In a short ceremony at JFC Naples on January 1, 2017, the NATO headquarters raised the colors of the NATO Response Force (NRF), signifying that it was now in command of the force for 2017.

Addressing the headquarters staff Commander JFC Naples Adm. Michelle Howard highlighted her three focus areas: Vigilance, resilience and enduring relationships.

“Our Alliance maintains a defensive posture, but we remain committed to each other so that if conflict should arise, we will prevail,” Howard said.

Welcome to 2017! We started the New Year in Naples with fireworks watching festivities on the rooftop of the east parking garage on Capodichino. The Naples New Year’s Eve fireworks display is the most impressive that I have ever seen with every rooftop contributing to the colorful illumination of the bay of Naples. I hope everyone was able to take some time off, relax, and spend time with family and friends. Now that the holiday season is behind us, it’s time to re-focus our efforts for the New Year and hit the ground running. I have heard some impressive goals set for the New Year, and whether your goals are personal, professional or physical, I encourage you to stick with them from the first to the last days of 2017.

My goals for NSA Naples in 2017 are to keep the momentum and continue the improvements we achieved in 2016. I am always searching for better and innovative ways to serve our tenant commands and community members. In partnership with Telecom Italia, internet and Wi-Fi on board Capodichino and the Support Site are much better, and Support Site residents now have an option for 40Mbps service and unblocked streaming of Hulu, Netflix, and Amazon. The trash pad expansion project is finally underway and when complete will greatly improve the Support Site’s appearance and facilitate collection of trash and recyclables. Towards better energy efficiency, we recently installed LED street lighting on Capodichino, and have plans to do the same on Support Site.

Finally, the housing sprinkler project kicked off on January 2 with apartment buildings 2048 and 2124, and this project improves safety and allows us to meet facilities code requirements put in place after the apartments were built.

On Monday we celebrate the life and achievements of Dr. Martin Luther King Jr., who led our country forward on basic human and civil rights. His passion, intelligence and focus on nonviolent activism forced the United States to confront and improve its culture and redress discriminatory statutes encoded in federal and state law. This federal holiday was established by President Ronald Reagan in 1983 to remember Dr. King’s contributions to American history and civil rights. I encourage all members of the NSA Naples community to pause and consider his work, his life and his message to better understand the strength that diversity brings to our installation and the Navy as a whole. The Multi-Cultural Heritage Committee will hold an event at the Capo theater on January 20 at 11:30 a.m., and all are invited to attend.

On January 31 at 6 p.m., I will host a quarterly town hall at the Support Site. This is a great opportunity to hear from the installation leadership and provide feedback and suggestions for NSA Naples and the greater community. If you can’t make the town hall, it will be broadcast live on AFN which can be tuned in on FM 107.0 the Eagle or AFN 360 on your computer.

Reggia Express Train Steaming From Naples to Caserta Palace on Sundays A unique experience to visit one of the most beautiful UNESCO sites is starting Sunday with the “Reggia Express,” an historic train of the 1930s owned by the Italian Railways State that will depart twice a day from Napoli Centrale station to the Caserta Royal Palace. The tourist route foresees the visit of the Royal Palace rooms and its park with the help of an audio-guide. Furthermore, tourists will be able to participate in a culinary laboratory where they can taste the “mozzarella cheese.” Round train tickets can be purchased at the train station or through the Trenitalia web site and include a priority entrance to the palace.

Full round tickets are: 18 euro for adults; 9 euro for children from 6 to 18; and free for children under 6. Train departure from Napoli Centrale station at 10 a.m. and arrives at 11 a.m.; departure from Caserta at 5 p.m. with arrival at Napoli Centrale at 6 p.m.

Remains of an 18th Century Bourbon-era Ship Recovered One of the jewels of the Bourbon Navy Fleet was recently localized in the water of the Port of Naples by archaeological divers using the latest technologies. The “Flora” corvette was 30 meters long and 8 meters wide (about 100 feet long and 26 feet wide). Divers have recovered only its bell-board and some cannonballs, which were taken to the Archaeological Museum of Naples for restoration. On December 23, 1798, the French besieged Capua, and King Ferdinand of Bourbon ran away from the port of Naples to Palermo leaving Naples with the British ships and ordered Nelson to sink the King’s ship, which could not sail. During winter – to save money – part of the large Bourbon fleet was anchored in the

harbor of Naples unarmed and unmanned. Personnel were usually recalled during springtime but on that occasion, they were recalled through newspaper ads, but few of the Sailors could read, so very few responded. The ships were sunk to avoid being captured by the enemy, like the corvette Flora, which was manned with more than 100 men. Further salvage work in the Port of Naples will try to find out more ships of the largest fleet of the 18th century in the Mediterranean.

Leonardo da Vinci Masterpieces on Display in Naples Through March Masterpieces of Leonardo da Vinci are on display at Museo Diocesano of Donnareggina in Naples until March 31, 2017. On display there is the famous ‘Salvator Mundi,’ a real masterpiece in oil on canvas and the ‘Blessing Christ,’ which is already in Naples at the monumental complex of San Domenico Maggiore. The museum is open from Monday through Saturday, 9:30 a.m. to 4:30 p.m.; Sundays 9:30 a.m. to 2 p.m., closed on Tuesday.

Tickets for the exhibition are 6 euro.

Naple’s First Capsule Hotel Opens at Capodichino Airport The first capsule hotel in Italy opened at the Naples Capodichino airport. It is possible to sleep comfortably and wake up relaxed and ready for take-off thanks to this innovative solution. Visitors who decide to stay at this hotel will get a fast track useful for speeding up of the checkin operation. The 42 capsules include a bed, a desk, multimedia TV, soundproofing, air conditioning, iPod docking stations, MP3 player, power outlets, internet connection, and also a luggage compartment. Two of the rooms have been designed for disabled people. A future plan is to enlarge the hotel including 30 tworoom bedrooms for a total of 72 rooms.

The price of the capsule rooms are 8 euro for the first hour, 7 euro from the second hour onwards, and 25 euro for overnight.

HISTORY: NAVY ADOPTS EMANCIPATION PROCLAMATION

On January 14, 1863, Secretary of the Navy Gideon Welles signed U.S. Navy General Order No. 4, the Emancipation Proclamation. Three-and-a-half months earlier, on Sept. 22, 1862, shortly after the Battle of Antietam – the first major battle of the Civil War to take place on Union soil and the bloodiest single-day in American history – President Abraham Lincoln gathered his cabinet to present the latest version of his Emancipation Proclamation.

Lincoln had been working on the document but had been advised to step cautiously and slowly regarding its public announcement. Knowing the proclamation would have historic and far-reaching ramifications The proclamation was published that same day and it took effect January 1, 1863, affirming the emancipation of slaves in all states still in rebellion.

Born on July 1, 1802, in Glastonbury, Connecticut, Welles became a prominent journalist and politician who supported individual freedoms. Opposing slavery, he helped found the Republican Party in 1856.

Welles served as secretary of the U.S. Navy under presidents Abraham Lincoln and Andrew Johnson.

Welles was an early supporter of Lincoln’s efforts to move the issue of emancipation forward. A thoughtful, far-thinking man, Welles helped modernize the country’s naval force, which had fallen into di-

srepair following the Revolutionary War. For example, he helmed the creation of ironclad ships, pushed for improved steam technology and created blockades of Confederate ports. Welles also authorized the enlistment of AfricanAmerican naval officers who had escaped slavery.

On January 1, 1863, he anticipated the importance of the new law: “This is a broad step, and will be a landmark in history.” A week and a half later, Welles surmised that it would take a generation for Americans to broadly accept emancipation: “For a period emancipation will aggravate existing differences, and a full generation will be necessary to effect and complete the change which has been commenced.”

SPOTLIGHT: MARTIKA VELASQUEZ Aviation Boatswain’s Mate 3rd Class Martika Velasquez of Naval Support Activity Naples, affectionately referred to as “Tika,” is full of fire, laughter, and a great desire to serve the community. Having started volunteering this past June when she arrived in Naples, Velasquez has become a fixture with our USO, supporting a wide variety of programs from the Single Sailor Backyard BBQ, Walt Disney’s Birthday, Santa’s Little Workshop, AMC Flights, to Tuesday Troop Luncheons.

Though she can be found working hard during our programs, many of Velasquez’s hours are counted off the calendar. She generously and regularly lends a hand to our Capo Office, ensuring our center is supplied, our program materials are prepared, and our staff receives the help they need.

“Martika is a great example of how a young Sailor, at her first duty station, can strive to be a contributing part of her new community and make the most of her time in Naples,” USO Naples Area Director Sabrina Pullido said. “Sailors like Martika are making a difference, staying engaged through volunteering, and we at the USO are proud to play a role in that.”

Though she is a highly valued member of our USO family, Velasquez remains grounded, and supports our USO mission not for recognition, but for the satisfaction she gains from giving back.

“I enjoy volunteering because I feel that my effort is not only appreciated by the USO, but by my fellow service members,” Velasquez said.

In just six short months, she has amassed an impressive 74 lifetime volunteer hours, with 43 hours of service in December alone.

Thank you Velasquez for your friendship, your service, and your dedication to our USO. We are very proud of you and happy to have you as a part of our team!

The base Abandoned Bike Collection Program was completed December 16, 2016. The bicycles are being stored by the Housing Office in a safe location. According to the Lost and Found Instruction 5500.5D the property will be retained for safekeeping for a maximum of 120 days, which means the 120 Days will expire on March 16, 2017. After this date unclaimed bicycles will be released to a charitable organization.

It’s 2017 a New Year and that means new technology, new advances in energy saving products and new opportunities to save money around your home and office.

Midshipman Awarded Navy and Marine Corps Medal for Heroism From U.S. Naval Academy Public Affairs

A U.S. Naval Academy midshipman received the Navy and Marine Corps Medal January 10 in front of the entire Brigade of Midshipmen assembled in Alumni Hall.

Midshipman 3rd Class Jonathan Dennler received the medal, the highest non-combat decoration awarded for heroism by the U.S. Department of the Navy, for heroic actions while leading a Boy Scout troop, July 2016.

While camping in Quetico Provincial Park in Ontario, Canada, the troop experienced a major storm with up to 80 mph gusts and lightning strikes. Two trees fell on the campsite, killing a scout and an adult volunteer and severely injuring others.

When Dennler couldn’t contact anyone on the radio for help, he canoed more than 1.5 miles at night in 60 mph winds to a ranger station to bring back help and medical supplies.

The Navy and Marine Corps Medal falls in order of precedence just below the Distinguished Flying Cross and above the Bronze Star. It was first bestowed during World War II, to then Lt. j.g. John F. Kennedy. Only about 3,000 have received the award since. To win this award, there must be evidence the act of heroism involved very specific life-threatening risk to the

awardee.

The award came as a surprise to both Dennler and his classmates, who listened in silence while academy Superintendent Vice Adm. Ted Carter read the award citation then gave him a rousing standing ovation.

“It was an incredibly humbling and unexpected experience,” Dennler said.

“I’m very thankful to everyone who helped to make that happen and for the support of my family and friends.”

The award wasn’t a surprise to his parents, who also attended the award presentation. Dennler’s mother, Monica Dennler, described her son as “persistent and tenacious.”

“He knows how to persevere, and has a kind heart,” she said. “He was the only one who knew what to do back in high school when a classmate broke their leg at a basketball game, because he was an Eagle Scout.”

“He is a quiet young man who would not want a big fuss, but rightfully deserves it,” 20th Company Senior Enlisted Leader Chief Electronics Technician Nicholas Howell said. “Out of his classmates, he is the one who has the level head to think clearly and decisively act to contain the situation and help bring about the best possible solution.”

An active member of the academy’s Semper Fi Society, he hopes to serve in the Marine Corps after graduating from the academy in 2019.

Pentagon officials addressed emerging cyber challenges and the game plan to confront them in remarks before the Senate Armed Services Committee hearing on foreign cyber threats to the United States on January 5, 2017.

Marcel Lettre, undersecretary of defense for intelligence, appeared with Navy Adm. Michael S. Rogers, commander of U.S. Cyber Command and director of the National Security Agency, to clarify the tasks at hand.

Evolving Challenges “We confront no fewer than five immediate, but also distinct and evolving challenges across all operating domains,” Lettre said. “We are countering the prospect of Russian aggression and coercion, especially in Europe, something we’ve … energetically had to renew our focus on in the last several years.”

Lettre said DoD is managing historic change in what he called perhaps the most consequential region for America’s future, the Asia-Pacific. In addition to monitoring risks associated with China’s destabilizing actions in the region, he noted DoD is checking Iran’s aggressive influence across the Middle East.

The undersecretary also outlined efforts to bolster deterrent defense forces in the face of North Korea’s continued nuclear and missile provocations, as well achieving lasting defeat of the Islamic State of Iraq and the Levant and al-Qaida.

Lettre explained the DoD has named the efforts “4-plus-1,” or the four state-based challenges and an ongoing condition of battling terrorism. “Each of these security challenges – China, Russia, Iran, North Korea and global terrorist groups such as ISIL – presents a significant cyber threat di-

“We have built and continue to build the means and methods that will strengthen our relative position against of each of these dimensions of the cyber threat,” he added.

The U.S. government’s cyber policies reflected in presidential policy directives and executive orders provide guidance on the absolute necessity of a wholeof-government approach, critical to protecting the United States, the undersecretary said.

Currently, DoD has developed and refined cyber mission objectives, he said, which include defending defense networks, providing cyber options for military commanders and defending the nation against cyberattacks.

Since 2009, DoD has matured the cyber command to ensure clear command responsibility, authority and growing capabilities essential to cyber operations, Lettre said.

He also said DoD will continue to develop and refine its national cyber policy framework.

“This refinement and evolution and our deterrent thinking capability will further empower decision-making at net speed.”

Cyber command, Lettre asserted, is doing more to protect the nation and support global operations than ever before.

“We need to continue, in fact accelerate this maturation,” he said.

Lettre also said he champions a deepened partnership between the government and the

This, Rogers emphasized, includes understanding adversaries, their motives and their attack methods. And while it presents as a global problem, the tactics are often used in the homeland, he added.

“We continue to make investments in technologies and capabilities to improve detection of malicious cyber activity,” Rogers said.

Civil Rights Act of 1964 From the National Park Service

The Civil Rights Act of 1964 is the nation’s premier civil rights legislation. The Act outlawed discrimination on the basis of race, color, religion, sex, or national origin, required equal access to public places and employment, and enforced desegregation of schools and the right to vote.

Following World War II, pressures to recognize, challenge and change inequalities for minorities grew. One of the most notable challenges to the status quo was the 1954 landmark Supreme Court case Brown v. Board of Education of Topeka, Kansas, which questioned the notion of “separate but equal” in public education. The Court found that “separate educational facilities are inherently unequal” and a violation of the 14th Amendment.

This decision polarized Americans, fostered debate, and served as a catalyst to encourage federal action to protect civil rights.

Sit-ins, boycotts, Freedom Rides, the founding of organizations such as the Student Nonviolent Coordinating Committee (SNCC) and the Southern Christian Leadership Conference (SCLC), along with televised clashes between peaceful protesters and authorities, the murders of civil rights workers Medgar Evers and William L. Moore, the March on Washington, and the deaths of four young girls in the bombing of Birmingham’s 16th Street Baptist Church placed Civil rights firmly Martin Luther King Jr on the national

agenda, and the federal government was forced to respond.

President John F. Kennedy proposed, in a nationally televised address, a Civil Rights Act of 1963. A week after his speech, Kennedy submitted a bill to Congress addressing civil rights (H.R. John F. kennedy 7152).

Following Kennedy’s assassination in November 1963, both Martin Luther King Jr. and newly inaugurated President Lyndon B. Johnson continued to press for passage of the bill – as King noted in a January 1964 newspaper column, legislation “will feel the intense focus of Negro interest ... It became the order of the day at the great March on Washington last summer. The Negro and his white compatriots for self-respect and human dignity will not be denied.”

The House of Representatives debated H.R. 7152 for nine days, rejecting nearly 100 amendments designed to weaken the bill. It passed the House on February 10, 1964, after 70 days of public hearings, appearances by 275 witnesses, and 5,792 pages of published testimony.
