Festa Americana 2018 – Tremendous Success Hundreds Work Behind Scenes to Pull Off Annual Event By Mass Communication 1st Class Marcus Suorez NSA Public Affairs

Service members, Department of Defense civilians, dependents and local Italians came together at Naval Support Activity (NSA) Naples’ Carney Park for Festa Americana this past weekend. The annual event is held to celebrate the United States’ Independence Day and share American culture with the local Italian community. Fifteenthousand people attended this year’s Festa Americana; 3,000 more than last year. “We held the event this year on a Saturday and Sunday and opened it up to guests both days,” Tony Smith, the director for Morale, Welfare, and Recreation (MWR) Naples, said. “In terms of logistics, that means a lot more needed to be done.” Hundreds of people from more than 50 organizations spent thousands of man-hours working together to make Festa happen. This is a community event and everyone had to come together, said Chris Kasparek, community recreation director for MWR Naples. FESTA AMERICANA

U.S. Naval Hospital Naples Celebrates 50th Anniversary From USNH Naples Public Affairs

U.S. Naval Hospital (USNH) Naples has a long history in the Campania region. July 1st marked the 50th anniversary of the commissioning of USNH Naples. However, the history of Navy Medicine in Naples dates back to 1951, when personnel from the USS Adirondack moved ashore to establish the Headquarters, Support Activity Naples. Upon this estab-

lishment, a medical dispensary near the first NATO headquarters was opened in an apartment building on Via Orazio. Subsequent increases in shore-based personnel led to the commissioning of a 50-bed infirmary just outside Naples in Afragola in 1952. Two years later, in 1954, the need for closer proximity to other U.S. Navy personnel led to a move into a facility in Naples on Via Manzoni. nated as the Station Hospital, U.S. Naval Support Activity, Naples. The Station Hospital centralized all military medical services within the Naples area, resulting in the closure of the original dispensary and infirmary. Continued growth in the beneficiary population and the expansion of NSA Naples led to the construction of a new eight story, 100-bed Station Hospital in Agnano, which was occupied in 1967. Many staff members still remember that hospital on the hill. After suffering severe damage to the hospital as a result of a series of several earthquakes in the Pozzouli-Agnano region, the Navy began planning a newer facility that would keep pace with the latest seismic requirements. Festa Americana was a huge success and I want to thank everyone for coming out, especially those of you who brought your Italian neighbors and friends to the event. It’s always great to share a little piece of American culture with our hosts. I want to also thank again all of the first responders and volunteers who were the backbone of the event. NSA Naples is a military installation first and foremost, and we always have to maintain operational readiness. During big events like these, watch standers from Security, Emergency Management, Medical, Fire, and Public Works are keeping our installation in that state of readiness so the rest of us can focus on having a good time with our friends and family. Bravo Zulu to them and to the volunteers who support them, especially the American Red Cross and USO teams. As you continue to enjoy the holiday period, please maintain an emphasis on safety and vigilance. In addition to reminders from senior Department of Defense leadership about anti-terrorism and force protection measures to take during the summer months, Secretary of Defense James Mattis recently sent out an all hands memo reminding us to be aware of our interactions online. Vigilance is not only important in person, it is crucial when using the internet. This is especially true when posting travel plans and photos. Remember to always wait until your trip is over to post this kind of information, and to be aware of your security settings on social media profiles. As Secretary Mattis says, “educate yourself on company policies, so you know how your information will be used before you provide it.” I also want to point out that annual water quality reports for 2017 have been published on our official website, Facebook, and in PAO notes. These reports are the result of very important testing that is done every year on our water treatment facilities to ensure the water on our bases is safe to drink according to U.S., E.U., and Italian standards. If you’ve ever wondered how we test water quality and what the results of these tests are, I urge you to check out these reports, available in English and Italian for the Capodichino, Support Site, JFC, Carney Park and Gaeta locations. Italian Army Colonel Giancarlo Turco, Allied Joint Force Command Naples Base Support Group commander, was invited by Professor Antonello Garzoni, PhD, coordinator of Program for Management Development and an Affiliate Professor of Strategy and Entrepreneurship at SDA Bocconi School of Management, to give a lecture at the Business School of Management of Milan’s University L. Bocconi on June 13 to share his professional experience with students – all of whom are 35 to 45 years old and managers at some of the most prominent companies operating in Italy – who are attending the Management Development Program course. The course is aimed at helping the participants move away from a functional focus to adopt a broader strategic approach in doing their business. This is achieved by developing the entire spectrum of skills required to effectively and efficiently manage economic and human resources. The Colonel was one of the real-world professionals the course included in its academic program. His lecture focused on his experience as military manager. While the military environment cannot be said to fully mirror corporate dynamics, an insight in the role and functions of a military base commander can be very useful – and stimulating – for the managers of tomorrow. After providing an overview on the role of NATO and of JFC Naples, Turco shared his

experience in military decision-making of which he was able to build up while serving at different International Organizations, including the United Nations, the European Union and NATO. He explained how he applied their operating patterns to a multinational and multicultural environment in his capacity as a commander. During the lecture, Garzoni asked Turco to elaborate on the so-called center of gravity and its importance for business planning processes. The students asked questions of a strategic, operational and tactical nature and showed great interest in personnel relations and management dynamics in such a complex international environment as a NATO Headquarters.

Navy Reestablishes Sailor Early Return-to-Sea Policy From Navy Personnel Command Public Affairs

Famed Revolutionary War leader John Paul Jones was born in Arbigland, Scotland, July 6, 1747. Jones is best known as the author of the well-known quote, “I’ve not yet begun to fight!” during a sea battle on September 23, 1779, between his frigate, The Bonhomme Richard, and the British 44-gun war ship HMS Serapis. He died in Paris 13 years later at the age of 45 on July 18, 1792, after months of suffering from kidney and lung disease. Lacking official status, Jones died alone in his apartment, jobless and nearly penniless. The American minister to France, Gouverneur Morris, had to figure out what to do with the naval officer who had fought so bravely for American independence. Morris was afraid the cost of the funeral would fall on his shoulders so he left instructions with Jones’ landlord that Jones was to be buried as inexpensively as possible. An admiring French friend and local politician, M. Pierre François Simonneau, could not bear to have the former naval hero buried like a pauper. He believed Jones should receive a funeral befitting his status. Simonneau believed the body of Jones would one day be returned to the United States so he arranged to have the body preserved in alcohol and placed in a lead coffin and buried in St. Louis Cemetery, the property of the French royal family. Four years later France’s revolutio-

nary government sold the property and the cemetery was forgotten for the next century. One hundred eleven years later Brig. Gen. Horace Porter, a former Civil War officer and the American ambassador to France, spent his own money, and hired researchers to find Jones’ cemetery and the grave. In 1903 Porter’s team found what they hoped was Jones’ casket. At the University of Paris, a complete autopsy was performed. The investigators compared the head to that of a bust of Jones, which had been made in 1780 by the sculptor Jean Antoine Houdon, who had used calipers and rulers to obtain exact measurements of Jones’s facial features. The autopsy and forensic study proved conclusively that the body was John Paul Jones, and that he had died of nephritis (a kidney ailment), which was complicated by pneumonia. Jones’ remains were transferred to the USS Brooklyn, flagship of a special naval squadron sent by President Theodore Roosevelt to bring Jones home to the nation, which he had helped to gain its independence. On July 24, 1905, the naval tug Standish carried the casket ashore at Annapolis, Maryland, for placement in a temporary vault across the street from the new U.S. Naval Academy Chapel, which was under construction. Seven years later, the chapel was completed. On January 26, 1913, Jones’ remains were laid to rest in the crypt of the Academy Chapel. A Marine honor guard now stands watch over the man who became known as the Father of the U.S. Navy.

In an effort to fill critical billets at sea, the Navy announced June 27 that it has increased detailers’ authority to transfer Sailors from their shore duty assignment earlier than their projected rotation date (PRD). Announced in NAVADMIN 156/18, the Sailor Early Return to Sea (SERTS) policy enables enlisted rating detailers to begin filling high-priority E4 to E9 sea duty billets by using an increased distribution authority. “Navy Personnel Command already has a number of programs and policies that provide Sailors an opportunity to volunteer to return to sea duty early,” Capt. Alonza Ross, director, NPC Enlisted Distribution Division, Career Management Department, said. “A number of these programs provide incentives such as money or C-WAY deferment.” “When the available number of Sailors for a key rate or with critical skills – Navy Enlisted Classification Codes (NECs) – isn’t available due to any number of reasons, the detailers will use the plus or minus six-month transfer window,” Ross said. “In those cases, where the transferring population just isn’t there, NPC will use the SERTS program to identify Sailors who can be moved back to sea duty early to help address readiness issues in the Fleet.” Factors that will be considered as to whether a Sailor is eligible for SERTS are: ● Length of time on shore ● Current or frocked paygrade ● Fleet experience ● NECs held ● Types of previous sea duty ● Remaining obligated service Sailors must have completed at least 18-23 months of shore duty, and will not transfer until they have at least completed 24 months on shore. Further, the impact on a Sailor’s shore duty command will be balanced against atsea priorities. Sailors in special program billets such as recruit division commanders, recruiters, brig duty, instructors and special warfare operators will not be considered for SERTS. Nuclear-trained Sailors will continue to be detailed according to the Naval Nuclear Propulsion Program. In addition to filling billets at their current pay grade, SERTS candidates may be selected to fill vacant requirements within their pay band: supervisor (E7 to E9), journeyman (E5 to E6), and apprentice (E1 to E4). For example, E8s and E9s may be chosen to fill vacant E7 and E8 requirements. Upon selection, the Navy Personnel Command will notify the Sailor and the Sailor’s current command of the possible transfer. TA Increase Accelerates Sailor College Degrees By Ed Barker Naval Education and Training Professional Development Center Public Affairs

The June 1 increase in the Navy’s Tuition Assistance (TA) funding cap has made an immediate difference in the academic lives of numerous Sailors seeking college degrees. Announced in NAVADMIN 127/18, the Navy removed the fiscal year limit of 16 semester hours (or equivalent) and allowed Sailors to use TA up to the Department of Defense’s (DoD) fiscal year funding cap of $4,500. For Sailors nearing or meeting the prior caps, this change represents a dramatic improvement. Locally, the Naval Support Activity (NSA) Naples-based Navy College Office (NCO) onboard Capodichino announced that Tuition Assistance (TA) has been approved through August 30, 2018. However, requests must be command approved 14 days prior to the first day of class. NSA NCO College Counselor Larry Daley reminds area Sailors that the first day for classes at colleges here in Naples is August 20, 2018. “What that means is that if you want to get approval for Tuition Assistance, you have to have command approval for your TA no later than August 6 to get TA to help pay for your class,” Daley said. “I was able to use the additional funding for the last class I needed to complete my bachelor’s degree,” Logistics Specialist 2nd Class David Yip, stationed at Marine Helicopter Squadron (HMX) 1 in Quantico, Virginia, said. “I’ve been working on my degree for nearly five years now, and really appreciate that the increase allowed me to finish my capstone class in business administration.” Another Sailor who benefited from the TA limit increase was Aviation Structural Mechanic 1st Class William Caldwell, hydraulics and low observable leading petty officer for Strike Fighter Squadron (VF) 147, based out of Naval Air Station Lemoore, California. “I had tapped-out my TA for this fiscal year, and the extra $500 enabled me to complete a required science class that I might not have been able to afford otherwise,” Caldwell said. “There’s no doubt that my degree will help me both in the Navy and after I retire.” Under the new cap, TA will continue to be paid up to the current DoD limits of $250 per semester hour, $166.67 per quarter hour, or $16.67 per clock hour up to the total yearly cap of $4,500. Tuition costs that exceed those limits, in addition to course fees, books, and instructional materials, will remain the Sailor’s responsibility.

ENERGY CONSERVATION LED vs Incandescent Bulb From NSA Naples Energy Management Team

The cost to purchase a 60-watt incandescent bulb is around $24 per bulb. It may be cheaper but what is the real cost to light the bulb over the long run? This may surprise you, but in the long term you will end up paying more for a cheap bulb. The average yearly operating cost will be about four to five times of what that bulb costs. Incandescent bulbs produce both light and heat. The life expectancy will only last about 750 hours when it is not damaged. It uses a flimsy filament that can easily damage. LED light bulbs look like incandescent bulbs from the outside and are available in all types of sizes, shapes and colors. Besides that, they are both dissimilar. Inside the bulb are reliable and long lasting light emitting diodes and produce far less heat and energy. A standard 12-watt LED bulb produces the same amount of light as a 70-watt incandescent bulb. Purchasing cost is between $3-5. Initially, the cost is slightly more than a standard 60-watt incandescent bulb. Unlike incandescent bulbs, the yearly operating cost of an LED bulb is less than the cost of the bulb itself. LED light bulbs can last maximally 50,000 hours. This is about 67 times longer than the life expectancy of an incandescent bulb. If you purchased 67 incandescent bulbs (at an average cost of $3 per bulb) to achieve the same level of life expectancy of the more costly LED bulb, you will end up paying a total of $201. The obvious choice is LED. It will fulfill all your lighting needs and help reduce energy costs. Outside of the commissioning of U.S. Naval Hospital Naples, Navy Medicine as a whole experienced many monumental events in 1968: - In 1968, there were 31 CONUS Navy medical facilities, eight OCONUS facilities, two hospital ships, and 12 research facilities. - In that year, Dr. Paul Stewart Green became the first African-American physician to reach the rank of Captain. - The Naval Medical Field Laboratory completed the first field dental trailer for the U.S. Marine Corps. The trailer was a complete dental operatory, weighing approximately 5,000 pounds – able to be transported by helicopter or land vehicle. The trailer was used in Vietnam to provide treatment to combat personnel as well as Vietnamese

In April 2003, the new Naval Hospital opened in Gricignano onboard what is now known as Support Site. In 1968, the year U.S. Naval Hospital Naples was commissioned, and become an important part of history events, in what was referred to as a watershed year by many historians. The world was embroiled as the Cold War continued to be waged and political instability reigned. We were enthralled in the great Space Race and inspired when Apollo 8 was the first manned spacecraft to successfully orbit the moon. We wept when Martin Luther King Junior and Robert Kennedy were assassinated. Throughout the world, workers, students, and activists called for better education, safer work environments, and civil rights for marginalized groups. Our brothers and sisters in arms faced the turmoil of the Tet Offensive in South Vietnam and the capture of the USS Pueblo in North Korea. Other notable events occurring in 1968 include the introduction of the first Boeing 747 Jumbo Jet, the inauguration of the Special Olympics,

Clarence Cote became the first male Nurse Corps officer. - The Naval Dosimetry Center was established in Bethesda, Maryland. - In 1968, when his company came under attack by North Vietnamese forces in Quang Tri Province, South Vietnam, Hospital Corpsman 3rd Class Donald E. Ballard braved enemy fire to reach a

wounded Marine. As the Marine was placed on a stretcher, an enemy soldier threw a grenade that landed nearby, and Ballard unhesitatingly hurled himself upon it. Luckily, it didn’t detonate and he continued treating casualties. For his willingness to risk his life for his comrades in arms, he was awarded the Medal of Honor. Ballard would later visit USNH Naples. - Also occurring that year, Lt. Hazel Pauline McCree became the first African-American Nurse selected for full Commander. - The first publication of Naval Flight Surgeons Man-

ual, a comprehensive text on aerospace medicine for military and civilian specialists, became available. From an apartment building in 1951 to an award-winning hospital, branch clinic, and Landstuhl detachment today, it is clear that Navy Medicine in Naples has experienced a very full journey. The next 50 years for U.S. Naval Hospital Naples, Navy Medicine, and the military remain largely unwritten – but it is the collective resiliency, strong partnerships, and commitment to care that allow the NSA community confidence of continued future successes.

“This year’s Festa was a tremendous success and took the entire NSA team working together to pull it off,” Kasparek said. “From the wristband seller, to the performers, to the hospital staff and security personnel; every one of them made this happen.” Chief Petty Officer Luis Caceres, the security lead for Festa Americana, said this is the largest security event they have all year. So big, they called in the reserves. “We had about eight or nine reservists come in to help us along with the local national police and other bases in the area,” Caceres said. “There was about 200 security forces there when you include everyone on both days, and I’m thankful we were able to get so many people to help out.” Caceres said that this type of event is one of the hardest to plan for. Any time you have a lot of people in one place you have to take extra precautions. “Everyone wants to be able to have fun and feel as safe as possible and our job is to make sure they are while they

enjoy Festa,” Caceres said. “This is the event that takes the most planning and work but it is also a huge payout to see what we accomplish.” Additionally, 32 personnel from U.S. Naval Hospital Naples worked the event, providing first aid and emergency care. Other organizations working the event included the installation’s Emergency Management and Fire departments, the American Red Cross Service to the Armed Forces (SAF), Naples station, the Italian Red Cross, Italian Army, and Italian law enforcement authorities. Petty Officer 2nd Class Alexis Simms took her 18month-old daughter to Festa Americana. “It was so much fun to be able to go with my kid without having to worry about anything,” Simms said. “My daughter enjoyed it and she really liked the rides. I know a lot went into this and I’m thankful so many people worked so hard so my daughter and I could have a July 4th celebration while in Italy.” The event was a success, and Caceres said they’re already

A standard soccer ball measures between 27 and 28 inches in circumference weighs between 14 and 16 ounces, and has 32 panels, which are made up of 12 black pentagons (five-sided) and 20 white hexagons (six-sided) shapes. The ancient Romans played a game called “harpastum,” which closely resembles what we now call soccer. Soccer supposedly gained popularity in Great Britain, when inmates at Newgate Prison in the early 1800s discovered the sport. Prisoners, who had their hands cut off for being thieves, liked the sport because they didn’t need their (now-missing) hands to play. The first live telecast of soccer was September 16, 1937, during a practice match between Arsenal and Arsenal Reserves at Highbury stadium. Soccer is the world’s most popular sport. The game is known as football throughout the world, except Canada and the United States where it is called “soccer” to avoid confusion with football (the game with the pointy, oval-shaped ball and lots of big players in plastic

armor and helmets). A worldwide survey launched by FIFA in 2000 indicates that more than 240 million people regularly play soccer around the world, along with almost five million referees, assistant referees and officials directly involved in the game. There is at least one soccer player in 30 percent of American homes, and the number of high school soccer players in America has more than doubled since 1990. A soccer field is called a “pitch” because every regulation field is pitched – or sloped – five degrees upwards from one end to the other. The teams switch sides after each half so each team has to play slightly uphill for half the match. Brazilian soccer legend Edson Arantes do Nascimento, better known as Pelé, is widely considered as the greatest soccer player of all time. He is listed in the Guinness World Records for most career goals (1,281 goals in 1,363 games). In 1997, he received an honorary knighthood from Queen Elizabeth II at a ceremony in Buckingham Palace, and two years later Time magazine named him in their list of 100 most influential people of the 20th century.
