U.S. and Italian service members participated in the 25th annual Naples Armed Forces Olympics at Carney Park on May 3, 2019. The event, sponsored by Morale, Welfare and Recreation (MWR), gave athletes from both Italian and U.S. military commands the chance to work together and compete in several teambuilding activities including: bubble
soccer, a 5K relay, obstacle courses, archery, a truck pull, and more. “This year has been an especially busy year for us,” Adm. James G. About half of all Navy household goods (HHG) moves occur between May 15 and August 15, with late June/early July being the busiest. To make this year’s moving season easier, the Navy is offering 10 tips members can use to ensure a smooth move. “Anyone in the Navy planning a move this summer can greatly reduce the chances for encountering frustration before or during an upcoming move by planning ahead.” Naval Supply Systems Command Navy HHG Manager John Hilaman said. “Sailors and their families can use these 10 tips as a simple checklist to making sure all goes well.” 1. ur Military Spouses deserve our thanks every day, but today in particular we celebrate their contributions and sacrifices. The Friday before Mother’s Day is annually observed as Military Spouse Appreciation Day, part of the overall National Military Appreciation Month in May. The month-long observance was designated by Congress in 1999 to honor current and former members of the U.S. Military, and concludes on Memorial Day. It’s only right to also celebrate those who support us this month, especially our families. The commitment and support of our spouses directly contributes to our readiness and subsequently our ability to take on the mission at hand. As part of his proclamation establishing this annual observance in 1984, President Ronald Reagan said of military spouses, “Responding to the call of duty, they frequently endured long periods of separation or left familiar surroundings and friends to reestablish their homes in distant places. And there they became American ambassadors abroad.” I think that is especially true for our spouses here, stationed abroad with us in Naples. Please join me today in thanking them for their support to us all and their service to our nation. May is also Mental Health Awareness Month, a topic which is equally important to our readiness. Since 1949, the United States has observed this month in an effort to raise mental health awareness and encourage those with questions to contact their healthcare providers. Just like our bodies, we need to keep our minds fit in order to do our jobs and take care of ourselves and our families. Fortunately the Navy has a number of resources available to assist those that are experiencing a mental health issue or just need a simple check-up. If you feel you need some help or simply want more information, please reach out to your primary care provider or one of our Naples area chaplains to get started in the right direction. Seeking help does not reflect adversely on an individual’s judgement. Instead, it should be viewed as a positive sign that, like with a physical injury, an individual recognizes the problem and is willing to take the right steps toward treatment and recovery. Speaking of constructively dealing with stress, Naval Supply Systems Command (NAVSUP) has put out some important reminders about rules governing household goods shipments. Moving can be a stressful enough process, especially now as peak PCS season begins. It’s important therefore to understand the proper procedures to follow, whether you’re moving or you’re sponsoring someone who is. Did you know for example that sending part of a household goods shipment prior to entitlements and funding being granted could leave you liable for the full cost of the move? Service members require PCS orders in hand prior to scheduling their shipments. As soon as personnel receive orders, they should immediately begin the move process by registering on www.move.mil. NAVSUP has also set up the Navy’s Household Goods Facebook page at http://www.facebook.com/navyhhg, where you can send in any questions you may have. Prestigious Blue Flag Certificate Awarded to 369 Italian Beaches The prestigious Blue Flag certificate of cleanliness and safety was awarded this year to 369 Italian beaches in 175 different municipalities. The international Foundation for Environmental Education (FEE) awards the marker based on 32 different criteria, including water quality, environmental impact, access, services and “livability” at the height of the summer season, which sees thousands of visitors flock to Italy’s coastline and lakes. This year there are 26 new entries in Italy including three in Campania Region. Campania now has 18 Blue Flag beaches, the third highest of any Italian region. Second place goes to Tuscany with 19 Blue Flags, while Liguria – home to the Italian Riviera and its famed Cinque Terre – is way out in front with 27. The new entry is Puglia region with three new sites and Sardinia. Four beaches lost their Blue Flags: Anzio in Lazio (south of Rome), Gabicce Mare in Le Marche and Termoli in Molise (both on the eastern coast), and Pozzallo (in Sicily). United Airlines Beginning Non-Stop Flights From U.S. to Naples United Airlines has announced that one of the top Italian destinations for summer services will be Naples, starting on May 22. The daily non-stop flights from Newark International Airport in New Jersey to Naples and will run through October 26. United will be the only airline to offer non-stop flights between the United States and Naples. United also has flights from the U.S. to Milan, Rome and Venice.
Capri Bans all Non-Biodegradable Single-Use Plastics Gianni De Martino, mayor of Capri, approved an order banning from the municipality all single-use plastics that are not biodegradable. The rules went into force on May 1. The ban includes plastic bags, cups, utensils, straw and even coffee stirrers. Mineral water sold in small plastic bottles will still be allowed but are also expected to be phased out. To allow the exhaustion of stocks and warehouse deposits, the sale and use of the products covered by the order is permitted for 90 days.The aim of this new regulation is “to reduce the problem of pollution, improve the selective collection of waste and, obviously, contribute to the care of the environment,” Martino said. Tourists visiting Capri will face fines from 25 to 500 euro if they are caught using plastic bags or plates. The island’s prohibition comes after the European Parliament marked 2021 as the expiration date of single-use plastics. Last month, the council of ministers of Italy approved a bill that will allow fishermen to collect the plastic left in their nets. They previously had to throw it back into the sea to avoid facing a crime of illegal transport of waste, as well as having to pay for its elimination. Meanwhile, the mayor of Naples, Luigi de Magistris, signed an order to make the entire stretch of the city coast along the waterfront plastic free. This order will last through the end of September. All citizens are invited to renounce the use of plastic and urged to not abandon plastic on the beaches. Offenders will be fined with an administrative sanction from 25 to 500 euro. The prohibition includes not only all the establishments along the coast, but also extends to street vendors, beaches and bathing establishments.

Energy Efficiency Program is Impacting the Future of NSA Naples

A slight chill in the air on Saturday did not stop over 175 Naples community kids and their parents from coming out to Carney Park to participate in the third annual Teddy Bear Health Clinic on April 27. “After just two hours we had already gone through six boxes of teddy bears,” U.S. Naval Hospital (USNH) Naples Health Promotion and Wellness Manager Monica Schutt said. “It’s so fun to walk through the clinic and watch our Corpsmen teach the kids what they do at the hospital.” The concept of the clinic is simple, yet impactful; children receive a plush teddy bear, give the bear a name, and then have their new friend checked into the healthcare clinic. From there, the child and teddy bear move throughout different stations which mimic care typically received at the hospital: having vitals taken, filling prescriptions, getting an X-ray, and even visiting the orthopedic team to repair a broken arm. The goal is to introduce children to different departments and help alleviate any anxiety during future appointments or potential hospital stays. While each station presents medical information in an entertaining and interactive way, the mimicked care for the bears translates to real care that many children experience. “We see pediatric patients in the main operating room and I think this event really does help if they ever do need surgery,” Hospitalman Antonio Perez said. “I tell them that their bear is going to take a super relaxing nap and when he wakes up, he will feel so much better. Surgery can be scary for anybody, especially kids.”
Anxiety or stress before a visit to the doctor’s office is not uncommon, even in adults. A recent study posted to the journal Hypertension found that 15 to 30 percent of people with elevated blood pressure could have been affected by white coat hypertension, commonly known as white coat syndrome. For some, elevated blood pressure develops when around doctors or in medical settings. The Teddy Bear Health Clinic aims to mitigate any anxiety that could be associated with visiting the doctor, enhance prevention knowledge, and promote health and wellness. The Teddy Bear Health Clinic has become a notable event for the hospital since it first began in 2017. In fact, the first iteration of the event was so popular it won USNH Naples the Naval Education and Training Command’s (NETC) 2017 Community Service Health, Safety, and Fitness Flagship Award for a large overseas command. “The transient nature of the military community actually really helps make this a success,” Schutt said. “There are always going to be new kids and parents arriving to Naples so if we can introduce them to the hospital each year in an enjoyable way, that’s going to help down the road.” The Teddy Bear Health Clinic is made possible by strong community partnerships with Naples Child and Youth Programs (CYP), Fleet and Family Support Center, and the American Red Cross. Naples CYP generously provides the hundreds of teddy bears that help facilitate this interactive educational event. Starting at the end of May, NSA Naples will undergo a large-scale construction project designed to increase our energy efficiency. The project, which is scheduled to take two years to complete, is estimated to save the base more than $40 million in utility costs over the course of its lifetime. Known as the Energy Savings Performance Contract or ESPC, the project has five main components: 1-Upgrade/Replace the existing Energy Management Control System that regulates temperatures in affected buildings. 2-Replace all interior lighting to LED fixtures, including occupancy and dimming sensors. 3-Install a new Tri-Generation plant which will produce electricity for Capodichino as well as hot and cold water for the Admin complex and C4I. 4-Replace all faucets with new automatic low-flow water fixtures. 5-Improve the data center cooling system in C4I. This construction contract has been awarded in a unique way – the contracting firm is responsible for all upfront construction costs. Then, on an annual basis over 20 years, the U.S. Navy will reimburse the contractor if, and only if, the expected utility savings are greater than the scheduled payment. Public Works Department (PWD) Naples is administering the construction project. But please be aware that a project of this magnitude will come with some temporary inconveniences to base personnel. The grass space closest to the East Parking Garage will be a storage area and main work area for the project, and you will observe greater than usual truck traffic on base. While the process of upgrading light fixtures and water fixtures is underway, building tenants will be notified prior to the SIEMENS contractor staff arriving to perform the installation. The inconvenience for this evolution should be fairly minimal, but we ask for your flexibility in making this happen. Once the construction of the Tri-Gen Plant is completed, the East Parking Garage area will look much different than today, as the plant will be constructed in the grassy area adjacent to the fuel pumps and water treatment plant. As always, the patience and understanding of Capodichino tenants is greatly appreciated. There have been many construction projects on our base in the past to upgrade our facilities and infrastructure and your cooperation with this one will go a long way toward making NSA Naples even more energy resilient and efficient than it already is. JFC Naples Hosts International Children’s Festival By JFC Naples Public Affairs
The Turkish community at Allied Joint Force Command Naples organized and hosted its annual event to celebrate the International Children’s Festival on May 3, 2019. The founder of the Turkish Republic Mustafa Kemal Ataturk declared that the date of the inauguration of the first Turkish Grand National Assembly, April 23, 1920, would be known as “National Children Day.” UNESCO proclaimed 1979 as the “International Year of Child” and since then Turkey has been celebrating “International Children’s Day” with the participation of the children from different nations all around the world by aiming at theme of peace and friendship. “In 1920 President Atatürk dedicated the 23rd of April to all children of the world, saying “Children are a new beginning of tomorrow,” Adm, James Foggo, JFC Naples Commander, said. “He truly pioneered the modern celebration of children – of all children.

it’s a special festival that reflects the good will and livelihood of children, evoking the feelings of friendship and unity. Elementary Schools of the NATO nations and local Italian schools took part. The students performed dancing and singing acts. Additionally, there was an exhibition of paintings done by children who participated in a
drawing contest for the festival. The mission of Allied Joint Force Command Naples is to prepare for, plan and conduct military operations in order to preserve the peace, security and territorial integrity of Alliance member states throughout Supreme Allied Commander Europe (SACEUR) Area of Responsibility (AOR) and beyond.

Active duty members are limited to 2,000 pounds and spouses have a 500-pound limit. Key points: MUST separate pro gear from other household items; MUST identify on inventory sheet by M-PRO for military member and S-PRO for spouse; spouse pro gear MUST be preapproved PRIOR to pack-out date and pro gear is weighed separately. The weight of pro gear does not count against overall weight shipped. If pro gear is not claimed during counseling, it cannot be claimed after the fact to reduce the weight of the shipment when a Sailor exceeds his or her maximum entitlement. Ensure maximum reimbursement for your Personally Procured Move (PPM) To ensure maximum reimbursement for your PPM, you should create an application in DPS and receive signed documentation (DD 2278) from your local Personal Property Office. Without the DD-2278, your reimbursement could be limited. 7. Know about pick-up and delivery After an application has been awarded, you will receive an email with the name and contact information for the Transportation Service Provider (TSP). The TSP will conduct a pre-move survey no later than three business days before your requested move date. The survey allows the TSP to establish a more realistic weight estimate, determine crew size needed for the job, plan on materials needed for packing, and plan on special equipment, if needed. While on site for packing, the TSP may re-pack items packed in a plastic tote or original boxes. This is to allow the TSP to properly inventory items and ensure they are not damaged. Delivery is arranged between the member and/or member agent and the assigned TSP. Understand that a service

Submitting a claim is a two-part process, which includes (1) notification of loss/damage report; and (2) the claim itself. The claim is settled directly with the assigned TSP. If the member is unable to settle with the TSP, the member can transfer all or part of the claim to the Military Claims Office. 10. Teams from 13 different commands participated in the event. “It’s an honor for me to coordinate this event,” Laura Dimarzo, MWR Sports Specialist and Event Coordinator, said. “It’s all about the camaraderie and the fellowship – these two things are my priority in all the events that I help coordinate. It’s about making friendly relationships between the U.S. and their Italian hosts. This gives them the opportunity to have the day off, have some fun, and compete in a friendly environment.” At the end of a day packed full of activities, the Italian’s Le Unità Operative di Primo Intervento and the U.S.’s Public Works Department were crowned the first place teams. Events like the Armed Forces Olympics help to promote interoperability between U.S. Sailors and their Italian counterparts while encouraging Sailors to get outside and exercise. “This evening we have the distinct pleasure of hearing a medley of medleys, a true diverse mix of music spanning centuries and an ocean” Foggo said. “Much like the 29 Nations that form our Transatlantic Alliance that celebrates 70 years anniversary this year, diverse voices and distinct instruments in harmony, in concert are stronger, together.” Foggo talked briefly about Naples historical role in the development of music and musical performance calling the city a “conservatory of Europe.” The band performed a variety of instrumental and vocal compositions, including “Schindler’s List” by John Williams, “Perfect” by Ed Sheeran, “September” by Earth Wind and Fire, and an original composition by Musician 1st Class Brian Sadler called “Forged by the Sea.” “It was such an adrenalin rush,” Musician Seaman Marcelo Carrion who delighted the audience with an inspirational electric guitar solo while performing a Louis
Prima and Brian Setzer medley, said. “To take center stage and perform in front of a four-star admiral and a Fleet Master Chief in a large venue that seats 900, is an amazing experience and the highlight of my music career.” The U.S. Naval Forces Europe Band is comprised of 50 accomplished professional military musicians from the United States as well as six partner military musicians from Italy. The band supports official military ceremonies and events throughout Europe, Africa and Western Asia. Their many public concerts in support of increasing public awareness and cooperation through music include performances by the wind ensemble, ceremonial band, marching band, pop/rock band, brass band, brass quintet, woodwind quintet, and jazz combo. “The Navy Band performs an important function,” Musician 3rd Class Joel Wezska, who performed a clarinet solo during the rendition of John Williams’ classic piece, “Schindler’s List,” said. “We provide an important posi-
tive image of the United States and the Navy to many people who might be seeing Americans and Sailors for the first time. We forge relationships through the music experience proving that diplomacy and partnerships can be strengthened in a variety of different ways.” The highlight of the evening were duets performed by members of the Neapolitan Choir ‘That’s Napoli Live Show’ and the U.S. Naval Forces Europe Band. This collaboration featured Musician 3rd Class Patrick Melton singing in Italian while Neapolitan, Salvo Mussa sang in English, offering a true testament of cooperation between the two countrymen. “We didn’t know these American songs,” Emilio Carrino, solo singer in the Neapolitan Choir, said. “We prepared for one month and only had one rehearsal, so we were very anxious for this moment to perform with the U.S. Band and I am happy because I think we did a good job.” The Neapolitan Choir ‘That’s Napoli Live Show,’ features 22 vocalists, a band and conducted by Maestro Carlo Morelli. They offer an original reading of live music that brings together the heritage of contemporary and old Neapolitan songs and the greatest hits of international pop dance. “The concert was absolutely fantastic,” Dean Connolly, an audience member, said. “It was amazing to see how well these bands worked together and my favorite moment was the bit where the singers performed in different languages.” Naval Forces Europe and Africa Allied Band supports Commander Naval Forces Europe and Africa with internal support and community relationship projects throughout the 6th Fleet’s Area of Responsibility.
