Trident Joust Exercise Kicks Off in Poland By U.S. Army Sgt. 1st Class Mark Patton

Exercise Trident Joust 2017 officially kicked off September 11, 2017, at the Bydgoszcz, Poland-based Joint Force Training Center. During the exercise, the headquarters of Allied Joint Force Command Naples, under the banner of the NATO Response Force, will train on hybrid threats within a non-Article 5 crisis response operation. The exercise has the NRF deploying to prevent an escalation of hostilities in a fictional scenario. The multinational

staff from JFC Naples will also practice interoperability with partner nations participating in Trident Joust. “Trident Joust 17 is a great opportunity for our team to come together and showcase our ability to meet the modern security challenges facing the Alliance,” Canadian Army Lieutenant-General Christian Juneau, commander of the NATO Response Force and deputy commander of Allied Joint Force Command Naples, said. “I look forward to what we’ll accomplish over the next couple of weeks here in Poland as we further demonstrate our capabilities under the ban-

ner of the NATO Response Force.” Exercise organizers said participants will also have the opportunity during the exercise to practice cooperation, coordination and liaison with a variety of local and national officials as well as international and non-governmental organizations. The NRF, launched in 2002, is a highly ready and technologically-advanced, multinational force made up of land, air, maritime and Special Operations Forces components that the Alliance can deploy quickly, wherever needed. The decision to deploy the NRF is taken by the North Atlantic Council, NATO’s highest political decision-making body. During a Pentagon remembrance of the 16th anniversary of the 9/11 terrorist attacks, Defense Secretary Jim Mattis and Chairman of the Joint Chiefs of Staff Marine Corps Gen. Joe Dunford honored those who died, the survivors and the families left behind. On that day, 184 people lost their lives in the halls of the Pentagon and on American Airlines Flight 77, Dunford said in remarks he made before introducing the secretary. “Sixteen years ago, when terrorists attacked the Pentagon, the World Trade Center, and as they attempted other attacks in Washington, D.C., they did so with a sense of purpose. They were attacking symbols that reflect our way of life and our values,” the general said. The terrorists believed that the attacks would shake U.S. commitment to those values, he added, and quoted then-President George W. Bush, who hours after the attacks said the terrorists thought they could frighten Americans into chaos and retreat. But they were wrong. PENTAGON 9-11 OBSERVANCE Page 11

This week we had our final town hall of the fiscal year and my first one as CO. I want to thank everyone who came out and participated, as well as my team and tenant command presenters. Facilitating this kind of two-way communication is crucial to the success of our base community. We all share a responsibility to keep the base safe, clean, and functioning in our mission to support the fleet, so let’s keep that communication flowing! I’d also like to remind everyone that September is suicide awareness month. In my last column, I mentioned that our ultimate goal should be zero when it comes to the risk of suicide for our fellow service members. I can’t stress that enough. Always be there for your shipmates and coworkers and always look out for each other. Know the signs and intervene if you can. Just letting someone know what number to call could be all it takes to save a life. Additionally, September is national preparedness month. Our emergency management department will be putting out important tips on emergency preparedness through the base Public Affairs Office notes – so keep an eye out for those. You can also find helpful tips on making sure you and your family are prepared by visiting www.ready.gov Next week we’re going to see a preponderance of our Italian co-workers out on Monday and Tuesday. This is because September 19th is the Feast of San Gennaro, the patron saint and protector of Naples. Neapolitans celebrate this important holiday through a ceremony at the Cathedral of Naples. During the ceremony, Catholics visit the church to pray over vials said to contain the saint’s dried blood. Many Catholics believe that due to prayer, the blood miraculously liquefies, signifying good luck for the city of Naples. Local government and Church officials taken part in the ceremony as well, and cannons shots are even fired from Castel dell’Ovo once the blood has been observed to liquefy. If you have a moment, ask an Italian friend or co-worker about this interesting part of their local culture! Blood Miracle of San Gennaro Expected Tuesday The miracle of San Gennaro’s blood is expected to happen September 19 inside the Naples cathedral. Saint Januarius was martyred during the persecutions of the pagan Emperor Diocletian in 305 AD. San Gennaro was appointed as bishop of Benevento (northeast of Naples) when he was 20. According to some stories, the emperor’s soldiers arrested the bishop and threw him to the wild bears in the Flavian amphitheater in Pozzuoli, but the bears laid down and refused to attack the bishop. Another story said he was placed in a furnace but wasn’t burned, so the soldiers beheaded him in Pozzuoli. After his death, a woman, named Eusebia collected some of the bishop’s blood in vials. Traditionally the dried blood miraculously liquefies during the annual celebration on September 19, December 16 and the first Saturday in the month of May. Believers gather to pray hoping that blood liquefies. On those times when the miracle has not occurred, there have been dramatic and harmful events to the city that soon followed. The Feast of Saint Januarius is a public holiday in Naples so many businesses and public offices will be closed. Naples Airport Authorities Cracking Down on Parking Offenses The Naples airport authorities, the City of Naples and local police command have implemented a computerized airport management system, the Controlled Traffic Zone (Ztc) to reduce traffic and slowdowns inside the airport roads. From the time of arrival at the airport, visitors who accompany or welcome passengers have only 10 minutes to park

their vehicles, and unload passengers and luggage at special dedicated stalls called “Bacio al volo” or flying kiss. At the entrance of the airport there are cameras which electronically detect the time a vehicle has been at the airport. If the vehicle stays longer than 10 minutes there is a penalty of 80 euros. For longer stays visitors can use one of the nearby parking lots. Spoleto Gelateria Wins Gelato World Tour Contest The Gelato World Tour finals were held in Rimini, northern Italy on Sunday. The world’s best flavor was a pistachio-flavored ice cream from the Gelateria Crispini in Spoleto, which used three types of pistachio from Sicily, two from Bronte and one from the Agrigento area. The Gelato World Tour is the first international touring competition in search of the best tastes in the world. The winners were selected by a 45-person jury, which included gelato experts, chefs and journalists.The aim is to discuss and promote worldwide artisanal ice cream; a sector that is currently worth more than 15 billion euros. In 2016 there were more than 60,000 ice-cream shops in Europe, of which 39,000 were in Italy. Italy’s Economy Continues to Slowly Improve Italy’s economic state is gradually improving, according to the reports issued by the national statistics agency ISTAT on Tuesday. Economic growth increased 5.9 percent, while consumer goods saw an increase of 4.1 percent. The July production levels increased by 4.4 percent compared to this time last year. Additionally, the agency estimated that the number of new workers was up by .7 percent (153,000 new jobs) with respect to the same period in 2016.

HISTORY: USNS BRASHEAR (T-AKE 7) LAUNCHED

The seventh Lewis and Clark class Auxiliary Dry Cargo ship, the USNS Carl Brashear (TAKE 7) was launched Sept. 18, 2008, at the General Dynamics NASSCO shipyard at San Diego, California. Lauren Brashear, granddaughter of the ship’s namesake and the ship’s sponsor, christened the 689-foot ship in honor of Master Chief Boatswain’s Mate Carl Brashear, who became the first African American Master Diver in the U.S. Navy and also the first person to be recertified as a diver after an amputation. Auxiliary Dry Cargo ships deliver ammunition, provisions, spare parts, potable water and petroleum products to ships at sea and Marine detachments, allowing them to stay underway and combat ready for extended periods of time. The Brashear is run by approximately 124 civilian mariners working alongside 11 Sailors. Brashear was born January 19, 1931, in Tonieville, Kentucky, a small unincorporated town in central Kentucky. One of eight children of a sharecropper, Brashear quit school after the seventh grade to help on the family farm, and he also worked part-time at a nearby

gas station. With minimal formal schooling, Brashear had few career options in those racially divisive times. He tried enlisting in the Army in 1948, but was turned away. A few months later President Harry S. Truman desegregated the armed forces, and Brashear joined the Navy. In October 1954, Brashear graduated from the Navy Salvage Diving School at Bayonne, New Jersey, as a Salvage Diver, and then returned to the USS Tripoli. In September 1960, Brashear was promoted to Chief Boatswain’s Mate and reported to USS Nereus (AS 17). Less than a year later, he had shore duty at Fleet Training Center, Pearl Harbor, Hawaii, where he qualified as a Second-Class Diver. In September 1965, he was ordered to USS Hoist. On March 23, 1966, Hoist participated in the recovery of atomic bombs following the crash of two U.S. Air Force planes off the coast of Palomares, Spain. While retrieving one of the bombs, a towing line parted, striking Brashear’s left leg and immediately giving him lifethreatening injuries. He was me-

devaced to Naval Hospital Portsmouth, Virginia, where his leg was eventually amputated below the knee to save his life. During this time, Brashear was promoted to Senior Chief Boatswain’s Mate. In March 1967 he recovered from his injuries and reported to the Second Class Diving School at Harbor Clearance Unit Two at Little Creek, Virginia, for rehabilitation and training. A year later he was recertified as a Navy diver in March 1968 and was assigned to Naval Air Station Norfolk, Virginia. In June 1970 Brashear was assigned to the Naval School of Diving and Salvage at the Washington Navy Yard, becoming the first African-American Master Diver in the Navy. He was transferred to the USS Hunley (AS 31). In April 1979, Brashear retired from active duty, but remained in the Tidewater, Virginia, area as a civilian employee for the Navy until 1993. Brashear died July 25, 2006, at Portsmouth Naval Hospital, ironically, the same hospital where he recovered from the accident that nearly took his life 40 years earlier.

SPOTLIGHT: HOSPITALMAN JUSTIN DOMEJES Hospitalman Justin Domejes, who hails from Santa Clarita, California, reported to U.S. Naval Hospital (USNH) Naples in October 2015. After attending Hospital Corps “A” school at Fort Sam Houston San Antonio, Texas, he transferred to Naval Hospital Bremerton, Washington State. Domejes is a vital asset to the USNH Naples Patient Administration team as a Medical Records Technician and the face of the medical records division. He is usually found at the front window, with a friendly smile, greeting and helping patients. When not providing exceptional customer service at the front window, Domejes can be found taking care of medical records. He says he takes pride in maintaining the health records of the more than 8,000 active duty personnel, dependent, DOD civilian and NATO personnel who are stationed here in the Naples area. Domejes is an avid traveler and enjoys being in nature. He admits that his hidden passion is food. Being stationed in Naples and having the opportunity to travel and experience so many different types of cuisine has expanded and enriched his palate, and transformed him into a food connoisseur. When he is not working, traveling or exploring various cuisines, Domejes is working on completing his associate’s degree in nursing at Los Angeles Valley College. After graduating from nursing school, his long-term goal is to become commissioned as an officer in the U.S. Navy Nurse Corps.

Work with landlords to have any water holding tanks disinfected twice a year, and ensure your tap water is disconnected from non-permitted wells and connected only to the city water system.

ENERGY CONSERVATION Why Unneeded Lights Get Left On From NSA Naples Energy Management Team

Are there lights that seem to be on all the time when nobody is using the area? This is known in the energy management business as an energy saving opportunity. There are a number of reasons the lights may be left on: ● Several people use the area and nobody is taking responsibility for the light switch – They may not know when other people are still in the area. ● There is no light switch, or it’s hard to find. ● The lights are the high intensity discharge type often used in industrial areas, and they require time to warm up. When these lights spend a lot of time on when nobody is in the area, it may be cost-effective to change them to an energy-efficient instant-on type such as fluorescent or light-emitting diode. ● Someone believes the old myth that it takes more energy to turn fluorescent lights back on than can be saved by shutting them off during the day, or even overnight. If you see lights on a lot when nobody is in the area, tell your supervisor or building energy monitor about the potential energy savings. It may be a matter of educating people. If it’s a design issue, public works can evaluate the lighting requirements and possibly make some changes, helping your building and your base to be just a little greener. Many small contributions can add up to big savings.

NSA Naples Honors, Remembers 9/11 Victims By MC1 Daniel Barker

Naval Support Activity Naples held a remembrance ceremony at the base theater on Capodichino, commemorating the 16th anniversary of the terrorist attacks and the nearly 3,000 lives lost and sacrifices made September 11, 2001. During the ceremony, coordinated by Naples-area chief selectees, four speeches discussed the events of that day for each of the four coordinated attacks across the country. A wreath was laid in honor of those killed and displayed alongside an American and Italian flag created from firefighting hoses. Chief (Select) Matt Ellis, taking part of the event, reflecting upon the mean-

ing behind the ceremony, the attacks and the dedication of the first-responders doing their job that day. “It really paid tribute to the first-responders,” Ellis said. “It was an emotional ceremony, but it was moving to talk about.” Ellis acknowledged the courage of the victims aboard the hijacked planes used in the assaults and the dedication of military members who protect and defend America at any cost. “Today’s ceremony was a beautiful way of reminding us to keep going forward,” Ellis said. “And for those of us in the Navy or working for the Navy to remember why we do what we do.” More than 100 personnel, both military and civilian, attended the event. On the morning of September 11, 2001, America was changed forever. In the following hours, days, weeks, and years, citizens around the world came together to help each other through this terrible tragedy. This ceremony honored those lost and those who answered the call to help their fellow humans.

Hurricanes, tornadoes, flooding and all other types of severe weather events happen, as we’ve seen recently along the Gulf Coast. That’s why National Preparedness Month in September emphasizes the importance of planning for unexpected emergencies – natural or man-made. Commissary patrons may not be able to set their cell phone alerts for the next crisis, but they can use their benefit to plan for it, Defense Commissary Agency Sales Director Tracie Russ said. “During National Preparedness Month, we are reinforcing the importance of developing a plan for any emergency,” Russ said. “As our patrons prepare their survival kits, we want to remind them they can use their commissary benefit and save money in the process.” Through October 31, DeCA’s severe weather preparedness promotional package is offering various items for those survival kits at reduced prices. This package includes: beef jerky and other assorted meat snacks, soup and chili mixes, canned goods, powdered milk, cereals, batteries, airtight bags, weather-ready flashlights, tape (all-weather, heavy-duty shipping and duct), first-aid kits, lighters, matches, lanterns, candles, hand sanitizer and anti-bacterial wipes. The amphitheater at Capua was the second largest in the ancient Roman Empire, and like its larger counterpart – the Colosseum in Rome – was the site of many gladiator battles. The most well-known gladiator who fought at the amphitheater was Spartacus, a Thracian who fought there more than 2,000 years ago, and led a major slave uprising against the Roman Republic in 71 BC during the Third Servile War. Following the COMREL project, the chief selectees and mentors were given a personalized tour by an amphitheater / museum director “It was a great opportunity to learn about the local culture here in Italy and to give back to the community we live in,” Chief Select Matt Ellis said. “It was a very productive day. If there was a chance to do it again I absolutely would.” The Navy-wide chief selectee induction program is a time-honored process that involves many hours of training and hands-on events. During the six-week program, chief selectees participate in a variety of leadership-building events including COMREL projects. COMREL projects are designed to help grow relationships between the military and local civilian communities around the world. “The clean-up project today was an awesome thing to do,” Chief Select Angelica Ramirez said. “The local nationals looked really glad to see us there. Cleaning and helping out bonds us together just a little bit more. You could tell they were really appreciative of our work.” The group of chief selectees and their mentors collected nearly 80 trash bags of weeds and litter from among the ancient ruins. And we have strengthened our commitment to the idea that the freedom of many should never be endangered by the hatred of a few.” Recalling the events of 9/11, the general said that it’s appropriate for those who still serve the nation to remember and honor those who died, those who still suffer from injuries sustained that day, and those who were left behind. “If we truly want to honor those remembered today, each of us will walk away from this ceremony with a renewed sense of commitment to our values in the cause of freedom,” he said. “Each of us will walk away from this simple ceremony reminded that the war is not over and that further sacrifice will be required, and each of us will walk away with resolve to strengthen our personal commitment to protect their family, friends and fellow citizens from another 9/11.” Boundless Compassion In his remarks Mattis welcomed the 306 family members gathered at the Pentagon to remember their loved ones lost 16 years ago today.

“We are here to honor those 2,977 lives claimed by the brutal attacks of Sept. 11, 2001, – the men and women who woke that day, never anticipating an attack on their place of work or against this country, innocents who hailed from 90 nations and all walks of life,” the secretary said. Heroism and compassion were boundless on 9/11, he added. Patriots from all backgrounds and all walks of life responded with speed, courage and compassion. Protect and Defend The men and women of America’s armed forces have signed a blank check to protect the American people and to defend the constitution, a check payable with their lives, Mattis said. “Your military stands ready and confident to defend this country, this experiment in democracy,” the general added. “And we will continue to do so using all means necessary and as long as necessary.” On this 16th anniversary of 9/11, Mattis said, “We remember the loss of so many in New York City, in a somber field in Pennsylvania, and here in this very building behind me, and in many battles since. And some of those battles are still raging.” To the families of those who perished, the secretary added, “The loss you have endured drives us in our mission today and every day.”

Rise and Fall of Piracy By Judith Snyderman Naval History & Heritage Command Public Affairs

In honor of “Talk Like a Pirate Day” next Tuesday (September 19), here is a short history about real pirates. Pirates have been around since man first took to the high seas, and a type of sea raider known as a privateer emerged between the 15th and 19th centuries. Michael Crawford, a senior Navy historian, has kept track of the recent increase of modern pirates on the high seas. “A privateer is a private man-of-war who has a license from his sovereign government to attack the ships belonging to citizens of a country with which he is at war,” Crawford said. “If he does capture an enemy ship, he has to go through all the legal requirements; he has to bring the ship into port and have it tried in an admiralty court.” Crawford traced the rise of privateering to the 15th century, when members of the merchant marine appealed to their

kings after losing property in attacks at sea. The monarchs issued them letters of “marque and reprisal,” giving them permission to retaliate and recoup their losses. The use of privateers eventually expanded from peacetime to wartime, Crawford said. “The kings realized they could take advantage of these private merchant men who had armed ships to supplement their navies.” International conventions drafted in the 19th century effectively ended the recognition of privateering as a legitimate form of warfare. However, pirates continue to attack commercial and naval ships and to threaten regional security. “Piracy is a threat to the security of all nations,” Navy Rear Adm. Scott Sanders, task force commander, said. “We are committed to continuing operations with our naval counterparts to create a lawful maritime order and deter acts of piracy activity here.”

MERCATO/CLASSIFIED ADS • FREE MERCATO ADS • A Panorama/NSA Public Affairs Office courtesy service available for U.S. or NATO ID cardholders who have orders to PCS within six months. RULES: • New ads must be submitted on a completed Mercato form, along with a copy of both the member’s ID card (front and back) and ONLY the first two pages of PCS orders or equivalent. • Ads are limited to one per category and 25 words maximum. Ads for free pets are limited to one per person or organization (copy of ID required) and run on a space-available basis. One contact phone number per ad; no e-mail addresses. • Deadline for submission is Monday, noon for the following Friday. Public holidays (U.S. or Italian) are not an exception to this rule.

Late submissions will be considered for the next available publication. Ads not renewed by the deadline will not be published. • PAID CLASSIFIED ADS • For services and products not eligible for free insertion in “Mercato.” Classified ads can be placed at STAMPA GENERALE (Panorama Advertising Office) located at NSA Capodichino, Building 450, 1st Floor.
