Sailors and civilians assigned to Naval Support Activity (NSA) Naples participated in a simulated oil spill drill February 1. The drill, which took place at the Emergency Operations Center (EOC) onboard Capodichino and lasted several hours, featured a simulated oil spill at NSA Naples’ port facilities in Gaeta, Italy. Oil spill drills are an essential part of annual training, and help prepare team members to rapidly respond to what could be a hazardous, environmentally threatening situation. “When you have an emergency situation like an oil spill occur, you have to immediately react in the interest of safety and

mitigating further damage,” Scott Humphreys, NSA Naples emergency management officer, said. “Plus, as an organization operating on the water, we have a unique responsibility to prevent harm to the environment.” Though protecting the environment around Naples and Gaeta from oil spills is not their primary job, the 40-plus members of the EOC team are required to be trained and ready to contain spills anytime, anywhere in our operational area. Coats released the quadrennial strategy yesterday, calling it “our guide for the next four years to better serve the needs of our customers, to help them make informed decisions on national security issues, and to ultimately keep our nation safe.” The intelligence strategy will help the agencies that make up America’s intelligence community align resources – money, equipment and people – where they are most needed. ssistant Secretary of the Navy for Manpower and Reserve Affairs, the Honorable Gregory J. Slavonic, visited NSA Naples this week and we were honored to host him. As the Navy’s senior leader responsible for the overall supervision and oversight of manpower and reserve component programs and policies, Secretary Slavonic came here to review the requirements and challenges experienced by personnel serving in the U.S. Sixth Fleet Area of Operations. His visit, which included tours on Capo and Support Site, was yet another example of how important our base and its tenant commands are to the Navy’s senior leadership. When policy makers like Secretary Slavonic want to learn more about the manning requirements of one of our Navy’s most active fleets, they come right here to Naples. No matter what command you belong to or what job you perform, please remember that what you do and the missions you support are top priorities for our Navy. This week also marked the first week of Black History Month. Every February our nation celebrates the contributions of African Americans to our proud history and in the military, we honor the accomplishments and sacrifices of those who served and still are serving today. On February 22nd, the Naples area multicultural heritage committee will be hosting a presentation on the paths many African Americans had to take toward opportunities to impact and shape our nation. You can also check out the Naval History and Heritage Command’s website at history.navy.mil for stories on the African American experience in the U.S. Navy. I highly recommend reading these stories on Sailors and Marines like Carl Brashear, William Pinckney, Oscar Austin, and Samuel Lee Gravely Jr. The accounts of their service to our nation make it abundantly clear why we’ve named some of the mightiest warships in the world after them and use others as case studies in leadership and bravery. Tax season is also upon us, and although we as OCONUS service members are entitled to a two month extension past April, it’s best not to wait till the last minute. We have ample resources on base to help out, including the Region Legal Service Office’s Volunteer Income Tax Assistance (VITA) program. VITA is a selfservice program for active-duty and retired service members and their dependents, and deployed Department of Defense civilian employees. It’s also free! Trained volunteers provide free assistance in filing your returns for this tax year both at the Capodichino Library and Support Site at the Fleet and Family Center. BASE NOTES Safety Office Reminders Driving Under the Influence (DUI): The base has had two reported DUI’s in the past two weeks. During one incident, which occurred off base, the motor vehicle operator refused to consent to testing. Remember that if you refuse to consent to testing by local police – who DO NOT need probable cause to stop you – can charge you based solely on observation, and they will also confiscate your driver’s license. This will also result in your base driving privileges being suspended. The blood alcohol content (BAC) limit for a DUI is .05%. High Energy Show: USO’s 2019 Naples Got Talent From Naples USO

HISTORY: FIRST OFFICIAL SALUTE From Naval History and Heritage Command

John Paul Jones, America’s greatest Revolutionary naval commander and founder of America’s naval tradition, while serving as the commanding officer of the sloop-of-war Ranger, received the first official salute to the U.S. Stars and Strips flag by a European country, at Quiberon, France, on February 14, 1778. Jones and French Admiral La Motte Piquet exchanged gun salutes – the first time that the Stars and Stripes, carrying the flag of the new nation, was officially recognized by a foreign government. Jones and his crew of 140 men had left Portsmouth, New Hampshire, three months earlier for the harbor town of Brest, France, and ultimately the Irish Sea. His mission was to raid British warships in their own waters. One of the greatest naval commanders in history, Jones is regarded as the “Father of the American Navy.” He is buried in a crypt at the U.S. Naval Academy Chapel in Annapolis, Maryland, where a Marine honor guard stands watch over one of America’s greatest naval heroes.

The biggest USO Naples production of the year was held on February 2 at the Naples High School Cafeteria for the more than 300 people who showed up at the Naples High School last Saturday for the 2019 Naples Got Talent show. This annual event, which has been hosted by Naples USO for the past 12 years is the organization’s biggest event of the year, and showcases talented performers from among Naval Support Activity community members. The phenomenal 12th edition of the popular talent show was kicked off by the U.S. Naval Forces Europe Band “Flagship,” that with their high energy performances engaged the crowds and set the mood for a great night of entertainment. Under the watchful eye of three esteemed judges – Commander, Allied Joint Force Command Naples, Commander, U.S. Naval Forces Europe, Commander, U.S. Naval Forces Africa, Admiral James G. Foggo III; Naval Support Activity Naples Commanding Officer Capt. Todd Abrahamson; and Navy Region EURAFSWA Program Analyst and classically trained pianist and vocalist Ileana Ramirez – provided feedback and scores after each act. Performers were judged based on stage presence, showmanship and overall talent. The twelfth edition of this popular USO talent show, hosted by USO Naples Volunteer, Courtney Stroman, featured 10 talented NSA Naples residents who battled to the sound of musical performances and dance acts and delivered a great night of pure entertainment. Along with the great music, wonderful acts and pure community spirit, attendees enjoyed complimentary refreshments, sponsored by Coffee Point and participated in our half time giveaway bonanza for four United Lounges Passes that were given away to two lucky community members. “The camaraderie among the contestants, the enthusiasm of our volunteers, the community spirit and the support of our Navy Leadership, all contribute to help make Naples Got Talent such a wonderful program,” USO Naples Area Director Sabrina Pullido said. “Thanks to our live Facebook feed, families and friends back home, also had the opportunity to tune in and watch their love ones perform.” Ten acts engaged the crowds with their musical acts and kept the judges on the toes. From classic music, to original songs, passing through dance routines and top hits, our performers delivered a show that everyone truly enjoyed. “Being able to provide a platform for our contestants and allowing them to use music as the conduit to express who they are and what they love, truly contributes to the success of this event,” Pullido added.

She was awarded a trophy for her amazing performance, along with two roundtrip airline tickets to the continental United States, courtesy of United Airlines, and two United Lounge Passes. February is Teen Dating Violence Awareness and Prevention Month From Fleet and Family Support Center Clinical Team

Dating violence is preventable but requires a community approach to stop it before it starts. Abuse affects people of all ages, backgrounds and identities, and has a lasting impact on all aspects of life, including social, emotional, cognitive and behavioral health. Providing education and raising awareness is essential and it should be everyone’s responsibility to stop dating violence. According to a 1998 article in the American Journal of Public Health, teaching young adults about healthy relationships and ways to avoid dating violence can reduce physical and sexual dating violence by 60 percent. A number of adults (22.4 percent of women and 15 percent of men) who were victims of rape, physical violence as well as stalking by a dating partner say they first experienced some form of partner violence in their adolescence – between 11 and 17 years of age. So there is an invaluable benefit of equipping teenagers with the necessary skills to develop and sustain healthy relationships as well as how to break up or maintain boundaries and build refusal skills in an appropriate manner. Young adults should learn about acceptable and unacceptable dating behavior. They can learn to recognize the warning signs of dating abuse. An unhealthy relationship is when one partner tries to exert control and power over the other physically, sexually, and/or emotionally. The most common form of dating violence for teenagers is emotional abuse which may include the use of social media and technology to stalk, embarrass, isolate, and control. Parents play a vital role in helping their

teenagers learn what is acceptable in a relationship and what is not. The value of respect and the characteristics of healthy and unhealthy relationships should be imparted upon young adults before they start to date. Healthy relationships aid teenagers in the development and practice of important skills such as compromise, cooperation, sensitivity and understanding of others’ feelings, and healthy emotional expression. Start the discussion today with your adolescent. Create a safe and secure place for youth to openly communicate with you about his or her relationships. Helping your child think about the tenets of acceptable behaviors will lead to a relationship intelligent teenager. Learn the warning signs of dating abuse and start the conversation with your young adult today about how to foster healthy relationships. Qualities of a healthy or acceptable relationship include: mutual respect (values, boundaries); trust; honesty; compromise; individuality; good communication; anger control; fighting fair; problem solving; understanding; self-confidence; being a role model; and a healthy sexual relationship. Foggo Meets with Thaçi, Haradinaj and Jevtić From JFC Public Affairs

Adm. James Foggo met with Hashim Thaçi, Ramush Haradinaj and Dalibor Jevtić on January 31 in Pristina, Kosovo. The leaders discussed the current state of security in Kosovo, in the context of KFOR’s mission to provide a safe and secure environment plus freedom of movement for all people in Kosovo, under UN Security Council Resolution 1244. During the visit, Foggo discussed the issue of Kosovo’s plan to transition the Kosovo Security Force. Foggo reminded Thaci and Haradinaj that the Secretary General and the North Atlantic Council have consistently said that any change to the mandate of the KSF will mean that NATO will have to re-examine its level of engagement with the KSF. This work is under way now in Brussels. Foggo stated that he expects the transition of the KSF to be a progressive, transparent and inclusive effort that is closely coordinated with NATO and the international community. He reinforced the need for KSF activities to adhere to the limits set out in Mr. Thaçi’s 2013 letter in which he stated the KSF would not operate in northern Kosovo without prior concurrence by KFOR. Foggo underlined that all interested parties understand that the Kosovo Po-

In spring of 2010 a waste-oil barge collided with a local boat, spilling an estimated 1,900 liters (500 gallons) of marine diesel fuel into the water near Gaeta. Responding quickly, NSA personnel in cooperation with Italian authorities contained the spill and prevented any significant environmental damage. “Every time we conduct this kind of training, our team gains more and more confidence in their ability to respond to a real world scenario,” Humphreys said. The Navy Marine Corps Relief Society is an incredibly dynamic organization that helps everybody in time of crisis.” NMCRS provides financial assistance and education, as well as other programs and services, to members of the United States Navy and Marine Corps, their eligible family members, widows, and survivors. NMCRS also receives and manages donated funds to administer these programs and services. The volunteer-focused organization was established in the early 1920s to aid widows and orphans of fallen active-duty service members in the era before the start of the Service Members’ Group Life Insurance policy. NMCRS has expanded substantially over the years and offers many programs including budget counseling, casework fi-

nancial assistance, visiting nurse program and “Budget for Baby” workshops. Copson was awarded the Meritorious Service Award for her loyal devotion and unparalleled support to more than four NMCRS offices across the European theater. “We face significant changes in the domestic and global environment; we must be ready to meet 21st century challenges and to recognize emerging threats and opportunities,” Coats said in the foreword to the strategy. Overall, the strategy calls on the U.S. intelligence agencies to increase integration and coordination inside the community and search for new ways to accomplish their missions. The strategy also calls on agencies to “better leverage strong, unique and valuable partnerships to support and enable national security outcomes.” Finally, the strategy calls on the intelligence community to be more transparent while safeguarding information and personal accountability. Return of Near-Peer Competition Like the National Defense Strategy, the intelligence strategy focuses on the return of nearpeer competition with Russia and China. “Russian efforts to increase its influence and authority are likely to continue and may conflict with U.S. goals and priorities in multiple regions,” the report says. “Chinese military modernization and continued pursuit of economic and territorial predominance in the Pacific region and beyond remain a concern, though opportunities exist to work with Beijing on is-

sues of mutual concern, such as North Korean aggression and continued pursuit of nuclear and ballistic missile technology.” The strategy warns that China and Russia are doing what they can to weaken America’s greatest advantage: its network of allies, partners and friends developed since the end of World War II. “These adversaries pose challenges within traditional, nontraditional, hybrid, and asymmetric military, economic, and political spheres,” according to the report. China, Russia and other nations such as North Korea and Iran “are increasingly leveraging rapid advances in technology to pose new and evolving threats – particularly in the realm of space, cyberspace, computing, and other emerging, disruptive technologies,” the report says. New Technologies These technological advances will allow smaller nations or even terror groups to field sophisticated capabilities that could be used against the United States and its allies. The United States must be at the forefront of research into these new technologies, which include artificial intelligence, advanced automation, nano-technologies and bio-technologies. These last two have incredible potential to cure disease and improve lives, “but without common ethical standards and shared interests to govern these developments, they have the potential to pose significant threats to U.S. interests and security,” the report says. The intelligence strategy is a living plan, and the director of national intelligence will continue to monitor developments to ensure the strategy is followed and to determine whether it needs to be changed in reaction to new developments. Eight Defense Department agencies are part of the intelligence community: the Defense Intelligence Agency, the National Security Agency, the National GeospatialIntelligence Agency, the National Reconnaissance Office and the four intelligence branches of the Army, Navy, Air Force and Marine Corps.

Super Bowl Sunday at Strikers Bowling Alley Hospital Corpsman 1st Class Dontae Cone bowls at Strikers Bowling Alley onboard Naval Support Activity (NSA) Naples during the Super Bowl party which lasted from Sunday afternoon to after midnight on February 4. Many of the community members who attended the party stayed to watch the 53rd Super Bowl on the big screen at the bowling alley and to also meet Tampa Bay Buccaneers football players Emmanuel Smith, Damone Harris and Leonard Wester, along with the Tampa Bay Buccaneers cheerleaders. The football players and cheerleaders not only mingled with community members, but also handed out prizes during the USAA-sponsored Tailgate and Bowling Party. When Did Valentine’s Day Become a Holiday? By Gary Nichols NSA Public Affairs

Nearly everyone knows about exchanging cards, candy, flowers and other gifts on Valentine’s Day, yet not so much is known about the origins of where this holiday originated. It is believed that Valentine’s Day is named after a martyred Christian priest who lived around 300 A.D. During that time Rome was involved in many bloody and farflung conflicts. Over the years, these unpopular wars took a toll on the army. Finding new recruits was becoming a major problem. The Roman Emperor Claudius II believed that married men were not joining the army because they did not want to leave their homes and families. Single men, Claudius believed, did not have strong attachments to home and family; consequently, they were easier to recruit. Father Valentine had been thrown in prison on the orders of Claudius II because he had been secretly conducting marriage ceremonies for young couples. This helped to keep new husbands out of the army. In addition to conducting secret marriages, Valentine was also known as a scholar and healer. According to legend, Valentine’s jailer asked

him to cure his daughter, Julia, of blindness, a condition she’d had since birth. He tried every remedy he knew, but nothing worked; she remained blind. Valentine was scheduled for execution on February 14, 278 A.D. On his last night, he wrote a farewell letter to the jailer’s daughter who had befriended him and he signed it “From Your Valentine.” He gave the note and a flower – a yellow crocus – to the jailer to deliver to his daughter. It’s believed that this is where the custom of giving cards and flowers started. When Julia opened her package and picked up the yellow flower she saw brilliant colors for the first time in her life. Her eyesight had miraculously been restored. Valentine was beheaded the next day and buried at what is now the Church of Praxedes in Rome. Julia planted an almond tree near Valentine’s grave to honor his memory. To this day, the almond tree is a symbol of abiding love and friendship. Following his death, Father Valentine was canonized, which means he was made a saint by the Catholic Church. On February 14, 496 A.D., about 220 years after Valentine’s death, Pope Gelasius declared, from that time on that the fourteenth day of February would be known as St. Valentine’s Day.
