The Naples Tiger Sharks Swim Team took third place – out of 18 teams – at the European Forces Swim League (EFSL) Championship, February 25 and 26 at Eindhoven, Netherlands. It all started last August when 75 swimmers, ranging from 7 to 18 years old, began the grueling swim season with two goals in mind; to improve their best swim times and to qualify for Champs in February. The EFSL Championship is the pinnacle meet where the fastest swimmers throughout Europe come together to compete once they have achieved the league standard competitive swim times for their age group during the regular season. The Naples area active duty NavyMarine Corps Relief Society (NMCRS) kicked off its annual fund drive March 2 at the Naval Support Activity (NSA) Naples base auditorium on board Capodichino. Commanding officers and NMCRS activity chairpersons gathered together to discuss the importance of the fund drive and plan future events. “The Navy-Marine Corps. Relief Society’s reach is an important resource to assist Sailors, Marines and their families during times of hardship or emergencies,” Capt. Douglas

W. Carpenter, U.S. Naval Support Activity Naples commanding officer, said. Carpenter is passionate about the NMCRS mission and said that he has personally seen the positive effects it’s had on Sailors over his career. “For example, in 2015 NMCRS helped more than 267 local Sailors who are battling physical, psychological and emotional scars of combat duty,” Carpenter said. “Loans and grants are just a few of their many great products, and I am pleased to support the Navy and Marine Corps Relief Society here in Naples.” The NMCRS is a private, nonprofit, volunteer, service organiza-

tion with a mission to provide financial, educational, and other assistance to members of the Navy and Marine Corps, family members, widows, and survivors, and to manage funds to administer these programs. This fund drive is a crucial annual event to balance the annual expense differences and those associated with the NMCRS can attest to its importance. “This meeting gives our society a chance to reflect on our balance, our programs, and also our regular deficit to plan for our annual fund drive,” NMCRS Naples president Mass Communication Specialist Chief Gary Keen said. He told the crew that if Congress passes his budget, the military “will win again.” “The proud dignity of the ship is a fitting tribute to Gerald Ford – the man and the president,” Trump said. He congratulated the men and women of Newport News Shipbuilding who labored on the aircraft carrier – the first of its class and the first new carrier design since the Nimitz-class began joining the fleet in 1975. The $13 billion carrier will be commissioned later this year.

March is Women’s history month. Women have served with distinction in the Navy dating back to the 1800s, notably during the Civil War when the Sisters of the Holy Cross served aboard USS Red Rover, the Navy’s first hospital ship. With the passage of the Women’s Armed Services Integration Act in 1948, women were finally authorized to serve in roles other than nursing permanently, not just in times of war. Women serve in every rank from seaman to admiral, and hold nearly every job from naval aviator to deep-sea diver. Nineteen percent of the Navy’s enlisted forces are women, including eight percent of all Senior and Master Chiefs. Eighteen percent of the Officer Corps and 11 percent of Admirals are women. This week Napoli took on Real Madrid in the 16th round of the Champions League hoping to make up for their initial 3-1 loss. Unfortunately for the home team, Napoli did not pull out a win and the game ended in disappointing loss. Staying informed of local events and news around Naples and Europe helps make the most of your time stationed overseas and keeps you connected to the vital culture around you. One of the two lanes will be closed starting about 8 a.m. each day, reopening before high traffic hours. Salerno Hosts Chocolate Days March 16-19 The third edition of Chocolate Days in Salerno will take place on the waterfront of the city March 16 to 19, 2017. Stands will stay open until late evening and will host the best chocolatiers from all over Italy with special exhibition of chocolate workshops. Street artists will entertain visitors along the city’s promenade. Picasso Masterpieces on Display at Marte Cultural Center Through June 18 The Marte Cultural Center in Cava de’ Tirreni, just 8 kilometers from Salerno is hosting a Pablo Picasso show featuring 46 original works by Picasso, along with paintings, ceramics and lithographs until June 18, 2017. The title of the exhibition is “natural and spiritual journeys stories” to emphasize the sensorial experiences of Picasso, along with many other artists, who admired the beautiful places of the Amalfi coast. The exhibition includes 40 paintings by artists who contributed to the beauty of the coast or by artists who worked with Picasso, including Robert Capa, Henri Cartier-Bresson, Herbert List and René Burri. First Ever ‘Pick-Your-Own’ Tulip Fields Coming to Italy A colorful tourist attraction is taking place in Cornaredo, just 11 kilometers northwest of Milan between mid-March and mid-April. The city is getting Italy’s very first tulip field where visitors can take flowers home. The enormous field aims to become the “happiest place in Milan,” and it will showcase 250,000

tulips of 183 different varieties. Tulipani Italiani is the first U-pick or ‘pickyour-own’ flower farm in Italy. Visitors will be invited to pick as many flowers as they want from the field. The garden will be open seven days a week from 9 a.m. to 7:30 p.m., and the price of the entry is two tulips of 1.50 euro each, it is free for children under 13-years-old. Tulips can be purchase on the spot from Monday through Friday, but they need to pre-order online on weekends to avoid having the field overcrowded. Vele Housing Project from Film ‘Gomorrah’ Scheduled for Major Overhaul The hit movie Gomorrah, based on Roberto Saviano’s book about the local Neapolitan mafia, was shot in Scampia, a neighborhood in the north of Naples. The Vele (Sails) is a large urban housing project built in 1960s, named for its triangular-shaped buildings, reminiscent of a sail that is wide at the base and narrows as it rise. Naples Mayor Luigi De Magistris said on Monday that the ‘Vele’ tower blocks will be demolished, but only one of the four ‘Vele’ blocks will remain, renovated and turned into the headquarters of the Naples metropolitan authority. The demolition is part of a new government investment plan worth 3.9 billion euros (4.1 billion U.S. dollars) to revamp deprived suburban areas. A first 500-million-euro tranche was made immediately available to 24 local administrations across the country, which presented just as many restoration projects, according to the cabinet. The municipalities involved included Italy’s major cities – Rome, Milan, Turin, Bologna, Florence and Naples – but also medium-sized and small urban centers.

HISTORY: PERRY SIGNS TREATY WITH JAPAN From the U.S. Department of State Historian

On July 8, 1853, Commodore Matthew Perry led his four ships into the harbor at Tokyo Bay, seeking to re-establish for the first time in more than 200 years regular trade and discourse between Japan and the western world. There were several reasons why the United States became interested in revitalizing contact with Japan. First, the combination of the opening of Chinese ports to regular trade and the annexation of California, creating an American port on the Pacific, ensured that there would be a steady stream of maritime traffic between North America and Asia. Then, as American traders in the Pacific replaced sailing ships with steam ships, they needed to secure coaling stations, where they could stop to take on provisions and fuel while making the long trip from the United States to China. Perry’s mission was not the first American overture to the Japanese. In the 1830s, the Far Eastern squadron of the U.S. Navy sent several missions from its regional base in Guangzhou (Canton), China, but in each case, the Japanese did not permit them to land, and they lacked the authority from the U.S. Government to force the issue. Perry arrived in Japanese waters with a small squadron of U.S. Navy ships, because he and others believed the only way to convince the Japanese to accept western trade was to display a willingness to use its advanced firepower. At the same time, Perry brought along a variety of gifts for the Japanese Emperor, including a working model of a steam locomotive, a telescope, a telegraph, and a variety of wines and liquors from the

West, all intended to impress upon the Japanese the superiority of Western culture. His mission was to complete an agreement with the Japanese Government for the protection of shipwrecked or stranded Americans and to open one or more ports for supplies and refueling. Displaying his audacity and readiness to use force, Perry’s approach into the forbidden waters around Tokyo convinced the Japanese authorities to accept the letter. The following spring, on March 8, 1854, Perry returned with an even larger squadron to receive Japan’s answer. The Japanese grudgingly agreed to Perry’s demands, and the two sides signed the Treaty of Kanagawa on March 31, 1854. According to the terms of the treaty, Japan would protect

stranded seamen and open two ports for refueling and provisioning American ships: Shimoda and Hakodate. Japan also gave the United States the right to appoint consuls to live in these port cities, a privilege not previously granted to foreign nations. This treaty was not a commercial treaty, and it did not guarantee the right to trade with Japan. Still, in addition to providing for distressed American ships in Japanese waters, it contained a most-favored-nation clause, so that all future concessions Japan granted to other foreign powers would also be granted to the United States. As a result, Perry’s treaty provided an opening that would allow future American contact and trade with Japan.

SPOTLIGHT: APRIL HOFFORD ORONA When we are all thousands of miles away from home, we search out the familiar to make our time away a little easier. We find comfort in various things like a plate of pulled pork BBQ or a game of flag football. USO events are designed wholly in part to provide something familiar to the service members, spouses, and military children. In fact, many USO programs offered here – and especially those on Support Site – are memorable because of the influence of one remarkable volunteer: April Hofford Orona. Together with USO Naples staff and volunteers, Hofford Orona has transformed events into something magical for the NSA Community. The Snack Attack program which started in August of 2016 has grown from attracting a few dozen military children to an event that hosts on average 160 children a week. Hofford Orona has also contributed significantly to the Teddy Bear Club – a new program designed to help moms and toddlers connect once a month. With her creativity and innovation, characters like The Very Hungry Caterpillar come to life and amaze the children who spend just under two hours with us each month. Hofford Orona has also supported events like Story Time and the impressive Naples Got Talent Show. We are grateful and honored to work with Hofford Orona and, with more than 124 hours donated to the USO since arriving from Rota, Spain, we are pleased to recognize her in the USO Naples Spotlight. Except for those living at the Support Site and Capodichino, bottled water is recommended. Treated water is provided free of charge at a dispenser located outside the Capodichino east parking garage. All economy leases negotiated through the Housing office have a bottle water clause, which requires the landlord to provide bottled water. Work with landlords to have any water holding tanks disinfected twice a year, and ensure your tap water is disconnected from non-permitted wells and connected only to the city water system.

Sojourner’s Permit: How to Become and Remain Legal in Italy By Tiziana Petrarca U.S. Region Legal Service Office Europe, Africa, Southwest Asia

Have you and/or your family received PCS orders to Italy? Then, in order to legally stay in the country, you will need to comply with the Italian Immigration Law and obtain a visa first (which you typically get before leaving your last duty station), and then a sojourner’s permit (which is typically taken care of during area orientation). What is a sojourner’s permit and how does it work? In order to enter Italy and stay longer than 90 days, all members of the civilian component and all dependents of both the civilian component and the military must obtain a mission visa before entering the country. Then, within eight days of entering Italy, the individual must apply for a Sojourner’s Permit, or Permesso di Soggiorno. The Sojourner’s Permit is an Italian government document that certifies that a person is a temporary legal resident of Italy and is required as a re-entry permit when

traveling outside of Italy. The Italian Ministry of Foreign Affairs (MFA), which controls the sojourner’s process, has granted an exception to the U.S. Region Legal Service Office, Europe, Africa, Southwest Asia (RLSO EURAFSWA) to act on behalf of the Immigration office as a service to NSA Naples. Italian Immigration Law requires fingerprints to be taken by the Italian police upon applying for a permit. The Questura is the forensic division of the Italian Polizia authorized to take fingerprints and has agreed to provide fingerprinting services on Capodichino, during Area Orientation. This is a service they provide to the installation as a courtesy; without this exception and without the Italian personnel coming to Capo, all so-

journer applicants would need to apply at the Italian Immigration offices in downtown Naples and Caserta. Can I get a receipt? It generally takes about six or seven weeks for the permit to be ready. So what happens if you have travel plans, but your visa or current Sojourner’s Permit is expired or will expire soon? Don’t panic. RLSO EURAFSWA can request a traveling receipt but only with a minimum of 15 day notice. Because of the high volume of Permits processed at the two immigration offices of Napoli and Caserta, this office needs at least 15 days prior to your date of travel to submit the request. Of course, the sooner you request it, the better. You certainly do not want to risk being denied re-entry back into Italy

because you do not have the proper documentation. What happens if I fail to renew the permit? Anyone who will remain in Italy beyond the expiration date of the Sojourner’s Permit, usually due to a tour extension or back-to-back tours, must apply to renew the permit within 60 days of its expiration. Those failing to apply for a renewal of the Sojourner’s Permit within the 60-day grace period may be paying out of pocket to fly back to the United States to apply for a new visa. After applying, it could take weeks for the visa to be granted. This requirement may impose significant stress and financial hardship upon families who are required to fly back to the United States and find lodging while awaiting new visas. People can avoid this expensive trip by applying for a Sojourner’s Permit or renewal of an expired permit in a timely manner. Don’t put yourself and your family in this situation. Beginning Veteran’s Day, November 11, 2017, military exchange online shopping privileges will be extended to all honorably discharged veterans of the U.S. military. The Department of Defense announced this policy change as a way to recognize the contributions of service members who served in the military and to thank them for that service. “We are proud to support this policy and extend the online shopping benefit to the nearly 15 million honorably discharged U.S. veterans,” retired Rear Adm. Robert

“This is a huge accomplishment for our swimmers, we coaches and parents are extremely proud of the fast swimming by our Naples Tiger Sharks (NTS) in Eindhoven,” Tiger Sharks Head Coach Jane Higgins said. “Congratulations NTS for working together to take third place out of the 18 teams that competed.” Forty-five swimmers represented the Tiger Sharks at Champs and their fast swimming earned them 15 individual medals, four Relay Team medals and five swimmers broke 10 team records and one EFSL record. The stands were filled with NTS parents and family members who were there to cheer on every swimmer from Naples, and they had a lot to celebrate. Gold Medal Swimmers: Kaden Carpenter, Brooke Ralston and Maggie Menoni Silver Medal Swimmers: Siena Ancona, Annie de Castro, Annabella Marthaler, Brooke Ralston and Gabriel Rayos. In his third and final season with the team, Kaden Carpenter, who was the 11 year-old Gold medal winner in the 50m Breaststroke, said he really enjoyed being a Tiger Shark. “I love this team,” he said. “It was a lot of fun.” Carpenter’s mother, Jennifer Carpenter, echoed his comments, saying, “With this being our last season with the Naples Tiger Sharks, I just wanted to say that becoming a part of this team is one of the best things that happened to us while stationed here in Naples because they became our extended family.” Swimmer Brooke Ralston was feeling very proud when she spoke about the Championship Swim Meet. “It has been a great season. NTS got third place and I’m glad I was able to contribute to our success by winning three gold, three silver and two bronze medals,” Ralston said. “I also broke the NTS Team record for the 50m Freestyle.” Ralston was not the only swimmer who achieved record times and came home weighted down with medals and ribbons. “More importantly, all 45 of our swimmers came home proud of their accomplishments, knowing they put forth their best effort,” Higgins said. “I am so proud of all of our swimmers. You never cease to amaze me.” This exciting championship meet wraps up the 2016/2017 season for the NTS swimmers and many are already prepping for the next one to begin in August. Building a Butterfly Garden in Your Backyard From National Aeronautics and Space Administration

If there were a beauty contest for insects, butterflies would win by a landslide. Most butterflies live for only a few weeks in their glamorous, winged stage of life. Most of their lifespan is spent in other stages: egg, caterpillar, chrysalis, then adult (with wings). The female lays her eggs on a plant for a good reason. The caterpillar that hatches from the egg uses the plant as food, eating almost enough for a lifetime. During the chrysalis stage, the caterpillar transforms into an adult. This transformation is called metamorphosis. Then, the adult butterfly feeds on fruits or the nectar of flowers. Picky eaters But butterflies and their caterpillars can’t eat just any plant. Many are very picky. They must eat whatever plants have evolved along with them in their own neighborhoods. There are more than 45,000 species of butterflies. Each species evolved eating the flowering plants that grew in their own neighborhoods. Over tens of millions of years, the butterflies and their favorite plants have lived happily together. But then people came along and mixed up the plants. They brought new plants from other parts of the world and planted them as crops or gardens or road landscaping. Some of these plants grew so well that they started to choke out the native plants. Lots of native plants got bulldozed away so

people could build houses or shopping malls or ball parks. Even in the city parks and gardens, the green lawns and flowers and trees were not natives. Trees and flowers growing in California may have evolved in Africa or Australia. But, alas, many of the native butterflies couldn’t eat these foreign plants. And the ones they could eat were getting harder to find. So their populations dwindled. Actually, 90 percent of insect species can eat only the plants that are native to their own regions. Feed the hungry butterflies But we can help them. You can plant a butterfly garden. It is just a matter of finding out what plants used to grow in your own back yard before people came. You may be able to find a book or website describing the native plants of your location. Then, find a nursery or website that sells the seeds or the plants. You will need nectar plants for the adult butterflies and host plants for the caterpillars. For example, many species of adult butterflies feed on the nectar of milkweed flowers. But, only monarch caterpillars can eat the milkweed plant itself. Milkweed is common and widespread, so monarch butterflies are widespread as well. Make a garden of your local butterflies’ favorite foods and you will have a beautiful garden of flowers and butterflies. And don’t cut off those flowers when they look dead. Leave them alone so they can turn into seeds or berries to feed the native birds. Your garden will help the butterflies and the plants and the birds to continue to live happily ever after.
