NATO Admiral Discusses Complex Security Environment, Results of Trident Juncture By Jim Garamone

Europeans view Russia as the greatest threat they face, but China has made inroads, and threats from violent extremism and ungoverned spaces in the Middle East and Africa complicate an already complex security environment, the commander of NATO’s Allied Joint Force Command Naples said last week. Navy Adm. James G. Foggo III, who also serves as commander of Naval Forces Europe and Naval Forces Africa, spoke to reporters traveling with Acting Defense Secretary Patrick M. Shanahan at the Munich Security Conference. The annual conference gives military and security leaders from around the world a chance to discuss issues – both on the record and behind the scenes. “The security environment today is complex and dynamic,” Foggo said. “As highlighted in the 2018 National Defense Strategy, the United States is in a great power competition with Russia and China. Russia is using force to change the internationally recognized borders of sovereign nations and to challenge international laws and norms. Through

NSA Naples Earns High Score During Security Assessment From Naval Support Activity Naples Public Affairs

Naval Support Activity (NSA) Naples, Italy completed its first Final Evaluation Problem (FEP) March 7, scoring higher than any other shore installation that has previously gone through the assessment. FEP is a Commander, Naval Installations Command tri-annual certification event assessing the command, control, communications and Navy Security Force on all U.S. Navy installations.

"Force protection is one of the most important missions we carry out as an installation,” said NSA Naples Commanding Officer Capt. Todd Abrahamson. “Just like a shipboard security team, our personnel are charged with protecting an operational platform and everyone who lives and works on it. I’m extremely proud to be a part of such a talented, capable team, and of the work we put into this significant accomplishment.” FEP

The Defense Department has proposed legislation that would create the U.S. Space Force as the sixth branch of the armed forces. If approved by Congress, the U.S. Space Force would be the first military service established since the Air Force stood up in 1947. The new force recognizes how vital space is to U.S. economic prosperity and national security, Defense Department officials said. The legislative proposal follows a directive President Donald J. Trump signed February 19. DOD proposes that the U.S. Space Force initially be established as a new military service within the Department of the Air Force. In this model, the new Space Force would have a similar relationship to the Department of the Air Force that the Marine Corps has with the Department of the Navy, officials explained. The uniformed four-star Space Force chief of staff would be granted full membership in the Joint Chiefs of Staff. Additionally, the proposal calls for a new undersecretary of the Air Force for space, who would provide dedicated civilian supervision of the Space Force. If Congress passes the proposal, the Space Force would be authorized to organize, train and equip space forces “to provide for freedom of operation in, from and to the space domain; to provide independent military options for joint and national leadership; and to enable the lethality and effectiveness of the joint force,” the proposal says. As you’ll read on this week’s front page, NSA Naples personnel have been putting an outstanding effort forth to prepare for this triannual certification. Our security and emergency management departments have been training especially hard for every assessment in this cycle, including our command assessment of readiness and training (CART) in 2017 and our regional assessment (RAS) last year. This was truly the culmination of years of hard work and dedication. Thank you to our security forces for keeping that dedication going every day you stand the watch. Thank you to our emergency management department for always being ready to respond when needed. Thank you to fire, medical, fleet and family, safety, public works, our emergency operations center (EOC) watchstanders and integrated training team members, tenant command leadership, and everyone else who makes it possible for us to train like we fight and maintain the highest standards of readiness possible. You keep this community prepared and this installation running as the highly capable operational platform it’s designed to be. BZ and great work team! Another big part of readiness is making sure our community members have a safe, comfortable place to live. With the recent coverage of CONUS housing issues, the Navy wants to make sure we are also advocating for the concerns of OCONUS residents. You may have seen some information we’ve posted online, in the paper, and in PAO notes about the housing issue resolution process here in Naples. Tonight, we will also be discussing this topic at a town hall meeting. The event will take place at 1630 in the Support Site movie theater and will feature comments from Admiral Foggo, VADM Franchetti, RADM Zirkle, and RADM Williamson. Again, housing is an important issue and it’s crucial to force readiness. That’s why such senior level leadership wants to ensure our community is empowered to voice concerns and get educated on the resolution process. If you haven’t already, please also check out the content we’ve posted online, including phone numbers to call for different types of issues. Please also pay attention to information coming from your chain of command about how to ask for a command sponsored residence visit. Our mission to sustain the fleet, enable the fighter, and support the family is only possible when we know what problems and obstacles are in our way. Help us identify these by letting us know what problems you and your family are facing today. Looking ahead, March is Women’s History Month and the Naples area multicultural heritage committee will be hosting a celebration at the end of the month. The event will be held in the Capo theater at 1000 on March 28 and this years theme, "Visionary Women: Champions of Peace and Nonviolence," emphasizes the contributions of female humanitarian leaders around the world. You can also check out some incredibly motivating stories about the impact made by female service members on the Navy History and Heritage Command’s website. Since the establishment of the Nurse Corps in 1908, women have been serving in our Navy with great distinction. Their ranks have included leaders like the first female flag officer, RADM Alene B. Duerk, the first CO of an operational naval aviation squadron, CAPT Rosemary B. Mariner, and an alumnus of our own Naples military community and first female to attain the rank of four star admiral, Admiral Michelle Howard. Housewives at Risk According to ANMIL, a workplace-disable group in Italy, housewives have one of the most dangerous jobs in the world. Domestic accidents affect more than 600,000 women in Italy. The kitchen is the most dangerous place with 63 percent of accidents, the bedroom with 10 percent, living room with 9 percent and stairs and bathroom with 9 percent. In Italy there are some seven million housewives who work seven or more hours a day without any salary. Naples Hosts 2019 Summer Universiade Naples and the whole Campania Region will host the Summer Universiade on July 314. The Universiade is a multidisciplinary sporting event addressed to university students from all over the world. For relevance and number of participants, Summer Universiade is just second to the Olympic Games and the only summer multi-sport event in the world that connects students at both academic and athletic levels. The 30th Summer Universiade is expected to draw over 12,000 participants to the Campania region from 170 countries. The local organizing committee announced the Universiade would consist of 18 sports, including archery, artistic gymnastics, basketball, diving, fenc-

ing, judo, rhythmic gymnastics, rugby, shooting, soccer, swimming, table tennis, taekwondo, tennis, track and field, volleyball, and water polo. The Naples police headquarters have created a special plan for the maritime station that will be hosting two cruise ships with a 'floating' athlete’s village and an additional 600 policemen in Naples to support those already there. Hikers Face Footwear Fines Tourists who plan to visit the famous Cinque Terre coastline face heavy fines if they decide to wear flip-flops, pumps or sandals. The decision came after rescue units complained of having to rescue hikers who got caught out with inappropriate footwear on the narrow footpaths. The national park authority is to introduce a public information campaign this year to try to convince tourists to be better prepared. Day-trippers who ignore the advice will face fines of between €50 and €2,500, depending on how much inconvenience and expense they inflict on the authorities. The Cinque Terre, which includes the towns of Riomaggiore, Manarola, Vernazza, Corniglia and Monterosso, is a very popular destination. The region attracts around 2.5 million visitors a year and has an ongoing debate about whether to close off some paths in order to limit the impact on the environment.

Three Things to Know About Navy College Program App Updates From Naval Education and Training Command Public Affairs

The Navy College Program (NCP) mobile application features updated improvements that expand support for Sailors’ educational needs when they are on the go. The NCP app, which was updated February 28, is primarily for active-duty members and is a key tool for educational service officers and career counselors. The app provides access to voluntary education planning tools; the Navy College Virtual Education Center (NCVEC) through phone, live chat, or help ticket; contact information on open overseas Navy College Offices; the MyEducation module; training videos; and additional resources. “The Navy College Office Naples can assist you in getting started and navigating through a program even at the professional level,” Navy College Office Counselor Larry Daley said. “We realize that juggling work, duty, deployments, and family responsibilities can be difficult when you add college work, but it is achievable.” Here are three NCP app updates every Sailor should know about: 1. LOOK AND FEEL – A new and improved design makes it easier to navigate the app, and even after adding new features, the app takes up less space on devices. 2. MyEducation ACCESS – The MyEducation module and required training videos can now be accessed by entering in name, date of birth, and Department of Defense ID number instead of using a Common Access Card (CAC) for those times when Sailors cannot log on to a CAC-enabled computer. 3. 24-HOUR SUPPORT DURING THE WEEK – Combining the NCVEC hours (7 a.m. to 7 p.m. EST) with the hours of 11 overseas Navy College Offices provides Sailors 24-hour support Monday through Friday. The new app feature connects Sailors with contact information for any open Navy College Office. ENERGY CONSERVATION Two Categories of Energy Sources From NSA Naples Energy Management Team

Energy sources are divided into two groups: Renewable (an energy source that can be easily replenished) and nonrenewable (an energy source that cannot be easily recreated). Both renewable and nonrenewable energy sources can be used to produce secondary energy sources like electricity. Renewable energy There are five main renewable energy sources: • Solar energy from the sun, which can be turned into electricity and heat • Wind energy • Geothermal energy from heat inside the earth • Biomass from plants, which includes firewood from trees, ethanol from corn, and biodiesel from vegetable oil • Hydropower from hydroelectric turbines Nonrenewable energy People get most of their energy from nonrenewable energy sources, which include fossil fuels (oil, natural gas and coal). These energy sources are called fossil fuels because they were formed over millions of years by the action of heat from the earth’s core and pressure from rock and soil on the remains (or fossils) of dead plants and creatures like microscopic diatoms. Another nonrenewable energy source is uranium, whose atoms can be split (through a process called nuclear fission) to create heat and eventually electricity. People use renewable and nonrenewable energy sources to generate the electricity needed for homes, businesses, schools, and factories. Electricity powers computers, lights, refrigerators, washing machines, and heating and cooling systems. Most of the gasoline used in cars and motorcycles, and the diesel fuel used in trucks, tractors, and buses are both made from crude oil and other hydrocarbon liquids that are nonrenewable resources. Threats From Space China and Russia recognize that U.S. space capabilities underpin the ability of the United States to project power around the globe. “China and Russia are actively developing a range of counter-space capabilities to deny the United States the advantages of space in a crisis or conflict,” an official said on background. “China and Russia are also rapidly developing space capabilities to enhance the lethality of their own military operations. There is an increased likelihood that the U.S. military will need to defeat the space capabilities of adversary forces in order to prevail in a potential conflict, protect lives and secure U.S. interests.” China has demonstrated anti-satellite capabilities, and a recent report from the Defense Intelligence Agency says Russia is known to be developing them as well, offi-

cials said. China and Russia also are looking at all other aspects — from jamming to hacking to kinetics — to destroy or degrade U.S. space capabilities, they added. Five-Year Plan The Defense Department’s legislative proposal outlines a five-year phased stand-up of the Space Force beginning October 1 — the start of fiscal year 2020 — if Congress passes the legislation. This will allow force leaders to prepare for mission transfer beginning in fiscal year 2021. The plan calls for the Space Force to continue to build out its force structure through fiscal year 2024. Officials estimate that about 15,000 military and civilian personnel could transfer to the Space Force. Initially, most of the personnel in the new service will come from the Air Force, but soldiers, sailors and Marines also will be considered for transfer to the new force. “The secretary of defense, in

consultation with each service secretary and service chief, will determine which existing space forces will transfer into the USSF after its creation,” a Pentagon official said. DOD has established a fulltime planning task force to conduct detailed planning for the new military service. The department’s fiscal year 2020 defense budget request asks for $72.4 million to begin the process of establishing the headquarters of the new service. The headquarters would be in the Pentagon. Additional resources will be dedicated to building out the USSF headquarters and establishing and maintaining new support elements such as education, training, doctrine and personnel management centers, officials said. Once fully established, they added, the additive costs will be about $500 million annually, which they noted is about 0.07 percent of the annual DOD budget.

Ensuring Security in the Atlantic The United States and NATO had to respond to this situation, and at the last NATO summit in Brussels, alliance leaders established the Allied Joint Force Command in Norfolk, Virginia, to help ensure allied security in the Atlantic. This is needed, Foggo said, because Russia is sending more capable submarines back into the North Atlantic, the Mediterranean and the Black Sea. The admiral said six Kilo-class Russian submarines are in the Black Sea and eastern Mediterranean now. These are new craft that are much quieter and more capable than their predecessors, he explained. “The U.S. submarine force is still the quietest, most lethal and most capable, but the Russians see this as an area they can challenge the West, and they are investing in the capability,” he said. The U.S. Navy re-established U.S. 2nd Fleet partly in response to Russian actions. Russia has invested enormous sums in building naval capabilities. Concrete responses include basing P-8 anti-submarine warfare maritime patrol aircraft in Sigonella, Italy. The command also is working with Iceland to upgrade the infrastructure at Naval Air Station Keflavik, where Navy P-8s will operate on a rotational basis. “NATO also launched the ‘Four 30s’ initiative to reinvigorate a culture of readiness and ensure the alliance can employ 30 squadrons, 30 ships and 30 battalions within 30 days or less,” Fogo said. Exercise Trident Juncture In October and November, Foggo commanded NATO’s Exercise Trident Juncture in and around Norway. All NATO nations and Finland and Sweden participated in the exercise. It was the largest NATO exercise since the Cold War, with more than 50,000 troops, 250 aircraft, 70 ships and 10,000 rolling or tracked vehicles. The exercise also included a demonstrating of the Navy’s new dynamic force employment strategy. The USS Harry S. Truman Carrier Strike Group joined Exercise Trident Juncture, and became the first aircraft carrier operating north of the Arctic Circle since 1987. The exercise highlighted the alliance’s

ability to respond to Russian provocations, the admiral said, calling it “deterrence in action.” “A mantra with Trident Juncture is ‘deter, defend and dialogue,’” he said. “The exercise was deterrence on its own. It showed Russia that NATO will act together in an Article 5 operation.” Article 5 of NATO’s founding document states that an attack on one NATO ally is considered an attack on all. One outgrowth of the exercise is that logistics should be considered a domain of warfare as much as land, sea, air, cyber and space, Foggo said. “People have said, ‘That’s not a domain; logistics is just something you do,’ he added. “But ask Alexander the Great about that. He said that ‘if I lose the battle, the first person I will slay will be the logistician.’” Movement of people, equipment, information and capabilities are crucial to the fight, and this needs further study, the admiral said. China’s Actions China is an immediate problem for Foggo’s counterparts in the Indo-Pacific region, but the country is trying to work its influence in Europe as well. The Chinese “One Belt, One Road” strategy forms the basis behind Chinese moves, and it is a longterm strategy that will take generations to employ. “They go places where we go, and where we don’t go, they fill in the seams,” Foggo said. In Africa, China established a base in the strategic nation of Djibouti, very near the American facility at Camp Lemonnier. Chinese leaders and diplomats visit African nations constantly, and they are investing in ports all around the continent. In Djibouti, Chinese personnel were lasing U.S. aircraft as they landed. After vociferous protests, the dangerous provocation stopped. If China wants to be a great power, it needs to behave maturely, Foggo said. “NATO continues to be the most successful alliance in history, and we celebrate our 70th year in April,” the admiral said. “NATO has been and will continue to be the cornerstone of European defense and transatlantic security. We share the common goal of preventing conflict, and preserving peace and freedom for our people.” Formed in 1949 with the signing of the Washington Treaty, NATO is a security alliance of 28 countries from North America and Europe. NATO's fundamental goal is to safeguard the Allies' freedom and security by political and military means. NATO remains the principal security instrument of the transatlantic community and expression of its common democratic values. It is the practical means through which the security of North America and Europe are permanently tied together. NATO enlargement has furthered the U.S. goal of a Europe whole, free, and at peace.

The certification, which was implemented for shore installations in fall of 2015, has three main components: command assessment of readiness and training (CART), regional assessment (RAS) and the final evaluation problem. NSA Naples’ FEP was an intensive three-day assessment that included an admin day, a complex anti-terrorism force protection exercise and an integrated active shooter exercise. During drills, the installation Navy security force responded to various scenarios including gate runners, vehicle-born improvised explosive devices, and high value asset (HVA) defense. The installation’s integrated training team, made up of representatives from multiples departments and tenant commands, also facilitated an active shooter exercise in conjunction with a cascading drill featuring multiple incidents in a row. "Our team has made significant progress over the course of the certification cycle,” said NSA Naples security officer, Lt. Cmdr. Safety Office Reminders Driving Under the Influence (DUI): The base has had two reported DUI’s in the past two weeks. During one incident, which occurred off base, the motor vehicle operator refused to consent to testing. Remember that if you refuse to consent to testing by local police – who DO NOT need probable cause to stop you – can charge you based solely on observation, and they will also confiscate your driver’s license. This will also result in your base driving privileges being suspended. The blood alcohol content (BAC) limit for a DUI is .05%. Building a Butterfly Garden in Your Backyard From National Aeronautics and Space Administration

If there were a beauty contest for insects, butterflies would win by a landslide. Most butterflies live for only a few weeks in their glamorous, winged stage of life. Most of their lifespan is spent in other stages: egg, caterpillar, chrysalis, then adult (with wings). The female lays her eggs on a plant for a good reason. The caterpillar that hatches from the egg uses the plant as food, eating almost enough for a lifetime. During the chrysalis stage, the caterpillar transforms into an adult. This transformation is called metamorphosis. Then, the adult butterfly feeds on fruits or the nectar of flowers. Picky eaters But butterflies and their caterpillars can’t eat just any plant. Many are very picky. They must eat whatever plants have evolved along with them in their own neighborhoods. There are more than 45,000 species of butterflies. Each species evolved eating the flowering plants that grew in their own neighborhoods. Over tens of millions of years, the butterflies and their favorite plants have lived happily together. But then people came along and mixed up the plants. They brought new plants from other parts of the world and planted them as crops or gardens or road landscaping. Some of these plants grew so well that they started to choke out the native plants. Lots of native plants got bulldozed away so people could build houses or shopping malls or ball parks. Even in the city parks and gardens, the green lawns and flow-

ers and trees were not natives. Trees and flowers growing in California may have evolved in Africa or Australia. But, alas, many of the native butterflies couldn’t eat these foreign plants. And the ones they could eat were getting harder to find. So their populations dwindled. Actually, 90 percent of insect species can eat only the plants that are native to their own regions. Feed the hungry butterflies But we can help them. You can plant a butterfly garden. It is just a matter of finding out what plants used to grow in your own back yard before people came. You may be able to find a book or website describing the native plants of your location. Then, find a nursery or website that sells the seeds or the plants. You will need nectar plants for the adult butterflies and host plants for the caterpillars. For example, many species of adult butterflies feed on the nectar of milkweed flowers. But, only monarch caterpillars can eat the milkweed plant itself. Milkweed is common and widespread, so monarch butterflies are widespread as well. Make a garden of your local butterflies’ favorite foods and you will have a beautiful garden of flowers and butterflies. And don’t cut off those flowers when they look dead. Leave them alone so they can turn into seeds or berries to feed the native birds. Your garden will help the butterflies and the plants and the birds to continue to live happily ever after.
