NATO marks 70 years of existence next month and alliance members continue the mission of ensuring the organization is relevant and agile in a new era, Secretary General Jens Stoltenberg said in Poland over the weekend. Stoltenberg was in Warsaw to mark the 20th anniversary of Poland joining NATO. He spoke at a conference sponsored by the Polish Institute of International Affairs and the German Marshall Fund of the United States. The secretary general discussed the changes experienced across Europe since the fall of the Soviet Union and dissolution of the Warsaw Pact. Poland, the Czech Republic and Hungary were the first tranche of former nations to join NATO. “It is hard to understand the impact of the enlargement of NATO, the importance, how it has transformed Europe,” he said. He said traveling in Eastern Europe before the fall of the Berlin Wall was a totally different world. “If anyone had told me back then that, not so much later, Poland and many other of the former Warsaw Pact members were going to be members of NATO, I would have regarded that as absolutely impossible,” he said. HE HOUSING TOWN Hall last Friday was a huge success and I want to thank everyone who came in person and participated from home. We were very lucky to have our military community’s top flag level leadership present to put out crucial information and take questions from the audience. The conditions in which our personnel and their families are living make a direct impact on the missions we all support. That is why we were very glad to have the opportunity to clearly explain the issue resolution process and receive some incredibly constructive feedback. As you’ll see in this week’s front page article, audience members asked some very good questions and made some excellent, actionable suggestions. Our team is going to look at each one of those suggestions to see what we can implement to improve resident experience here. As we do that, we’ll be releasing more information to the community about any new projects we undertake. You can find a list of some of the major topics discussed in the previously mentioned article, and you can also find information regarding the housing issue resolution process on our Facebook page. We’ve also pushed this information out to all of our tenant commands so you can always talk to your chain of command as well. When in doubt, never hesitate to contact the NSA Naples housing office for instructions on what to do if you have an issue. That goes for on-base family, on-base unaccompanied, and economy housing residents. March is national nutrition month and the Naval Hospital staff here is spreading awareness this year about healthy eating habits. This is a topic that affects each and every one of us, not just service members. Worldwide, millions of children and adults suffer from issues like malnutrition, vitamin deficiencies, obesity, and various eating disorders. Today, the USNH Naples nutrition team is visiting our local DoDEA schools to educate children about these problems and how to eat right. Over the next few weeks they’ll also be going on AFN to speak to the community about the role nutrition plays in all our lives. Additionally, with the PFA coming up, many personnel often turn to unhealthy fad diets to lose weight or get in shape. Before deciding on a diet plan, please consider visiting the dedicated nutritionists at USNH Naples to talk about what’s best for your body. You can also take advantage of their ReNu Life program, which offers a science based approach to weight management and wellness. To find out more, call 081-568-5977. Lastly, as we start to see the sun coming back out and warmer weather on the horizon, it’s important to remind ourselves of some key safety topics. Quick changing weather patterns, as seen lately, can cause dangerous driving conditions. Make sure you remain focused when behind the wheel. And as you can’t be focused when intoxicated, remember that there are safe, reasonable alternatives to drinking and driving. Call your chain of command, a friend, or our command duty officer (CDO) at 335-825-7986, if you need help getting home. On base, we’ve also had a few incidents where motorists have come very close to hitting pedestrians. Watch out for increased foot traffic and bicyclists as the weather improves. For personnel commuting to Capo, it is not permitted to drive the wrong way in parking garages just to get a better spot. It’s also not permitted to park on the ends of lanes if no marked spots are left. Our security personnel will be looking out for and issuing tickets for this kind of behavior if personnel are caught. ASD Città di Caserta Basketball Team Visits Support Site Fire Department The ASD Città di Caserta Basketball team visited the Naval Support Activity (NSA) Naples Support Site Fire Department for a tour, Saturday, March 9. During the tour, the young athletes got the opportunity to see much of the equipment used by fire fighters including the trucks, tools and the firefighting ensemble, which was worn by one of the fire fighters. Leonardo da Vinci Exhibition Opens in Rome The Scuderie del Quiranale palace in Rome opened a major exhibition on the scientific genius of Leonardo da Vinci to mark the 500th anniversary of his death. The “Science before science” shows the technological and scientific work of Leonardo. There are more than 200 pieces on display including some of his famous works like the parachute, helicopter and tank. The exhibition dedicates an entire room to Leonardo’s military genius with several reproductions of his designs, including his famous giant crossbow. The exhibition runs until June 30. Leonardo da Vinci was born in Florence in 1452 and died in France in 1519. He worked in many fields including painting, sculpture, architecture, science, mathematics and astronomy.

HISTORY: THE STORY OF THE FEMALE YEOMEN DURING THE FIRST WORLD WAR By Nathaniel Patch

World War I was the first industrial war. It introduced new weapons like the machine gun, airplanes, tanks, battleships, and submarines. The submarine, introduced to world navies around 1900, evolved from a coastal-bound vessel to a terror on the open seas. When unrestricted submarine war began in January 1917, the German navy sank 540,000 tons of shipping in the first month. In April 1917, the month's total had risen to 900,000 tons, several thousand of them American. Because Germany refused to stop sinking American shipping and Great Britain increased pressure for American intervention, the United States entered the war. The call to arms went out, and hundreds of thousands of men volunteered for or were drafted into military service. Even with increase of manpower, the Navy remained shorthanded. The number of ships increased from three hundred to a thousand. How were these new ships going to be manned? The answer lay in the unassuming language of the Naval Act of 1916, which unintentionally opened the door to women volunteering in the U.S. Navy. As in previous wars, women were prohibited from joining the Navy and other Regular armed services. But the act's vague language relating to the reserve forces did not prohibit women. The act declared that the reserve force within the U.S. Navy would consist of those who had prior naval service, prior service in merchant marines, were part of a crew of a civilian ship commissioned in naval service, or "all persons who may be capable of performing special useful service for coastal defense." This last element contained the loophole that allowed women to enlist. After reviewing the act, Secretary of the Navy Josephus Daniels and the Bureau

of Navigation (the forerunner to the Bureau of Personnel) concluded that the language did not prohibit women from enlisting in the reserves. The act gave the Navy a previously untapped resource that allowed administrative operations to be carried out by naval personnel and freed able-bodied men to serve aboard ships. On March 19, 1917, the Bureau of Navigation sent letters to the commanders of the naval districts informing them they could recruit women into the Naval Coast Defense Reserve to be "utilized as radio operators, stenographers, nurses, messengers, chauffeurs, etc. and in many other capacities in the industrial line." The new enlisted women were able to become yeomen, electricians (radio operators), or any other ratings necessary to the naval district operations. The majority became yeomen and were designated as yeomen (F) for female yeomen. The Navy began recruiting women immediately, but it had no provisions for medical examinations or standards to which they were going to hold new recruits. Some recruiting offices were able to borrow female nurses from nearby naval hospitals to conduct the examinations. At the beginning, it was assumed the yeomen would perform only administrative duties, so the majority of the tests focused on office skills. In spite of the confining categories the Navy placed upon the yeomen (F), the women also worked as mechanics, truck drivers, cryptographers, telephone operators, and munitions makers. The Navy faced two problems specific to the new yeomen (F): living quarters and a dress code. A large number of these young women were assigned to posts away from home. Because the Navy had no protocol for women on naval bases, the female yeomen had to make their own arrangements for living quarters.

Some were lucky and could find a place to stay with family or friends nearby. Many yeomen roomed at the YWCA or shared other apartments. In some cases, the Navy helped. In Washington, D.C., the Navy leased some apartments for female yeomen who did not live locally. As the war progressed, housing became such a problem in Washington that the Navy proposed building dormitories for the beleaguered yeomen. The war ended before any of the construction projects began. In Newport, Rhode Island, the Navy housing conditions were so deplorable that the secretary of the Navy agreed to a subsidy to pay for room and board. Standard Navy uniforms were tailored for men, but the Navy had no provision to supply women's clothing. At the time, it was still considered improper for women to wear anything but a dress or skirt. The solution was to lay down guidelines on what was to be considered regulation dress, and the yeomen (F) were given additional money to purchase what they needed. The uniforms of the yeomen (F) varied because they were either homemade or purchased outfits. Navy regulations later stated that uniforms had to be either white or blue. A single-breasted jacket topped a skirt whose hem had to be four inches above the ankle. Hats tended to be a brimmed hat made of a stiff felt. By the end of the war, the Navy had made changes to the regulations that governed gloves, hats, jackets, skirts, and handkerchiefs. The yeomen (F) enlisted for the standard four years. Days before the signing of the Armistice in November 1918, the Navy stopped enrolling women but made no decision on what to do with women already in service. It was assumed they would finish their enlistments, and for some that period would end in 1922. In 1919 the Navy made its first move to dismantle the women reserves. The

Naval Appropriations Act of 1919 placed both Navy and Marine female reservists on inactive duty. Because they had not been discharged, they had to keep their uniforms and medical information. The Navy was also willing to pay for passage to return home or to the place of recruitment. In one special case, Yeomen Rose Volkman was recruited in her home in Hawaii and transferred to New York. The Bureau of Navigation investigated who had ordered this assignment because they were now responsible for paying $300 for her return passage. The Navy was not so shortsighted as to willingly lose such a valuable resource as the services the yeomen (F) provided. Before the passage of the Naval Appropriations Act, Secretary Daniels advised the Navy and Marine commanders of civilian positions that would open within the Department of the Navy and at shore establishments. Appointments to these positions, such as clerks, messengers, or police, would be offered to reservists for a temporary period. Those who accepted the appointments kept their rate of pay and received bonuses to compensate for losing living expense allowances that they had got during their service. In honor of Dr. Seuss’ Birthday and Read across DoDEA Day, sailors and parents volunteered to read to students on March 1, 2019, at Naples Elementary School through the Partners in Education (PIE) program. Last Friday, YN2 Coryna Houston was one of almost 20 volunteers who shared their love of reading with Naples students. “Interacting with kids through reading is so much fun. They’re so lively and have such bright faces.” The annual event at Naples Elementary School parallels the nation’s largest reading celebration, Read Across America, which encourages literacy for all ages by connecting us to the great American author, Dr. Seuss. For the March 1st celebration of literacy, many students and staff were dressed in reading and Dr. Seuss themed attire, but it was the small group reading by the special guests that brought out the smiles from students. “Reading to a student is motivation and that experience

ENERGY CONSERVATION Is Your Refrigerator Running…Efficiently? From NSA Naples Energy Management Team

Refrigerators are one of many appliances that remain on day and night. One way to reduce energy waste is to ensure your refrigerator is in the best working condition possible. There should be a tight seal on all refrigerator doors. One way to test if the seal is tight is to place a dollar bill in the door. If the dollar falls when the door is closed consider calling the housing warehouse to get a more efficient one. Using an energy star refrigerator can help save up to $150 on utility bills a year. Most people don’t think that the maintenance for their refrigerator would save them energy but it does. Here are some things you can do with your refrigerator. 1.Don’t set the temperature colder than necessary. Set the refrigerator temperature between 35° F and 38° F. set the freezer control so the temperature is between -5° F and +6° F. A small thermometer placed in the refrigerator or freezer will help you set it correctly. 2.Clean the unit. Clean dust off the condenser coils, fins, evaporator pan and motor once or twice a year. A clean unit runs more efficiently. Unplug the unit and clean with a vacuum cleaner or long-handled brush. Also leave a little space behind the unit to allow air circulation. 3.Defrost a manual-defrost unit regularly. Frost makes your unit work harder and wastes energy. Don’t allow more than one-quarter inch of frost to build up. 4.KEEP GRAZING TO A MINIMUM. Frequently opening and closing the door puts strain on your refrigerator. Try to avoid mindlessly eating in front of the refrigerator (with the door open), so you won’t let too much cold air escape the fridge. 5.DON’T PUT HOT LEFTOVERS IN THE FRIDGE. If you have containers of leftovers. Don’t put them straight into the fridge while they’re still hot. They can raise the fridge’s temperature, making the compressor work harder to cool the fridge down. If you let your food cool to room temperature before putting it in the refrigerator, you’ll take some of the strain off your fridge. The command visit process, part of a CNIC directive, will allow personnel to request a walkthrough of their residence from their chain of command. If a request is made, two personnel in a supervisory position will visit the individual’s home and discuss and document any issues they are having. Once documented, a service member or civilian employee’s chain of command can help follow up on the issues with the installation housing office. This applies to personnel living on or off base. Along with Capt. Abrahamson, leadership from the installation’s housing and public works departments helped explain the issue resolution process. When an issue arises, residents of base housing should contact the housing office immediately. If the issue is not resolved, residents can contact the housing director directly. If the issue is still not resolved, the Region housing office is available to help. For economy residents, the process is similar, but requires residents to first contact their landlord. The housing office can then be contacted if any communication or other issues exist. Again, if the issue is not resolved, residents can contact the installation housing director or Region housing office directly.

A question and answer session following the presentations also led to discussion of specific concerns Naples area residents have regarding housing issue resolution. Some of the topics posed and answers given were: – Drinking water quality on base. Safety is our top priority in anything we do at NSA Naples. Drinking water on base is tested regularly to ensure it meets the strictest requirements for health and safety. However, some residents have reported issues such as strong chlorine odor, staining of clothes or mineral build up in sinks and appliances. If you experience these issues, we need to know. Please report the problem to the housing office so we can investigate what is causing it and how we can potentially correct it. Our environmental team especially needs to know about potential issues with water quality. – Air conditioning transition timeframes in base housing. Many on-base residents have expressed frustration with the timeline for turning air conditioning (A/C) on leading into the summer. Residents whose homes get too hot end up having to open windows and potentially let in smoke from nearby fires in. NSA Naples actually starts the A/C activation process far earlier than required due to how

long it takes to cover all buildings. We are however going to look into the order in which buildings’ A/C is turned on. Buildings which get more sunlight during the day might be able to be turned on sooner. Again, please let us know if you are experiencing this issue in your building so we can help mitigate the problem. – Issues with maintenance contractors. Residents with service call issues like maintenance workers not showing up on time, not showing up at all, leaving a mess behind, not making proper repairs the first time, or not understanding why they’ve been called should contact the housing office immediately. NSA Naples tracks items like repeat service calls so we can bring these to the attention of our lessor during regularly scheduled meetings. We need to know how often these types of problems are happening so we can address them with the contractors directly. If you have a problem with a service call, we want to hear about it as soon as possible. – Improvements to the feedback process. The suggestion was made to implement an electronic feedback system for service calls, similar to what USNH Naples uses after a patient visit. We think this is an outstanding

idea and are going to look into the possibility of implementing this type of system. In the meantime, please keep your feedback coming by contacting our housing office, our housing director or the Region housing office, or by leaving us a comment via the Interactive Customer Evaluation (ICE) system. – Issues with landlords of economy housing. Residents in economy housing should first contact their landlord with any issues they have. It is the landlord’s responsibility to carry out their responsibilities as outlined in the lease. If an issue cannot be resolved with the landlord however, residents can contact the housing office for help. Examples include helping tenants communicate when a language barrier exists, or reviewing a lease agreement to examine the tenant’s rights. If necessary, housing can get legal services involved to advocate for the tenant. Housing does place landlords who refuse to perform their lease agreement responsibilities on an off limits list. The housing office will not facilitate a lease for that property until the landlord can prove they have resolved the issue. They can even place other properties the landlord owns on the list as well. Hospital Corpsman 3rd Class Dawid Panyszak was awarded a Flag Letter of Commendation from Rear Adm. Rick Williamson on March 7 for being named the 2018 Building Energy Monitor (BEM) of the year for all of Navy Region Europe, Africa, Southwest Asia (EURAFSWA). As the BEM for U.S. Naval Hospital Naples, a collateral duty to his primary role, Panyszak delivered monthly command indoctrination briefs to educate new staff members on energy conservation, streamlined work order requests resulting in more timely resolutions of energy conservation deficiencies, consolidated the use of appliances in mess rooms, and tracked the preventive maintenance of the heating, ventilation and air conditioning (HVAC)

system to ensure energy efficiency. “As BEM for the hospital, I work with PWD Naples and my command to make sure we use energy and water as efficiently as we can,” said Panyszak. “This includes regular walk-throughs to look for energy or water waste, helping others understand the importance of conservation, and identifying problems in the facility that need to be fixed.” Panyszak’s relentless efforts in the pursuit of energy conservation resulted in an 18 percent reduction in total energy consumption for the fiscal year 2018 compared to fiscal year 2017 throughout the 186,000 square-foot Support Site hospital. “I want to thank everyone at the hospital for supporting this program. This is not achievable by one person alone, we accomplished this as a team,” said Panyszak.

Poland is on the forefront of the world of great power competition having a border with Russia. There are now NATO combat troops based in Poland and the Baltic Re-

publics, the secretary general said. The United States has based a rotational armored brigade in Poland, and that force exercises regularly with Polish and NATO allies. Growing Alliance NATO has grown from 12 nations that signed the Washington Treaty in 1949 to 29. It will further grow this year when the accession protocol with North Macedonia is ratified in all the allied countries. And the door remains open, Stoltenberg said. “The paradox is that despite that we are growing bigger [and] more countries are joining the alliance, despite that we have been the most successful alliance in history, we see questions being asked about the strength and the relevance of the trans-Atlantic bond, both in Europe and in North America,” he said. areas — trade, climate change, the Iran nuclear deal, burden sharing and other issues. “But the paradox is that despite these differences, North

America and Europe are doing more together within NATO and on security and defense than they have done for many years,” the secretary general said. Readiness, Counterterrorism The battle groups in the East are just one part. Alliance forces are increasingly ready, with a tripling of the size of the NATO Response Force. The alliance is pushing its “4-30s” initiative — meaning 30 battalions, 30 warships and 30 air squadrons ready within 30 days. NATO is also playing a significant role in the fight against terror. “We have made enormous progress in the fight against Daesh,” he said. “The global coalition -- NATO is part of that, all NATO allies are part of that -- it’s a transatlantic effort.” NATO transformed its operations in Afghanistan from a combat mission to one focused in training, advising and assisting local forces. U.S. Commitment Stoltenberg said the perception of many Europeans is that the United States is reducing its presence in Europe, and he emphasizes this is not the case. “The United States is committed to the security of Europe,” he said. “It’s right that after the end of the Cold War, the United States reduced its military presence in Europe — and that was quite natural because tensions went down. But over the last years we have seen that United States is again increasing its military presence in Europe.”

As part of the European drawdown, U.S. Army battle tanks were withdrawn from Europe in 2013. Less than a year later they were back, laying the groundwork for what has become a sizable rotational force. “Now the United States is back with a full armored brigade, many battle tanks, in Europe,” Stoltenberg said. “That’s not a sign of weakened commitment, that’s a sign of strengthened commitment.” Large numbers of American service members participated in NATO’s Trident Juncture exercise. The European allies are matching spending increases and more. European nations have added $100 billion extra for defense spending by the end of next year, he said. “This is also recognized in Washington,” Stoltenberg said. “So, yes, there are differences, yes there are disagreements on many issues,” he continued. “But yes, when it comes to NATO, security, we’re actually strengthening our partnership. And, for me, it is important to convey this because perception matters. If the perception is that we are not strong, if the perception is that we are not standing together, then we reduce deterrence. “And the strength of NATO, the deterrence we are delivering every day, the purpose of that is to prevent conflict, is to preserve the peace. And if there is any misunderstanding about that, we are actually increasing the risk of conflict, miscalculations and attack against a NATO ally,” Stoltenberg said.

The base also is able to place residents facing emergencies that can’t be resolved in a reasonable timeframe in emergency temporary lodging (TLA). Safety Office Reminders Driving Under the Influence (DUI): The base has had two reported DUI’s in the past two weeks. During one incident, which occurred off base, the motor vehicle operator refused to consent to testing. Remember that if you refuse to consent to testing by local police – who DO NOT need probable cause to stop you – can charge you based solely on observation, and they will also confiscate your driver’s license. This will also result in your base driving privileges being suspended. The blood alcohol content (BAC) limit for a DUI is .05%. Who Was Saint Patrick? By Gary Nichols NSA Public Affairs

St. Patrick’s Day has become a popular holiday – which is celebrated on March 17 each year – to honor the patron saint of Ireland, Saint Patrick, who is credited with bringing Christianity to the Irish people. Irish immigrants began observing the holiday in Boston in 1737, and the first St. Patrick’s Day parade was held in New York City in 1766. Here’s some background on the person who is celebrated on this holiday. The real St. Patrick wasn’t even Irish. He was born in Britain around 390 A.D. to a rich Christian family who owned property and slaves. As a young boy, it is believed Patrick showed no interest in Christianity. When he was 16, he was kidnapped and sent overseas to the wild, chilly and pagan country of Ireland to tend sheep for seven years. This was a very tough period of his life, and during this time he became a true believer in the Christian faith. According to legend, voices in his dreams told Patrick to escape from Ireland. He found passage on a pirate ship back to Britain, where he was eventually reunited with his family. While in Britain he became ordained as a priest. He then returned to Ireland, and

then spent the rest of his life converting Irish pagans to Christianity. He died on March 17, 461, and was almost forgotten. Eventually as Christianity spread around Ireland, his legend grew, and centuries later he was honored by the people of Ireland as its patron saint. Today, St. Patrick’s Day is celebrated around the world. Some other interesting things about St. Patrick’s Day: It is widely believed St. Patrick drove all the snakes out of Ireland. However, there have never been snakes in Ireland, then or now, for two reasons: Ireland is an island, and most snakes can’t swim; plus, the environment was too cold for snakes to live. Most scholars believe “snakes” is symbolic of the pagans, which Patrick “drove out” by converting them to Christianity. Most people, whether they are Irish or not, wear green on St. Patrick’s Day. One of the traditions is to pinch anyone who is not wearing green on St. Patrick’s Day. Corned beef and cabbage are traditional foods eaten on St. Patrick’s Day. The shamrock is often worn as a badge or pin. The three leaves, as taught by St. Patrick, also represented the Christian Holy Trinity: the Father, the Son and the Holy Spirit.
