the World Trade Center North Tower was hit by American Airlines Flight 11 after being hijacked by five Al-Qaeda terrorists. All 92 people aboard were killed. At 9:02 a.m. the World Trade Center South Tower was hit by United Airlines Flight 175 after being hijacked by five Al-Qaeda terrorists. All 65 people aboard were killed. Page 11

The Federal Emergency Management Program (FEMA), and the Department of Homeland Security (DHS), has observed National Preparedness Month since 2004 to reflect upon the importance of preparedness at the family and individual level. National Preparedness Month is promoted under the Ready campaign and their partners, including Ready Navy, which were designed to educate and empower the American people to prepare for, respond to, and mitigate emergencies, including natural and manmade disasters through public outreach and community involvement. FEMA became integrated under the umbrella of the DHS in 2003, prior to that, the agency was primarily operating out of 10 regional offices scattered around the United States. In 2004, with the assistance of new DHS resources, the Ready campaign was launched. Only one year later, the nation was rocked by the devastating aftermath of Hurricane Katrina on the Louisiana and Mississippi coasts, challenging the DHS in ways it had never though possible. As the situation began to unfold, it became apparent just how important it was that families and individuals alike identify and prepare NATIONAL PREPAREDNESS MONTH Page 7

eptember 11, 2001 – NSA Naples remembers. On September 11, 2001, four airplanes were hijacked with one flown into the Pentagon and two into the Twin Towers of the World Trade Center in New York City. The fourth was downed by the terrorists after passengers fought back. American Airlines Flight 77 hit the Pentagon, causing 184 fatalities. Specific to Department of Navy, the fatalities were: 33 military personnel, six civilians, and three contractors. American Airlines Flight 11 and United Airlines Flight 175 hit the Twin Towers at the World Trade Center, New York City. United Airlines Flight 93 went down in Shanksville, Pennsylvania. The attacks killed 2,996 people and injured over 6,000 others. The attacks, instead of dividing our country, united our people and brought resolve to our military. To honor those we lost, there will be a Remembrance Run held at the Support Site Gym on Monday, September 9 from 6:15 to 8 a.m. There will also be an event held at the Capodichino courtyard on Wednesday, September 11 at 8 a.m. I encourage you all to take a moment on September 11 to reflect on the attacks, what they mean to you, the sacrifices of those we lost, and the ability of our military and our allies to find strength and unity amidst tragedy. The COLA survey is here! The Overseas Cost of Living Allowance is intended to equalize purchasing power so that Service members can purchase the same level of goods and services overseas as they could if they were stationed in the U.S. It is calculated by comparing the prices of goods and services overseas with average prices for equivalent goods and services in the U.S. The result of this comparison is an index that reflects a cost of living. The Living Pattern Survey (LPS) is available online through September 30, 2019, at the following link: https://www.defensetravel.dod.mil/site/colaSurvey.cfm?ID=italy. The Living Pattern Survey is required once every three years to determine where service members shop and how they allocate their purchases between local markets, U.S. Government, and online shopping facilities. Participation in the survey is limited to service members who have been at the duty station for three months or longer. The survey is fully automated and can be completed on any personal computer. The estimated time to complete is 40-50 minutes. It’s your money at stake. The next Town Hall is coming up at 6 p.m. on Wednesday, September 18 and will be kicked-off by our very own Admiral Foggo, Commander, U.S. Naval Forces Europe-Africa, Commander, Allied Joint Force Command Naples! I and our senior level leadership want to ensure our community is empowered to voice their concerns. Over 40 Ships Begin Exercise Northern Coasts in the Baltic Sea

Around 3,000 troops and more than 40 vessels from 18 nations are taking part in the annual Northern Coasts naval exercise that started this past week in Copenhagen harbor. Northern Coasts will take place near the Danish straits connecting the Baltic Sea to the North Sea, as well as between Kiel and Bornholm. It will run through 19 September 19. “The Baltic Sea is of vital importance for the Alliance and is bordered by six NATO countries,” NATO spokesperson Oana Lungescu said. “Northern Coasts is now in its 13th year. Unfortunately the security environment in the region has deteriorated after Russia’s illegal annexation of Ukraine’s Crimea and its continuing military-build-up.” She added that NATO had responded to Russia’s aggressive actions by increasing air and naval patrols in the region and by deploying just over 4,500 troops to Estonia, Latvia, Lithuania and Poland. Northern Coasts is a recurring exercise which has been taking place in the Baltic Sea since 2007. It is hosted by a different Baltic country each year. German Navy Admiral Stephan Haisch will lead the units involved in the exercise from the German Navy’s operations center in Glücksburg. As part of the exercise scenario, a fictitious regional country raises territorial claims over islands in the Baltic Sea using its naval forces to threaten freedom of navigation. Acting on a UN-mandate, Allied and partner forces will seek to restore freedom of naviga-

tion. Training will also include maritime surveillance, naval combat, air-defence, anti-submarine warfare and mine-clearance. Belgium, Denmark, Germany, Estonia, Finland, France, Italy, Canada, Croatia, Latvia, Lithuania, the Netherlands, Norway, Poland, Sweden, Switzerland, United Kingdom and the United States will participate with ships and aircraft. NATO’s Standing Mine Countermeasures Group One (SNMCMG1) will also be taking part. NATO recently celebrated 70 years of the transatlantic Alliance. During a ceremony in the Mellon Auditorium in Washington, D.C. on April 3. NATO Secretary General Jens Stoltenberg discussed the importance of the alliance – past, present and future – in the same room where the Foreign Ministers of the 12 founding Allies met to sign the North Atlantic Treaty on April 4, 1949. “Its reach is vast, and it has stood the test of time – because we have united around our core commitment to protect and defend one another,” he stated. Formed in 1949 with the signing of the Washington Treaty, NATO is a security alliance of 28 countries from North America and Europe. NATO’s fundamental goal is to safeguard the Allies’ freedom and security by political and military means. NATO remains the principal security instrument of the transatlantic community and expression of its common democratic values. It is the practical means through which the security of North America and Europe are permanently tied together. NATO enlargement has furthered the U.S. goal of a Europe whole, free, and at peace.

HISTORY: AS INFAMY DAWNED IN THE PACIFIC, WAR SIMMERED IN THE ATLANTIC

Although December 7, 1941, is marked as the official entry of the United States into World War II following the Japanese attack at Pearl Harbor, the fact is that the U.S. Navy was already in an undeclared shooting war with Nazi Germany at sea well before that. President Franklin D. Roosevelt and other senior U.S. and political leadership were convinced that England could not be allowed to fall. U.S. Navy leaders were particularly concerned about the possibility that the Royal Navy could fall into Nazi hands (as did most of the French Navy, before the British unilaterally sank most of it) which would dramatically increase the naval threat to the United States. As a result the U.S. pressed the envelope on “neutrality” and in many cases technically exceeded it, and multiple such “violations” were cited in Germany’s declaration of war against the U.S. after Pearl Harbor. In agreement with the British government, U.S. Navy assets were escorting trans-Atlantic convoys across “our side” of the Atlantic as far as Iceland before handing them

off to British escorts, frustrating German U-boats, who were under orders not to attack U.S. warships, although identification could be challenging (especially after we “loaned” the British 50 World War Ivintage four-piper destroyers). On April 10, 1941, the Gleavesclass destroyer USS Niblack (DD 424) dropped depth charges on a German U-boat without result, but arguably the first U.S. “shot” of World War II. On September 4, 1941, the Wickesclass destroyer USS Greer (DD 145) was on patrol in the North Atlantic when it made contact with a British patrol bomber. The plane reported seeing a submarine – identified as the German U-652 submarine – and fired depth charges at it. U-652 retaliated by firing two torpedos at Greer, which missed, and Greer responded with an unsuccessful depth charge attack. At the time, U.S. Navy rules of

engagement (ROE) allowed passing tactical data to the British, but otherwise limited U.S. forces to selfdefense. A week later President Roosevelt described the “Greer incident” in a radio address. This incident resulted in a new ROE approved by President Roosevelt, which became known as the “shoot-on-sight” order allowing U.S. ships to attack any Uboat detected. On October 17, 1941, the BensonLivermore-class destroyer USS Kearney (DD 432) responded to a wolf-pack attack that had overpowered the Canadian escorts of a convoy. Kearney conducted several depth charge attacks on German U-boats before being hit and damaged by a torpedo fired by U-568, killing 11 U.S. Sailors and wounding 22 more. As the conflict continued to escalate, during daylight two weeks later, on October 31, Clemson-class

destroyer USS Reuben James (DD 245) positioned herself between an ammunition ship and a German wolf-pack, and was hit by a torpedo from U-552 intended for a merchant ship (so said the Germans). The torpedo detonated the forward magazine, blowing the bow off the ship, and causing the Reuben James to sink within five minutes. Only 44 her crew of 136 Sailors survived. At the time of the attack on Pearl Harbor, the U.S. political and military leadership viewed the Atlantic Theater as paramount, and numerous naval assets, including aircraft carriers and battleships were diverted from the Pacific Fleet. In particular, the priority basing of long-range patrol aircraft to the Atlantic was a critical factor in the acute shortage of such aircraft (and trained crews and parts) at Pearl Harbor which contributed significantly to the Japanese surprise.

Small Steps Save Lives When Person Is at Risk By David Vergun

In September, the Defense Department (DOD) kicked off Suicide Prevention Month with a reminder: Small steps save lives. Defense Suicide Prevention Office Director Dr. Karen Orvis stressed that taking simple safety measures and precautions can prevent someone who’s distraught or depressed from taking his or her own life. Orvis was a guest speaker at the 2019 Suicide Prevention Conference sponsored by the Department of Veterans Affairs (VA) and DOD “Be there and step up,” she said. “We can all do meaningful, yet small, steps to help prevent suicide.” Orvis said knowing some key facts about suicide can help family, friends and colleagues form a suicide prevention strategy: ● Most military and veteran suicide deaths involve a firearm. ● Most nonfatal suicide attempts involve medication. ● Suicide can be impulsive, occurring less than 10 minutes from the time someone thinks about it to the time he or she acts on it. Orvis emphasized that DOD and the VA are strongly committed to preventing suicides throughout the year, but they can’t do it alone. “Everyone in the community has a role to play in suicide prevention,” she added. “And, remember, even something as small as offering a shoulder to cry on can be

The U.S. Department of Energy (DOE) announced last week it would provide $50 million to U.S. universities, private industry and national laboratories for a range of research projects in fusion energy and plasma science. A total of $30 million will go to 10 U.S. multi-institutional research teams to support fusion energy research at international facilities. The main focus of the fusion energy research is sustaining high-temperature plasmas for long durations within superconducting tokamak facilities—donut-shaped devices that confine the plasma by means of powerful magnetic fields. The long-term goal is to help lay the foundation for fusion as a clean, abundant energy source for the world. A total of $20.2 million will fund the creation of new centers and facilities supporting research on low-temperature plasmas. Low-temperature plasmas have multiple applications in areas ranging from the manufacture of microelectronics, to the synthesis of novel industrial materials, to medicine, where they are used to sterilize, perform surgery, and even treat cancer. The funding will establish two new multiinstitutional plasma science research centers and two new collaborative facilities, which will provide access to specialized diagnostic tools, instruments and equipment for the nation’s plasma research community. Funding for the fusion energy efforts totals $30 million for projects lasting up to three years in duration, with $12 million in FY 2019 dollars and outyear funding contingent on congressional appropriations. Funding for the plasma science projects totals $20.2 million in Fiscal Year 2019 dollars for projects lasting five years in duration. USNS Carson City Concludes 2019 APS Deployment By Mass Communication Specialist 2nd Class Ford Williams

USNS Carson City (T-EPF 7), a Military Sealift Command Spearheadclass expeditionary fast transport ship, concluded its 2019 Africa Partnership Station (APS) deployment following the ship’s return to Rota, Spain, August 17, 2019. During the six-week deployment to the Gulf of Guinea, Sailors and international partners from Spain, Portugal, and Italy worked alongside five African partner nations to conduct small boat maintenance, maritime law enforcement engagements, and medical and community relations outreach in the region. Carson City completed six successful port visits: Dakar, Senegal; Abidjan, Cote d’Ivoire; Sekondi and Tema, Ghana; Lagos, Nigeria; and Mindelo, Cabo Verde. “I am proud of the distance we covered and the number of engagements we were able to conduct,” Cmdr. Tyrone Bruce, officer in charge (OIC) of the military detachment aboard Carson City, said. “As it stands, we traveled nearly 7,000 nautical miles and conducted over 130 engagements in five West African nations. Our deployment reinforced U.S. commitment to the goals of strengthening partnerships and enhancing maritime security

throughout the Gulf of Guinea and promoted progress through partnership.” The embarked medical team conducted 18 evolutions over the course of the deployment, engaging with nearly 430 medical and non-medical counterparts. Medical engagements included shipboard medicine and tactical combat casualty care drills, various surgeries, emergency and family medicine subject matter exchanges, medical conferences, and hospital tours. U.S. Coast Guard Tactical Law Enforcement Detachment Pacific personnel, assisted by the embarked Portuguese and Spanish marines, conducted joint maritime law enforcement tactics exchanges with the five African partner nations. Best practices were exchanged between more than 100 foreign military and law enforcement agency personnel through classroom sessions and visit, board, search and seizure practical scenarios. “I had worked with military members from other countries before but had not had the opportunity to sail with them for an extended amount of time or to lead an international group, so I was excited for the opportunity,” Bruce said. “Each person from a foreign military greatly enhanced the team. They naturally gravitated to groups with the same skill sets and helped make the mission a success.” Over the course of the deployment,

U.S. and Spanish Sailors repaired and restored 13 small boat engines to operational status and, when parts weren’t available, diagnosed casualties on an additional two engines. The Sailors and their African counterparts also discussed proper upkeep and maintenance methods for the small craft repaired during each port visit. The U.S. Naval Forces Europe Band’s New Orleans-style brass band “Topside” performed more than 40 engagements during the deployment. National broadcasts of live TV and radio performances allowed the band to have a global reach, while local performances for street parades and concerts at famous landmarks ensured a more personal connection. “We were fortunate to help in creating many lasting memories for the band and the citizens of our host nations,” Chief Musician Justin Belka said. “It was an amazing experience to explore the musical traditions of each partner nation and observe the audience’s enthusiasm as we performed the music of their local communities in a way that is rooted in our shared musical traditions. It was also exciting to see the social media reach created from the band’s performances and the incredibly positive reception we received throughout the deployment.” More than 70 Sailors volunteered in four community relations projects in

Dakar, Abidjan, Sekondi, and Mindelo. The projects were in conjunction with visits by Capt. Herbert Griffin, the force chaplain for U.S. Naval Forces Europe-Africa. Together, Griffin and the crew of Carson City donated furniture, tools, academic supplies, toys, and sports equipment to children in each of the visited nations. “Carson City and her crew did an incredible job during this APS deployment promoting progress through partnership, working with our partners in West Africa to improve maritime security in the Gulf of Guinea,” Adm. James G. Foggo III, commander, U.S. Naval Forces Europe-Africa, said. “The international team worked by, with, and through our African partners to ensure they received the assistance and mentorship to succeed in furthering their capabilities to protect their territorial waters and economic exclusion zones, which is critical for coastal nations.” APS is U.S. Forces Africa’s flagship maritime security cooperation program focusing on maritime safety and security through increased maritime awareness, response capabilities, and infrastructure. It consists of the various exercises and operations conducted by U.S., European, and African partners and allies throughout the U.S. Africa Command area of operations.

Ready Navy is essentially the same program as Ready gov with the exception that it is adapted to support our military communities and to address our unique circumstances. Despite the minor differences, the core of the program remains unchanged therefor providing continuity through standardization whether you reside in Naples, Florida – or Naples, Italy. The key elements promoted by the Ready campaign are as follows: ● Stay informed about the different types of emergencies that could occur and their appropriate responses ● Make a family emergency plan ● Build an emergency supply kit (don’t forget the pets) ● Get involved in the community by taking action to prepare for emergencies By following this simple guide now, you will be making the single-most significant impact in the odds that you and your loved ones emerge safely when disaster strikes.

Having the foresight to prepare well and prepare early is the most important controllable factor in an emergency. Although many variables exist, and no emergency is exactly the same, having discussed relevant possibilities, developed a few simple strategies for mitigation, and having practiced your plan, will help provide direction and clear thought when navigating a real natural or man-made disaster. Despite the obvious and proven benefits of fulfilling and maintaining the four key elements in the Ready framework, it is in our nature to become complacent after many years without disruption. Sept. 6-9: Capodichino Front Gate Closure The Capodichino main (front) gate will be closed from September 6 at 5 p.m. through September 9 at 5 a.m. for preventive maintenance. On August 3, 1978, President Jimmy Carter signed Proclamation 4580 officially proclaiming Grandparents Day as a national holiday. “Our nation was shaped by the wisdom and courage of our founding father ... Just as a nation learns and is strengthened by its history, so a family learns and is strengthened by its understanding of preceding generations,” the proclamation read. The holiday was not created to sell greeting cards, but was founded with the sole purpose of honoring grandparents everywhere. What was once simply an idea eventually grew into the national holiday thanks to the efforts of Marian McQuade, an activist for the elderly. McQuade, who hailed from West Virginia, started a grassroots campaign in 1970 to have the state recognize grandparents. In 1973 her efforts paid off when West Virginia Governor Arch A. Moore Jr. officially proclaimed Grandparents Day in the state. She lobbied other states and within a few years 43 states across the nation were celebrating their own Grandparents Day. That overwhelming success, along with McQuade’s continued efforts to promote the holiday at the national level, finally paid off when she captured the attention

of President Carter, who signed the bill into law in 1978. That holiday – in the United States – is observed on the first Sunday following Labor Day. This year Grandparents Day will be September 8, 2019. September also marks the end of summer and the beginning of autumn. By the time parents become grandparents, they are typically in their 50s or 60s, which is commonly referred to as their “autumn years.” So the month of September is also symbolic of grandparents who are also in their autumn years of life. The idea of a national day celebrating grandparents has spread to numerous countries around the world, including Italy. Grandparents have always been honored in Italy, but the holiday, which became official in 2005 and is held each year on October 2, is known as “La Festa dei Nonni.” The flower that the Italian government selected to be the official flower of Grandparents Day is the forget-me-not. These medium “true blue” flowers that symbolize true love is the perfect flower to celebrate this special holiday that links three generations of families together. So this Sunday, if you have grandparents, give them a call or message them and tell them you love them and appreciate all they’ve done for you and for your family.
