On April 1, 1893, Navy General Order 409 of February 25, 1893, established the rate of Chief Petty Officer. According to naval records, the first mention of the chief petty officer was on a ship’s muster roll in 1775. This brief mention of the CPO title did not resurface in naval history for almost 100 years. In 1865 a Navy regulation reestab-

lished the term chief petty officer. The term was first used for the ship’s Master-at-Arms. It made him responsible for preservation of order and obedience to all regulations. On February 25, 1893, President Benjamin Harrison issued an executive order outlining the pay scale for Navy enlisted personnel. This executive order was issued to the Navy as General Order Number 409. This general order divided the pay scale into rates and for the first time listed chief petty officers. Both

General Order Number 409 and U.S. Navy Regulation Circular Number 1 listed chief petty officers as distinct rates. These documents went into effect April 1, 1893, which is officially observed as the official birthday of the U.S. Navy Chief Petty Officers. Since their inception, chief petty officers have formed the backbone of naval leadership, providing invaluable management, counseling and advisement of Sailors under their charge.

The Defense Department is facing complex threats and needs the “best talent America has to offer” to tackle challenges now and in years to come, Defense Secretary Ash Carter said March 31 at the University of Texas at Austin. The best talent for tomorrow’s force can come from innovative, bright thinkers such as the young people in the audience today, Carter said. He noted the audience included ROTC cadets – future military officers who have chosen a “consequential” career that “makes a great difference” in national and global security. “As secretary of defense, I have the privilege of leading the finest fighting force the world has ever known,” the secretary said. “But that’s not a birthright. It’s not a guarantee. We have to earn it again and again.”

Finally, please ensure you are registered in AtHoc through the NSA Naples Emergency Management Office and the Smart Traveler Enrollment Program (STEP) offered through the U.S. State Department. STEP provides automatic updates and information from local Embassies concerning your travel plans and destinations. This information includes emergency notification of civil unrest, natural disasters, and allows family and friends to contact you in an emergency. On April 29th from 5:30 to 8 p.m. we are hosting a large community event in Central Park on the Support Site for Sexual Assault Awareness and Prevention Month. The theme of the event is, “Take Back the Night,” and we’re going to have a lot of activities, entertainment, and food. So please mark your calendar and plan to come out in support of this important issue that affects many of us here and at home. This week we had a glimpse of spring weather and hosted the very first piazza all hands call of the season with the CNE/CNA/C6F band – it was a GREAT show! The change in weather also signals the approaching PCS season, and means our community is preparing for a change in locations, jobs, and to leave familiar faces for brand new ones. We turn over about a third of our community each year, and about 75 percent of the turnover happens over the summer PCS season. Good sponsorship is crucial to welcoming new members to the community, and now is a great time to take a sponsorship class offered by FFSC. Signing up to be a sponsor means that you are taking on an important responsibility. Good sponsors improve our readiness, strengthen our community, and make great commands. NAVY HISTORY: NEXCOM Celebrates 70 Years of Serving the Navy Family By Kelley Stirling Navy Exchange Service Command Public Affairs

Navy Exchange Service Command can trace its roots back to the 1800s when Sailors had to depend on “bumboats” that moored alongside their ships to buy personal items. It wasn’t until April 1, 1946, that Navy leadership officially created a command to handle the necessary retail business within the Navy. “We’ve come a long way since those early days,” retired Rear Adm. Robert J. Bianchi, chief executive officer, NEXCOM, said. “From bumboats and slop chests to a world-class retail business, NEXCOM delivers what our Navy families need, wherever they are stationed.” Today, 70 years after its official establishment, NEXCOM provides oversight for 100 NEX complexes made up of more than 300 individual stores, 39 Navy Lodges, 134 ships stores, the Navy Clothing Textile and Research Facility, Uniform Program Management Office, and Telecommunications Program Office. NEXCOM’s mission is to provide quality goods and services at a savings to its authorized customers and to support Navy quality-of-life programs for active duty military, retirees, reservists, and their families. “While our look may have changed over the years, our mission and commitment to premier customer service has not and that is evident each and every day at each and every location,” Bianchi said. NEXCOM’s Place in Naval History As an alternate to bumboats, many Navy ships operated canteens or “slop chests” so that the money spent by the crew members stayed on the boat to improve the quality of the food served by the general mess. The canteens were often financed by the crew under an agreement with the ship’s captain and were managed by the ship’s paymaster, the forerunner of today’s supply officer. The merchandise was bought on a consignment basis, but because of the movement of the ship, payment for the merchandise

was often difficult. Because of this problem, many people in the Navy thought canteens reflected poorly on the integrity of the service. The first canteen opened on the USS Indiana in 1896 and sold only beer. Soon canteens started carrying tobacco and other items for the ship’s crew to purchase. The increased profits from these sales went to support welfare and recreation programs aboard each ship, something that still happens today. By 1909, the Naval Appropriations Act established the first official resale activity, the commissaries and ships’ stores. The act allowed the Navy to procure and sell merchandise to Navy and Marine Corps officers and enlisted and to civilian employees at naval stations outside the continental United States and Alaska. The ships’ stores were authorized to make a profit, as long as it did not exceed 15 percent. Unfortunately, ships’ stores did not produce sufficient revenue for financing the welfare and recreation funds. So, in 1923, ships’ service stores were given official sanction by Navy regulation to provide Navy crew members nearly any legal article of merchandise without the profit restrictions placed on the existing ships’ stores. However, this created a duplication of effort between ships’ stores and ships’ service stores. It became clear by 1942 that there was no need or space for two ships’ store type operations aboard Navy ships. A recommendation was made to the chief of naval operations by the supply officer, U.S. Atlantic Fleet to merge the two stores into one official ships’ store operation. The recommendation was accepted and by

1944, the secretary of the Navy made the establishment of the merged stores mandatory on all ships that had a supply officer and permissive on all naval activities. Ships’ service stores ashore also began steps toward centralization in 1945 when a committee was formed to study the resale activities. The recommendation of the committee, headed by Capt. Wheelock H. Bingham, Supply Corps, U.S. Naval Reserve, was that all resale activities be operated like a large chain of retail stores and that a central office be established to oversee the operation of this new Navy resale system. The secretary of the Navy gave his approval of the Bingham Plan that stated, in part, that the ships’ service stores ashore be operated with non-appropriated funds and that civilians should fill positions at the operating level. Top management positions, however, would be filled by Navy Supply Corps officers. Naval personnel were operating the ships’ service stores afloat and as part of the Bingham Plan, would be managed under the new central office. On April 1, 1946, the Navy officially established the Navy Ship’s Store Office and appointed Capt. T.L. Becknell Jr., Supply Corps, as the officer in charge. The newly formed central office was located in Brooklyn, New York. NSSO, as a Navy command, has evolved over the years. Subsequent organizational changes resulted in command name changes, first the Navy Resale System Office in 1968; Navy Resale and Service Support Office in 1979; and, Navy Exchange Service Command in 1991. With the changes came other responsibilities and the command was designated

He will leave behind a legacy and be notably remembered as the gym-rat who loved his inside thigh abduction machine, as a lifelong Dallas Cowboys fan, and as a Dancing with the Stars trivia master. Donatello will surely miss all the freshly baked cornettos, delicious Italian Subway Sandwiches, and Alisud, his favorite restaurant in Naples. Donatello is a Florida native with multiple degrees from AMU and Grantham Universities. He entered the Naval Service in December of 1997 and is a recipient of multiple awards including the Defense Meritorious Service Medal, awarded in 2009. the program manager of several business lines in addition to the Navy Exchange and Ships Store. In 1993, NEXCOM moved its headquarters to Virginia Beach. In 1960, NSSO assumed control of the Naval Uniform Shop. At the time, this 40-year-old shop consisted of a factory where uniforms were constructed, a mail order department and a retail clothing store, which served customers in the immediate vicinity. This was the only source of enlisted uniforms. Under the direction of NSSO, the Naval Uniform Shop also supported Navy Exchange uniform outlets, which sold uniforms and related items to officers and chiefs only. This eventually became the Uniform Program Management Office. When the Navy Clothing and Textile Research Facility in Natick, Massachusetts, was realigned under NAVRESSO in 1980, all uniform matters became consolidated under one command. In 1969, the Navy Lodge Program was formed to give service members and their families on permanent change of station orders temporary and reasonably priced lodging facilities. And in 1994, the CNO designated NEXCOM as the program manager for all unofficial telecommunications services in the Navy, creating the Telecommunications Program Office. As part of a secretary of defense initiative to reduce flag and general officers within the Department of Defense, NEXCOM’s flag officer billet was converted to a non-appropriated fund senior executive civilian billet in late 2011. Rear Adm. Glenn Robillard was the final flag officer to command NEXCOM. At that time, NEXCOM oversaw six business lines: Navy Exchange, Ships Store, Navy Lodge, Telecommunications Program Office, Uniform Program Management Office and Navy Clothing and Textile Research Facility. A former NEXCOM commander, retired Rear Adm. Robert J. Bianchi, Supply Corps, was competitively selected as NEXCOM’s first civilian chief executive officer, and assumed this position in January 2012.

This policy update is being made in response to the increased popularity of tattoos for those currently serving and in the population from which the Navy draws its recruits. It is also meant to ensure the Navy does not miss opportunities to bring in talented young men and women who are willing to serve. ENERGY CONSERVATION Why Unneeded Lights Get Left On From NSA Naples Energy Management Team

Are there lights that seem to be on all the time when nobody is using the area? This is known in the energy management business as an energy saving opportunity. There are a number of reasons the lights may be left on: ● Several people use the area and nobody is taking responsibility for the light switch – They may not know when other people are still in the area. ● There is no light switch, or it’s hard to find. ● The lights are the high intensity discharge type often used in industrial areas, and they require time to warm up. When these lights spend a lot of time on when nobody is in the area, it may be cost-effective to change them to an energy-efficient instant-on type such as fluorescent or light-emitting diode. ● Someone believes the old myth that it takes more energy to turn fluorescent lights back on than can be saved by shutting them off during the day, or even overnight. If you see lights on a lot when nobody is in the area, tell your building energy monitor about the potential energy savings. If you are in the room or space with enough available daylight, please try to turn off the lights, very often people don’t see difference. It may be a matter of educating people. If it’s a design issue, public works can evaluate the lighting requirements and possibly make some changes, helping your building and your base to be just a little greener. Many small contributions can add up to big savings.

Naples Wildcats Softball/Baseball Season Kicks Off With Big Wins

The Naples Wildcats hosted two days of Softball and Baseball at Carney Park on April 1 and 2, and started the season off with the Lady Wildcats going strong with 3 wins and 1 loss, while the Baseball team went undefeated 4-0, against Aviano and Vicenza. Both teams are looking very strong this year with a lot of young talent, new players and several veterans working really well together. Naples won a combined seven of eight games this weekend thanks to smart pitching, consistent hitting and aggressive base-running. In her first high school appearance, freshman Julianna Betancourt pitched a 10-0 shut-out against Aviano, while freshman Carly Sharp, also proved powerful at bat, hitting three triples. Senior Sara Kemp alternated playing Short-Stop and Catcher, making several key plays and also hitting three, in-the-park, homeruns and a triple.

Junior Spencer Delay, of the boys Baseball team, threw six strikeouts, while transfer player, senior Dradon Ingle led the pitchers with 10 strikeouts. Senior and Team Captain Robert Dromerhauser showed his power throwing nine strike-outs and batting five hits, including an out-of-the-park homerun which brought in two of his six RBIs. With new coaches this year, both Naples Wildcats teams are pumped and anticipating a great season. The Girls Coach, Mike Sharp and the Boys Coach, Brenda Stolken, agreed that through their continued focus, teamwork and aggressive play, both teams should be contenders at the European Championships in Germany next month. Girls Softball Scores: Naples vs Aviano: 10-0 and 6-8; Naples vs Vicenza: 16-1 and 15-3. Boys Baseball Scores: Naples vs Aviano: 16-2 and 14-3; Naples vs Vicenza: 6-3 and 2-1.

A critical part of building the force of the future starts with engaging students, Carter said. It also includes

improving and enhancing DoD internship programs, he added, as well as making sure the programs are more effective at transitioning promising interns into productive professionals at DoD. “I’m proud that so many of you sitting in front of me have already made a decision to be part of this enterprise, which to me is the noblest thing you can do,” he said.

Multiple, Complex Threats The world today is filled with complex challenges, Carter said, calling it a time of incredible change and challenge. DoD is facing challenges that include the Islamic State of Iraq and the Levant, North Korea firing ballistic missiles, Russia illegally annexing Crimea, China attempting to change the calculus in the South China Sea; and Iran continuing to export malign influence, he said. The recent terrorist attacks in Brussels are an example of a horrendous act that might make young people wonder what they can do to make the world a better place, Carter said. He told the students they can make significant contributions to the nation and the world, whether they choose a career in DoD or pursue other noble endeavors. “It’s a world of opportunities, too – wonderful, bright opportunities to leave a better world for future generations,” he said.

The International Mine Countermeasures Exercise, the largest maritime exercise in the world, kicked off April 4, with international naval and civilian maritime forces from more than 30 nations spanning six continents training together across the Middle East. The exercise is organized and led by U.S. Naval Forces Central Command, which leads U.S. Navy and afloat Marine Corps forces across the more than 2.5 million square miles of ocean in the U.S. Central Command area of responsibility. “These participating nations are united by a common thread – the

need to protect the free flow of commerce from a range of maritime threats including piracy, terrorism and mines,” Vice Adm. Kevin Donegan, commander, U.S. Naval Forces Central Command, said. “This region provides a strong training opportunity for nations worldwide as three of the six major maritime chokepoints in the world are here: the Suez Canal, the Strait of Bab Al Mandeb and the Strait of Hormuz. Nearly 20 percent of the world’s oil transits through the Strait of Hormuz every day. Imagine the impact on the global economy if suddenly that oil stops flowing because of restricted sea lanes. This region is clearly important to the whole world.”

Through the course of this exercise, participants will train to execute a wide spectrum of defensive operations designed to protect international commerce and trade consisting of mine countermeasures, maritime security operations, and maritime infrastructure protection. “This exercise is also a great opportunity for us to build proficiency and test the latest technology available for ensuring the global maritime commons stay open and secure,” Donegan said. “It also allows us to work with our partners to reinforce adherence to the international rules and accepted behavioral norms expected of professional mariners. If all nations followed these established practices the

result would be a safe and stable maritime global commons with commerce flowing freely for the benefit of the global economy.” IMCMEX is focused on maritime security from the port of origin to the port of arrival and will include scenarios that range from mine countermeasures, infrastructure protection and maritime security operations in support of civilian shipping. IMCMEX begins with a symposium in Bahrain on Maritime Infrastructure Protection bringing together governments, militaries and industry to discuss how to best provide the necessary foundation of security that supports unrestricted access to the vital maritime infrastructure that is critical to regional and global economies. IMCMEX will also demonstrate new technologies, such as unmanned underwater vehicles and exercise the sealift capabilities of expeditionary fast transport ship USNS Choctaw County and afloat forward staging base USS Ponce, equipped with the U.S. Navy’s only operational laser weapon system. Exercise operations will include mine countermeasures, diving operations, small-boat exercises, maritime security operations coordinated with industrial and commercial shipping, unmanned underwater vehicle operations, and port clearance operations. “IMCMEX demonstrates the capability and co-operation of the international community and is not about any one nation or group,” Commodore William Warrender, Royal Navy, Combined Maritime Forces deputy commander and leader of the exercise, said. “Our aim in IMCMEX 16 is to conduct exercises with our partner nations that allow us to continue to develop our interoperability and capability to ensure that we are ready to meet potential challenges now and in the future.” The exercise runs through April 26.

Picnics, Command Functions, Baby Showers, Birthday Parties, or just a time to share with friends. What do all of these have in common? They can happen on a field or pavilion at Support Site or Carney Park. And reservations for all of these can be made with a simple phone call. Here at NSA Naples, we have many pavilions and fields that are available for various gatherings. On Support Site they are all free, and at Carney Park, there are charges for pavilions and camping areas. Why reservations? Planning. Without proper planning and scheduling not as many people and groups would have a chance to enjoy our beautiful facilities and scenery at both locations. For example, did you know that last weekend, four Girls High School Softball

Teams, four Boys High School Baseball Teams, an Elite Softball Team, about100 Girl Scouts and many picnickers enjoyed their time at Carney Park? None of these activities could have been possible without the cooperation, precise planning and scheduling by all of the various activity planners. We want to fit it all in, but can fit none of it without your planning ahead.
