Foggo III, commander, U.S. Naval Forces Europe-Africa (CNEA), announced the 2018 U.S. Naval Forces EuropeAfrica Shore Sailor, Sea Sailor, and Junior Sailor of the Year during a ceremony held at the base theater onboard Capodichino February 1, 2019. “It’s a real honor to be up here on the stage to talk about such committed Sailors,” Foggo said. “Every one of these fine young men and women are winners, and every day the things that you do represent the excellence that was the mantra of Adm. Zumwalt and every Chief of Naval Operations since.” Foggo took a moment to define what each of these Sailors represent, and why their commands selected them, before he announced the winners. “Adm. New NATO Hub will Gather the Alliance’s Cyber Defenders From NATO Communications and Information Agency

Cyber defenders from across the Alliance have a new community where they can exchange information, share best practices and work together in an encrypted workspace with secure video, voice, chat and information gathering capabilities. The community was launched Tuesday (February 12, 2019) by the NATO Communications and Information Agency (NCIA). Computer emergency response teams from five countries are already connected to NATO’s protected business network: Belgium, France, Netherlands, United Kingdom, and United States. Access to the network will roll out to all 29 Nations later this year. The launch of the cyber defenders’ community is the first step toward the creation of an information hub for Allies, called the Cyber Security Collaboration Hub. This initiative was announced last year by NATO Secretary General Jens Stoltenberg, who said that one of NATO’s key roles in cyber space is “to act as a hub for information sharing, training and expertise”. The future hub will not require additional funds or staff, or changes in policy. The collaboration is facilitated through existing Memorandums of Understanding with NATO Nations.

residents Day weekend is here and the sun has started to shine again here in Naples, so I’m sure many of you are taking advantage of the opportunity to travel and get out and about. Whether you’re staying here or leaving town, please remember to keep safety on your mind. There are multiple travel-related strikes here this weekend, and there may be other challenges at your destination. Plan ahead and check out what’s going on in the country or city you’re travelling to. A great way to do that is by using the resources available from the State Department’s Smart Traveler Enrollment Program (STEP). Not only does enrolling in STEP get you access to important alerts, it also helps ensure the local embassy and your family can get a hold of you in the case of an emergency. I highly recommend everyone visit https://step.state.gov/ and sign up before their next trip. Wherever you are this weekend, please check out this week’s story on Navy Region Europe Africa Southwest Asia’s award for Building Energy Manager (BEM) of the year, given to a Sailor based right here in Naples. HM3 Dawid Panyszak of U.S. Naval Hospital Naples was awarded the title for overseeing a larger reduction in total energy consumption over the past fiscal year than any other BEM in the entire region. I want to congratulate petty officer Panyszak and thank him for what he does. Energy conservation is an incredibly important mission here and on bases all over the world. The more electricity, water, and gas we save directly increases our capacity to support the fleet as an operational platform. That is why all of our BEM’s are such important parts of the installation’s mission. I’d therefore like to thank all them for what they do every day here. And if you see HM3 Panyszak around, please congratulate and thank him for a job well done! Lastly, you may have heard or seen our security team running drills this Tuesday as they prepare for our Final Evaluation Problem (FEP) in March. We’ve made some announcements online and over AFN about this and I just want to reiterate that personnel on base will probably see more and more of these exercises over the next few weeks. If you see security personnel in their blue and red training vests and red rubber guns out, please don’t be alarmed. Of course if you ever see anything that you think may be suspicious, report it immediately, even if it’s during a drill. As with every training Tuesday, security is out there honing their skills to increase readiness in the face of any force protection threat. Please steer clear of the area if you see them training and, if they give you any instructions, please ensure you follow them. These men and women stand the watch every day and night to keep us safe and I’m very proud of the work they do. As always, thanks for reading the Panorama! In Memoriam: Roberto Muscettola passed away peacefully January 19, 2019, in his hometown of Naples at the age of 62. Roberto worked for the U.S. Navy for 39 years faithfully supporting the logistics mission in Naples from March 1980 through January 2019. He began his career in 1980 with the Naval Support Activity (NAVSUPPACT) Naples Supply Department at the Water Freight Terminal in the Port of Naples. In 1993 he moved to Capodichino as a Transportation Assistant, and in 1997 he was promoted to Supervisory Transportation Assistant. He is survived by his wife Patrizia, and children Giuseppe, Gianluca and Mariavittoria. Roberto will be forever remembered by all of his colleagues and friends. A mass in memory of Roberto will be celebrated on February 25, 2019, at 10 a.m. at the chapel onboard Capodichino. Those who so desire may attend the mass and pay respects to Roberto and to his family.

HISTORY: FIRST AMERICAN TO ORBIT EARTH By Gary Nichols NSA Public Affairs

On February 20, 1962, Mercury Astronaut and Marine Corps Aviator Lt. Col. John Glenn became the third American in space, and the first to orbit the earth when he successfully completed three orbits aboard the space capsule “Friendship 7.” Strapped in a cramped capsule, which sat atop an Atlas 6 rocket, Glenn launched from Kennedy Space Center at Cape Canaveral, Florida, at 9:47 a.m. The official name for Glenn’s mission was Mercury-Atlas 6. “Mercury” for the mission program, named after the Roman god of speed, and “Atlas 6” to indicate that this was the sixth mission to use the new, faster Atlas rocket as a launch vehicle. As was common practice among most pilots, the astronauts selected for the Mercury program often gave their capsules personal nicknames – Glenn asked his children for suggestions on what he should name the vessel, finally deciding on the word “Friendship” and adding the number “7” to honor his fellow Mercury members He completed three orbits around the earth, reaching a maximum altitude of approximately 162 statute miles and an orbital velocity of approximately 17,500 miles per hour. The duration of his flight from launch to splashdown was nearly five hours. He landed in the waters near Grand Turk Island in the Bahamas, approximately 800 miles southeast of Cape Canaveral. At the height of Cold War tensions and with the launch of the satellite Sputnik in October 1957 and the successful orbit of the earth by Soviet Cosmonaut

Yuri Gagarin 10 months earlier, Americans feared the Soviet Union was winning the space race. Glenn’s accomplishment brought a sense of pride and relief to Americans, and instantly made the 31-year-old Glenn a national hero. Glenn was born July 18, 1921, in Cambridge, Ohio. He attended Muskingum College in New Concord, Ohio, and received a bachelor’s degree in engineering. He entered the Naval Aviation Cadet Program in March 1942. After graduating, he was commissioned in the Marine Corps in 1943. Glenn was a veteran of both World War II and the Korean War, having flown 149 combat missions. He was awarded the Distinguished Flying Cross five times. Glenn completed testpilot school in 1954, and in 1957 he set a transcontinental speed record for the first flight to average supersonic speed (700 mph) from Los Angeles to New York. Glenn had nearly 9,000 hours of flying time, with approximately 3,000 hours in jet aircraft and more than 218 hours in space. He remained with NASA until 1964, but did not return to space after his record-breaking flight. It is widely believed that NASA grounded him out of fear that he might be injured or killed in a space program that was still, in many ways, in the developmental stage. Their fears were not unfounded: The Soviets lost their national hero Cosmonaut Yuri Gagarin – who in 1961 became the first human in space – when his MiG-15 training jet crashed in 1968. Glenn was promoted to the rank of colonel in October 1964 and retired from the Marine Corps in January 1965. Glenn became a business executive until his election to the United

States Senate in November 1974. He retired from the Senate in January 1999. Finally, on October 29, 1998, 36 years after his first flight, Glenn returned to space aboard the space shuttle Discovery. During

the mission, he carried out an extensive number of experiments relating to aging and space travel. Once more, Glenn became a household word, and an American hero for a new generation.

The Dental Directorate along with the American Dental Association is highlighting the value of oral health during the month of February for Children’s Dental Health Month. The dental team from U.S. Naval Hospital Naples will be visiting Naples Elementary School, Froebel and The Anglo-Italian Montessori School February 25 through March 1 to provide oral health education to more than 1,000 area students. Taking care of your teeth with proper

brushing, flossing and regular dental check-ups is important to oral and overall health. The students will learn an array of dental topics including techniques for brushing and flossing, how to prevent cavities, healthy eating habits and the importance of regular dental check-ups. Participants will engage in activities that encourage a positive attitude toward oral hygiene. Good oral health is important for children, so good habits should be started early. If you plan on spending your Valentine’s Day cozying up near the fireplace, be sure to keep the fireplace damper closed unless you have a fire burning. It can be easy to forget to close it when the fire has burned out, but keeping the damper open can cause drafts and heat loss in the rest of the house. 2. If you plan on having a nice, romantic dinner at home and want to set the mood with proper lighting, use energy efficient light bulbs that save you money, and look for bulbs that are lower in lumens for a dimmer setting. For those who plan to cook that romantic dinner, there are some simple energy efficient ways you can prepare that meal. JFC Naples Civil Military Cooperation Branch Trains on Humanitarian Assistance From Joint Force Command Naples Public Affairs

JFC Naples J9 Civil Military Cooperation Branch and facilitators from the Center for Excellence in Disaster Management and Humanitarian Assistance (CFE-DM) conducted a Humanitarian Assistance Response Training (HART) from January 29-31, 2019. The course provided military and civilian preparedness and response professionals with operational-level training on humanitarian assistance and disaster response. The course enhanced NATO’s preparedness to conduct Article 5 and Non-Article 5 operations and enable the success of NATO missions. Speakers from the International Humanitarian Community (United Nations World Food Programme, the International Committee of the Red Cross and the Norwegian Refugee Council) joined the

training, sharing information on their organizations’ emergency planning processes and discussing issues related to civil-military coordination during crisis response. The course methodology combined theory with practice, with group discussions focused on case studies on Iraq’s Battle of Mosul from 2016 to 2017 and Somalia. A video conference with the UN in Erbil discussed civil-military dialogue in the context of Iraq. Thirty candidates from JFCNP, and other NATO headquarters and commands received the certification from CFE-DM, a U.S. Department of Defense organization established by U.S. Congress in 1994, which reports to U.S. Pacific Command. Formed in 1949 with the signing of the Washington Treaty, NATO is a security alliance of 28 countries from North America and Europe. NATO's fundamental goal is to

Thank you all for your service, thank you for the excellence you have displayed and thank you so much for continuing to operate at a very high level.” Intelligence Specialist 1st Class Michael Eaker was named Sea Sailor of the Year, Cryptologic Technician (Collections) 1st Class Jeremy Thompson was named Shore Sailor of the Year, and Electronics Technician 2nd Class Nisha Mittiga was named Junior Sailor of the Year. “The competition this year was extremely tough, however we came together as a group and realized this competition brings out excellence,” Eaker said. “When I found out I won it was extremely humbling. It made me think of all the people that helped me get to this spot because I know I wouldn’t be here without the help from my mentors and shipmates.” The finalists were graded on criteria in 10 categories: Primary responsibilities; job performance; leadership; command climate/sailorization; meritorious achieve-

ment; collateral duties; educational accomplishments; peer group/community involvement; personal appearance/military bearing; and boardmanship. “It was a tough competition” Thompson said. “We had some really good Sailors from all around the fleet. It was a surprise to be selected, but as soon as I heard my name I just told myself I had to get up and start thinking about the next level and where it goes from there.” Eaker moves on to compete next month at the Sea Sailor of the Year competition at U.S. Fleet Forces Command, and Thompson advances to compete later this spring at the Navy Shore Sailor of the Year competition at the Chief of Naval Operations. “We would like to thank the spouses, the family members, friends, shipmates, and leaders that supported everyone one of these finalists,” Kemp said. “Without them we wouldn’t be in this place right now. Winter Blues Buzz Off at Carnevale By Lou Freed

While the yuletide holidays are now fading in our memories, Italians are presently looking toward spring, preceded by exuberant Carnevale celebrations then followed by somber days leading up to this year’s Easter Sunday on April 21. Revelry, fascinating costumes, gigantic floats, singing and dancing in the streets plus calorie-high foods will predominate especially during Fat Tuesday on March 5. Two of the most acclaimed cities for enjoying these festivities are Viareggio (for its fascinating floats) and Venice (for the smashing masks and costumes). But hey, there are other Italian blockbuster carnival towns and cities celebrating life in the streets with swaths of orange, purple, yellow and green colors brightening winter’s moody skies. Carnevale is sort of an “anything goes” affair and the original idea of the masks

was to be able to get away with things without anyone knowing who you really were, making the event among the best photo ops in Italy. Watch for the costumed innocentlooking children surprising onlookers with confetti and squirts of silly string. If looking for a shot of adrenaline and a selfie op to shake off the winter blues, why not don a mask with a colorful get-up then join in the fun and get in the swing of the clamorous event for your European memorabilia at the destinations below? Originally set in Sweden, censors objected to the portrayal of a king’s unfortunate demise on stage. Each installation within EURAFSWA has multiple building energy monitors. These BEMs are the “bootson-the-ground” tenant command representative who are assigned the duty of identifying, monitoring and reporting facility energy/water discrepancies for their facility. This person helps ensure that our facilities are energy- and waterefficient as well as comfortable for occupants. The BEM assignment is collateral to a person’s primary duty and thus, can be challenging to carry out. Panyszak’s relentless pursuit of energy conservation in his collateral duty at the 186,000 square-foot U.S. Naval Hospital Naples facility resulted in an 18 percent reduction in total energy consumption for the fiscal year 2018, compared to the energy consumption in fiscal year 2017. He is a prime example of how the U.S. Navy’s success is the sum of the strength of each individual. As BEM for USNH Naples, Panyszak worked with the command to make sure the hospital used energy and water as efficiently as possible. This included performing regular walk-throughs to look for energy or water waste, helping other personnel at the hospital to understand the importance of saving energy and water, and identifying problems in the building that needed fixing. His actions included: ● Delivering monthly command indoctrination briefs, educating newly-reporting staff on energy conservation initiatives at the command; ● Streamlining the work request submissions, which resulted in a more efficient and timely resolution of energy conservation deficiencies; ● Tracking timely performance and completion of preventative maintenance on the Heating, ventilation, and air conditioning (HVAC) system to ensure efficient energy use while keeping occupants comfortable. His proactive commitment to eliminating energy waste has increased the security of the installation. His energy leadership serves as an example to others, and proves that Building Energy Monitors make an impact. We can no longer draw a bright line between our Shore Installations and Forward Operations.

George Washington, who’s birthday has been celebrated as a national holiday for the past 130 years, commanded the Continental Army and led the American colonies to victory in the Revolutionary War. Later, he also served as the first President of the United States, and as a result of his outstanding service, has become known as “The Father of Our Country.” In 1885 Chester Alan Arthur, the 21st president, signed a bill establishing Washington’s birthday as an official federal holiday. Eighty-three years later Congress passed the Uniform Holidays Bill of 1968 to create more three-day weekends for federal employees by moving three existing federal holidays (Washington’s Birthday, Memorial Day and Veterans Day) from fixed calendar dates to designated Mondays. In doing so, Congress also established

Columbus Day as a new federal holiday. Another great president – Abraham Lincoln – who preserved the Union during the Civil War, was also born in February. During debate on the bill, it was proposed that Washington’s Birthday be renamed Presidents Day to honor the birthdays of both Washington

(February 22) and Lincoln (February 12). Although Lincoln was included in the new holiday, the proposed name change was initially rejected.
