Several hundred participants from about 20 different tenant commands onboard Naval Support Activity (NSA) Naples along with various agencies, including U.S. Naval Hospital Naples participated in all day, base-wide emergency preparedness drill November 6. Also participating in the emergency drill was Fleet and Family Support center and the American Red Cross, and many youthful volunteers from the NSA Naples community. The world stage is a very dynamic and challenging one, with many nations maturing their ability to efficiently operate in the maritime environment. The evolution of technology, and our Navy’s growth in this new “great powers” era demands that our Navy apply resources in a far more refined and complex manner. As our Navy’s storied legacy continues, the Navy the Nation Needs will demand more from us. We must become stronger, run faster and effectively build teams to compete and win in highend warfare at sea. Institutional loyalty – “ship, shipmate, self” – as well as organizational transparency and clear messaging will continue to be a priority, as well as dignity and respect between all of our teammates. Understanding the solemn privilege we have as stewards of the public trust will be emphasized. Austerity and humility are necessary attributes to embrace as we carefully manage the resources the American public has entrusted to us. Every Navy leader aspires to leave behind a better and more prepared Navy than the one they found when they arrived, and I am no different. MCPON LETTER

CAPTAIN’S CORNER By Capt. Todd Abrahamson NSA Naples Commanding Officer

he Operational Readiness Assessment (ORA) this week flexed our military community’s ability to prepare for and respond to a natural disaster in the local area. Personnel from multiple departments and commands came together and ensured we were ready to train in a safe, professional manner. I want to thank everyone involved in the drill for working together and treating the scenario with the seriousness it deserved. Emergencies can happen at any time, and while we are all a part of the response, the personnel who serve as first responders and watch standers are the ones who would quite literally take responsibility for our safety and well-being. Thank you for taking the opportunity during this drill to hone your skills and for what you do every day in service to our community. Let’s all give these individuals a hearty Bravo Zulu and remember to always keep emergency preparedness on our minds. As we roll into November, the Thanksgiving holiday is fast approaching. A lot of personnel are probably planning travel and other activities with friends and family, but I also want everyone to know about the great opportunities for celebration right here on base. On November 14, the Hospital galley will be hosting a single sailor turkey dinner with the help of the USO, Chapel, and MWR. The dinner will also feature a live performance by the Naval Forces Europe band. On November 20, USO will host a Thanksgiving luncheon with Vice Admiral Franchetti, commander, U.S. Sixth Fleet, as guest speaker. Finally on November 22, Thanksgiving Day, MWR will be hosting a lunch buffet at O’Rhys Irish Pub on Support Site, with Rear Admiral Williamson, commander, Navy Region Europe, Africa, Southwest Asia, as guest speaker. It will also feature a bowling tournament next door at the bowling alley. Single Sailors eat for free and there’s a nominal fee for other patrons. The reason we hold these events is to give everyone a chance to enjoy the holidays in good company. I truly believe our military community is a family in and of itself, and that’s why I highly encourage everyone to take part in these opportunities for camaraderie and togetherness, especially during the holidays. I’d also like our community to be aware of some projects we have going on around base. Last week I mentioned our plan to modernize and increase the safety of our installation’s crosswalks with automatic LED lighting. That project has now begun and will be ongoing over the next week. The largest impact during this time will be the closure of the bus stop in front of the Navy Lodge. You may also experience some fluctuation in arrival or departure times due to the shuttles being re-routed around the construction. Tomorrow we also begin our annual electrical preventative maintenance and will be running scheduled power outages on Support Site throughout November. Housing has posted flyers in each residential building stating when the outages will occur. For more information, please contact the Housing front desk at 629-4466. Lastly, I’d like to wish everyone a happy Veterans Day weekend. Our nation rightly observes this holiday to honor those who have served in the military and I’d ask that everyone in the community celebrate safely and responsibly. New Excavation Reveals Five Skeletons at Pompeii Five skeletons were found in a house in the ancient city of Pompeii during new excavation. They were two women and three children who likely took refugee in the bedroom during the shower of volcanic rocks that had filled the house. The skeletons were found in a house where a charcoal inscription was recently found backing the theory that the Mount Vesuvius eruption that destroyed the ancient Roman city took place in October of 79 A.D., not August. Andrea Bocelli Becomes First Italian Singer to Hit #1 on U.S., U.K. Charts Famed tenor Andrea Bocelli became the first Italian singer to reach number one in the US and UK Billboard charts with his new album. Bocelli said the album, which had its international debut in 60 countries on October 26, is a pop record and said its songs “embrace the whole world.” It contains 12 songs and is dedicated to love, family, faith and hope. Italian Scratch Gambling Cards to Post Health Warning The Italian scratch gambling cards will carry a health warning saying “this game damages your health.” This is part of an anti-gambling-addiction that rose in Italy. The government will also launch an antislot-machine logo to be put up in public places, according to a decree published in the Official Gazette. Tarsia Launches Campaign to Revive Town by Selling Property for One Euro The mayor of Tarsia, a small town in the Calabria region, has launched a campaing in selling property to young couples for as little as just one euro, in order to bring life back to his town. There are numerous properties that have been left uninhabited by their owners. The mayor is also thinking of launching entrepreneurial start-ups and creating sustainable

tourism by developing the cultural heritage. Tarsia can take inspiration from another Calabrian town which achieved great success with a similar venture some 30 years ago. Badolato earned the nickname “a village for sale” after its mayor bought up abandoned property and sold it on at a highly reduced price. The move brought new life to the village, as many of those houses were acquired and renovated by foreign investors, a handful of whom were involved in the art and entertainment businesses. Neapolitan Francesca Santoro First Italian Woman Selected for MIT’s Under 35 Top Innovators Francesca Santoro is the first Italian woman to be in the list of top innovators aged under 35 that is compiled each year by the MIT Technology Review, the journal of the Massachusetts Institute of Technology. The prestigious university hailed Santoro, who works for the Italian Institute of Technology (IIT) in Naples, among its Innovators under 35 Europe for her “solar plasters,” which could speed up the healing of burned skin. Santoro was thrilled to receive this prize, she said. Eleven Italian Regions Request State of Emergency Following Deadly Storms Eleven Italian regions requested a state of emergency over recent deadly and devastating storms in Italy which killed more than 30 people and destroyed forests and crops. The regions are Veneto, Liguria, Friuli Venezia Giulia, Sicily, Lazio, Sardinia, Calabria, Tuscany, Emilia-Romagna, Lombardy and Trentino Alto Adige. The storms caused over three billion euros’ worth of damage, in particularly Veneto, Liguria and Sicily. The owners of an illegally built Sicilian villa where nine people, including two small children were killed by water and mud from an overflowing rain-swollen river Saturday were found guilty of illegal construction in 2010. The owners got a suspended sentence of three months in jail plus a fine of 23,500 euros, and the sentence also ordered the demolition of the building which never occurred.

HISTORY: BIRTH OF THE MARINE CORPS From U.S. Marine Corps

Leading up to the American Revolution, a committee of the Continental Congress met to draft a resolution calling for two battalions of Marines able to fight for independence at sea and on shore. On November 10, 1775, the Second Continental Congress in Philadelphia passed a resolution stating that “two Battalions of Marines be raised” for service as landing forces with the fleet. This resolution established the Continental Marines and marked the official birth date of the United States Marine Corps. Captain (later Major) Samuel Nicholas became the first commissioned officer in the Continental Marines. He remained the senior Marine officer throughout the American Revolution and is known as the first Marine Commandant. As his first order of business, Nicholas needed to recruit Marines to fill those two battalions. He visited numerous public inns and taverns throughout the city of Philadelphia to begin recruiting. One of his first recruits was a well-known local patriot Robert Mullan, who was owner of Tun Tavern, which became crucial to Nicholas’ recruiting efforts. Eventually Tun Tavern became part of military legend as the birthplace of the Marine Corps.

Serving on land and at sea, these first Marines distinguished themselves in a number of important operations, including their first amphibious raid into the Bahamas in March 1776. The belligerent British were storing large supplies of gunpowder at Fort Nassau in the Bahamas. Nicholas and 234 Marines sailed with the Continental Navy on a mission to capture the fort and its supply of gunpowder and munitions. Within minutes of their arrival on shore, the British troops surrendered to the Marines. Their first challenge and success paved the way for greater operations to come. The Treaty of Paris in April 1783 brought an end to the Revolutionary War and as the last of the Navy's ships were sold, the Continental Navy and Marines went out of existence. Following the Revolutionary War and the formal re-establishment of the Marine Corps on July 11, 1798, Marines saw action in the quasi-war with France, landed in Santo Domingo, and took part in many operations against the Barbary pirates along the “Shores of Tripoli.” For two-and-a-half centuries spanning our nation’s history, U.S. Marines have been the first to enter many conflicts in an attempt to bring peace and stability around the world, while defending our nation’s shores. SPOTLIGHT: MADELAINE SO

Madelaine So is the USO October 2018 Volunteer of the Month. The USO has had the absolute pleasure of working with Madelaine for the past seven months. Her dedication to the USO’s mission is inspiring. She said that what attracted her to volunteer with the USO was giving back to the community that has given her so much. “I was a new military spouse and once I learned about USO’s mission at orientation, I really wanted to be a part of it and contribute to this military community,” So said. She puts her feelings into action. Just in the month of October alone, So has served more than 51 hours at a variety of events and programs to include spouse’s coffee, Taste of Home, Troop Lunches, Teddy Bear Club, Area Orientation Welcome Briefs, Snack Attacks, and our 80’s Dance Party. So said that what keeps her so dedicated to volunteering is the knowledge that she is helping the NSA family. “I’ve really enjoyed seeing the smiles at USO events,” she said. “Fellow volunteers are so much fun, and getting to know the troops who serve our country has been the best.” Please join the USO us in recognizing So for her commitment to our Naples Community. NATO Official Defines Role of Disarmament in Alliance Strategy By Jim Garamone Defense Media Activity

NATO has been a bulwark of defense and deterrence in the world for almost 70 years, and disarmament is part of that equation, the NATO deputy secretary general said today at an alliance conference in Reykjavik, Iceland. Rose Gottemoeller spoke at the 14th Annual NATO Conference on Weapons of Mass Destruction Arms Control, Disarmament and NonProliferation. The Atlantic alliance came into being to prevent wars like the two that killed 90 million people and decimated continents, she said. Part of that effort is supporting pacts that limit or eliminate classes of weapons. Gottemoeller spoke of the success of the chemical weapons pact signed after the experience of World War I. “We should never forget the horror of chemical weapons that scarred a generation, killing 100,000 soldiers and wounding nearly two million more,” she said. “And while we swore this would never happen again, deadly chemical agents have been used in our time – in Syria, in Malaysia, in Tokyo and in Salisbury [England].”

Nonproliferation Treaty Support NATO has supported the Nuclear Non-Proliferation Treaty. “We will continue to do so through to tomorrow,” Gottemoeller said. “NATO allies have stated clearly that they will not support approaches to disarmament that ignore global security conditions or undermine the NPT.” Allied leaders continue to make the point that arms control, disarmament and nonproliferation must continue to make an essential contribution to achieving security objectives, she said. These concepts are part and parcel of the defense and deterrence strategies of the alliance, Gottemoeller added. The deputy secretary general said that the threat from weapons of mass destruction persists. North Korea has developed nuclear weapons and the means to deliver them. Russia used chemical weapons in its attacks in the United Kingdom, she said. Nations and terror groups continue to try to develop these weapons. “On-

going WMD proliferation and the repeated use of chemical weapons by states and nonstate actors erode the norms that we hold dear,” Gottemoeller said. Just recently, the Organization for the Prohibition of Chemical Weapons has been the target of cyberattacks. Hackers are using tools to undermine its efforts to get to the bottom of chemicals weapons use in Syria and in England, she said. Russian Noncompliance Gottemoeller discussed the Intermediate Range Nuclear Forces Treaty. The United States has been raising concerns about Russia’s compliance with this treaty since 2014, she said. “The secretary general and the North Atlantic Council have stood with the United States in support of this treaty from the beginning – and have continued in this vein ever since,” she said. At NATO’s Brussels Summit in July, allied heads of state expressed strong concerns about Russian noncompliance. “All allies agree that

the United States is in full compliance, but the challenge is Russian behavior,” Gottemoeller said. “NATO is in favor of arms control; but to be effective, arms control agreements have to be respected by all parties.” NATO is united on this point, she said. “We support effective arms control agreements and the established international legal framework surrounding them,” Gottemoeller said. “And we support ongoing talks with Russia.” She noted the NATO-Russia Council will meet this week and the INF treaty is one of the discussion areas. “The allies have supported disarmament talks, developing proposals to limit and reduce conventional and nuclear weapons and to prevent the spread of all types of weapons of mass destruction,” she said. Defense Secretary James N. Mattis addressed this over the weekend during a discussion with reporters traveling with him. “We will, I'm sure have some kind of culminating point,” he said. “What it will be is still to be determined. Is it material breach and Russia decided to reverse itself? Have they woken up to the danger they put the treaty in? We will have to see, but we are in consultations with our European

Here in Italy, the Naples American Red Cross devotes part of its resources to helping the military community prepare for, cope with, and respond to the challenges of military service. “Here onboard Naval Support Activity Naples, we get to focus almost exclusively on providing support to service members and their families through numerous quality of life programs,” Naples American Red Cross Regional Program Manager Kenneth Romero, said. “One way we do this is through our Resiliency Programs, Reconnection and Coping with Deployment Workshops.”

While there are many ways to build these capabilities, individuals can be trained in specific resilience skills that help them withstand and recover from significant stress. Resilience skills training can help Sailors and their families to better manage the psychological demands of military life and enhance the readiness of the entire command. An easy step to living a more resilient life is learning how to better handle stress, and unexpected changes in life. Building resilience is an active learning process which is highly dependent upon the individual. According to the American Psychological Association, some strategies include: looking for opportunities for self-discovery; nurturing a positive view of yourself; keeping things in perspective; maintaining a hopeful outlook; and taking care of yourself.

The Red Cross believes that resilient Sailors are better, more effective Sailors. In an effort to assist our community members to develop their resiliency skills, the Red Cross created a Resiliency Room at our Capodichino office to promote self-care and positive change. The space includes a reclining massage chair, essential oil diffuser, Wi-Fi, relaxing music, cell phone charging station and meditation pillows. “The resiliency room at Capo is something really unique,” U.S. Naval Hospital Naples Executive Officer Capt. Doug Stephens said. “I had the opportunity to tour the space and am extremely impressed that our community has access to this holistic resource.” As an independent entity that is organized and exists as a nonprofit, taxexempt, charitable institution pursuant to a charter granted by the United States Congress, the American Red Cross is unlike other congressionally chartered organizations. As such, we do not collect personal information from anyone that uses the Resiliency Room. There are no sign-in sheets, and you do not need an appointment to use the room. Sailors and civilians alike have use the space to recharge during the workday so they can return to work feeling refreshed and recharged. “The Red Cross Resiliency Room is so peaceful and relaxing,” Janet CortezNichols said, “I make sure to spend a few minutes at the Resiliency Room whenever I visit Capodichino.” Taking even just 10 minutes in the day to take a break will aid in building your personal resiliency skills, and enable you to better handle stress. MORE BASE NOTES Nov. 12-24: LED Crosswalk Project on Support Site To improve pedestrian safety on base, Public Works will be installing LED lighted crosswalks at Support Site. The construction project will result in temporary alternate traffic control patterns during the two phases of construction. The crosswalks will be considered construction zones and both pedestrian and vehicular traffic will need to use alternate routes. Phase 1 will close the northern two lanes at the Fire Department crosswalk toward the NEX and the CDC crosswalk toward the Navy Lodge. Phase 2 will close the southern two lanes at the Fire Department crosswalk toward the NEX, and the CDC crosswalk toward the Navy Lodge. Shuttle bus schedules may vary plus or minus 10 minutes due to alternate routes. The Navy Lodge bus stop will be closed and personnel will be redirected to the NEX bus stop.
