A NATO delegation, led by Allied Joint Force Command Naples J9 Military Partnership Branch, visited Kuwait City to execute an annual NATO Expert Staff Meeting on October 5. French Army Colonel Franck Faubladier, JFC Naples J9 Military Partnership branch head, and his team were joined by representative of the NATO International Staff Political Affairs & Security Policy Division and

Supreme Headquarters Allied Power Europe Partnership Division. The team was received at the Kuwaiti Armed Forces Headquarters by personnel from across the KAF and Kuwait National Security Bureau. Topics of discussion included a review of NATO partnership processes, the Operational Capability Concept Program, Operation Sea Guardian and 2018 & 2019 NATO-Kuwait military partnership activities. Discussions were open and

frank as all present contributed to the meeting’s success. The NATO military partnership with Kuwait has seen a steady growth in numbers of Kuwait Armed Forces personnel participating in NATO activities over the last several years. In fact, in 2018, Kuwait will see a record number of Kuwaiti military personnel receiving NATO training since the beginning of the 14-year partnership. JFC VISITS KUWAIT Page 7

The Arleigh Burke-class guided-missile destroyer USS Mitscher (DDG 57) departed Civitavecchia, Italy, on Oct. 7, 2018, following a four-day port visit. Civitavecchia, known as the “Port of Rome,” links its shipping and maritime transport industry to the capital via rail. “I have always heard of the hospitality in Italy, but the people of Rome and Civitavecchia were so positively overwhelming,” Cmdr. Ian Scaliatine, commanding officer of Mitscher, said. “USS Mitscher will remember this visit for a lifetime.” The ease of travel and inviting atmosphere allowed Mitscher’s crew the opportunity to explore Civitavecchia as well as Rome. Adm. Foggo Highlights Challenges and Efforts in Europe and Africa From U.S. Naval Forces Europe-Africa/ U.S. 6th Fleet Public Affairs

In the second edition of the podcast “On the Horizon: Navigating the European and African Theaters,” Adm. James G. Foggo III, commander, U.S. Naval Forces Europe-Africa (CNECNA) and commander, Allied Joint Force Command Naples, Italy, discusses Dynamic Force Employment, NATO’s largest exercise, and recent efforts to enhance security and stability throughout Europe and Africa. Following the initial podcast, this episode focuses on Harry S. Truman Carrier Strike Group’s (CSG) return to Europe, how the U.S. Navy and NATO are addressing challenges in Europe, and the upcoming NATO exercise, Trident Juncture 2018. He also discusses the 23rd International Seapower Symposium and the Black Sea Conference. Harry S. Truman CSG Returns to Europe In the opening segment, Foggo started the discussion emphasizing the security situation in which our naval forces are operating within saying that, “From our perspective, the security environment has changed dramatically over the last few years.” As the security environment changes, the U.S. Navy is also adjusting to the changing environment. The U.S. House Armed Services Committee sent a staff delegation to our installation this week, led by members of its Readiness and Seapower subcommittees. The delegation visited Capodichino and Support Site, taking a look at our security, family support, aviation, housing, and public works programs and facilities. Why is this important for our base population to know? Quite simply, visits like these are examples of how important our installation is to operations in this region, and they are excellent reminders of why we are here. Whenever senior level military or our civilian leadership takes an interest in what we’re doing and how we do it, they also learn about what we need to stay in the fight. The very fact that they come here to learn about our capabilities as an operational platform is evidence enough that we support mission sets which are important at the highest levels. I am extremely proud that the NSA Naples team was able to field some great questions from the delegation, and to honestly show them what we need to continue sustaining the fleet and enabling the fighter throughout this area of operations. We also began the annual observance of Domestic Violence Prevention Month this week when I signed a proclamation on behalf of the installation to support our Fleet and Family team’s efforts throughout October. The NSA Naples Fleet and Family team will also be working to support the observance of Bullying Prevention Month over the next few weeks, coordinating with our local DoDEA schools, the Chapel, MWR, and NCIS office. They’ll be hosting a cyberbullying awareness night for parents on Wednesday, October 24th at the Naples Elementary School, as well as workshop activities targeted toward students. I highly recommend the event to all parents in our military community. Part of supporting a strong community is knowing how to identify and stop problems like bullying when we see it. With that knowledge under our belts, we can all ensure this is a safe and supportive environment for our kids. I’d also like to take this example to talk about our installation’s environmental policies dealing with wild animals. We’ve had a lot of people ask what the correct procedure is if they find a dead animal, or come across a threatening stray animal. In accordance with OPNAV and SECNAV instruction, we have a local contract for dealing with these types of animal control situations. If you come across a dead animal or a wild animal exhibiting threatening or aggressive behavior, please call the Public Works help desk immediately at 081-5684981. They will make sure the proper removal procedures are followed. If you feel you are in danger in these or any other situations, never hesitate to call security at 081-568-4911. Obesity in Italy on the Rise The Italian association of dietetics and clinical nutrition (ADI) said that six million people are obese in Italy and 22 million are overweight. In Italy, Violence Against Women Lower than EU Average, But Still Costly A report by the European Institute for Gender Equality (EIGE) estimated that violence against women in Italy costs about 26 billion euros a year. Social expenses connected to violence against women included losses in terms of economic productivity, personal costs and an increase in the use of public services. Italy ranked slightly below the European average of 27.5 – with 26.8 on a scale from 1 to 100 – going from nonexistent violence to extremely common abuses, the report said. The study also found that 27% of Italian women have reported some kind of physical and-or sexual violence since the age of 15.

House With ‘Enchanted Garden’ Discovered in Pompeii A room with a “lararium,” a shrine dedicated to the Lares, protectors of the ancient Roman homes, was discovered in Pompeii a few days ago. The room is incredibly well-preserved and it has been referred as an “enchanted garden,” according to experts. The room’s walls are painted with snakes, a peacock, golden beasts fighting against a black wild board, skies depicted with birds, and the portrait of a figure that is partially man and par-

Italian Probed For Hacking Italian, U.S. Space Agencies A 25-year-old man was placed under investigation by the postal police for hacking NASA sites in 2013 as well as the system of Italy’s space agency ASI to replace its home page. The unemployed man, who lives in the town of Salò in northern Italy, admitted his role in the hackings. He has been charged with hacking eight domains of the U.S. space agency and replacing the homepage of the Italian space agency.

Hospital Corpsman 1st Class Brent Erwin is a vital asset to U.S. Naval Forces Europe-Africa (NAVEURNAVAF) Casualty Operations and U.S. Naval Hospital (USNH) Naples. He is the Regional Mortician and has been the resident expert in all matters of Mortuary Affairs for the last three years. His specialized skillset is a critical asset in managing the loss of an active duty service member, dependent or retiree. His expertise ensures our Nation’s solemn promise of returning our fallen heroes home with dignity, honor and respect. HM1 Erwin has combined Navy and Marine Corps Mortuary Affairs with Defense POW/MIA Accounting Agency and American Battle Monument Commission with several successful disinterment missions of unknown World War II servicemen. Joint efforts have led to positive identifications, modifying more than 70 years of grave registration records. HM1 Erwin’s proficiency and competence were instrumental in achieving a score of 96 percent in the Department of Defense Mortuary Affairs Inspection of USNH Naples mortuary and mortuary affairs program for 2018. This score was noted by the inspectors as the highest score in the history of Department of Defense Mortuary Affairs and the first time that a Department of Defense inspected mortuary program has been rated above Department of Defense standards. Erwin hails from Herrin, Illinois, and is a graduate of Worsham College of Mortuary Science. He has been a Licensed Funeral Director/Embalmer since 2000 and joined the U.S. Navy and Marine Corps Mortuary Affairs program in 2013. He is married and has two daughters and one step daughter. His future goals are to continue serving our veterans while working at the National Cemetery Administration.

Three Things to Know: Navy College Program Updates By Ed Barker Naval Education and Training Professional Development Center Public Affairs

As part of the software backbone used to support the functionality of the Navy College Program website and Navy College Virtual Education Center (NCVEC), the Navy College Management Information System (NCMIS) is continually updated. “Our recent NCMIS upgrades include the latest updates to the Post-9/11 GI Bill, including online acknowledgement of Transferability of Education Benefits (TEB) requirements; Improvements to the MyEducation Application including individual notifications to Sailors; and Upgraded Advanced Education Voucher/Graduate Education Voucher (AEV/GEV) functionality,” Steve Ramey, NCMIS program manager for the Naval Education and Training Professional Development Center, said. Naval Support Activity Naples Navy College Office Director Christal Poleviyuma explained why changes were being made to the program. “Our command is always adjusting to meet the needs of the Sailors,” Poleviyuma said. “They listen to feedback and want to make the TA process as simple as possible." Here are three things to know about the NCMIS enhancements: Updated Post-9/11 GI Bill Process. As announced in NAVADMIN 236/18, all Sailors are required to sign a Statement of Understanding (SOU) to begin the process of transferring unused GI Bill Education Benefits to family members. Once logged into MyEducation from the Navy College Program website, the service member reviews the SOU and agrees to the statement. Further instructions will guide the Sailor to the milConnect website – https://milconnect.dmdc.osd.mil/milconnect/ – to transfer benefits. All Transfer of Education Benefit (TEB) requests must be approved by Navy Personnel Command or Commander, Navy Reserve Forces Command. Sailors can see the status of their TEB by logging into milConnect. Sailors will now receive individualized messages within MyEducation. The MyEducation Application is used by Sailors to submit funding requests for tuition assistance

(TA) and for Navy College Program for Afloat College Education (NCPACE) distance learning (DL) courses. Updates to the Navy College Program Notification Center functionality will keep all communication with a service member within MyEducation and the Navy College Management Information System (NCMIS). This will allow any Navy College staff member to access the Sailor’s record of communication to ensure continuity of service resulting in an improved counseling experience. Updates to the Advanced Education Voucher (AEV) and Graduate Education Voucher (GEV) program functionalities. For participants in the AEV or GEV program, changes have been made to prevent FY crossovers, allow school fees to be entered for reimbursement, and provide better visibility of remaining program funding on the service members’ record. Navy College staff are always seeking feedback about the VOLED program. Consumption of fuel has been one of the most important yet ignored topics of energy. We all heard the stories from our friends and family about the issues we encounter when we use our vehicle. Tires blowing out, engine overheating, transmissions failing, batteries dying, and my favorite, forgetting to change your oil. All of these can be preventable if you follow your vehicles maintenance requirements, inflating your tires (do not forget your spare), and developing a plan when an emergency on the road arises. Below are 10 helpful tips to save money on your fuel consumption and your vehicle in general: □ Drive smoothly. Slow down gradually, rather than jamming on the brakes, then accelerating slowly can save as much as two miles per gallon. Plus it reduces wear on your brakes. □ When driving on the highway, use your cruise control to maintain a steady speed. □ Remove unnecessary heavy items from your car. Every 100 pounds extra costs you about half a mile per gallon. □ Keep the tires of your car or truck properly inflated. For every pound per square inch (psi) below the proper level there is an average increase of 0.4 percent in fuel consumption; being low by as little as four pounds of pressure can reduce your mileage by 10 percent. □ Ride a bike or walk to work, to the local neighborhood store or to a nearby friend’s home. Total vehicle emissions are reduced to zero. Take advantage of public transportation like shuttles, trains, cable cars, etc. □ Don’t start your car until you are ready to move. Idling engines wastes fuel. If you are idling for more than one minute, turn the engine off. □ Fixing a car that is noticeably out of tune can improve its gas mileage by an average of 4 percent. □ Fixing a serious maintenance problem, such as a faulty oxygen sensor, can improve your mileage by as much as 40 percent. □ You can improve your gas mileage by 1 to 2 percent by using the manufacturer’s recommended grade of motor oil. Using 10W-30 motor oil in an engine designed to use 5W-30 can lower your gas mileage by 1 to 2 percent. □ Observe the speed limit. Each 5 miles per hour (mph) you drive over 60 mph can reduce your fuel economy by 10 percent. Earlier in the week, the JFC Naples Military Partnership Branch visited the NATO-ICI Regional Centre for its first annual review. This meeting saw both NATO and Kuwaiti entities discuss the events hosted in the Centre since the first event that occurred in September 2017. Both sides evaluated the success of the fourteen NATO events hosted in the Centre and discussed the feedback received from both the students and trainers. At the center of the discussions were the six JFC Naples’ mobile training teams executed by J4, J7 and J9 over the last 12 months. His Excellency, Sheikh Fawaz Al Sabah, Head of Information and Security Follow-up Sector at the Kuwait National Security Bureau, lauded JFC Naples’ efforts to meet the Centre’s desires and lead all the NATO organizations in providing the bulk of the training events. The annual review also looked at the next 12-months of NATO events, in which JFC Naples will execute four mobile training teams and have USS MITSCHER

And if necessary, defeat any threat.” Harry S. Truman CSG is one of the naval forces that Foggo mentioned as the carrier returned to the European theater. The strike group returned Sept. 16, 2018. “A great example, the Harry S. Truman Strike Group’s return to the European theater. I couldn’t be happier about that,” Foggo said. “The aircraft carrier and its air wing, a guided missile cruiser and guided missile destroyers, are operating in the North Atlantic. It really showcases the flexibility of the United States Navy to operate where and when it needs to be in support of our allies and partners in the theater, as well as in support of our United States national security interests.”

Addressing Challenges Throughout Europe and Beyond Foggo explained how the U.S. Navy and NATO are addressing regional challenges stemming from a more aggressive Russian military, and how exercises are meant to improve interoperability between our allies. “Russia has renewed its capabilities in the North Atlantic and the Arctic in places not seen since the Cold War” Foggo said. “And I remain concerned about the potential for miscalculation.” However, he is confident that NATO and the U.S. Navy is up to the task. “The United States and NATO forces are pretty capable and postured force, ready to deter if necessary, and defeat any aggression that we face. The NATO alliance’s purpose is to do just that. To deter first, and defend and defeat if necessary, second.” Foggo illustrated what it would look like when answering the call to an Article 5 being invoked by NATO. Article 5 is “to assist our allies in the restoration of sovereignty through defense and deterrence. NATO’s actions have been and will be defensive, transparent and proportionate to the threat,” Foggo said. Exercise Trident Juncture 2018 This segued into the upcoming exercise Trident Juncture 2018, which is NATO’s largest exercise in two decades with more than 30 ally and partner nations participating. “Trident Juncture 18 is going to test our ability to plan and conduct a major collective defense operation. Thirty allies and partner nations providing 40,000 troops, and all the equipment that goes along with that. There is 70 ships, 120 aircraft, 10,000 vehicles involved in this,” Foggo said. “And those numbers are growing every day.” Trident Juncture is designed to ensure that NATO forces and partners are trained, able to operate together, and ready to respond to any threat from any direction. NATO allies and partners routinely conduct exercises to test tactics and procedures, develop best practices and identify areas for improvement. “Trident Juncture 18 is a valuable platform for us to work with partners and exchange best practices and work together as an alliance to address crises.” Foggo said. “Collective defense has become a more prominent feature of NATO exercises due to the changes in the security landscape, particularly with regard to the illegal annexation of Crimea by Russia.” This year’s exercise will be hosted by Norway and will focus on answering the call for help by a NATO ally during a simulated Article 5 scenario. In addition the exercise will include the use of Swedish and Finnish participation and airspace. Security, Order and Prosperity In the next segment of the podcast, Foggo talked about the International Seapower Symposium. “The conference brought together more than 100 nations

and 95 heads of service. We discussed maritime strategy, ways to innovate, the best use of limited resources, amongst a host of other topics,” Foggo said. “While there I was able to meet one on one with 25 different bilateral heads of services from some of the countries in Europe and many of the countries in Africa.” Chief of Naval Operations Adm. John Richardson hosted the event in Newport, Rhode Island, from Sept. 19-21. The theme of the symposium was ‘Security, Order and Prosperity.’ The biannual conference provides naval leaders the chance to exchange experiences, lessons learned and ideas. “The event is really special because the symposium is a rare opportunity to have a gathering of these naval leaders, and this year the CNO programmed in a number of breaks to give us a chance to talk to our counterparts in other nations. I took full advantage of that,” he said. We are Stronger Together In the final segment, the topic was the Black Sea Conference held in Naples, where Black Sea allies and partner nations came together to discuss challenges and solutions in creating a stable and secure region in the Black Sea. Foggo provided context about the conference. “Adm. Johnson used to do these here in Naples in 2003-2004, bringing together leadership and diplomats to have a very heavy discussion about security matters, regionally focused throughout the theater.” Senior leaders from Bulgaria, Georgia, Romania, Turkey, Ukraine and the United States discussed shared challenges and reinvigorated their mutual commitment in the region. “The main purpose was to bring leadership together to discuss all the challenges that we face and how we can cooperate better together and identify opportunities that lead to a more stable and secure region in the Black Sea,” Foggo said. Foggo ended the segment by saying, “We are stronger together. THE TOOTH DECAY PROCESS: HOW TO REVERSE IT AND AVOID A CAVITY From the National Institute of Dental and Craniofacial Research (NIDCR)

You probably know that a dental cavity is a hole in a tooth. But did you know that a cavity is the result of the tooth decay process that happens over time? Did you know that you can interrupt and even reverse this process to avoid a cavity? What’s inside our mouths? Our mouths are full of bacteria. Hundreds of different types live on our teeth, gums, tongue and other places in our mouths. Some bacteria are helpful. But some can be harmful such as those that play a role in the tooth decay process. Tooth decay is the result of an infection with certain types of bacteria that use sugars in food to make acids. Over time, these acids can make a cavity in the tooth. What goes on inside our mouths all day? Throughout the day, a tug of war takes place inside our mouths. On one team are dental plaque – a sticky, colorless film of bacteria – plus foods and drinks that contain sugar or starch (such as milk, bread, cookies, candy, soda, juice, and many others). Whenever we eat or drink something that contains sugar or starch, the bacteria use them to produce acids. These acids begin to eat away at the tooth’s hard outer surface, or enamel. On the other team are the minerals in our saliva (such as calcium and phosphate) plus fluoride from toothpaste, water, and other sources. This team helps enamel repair itself by replacing minerals lost during an “acid attack.”

Our teeth go through this natural process of losing minerals and regaining minerals all day long. How does a cavity develop? When a tooth is exposed to acid frequently – for example, if you eat or drink often, especially foods or drinks containing sugar and starches – the repeated cycles of acid attacks cause the enamel to continue to lose minerals. A white spot may appear where minerals have been lost. This is a sign of early decay. Tooth decay can be stopped or reversed at this point. Enamel can repair itself by using minerals from saliva, and fluoride from toothpaste or other sources. But if the tooth decay process continues, more minerals are lost. Over time, the enamel is weakened and destroyed, forming a cavity. A cavity is permanent damage that a dentist has to repair with a filling. In addition to brushing with a fluoride toothpaste each morning and evening, here some tooth-friendly tips to help prevent tooth decay: ● Limit between-meal snacks. A Panorama/NSA Public Affairs Office courtesy service available for U.S. or NATO ID cardholders who have orders to PCS within six months. RULES: • New ads must be submitted on a completed Mercato form, along with a copy of both the member’s ID card (front and back) and ONLY the first two pages of PCS orders or equivalent. • Ads are limited to one per category and 25 words maximum. Ads for free pets are limited to one per person or organization (copy of ID required) and run on a space-available basis. One contact phone number per ad; no e-mail addresses. • Deadline for submission is Monday, noon for the following Friday. Public holidays (U.S. or Italian) are not an exception to this rule. ADS RUN ONE WEEK ONLY! • Any incomplete ad or ad received after the Monday, noon deadline will not be printed in that Friday’s issue.
