USNH Quality Management’s Dedication to Patient Safety, Quality Care By Lt. Christopher Stein U.S. Naval Hospital Naples

A resounding theme has emerged as healthcare organizations evolve across the world: Patient Safety. Patient safety has become the main focus of top performing hospitals. The team at U.S. Naval Hospital (USNH) Naples is dedicated to providing safe patient care and continuing to “do no harm.” The hospital’s Quality Management department has developed a robust Patient Safety program, headed by Dr. John Plaja, a retired Navy captain. Issues concerning safe patient care are systematically and

thoroughly analyzed, then improved. Discussion and process improvement occurs at every level within the organization to include the command suite and the Commanding Officer (CO). Innovative programs such as the iChat system, a platform for staff members to communicate and dissect issues, have originated at USNH Naples and are spreading across Navy Medicine. In conjunction with the Patient Safety program, Naples staff regularly drill emergency situations in an effort to unveil potential system flaws. USNH QUALITY MANAGEMENT Page 7

The United States strongly condemned North Korea’s July 4 escalatory launch of an intercontinental ballistic missile, according to a statement issued by chief Pentagon spokesperson Dana W. White. White, who is the assistant to the Secretary of Defense for Public Affairs and principal staff assistant and advisor to the Secretary and Deputy Secretary of Defense for communications, news media relations, public outreach, engagement, public affairs and visual information, said the Pentagon is monitoring and continuing to assess the situation in close coordination with our regional allies and partners. “The launch continues to demonstrate that North Korea poses a threat to the United States and our allies,” White said. “Together with [South Korea], we conducted a combined exercise to show our precision fire capability.” “We remain prepared to defend ourselves and our allies and to use the full range of capabilities at our disposal against the growing threat from North Korea,” White said. “The United States seeks only the peaceful denuclearization of the Korean Peninsula. Our commitment to the defense of our allies, the Republic of Korea and Japan, in the face of these threats, remains ironclad.”

Bravo Zulu to all the hard working Sailors, Civilians, and Volunteers who made our Independence Day celebrations possible! Between Friday and Saturday at Carney Park and then the 4th of July Backyard BBQ at the Support Site, we had almost 20,000 family, friends, and neighbors celebrate America’s 241st birthday with us in Naples. It’s not just about fireworks and a hotdog eating contest – and they were fantastic – we also take this opportunity each year to open our arms wide to our Italian hosts, and invite them in to share in our festivities – Americana style. It’s a great way to express our appreciation for Italian hospitality, and it enhances the strategic partnership we have with Italy. Tackling an event of this size takes a lot of preparation, coordination, and painstaking work; so please join me in expressing a mighty thanks to all of the motivated professionals in the Security Department, Fire House, Hospital, Safety Department, and team MWR for putting together a top-flight celebration. If you are a new arrival, if you are sponsoring a new arrival, or you just couldn’t make the celebration last week, there are a few more summer activities just around the corner. The First Class Petty Officer Association is putting on the Summer Welcome Carnival on July 22nd and team MWR is back at it with the “Back2School” Block Party on August 25th. These events both take place on the Support Site, and are meant to welcome newcomers to the area, provide an opportunity to meet new people, and have some fun. There will be food, games, bounce houses, and yes - a dunk tank. Contrary to popular rumors floating around the base, I will NOT be a target this year for the dunk tank at the Block Party! However, my relief arrived yesterday and maybe he will be up for the challenge... Finally, on a more serious note, I want to point out that the NSA Naples annual water quality reports have just been published on our CNIC website, Facebook page, and PAO notes. These reports provide important information for the community and are the result of very thorough testing done every year on our water treatment facilities. Our system, procedures, and tests are done to ensure the water on base is safe to drink according to U.S., E.U., and Italian standards. If you’ve ever wondered how we test water quality and what the results of these tests are, I urge you to check out these reports, available in English and Italian for the water systems on Capodichino, Support Site, JFC Receiver Site, Carney Park and the Olde Mill Inn. In partnership with BUMED and NAVFAC, I have declared these water systems fit for human consumption, and the reports explain why. Have a great summer weekend, please help us keep a lid on litter, and think safety!

Navy to Issue Letters of Intent for Most Sailors’ PCS Moves From Chief of Naval Personnel Public Affairs

The Navy announced in NAVADMIN 159/17 that beginning July 5, most Sailors will receive a Letter of Intent (LOI) that will help them coordinate a Permanent Change of Station (PCS) household good shipment much earlier, as well as complete other necessary screenings. These mitigation efforts and innovative process changes will now allow most Sailors to complete operational (sea duty) screenings, update security clearances, take permissive Temporary Duty (TDY) to find a residence, and begin the entitlement counseling and application processes for the movement of Household Goods (HHG) before receiving funded orders. “We understand the impact that compressed PCS lead times have had on Sailors and their families preparing to move,” Chief of Naval Personnel Vice Adm. Robert Burke said. “That is why we have been working hard to develop and implement solutions within our control that minimize the impact to our Sailors. Our focus and priority remains on manning the Fleet, and taking care of Sailors and their families.” Previously, only Sailors receiving orders to an overseas duty location were issued LOIs to start the process of completing overseas and medical screenings, dependent entry approval, passport applications and security clearance requests. Now, most Sailors will receive an LOI. “While we are working hard to ultimately provide Sailors six months of orders lead time, these are tangible changes that will help Sailors prepare for their upcoming move several months in advance,” Burke said. “We believe these changes will enable greater flexibility and help alleviate some of the challenges of the already stressful situation associated with a PCS move.” Upon receipt of an LOI, Sailors should access the Defense Personal Property System (DPS), accessible through http://www.move.mil. If not in receipt of funded PCS orders, “NAVYLOI” should be entered as the PCS order number to begin the process of shipping their HHG. When funding is received and PCS orders are issued, NPC will provide the HHG offices with a copy of the Sailor's PCS orders for upload into DPS and send the moving request to industry. Additionally, Personnel Support Detachments can make reservations for travel with the LOI. However, because an LOI does not contain a line of accounting, it cannot be used to issue tickets, receive advanced military and/or travel pay, ship HHGs and Privately Owned Vehicles (POV) or place them in storage, or used to reimburse for a personally procured move. While most Sailors will receive an LOI for their PCS orders, the following types of orders are not eligible to receive one: Temporary Lim-

ited Duty (TLD), Home Port Changes, Pre Commission units, Expeditionary Combat Readiness Center (ECRC), Afghanistan-Pakistan (AFPAK) Hands, pregnancies, accessions, retirements and separations. These types of orders have defined release timelines well in advance, making an LOI unnecessary. Service members are encouraged to visit https://www.navsup.navy.mil/household/ for the schedule of Household Goods Entitlement Webinars and other valuable information. This website or the local Personal Property Office will provide families with detailed instructions on completing the online household goods move application. Commands are requested to proactively encourage members to begin the HHG move application process as early as possible. Commander Navy Installations Command (CNIC) provides the following reminders to facilitate other aspects of PCS move planning: Those Sailors applying for Navy family housing can be placed on the housing waitlist according to the date of detachment from the Sailor's prior permanent duty station based on their PCS orders, provided that a housing application is submitted within 30 days of the reporting date. Advance applications will be accepted. However, placement on the list will not occur until the Sailor reports to the gaining Command. This ensures Navy family housing waitlists are independent of orders receipt date. Housing also provides a tool that allows Sailors and their families to engage with Housing Service Center staff at one or more Navy installations worldwide earlier in the PCS process. The Housing Early Assistance Tool (HEAT) can be accessed at http://www.cnic.navy.mil/HEAT, even before PCS orders are issued. No CAC is required to access the website. Additionally, MilitaryChildCare.com provides a single online gateway for families to access military-operated or military-subsidized child care options worldwide across all Services. Due to the standardized request process and waitlist management tools, the DOD site offers a more streamlined approach for finding and requesting care and providing Anticipated Placement Time (APT) estimates. This allows families to submit requests for care at programs with an APT that most closely fulfills their needs. Since APT estimates may change, families are advised to review all their options on a regular basis and submit requests for all DOD child care operations that may meet their requirements. Margarita Niño was born and raised in San Diego, California. The first generation of her family born in the United States, her parents and grandparents were hard workers that raised Margarita to become a tenacious, warm and family-oriented person. She studied Political Science at Mount Saint Mary’s in Los Angeles. Following her studies she was contracted by the Federal Bureau of Prisons as a case manager were she helped parolees to re-establish ties in society. Niño was focused on her career when unexpectedly she met Hospital Corpsman 1st Class Porfirio Niño, who “won her heart.” Now married for 14 years, Niño is an experienced military spouse. Her family has been stationed in San Diego, Camp Pendleton, Twenty-Nine Palms and Naples. Soon they will be headed to Norfolk. When Niño came to Naples, she was eager to get involved with he community and she quickly recognized that the best way to get the feel of the community was to get involved through volunteer work. She joined the Naples Overseas Spouse Club and became a familiar face at the thrift store on base where she spent many hours volunteering. When the U.S. Naval Hospital (USNH) Naples was in need of an Ombudsman, Niño rose to the occasion and offered to help. “It has been so rewarding getting to know my husband’s command,” she said. “Gaining insider perspective makes me appreciate him and all the Sailors just a little bit more.” USNH Naples is certainly grateful for her help. “The passion Margarita brings to the program, her natural ability to bond with the families and to make them feel welcome is refreshing.” USNH Naples Command Master Chief Maurice Coffey said. USNH Commanding Officer Capt. Steve Blivin agrees that Niño has been as asset to the hospital. “Niño has a talent for building and maintaining relationships,” Blivin said.

Naval Station Rota saw a rare sight the morning of June 30, a sight many people assigned here only see once a year... that’s the sight of the stars and stripes flying high atop a flagpole. Hundreds in the Rota community, to include service members, families, government civilians and retirees, gathered in front of the Commander, U.S. Naval Activities Spain headquarters building for the annual Independence Day flag raising ceremony. While raising the flag is a daily occurrence on most U.S. military installations around the world, Naval Station Rota only flies the American flag with special permission from the base’s Spanish admiral. Entering into the 64th year of the partnership between the United States and Kingdom of Spain, Capt. Mike MacNicholl, Naval Station Rota commanding officer, reminded guests why this day is special. “We must remember what our flag means and that what our flag represents is not free,” Capt. Michael MacNicholl, Naval Station Rota commanding officer, said. “Let us give thanks and remember those who preceded us. Remember those before you who fought and defended it for us, as we will do for future generations.”

The ceremony began the five days the American flag will be displayed aboard Naval Station Rota. The flag will stay hoisted until July 5 when it will be taken down until another approved event. “Spend a few moments today reflecting on the cost of freedom,” MacNicholl said. “Keep in your hearts and prayers those on deployment or in combat zones, especially members of our Rota family.” The U.S. presence in Rota is a unique relationship, which in turn makes the Fourth of July a special event. Naval Station Rota enables and supports operations of U.S. and allied forces and provides quality services in support of the fleet, fighter and family for Commander, Navy Installations Command in Navy Region Europe, Africa, Southwest Asia (EURAFSWA). Just as ship performs lines of operation that provide a capability, Navy Region EURAFSWA bases perform the same eight lines of operation to provide capability to the fleet, joint and allied forces. These eighth lines of operation are: air operations, port operations, safety, security, housing, MWR, Fleet and Fleet and Family Services and what is called the core: the fuels, water and power that keep the bases running. Through our lines of operation, our installations are force multipliers that maximize combat capability of operational units.

Treated water is provided free of charge at a dispenser located outside the Capodichino east parking garage. All economy leases negotiated through the Housing office have a bottle water clause, which requires the landlord to provide bottled water. Work with landlords to have any water holding tanks disinfected twice a year, and ensure your tap water is disconnected from non-permitted wells and connected only to the city water system.

These energy and utility champions will provided for meeting Navy goals of a reduction of 2.5% less energy and 2% less water consumption per year. USS George H. W. Bush Arrives in Israel By EUCOM Public Affairs

The Nimitz-class aircraft carrier USS George H. W. Bush (CVN 77) arrived in Haifa, Israel, for a scheduled port visit, July 1, to enhance U.S.-Israel relations as the two nations reaffirm their continued commitment to the collective security of the European and Middle East Regions. Bush’s arrival symbolizes the steadfast cooperation between the Israeli Defense Force and the U.S. Armed Forces, a relationship based on shared values and common interests. "The United States has had long standing military to military engagements with Israel," said Adm. Michelle J. Howard, commander, U.S. Naval Forces Europe-Africa. "The George Herbert Walker Bush is a strategic asset. Her mobility coupled with her capabilities means she can project power anywhere around the globe. In this visit to Israel, GHWB’s might is a metaphor for the

strength of the bonds between our countries. I’d like to thank the Israeli people for hosting us and for taking care of our Sailors." The arrival marked the first time a U.S. aircraft carrier visited an Israeli port since USS Dwight D.Eisenhower (CVN 69) in April 2000. Bush’s operations in the Eastern Mediterranean Sea demonstrate the capability to conduct precision strikes on ISIS targets from multiple theaters, highlighting the flexibility of the globally deployed force. PCS Moving Tips: Starting at a New School From Military OneSource

It’s summertime, and for many of us, that means summer vacations, trips to the beach, and for some military families, it also means gearing up for a new adventure as your parent(s) are transferred to a new duty station. For you that means meeting new friends and getting ready to attend a new school. Here are some things to help you prepare: ● Become a research sponge. The more you know, the less anxious you’ll feel. Check out the new school’s website to figure out how it compares to your old school and what features you can look forward to. ● Call ahead. Have a parent call the guidance counselor to see if there’s anything specific you need to do to get ready. They can ask for details on certain classes, after-school programs and clubs you may be interested in. ● Check in with the youth center. If you’re worried about meeting new people, this is the perfect solution. You can have the youth director at your current installation get in touch with the program at your new installation to set up sponsorship before you move. Youth center staff can also connect you to someone your

age who goes to your new school. Then you can ask the questions you really want answered – like who the best teachers are and how often the cafeteria serves pizza. ● Get your papers in order. Your current school’s guidance counselor and your parents can help you with this. Your parents need to request an official transcript be sent to your new school. Ask for an unofficial transcript printout for your own records. Your parents can help you organize the other important papers you’ll need to bring to school – like your health records and test scores. ● Find your place. Getting comfortable in your new school is all about finding your place in your new school community. Get involved right away in the activities that interest you. Maybe you want to try something you’ve never tried before. That’s a great thing about switching schools – it’s the perfect time to try something new. ● Meet your neighbors. This is especially helpful advice if you’re moving in the summer before school starts. Hang out with the other kids in your neighborhood or on your installation, so you’ll have a built-in network of friends when school starts. Just remember: a positive attitude goes a long way – and you can never go wrong by simply being yourself.

A Panorama/NSA Public Affairs Office courtesy service available for U.S. or NATO ID cardholders who have orders to PCS within six months. RULES: • New ads must be submitted on a completed Mercato form, along with a copy of both the member’s ID card (front and back) and ONLY the first two pages of PCS orders or equivalent. • Ads are limited to one per category and 25 words maximum. Ads for free pets are limited to one per person or organization (copy of ID required) and run on a space-available basis.
