Pompeii 9/11 Memorial Ceremony By MC2 Alyssa Weeks Navy Public Affairs Support Element Detachment Europe

On September 11, the city of Pompeii hosted its 17th commemoration and wreath laying ceremony in front of the 9/11 monument that includes an authentic fragment from one of the Twin Towers of the World Trade Center. Pompeii Mayor Pietro Amitrano, Naval Support Activity (NSA) Naples Commanding Officer Capt. Todd Abrahamson, along with NSA personnel and distinguished guests attended the ceremony to honor 33 Sailors among others who died during the World Trade Center terrorist attacks. “What I think is special about this particularly ceremony is its taking place in a city and country thousands of miles away from the United States,” 9/11 POMPEII

The American and Italian flags flew side-by-side at half-mast at Naval Support Activity (NSA) Naples as American and Italian service members, firefighters, law enforcement personnel and civilians gathered together to commemorate the lives lost in the tragic 9/11 terrorist attacks against the United States 17 years ago. The ceremony honored the nearly 3,000 people killed in New York; Arlington, Virginia; and United Flight 93 in Shanksville, Pennsylvania. During the ceremony, NSA Naples Sailors selected for chief delivered a

synopsis of the single largest loss of life from a foreign attack on American soil, followed by a speech delivered by Electronics Technician (Submarine) 1st Class Bradley Bevis, selected for the rank of chief petty officer. Cordell spoke about the reconstructed World Trade Center, the September 11 memorial, the two San Antonio-class amphibious transport ships constructed using 7.5 tons of steel salvaged from the rubble of the World Trade Center, USS New York (LPD 21) and USS Arlington (LPD 24) and USS Somerset (LPD 25), which was named after Somerset County, Pennsylvania. Somerset County was where the passengers of United Flight 93 sacrificed their own lives to stop

the hijacking of their flight by terrorists, preventing further national tragedy. After the synopsis and the speech, a wreath-laying ceremony at the central piazza onboard Capodichino was held as a tribute to the fallen. Many who attended took the opportunity to reflect on the anniversary of 9/11 and how it has directly affected them during their lives. Musician 3rd Class Carega Raymond was 13-years-old when the attack happened and could see the smoke from his house in New Jersey. “9/11 is a day I will always remember,” Raymond said. “I had a lot of friends that worked and lived in the city on 9/11. I had a lot of friends who lost their parents and loved ones. NSA OBSERVES 9/11

The January 2019 Navywide enlisted examination (Cycle 242) testing date for active-duty and full-time support Sailors who are advancement eligible to the pay grade of E-7 was recently announced in Naval Administrative Message (NAVADMIN) 214/18. The Navywide examination date is January 17, 2019, for active-duty and full-time support (FTS) Sailors eligible to advance to chief petty officer, as well as E-6s who are required to take the E-7 exam for the limited duty officer program. “Bibliographies (BIBs) for the E-7 January exam are updated and available for download on My Navy Portal and the Navy COOL website,” Naval Education and Training Professional Development Center (NETPDC) Command Master Chief Gregory Prichard said. “The E-7 advancement process differs from the E-4 to E-6 process in that the final multiple score (FMS) consists of only two elements that are used to rank order eligible E-6s; the exam score and performance mark average (PMA). So, being prepared for the exam is essential.” E-7 ADVANCEMENT CYCLE Page 13

CAPTAIN’S CORNER By Capt. Todd Abrahamson NSA Naples Commanding Officer

September 11th has become an annual reminder of one of our nation’s greatest tragedies and the strength and solidarity it took for Americans to respond as a united people. For the Navy, it coincides with the Chief Petty Officer season and many Chief-Selects take this opportunity to reflect on the meaning of their service and dedication to leadership. This year at NSA Naples, September 11th also highlighted another significant theme. During a visit to the 9/11 memorial in Pompeii, we were reminded that we as Americans are not alone in remembering our nation’s fallen. NSA Naples Sailors were joined by the citizens of Pompeii, at a monument maintained by their city, to honor and mourn for those lost on 9/11. This was an important reminder that we share an extraordinary relationship with our host nation and its people. I am very proud of the support we provide each other every day, especially on such a somber but important anniversary. I am also proud to welcome Dr. Dell McMullen, DoDEA Europe Director for Student Excellence, to our installation this week. This Friday afternoon she will be meeting with senior leadership in Naples to take a look at some of the fantastic upgrades that have been made to our local schools. I am passionate about senior level leadership getting to visit and see the positive changes we’ve made in our military community. Additional information about changes all over base will be available at next week’s town hall as well. Please join me Tuesday, September 18, at 1800 in the Support Site movie theater to learn about the great work that’s been going on at NSA Naples and to ask questions that have been on your mind. The event will begin with Vice Admiral Franchetti discussing the U.S. Sixth Fleet mission, U.S. Naval Hospital leadership discussing the status of its upcoming transition, and our Naples DoDEA schools principals talking about the start to the 2018 school year and upcoming events. Your inputs are valuable to us so we urge as many people as possible to come participate. For those not able to attend, AFN will be streaming the event live on Facebook and broadcasting live via the radio. You’ll also be able to send questions into our Facebook page. Your input is also clearly important to the Department of Defense! Your participation in this year’s Overseas Housing Allowance (OHA) and Move-In Housing Allowance (MIHA) survey directly resulted in an overall raise in portions of both allowances for personnel stationed in Italy. Our utilities allowance increased by 2% and MIHA saw an additional 3% raise. This may seem like small potatoes, but it means extra money in the pockets of our personnel and their families. It also means that our needs were listened to loud and clear. If you weren’t eligible to or didn’t participate in this year’s survey, please remember to do so next year! When we speak up through mediums like this, we not only improve things for ourselves, we also improve them for those who come after us. As always, thanks for reading the Panorama! For more information about NSA Naples, please follow us on Twitter @NSA_Naples and Facebook at facebook.com/NSANaples/ Buon fine settimana – and remain vigilant.

Gragnano Hosting Festa of Pasta This weekend, the city of Gragnano, located about 30 kilometers (19 miles) southeast of Naples will be hosting the Feast of Pasta, a two-day event entirely dedicated to delicious dishes in the homeland of pasta. Many exhibition stands will be there, including 14 pasta factories with their own creations. The city’s main road, Via Roma, will become the “Street of Pasta,” a place where visitors can taste many dishes of pasta and also visit some of the pasta factories open for the occasion. The event will open on Saturday at 6:30 p.m. and on Sunday at 11:30 a.m. with open doors factories and tasting of pasta dishes. Ticket will cost 5 euros and it will entitle the ticket holder to two dishes of pasta and a bottle of mineral water. Ancient Roman Gold Coins Discovered in Como Hundreds of ancient Roman gold coins were found in a vase in a basement, on the site of an old theater in Como in Northern Italy. The coins date back to the end of the Roman Empire in the 5th century. The theater, which was inaugurated in 1870 and later became a cinema

before closing in 1997, was due to be demolished to allow the construction of a luxury residence. Authorities now plan to suspend work at the site to allow further excavations. Starbucks Opens Reserve Roastery in Milan The Starbucks Reserve Roastery opened its first branch in Italy on Thursday. Milan marks the first time Starbucks has established its retail presence in a new country with the Roastery format, of which only two others exist in the world: the Seattle Roastery, which opened in 2014, and the Roastery in Shanghai, which debuted in 2017. The company is located in a 2,300 square meter building in Milan’s Palazzo delle Poste on Piazza Cordusio – only a few streets away from famous landmarks such as the Duomo, Galleria Vittorio Emanuele II and La Scala theater. At the Milan Starbucks, an espresso will cost 1.80 euro “sitting or standing,” and a cappuccino will cost as much as 4.50 euro. This has prompted Italy’s consumer association to file a complaint with Italy’s antitrust authority, saying the prices were far above average for Milan, and Italians fear that Starbucks could drive up prices elsewhere in Italy.

HISTORY: REMEMBERING WHAT HAPPENED ON 9/11

Smoke pours from the southwest corner of the Pentagon after a hijacked commercial airliner crashed into the building, September 11, 2001. Navy Photo by Petty Officer 1st Class Mark D. Faram Dr. Alfred Goldberg Former Office of the Secretary of Defense Historian

As no other event in U.S. history, not even Pearl Harbor, the deadly assaults on New York and Washington that took the lives of almost 3,000 people, including 343 firefighters and 71 law enforcement officers, on September 11, 2001, shattered the nation’s sense of security, and united the country as it had not seen since the attack at Pearl Harbor. At 8:46 a.m. the World Trade Center North Tower was hit by American Airlines Flight 11 after being hijacked by five Al-Qaeda terrorists. All 92 people aboard were killed. At 9:02 a.m. the World Trade Center South Tower was hit by United Airlines Flight 175 after being hijacked by five Al-Qaeda terrorists. All 65 people aboard were killed. At 9:37 a.m. the Pentagon was hit by American Airlines Flight 77 after being hijacked by five Al-Qaeda terrorists. All 64 people aboard were killed. At 10:03 a.m. United Airlines Flight 93 crashed into a field at Shanksville, Pennsylvania, as the passengers and crew attempted to regain control of the aircraft from the Al-Qaeda hijackers. All 44 people onboard were killed. What happened at the Pentagon that day and

for days afterwards is a compelling story of trauma and tragedy as well as courage and caring and an instructive case study in coping with such appalling contingencies. Any history of this event must relate the resolve and fortitude exhibited by the military and civilians most immediately affected as well as the indispensable help that came from thousands of responders in the aftermath. In the first terrifying minutes after the plane crashed into the building the swift actions of survivors and rescuers helped save the lives of many who would otherwise have perished. The prompt response and subsequent performance of federal, state, and especially local agencies, in particular their coordination and cooperation with each other and with Pentagon authorities, provided invaluable lessons for dealing with other large-scale emergencies in the future. The utter destruction of the Twin Towers in New York and the severe damage done to the Pentagon by Middle East terrorists signaled a changed world in the making, one that poses a constant threat of attack that the United States must guard against and defeat if its people are to live in freedom and safety. The nation responded first with stunned surprise and overwhelming grief, then with outrage and stern refusal to be intimidated.

SPOTLIGHT: TONY FIERRO

For the past five decades, Tony Fierro, better known as owner/operator of “Tony’s Hardware,” has been a vital fixture at Joint Force Command at Bagnoli and then later at Lago Patria. In the late 1940s, Fierro lost his father when he was only three. A decade later, his stepfather, who had become like a real father to him, owned a hardware store in Posillipo, just a few kilometers down the road from JFC. That was where the young Fierro learned the hardware trade. Like many young Neapolitans, he loved sports and wanted to become a professional soccer player, and he had the talent and drive to achieve that dream. “I love soccer, and even played for the Campania Naples Team for four years, but I saw business in my future,” he said. “In soccer I could easily have been injured and that would have been the end of my career.” Common sense prevailed, and Fierro erred on the side of caution and followed in his stepfather’s footsteps. In 1963, at the age of 19, he opened his own hardware store at JFC at Bagnoli. It was next to the Wood Hobby Shop. Originally his shop specialized in offering woodworking items such as sandpaper, nails, screws and glue. The young entrepreneur was soon getting many requests from new arrivals for items such as light bulbs, adaptors, and other home hardware they needed to help them adapt to their new Italian lifestyle. “For me, it was so important to look after people and to take care of their needs,” he said. That basic principal of taking care of people is at the core of his philosophy. He says he learned the hardware business from his stepfather and how to be “nice” from his mother. Throughout the past five decades, Fierro has taken care of not only countless JFC service members and civilians but also his wife, who was the daughter of a U.S. Air Force colonel. As a result of that relationship, he spends a few months each year – usually in Florida – where his wife’s family is from. That time spent “stateside” has helped him to speak perfect English and to better understand the needs of new arrivals from the United States. This week Fierro turns 75. He said his life’s greatest honor has been taking care of the needs of U.S. and NATO service members that he has come to know and admire over the past 55 years.

Make and Practice an Emergency Plan By DC2 Stephen Bruno NSA Naples Emergency Management Department

Disaster can strike at any time. Will you be ready when it does? There are several things you can do to ensure that you are, none more important than having a plan and then practicing it. Your family may not be together when disaster strikes. Developing an emergency communication plan doesn’t cost a thing, and the time you’ve invested beforehand will make it easier for your family to reconnect. Here are some things you can do to help your family communicate in the event of an emergency. Fill out contact cards for each family member and keep them in your wallet or purse. For younger children, the cards can be kept in school backpacks. It is a good idea to laminate your contact cards to preserve them in case of accidental contact with liquids. In addition to carrying a calling card, cash (American and Euro), and a cell phone is always helpful. It is not uncommon for cellular phone networks to be disrupted during emergencies, but text messages and SMS will often still transmit even when voice calls fail, so ensure all family members know how to use this technology. If base access is restricted due to a disaster or emergency, it is possible that you could be on one side of the gate, and your family members on the other! For this reason, it is important to have a back-up plan. Talk with your family about safe meeting places at the homes of trusted friends, for example. Make sure your children know which adults can help them get back in touch with you if an emergency does cause a physical separation between you and your family, and communicate with your friends and ensure that they are listed as an emergency contact for your children. Be prepared! Stay connected! What is my evacuation route? Learn the types of disasters that are likely in your community and the local emergency, evacuation, and shelter plans for each specific disaster. Plan how you will leave and where you will go if you are advised to evacuate. Identify several places you could go in an emergency such as a friend’s home in another town or a motel. Choose destinations in different directions so that you have options during an emergency. If needed, identify a place to stay that will accept pets. Be familiar with alternate routes and other means of transportation out of your area. Always follow the instructions of local officials and remember that your evacuation route may be on foot depending on the type of disaster. Develop a family/household communication and re-unification plan so that you can maintain contact and take the best actions for each of you and re-unite if you are separated. Assemble supplies that are ready for evacuation, both a “go-bag” you can carry when you evacuate on foot or public transportation and supplies for traveling by longer distances if you have a personal vehicle.

If you have a car: Keep a full tank of gas in it if an evacuation seems likely. Keep a half tank of gas in it at all times in case of an unexpected need to evacuate. Gas stations may be closed during emergencies and unable to pump gas during power outages. Plan to take one car per family to reduce congestion and delay. Make sure you have a portable emergency kit in the car. If you do not have a car, plan how you will leave if needed. Make arrangements with family, friends or discuss this with your chain of command. During an Evacuation: Listen to a battery-powered radio and follow local evacuation instructions. Take your emergency supply kit. Take your pets with you, but understand that only service animals may be permitted in public shelters. Plan how you will care for your pets in an emergency now. If time allows: Secure your home by closing and locking doors and windows. Unplug electrical equipment such as radios, televisions and small appliances. Leave freezers and refrigerators plugged in unless there is a risk of flooding. If there is damage to your home and you are instructed to do so, shut off water, gas and electricity before leaving. Leave a note telling others when you left and where you are going. Wear sturdy shoes and clothing that provides some protection such as long pants, long-sleeved shirts and a hat. Check with neighbors who may need a ride. Follow recommended evacuation routes. Do not take shortcuts; they may be blocked. Be alert for road hazards such as washed-out roads or bridges and downed power lines. Do not drive into flooded areas. After an Evacuation: If you evacuated for the storm, check with local officials both where you’re staying and back home before you travel. Residents returning to disaster-affected areas after significant events should expect and prepare for disruptions to daily activities, and remember that returning home before storm debris is cleared is dangerous. Let friends and family know before you leave and when you arrive. Charge devices and consider getting back-up batteries in case power-outages continue. Fill up your gas tank and consider downloading a fuel app to check for outages along your route. Bring supplies such as water and non-perishable food for the car ride. Avoid downed power or utility lines; they may be live with deadly voltage. Stay away and report them immediately to your power or utility company. Only use generators away from your home and NEVER run a generator inside a home or garage, or connect it to your home's electrical system. Learning about what potential natural disasters are present in the community combined with developing and practicing your family emergency communication plans are keys to becoming better prepared. So until next time Be Prepared and have a great week! For more information on how you can be prepared visit http://www.ready.navy.mil or http://www.ready.gov

This is the most obvious thing that you can do to stop wasting water at home. Why isn’t it done yet?! □ Replace your showerhead with a low-flow alternative. You shower every day so it’s important to reduce the amount of water that you’re using when you do. □ Install aerators in your other faucets. Your showerhead isn’t the only faucet where too much water is coming out at once. Add aerators to your other faucets to reduce the amount of water flow. □ Convert your toilet to a low-flush toilet. Waste less water every time that you flush. One simple way to do this is to fill a plastic milk jug halfway with pebbles or gravel and put it inside of your toilet tank. □ Insulate all of your hot water pipes. You waste a lot of water by running it to heat it up. This is a lot less likely to be a problem if your water pipes are properly insulated. □ Water your plants with your extra water. Collect rainwater as well as safe greywater around the house and use this water in landscape watering around your home. □ Turn off the water when you are at the sink. When brushing teeth and shaving at the sink, stop letting the water run. Learn to wash your face with cool water instead of letting it run to heat up. These little things do make a difference day after day. □ Do full loads of everything that requires water. Dishwashers and washing machines should never be run when they are only half-full. It’s a waste of water. □ Find ways to replace water use with other options. For example, if you usually use running water to thaw your frozen meats then consider stopping that practice and thawing them in the refrigerator instead. SOUND OFF: WHERE WERE YOU ON 9/11?

YNC Keyonna Fairley “I was in ship’s admin department as a YNSR onboard USS Emory S. Land (AS 39) in La Maddalena, Italy. I was 18 and scared out of my mind. After checking with our families, we joined the battlegroup almost immediately.”

Lt. Cmdr. Matt Greene “I was at band practice in high school in Texas. The teacher turned on the TV and we thought it was an accident in New York, until the second plane crashed. There was a lot of confusion and the slow reality of what happened and the question of what would happen next.”

Larry Daley “I was on active duty with the Air Force at the old Joint Force Command at the old site of Bagnoli and working out of the Chief’s office. We were planning the Air Force Ball when we heard the news about the 9/11 attack. It was surreal. I couldn’t believe it had happened.”

HM3 Keng Xiong “I was in elementary school in Wisconsin. The school wouldn’t let us watch the news on TV. So it was a while before I finally learned the magnitude (of 9/11) after President Bush declared a war on terrorism.”

RPCS Patience Ray “I’ll never forget: I was on my way to work at Marine Corps Recruit Depot Parris Island and as i approached the gate, the traffic was really backed up. I turned on the radio and when I heard we had been attacked, I was overcome with sadness for the families who lost loved ones that morning.”

JROTC Conducts Basic Leadership Training By Naples JROTC Cadet Evan O’Connor

The Naples Middle High School Junior Reserve Officer Training Corps (JROTC) Cadets conducted the first event of the year September 10, 2018. This year’s JROTC Basic Leadership Training (BLT) was planned and executed by senior cadets and designed to teach new cadets the basics of the program. The Naples’ student-led approach is a key component of leadership training that creates opportunities for returning cadets to practice the leadership skills they have learned in the classroom. In addition, the full day of training provides a great way for new cadets to start their year well-informed and fully-capable. The day began early with every cadet’s favorite: the morning JROTC run. Cadets were divided into two platoons and jogged in formation from the school to the Support Site North Soccer Fields located at the back side of the base. From the very

start, the ability of the new cadets to stay in-line and instep during the formation run was admirable. More fun awaited them at the soccer fields, where the two platoons joined into a “company” to conduct additional physical training (PT). Each JROTC cadet staff member took turns introducing themselves to the new cadets and leading the unit on various exercises like push-ups and mountain climbers. After PT and introductions, training focused on teaching the new cadets some basic stationary drill movements like the position of attention, right and left face, about face, parade rest, at ease, and hand salute. The monotony was countered with games of “knockout,” in which an incorrect drill movement resulted in getting you “eliminated” until one winner remained. Slowly but surely, the underclassmen became faster, increasingly confident, more accurate, and overall very presentable. Once the new cadets reached proficiency with the

stationary commands, we shifted focus to marching – a core skill and test in teamwork and precision that is considered the most obvious indicator of a unit’s skill and know-how. When a unit, platoon, or squad is able to march in complete unison, it’s hard not to be impressed. On this first day of marching, however, complete synchronicity was not the goal. During the morning session, cadet leaders were simply teaching the freshmen how to walk in a straight line with eyes looking straight ahead while staying in-step. The training started at the individual level, and then slowly builtup to include entire squads and ultimately platoons. Through pure repetition and practice, the underclassmen slowly improved, demonstrating their tenacity and eagerness to learn. The training day culminated with the unit marching back to the school, a fitting symbol for the teamwork developed that day. With few mistakes, the unit marched back as a coordinated

body. If one were to compare how the unit had run to the soccer fields versus how the synchronized company had marched back, the progress made would be extremely evi-

dent. This set a high standard for both new and old cadets. Everyone returned that day aware of what would be expected of them and ready to meet those expectations.

I lost some cousins, and so this day is always a little harder for me. The events of 9/11 have made everyone in the country a little more connected. What we say in New York is ‘Never Forget.’” The master of ceremonies, 9/11 POMPEII

Chief Legalman Jean Yusten, concluded the ceremony with a quote from the Sept. 11 memorial at the World Trade Center in New York. “May the lives remembered, the deeds recognized, and the spirit reawakened be eternal beacons, which

NSA Naples Deputy Command Chaplain Lt. Cmdr. Peter Dietz said. “The mayor at the time wrote to the United States asking for a piece of steel from the World Trade Center so they too could mourn with us and grieve with us to support us in our grief after this attack and to me that’s really incredible.” Dietz said the importance of this event was to remember American history, the attacks on our country, remember the innocent lives lost during that terrorist attack and the strength and resiliency of our country overcoming it. 2,996 men, women and children were killed and over 6,000 injured in the attacks at the World Trade Center site, the Pentagon, and aboard Flight 93. “We are mainly the only Americans here so having the support from the Italians for something that happened 17 years ago is very special and it was great to see them stand shoulder to shoulder with us in such a tragedy that happened to us,” said Religious Petty Officer 3rd Class Bethany Caldwell. The city of Pompeii came together and established a memorial to remember every year that event and grieve with us, a symbol of the strong alliance between our countries. Participation in the January exam is only a part of the advancement process for E-7. The top 60 percent, ranked by FMS, in each rating get to compete for advancement against peers and have their records sent to the E-7 selection boards. Selection Board Eligibility results are normally released in mid-March on the Navy Enlisted Advancement System (NEAS) website. During Advancement Examination Readiness Reviews at NETPDC, visiting E-7 to E-9 fleet subject matter experts (SMEs) in each enlisted rating ensure all examination questions can be linked to current references and publications. As rating SMEs select questions for the examination, an examination bibliography is developed for that specific cycle’s exam, based on the source references used to formulate questions on the exam. The Navy Advancement Center (NAC) updates bibliography information as fleet instructions and manuals change, and it is recommended that candidates check their bibliographies a few times prior to the exam ad-

sued photo ID; Social Security card; and DD 214 (veterans only). All command-sponsored family members are eligible to attend. ministration date to make sure they have the most recent BIBs. “Bibliographies and their listed references should be a critical part of each Sailor’s exam preparation program,” Prichard added. “When the Cycle 242 exams were created, each test question was tied to a specific reference, and the bibliography is a compilation listing of all references used to create that specific exam. With that in mind, I would recommend Sailors use only the official Navy bibliography sources for studying their references.” To download the bibliographies and an exam-specific topic list for the upcoming cycle visit the Navy Advancement Center’s My Navy Portal bibliography page at https://www.mnp.navy.mil/gro up/navy-advancement-center/bibliographies or the Navy Credentialing Opportunities Online (Navy COOL) website: http://www.cool.navy.mil/usn, under the Find & Select Related Credentials, Enlisted tab. This will be the last activeduty E-7 Navy advancement examination that will consists of 25 professional military knowledge (PMK) and 150

job-specific rating technical questions. The 2020 E-7 exam will not include PMK questions, as announced in NAVADMIN 085/18. As part of Sailor 2025 and rating modernization efforts, a PMK eligibility exam was created to provide greater emphasis on PMK and to separate it from examinations on rating knowledge. Specific information on exam eligibility, clearance requirements and evaluation date requirements are detailed in NAVADMIN 214/18 and in BUPERSINST 1430.16. The NEAS website is available for education services officers to verify and correct the list of eligible candidates for their command, and confirm examination ordering information. The NEAS Web address is https:// prod-neas.ncdc.navy.mil/ E-7 exam profile sheets provide candidates with information on how well they did on each topic area, and detail individual FMS totals as well as minimum selection board cut requirements.
