NATO HQ Holds Transfer of Authority for Commander and Deputy Commander By NATO Headquarters Sarajevo Public Affairs

In a transfer of authority ceremony held on Camp Butmir, Bosnia and Herzegovina (BiH) on June 27, the outgoing NATO Headquarters Sarajevo (NHQSa) Commander, U.S. Army Brigadier General Giselle Wilz, concluded her two-year term having passed the colors to U.S. Air Force Brigadier General Robert A. Huston. The ceremony was hosted by U.S. Navy Adm. Michelle Howard, Commander, Allied Joint Force Command Naples. In her farewell speech, Wilz emphasised that many challenges lie ahead for BiH, but she remains as optimistic today as she was when she assumed

her office 25 months ago as she witnessed over the course of her term that the citizens of BiH demand a prosperous future. “The Armed Forces Bosnia and Herzegovina continue to be the model for the country, while admittingly some areas have lagged behind, there has been significant progress and movement forward in others, Wilz said. “The completion of Defence Review puts Bosnia and Herzegovina in a place to move forward, to build the new house, rather than patching the old.” Huston said he looks forward to

building on the solid foundation created in the NHQSa, and that he will devote additional efforts to supporting the citizens of Bosnia and Herzegovina, and working alongside the members of the Armed Forces of Bosnia and Herzegovina to ensure that a safe and secure environment, one that will provide a stable platform for the economic prosperity, will be maintained. At the same event, outgoing Deputy Commander, Norwegian Navy Captain Lars Arne Aulie, was succeeded by Norwegian Navy Captain Helge Tonning. Military Backs Up Diplomatic, Economic Tools Against North Korea By Jim Garamone DoD News

The United States military stands ready to provide options to President Donald J. Trump, but diplomatic and economic efforts remain the tools of choice to convince North Korea to stop its nuclear and missile programs, Defense Secretary Jim Mattis told reporters at the Pentagon on July 6, 2017. “The president’s been very clear, and secretary of state’s been very clear that we are leading with diplomatic and economic efforts,” Mattis said during an impromptu news conference in the Pentagon. “The military remains ready in accordance with our alliance with Japan, with Korea.” The North Korean launch of an intercontinental ballistic missile on July 4 is a very serious escalation and provocation, Mattis said, and also an affront to the United Nations Security Council resolutions. Diplomatic Effort The secretary stressed that the effort against North Korea is purely diplomatically led. The weapons of choice are economic sanctions, but these will be buttressed by military capabilities. Secretary of State Rex Tillerson is the administration point man with regard to North Korea. My relief checked onboard Naval Support Activity (NSA) Naples, and I’d like to take this opportunity to introduce NSA Naples’ next Commanding Officer, Capt. Todd Abrahamson. Capt. Abrahamson and his family arrived last week from Washington, D.C., and are wrapping up area orientation today. Jen, Kaden, and I have really enjoyed our tour in Naples with this amazing community, and it goes without saying that I’ll be sad to leave, but I’m confident the base will be in very capable hands. Capt. Abrahamson is no stranger to serving abroad; he’s been stationed in Japan and Belgium, and deployed to Afghanistan with NATO. He’s also made numerous carrier deployments as an F/A-18 pilot, and was a Blue Angel from 2002 to 2003. He will be a passionate advocate for the NSA Naples community and all its members. Please join me in welcoming the Abrahamson’s to the Naples community! Regrettably, I also need to address an issue that has surfaced too many times over the last few months. We’ve had three DUI’s since May, one of which occurred on the Support Site with an incredibly high BAC. I cannot stress enough that driving under the influence is not tolerated and does not comport with the standards and values we hold ourselves accountable to as members of this community. The threshold blood alcohol content in Italy is 0.05%. For some people, that could mean just one drink. If you have had anything to drink, whether on or off base, please do not drive. The consequences of a DUI are not just the potential for loss of driving privileges or legal punishment; the consequences could include the death or injury to you or those around you. Please have this discussion again with your family, with your subordinates, and most importantly with your peers. If you think someone may get behind the wheel after they’ve had too much to drink, please step in and seek assistance if needed. This is problem is preventable. Finally, we are tracking the situation on Mount Vesuvius. As I’m sure you’ve noticed this past week, Vesuvio has been engulfed in wildfires that have destroyed some homes, roads, and parks. The Italian fire department and civil protection agency are combating the blaze, and many of the tourist destinations and towns around the area are closed at this time. The air quality suffers for this event, and the Public Health team at U.S. Naval Hospital Naples is advising that personnel do not work or PT outside while the smoke is prevalent due to potential respiratory concerns. Please follow that advice, steer clear of affected areas, and consult your medical care provider if you have specific health related questions. Please have a great weekend and enjoy the summer break!

July 15-16: Crane Work Admin 1 A crane will be moving along the spine at Capodichino on July 15 to replace an air conditioning unit on top of Admin 1. The crane will be fenced off, and pedestrian traffic will be re-directed by flagmen and signs. Hours of operation will be 8 a.m. to 5 p.m. on July 15 and 16. During this time, personnel from the first and second floors below the crane boom operation will need to be evacuated, however, the ground floor may be occupied. Huge Wildfires at Mt. Vesuvius National Park Several huge pillars of smoke from blaze raging through the forests on the slope of Mount Vesuvius National Park in Naples rose more than two kilometers up in the air on Tuesday. Many people believed that the volcano was erupting and many compared images of the fires with pictures of the volcano’s eruption in 1944 that destroyed three villages. Clearly visible from Naples, Pompeii, and Sorrento fires broke out on the north-eastern side of the volcano as well as in two locations on the south-west. Tourists, residents and two restaurants were evacuated at nearby Torre del Greco and

Herculaneum as a precaution. Carabinieri police, firefighters, and some 100 civil protection volunteers worked to contain the flames, along with three Canadair aircrafts and a helicopter in the areas of Ottaviano, Trecase and Torre del Greco. Authorities said a total of 927 fires have been reported between June 15 and July 10 this year in the Campania region, especially around Naples, compared to 158 over the same period in 2016. Authorities said many fires are believed to be caused by human activity and urged people to be especially careful. The fires were

Two Italian Treasures Added to UNESCO World Heritage List Two new Italian treasures were inscribed on the UNESCO World Heritage list status bringing Italy’s total number of heritage sites to 53. The Venetian works of defense, including three fortress towns in north-eastern Italy, were added onto the list: the star-shaped fortress town of Palmanova, near Trieste; Peschiera del Garda, built as an island fortress on the river Mincio in Verona province; and the fortified hill complex of Bergamo. The second addition to Italy’s UNESCO sites was its primeval beech forests, which were part of another multi-country bid including 11 other nations. Italy further bids are two more properties, the 20th-century industrial town of Ivrea in Piedmont, the Prosecco hills, and the Neapolitan pizza.

HISTORY: DEATH OF CAPT. JOHN PAUL JONES From U.S. Naval Academy Public Affairs and Naval History and Heritage Command

During the French Revolution, Capt. John Paul Jones, the great naval leader of the American Revolution, died in Paris on July 18, 1792, at the age of 45, after months of suffering from kidney and lung disease. Lacking official status, Jones died alone in his apartment, jobless and nearly penniless. The American minister to France, Gouverneur Morris, had to figure out what to do with the naval officer who had fought so bravely for American independence. Morris was afraid the cost of the funeral would fall on his shoulders so he left instructions with Jones’ landlord that Jones was to be buried as inexpensively as possible. An admiring French friend and local politician, M. Pierre François Simonneau, could not bear to have the former naval hero buried like a pauper. He believed Jones should receive a funeral befitting his status. Simonneau believed the body of Jones would one day be returned to the United States so he arranged to have the body preserved in alcohol and placed in a lead coffin and buried in St. Louis Cemetery, the property of the French royal family. Four years later France’s revolutionary government sold the property and the cemetery was forgotten for the next century. One hundred eleven years later Brig. Gen. Horace Porter, a former

Civil War officer and the American ambassador to France, spent his own money, and hired researchers to find Jones’ cemetery and the grave. In 1903 Porter’s team found what they hoped was Jones’ casket. At the University of Paris, a complete autopsy was performed. The investigators compared the head to that of a bust of Jones, which had been made in 1780 by the sculptor Jean Antoine Houdon, who had used calipers and rulers to obtain exact measurements of Jones’s facial features. The autopsy and forensic study proved conclusively that the body was John Paul Jones, and that he had died of nephritis (a kidney ailment), which was complicated by pneumonia. Jones’ remains were transferred to the USS Brooklyn, flagship of a special naval squadron sent by President Theodore Roosevelt to bring Jones home to the nation, which he had helped to gain its independence. On July 24, 1905, the naval tug Standish carried the casket ashore at Annapolis, Maryland, for placement in a temporary vault across the street from the new U.S. Naval Academy Chapel, which was under construction. Seven years later, the chapel was completed. On January 26, 1913, Jones’ remains were laid to rest in the crypt of the Academy Chapel. A Marine honor guard now stands watch over the man who became known as the Father of the U.S. Navy.

SPOTLIGHT: CULINARY SPECIALIST 2ND CLASS (SW/AW) JIMMY PAMINTUAN

Culinary Specialist Second Class (SW/AW), Jimmy Pamintuan from San Diego, California, has been in the Navy for 10 years, and he reported to U.S. Naval Hospital (USNH) Naples in September 2013. He currently serves as a Galley Watch Captain. A top-notched Sailor with two enlisted classification codes (NEC), Pamintuan is a substantial asset for the Nutrition Management Unit. Aside from leading in the preparations of the galley’s daily meals, special luncheons and dinners, Pamintuan has displayed an extremely impressive skill in carving fruits and vegetables, shaping them into imaginative figures. His astounding creations transpired attention and focal appeal during command events such as USNH Naples Change of Command, Preferred Provider Network Receptions, and the recent hospital visit of Rear Adm. Terry Moulton, which earned commendations from the admiral and his distinguished guests. Pamintuan’s goals include advancing to the rank of Petty Officer First Class and to pursue his graduate studies in Business Management. in his spare time, he enjoys paragliding and traveling with his wife and daughter. So far, they have been to more than 40 countries. “The best chapter in my Navy career is being stationed here in Naples wherein travel opportunities are seemingly boundless,” Pamintuan said with conviction. “I was able to carry out a childhood dream into reality.”

Sailors Train for Auxiliary Security Force By MC1 Daniel Barker Naval Support Activity Public Affairs

Sailors from Naples area commands volunteered and were selected by their tenant commands to complete training in the Auxiliary Security Force (ASF), a three-week course held at NSA Naples area locations designed to train and mold them into an efficient security force for the base. The Sailors were exposed to specialized training, with each week bringing new challenges. Training consisted of both classroom and field exercises, with subjects such as use of deadly force, operational risk management, the Uniform Code of Military Justice, and base-specific instructions being covered. Subsequent weeks involved a wide array of training ranging from weapons familiarization, the use of Oleoresin Capsicum (OC) or pepper spray, specialized close quarters combat referred to as mechanical advantage control hold (MACH) takedowns, vehicle inspections and tactical team movements. “The OC Contamination and fight through training is a very important aspect of Law Enforcement and Security training,” Master-atArms 1st Class George Sangriu said. “The training allows the individual to know what they might experience in case they have to physically restrain someone. In most cases where a police officer uses OC, it will inevitably get on the officer as well. It is important that they understand what the OC feels like and what the effects are.” Sangriu emphasized the practical applications of

the training, and made sure to expose the students to situations that fully tested their decisionmaking skills. “The ASF program, whether here in Naples or stateside, is great way to assist Base Police during normal everyday operations as well as during heightened force protection conditions. The ASF course is a three-week course and upon completion, ASF members receive three training certificates, including Armed Security, Security Reaction Force, and Oleoresin Capsicum which can be used throughout their carrier in the Navy as well as the civilian world for aspiring Police Officers,” Sangriu added. “Lastly, the ASF program is a great Command Collateral duty which can make the ASF member much more competitive during yearly evaluations.” In addition to being a great confidence booster, everyone learned the importance of being physically fit. While physical encounters are rare within the Military Law Enforcement community, and when incidents do occur they usually only last for a short period of time, a security member needs to be in top shape to help ensure they overcome the fight. These types of situations can be especially dangerous as there is a firearm involved; the security force member’s weapon is always present. As you pass through the gates of NAS Naples, Support Site or Carney Park, remember that the gate guards are Sailors who are highly trained and fully equipped to help protect you from a wide array of threats.

Work with landlords to have any water holding tanks disinfected twice a year, and ensure your tap water is disconnected from non-permitted wells and connected only to the city water system.

ENERGY CONSERVATION Regional Energy Consumption Competition From NSA Naples Energy Management Team

Some of you may know of our regional energy competition, but for some of you this could be the first time you are hearing about it. So what is it? Navy Region Europe, Africa, Southwest Asia (EURAFSWA) has started a competition among the installations in our region. The installations are competing against each other to see who can have the biggest reduction in the energy consumption. So when does it run? The energy consumption competition kicked off on Earth Day 2017 and will conclude on Earth Day 2018. So what do we win? During the monthly Regional Council Meeting (attended by Adm. Rick Williamson) the installation with the biggest energy conservation reduction will receive special recognition. Other prizes (quarterly, semiannual and annual) will be determined. Here at Naval Support Activity (NSA) Naples public works we understand that there are mission-essential equipment and spaces which must keep using energy, but for those other areas, we should strive to reduce energy and turn off all non-mission essential electronics lights and report things like chillers on in unoccupied rooms then we will move ahead of our competition here in our region. The Arleigh Burke-class guided-missile destroyer USS Ross (DDG 71) departed Trondheim, Norway, July 8, 2017, after completing a scheduled port visit to enhance U.S.-Norway relations as the two nations work toward a stable and secure Europe. Cmdr. Bryan Gallo, commanding officer, and Cmdr. David Coles, executive officer, met with Trondheim’s mayor and deputy chief of police during the ship’s visit. Members of the Norwegian Home Guard and Trondheim police force helped provide security for the ship while in port.

“The Norwegian Home Guard and Trondheim Police seamlessly integrated with the ship’s force and provided a high level of security throughout our port visit,” Lt. Harry Gregory, anti-terrorism officer, said. “They were some of the most capable and professional security forces we’ve worked with.” During the port visit Sailors aboard the Ross had the opportunity to experience the host nation’s culture and witness a day without the sun setting. “The people of Trondheim were incredibly hospitable and proud to share their rich history with us,” said Ensign Nicholas L. McGrath, electrical officer. “It was a privilege to see such a beautiful country while the sun was up for

U.S. officials are also working with China – North Korea’s benefactor and largest trading partner – to place more pressure on North Korean leaders to stop the nuclear and missile programs. Launch Analysis Continues The secretary said the Defense

Department is still analyzing intelligence from the North Korean launch. “It clearly had a booster, which was a new development on a previous missile,” he said. Mattis said he was not surprised that North Korean leader Kim Jong Un launched the missile. “We assume these sorts of things from him,” the secretary said. “Right now that’s why we’re called … the sentinels for this country. We were on duty. … The radars were up and operating. We knew it as soon as he fired it that it had been fired – literally.”

The Navy Chaplain Corps launched a social media campaign called #CharacterMatters to engage service members in a conversation on the importance of character on July 10. The interactive campaign, published via the Chaplain Corps’ social media accounts at Twitter (@NavyCHC) and Instagram (@NavyChaplains), will focus on character traits important in fostering healthy relationships and professional readiness. Rear Adm. Margaret Kibben, chief of chaplains of the Navy, recently explained how her social media campaign supports CNO’s vision. “This campaign,” she said, “is just one of the ways we actively strengthen the values of our shipmates.

And no matter whether the contributions to our character as individuals are social, moral or religious,” she continued, “the bottom line is that ‘character matters.’” The campaign, running now through the last week of September 2017, will offer participants a weekly opportunity to share reactions to an image depicting a selected character trait, and to provide an answer to a crossword puzzle clue. For those seeking adventure, the local area offers all sorts of outdoor activities ranging from, but not limited to, sky-diving, kayaking and horseback riding. The Naples Tiger Sharks worked extremely hard in the pool, swimming an average of 3,000 meters a day, focusing on technique, and seemingly endless swim drills during both morning and evening practices. Despite being worn out from the workouts, the Naples Tiger Sharks were joined by their families in the afternoon for some fun optional activities, including white water rafting, canyoning, Parkour archery, hiking through the Vintgar gorge along the mile long, elevated boardwalk over the Radovna river, zip lining across the Sava river, swimming Lake Bohinj, paint ball and much more. In addition to their regular practices, swimmers had the opportunity toward the end of the week for additional intensive 30minute, one-on-one coaching with Coach Globocnik, or Coach Zan Pogacar, before or after their regular practices. This special training allowed the coaches to really focus on strokes that the swimmers needed help with. Pogacar was surprised by the positive results following the additional intensive training. “It was a great and a once in a life time opportunity to work with and improve my backstroke,” said. “I choose to work with Coach Pogacar as he was the 2014 Slovenian National champion in the 200 meter backstroke.” While training one afternoon, the swimmers had the honor to meet Duric Darko, a two time Slovenian Paralympian (2012/2016), and current

world record holder in the 100 meter freestyle and 50 meter butterfly. Darko, who was born without legs, and his left arm, took a few minutes after practice to talk with the swimmers about never giving up, regardless of how hard their circumstances may be. During their meeting he took to the pool in a friendly race with the Tiger Sharks. Darko’s example of determination, hard work and persistence really impacted Ava Johnson, 13, who said she was inspired by his story and example. “Meeting Duric Darko was inspirational because though he was faced with such adversity in his life, he was able to overcome it to become a champion swimmer – even with only one limb,” Johnson said. “Watching him swim across the pool proved to us that there are really no excuses for giving up.” The week ended with the swimmers battling the wind and current as they completed a 500 meter open water swim across the waters of Lake Bled to Bled Island, which also happens to be the only island in Slove-

nia), while their parents and coaches rowed across in row boats. Once ashore the victorious swimmers, and their proud families enjoyed a well-deserved break with a scoop of ice cream and a breather. Then they jumped into the chilly waters of Lake Bled for the 500 meter swim back to the camp. The lake swim was a great way to close out camp, and is considered a mandatory rite of passage for

many of the camp participants. Be Smart, Be Safe Always Wear a Bicycle Helmet From the U.S. Department of Transportation

● Almost 44,000 bicyclists have died in traffic crashes in the United States since 1932 – the first year that bicycle fatality estimates were recorded. ● In 1997, 813 bicyclists were killed, and approximately 58,000 were injured in traffic-related crashes. Children ages 14 and under accounted for 232 (29 percent) of these fatalities, making this one of the most frequent causes of injury-related death for young children. ● Each year almost 400,000 children ages 14 and under are treated in emergency rooms for bicycle-related injuries. ● Universal bicycle helmet use by children ages 4 to 15 would prevent 39,000 to 45,000 head injuries, and 18,000 to 55,000 scalp and face injuries annually. ● Bicycle helmets are 85-88 percent effective in mitigating head and brain injuries, making the use of helmets the single most effective way to reduce head injuries and fatalities resulting from bicycle crashes.

● Despite the fact that 70 to 80 percent of all fatal bicycle crashes involve head injuries, only 18 percent of all bicyclists wear bicycle helmets. ● Nationally, bicyclists ages 14 and under are at five times greater risk for injury than older cyclists. ● As with safety belts, child safety seats, and motorcycle helmets, the enactment of laws requiring the use of bicycle helmets-along with education and visible enforcement is likely to be the most promising way to increase bicycle helmet usage. Cost Savings ● The estimated cost of bicycle-related injuries and deaths (for all ages) is $8 billion. ● It is expensive to treat bicycle-related head injuries because these injuries can endure throughout a lifetime. ● Every $10 bike helmet saves this country $30 in direct health costs, and an additional $365 in societal costs. In fact, if 85 percent of all child bicyclists wore helmets every time they rode a bicycle for a year, the lifetime medical cost savings would total $109 to $142 million.
