Italy Hands Off Lead for NATO High Readiness Force to Germany From NATO Public Affairs

The VJTF in 2019 is based on a German brigade, the 9th Panzerlehrbrigade. The Netherlands and Norway support the German contingent adding capabilities such as aviation and mechanized infantry. France, Belgium, Luxembourg, the Czech Republic, Latvia and Lithuania also provide forces. Together, they represent a multinational brigade of around 8,000 troops. Photo courtesy of NATO

The New Year brought in not only celebrations, but Italy handing off to Germany the lead for NATO’s Very High Readiness Joint Task Force (VJTF), providing thousands of soldiers to be on standby and ready to deploy within days. Italy had provided the VJTF lead brigade in 2018. “The VJTF is a substantial contribution to our collective defence,” NATO Spokesperson Oana Lungescu said. “In 2019, nine Allies will contribute to the VJTF. This is a strong display of our capabilities and our resolve to work together. Once activated, the VJTF, our Spearhead Force, is available to move immediately to defend any Ally against any threat.” ITALY HANDS OFF TO GERMANY Page 13 CAPTAIN’S CORNER. . . . . . . . . 2

CAC-less: The Future of Navy Mobile Applications By Cmdr. Erik Wells Sea Warrior Program (PMW 240) Public Affairs

The Navy released a new mobile application that allows Sailors to access a portion of their Electronic Training Jacket (ETJ) without using a Common Access Card (CAC). NAVADMIN 008/19 announced the launch of MyNavy Portal MyRecord Mobile (Beta) App on Jan. 8, marking a new era for both the Navy and Sailors. “The Navy is committed to transforming how it delivers human resources services – personnel, pay and training – services to our Sailors,” Vice Adm. Robert Burke, chief of naval personnel, said. “The launch of the MyNavy Portal MyRecord Mobile (Beta) App is our first step to providing these services without using a Common Access Card. We are committed to expanding CAC-less services with the same level of security and convenience Sailors expect from their personal banking services. In time, Sailors will be able to conduct all personnel transactions using their mobile device.” The initial release has limited functionality by design and will display only a portion of a Sailor’s ETJ in a read-only mode. This initial release has limited functionality specifically linked to a portion of personnel and training information from the ETJ of the Sailor, in a read-only mode, as the primary function of the release is to evaluate the CAC-less access. By rolling out the MyRecord App in a Beta format, Sailors will be able to provide feedback for the Navy to improve the application and overall Sailor experience. Reviewing a record on the MyRecord Mobile (Beta) App does not replace a Sailor’s responsibility to conduct a full record review for boards. Sailors should still conduct a full record review as they do today to ensure accuracy of their entire record. Sailors should also keep in mind that as a Beta release, early testing indicated an occasional error resulting in the misalignment of data fields. Before submitting records for correction, first verify their status on the MyNavy Portal (MNP) desktop version of MyRecord. Going CAC-less is a multi-step process and requires Sailors to enable CAC-free setup in MNP. They must also download the MyRecord App and a Navy-approved third-party application, Okta Verify. Okta Verify allows Sailors to create a secure Multi-Factor Authentication account to log-into the MyRecord (Beta) App. Sailors may receive an email regarding the activation of their account, however no action is required. The entire process should take less than five minutes and can be used on mobile devices with iOS version 10, 11, and 12 or Android version 6, 7, 8 and 9. Step-by-step instructions to go CAC-less are available in NAVADMIN 008/19. Both mobile apps are available for free in the Apple App Store, Google Play Store and the Navy App Locker. “Starting with the MyRecord Mobile (Beta) App launch in January, new capabilities and functionality will be released over time,” Burke added. “Sailors can expect continuous updates to the app that will offer more tools right at their fingertips and allow them and their spouse to accomplish things that used to require a trip to a Personnel Support Detachment. Coupled with the Customer Service and responsiveness of MNCC, you can expect continuous improvement in how personnel service are delivered in the coming months.” Sailors can send their comments to the MyNavy Career Center (MNCC) Contact Center either by selecting the email link on the Beta release in the MyRecord App (askmncc@navy.mil) or by calling 1-833-330-MNCC (6622). Sailors should also contact MNCC if they are experiencing any difficulty with the app. For more information about MyNavy Portal MTP&E’s Transformation and Sailor 2025 initiatives, visit the CNP website at https://www.navy.mil/cnp/index.asp, or follow us on Facebook at https://www.facebook.com/usnpeople/ or Twitter at https://twitter.com/usnpeople. HISTORY: BIRTH OF NAVY SEALS From Navy History and Heritage Command

On January 1, 1962, the U.S. Navy SEALs were officially established by President John F. Kennedy as a small, elite maritime military force to conduct Unconventional Warfare. Kennedy, aware of the situation in Southeast Asia, recognized the need for unconventional warfare and special operations as a measure against guerrilla warfare. In a speech, to Congress, on May 25, 1961, Kennedy spoke of his deep respect for the United States Army Special Forces. While his announcement of the government’s plan to put a man on the moon drew most of the attention, in the same speech he announced his intention to spend more than $100 million to strengthen U.S. special operations forces and expand American capabilities in unconventional warfare. The Navy needed to determine its role within the special operations arena. In March 1961, Chief of Naval Operations (CNO) Adm. Arleigh Burke

recommended the establishment of guerrilla and counter-guerrilla units. These units would be able to operate from sea, air or land. The first two teams were formed in January 1962: SEAL Team One at Naval Amphibious Base (NAB) Coronado, in San Diego, California, and SEAL Team Two at Naval Amphibious Base Little Creek, in Virginia Beach, Virginia. Formed entirely with personnel from Underwater Demolition Teams (UDT), the SEALs mission was to conduct counter guerilla warfare and clandestine operations in maritime and riverine environments. Men of the newly formed SEAL Teams were trained in such unconventional areas as hand-to-hand combat, high-altitude parachuting, demolitions, and foreign languages. Among the varied tools and weapons required by the Teams was the AR-15 assault rifle, a new design that evolved into today’s M-16. The SEAL’s attended UDT Replacement training and they

U.S. Navy SEALs are trained to operate in all the environments (sea, air and land) for which they are named. U.S. Navy photo

spent some time cutting their teeth at a UDT Team. Upon making it to a SEAL Team, they underwent a three-month SEAL Basic Indoctrination (SBI) training class at Camp Kerry in the Cuyamaca Mountains near San Diego. After SBI training class, they would enter a platoon and train in platoon tactics (especially for the conflict in Vietnam). With their varied skills and intense training, SEALs have become expert at conducting clandestine missions behind enemy lines, and have become the U.S. Special Operations Command’s force-of-choice among Navy, Army and Air Force Special Operations Forces (SOF) to conduct small-unit maritime military operations which originate from, and return to a river, ocean, swamp, delta or coastline. This littoral capability is more important now than ever in our history, as half the world’s infrastructure and population is located within one mile of an ocean or river. Of crucial importance, SEALs can negotiate shallow water areas such as the Persian Gulf coastline, where large ships and submarines are limited by depth. SEALs carry out the types of clandestine, small-unit, high-impact missions that large forces with high-profile platforms (such as ships, tanks, jets and submarines) cannot. SEALs also conduct essential on-the-ground Special Reconnaissance of critical targets for imminent strikes by larger conventional forces. The Navy SEALs are trained to operate in all the environments

(sea, air and land) for which they are named. SEALs are also prepared to operate in climate extremes of scorching desert, freezing Arctic, and humid jungle. The SEALs current pursuit of elusive, dangerous and high-priority terrorist targets has them operating in remote, mountainous regions of Afghanistan, and in cities torn by factional violence, such as Baghdad, Iraq. Historically, SEALs have always had “one foot in the water.” The reality today, however, is that they initiate lethal direct action strikes equally well from air and land. Before getting accepted into Basic Underwater Demolition/SEAL training, a prospective candidate must pass a certain number of both mental and physical requirements. These tests include: Pre-enlistment medical screening, ASVAB, AFQT, CSORT, and PST. Then, the candidate must get a SEAL contract by passing the SEAL Physical Screening Test: 500 yard swim in 12:30, 50 push ups in 2 minutes, 50 sit-ups in 2 minutes, 10 consecutive pull-ups in 2 minutes, and a 1.5 mile run in 10:30. If the candidate receives a passing score, he may then be admitted into training to become a Navy SEAL. It can take more than twoand-a-half years to completely train a Navy SEAL for his first deployment. SEAL training is extremely rigorous, with the dropout rate sometimes over 80 percent. The average candidate spends over a year in a series of formal training environments before being awarded the Special Warfare Operator Naval Rating and the Navy Enlisted Classification (NEC) 5326 Combatant Swimmer (SEAL) or, in the case of commissioned naval officers, the designation Naval Special Warfare (SEAL) Officer.

SPOTLIGHT: ELMOE ‘MARVIN’ MULLINS By Gary Nichols NSA Public Affairs

Welcome aboard to Elmoe “Marvin” Mullins, the new Housing Director for Naval Support Activity Naples and Navy Region Europe, Africa and Southwest Asia. Mullins was born November 21, 1942, in a small coal mining town of Davy, West Virginia, one year into the U.S. involvement of World War II. He was the seventh child in a family of 17 children: Four girls and 13 boys. Mullins said that back then, like today, it was hard to scrape together a decent living in the small community he once called home. So, on his 17th birthday, Mullins joined the Navy and never looked back. “I found a home in the Navy and served on active duty for 30 years, plus another 27 years as a DOD civilian,” Mullins said. I love the Navy, it’s been my life.” Mullins started his distinguished Navy career as a Boatswain’s Mate onboard the USS Mississinewa (AO 144), a Neosho-class fleet oiler. At the time, Mississinewa was homeported at Fleet Landing in downtown Naples, Italy. A year later Mullins met his future wife, Anna, in 1960 at the U.S. Navy Beach in Lucrino, in Naples. Two years later, not long after his 19th birthday and shortly be-

fore her 18th birthday, the pair were married – and have been happily married for the past six decades. “Anna is from Naples,” Mullins said. “She’s what I call Napoli Veraci.” He explained that means she is a real Neapolitan, born and bred in the heart of Naples. The pair have two children; their daughter, Patty, is 53 and their son, Jimmy, is 52. Mullins’ son followed in his footsteps and joined the Navy. Later he became a Warrant Officer and retired from the U.S. Coast Guard. “I had the great pleasure of pinning him when he made warrant officer,” Mullins said. “That was one of the greatest moments of my life.” They also have four grandchildren. “The greatest word you will ever hear in your life is ‘grandpa’ or as the children prefer, ‘nonno,’ he said. “When I hear my grandchildren call me ‘grandpa’ I am filled up with love and pride and my eyes tear up, too.” Mullins served on seven ships, and has served numerous times overseas, including five tours in Italy – two in Sigonella and three in Naples – along with a tour in Roosevelt Roads, Puerto Rico. A year after they were married Mullins and Anna transferred to Norfolk, Virginia, where he was assigned to the USS Borie

(DD 704), an Allen M. Sumner-class destroyer. While onboard the Borie, Mullins converted from Boatswain Mate to Quartermaster. That lateral move proved interesting for the young Mullins. In 1963 Mullins was temporarily (TDY) assigned to Cape Canaveral. One of his main duties was to help plot the orbits of the U.S. spacecraft (Project Mercury MA-9), circling the earth. During his time at Cape Canaveral Mullins had the honor of meeting the original seven astronauts. The Project Mercury astronauts, as they are commonly referred to, included Scott Carpenter, Gordon Cooper, John Glenn, Gus Grissom, Wally Schirra, Alan Shepard and Deke Slayton. “It was amazing,” Mullins said. “Here I was, this Third-class Quartermaster and I was surrounded by all these famous people. They helped inspire me to achieve more than what I had previously thought possible.” Mullins was pinned as a Chief Quartermaster in 1975, and in 1977 he converted to Master-at-Arms. After he made Senior Chief Mullins was reassigned to Washington, D.C., where he became the Master at Arms rating detailer for two years. SPOTLIGHT

ENERGY CONSERVATION Brrrr … Five Ways to Maximize Your Fireplace and Chimney Efficiency From NSA Naples Energy Management Team

Be aware that while fireplaces can be a great source of warmth during the winter, if they are not properly maintained, they can contribute to quite a bit of heat loss in your living space. Here are a few tips to make sure you’re maximizing your fireplace and chimney efficiency this winter: ● Keep the fireplace damper closed unless you have a fire burning. It can be easy to forget to close it when the fire has burned out, but keeping the damper open can cause drafts and heat loss in the rest of the house. ● Install tempered glass doors and a heat-air exchange system that blows warm air back into the room. ● Check the seals around your fireplace flue damper – if the seals aren’t tight, you could be losing home heating through the chimney. ● Insulate your chimney. Exiting exhaust from chimneys can create creosote build-up and can decrease the efficiency of your fireplace. Liners provide maximum efficiency for your chimney and protect masonry from corrosive byproducts of the flue gases. ● Get your chimney properly inspected by a certified chimney sweep each year before it gets too cold. A certified chimney sweep can offer advice to help make sure all the components of your fireplace and chimney are functioning efficiently and safely. Lastly, and this may seem obvious, but if you don’t use your fireplace, consult an expert and have the chimney flue plugged and sealed. For more tips on Energy Conservation call Gennaro Gargiulo or Steelworker 2nd Class Axel J. Gomez at DSN 626-1895 or Comm. 081-568-1865.

USS Porter Changes Command From Task Force 65 Public Affairs

The Arleigh Burke-class guidedmissile destroyer USS Porter (DDG 78) welcomed its fourteenth commanding officer, while saying goodbye to its thirteenth on December 7, 2018. Cmdr. Craig M. Trent relieved Cmdr. John V. Tobin and assumed the duties and responsibilities as commanding officer during a change of command ceremony held at Naval Station Rota, Spain. “I am honored to take command of Porter and her crew of champions,” Trent said. “There is no other place I’d rather be and nothing else that I’d rather be doing. I look forward to our many adventures and opportunities.” Trent assumed command of the Porter after an 18-month tour in which he served as the ship’s executive officer.

During Tobin’s time as commanding officer, Porter successfully completed its fourth and fifth forward-deployed naval forces (FDNF) patrols in the U.S. 6th Fleet area of operations, as well as two extensive maintenance availability periods on schedule. He will next report to

the Chief of Naval Operations Arlington, Virginia, for duty. “My appreciation for these young men and women that make up Team Porter has grown into a profound sense of admiration,” Tobin said. “I have never in 22 years served with a more diverse crew that clearly cared for

each other, and were fully committed to making their ship the best ship on the waterfront.” Porter, forward-deployed to Rota, conducts Naval operations the U.S. 6th Fleet area of operations in support of regional allies and partners, and U.S. national security interests in Europe.

SECDEF BROWN REMEMBERED

Page 1

Leading the Defense Department from 1977 to 1981 under President Jimmy Carter, Brown tapped into his experience as Air Force secretary under President Lyndon B. Johnson during the Vietnam War and as director of U.S. Defense Research and Engineering during President John F. Kennedy’s administration. “Dr. Brown led a remarkable life, first as an academic and scientist, and then as a public servant in a variety of prominent roles. … He shaped our nation’s military for more than two decades, revolutionizing the development of naval munitions, renovating America’s post-Vietnam War weapons platforms, developing stealth aircraft and leading nuclear weapons research,” Acting Defense Secretary Patrick M. Shanahan said in a statement. “As secretary of defense, Dr. Brown’s steady leadership piloted our nation through a consequential segment of the Cold War,” Shanahan said. “His focus on deterrence through a strong nuclear triad facilitated long-term peace and stability in the United States and Europe.” Brown’s career encompassed science, academia, government and private industry, and it spanned 10 presidencies. Strategically, he sought to enhance U.S. military forces and strengthen security with a focus on arms control, including support of the 1979 SALT II Treaty and the Strategic Arms Limitation Talks that curtailed U.S. and Soviet militaries to 2,250 strategic nuclear delivery vehicles. He espoused “essential equivalence” a principle that Soviet strategic nuclear forces would not become usable instruments of political leverage, diplomatic coercion or military advantage if nuclear stability was maintained and U.S. and Soviet force characteristics remained balanced. Attention to Weapon Systems Brown’s attention to weapon systems – including intercontinental ballistic missiles, submarine-launched ballistic missiles and strategic bombers – influenced major administration decisions, including Carter’s backing of the MX or LGM-118 Peacekeeper missile, intended to replace the Minuteman and Titan intercontinental missiles increasingly susceptible to a Soviet first strike in the mid-1980s. Brown also was a proponent of upgrading B52 bombers by equipping them with airlaunched cruise missiles, and he green-lit development of stealth technology that enabled the production of aircraft with very low radar profiles. In allied force matters, Brown saw NATO’s fortification as a critical national security objective, prompting him to reinvigorate the organization with the “3 percent solution.” The

strategy had NATO members pledge in 1977 to increase their individual defense spending 3 percent per year from 1979 to 1986. The overall goal, according to Brown, was to ensure that alliance resources and conventional and nuclear capabilities would balance those of the Soviet bloc. In 1978, NATO leaders endorsed a long-term defense program that included priority categories such as enhanced readiness, rapid reinforcement, stronger European reserve forces, and improvements in maritime capabilities – most that remain in current-day policies. Strengthening U.S. Ties Brown advocated strengthening U.S. ties outside of NATO, particularly with Japan and South Korea. He often urged a plus-up of Japan’s defense budget to facilitate the nation taking on a greater portion of the Western allies' Pacific security obligations. As the Carter administration opted for a phased withdrawal of U.S. ground forces from South Korea in 1977, military and other aid there continued. North Korean military forces later built up, and opposition to the troop withdrawal in the United States increased, prompting the president to abandon the plan, leaving about 40,000 U.S. troops in South Korea. As the first American defense secretary to visit China and establish military-to-military relations, Brown played a key role in the United States formally recognizing the People’s Republic of China in 1979, nearly 30 years after its establishment. Middle East affairs also proved complex, and Brown played a key part as conciliator in the Egyptian-Israeli negotiations leading to the Camp David Accords, the culmination of a 14month effort to develop bilateral agreements between the two nations that ultimately led to a peace treaty the following year. In 1980, Brown stood up the Rapid Deployment Joint Task Force at MacDill Air Force Base, Florida. The headquarters could activate forces from several services and command them in crisis situations while developing contingency operations plans and maintaining capabilities and readiness. After leaving the Pentagon, joined the Johns Hopkins University School of Advanced International Studies as a visiting professor and later the university's Foreign Policy Institute as chairman. He continued to speak and write widely on national security issues, and in 1983 published “Thinking About National Security: Defense and Foreign Policy in a Dangerous World.” In later years, Brown was affiliated with research organizations and served on the boards of a number of corporations.

SPOTLIGHT

Page 5

During that tour Mullins was promoted to Chief Warrant Officer in 1982 and reassigned to Naval Air Station (NAS) Sigonella for his second tour in Italy as the Naval Station Security Officer. Mullins noted that on average Sailors are promoted to Warrant Officer after they have been in the Navy for 16 years. Since he had already served for 25 years, not only did he need to get special permission from the Secretary of the Navy to receive his commission, but he also had the dubious distinction of becoming the oldest Warrant Officer in the Navy. During that tour in Sigonella, the Naples-based cruise ship Achille Lauro was hijacked by a small group of Palestinian terrorists on October 7, 1985, as it was heading on a cruise from Egypt to Israel. During the hijacking, the terrorists murdered Leon Klinghoffer, an elderly wheelchair-bound American, who was on vacation. After killing him, the hijackers threw his body into the sea. Four days later, the terrorists, attempting to escape aboard an Egyptian airliner, were forced to land at NAS Sigonella by U.S. military fighter jets. CWO2 Mullins, in his role as a security officer was part of the team that brought the captured terrorists off the aircraft, including their leader Abu Abbas who was personally responsible for murdering Klinghoffer. “I had the distinct pleasure of assisting in the handcuffing and detention of Abu Abbas,” the master-mind of the high jacking. Mullins said. “That was one of the pinnacles of my career.” During that same tour, Mullins had the opportunity to meet then-Vice-President George H.W. Bush who planned to visit NAS Sigonella. Bush’s Secret Service Agent, told Mullins that he wanted to clear the security plans with an “Admiral Murphy,” the Chief of Staff to the Vice President. Mullins told the agent “back when I was an E-6 in Gaeta, I was the driver of an Adm. Dan Murphy, that wouldn’t be the same person, is it?” The Secret Service agent verified that it was indeed the same person, and a personal meeting was arranged for Mullins to meet Vice-President Bush who was inbound on Air Force Two to discuss the security plans for Bush to go jogging, since the Vice President was an avid jogger. After that meeting, Mullins had a photo taken with Bush and Murphy. A few weeks later he received the photo, along with a personal invitation to visit the White House. This invitation was personally signed by President Ronald Reagan and George Bush. He and his family graciously accepted the invitation for a visit to Washington, D.C., along with the White House tour. The invitation placed the Mullins’ family ahead of a long line of visitors that day. “It was well worth the effort,” Mullins said. That invitation along with the photo are his two most treasured possessions, and are proudly displayed in his Housing office. “For me, this photo and invitation signed by both of them will go in my coffin with me when I die,” Mullins said with chuckle. On a more serious note, Mullins said he was deeply saddened when he heard the news about Bush’s death on November 30, 2018. “When I think about George H.W. Bush, I remember him as a kind and gentle person who had a quiet way of speaking, and who always paid close attention to people when they spoke to

11

him. He showed his generosity everywhere he went,” Mullins said. “ Being the Security Officer in Signonella turned out be full of personal achievements for Mullins. Another high point for him was being recognized by the Italian Government as only one of two Americans ever to be knighted in Italy. He now carries the official title of “Cavalieri.” “I was knighted here in Italy and proudly have the title of Knight of Labor or Cavaliere de Lavoro,” Mullins explained. “I was also presented the Grand Cross of Merit by the Italian government in 1984.” Mullins received those honors as a reward for the services he provided to the Italian people in the Sicilian area. He worked closely with the Italian Carabinieri in numerous anti-drug operations and anti-crime investigations. Together, they made many arrests for numerous drug-related crimes. He was also closely involved in strengthening relationships between the local citizens and the U.S. Navy. The only other American to receive this honor was a U.S. Navy Commander who was attached to the U.S. Embassy in Rome after World War II. In 1985 Mullins was promoted to Lieutenant Junior Grade as a limited duty officer. He needed to obtain special permission for this promotion as well, as once again, he found himself in the dubious distinction of being the oldest Lieutenant junior Grade Officer in the Navy. Following his retirement from the Navy in 1989, Mullins earned an Associate’s Degree in Law Enforcement from Nichols College in Long Island, New York, in 2002, and two years later he completed his Bachelor’s Degree in Security and Business Administration from Nichols College. A year after he retired from the Navy, Mullins once again found himself working for the Navy, only this time as a civilian. He has worked in various positions including, but not limited to Security Officer in Naval Station Staten Island, New York; Chief of Police for Naval Intelligence Headquarters in Washington, D.C.; Civilian Officer-in-Charge and Facilities Director for the Mitchel Field base in Long Island, New York; Physical Security at Capodichino; and Facilities Director for the Housing Department in Naples, back to his role as Officer Officer-in-Charge of the base in Long Island, next off to his last command at the Military Sealift Command in Norfolk for 12 years and then finally back in Naples as the latest Housing Director. During his time as a civilian employee he has been awarded four Meritorious Civilian Service Awards, and in 2011 was presented with an award for 50 years of government service. He is not a golfer and finds fishing boring. “I can’t spell ‘retire,’” Mullins said. “So when I had a chance to come back to Naples I jumped on that opportunity. Being Housing Director in Naples is a job I’ve always wanted.” “I’ve seen a lot of improvements since I left here 15 years ago, but we still have a lot of improvements we can make,” he said. “During my tour, I plan on striving to make a mark, and when I do leave and finally retire, I will know I gave it my best. For those new folks arriving into Naples, please know that the Housing Office is here to serve you, and if there is anything we can do to assist in making your Italian tour great, we will do so. My door and walls are always open.”

from Page 1 ITALY HANDS OFF TO GERMANY The VJTF is a joint force, consisting of a land component, supported by air, maritime and special forces. It is part of the Alliance’s larger NATO Response Force (NRF) with around 40,000 troops. This year, the 1st German / Netherlands Corps is in charge of the NRF’s land forces. U.S. Navy Adm. James Foggo commands the entire NRF from NATO’s Joint Force Command in Naples. Exercise Trident Juncture 18, which took place in Norway last autumn, certified the NATO Response Force for 2019, with the VJTF at its core. Trident Juncture involved around 51,000 personnel, including six army brigades and Marine ground forces supported by air, maritime and Special Forces. A main exercise focus was NATO’s ability to move personnel and armor quickly across Europe. NATO heads of state and government agreed to create the VJTF at the Wales Summit in September 2014, in response to a changed security environment, including Russia’s aggressive actions against Ukraine and turmoil in North Africa and the Middle East. Formed in 1949 with the signing of the Washington Treaty, NATO is a security alliance of 28 countries from North America and Europe. NATO's fundamental goal is to safeguard the Allies' freedom and security by political and military means. NATO remains the principal security instrument of the transatlantic community and expression of its common democratic values. It is the practical means through which the security of North America and Europe are permanently tied together. NATO enlargement has furthered the U.S. goal of a Europe whole, free, and at peace. Article 5 of the Washington Treaty – that an attack against one Ally is an attack against all – is at the core of the Alliance, a promise of collective defense. Article 4 of the treaty ensures consultations among Allies on security matters of common interest, which have expanded from a narrowly defined Soviet threat to the critical mission in Afghanistan, as well as peacekeeping in Kosovo and new threats to security such as cyber attacks, and global threats such as terrorism and piracy that affect the Alliance and its global network of partners. In addition to its traditional role in the territorial defense of Allied nations, NATO leads the UN-mandated International Security Assistance Force (ISAF) in Afghanistan and has ongoing missions in the Balkans and the Mediterranean; it also conducts extensive training exercises and offers security support to partners around the globe, including the European Union in particular but also the United Nations and the African Union.

What Causes the Seasons to Change? From National Aeronautics and Space Administration

Many people believe that Earth is closer to the sun in the summer and that is why it is hotter. And, likewise, they think Earth is farthest from the sun in the winter. Although this idea makes sense, it is incorrect. It is true that Earth’s orbit is not a perfect circle. It is a bit lop-sided. During part of the year, Earth is closer to the sun than at other times. However, in the Northern Hemisphere, we are having winter when Earth is closest to the sun and summer when it is farthest away! Compared with how far away the sun is, this change in Earth’s distance throughout the year does not make much difference to our weather. There is a different reason for Earth’s seasons. Earth’s axis is an imaginary pole going right through the center of Earth from "top" to "bottom." Earth spins around this pole, making one complete turn each day. That is why we have day and night, and why every part of Earth’s surface gets some of each. Earth has seasons because its axis doesn’t stand up straight. Long, long ago,

when Earth was young, it is thought that something big hit Earth about four-and-ahalf billion years ago, and knocked it offkilter. So instead of rotating with its axis straight up and down, it leans over a bit. By the way, that big thing that hit Earth is called Theia. It also blasted a big hole in the surface. That big hit sent a huge amount of dust and rubble into orbit. Most scientists think that that rubble, in time, became our Moon. As Earth orbits the sun, its tilted axis always points in the same direction. So, throughout the year, different parts of Earth get the sun’s direct rays. Sometimes it is the North Pole tilting toward the sun (around June) and sometimes it is the South Pole tilting toward the sun (around December). It is summer in June in the Northern Hemisphere because the sun's rays hit that part of Earth more directly than at any other time of the year. It is winter in December in the Northern Hemisphere, because that is when it is the South Pole's turn to be tilted toward the sun. So, if you went to South America for the winter holidays, bring your swimsuit, not your skis!
