Reduce, Reuse and Recycle is still a valid Pinterest board name, but the Navy’s installation energy program is focused on energy security – making sure that we have the energy we need, when and where we need it – and that means Resiliency, Reliability and Efficiency, the three pillars of the Navy’s Energy Security Framework (ESF). Three installations in the U.S. 6th Fleet area of operations are taking steps in enhancing energy security at their bases with a multi-million dollar Energy Savings Performance Contract (ESPC) project at Naval Support Activity Naples, Naval Air Station Sigonella and Naval Station Rota. Maritime forces from East Africa, West Indian Ocean nations, Europe, North America, and several international organizations began the multinational maritime exercise Cutlass Express 2019.2 (CE 19.2) with an opening ceremony held at the Doraleh Coast Guard Training Centre in Djibouti, Oct. 28, 2019. CE 19.2, sponsored by U.S. Africa Command and led by U.S. Naval Forces Europe-Africa/U.S. 6th Fleet (CNE-CNA/C6F), intends to assess and improve combined maritime law enforcement capacity; promote national and regional security in East Africa; and increase interoperability between the U.S., African nations, and international partners. Vice Adm. Lisa M. Franchetti, commander, U.S. 6th Fleet (C6F), served as reviewing officer at the graduation of the Navy’s newest enlisted Sailors at Recruit Training Command (RTC) in Great Lakes, Oct. 25, 2019. During her visit, Franchetti toured USS Trayer (BST 21), on which RTC’s culminating evaluation, Battle Stations, takes place. She also met with Recruit Division Commanders and senior staff from both RTC and Naval Service Training Command (NSTC). She served as reviewing officer for the graduation of 833 new Sailors and spoke to them about their accomplishments, the value of their service, and the dynamic security environment we are facing as a nation before formally welcoming them into the Navy. The new parking instruction is here! On Nov. 1, NAVSUPPACTNAPLESINST 5560.8A, the new NSA Naples Parking Policy, went into effect. Due to the implementation of this new policy, NSA Naples was able to create an additional 100 parking spaces onboard Capodichino. Additionally, we were able to open up a second bus stop near the main gate entrance to facilitate walking to the airport! We’ve received a lot of questions about the new policy, so my team has put together a list of Frequently Asked Questions (FAQ) to help alleviate any confusion or concerns. I highly recommend that everyone reviews the parking policy, as it is a complete revision. Additionally, I urge you to see our FAQ sheet, which will be updated as needed, because you may have the same questions that some of our community members have already asked. The new policy will be reviewed this January and, if needed, revised. I appreciate your patience as we implement the new policy. In more good news, we have two excellent events coming up for our community: Single Sailor Thanksgiving and the annual Tree Lighting Ceremony. Single Sailor Thanksgiving will be held at the U.S. Naval Hospital galley on Nov. 21 starting at 6 p.m. and ending at 8 p.m. The dinner is hosted by the Liberty team, Command Religious Ministries department, and the USO. All single and unaccompanied E1 to E4 service members and geographical bachelors are invited to attend this free dinner! The NSA Naples Tree Lighting Ceremony will be held on Dec. 6 onboard Support Site. This annual event usually draws quite the crowd and has a full schedule of entertainment to accompany it, brought to you by our outstanding Naples MWR team. I hope to see you all out there. Northern Italy Greenest Place To Live According to an environmental study carried out annually, the city of Trento in northern Italy is the country’s greenest place to live. The survey looks at the quality of air, water, waste and transport services in 104 cities and provincial capitals. Following Trento there are Mantua, Bolzano, Pordenone and Parma, all located in northern Italy. Many of the big cites ranked near the bottom of the list, due to traffic, trash and water woes. Palermo was 100th while Rome and Naples tied for 89th place in the ranking, mainly because of issues with garbage management in all the cities. The worst score went to Catania, in Sicily. Italian Schools Will Be First To Teach Climate Change The Italian education minister Lorenzo Fioramonti announced that Italy is to become the first country in the world in which the study of climate change will be taught in schools. All public schools will dedicate an hour a week to sustainability and climate change issues from grade one to grade 13, ages six through 19. The study will include how to live more sustainably, how to combat the pollution of the oceans and how to address poverty and social injustice. Italian Villages Hope To Revitalize Communities Over the past few years, numerous authentic Italian villages have been fighting against the decline of their community and trying to preserve their traditions
and houses by putting homes on the market for just over a dollar in an effort to revitalize their dwindling communities. Zungoli in the Campania region and Sambuca in Sicily were the most recent Italian destinations to join other villages, when they started offering crumbling homes for just €1. Cammarata in Sicily is the latest destination to lure inhabitants with the promise of complimentary housing after more than 100 buildings in the historic center have been left abandoned. Prospective owners must agree to renovate their new house within three years, and present a full plan on how they’ll refurbish the property. A €5,000 deposit is also required, returnable upon completion of the works. While all potential buyers who meet the criteria will be considered, young couples with children will receive priority -- couples who move there and go on to have a baby even receive a 1,000 euro bonus. New owners can transform the multi-story buildings into a private house, B&B, hotel, shops or even a restaurant. Houses can be viewed on the town website. Venice To Introduce Tourist Tax An entry fee for tourists to visit Venice will be introduced in July. The fee will vary from three to 10 euros depending on the length of stay. The council of Venice also announced that ‘gondoliers’ would be used to remove garbage from the canals. Since February, gondoliers have already collected over 2.5 tons of garbage from canals in five separate operations between February and June, bringing to the surface unwanted belongings, from tires and television sets to vintage radios and telephones.

HISTORY: THE OATH OF ALLEGIANCE From U.S. Citizenship and Immigration
Throughout our nation’s history, foreign-born men and women have come to the United States, taken the Oath of Allegiance to become naturalized citizens, and contributed greatly to their new communities and country. The Oath of Allegiance has led to American citizenship for more than 220 years. Since the first naturalization law in 1790, applicants for naturalization have taken an oath to support the Constitution of the United States. Five years later the Naturalization Act of 1795 required an applicant to declare an intention (commitment) to become a U.S. citizen before filing a Petition for Naturalization. In the declaration of intention the applicant would indicate his understanding that upon naturalization he would take an oath of allegiance to the United States and renounce (give up) any allegiance to a foreign prince, potentate, state, or sovereignty. Applicants born with a hereditary title also had to renounce their title or order of nobility. Prior to 1906, naturalization courts had little or no guidance on how to apply or administer the law. The law did not include an exact text for the oath. It stated only that an applicant: “...shall...declare, on oath...that he will support the Constitution of the United States, and that he absolutely and entirely renounces and abjures all allegiance and fidelity to
every foreign prince, potentate, state, or sovereignty; and, particularly, by name, to the prince, potentate, state, or sovereignty of which he was before a citizen or subject; which proceedings shall be recorded by the clerk of the court.” Before 1906, there were as many as 5,000 courts with naturalization jurisdiction. Each court could develop its own procedures for administering the oath. Some courts simply documented that applicants swore an oath. Other courts chose to write and print their own text for the oath, which the applicant would read at the final hearing. In 1905 a Presidential Commission on Naturalization studied naturalization in the United States. They found that U.S. naturalization courts lacked uniformity. They recommended classifying and summarizing naturalization laws into a code (re-codification), the creation of a federal agency to oversee naturalization procedures, and standard forms for all U.S. naturalizations, including a form for the oath of allegiance. The Basic Naturalization Act of 1906 implemented many of the Commission’s recommendations, but did not mandate a separate form for the oath of allegiance. Instead, the new Declaration of Intention form and Petition for Naturalization form included some of the substance of the oath. At the final hearing the applicant still recited a spoken oath adapted from the law. In

1906 the Basic Naturalization Act also added the section of the oath requiring new citizens to defend the Constitution and laws of the United States of America against all enemies, foreign and domestic; and bear true faith and allegiance to the same. An official standard text for the oath of allegiance did not appear in the regulations until 1929. The regulation said that before a naturalization certificate could be issued, the applicant should take the following oath in court: “I hereby declare, on oath, that I absolutely and entirely renounce and abjure all allegiance and fidelity to any foreign prince, potentate, State, or sovereignty, and particularly to __________ of who (which) I have heretofore been a subject (or citizen); that I will support and defend the Constitution and laws of the United States of America
against all enemies, foreign and domestic; that I will bear true faith and allegiance to the same; and that I take this obligation freely without any mental reservation or purpose of evasion: So help me God. In acknowledgment whereof I have hereunto affixed my signature.” This regulation introduced a signed oath with standardized language. There was still no separate, federal form for the oath. It was most likely printed on the back of the application form. The Immigration Act of September 23, 1950, added text to the oath of allegiance about bearing arms on behalf of the United States when required by the law; and performing noncombatant service in the armed forces of the United States when required by the law. Prior to 1946, the Supreme Court had ruled that the language in the
oath about supporting and defending the Constitution and laws of the United States against all enemies implied a promise to bear arms. This was challenged in the court case of Girouard v. U.S. (328 U.S. 61). The Court ruled that the oath of allegiance did not imply a promise to bear arms. A refusal to bear arms was justified on the basis of religious training and beliefs. Under current law, an applicant opposed to bearing arms or performing noncombatant service because of his or her religious training and beliefs is exempt from taking the full oath of allegiance. The section of the oath of allegiance about performing work of national importance under civilian direction was added by the Immigration and Nationality Act of 1952 and is the last major addition to the oath of allegiance as it appears today.

Through case studies, breakout sessions, and lectures from senior leaders and facilitators, participants were able to learn from each other and discuss solutions toward common goals in maritime security while creating and renewing partnerships. “The maritime environment is dynamic and complex, requiring commanders to understand the strategic value of the full spectrum of military operations,” Commander, U.S. 6th Fleet Vice Adm. Lisa Franchetti said. “This course helps reinforce the importance of transition from tactical level command to operational level leadership. NATO and partner nation participation add experience and context to the course, and help us operate together at every level of command.” Graduates of CFMCC gain the ability to effectively communicate and advance the understanding of maritime security issues between participating nations. Together, students address challenges between allied and partner nations in the framework of regional challenges and discuss solutions to these common concerns. “I went to CFMCC in Hawaii back in 2014,” Franchetti said. “I found it to be a phenomenal course, as well as a great way to build my network.

ENERGY CONSERVATION The birth of the electric vehicle From NSA Naples Energy Management Team
It’s hard to pinpoint the invention of the electric car to one inventor or country. Instead it was a series of breakthroughs -- from the battery to the electric motor -- in the 1800s that led to the first electric vehicle on the road. In the early part of the century, innovators in Hungary, the Netherlands and the United States -- including a blacksmith from Vermont -- began toying with the concept of a batterypowered vehicle and created some of the first small-scale electric cars. And while Robert Anderson, a British inventor, developed the first crude electric carriage around this same time, it wasn’t until the second half of the 19th century that French and English inventors built some of the first practical electric cars. Here in the U.S., the first successful electric car made its debut around 1890 thanks to William Morrison, a chemist who lived in Des Moines, Iowa. His six-passenger vehicle, capable of a top speed of 14 miles per hour, was little more than an electrified wagon, but it helped spark interest in electric vehicles. Over the next few years, electric vehicles from different automakers began popping up across the U.S. New York City even had a fleet of more than 60 electric taxis. By 1900, electric cars were at their heyday, accounting for around a third of all vehicles on the road. During the next 10 years, they continued to show strong sales. Defense Innovation Board Recommends AI Ethical Guidelines BY David Vergun
Within the framework of the National Defense Strategy, which supports the research and use of artificial intelligence as a warfighting tool, the Defense Department’s AI Strategy calls for DOD to take the lead in developing ethical AI guidelines. In July 2018, DOD leadership tasked the Defense Innovation Board to propose a set of ethics principles for consideration. Since then, the DIB has conducted an extensive study that included numerous discussions with experts in industry, academia and the private sector. The board also led multiple public listening sessions, interviewed more than 100 stakeholders and held monthly meetings of an informal DOD working group in which representatives of partner nations also participated. The board also conducted two practical exercises with leaders and subject matter experts from DOD, the intelligence community and academia. Board members met yesterday in a public meeting at Georgetown University in Washington to discuss and vote on their recommended AI
ethics principles. These ethics principles received unanimous approval: 1.Responsible – Human beings should exercise appropriate levels of judgment and remain responsible for the development, deployment, use and outcomes of DOD AI systems. 2.Equitable – DOD should take deliberate steps to avoid unintended bias in the development and deployment of combat or noncombat AI systems that would inadvertently cause harm to persons. 3.Traceable – DOD’s AI engineering discipline should be sufficiently advanced such that technical experts possess an appropriate understanding of the technology, development processes and operational methods of its AI systems, including transparent and auditable methodologies, data sources, and design procedure and documentation. 4.Reliable – DOD AI systems should have an explicit, well-defined domain of use, and the safety, security and robustness of such systems should be tested and assured across their entire life cycle within that do-
main of use. 5.Governable – DOD AI systems should be designed and engineered to fulfill their intended function while possessing the ability to detect and avoid unintended harm or disruption, and for human or automated disengagement or deactivation of deployed systems that demonstrate unintended escalatory or other behavior. Defense Innovation Board members made clear that certain aspects of how DOD might develop and deploy AI already are covered by the department’s ethics frameworks, which are based on the U.S. Constitution, Title 10 of the U.S. Code, the Law of War, existing international treaties and longstanding DOD norms and values. Their proposed principles, the board’s members explained, are meant to address only new ethical AI questions that DOD’s existing ethics framework may not cover. “The valuable insights from the DIB are the product of 15 months of outreach to commercial industry, the government, academia and the American public,” said Air

Unlike traditional projects, which require upfront funding from Congress, ESPC projects are financed by the contractor. Once construction is complete, the Government pays the contractor back over the term of the contract, similar to a home mortgage. “The contractor comes in and tells us what’s a good idea and how to save money or improve our base,” says Brittany Roark, the ESPC Project Manager at Naval Facilities Engineering Command Europe Africa Central (NAVFAC EURAFCENT). “When we agree on what work we will include in the project, the contractor builds it, and once the project is finished, we pay them back from the amount we save on our energy bill.”
This project includes lowflow faucets for sinks and showers. It is estimated to save 740 kilo-gallons of water each year which is more than 24,000 baths a year! The project is also building a co-generation plant supporting the C4I building at Naples, which will save the Navy approximately $500,000 a year. The system has a two-part process with the waste heat water going to heat and cool chillers for the HVAC system on Naples while also producing electricity from natural gas. A companion project will renovate the building’s chillers and HVAC system. The worldled ESPC contract for Naples will save 78,875 million British Thermal Units or nearly $2.2 million per year. Construction is scheduled to complete in 2021. “I’m proud be a part of the
Navy energy security team,” said Roark. “We are supporting our Navy and the mission it has by making the bases more resilient to outside attacks and unexpected events, as well as helping our environment by reducing the Navy’s energy footprint on the world.” NAVFAC EURAFCENT manages facility project planning and design, including all related acquisition, construction, leasing, environmental, maintenance and contingency support required by the Navy and Department of Defense commands where the Navy is designated as the lead agent. NAVFAC EURAFCENT executes more than $121.8 million a year in construction, professional engineering and facility services for the U.S Navy, Department of Defense and NATO commands.

5 Facts to Know About Veterans Day From U.S. Department of Defense
Veterans Day is a well-known American holiday, but there are also a few misconceptions about it – like how it’s spelled or whom exactly it celebrates. To clear some of that up, here are the important facts you should know. 1.Veterans Day does NOT have an apostrophe. A lot of people think it’s “Veteran’s Day” or “Veterans’ Day,” but they’re wrong. The holiday is not a day that “belongs” to one veteran or multiple veterans, which is what an apostrophe implies. It’s a day for honoring all veterans – so no apostrophe needed. 2.Veterans Day is NOT the Same as Memorial Day. Memorial Day is a time to remember those who gave their lives for our country, particularly in battle or from wounds they suffered in battle. Veterans Day honors all of those who have served the country in war or peace – dead or alive – although it’s largely intended to thank living veterans for their sacrifices. 3.It was originally called Armistice Day, commemorating the end of World War I. The Allies and Germany put into effect an armistice on the eleventh hour of the eleventh day of the eleventh month. For that reason, Nov. 11 was dubbed
Armistice Day. But then World War II and the Korean War happened, so on June 1, 1954, Congress amended the commemoration by changing the word “armistice” to “veterans” so the day would honor American veterans of all wars. 4. The Uniform Holiday Bill set Veterans Day commemorations for the fourth Monday of every October. The first Veterans Day under this new bill was held on Oct. 25, 1971. There was a lot of confusion about the change, and many states were unhappy, choosing to continue to recognize the day as they previously had – in November. So on Sept. 20, 1975, President Gerald Ford signed another returning the annual observance to its original date starting in 1978. 5.Other countries celebrate it, too, in their own ways. World War I was a multinational effort, so it makes sense that our allies also wanted to celebrate their veterans on Nov. 11. The name of the day and the types of commemorations differ, however. Canada and Australia both call Nov. 11 “Remembrance Day.” Canada’s observance is pretty similar to our own, but in Australia, the day is more akin to our Memorial Day. Great Britain calls it “Remembrance Day,” too, but observes it on the Sunday closest to Nov. 11.
