Military daughters spent a fairy tale evening with their fathers, last Sunday during the annual USO Naples Daddy-Daughters Dance. This special opportunity,

hosted by the USO, with the support of its Volunteer Committee, provided quality time for Father’s and Daughters to have fun while strengthening their bond, during the festive and engaging afternoon.

This year’s dance was based on the success of the firstever 2017 Daddy-Daughters Dance. USO Area Operations Manager Luisa Mazzella explained that last year the USO received a request from

an area father who inquired about the possibility of hosting something special for local fathers and daughters. “That program was a huge success and we decided to USO DANCE

Naval Supply Systems Command (NAVSUP) Fleet Logistics Center (FLC) Sigonella encourages Sailors and civilians to start planning now to navigate through the peak season household goods moving rush as tens of thousands of personnel receive orders to new assignments across the nation and worldwide. Peak season for household goods moves runs from May 15 to August 15. During this time, almost 65 percent of all Department of Defense (DoD) household goods (HHG) moves for the year will be executed. Personnel preparing to execute a permanent change of station (PCS) move are encouraged to take the following actions 30 days prior to receipt of orders: ● Visit the NAVSUP HHG and personal property website at https://www.navsup.navy.mil/household/dps. If using a tablet or mobile phone, be sure to include the "https" prefix to the web address. ● Explore the informative tutorials available on the website. Tutorials cover subjects including initial processing, self-counseling, storage information, tracking your shipment, and claims processing. ● Register for a Defense Personal Property System account at the web

address, www.move.mil/. ● Self-counsel on your move entitlements. ● Submit your household goods shipment application. ● For guidance on account creation, application screenshot assistance, and notices for moves outside of the continental United States (OCONUS), visit https://www.navsup.navy.mil/household/dps. Members will submit shipment applications in the DPS, while also providing a copy of PCS orders and all other required documents to the applicable local counseling office. These documents must be provided a minimum of three weeks prior to the desired pack-out date and are required before any action can be taken on an application. The transportation service provider (TSP), or moving company, will call to conduct a pre-move survey over the phone. Final pack and pick-up dates are not confirmed until the conclusion of the pre-move survey. Be flexible when arranging your dates for packing, pick-up and delivery. To improve readiness and reduce turnover of Forward Deployed Naval Force (FDNF) sea duty units, the Navy announced May 1, that effective immediately, incoming first-term enlisted Sailors assigned to sea duty billets in Japan, Guam and Spain will be assigned to longer tour lengths, in NAVADMIN 107/18. Prescribed Sea Tours (PST) for first-term Sailors assigned to FDNF sea duty billets will be up to a maximum of 48 months accompanied by dependents and 48 months unaccompanied. If a Sailor’s dependents are not given command sponsorship, a maximum of 24 months unaccompanied orders will be issued. This change only applies to first-term Sailors on their way to their first sea duty tour in Japan, Guam and Spain, and does not apply to assignments listed in exhibit one of MILPERSMAN 1300-308. First-term FDNF Sailors currently assigned to a sea duty tour in Japan, Guam, and Spain and Sailors on their second or subsequent FDNF sea duty tour are encouraged to take advantage of the incentives offered to extend their tours, as outlined in NAVADMIN 042/18. First-term Sailors with orders issued on or after May 1, 2018, will not be eligible for incentives listed in NAVADMIN 042/18, but will have any remaining PST obligation from their first sea duty tour waived. Sailors will only become eligible for the Overseas Tour Extension Incentive Program if they extend after completion of their assigned 48 month tour. Gold Star Families have sacrificed a tremendous amount on behalf of our country and May marks a month-long observance commemorating what they’ve given up for us. Gold Star Awareness Month calls us to remember the support needed for the family members of active duty service members who have passed away. Here at NSA Naples, our Fleet and Family team works through the U.S. Navy Gold Star Program to provide long term support to families, no matter what the cause of death or service affiliation. In addition to the special parking spots you may notice on base, survivors are entitled to financial, healthcare, education, housing, and other benefits. This is an extremely important way to honor these members of our military family who have given so much. If you know someone who is a member of one of our community’s Gold Star families, please take this opportunity to show them your support and honor their sacrifice. You may have seen a recent announcement that the “DIBA Club” travel agency has been placed on our list of off-limits establishments for U.S. Forces personnel until June 14. We received allegations from multiple members of the base community that the business was engaged in making fraudulent transactions, and began the legal process of addressing the matter. Between now and June 14, the installation will be working with the DIBA Club to resolve all outstanding issues they have with U.S. personnel. If those issues are not able to be resolved, the case will be brought before an Armed Forces Disciplinary Control Board, where the decision can be made to permanently bar U.S. Forces personnel from using the business. It is important to note that each step of this process exists to safeguard the health, welfare, and discipline of U.S. Forces personnel. We were able to put that process in motion due to reports from concerned members of the community. If you ever experience issues like this with a business, please do not hesitate to report it through your chain of command or our legal office at SJA_NSA_NAPLES@eu.navy.mil. You’ll also see an article in this week’s paper on loss prevention at the Navy Exchange. Please give this a look as the issue of shoplifting is a serious matter and we’ve had several incidents occur here on base recently. Many people may not know that unlike most department stores out in town here or in the U.S., the NEX is a Navy command that falls under Naval Supply Systems Command (NAVSUP). Proceeds from NEX sales go toward quality of life programs like MWR. So if a person steals from the NEX, they’re really stealing from our military community. The consequences of that can be pretty serious, including being removed from base housing, sent back to the United States, or even being processed out of the military. Please have a talk with your families about this and about always maintaining good order and discipline on our installation. Italian ‘Blue Flag’ Beaches on the Rise The prestigious Blue Flag certificate of cleanliness and safety awarded 368 Italian beaches in 175 different municipalities. This year’s ranking saw 26 new entries across the country compared to 2017. Campania region reached the third place in the ranking of the regions with the highest number of Blue Flag beaches, behind Liguria and Tuscany. Campania now has 18 Blue Flag beaches, including Sorrento, Piano di Sorrento and Massa Lubrense. The Blue Flag is an international award, established in 1987 by the Danish Foundation for Environmental Education to award seaside resorts that meet criteria related to sustainable land management including water quality, environmental impact, access, services and “livability” at the height of the summer season in 49 countries. Pet Show Coming to Naples The most important pet event in Italy is coming to Naples. Quattro Zampe in Fiera

has reached its fifth edition and it will take place in pavilions 4, 5, and 6 at the Mostra d ‘Oltremare in the Fuorigrotta district of Naples on May 26 and 27. The event is dedicated to dogs and cats with a very rich program of events, including dog competitions. There will be a beauty and hygiene salon that will take care of pets, giving advice and suggestions on treatments to be taken. The fair is open from 10 a.m. to 7 p.m.; for more info visit web site www.quattrozampeinfiera.it Italy Receives First At-Sea Seismometer According to an accord between the National Institute for Geophysics and Volcanology (INGV), the industry ministry’s department for environmental safety of mineral activities and the Italian mineral association, Italy is getting the first seismometer at sea to measure earthquakes off the Italian costs. The seismometer became operational last Friday (May 4) and will improve the localization and study of sea earthquakes, and the accord will last 15 years.

Treated water is provided free of charge at a dispenser located outside the Capodichino east parking garage. All economy leases negotiated through the Housing office have a bottle water clause, which requires the landlord to provide bottled water. Work with landlords to have any water holding tanks disinfected twice a year, and ensure your tap water is disconnected from non-permitted wells and connected only to the city water system.

HISTORY: TENTH FLEET ESTABLISHED From History and Heritage Command

On May 20, 1943, the Navy established the Tenth Fleet in Washington D.C., under the command of Adm. Ernest J. King, to coordinate U.S. anti-submarine operations in the Atlantic. From the beginning of World War II, the Germans waged an incessant U-Boat war in the Atlantic against Allied merchant vessels. Upon its establishment, Tenth Fleet became a clearing house for everything involving Anti-submarine Warfare (ASW). All of the Allies worked together with Tenth Fleet for a unity of effort. Tenth Fleet had unrestricted access to the Admiralty’s U-Boat tracking room and its various ASW research and intelligence agencies. On March 1, 1943, the Allies met in Washington to discuss convoy operations in the Atlantic. At this conference, they agreed to divide up responsibility for the Atlantic between Canada, Britain, and the United States. In April of 1943, Fleet Admiral Ernest King began the consolidation of his staff that would result in the establishment of Tenth Fleet. Shortly after King sent a memo to the Joint Chiefs of Staff, which defined the operational characteristics of a central organization with access to all intelligence about German UBoats and the authority to direct Navy ships to prosecute them. A month later the U.S. Tenth Fleet was formally established. Rapidly proving its

worth, Tenth Fleet demonstrated immediate success. On May 22, 1943, just days after its establishment, Tenth Fleet provi-

ded intelligence to a hunter-killer group led by USS Bogue (CVE 9), resulting in the sinking of U569, the first of many for the Bogue, and the first associated with the intelligence provided by Tenth Fleet. While not the only organization in the war combating the U-Boat, the efforts of Tenth Fleet certainly helped bring about the end of the U-Boat threat. Prior to the establishment of Tenth Fleet, the Allies averaged barely more than four U-Boats sunk per month. During the month Tenth Fleet was established, the Allies sank 41, and averaged more than 23 per month thereafter. Oberleutnant zur See Herbert A. Werner, a former U-Boat commander and one of the few to survive the war, described it succinctly when he said, “The Allied counter-offensive permanently reversed the tide of battle. Almost overnight, the hunters had become the hunted, and through the rest of the war our boats were slaughtered at a fearful rate.” Of all the victories the Allies won during World War II, the U-Boat war was arguably one of the most complete. Of 1,150 commissioned or in commission during the war, Germany had a total of 842 U-Boats that saw battle. Of these, the Allies sank 781 and captured two, accounting for nearly 93 percent of Germany’s operational U-Boat fleet. The remainder were either scuttled by the Germans or surrendered at the end of the war.

Being a part of an organization that provides so many varied activities is very rewarding.” Davis has supported many other events, including the hugely popular Naples Elementary School (NES) Reading Program PIE (Partners in Education) that the USO has been supporting. Davis, who has worked as an Elementary School Teacher, has truly enjoyed the opportunity to reconnect with the children in her new community. With her outstanding mix of professionalism and passion, Johnnie has donated more than 100 hours to the USO Naples, allowing the organizations to extend its reach and deliver more quality and much needed programming to the community. Shoplifting From the NEX: A Crime Against the Navy and Our Community From the Navy Exchange

The prevention and detection of theft or fraud at Navy Exchange (NEX) locations worldwide is a serious subject. Any theft from an NEX location immediately becomes the subject of a detailed investigation backed by federal law enforcement. Why? NEX locations are not the same as your average department store out in town. The Navy Exchange Service Command (NEXCOM) Enterprise is actually a military command that falls under the Department of the Navy and specifically the Naval Supply Systems Command (NAVSUP). Therefore, a percentage of every purchase made at the NEX goes toward quality of life programs for Sailors and their families. In fact, 70 percent of NEX profits go to Navy Morale, Welfare and Recreation (MWR). When a person steals from the NEX, they’re not only stealing from the Navy, they’re stealing from programs that support Sailors and their families. Shoplifters may think they have to get caught at the store to be apprehended, but most of the time they’re actually paid a visit by law enforcement after the fact. This is due to evidence gathered by NEX Loss Prevention/Safety investigators in coordination with installation security forces and Naval Criminal Investigative Service (NCIS) agents. NEX investigators worldwide testify in grand juries, local and federal courts, and courts

martials concerning acts of theft or other crimes committed on NEX property. Those caught shoplifting from the NEX face prosecution, loss of access to the NEX, early return from an overseas duty station, removal from base housing, separation from the military or termination of government employment. These consequences apply to all personnel, including active duty, reservists, DOD civilians and family members. While the NEX actively pursues the apprehension of shoplifters, NEX Loss Prevention/Safety associates also work hard at preventing theft before it happens. NEX locations worldwide use electronic article surveillance (EAS) systems for electronics and other high value merchandise, as well as extensive closed circuit surveillance systems (CCTV) to deter and catch shoplifters. The CCTV systems, coupled with digital video recorders and remote viewing technology, give the NEX the ability to see everything within the store and identify incidents of theft. We ask that all personnel have conversations about this topic with their families and co-workers. When you’re living or working onboard the installation, good order and discipline doesn’t stop after close of business. It’s required everywhere you go on base, including the NEX. Please help the NEX loss prevention team ensure that you have a safe, secure and enjoyable experience shopping at NEX stores.

Distracted Driving Awareness Month From NSA Naples Safety Office

Please put your cell phones away when operating your vehicle. Why? Every other driver on the road is distracted by cell phones, children in the car, adjusting radios, reading, following the GPS, eating, fatigue or worse a combination of several other activities instead of driving. Do not add to the confusion on the roadways especially in the local stop and go and high speed traffic patterns. Remember you the driver are responsible for everything from your side view mirrors forward, you the driver are responsible for preventing those accidents from what translates to 10 a.m. to 2 p.m.

Drive defensively, keep your head on a swivel, do not become part of the traffic flow problem. ENERGY CONSERVATION Myths vs. Reality From NSA Naples Energy Management Team

Myth: It’s better to leave fluorescent lights on rather than turning them off when you leave a room, since turning them on and off makes the bulb burn out faster. Reality: While it is true that switching fluorescent lights on and off does shorten the operating life of the bulbs, it is also true that their operating life is shortened by leaving them lit. Leaving a light on when the room is empty also consumes unnecessary energy. It is generally cost effective to turn the lights off as needed. Myth: You were very conscientious and raised the thermostat temperature for your air conditioner (or turned off the air conditioner completely) before leaving the house. Now that you’ve returned home, the house is hot. Turn down the thermostat to 50 degrees so that the air conditioner will cool the house quickly. Reality: Don’t set your thermostat at a colder setting than normal when you turn on your air conditioner (or lower the thermostat). It will NOT cool faster. It WILL cool to a lower temperature than you need and use more energy. Myth: You just installed on your computer a screen-saver. Now you can stop turning off your monitor each evening and weekend, since the screen-saver program will do the same job of saving energy. Reality: Screen savers do not reduce monitor energy usage. They are designed to protect the monitor. (They save the phosphors on the screen.) Navy COOL Announces Expanded Opportunities for Funding of Credentials By Center for Information Warfare Training

Navy Credentialing Opportunities On-Line (COOL) announced expanded credentialing opportunities for active and Reserve enlisted Sailors, May 1. A new policy update now provides a wider array of opportunities for Sailors to earn civilian certifications and licenses (credentials) funded through Navy COOL. Expanded opportunities for funding of credentials now include: ● Sailors who have cross-rated remain eligible for credentials mapped to their prior rating. ● Navy Reserve Sailors currently working in a civilian occupation to which the credential is mapped for credentials outside of their specific rating, and the credential has relevance or applicability to the current or future needs of the command or the Navy. ● Sailors who have documented completion of on or off-duty training or course that fully prepares the Sailor for an associated industry certification or state license (e.g., working on a degree in biotechnology and passed a semester course on instructional design and facilitation relates to CompTIA certified technical trainer certification; commandsponsored course on emergency medical technician (EMT) relates to EMT basic certification; command provided training on welding relates to certified welder certification; and/or attended a seminar, webinar or boot camp on Microsoft Word relates to Mi-

USS Ross Completes FOST By Mass Communication Specialist 1st Class Kyle Steckler

The Arleigh Burke-class guided-missile destroyer USS Ross (DDG 71) completed the three-week Flag Officer Sea Training (FOST) April 12, 2018 while at sea. FOST is based out of Devonport, United Kingdom and delivers operational training across all disciplines for the Royal Navy and other allied navies that wish to make use of its services. “FOST has been a very rewarding experience for the Sailors aboard Ross,” said Cmdr. Bryan S. Gallo, Ross’ commanding officer. “The crew received expert training from damage control to supply support, and I saw incredible improvements across the board. I am very pleased with how the ship’s crew handled themselves during this intense three-week training evolution. Our success and improvement was truly an allhands effort.” During FOST, Ross Sailors were placed through multiple training team environments to include combat scenarios, flight operations, seamanship training scenarios, gunnery exercises, damage control training, engineering training and a “weekly war” environment. In the weekly war environment, the ship was placed in a seven-hour, simulated general quarters environment following a storyline of shipboard attacks from enemy forces. Sailors had to react while being assessed by the U.K. Royal Navy FOST and the U.S. Navy's Afloat Training Group experts. “This is actually the second time I’ve been through FOST,” said Culinary Specialist 3rd Class Jacob Fritzler. “The first time I had literally only arrived on board the week before. I knew less than nothing. This time around, it’s been fun and challenging to see how much I’ve learned since then as well as receive more advanced training.” FOST offers tailored training to meet the specific national requirements of many other navies, air forces and ele-

ments of land forces. The syllabus is framed around NATO doctrine and is aimed at instilling Royal Navy standards into foreign militaries. It draws upon many of the hard lessons learned by the Royal Navy during the Falklands War and beyond. FOST's training prepares all types of surface warships, submarines and auxiliaries for peacetime, peace-support and war-fighting operations. Starting with basic alongside preparatory safety and readiness training, units progress through single threat and multi-threat scenarios to advanced tactical training at task group level. During the three-week training, Ross was visited by the Deputy Chief of Mission of the U.S. Embassy in London, Lewis Alan Lukens, who met with Gallo as well as members of the ship’s crew. Lukens was accompanied by a U.S. Embassy film crew shooting a documentary designed to showcase the "behind the scenes" work of the Embassy across a wide range of issues, according to a release by Flag Officer Sea Training (South). FOST was anything but all work and no relaxation, as Ross Sailors had a chance to explore Plymouth, England, March 31-April 1 and April 67, allowing Sailors to recover

from a difficult week of drilling while experiencing the local attractions. On the last day of FOST, Rear Admiral Jesse A. Wilson Jr. visited the ship to watch the final “weekly war,” where the ship was placed in a complex warfighting scenario that incorporated the lessons of the previous weeks. Every level of Ross’s warfighting organization was put to the test by the day’s end. The commanding officer of FOST, Captain Matt Smith, RN, spoke to the crew over the 1MC as the ship pulled back into Plymouth: “the ship has been very receptive to the training that we have provided, and the FOST inspectors greatly appreciated the unwavering enthusiasm throughout the exercise. It was a pleasure to train you all.” Ross will now prepare for participation in Joint Warrior 2018-1, a 15-nation international training exercise in which allies and partners will be able to improve interoperability and prepare forces for combined operations. “A ship is never quite finished learning and training,” said Gallo. “Joint Warrior is an excellent opportunity to put the training we received during FOST to immediate use in a joint environment with several other allied navies.” Ross, forward-deployed to Rota, Spain, is conducting naval operations with allies and partners in order to advance security and stability in the U.S. 6th Fleet area of operations.
